Residential property values in the Goulburn Valley

Chris Crouch, of Opteon Property Valuers, SheppartonTHE residential property market throughout the Goulburn Valley has been relatively subdued over the past 12 months, albeit showing signs of imminent positivity.
After unprecedented growth throughout the Covid period due to many factors including record low interest rates, residential growth trajectory continued from the rst interest rate rise in May 2022, to a peak in early 2023. Since then, in line with continuous interest rate rises in 2023 (13 in total from May 2022), in an attempt to slow persistently high in ation, increased cost of living pressures, along with the effects of major ooding, market con dence weakened.
Demand reduced in the residential market with general oversupply and extended selling periods, however existing house and unit market values stayed relatively steady in the greater Goulburn Valley area with no evidence of signi cant value reductions. In the past 12 months, some areas in fact evidenced slight continued median price increase trajectories including Shepparton (4.6%
increase), Kyabram (15.1%) and Echuca (8.6%), with Seymour (-0.4%), Benalla (-3.6%) and Yarrawonga (-3.3%) showing slight reductions.
High new building costs due to residential construction supply chain disruption has seen a reduction of new homes being built in the area. This has had an adverse effect on residential vacant land sales, resulting in a slight reduction in values from peak levels in 2023.
Noted factors have particularly adversely affected the rst home buyer market sector, however rental demand has remained extremely high even after a peak in localities and surrounding areas affected by ood, largely due to a general shortage of housing in the area.
So far in 2024, interest rates have not increased, with some economists predicting rate cuts late in 2024, depending on in ation reducing
to acceptable levels. Due to the likelihood that interest rates have peaked, a subsequent increase in consumer con dence has ensued, and we are now seeing evidence of an increase in residential market activity with an uplift in demand, the rst home buyer sector included, as well as an increase in new home building in some areas.
With predictions of interest rates remaining steady and reductions on the horizon, if cost of living pressures can be kept in check, we would expect to see ongoing consumer con dence and further increase in demand, and therefore strengthening values across residential markets in the Goulburn Valley likely during the rest of 2024 and into 2025.

DESPITE uncertainty from climbing interest rates and setbacks in the building industry, Shepparton continues to be resilient in the face of market challenges.
The price of blocks of land has subsided slightly, due to those in the market switching to existing dwellings. This is due to the increase in the costs of building a home and the extended timeline of the build. There’s an adjustment underway between land and existing homes. Although the market calmed a little, it’s still strong for residential properties. During the height of Covid, residential property was changing hands at breakneck
speed and our expectations became quite high on the average days a property was on the market. We’re still experiencing excellent sales but the average number of days a residential property is on the market has increased to 25-35 days. Land has come back a little in price and is selling at around $250k-$300k+ a block. The challenge going forward is the scarcity of land. The challenge for developers is the sheer cost
of developing land with all the infrastructure involved.
It’s vitally important that anyone planning to build in the next few years is aware they must register their interest in blocks in new housing estates. New stock of available land will become scarce and even if you’re not nancially ready to build, you will have time
before the block’s title. This is your chance to get your foot in the door.

Shared user paths coming soon!
IN addition to new housing releases in Kyabram, the Breen Avenue shared user path project is progressing towards completion.
This project will see the development of a dual cycling/ walking track along the north side of Breen Avenue from Cooma Road to Allan Street, Kyabram. The project will see the establishment of approximately 1.78km of shared user path, forming the missing link in the town shared user path network.

FOR another year, Greater Shepparton has again been identi ed as being one of Australia’s top 10 affordable regional areas for real estate investment. PRD Real Estate recently analysed all of Australia’s non-metro areas to determine the 10 best towns for regional property investment in 2024, with Greater Shepparton being named eighth.
All regional cities were ranked according to their affordability, property trends, rental yield, projected development and unemployment rate.
As of the December quarter 2023, housing affordability in New South Wales, Victoria, South Australia, Tasmania and Australian Capital Territory are all at their lowest points in 20 years, according to PRD, with the weighted average capital city Australian median house price growing
5.3 per cent to $1,005,242.
The chosen LGAs have a median house price of less than $600,000, which is much higher than PRD's 2023 report of $500,000, re ecting the growing unaffordability of homes. However, the $600,000 threshold is approximately 33.9 per cent lower than Melbourne’s median house prices in the December quarter, providing hope to rst home buyers looking for land out of the city.
Researchers at PRD deemed the following 10 regional locations as affordable places with solid fundamentals for sustainable future growth:
• Mackay Regional Council (QLD)
• Toowoomba Regional Council (QLD)
• Townsville City Council (QLD)
• Dubbo Regional Council (NSW)
• Tamworth City Council (NSW)
• Grif th City Council (NSW)
• City of Ballarat (VIC)
• City of Greater Shepparton (VIC)
• Wodonga City Council (VIC)
• Burnie City Council (TAS).
