WHAT HAPPENS IN NOVEMBER 2014 Victorians go to the polls on Saturday 28 November 2014 for the Victorian State Election. Following the redistribution of electorate boundaries in 2013, Northern Victoria has new or expanded electorates. Unfortunately we have one fewer rural seats with the demise of the Rodney electorate. Parts of Rodney and the old Murray Valley electorates are now part of an expanded Shepparton District electorate (see map) and voters in these areas will vote in the new seat of Shepparton at the upcoming November state election. As noted, I will not be seeking re-election and thank you for the honour of having been your representative in the Victorian Parliament.

AFTER nearly 25 years in public life I will not be seeking re-election and thank you for the honour of having been your representative in the Victorian Parliament for the past 18 years. Like many others in the Shepparton electorate I was a migrant. My family migrated to Australia from England because the adverts said Australia was ‘the land of opportunity’. For a ten-pound pom who grew up in public housing in Shepparton and was educated in public schools in Shepparton to have the opportunity to be a member of Her Majesty’s government shows that this truly is the land of opportunity. I had the opportunity of being a local government councillor and Shire President of the former Shepparton Shire and a commissioner with the Shire of Campaspe after council amalgamations. In 1996 I was elected to the Victorian Parliament. It was an honour to be part of the Victorian Coalition Parliamentary team, particularly working under the wonderful leadership of Premier Denis Napthine and Deputy Premier, Peter Ryan. I was proud to be appointed the Minister for Local Government and the Minister for Aboriginal Affairs for three and a half years, stepping down when I announced my retirement at the upcoming November elections. During that time we delivered the most significant reform in local government in the last two decades. This included: New Local Government Performance Reporting Framework from July 2014; Councillor Conduct and Governance Review; Local Government Electoral Review; a Revised Victorian State-Local Government Agreement; and a review into Tomorrow’s Library. Introducing the Victorian Indigenous Honour Roll was another highlight. The honour roll, an Australian first, highlights the achievements of Indigenous Victorians. Serving as Minister for Aboriginal Affairs has given me a deeper insight into the complex issues and challenges facing Indigenous Victorians. Thank you to all the volunteers who support our community so generously and to the organisations and leaders of business who help in our wealth creation. It has been an honour to work with you all.

NEW TRAIN FOR SHEPPARTON THE Victorian Coalition Government’s Shepparton Passenger Services Working Group was set up to identify options to enhance passenger services between Shepparton and Melbourne. A s Chair of the Working Group, I am ver y pleased the first outcome from the working group’s recommendations to Minister for Transport, Terry Mulder is an extra early morning weekday train. Minister Mulder announced on 24th September that this service would start on Monday 13th October. The service leaves Shepparton at 5.15am and arrives at Southern Cross station just before 8.00am. This extra train means residents now have an early morning option for those who need to get to Melbourne before 9am. The Working Group which was announced by Deputy Premier Peter Ryan in July, met in August, September and October and called for community submissions on passenger services needs for Shepparton. We have reviewed the sixteen submissions and many consultations which has enabled us to provide Minister

Mulder with a united view and understanding of service levels, timetabling and the passenger services needs of our community. The Working Group has developed a package of additional short-term service improvements as well as medium and longer-term options which have been forwarded to the Minister. RECENT VICTORIAN GOVERNMENT INVESTMENT IN THE SHEPPARTON DISTRICT IN the last few weeks I have made several announcements regarding funding for Shepparton district projects. These include: • A total of $99,000 for upgrades to the fruit bins playground at KidsTown and to conduct a study into the ongoing development of KidsTown. The study will consider how the Greater Shepparton community might use the existing facilities to create a site which fosters growth for local organisations and strengthens tourism in the region. • 17 environment groups in the Goulburn

Broken region will share in more than $215,500 in funding from the Victorian Coalition Government. • A total of $422,113 on maintenance at seven schools in the Shepparton district. • A new tanker for the Cosgrove-Pine Lodge CFA ($335,000). It was also very pleasing to attend the commencement of the Cosgrove Pipeline Construction in early October. This was an election commitment I made to the Cosgrove Community which will provide year round supply to 112 properties.

INVESTMENT IN NATHALIA’S YOUTH PROGRAMS I had the pleasure recently to announce the Victorian Coalition Government is investing $75,000 to help young people in Nathalia and district develop skills, build confidence and make new connections for life after school. The funding will help more young people in Nathalia and district get involved in their community. I congratulate the Nathalia District Community Association (NDCA) on their success in applying for and receiving this funding.

The NDCA will use the funding to run their Nathalia Youth Engagement Mentoring Project (YEMP). Sod turned for $10.4M ‘youth foyer’ CONST RUC T ION of Sheppar ton’s Education First Youth Foyer is expected to start this week, with the first sod turned for the $10.4M facility on Monday. The Shepparton Education First Youth Foyer will provide integrated and supported accommodation for up to 40 young people aged 16-24, with its construction having a double benefit for the community, providing a boost to the local economy through the creation of eight new jobs and four trainee apprenticeships. Minister for Housing, Wendy Lovell said, “I’m excited to kick start a facility that will provide a great opportunity for young people to continue their education. Continued on page 10

By David Lee THE latest crime spree on businesses across the region has spurred local police to urge business owners to review their security measures. Since the start of the month, nine attempted breakins, break-ins and shop thefts have left a jewellery store, distribution business, restaurant, liquor stores, a clothing store, supermarket and auto sales store out of pocket, with only half of the offenders caught due to adequate security measures. Shepparton Police Crime Prevention Officer, Leading Senior Constable Glenn Gibson said, “Business burglaries remain the major driver in our community’s recent growth in property crime. “Offenders don’t want confrontation. They want to get in and get out with the goods and because a business can be unoccupied for up to 16 hours per day and even longer on the weekends they are seen as an easy target. “They are just looking for soft targets and if businesses don’t look at how they operate their security they are leaving themselves open. “The cost of a burglary to a business goes further than the items stolen and the damage caused to get into the structure; the loss of productivity is by far the biggest cost.

“We urge businesses to take control of their business assets and initiate actions that will protect their business from criminals. President changeover to continue forward movement of squad By David Lee AFTER three years at the helm, Steve Dempster from Shepparton Search and Rescue Squad Inc has stepped down as President, taking on the Vice President role and seeing Michael D’Elia taking on the presidential role. Being a member of the squad for 11 years and serving eight of those as Secretary, Michael has been a part of many large events the squad has been through and says he is looking forward to the coming 12 months. Michael said, “I have been a part of the signing of the Memorandum of Understanding with Victoria SES and also just recently with Greater Shepparton City Council. “We have received funding for a new storage shed on our premises so we are also looking forward to the next stage of that. “I will be working to continue to drive the organisation and keep the squad moving forward.”

My Shepparton; past imageries in photographic print By David Lee DO you remember Shepparton in its former glory? Well a new photographic print book based on a history of Shepparton is set to be released next month, after Author, Geoff Allemand, decided to utilise the images collected from his ‘Lost Shepparton’ Facebook page as well as the ‘Shepparton, Fifties, Sixties and Seventies’ page. With images ranging from the 1860s right through to the 1940s, ‘50s, ‘60s, ‘70s and ‘80s, the 100 page book, titled ‘My Shepparton’ is due to be released mid November and will display 180 images depicting scenes, buildings and past imageries that were once the face of Shepparton’s streets. Iconic images including the old Raymond West Pools, the Drive-In, pre-mall Maude Street views and shops such as Fairley’s IGA and Coles have been chosen from more than 3,000 images that have been collected thus far, in hope that they will stir memories of people’s experiences of Shepparton’s past. Geoff said, “We have quite a few great history books about Shepparton but few, if any, focus on the photos of our past. “Because we have lost so much of our historic buildings and places in Shepparton, it planted the seed to do a book depicting these historic scenes. “After starting the Lost Shepparton Facebook page 12 months ago, I noticed there was a great deal of interest in historical photos and a little frustration over the historic buildings that have been demolished over the years. “This is clearly showing there is a lot of fondness over the past and that people really seem to enjoy the old photos.” For further information or to pre-order a copy of the book, visit http://lostshepparton.weebly.com/products.html

LOCAL Music group, Turaton Music Company are celebrating their 70th birthday this year and to commemorate the milestone, the talented group will present two special ‘Celebration Concerts’. The company originated as an all male quartet, which sang at the Internment Camps near Tatura. As the choir’s popularity grew it eventually evolved to accommodate the changing times and tastes with a ladies choir added and producing beautiful musical performances for the greater public. In recent years, Turaton has diversified into Theatre Restaurants and Choral Concerts. Choir member, Jeff Baker has updated the Music Company’s history through exhaustive research of records and has reproduced the publication of Turaton’s history, ‘The Jewel in the Valley’. The book offers a comprehensive glimpse into the Turaton Music Company’s history from conception to current day and will be available for purchase at the ‘Celebration Concerts’. Musical Director, Shirley Ferguson says she

believes the passion and the love of people is what has sustained the Turaton members through the years. “The choir just love getting together and singing and acting with the theatre restaurants, it’s also a place for people to join and circulate together. You become friends over the years, it’s like one big happy family.” The two concert events will be held respectively on Saturday, October 25 at 7.30pm at the Shepparton High School Hall in Hawdon Street, Shepparton and Sunday, October 26 at 2pm at the Victory Hall, Hogan Street, Tatura. Local business supports student education By David Lee AN opportunity for local students to receive a scholarship grant of $2,000 to help with their tertiary study is now available, with Shepparton Camera House recently kicking off the inaugural grant. Open for applications until February 15, 2015, the Shepparton Camera House Student Scholarship for 2015 will be available to students completing year 12 in 2014 or 2013 (gap year) and the applicant must have taken at least a week of work experience in a local manufacturing, horticulture, hospitality, tourism or retail industry. Red Hot, a true Australian crime mystery POPU LAR Author of ‘Gorgeous on a Shoestring’, Leonie Piper has recently released a new book, which is a true Australian crime mystery collaboration between her and her sister, Cheryl Alldis. Based on true events, Red Hot tells the tale of an arsonist who targeted the small community of Hamilton Valley in 1964. The arsonist’s rampage was carried out over a four year period causing shocking destruction. The assailant eluded capture and baffled detectives during his seemingly relentless attacks. The story recounts the sisters’ memory of the events of that time and the affect which suspicion, accusation and fear had on the close knit community. For the past 30 years, ACSO has partnered with Health and Human Services to build safer, more inclusive communities addressing the needs of complex and disadvantaged groups. As an outcome of the Department of Health’s re-commissioning process for selected alcohol and other drugs and mental health services, ACSO has been given the responsibility to co-ordinate a new intake and assessment service, referring people experiencing mental health, alcohol and drugs issues to a range of community based treatment programs. ACSO CEO, Karenza Louis-Smith said, “The past system for mental health and drug treatment was challenging and complex to navigate for consumers and service providers alike. ACSO’s Intake and Assessment Service provides a single entry point for both drug treatment and mental health services for regional Victorians, which means better outcomes for all.

“Shepparton is a big regional hub and as a centre it’s facing a lot of challenges. To have a central place which is clear and known in Shepparton allows us to better reach those at risk. It’s about getting to the people and getting them the help they need so they don’t go down the wrong path. “At least 50 percent of offenders coming out on parole have a drug and alcohol issue and the percentages are even higher for mental health and these are the components that lead to offending behaviours. We want to build a safe community and we know that alcohol and

drug abuse play a huge role in preventing that. “We want the community to partner with us and to work with us. Drugs and alcohol don’t discriminate, they affect everyone.” Since com mencing the new I ntake Assessment Service, the ACSO team has responded to over 1,200 calls from regional Victorians seeking help to access the right mix of treatment support for mental health, alcohol and drug needs. The new ACSO service in Shepparton is located at 95-97 Welsford Street, Shepparton.

home living Official launch of new Mooroopna developments THE Mooroopna West Growth Corridor housing development which was involved in the highly successful recent Building Better Regional Cities (BBRC) program was officially opened over the weekend in conjunction with an Open Day for Archer’s Field. Celebrating twenty education filled years AFTER providing the community with 20 education filled years, La Trobe University is calling on all former staff and students to help them celebrate their 20th anniversary on Friday, October 24. T he Sheppa r ton c a mpu s t h is ye a r achieved a ‘milestone intake’ of students, with enrolment numbers at their highest level since the campus was established two decades ago. In 1994, just 63 students enrolled but this year, 616 students are enrolled across 20 distinct courses at the Shepparton campus. Over the last 20 years, almost 1,650 students have graduated. Head of Campus, Sue Nalder said over the years, La Trobe’ has provided countless opportunities for members of the Shepparton community and the wider region, often enabling people to study who may not have been able to otherwise. “Being a regional campus, our key focus is to be involved with the Shepparton community and enable this region to grow and expand. “Over the past 20 years we have certainly done that.”

Five locals to take on Southern Cross Challenge TWO HUNDRED of the best U14 basketballers descended on Shepparton recently for the culmination of the Basketball Victoria Country Regional Academy, where four local girls and a male Benalla player were selected to play in the U14s and U15s Girls Southern Cross Challenge and U15s Boys Country Cup. Tyler Atkinson (U14s Girls Southern Cross Challenge) as well as Millie Brown, Ella Ogier, Lauren Reidy (U15s Girls Southern Cross Challenge) and Oscar Hide (U15s Boys Country Cup) all made selection out of the recent Golden Nugget Camp held in Shepparton. The program started in March with 800 athletes attending the popular U14 Skills Day across eight regional centres. From that, 450 were selected into the Regional Academy and completed the 20 week program in their local area under the guidance of experienced Vic Country Coaches. At the completion of the 20 week program, each academy selected athletes to attend the weekend ‘Gold Nugget Basketball Development Camp’ in Shepparton. Craig Hockley from Basketball Victoria Country (BVC) said, “This program is important to the overall development of athletes for not only our Vic Country Development Teams, but for future involvement in BVC Elite programs.” “This is one of the first steps in the Vic Country and Basketball Australia pathway, not only for the athletes but also for our coaches.” Greater Shepparton Basketball Association (GSBA) Manager, Tony Long said, “The GSBA congratulates the girls and Oscar. “The selections were made from two hundred of the state’s best athletes and to have this group make the selection is just a fantastic effort.”

Belinda Conna said, “The concept of the Sports Equipment Library is to increase access to sports equipment for those in the community that may not be able to afford

or may wish to trial the equipment before making a purchase. “The project is strongly aligned to the Sporting Chance grants program, where applicants can elect to become members of the Sports Equipment Library and borrow equipment – enabling the grant amount to be stretched further to cover participation and membership fees. “To get the library started we need equipment for people to borrow. “We are also looking for a volunteer who would be willing to man the sports equipment library from 10am to 12 noon on Saturdays.” For further information, visit www. getmoovinggreatershepparton.com.au

Search is on for next soccer stars By David Lee THE next soccer stars of the GV Suns juniors are being asked to step up to the challenge, with trial dates for the 2015 season running next month at McEwen Reserve in Shepparton. Those wishing to try out for the U12 team (born between 2003 and 2004), U13 team (born in 2002) and U14 team (born in 2001) are being asked to visit McEwen Reserve for try outs on Tuesday, November 11, 18 and 25 as well as December 4 from 6pm sharp. Those wishing to try out for the U15 team (born in 2000), U16 team (born in 1999) and U18 team (born between 1997 and 1998) and are being asked to visit McEwen Reserve for try outs on Friday, November 7, 14, 21 and 28 from 6pm sharp.
