Parking trial sparks greater activity in CBD

Fire strike team at Shepparton Airport

By Steve Hutcheson THE dangers of fighting fire is ever present when doing so in the field at ground level, for a team of extremely fit young men working with Forest Fire Management at the Department of Environment, Land Water and Planning, (DELWP) their job

is magnified several times by the need to travel by helicopter to new fires, generally located in remote and accessible forest points throughout the state and then rappel down a rope from up to 100 metres above the ground.

On the ground their mission is to address

the fire with rakehoes, back burning or other portable specialised fire fighting equipment that can be lowered to the ground before they can develop and spread while the helicopter above can drop water onto the centre of the fire.

IN the middle of last month, the Federal G overn ment released the M id-Year Economic and Fiscal Outlook (MYEFO), putting pressure on the government to further rein in spending in order to maintain a budget surplus, their signature position for responsible fiscal management as they see it.

Reflecting on low wage growth over the last several years, local Federal Member for Nichols, Damian Drum stressed the importance of maintaining it, “Wage growth is a problem,” he said.

While the latest figures show Shepparton re g ion h a s a re sp e c t able 4. 66 % unemployment rate compared to the rest of Australia, according to research conducted by the Australia Institute, macroeconomic policy has been based on the assumption that unemployment must be maintained at a certain minimum level in order to restrain wages and prevent an outbreak of accelerating inflation.

Australian Bureau of Statistics indicate that Shepparton currently has around 1,670 unemployed people in the community of 35, 8 0 0 worker s . Ac cord i ng to Australia Institute senior research fellow, David Richardson, officially recorded unemployment is only the tip of the iceberg of total underutilised labour in Australia.

Counting underemployment, discouraged workers, and “marginally attached” workers, extrapolating his national figures to Shepparton, there are more likely to be around four to five times that number, around 8,000 to 10,000, who are in that group, people who would like to work more but can’t find it.

The options to suppressing wages to maintain a surplus is to increase taxes, particularly in the higher tax brackets. In recent years, the Federal Government has lowered the tax rates for the higher end of the tax scale.

In his speech following the June rate cut, Reserve Bank of Australia governor, Philip Lowe again called on the government to lift its game in terms of fiscal stimulus. “While cutting rates had some effect the benefits are not evenly distributed across the community and that there are some downsides to monetary easing’’.

He called - again - for the fast tracking of infrastructure spending with increased borrowing, and structural policies that support firms expanding, investing, innovating and employing people.

Perhaps with high levels of underemployment and the RBA cutting interest rates to stimulate spending, the government obsession with maintaining a budget surplus is not the best fiscal strategy that might be taken for the community at large, particularly for Shepparton’s un- and underemployed or wage earners in general who are struggling.

Interns take their place at GV Health FOR 32 graduates from last years medical cohort from universities from around Australia, the chance to transition from studies in the classroom to treating patients in the wards is now taking place at GV Health. The interns are on a 12 month contract with GV Health during which time they will spend blocks of eight to ten weeks working through various departments at the hospital.

Most are still to decide where their medical careers will take them, some propose going into critical care, others into emergency or anaesthetics. The options for the future are endless.

Still getting used to the idea that they are now registered and able

to call themselves doctor, they are also getting their heads around the transition in their careers that began on Tuesday where, as was alluded to in their orientation, it was the first day of the rest of their medical careers.

GV Health is currently undergoing major expansion and as indicated recently by CEO, Matt Sharp, the hospital is going to be looking for an additional 500 plus staff, many of them as doctors to adequately staff the new facility.

The Goulburn Valley welcomes the new interns and look forward to them staying on as part of the expanding team and facility that is GV Health.

IN this era of prolonged drought, high water pricing and the number of farmers leaving the dairy industry, it is refreshing to hear a good news story about the production of milk.

Operating from their farm in Congupna, third generation dairy farmer and renowned dairy nutritional consultant, Dr Les Sandles found himself becoming increasingly disenfranchised with the direction of the Australian dairy industry toward megadairies, in 2012, he and partner, Cathy Palmer, a passionate animal rights activist who had built a career in the music industry, decided to stop complaining about the problem – and become part of the solution with How Now Dairy.

How Now Dairy operates with happy cows. Their point of difference is that bobby calves are not separated from their mothers at birth, which is the usual dairy farm practice but they are able to nurse from their mothers even while their mothers are being milked for production.

The calves stay with their mums for at least four months before they are weaned.

Using sexed semen, to date we are getting 100

percent female progeny that will eventually go into the heard.

Cathy Palmer said, “We are big fans of biodynamic / biological farming and use most of their practices but we cannot be certified – simply because we use sexed semen, which is considered a genetic modification. So, rather than complain, we are developing a holistic farm accreditation that will encourage more farmers to convert to organic/biological/ biodynamic farming. Of course, in addition to soil and pasture management, most importantly the certification will focus on the ethical management of our animals, including keeping all the calves with their mums.”

In December last year, How Now Dairy was nominated for a Banksia Foundation sustainability award, an Australian award that align with the United Nations sustainability development goals, coming away with the Small Business award with the citation: How Now Dairy follows a ‘cow-centric’ dairying model, that meets the ethical demands of welfare-conscious consumers and puts the welfare of the cow and calf first.

Council addresses roadside dumping

IN a bid to address roadside dumping of hard waste in roadside reserves and state parks, Greater Shepparton City Council are waiving certain fees for residential waste at the Shepparton and Murchison Resource Recovery Centres for two days in January 2020. The planned days for the Ardmona Resource Recovery Centre were to be held on Saturday 11 and 25 of January. Due to a recent fire in Council’s kerbside collection contractor’s facility, it is no longer possible to proceed with these days at the Ardmona centre.

Information and statistics including uptake of the service, reduction in the dumping of waste and customer satisfaction will be obtained during this trial period and will help inform future assessment and outcomes.

Mayor, Cr Seema Abdullah said Council is looking forward to seeing the information collected from the trial. “The results of

this trial will help inform future strategies and decision we make regarding waste management,” she said.

“We encou rage members of ou r municipality to make the most of this opportunity, however, please be aware that to be eligible there are criteria that must be met including proof you are a resident of our municipality. Members of the public should head to Council’s website before taking their waste to the centre to ensure you are aware if it is acceptable.”

The applicable fees will be waived during the following days and times: Saturday January 11 and Saturday January 25, 2020 from 8am to 4:15pm at the Shepparton Resource Recovery Centre.

Sunday, January 12 and Sunday, January 26, 2020 from 1pm to 3:45pm at the Murchsion Resource Recovery Centre.

Toolamba Bridge open to the public NO LONGER A BRIDGE TO NOWHERE.. Toolamba bridge is now open for traffic. Photo: Steve Hutcheson

FOR those living out in Toolamba, the road connecting the hamlet with the Goulburn Valley Highway has been out of commission for more than eight months due to work being carried out on the bridge across the Goulburn River.

However, that work has now been completed and the renewed bridge has an increased load limit taking it from two tonne to nine tonne. The bridge opened on 20 December last year.

The cost of the works totalled $1.6M

partly funded under the Fixing Country Roads Grant from the Victorian Government through Regional Roads Victoria.

Works on the bridge included upgrades to the bridge deck, replacement and upgrading of the guard railing, repair or replacement of most of the below deck structural components as well as anchoring the bridge abutment at the Toolamba end of the bridge.

Tatura library on the move

HAVING outgrown its current location, the Tatura library is moving into temporary accommodation at 155 Hogan Street, opposite the post office for the next six months while the existing building is extended and refurbished.

Library operations service manager, Jenny Wyllie said, “We will be closed for a week but when we reopen on the 14th January we will resume existing services including storytelling

and craft and coffee mornings.”

The Tatura library is a part of the GV Library group of 19 public libraries holding 8,500 books on its shelves while providing members access to over 3 million items in the system.

Once the new building work is complete they will have a much larger space that will also include a meeting room and more reading space. Future programs will include opening the

space up for occasional author talks with movable bookshelves.

Jenny pointed out that while the library is closed for the move, due dates for current books out on loan will be extended until they reopen while members can also use their membership cards to visit any of the other libraries in the group.

IDENTIFIED in 2011 as an area of future growth in the Greater Shepparton Housing Strategy 2011, Toolamba has only experienced gradual growth in the intervening years.

More recently, some landowners have expressed interest in having their rural properties rezoned and subdivided to accommodate renewed housing growth to the west.

Greater Shepparton City Council are presently seeking feedback from the community on the Draft Toolamba Growth Plan with submissions closing on 17 February. The draft plan can be downloaded from the council website.

With the future construction of an interchange with the Shepparton Bypass at Bridge Road, the potential impacts of residential demand increases the importance of ensuring that growth in the Toolamba township is both appropriate and sustainable.

Greater Shepparton City Council director sustainable development, Geraldine Christou, said “Residents’ feedback is an important component of the Draft Growth Plan. There are a lot of factors that have to be taken into consideration in planning for the future, so having the community’s ‘on the ground’ perspective is imperative to maximise collective benefits and minimise potential issues.”

THE devastating fires in New South Wales and Eastern Victoria are a sober reminder that bushfires are never that far away.

Have you got yourself prepared for what you would do in a fire situation?

Shepparton CFA station officer, Mark Whitehead said, “With this weather, even people in the city should be prepared for the eventuality of a fire. When a fire does happen, listen to social media, get the VicEmergency app onto your phone, listen to local radio or the ABC to be advised.”

Leaving early means being away from high risk areas before there are any signs of fire. It does not mean waiting for a warning or a siren. It does not mean waiting to see or smell

smoke. It’s up to you to decide where you will go on a fire risk day. Don’t wait and see.

Leaving early is the safest way to survive a bushfire. People die during bushfires trying to leave their homes at the last minute.

Consider what you need to do to help keep your pets and stock safe.

Now is the best time to prepare an emergency run kit for each member of the family. Things to include in an overnight bag with a change of clothes and toiletries will be any medicines along with a first aid kit, important papers and valuables such as passports, wills, photos and jewellery, mobile phones and a

charger, a supply of drinking water, some wool blankets and essential contact information.

If you need help to leave because you are frail or elderly or have a physical disability, or have problems thinking clearly or acting quickly under stress, you may need help. Ask family, friends or neighbours to help prepare your plan and who will be available to assist you in the event of a fire.

Plan and know your survival options if leaving early is no longer an option. Know where your shelter and survival options are located if a fire is in your area and you cannot leave.

Plenty to do in the Shepparton CBD these school holidays

IF the kids are stuck for things to do these school holidays, Greater Shepparton City Council have organised plenty of great activities in the Maude Street Mall.

This Thursday, January 9 and Thursday, January 16 will see a waterslide set up in the mall from 10am to 1pm. Bring a towel and make sure to slip, slop, slap, and slide to avoid a nasty sunburn!

Saturday, January 11 will be a fun and active day for the kids with a scavenger hunt and shark obstacle course set up between 10am to 1pm.

Tuesday, January 14 will be full of giant games and a jumping castle for the kids to enjoy, and there will be a kids zone set up the following Saturday, January 18 from 10am to 2pm.

An inflatable slide and superhero craft will be set up on Tuesday, January 21 from 10am to 1pm, and Activities in the Park will be hosting ‘Planks’ on Friday, January 24 from 11am to 2pm. Each plank is identical in size and shape allowing structures to be held together by gravity and balance alone.

L ocal boy, Ada m Thompson, from singing group Chocolate Starfish, took a detour f lying from

Perth to Sydney to drop in and provide entertainment for the night. The event managed to raise $20,000 on the night with more funds being pledged.

DOMINATING the news over the past few weeks has been the devastating impact the fires around the country are having and the human trauma being brought to bear with losses of homes, possessions, livestock and livelihoods.

Surrounding it all and perhaps understated, is the response by the rest of the community, in the affected regions and across the country and even around the world, in coming to offer support to those affected. Aid agencies are overwhelmed with donations of goods and foods that they can no longer handle them and ask for cash instead, a well known entertainer has currently raised more than $20M with the help of international donations, convoys of livestock feed is pouring into the areas where the available fodder has been burnt off.

The rural fire brigades and emergency rescue services, the animal welfare and the aid agencies are all made up of people who performs acts of heroic sacrifice as volunteers, for some, they have been engaged for upwards of 100 days.

At the core of it all, is the willingness of Australians in general to roll up their sleeves and pitch in when most needed.

In times when there is no fires or floods or disaster, we can resort to becoming introspective, dwelling on the smaller day to day problems we all face, or taking a self interested political stance that denies others yet it is at times like these, people can put aside their problems and look at the plight of people far worse off than they are and react.

Mental health experts assert that taking an outside view of the plight of others, acting in a voluntary basis to address other people’s problems can have a significant effect on their own well being. They have no time to look intently at their own problems.

However, it is the Australianness of pitching in that comes to the fore in times of adversity that makes living in this country a real pleasure and all who do so are to be congratulated and thanked.

Fire strike team at Shepparton Airport continued from front page ARMED with chainsaws, they can cut a pad for a helicopter to land or they will have to walk until they can find an open space that the helicopter can land. The work is very physical and dangerous while the working locations often prohibit larger machines and the ability to be easily retrieved is complicated by the limited access.

The rappel crew of seven, along with the pilot make up the sharp edge of Victoria’s firefighting crews, the daily stuff they

would and should make movies out of. DELWP has four, seven man crews operating around Victoria and is fully operational in this period of fire fighting.

These crews work in partnership with other emergency agencies to prevent and suppress bushfires in Victoria’s national parks and state forests. Forest Fire Management crews also support the CFA to fight fires on private land.

Goulburn Valley Aero Club has been assisting these strike teams for the last 10 years.

Parking trial sparks greater activity in CBD continued from front page

By Steve Hutcheson While the fees regime are in place, missing out on a one dollar fee can turn into an $83 fine for not returning on time. Of course, the fines still apply for overstaying the defined periods.

Shepparton Chamber of Commerce and Industry president, John Anderson said,” It is clear the trials have been very successful. The period for the complimentary parking currently ends on January 31 however the chamber is keen to see that being extended and is advocating with council for that to occur.

The complimentary parking does not apply to the Multi Deck carpark, GV Health or Carepark carparks.

While many traders insist that their staff not abuse the parking near to their place of business in favour of being available to customers, they would also like to see sufficient untimed, free parking, to be better distributed throughout the city.

AS we move into summer and harvest season for many seasonal fr u its approaches, some concern for local horticultural growers may be the impact the pervading smoke haze from the fires now burning in the King Valley and Corryong that extends well beyond the fire zone has on the growing fruit and particularly so for those growing wine grapes. The haze we see in Shepparton is smoke from these fires.

When vineyards and grapes are exposed to smoke this can result in wines with an undesirable number of sensory characters, such as smoky, burnt, ashy or medicinal, usually described as smoke tainted.

Studies have shown that grapes only need to be exposed to a single smoke event, irrespective of the source, to become tainted.

Consumers have been shown to respond negatively to smoke tainted wines. The compounds in smoke primarily responsible for the taint are the free volatile phenols that are produced when wood is burnt.

These can be absorbed directly by grapes and can bind to grape sugars to give glycosides that have no smoky aroma.

Often these glycosides are described as smoke taint precursors.

During fermentation (and also over time in a barrel or bottle) these glycosides can break apart, releasing the volatile phenols into the must or wine, and allowing the smoky flavour to be perceived. These glycosides can also release the volatile phenols in the mouth during the drinking of wine, which may contribute to the perception of smoke taint.

According to local vintner, Paul Phillips from Phillips Cellars, “The smoke is probably not enough to have any effect on vineyards around Shepparton as yet but there may well be some impact on those closer to the fire regions.”

The options for vineyards affected by smoke can vary. Some vineyards might decide to abandon the harvesting of this seasons crop, opting to save money on spraying and canopy maintenance and simply cutting grapes from vines during pruning or, continuing with the production and downselling the affected wines depending on the effect smoke has.

The drought, the high cost of irrigation water and now the possibility of smoke taint in wine, the best hope we can have is things will eventually get better.

POWER from the sun to drive a vehicle remains elusive if you need to contemplate long distances. Such was the mission set in September, 2017 when Mark and his wife Denny French drove a Suzuki four wheel drive across the Simpson Desert in Queensland, a distance of 378 km in four days, 21 hours and 23 minutes setting a Guinness world record in the attempt.

The car used in the attempt is now on display the Shepparton Motor Museum along with the 36 microcrystalline solar

panels used to collect the energy required.

Energy was stored in on-board lithium batteries.

The Suzuki had its motor removed and a 17 kW, three phase electric motor was installed in its place. The electric motor was adapted to the original Suzuki drivetrain.

The Simpson is possibly the most difficult

terrain to attempt to cross which is its obvious appeal to daredevils.

While this particular solar car was an experimental vehicle, fully electric powered vehicles deriving their energy from the sun are now on the road in Shepparton with the Greater Shepparton City Council having recently acquired two electric cars for their fleet. The council has a charging station connected to solar panels on the roof of the building.

To the Editor Ask yourself what has Wanganui gained out of the merger? Absolutely nothing. What has it lost? A fantastic educational opportunity for Shepparton students.

The motto of, ‘divide, destroy and conquer,’ everything to do with the very successful Wanganui Park SC’s 1100 plus students and staff, has succeeded. Jealousy is such a curse!

The programs and aspects that made up the renown ‘Wanganui Factor’, its culture, has gone in 2020! · The very united staff & vice principals have been spread over three campuses. Granted Shepparton High School students & staff had to move, but did the staff and students in all four schools? SHS students and staff could have gone to Mooroopna SC and McGuire SC where there was plenty of room and need. · At least 40 very experienced teachers from all four secondary schools in Shepparton and Mooroopna have left the four schools. · There is no school or vice captain from the Wanganui group of students in 2020, which had more than half the total GSSC population – laughable if it wasn’t so serious! · Vertically Integrated Grouping (VMG), one of the best selling points at Wanganui has gone. VMG is a subject/unit selection process that allows students to be

extended or helped and offers interest based learning. · The very successful Vertical Homegroups, (year seven12), have changed into mundane horizontal Homegroups, i.e. year seven, eight, etc. · Prospective 2020 year nine students have moved to the Mooroopna Campus and the Wanganui Campus no longer has year 7 students. · All Faculty staffrooms have been abolished.

Teachers are now in horizontal Year Homegroup staffrooms. Faculty staffrooms enabled PD to take place spontaneously. · Music will not be taught in year eight, 2020.

Wanganui has always been renown for its excellent music program. · 12 VCE Accounting will not be taught. Wanganui has had outstanding VCE Accounting results. · The very successful ‘I CAN Mentoring Program’ for students with Autism has been abandoned. · Three of the four schools, including Wanganui, used XUNO - the School Management Software Program.

Was it sensible for the one remaining school to learn XUNO? No! The executive principal thought it more appropriate to have the three schools in-serviced to learn the ‘Compass system’ and scrap the XUNO software. Because the Compass program was chosen, a

local business can no longer produce the student cards, they are now being made by a Compass company in Melbourne · Wanganui’s girls uniforms were ‘made in Australia’.

Uniforms are now being produced offshore, contrary to DET’s preferred policy. · Executive principal, Genevieve Simson will be moving into Wanganui’s principal, Ken Murray’s office next year for three days a week and at McGuire and Mooroopna SC one day a week. These are very strange arrangements as Ken Murray is the most experienced campus principal, both in years of experience and managing a large school, not the least experienced.

My question.

Why did a successful school of 1100 plus students have to be merged? It has been punished to its death.

If the GSSC succeeds and outclasses Wanganui in all aspects: programs, facilities, culture, etc. etc. it will be a miracle. Do you believe in miracles? I used to?

TRAINERS have their eyes fixed firmly on the prize for the annual Neatline Homes Shepparton Gold Cup, one of the most exciting country cup races in regional Victoria.

Running on Saturday night, January 11 at the Shepparton Harness Racing Club, the first race commences at 6pm with gates opening from around 4pm onwards.

Sheppa r ton H a r ness R aci ng Club manager, Ian McDonald said, “This year there is lots of off-the-track entertainment, with live music, jumping castles, and free giveaways for both kids and adults.

“Only the best horses can win a Neatline Homes Shepparton Gold Cup and many of our previous winners have gone on to win the Hunter Cup, Victoria Cup or Interdominion.

“Courtesy buses will run from most hotels in Mooroopna or Shepparton, which is a great added bonus for those looking for a good time.”

Cricket for all abilities STARTING next Wednesday, January 15, the Shepparton Youth United Cricket Club will be hosting free weekly cricket clinics for anyone in the Goulburn Valley with a physical or intellectual disability.

Open for any age and for both males and females, the clinic will be held every Wednesday from 4:30pm to 5:30pm at Princess Park in Shepparton. The clinic will finish

up on Wednesday, February 19.

All modified equipment will be supplied, simply bring along a drink bottle, hat and sunscreen.

FOR many Australians, summer means swimming in pools and watching the cricket, with the Big Bash League a popular favourite. Beginning this weekend, the Goulburn Valley Bush Bash League will see teams compete in rural Victoria’s first franchised T20 competition.

The idea behind the league was to promote cricket to all community groups, using the success of the Big Bash with the support of Cricket Australia and Cricket Victoria.

The Valley’s best will go head-to-head, with teams made up of at least one U19 player and up to two key players, giving others the chance to play with and against the best cricketers in the region. One of the star players is Tarisai Musakanda, who has played international cricket for Zimbabwe and will be playing with the Cobram Panel Works Panthers.

Round one begins this Sunday, January 12 at the Barooga Recreation Reserve.

Game one will see the Hurley Hotel Hound take on the SRP Mud Dogs at 11am, followed by the Cobram Panel Works Panthers versus the Jarvis Delahey Crushers at 2:45pm.

Round two will be held at the Northern Oval, Kyabram on Sunday, January 19, and round three will be at Deakin Reserve, Shepparton on Sunday, February 2.
