Fire danger close to Shepparton

By Steve Hutcheson WITH all the fires in the state creating havoc to communities and livelihoods, some concern has been expressed as how are the residents of Shepparton placed in the event of a large fire occurring along the bushland that follows the Goulburn River.

While the bush is largely located along the river banks, residential communities have expanded over the years to about these zones.

Inquiry into use of Murray Darling Basin water resources WITH the domination of devastating fires filling the media over the past few weeks, the arguments regarding the water flows in the Murray Darling Basin continue unabated.

To that end, the Inspector General of Murray Darling Basin Water Resources, Mick Keelty AO, is undertaking an inquiry into the management of the basin’s water resources at the request of the Minister for Water Resources, Drought, Rural Finance, Natural Disaster and Emergency Management, David Littleproud.

Local Member for Shepparton region, Suzanna Sheed stressed the importance of

people who are affected by water allocations to get their submissions in before the closing date saying, “The Federal Government should have given more notice on this as many people may have not been aware, particularly in light of the bushfires now happening.” The government has extended the submission date by one week.

The inquiry is being conducted within but independent of the Department of Agriculture and feedback is being solicited on their website at https://haveyoursay.agriculture.gov.au/ inquiry-murray-darling-basin?tool=survey_ tool#tool_tab

before January 19, 2020.

Matters to be taken into consideration in the inquiry are the impact of changing distribution of inflows to the southern basin on state shares under the Murray Darling Basin agreement.

Further they are looking at any consequential impacts on state water shares resulting from reserves required under the Murray Darling Basin agreement.

Town hall meetings are to be held across the region, the date for the Shepparton meeting is yet to be decided while the inquiry intends to be completed by March 31.

Bushfire survival

AS we read the news each day, we see the bushfires taking an enormous toll on rural housing but at the same time, some houses can come through a fire completely unscathed.

Bushfires are a serious risk in rural Australia, particularly in these prolonged warm months that are coming with greater intensity each year with climate change. If you are living in or near bushland, it is important that you take extra measures to protect your property from bushfires.

Prepare a plan. Developing a bushfire survival plan will help you take action and avoid making last minute decisions that could prove deadly during a bushfire.

A bushfire survival plan should apply to any house in an area with a history of bushfires, houses within a few blocks of bushland, properties not at direct risk that are situated near wilderness or, if you’d need to travel through bushland in order to escape.

It is important to check and update your plan annually. Make sure all family members are familiar with the plan in the case a fire approaches.

Here are some practical tips to reduce the risk of your home catching alight by simply maintaining your property to create a ‘protection zone’ around you home: • Clear away all leaf litter, long and dry grasses, and any thick undergrowth near your home. Avoid having garden beds against the house • Regularly clear gutters of leaves and other flammable debris • Install screens and shutters and keep them closed, so embers can’t enter your home • Cover roof vents with wire mesh • Be aware of where and how flammable liquids are stored, arrange gas cylinders so that the vent points away from the house • Find a place away from the house to move your BBQ and LPG cylinders in an emergency (never indoors) You should prepare your home to survive a bushfire, even if your plan is to leave. A well-prepared and constructed house is more likely to survive a bushfire than an unprepared one.

Make every drop count

AS we continue into summer, the probable need to impose water restrictions becomes even greater.

Goulburn Valley Water is currently urging residents to use water wisely and to ensure they make every drop of water count this summer, with temperatures again predicted to be warmer and drier, to consider how much water they are using and if they can make water savings.

Water demand is already trending higher than in previous years. Residents have used on average 530 litres per person, per day in December 2019, compared with an average of 434 litres per person per day in December 2018.

G oulbu rn Valley Water managing director, Peter Quinn said it was everyone’s responsibility to use water wisely and

sustainably. “Our climate is changing and we can’t rely on rainfall like in the past, so we need everyone to adopt an ‘every drop counts’ approach to using water,” he said.

Stage 2 water restrictions have been in place for Euroa and Violet Town since April, and restrictions were lifted in Kilmore, Heathcote Junction and Wandong last month.

While the debate for irrigation water goes on, storage reservoirs are slowly beginning to drain. Eildon weir, the primary feed into the Goulburn is currently standing at 41 percent capacity while Waranga Basin is at 58 percent capacity.

With the future dictated by climate change and the drought and the demands imposed by irrigation, the environment and domestic use, in the absence of forecast rain for the next few months, the future looks decidedly bleak.

Crime in Shepparton on the increase AS a supposedly intelligent group of people, the people of Shepparton are not learning.

According to the crimestatistics.vic.gov.au website, Sheparton’s crime rate has climbed to a new high for 2019 an increase of 5.7 percent.

The number of incidents topped 6,519 for the year which translates to 9,782 per 100,000 people, almost 50 percent more than the rest of the state of Victoria at 6,032 Of these, 41.2 percent resulted in charges

being laid while 43 percent remain unsolved.

Within the Greater Shepparton region, most offence takes place in Shepparton followed well back by Mooroopna then Kialla and Tatura.

Reinforcing the message from the Vic Police, if people simply locked the doors to their cars and secured their homes, crime could be reduced by up to 80 percent. It really is up to you.

A MORE relaxed shopping experience, t hat seems to b e t he preva i l i ng consensus among shoppers and traders as we near the end of the complimentary parking period in the Shepparton CBD. A c c o rd i n g to t h e S h e pp a r to n Chamber of Commerce and Industry president, John Anderson, “While the survey is still taking place, anecdotal indications are that it has changed the mood of shoppers, they are no longer under pressure to ensure the meter is fed with cash, they can linger over a cup of coffee and that also reflects in their shopping habits. ” The chamber, in conjunction with the Greater Shepparton City Council are conducting a survey that concludes on January 19, to gauge the reaction of shoppers and traders to the two-

month complimentary parking period.

Following the analysis of the survey, council will consider what further steps, if any it should take.

The chamber is advocating a longer trial period.

“It is the rate payers who will have to bear the costs of not collecting the fees, however, once all the administrative costs of managing the fee collection are deducted, council will have to decide if it is necessary at all,” said John.

The complimentary period ends on January 31, 2020.

Giving cash assistance to those in need THE bushfires that have dominated the news over the past several weeks has resulted in an outpouring of generosity from Australians.

While that generous assistance has taken multiple forms, from truck loads of food supplies and water, to tonnes of clothing and household linen to truck loads of fodder for livestock, there is some justification to ask people to provide cash.

Following on from calls to donate, communities and organisations are now being overwhelmed with goods they do not need or cannot use and cannot either distribute or store satisfactorily.

The Office of Emergency Management in New South Wales spokesman, Jeremy Hillman described the deluge of goods as potentially a ‘second disaster’.

Victoria is dealing with the same set of problems. Police and Emergency Services Minister, Lisa Neville urged the community to donate cash instead.

Providing cash however delivers a number of negative connotations that are often completely erroneous. People at times consider it too easily disappears into some administrative hole or that it will be wasted on things they may not agree with.

Making a decision about what someone might need is distantly

removed from what they actually need or indeed want.

While the intention of people making donations is for the best reasons, there are those in the community who see advantage in perpetuating scams that defraud those that are giving.

Victoria police have already charged a number of scammers and undoubtedly, more will follow.

The Victorian Government have created an account where people can confidently donate with the assurance that 100 percent will go to those affected by the fires.

Victorians wanting to make their own donations can do so, by visiting vic.gov.au/bushfireappeal.

OUR NATION IN CRISIS Dear Editor, AT this time of crisis in our nation I believe it is vital that we acknowledge a major problem around policy development that is dictated by city-based ideologies, yet ignores those who live and breathe their environment.

Politicians and the media alike need to start playing a more responsible role and listening to rural people with lived experience, instead of developing policy based on the views of those who read text books but lack real life knowledge.

It is particularly important that the media presents fact-based reports, including the perspective of those who live and breathe the forest areas and towns that have been burned.

Many journalists who are covering the fire crisis and everything around it often look for a different angle or perspective to report.

Unfortunately, some of the commentary has been based on personal views, generally developed from within the concrete jungles that we call cities. Their knowledge and experience of rural issues is often lacking, but this does not stop a bias towards the city-

based ideologies that are posing significant risks to the wellbeing of rural communities.

In line with this progressive thinking is a propensity to attack politicians who they do not support, or to persist with questions (which are often more like statements) that are designed to highlight their views, at the expense of more important issues.

As this bushfire crisis continues, the eyes of the nation and indeed the world are watching the tragedy unfold. Now, more than ever, those with microphones or recorders in hand need to understand and respect the responsibility they have. With social media at our fingertips, talkback radio and constant news feeds, there is often a race to provide sensational coverage. We also have commentators who appear intent on promoting their own viewpoint and ideologies – political or environmental. Lack of research can also become an issue.

It is unfortunate that some sections of the media want to continually focus on climate change, yet appear to ignore or downplay the impact of land management policies and lack of hazard reduction. They also have a desire to attack the Prime Minister at every opportunity, rather than questioning state governments about Natural Resource Management policies, which people in affected areas continue telling us have played a major role in exacerbating the current crisis.

Our organisation has not been immune from criticising Mr Morrison over policy and management, especially in relation to water, however we attempt always to highlight the issue and offer solutions.

It is time to take stock, learn from past mistakes and start involving local people, some with generational involvement in the management of their environs, in the decision-making process.

Whether some people like it or not, we must accept the indisputable fact that we have failed our nation in the Natural Resource Management stakes.

Consecutive governments over two decades at state and federal level have contributed to the mess we are now in. We need to work with local communities to turn this around and become NRM world leaders.

The ‘lock up and leave’ policies which have been developed have increased fuel loads, and the problem is exacerbated with reduced maintenance and fewer controlled burns.

We need to support the rural communities that are grateful for all the support they are receiving at the present time, but desperately want the changes that are essential to shoreup their future and help us avoid a repeat of what we are seeing this summer.

Let’s stop promoting policy that is developed around the views of those who give advice from behind a latte or a bottle of Grange.

CHANGES are underway at Doutta Galla Harmony Village, with works beginning this week to upgrade their community clubhouse.

The construction began yesterday, Tuesday the 14th of January, by local contractor, Crow Constructions and is set to be completed in early May. The upgraded community room with its new design will see a total renovation and extension of the existing space, an open kitchen, dining area, reading space and plenty of room for a cuppa and a chat.

AFTER 23 years of being the village stationer, Gavin and Jenny Doherty, the owners at Budget Office Choice have decided to pass the reins over to a new owner.

Gavin said, “We have done well over the years and owe a lot to the loyalty of our clients

around Shepparton for supporting our business for so long. Jenny and I cannot thank them enough for their support and friendship.”

Fire danger close to Shepparton continued from front page ACCORDING to a spokesman at the Shepparton CFA, strategy plans for the eventuality of a fire in this zone have been thoroughly developed in conjunction with Parks Victoria.

Over the past few years, fuel loads have been progressively reduced with burnoffs and clearing by Parks Victoria along with the construction of firebreaks so that in the eventuality of a fire starting, access is not being denied for fire crews to attend.

What is seen to be of greater concern is the number of people now living rough in the bush, perhaps numbering 30 to 40, camping out in tents and rough shelters, largely hidden from public view.

Parks Victoria know where most are located however their concern is being able to evacuate them safely should a fire develop.

Nevertheless, even residents living in the built up areas are advised to have personal fire plan in place. This means preparing properties to minimise their exposure, clearing gutters and dried material buildup near their house, preparing a plan to secure valuables and photos in a place that can be easily taken if the need to evacuate arises.

The fire and forestry departments have all expressed concern over the changes in climate causing longer periods of warm dry weather that makes the forest that much more combustible.

The Prime Minister, Scott Morrison is currently proposing additional strategies to look at the dangers Australia faces with bushfires. To that end, he is proposing a royal commission to look at the bushfires while also signalling some review of their current climate policies. He also indicated that the Australian

Defence Force may play a greater role sooner in any future disasters.

THIS year marks 30 years in the tutoring industry for Mark and Lindy Carnovale, but they won’t be stopping any time soon.

1 1) BREATHTAKING SIGHTS… The Ngozumpa Glacier is over 30km long.. 2) CRYSTAL CLEAR… Gokyo Lakes are stunning and like nothing I had ever seen before. 3) JUST A BIT CHILLY… The time it was snowing on us while doing an acclimatisation hike. 4) UP IN THE CLOUDS… Where we landed at Tenzing-Hillary Airport in Lukla, with a runway length of 527m. 5) PAIRING UP… Ash Millman and I on day two of our trek.

2 IN January 2019, I asked one of my best friends, Ash Millman, if she was keen to go on a trip with me, without telling her what I had in mind. Luckily, she was still keen to go after I told her where we were headed! On October 16, 2019, we were on a plane headed to Nepal to complete a 17-day trek through the Himalayas to Everest Base Camp and Gokyo Lakes.

After spending a few days in Kathmandu, our tour began with a 2am wakeup call. We had a 5-hour drive in a mini bus ahead of us, to a tiny regional airport in Ramechhap. It was absolute chaos. There was no seating or waiting area, just trekkers and their luggage everywhere, waiting outside.

We were a little concerned by the ‘safety suggestion boxes’ at the airport as we were about to board our 18-person plane. The flight was less than 20 minutes, but we got our first look at the Himalayas and we were so excited. It was quite the adrenaline rush knowing we were about to land at one of the most dangerous airports in the world, with a runway length of just 527m. We landed safely at the Tenzing-Hillary Airport in Lukla, which is situated on the side of a mountain at 2,860m above sea level.

After landing at around 11am, we got some lunch at our first tea house and met all our guides and porters. The tea houses are where we ate and slept during the trek. They have a dining area, kitchen, shared bathrooms and many 2-3 person, very basic, bedrooms. The walls are usually just plywood and the hallway often has no door to keep the cold air out.

We began walking in the rain to the tea house, where we would spend the first night of our trek. We couldn’t believe how cold it was overnight, but I look back now

4 laughing, as we had no idea what was to come…

Day two was the hardest day of the whole trek even though it was only 9.5km to our next destination. The first three hours were fine, but the next four were excruciating. Four hours straight up a mountain, gaining 800m in elevation.

Let’s just say we were so excited to finally reach Namche Bazaar, where we would spend the next two nights.

On day three we just did acclimatisation hikes to get our bodies used to the high altitude before returning back down to Namche Bazaar to spend the night. Altitude sickness can be quite severe and even life threatening, so the majority of our group started taking Diamox tablets with the hopes of it reducing or preventing the symptoms. We were told to drink 4-5 litres of water per day which should also help to prevent altitude sickness.

Our first hike for the day took us up to see our first look at Mount Everest and the view was incredible. We had perfect weather with the sun shining and the sky was bright blue. On the way back down, however, Ash slipped on an uneven step and rolled her ankle quite severely.

She went back down to the tea house to elevate and ice it for the rest of the day, but it wasn’t looking good.

The next morning, she was really struggling to walk on it and the decision was made that she would stay behind with one of the assistant guides to rest it for a few days.

They planned to leave in a few days to meet up with us on our way back from Gokyo Lakes and that way she should still be able to make it to Everest Base Camp. She ended up going to a tiny hospital and got an X-ray to make sure

5 nothing was broken, but not before waiting 5 minutes to make sure there was enough electricity for the machine to run.

Luckily nothing was broken but she did tear two ligaments!

I continued on with the group and fell more in love with the Himalayas each day. The scenery was like nothing I had ever seen. I was so excited to finally get above the tree line, which is at an altitude of around 4,000m. It was like being on another planet. It also snowed on us while we were doing an acclimatisation hike in Machhermo at 4,470m, which was amazing.

Day seven was the day we reached Gokyo Lakes. The day I had been most excited for. Of course I woke up feeling terrible as I had caught a cold and everyone in our group was sick or coughing, from the cold air in our lungs. It was a struggle but knew it was all worth it when I saw the first of the three lakes we would see. The third lake, where the village of Gokyo is situated, was the largest and most incredible. The water is such a bright blue and honestly didn’t even look real. It was by far the most beautiful place I had ever been in my life.

After admiring the lake for a substantial amount of time, we hiked up to see the Ngozumpa Glacier. It was massive and we could hear the ice cracking below it.

We were standing on the ridge with a view of the lake on one side and a view of a glacier over 30km long on the other side. I could not believe my eyes. Not to mention we were at an altitude of 4,790m. I was in complete awe.

Hitting the courts on Australia Day

OVER the Australia Day long weekend, the Numurkah Lawn Tennis Club will be hosting their 89th Annual Australia Day Tournament. Held on the 25th and 26th of January, the Numurkah Lawn Tennis courts will see hundreds of players and spectators hitting the courts for two days of non-stop action.

On Saturday, January 25, the mens and ladies singles will start off the tournament, followed by mixed doubles in the afternoon.

Sunday, January 26 will see the mens and ladies double compete.

Numurkah Lawn Tennis Club

sports 12 beautifully manicured lawn courts and two synthetic courts, allowing for the action to run easily and uninterrupted during the tournament.

There will also be plenty of entertainment on the Saturday night, including a roast and music from LBDJ. All entries into the tournament must be emailed to nltennisclub@gmail.com by next Wednesday, January 22.

To coincide the arrival of the UCI BMX Supercross World Cup, Greater Shepparton City Council will be hosting a

Bikes and Bites free event at the Victoria Park Lake.

On Saturday, February 1 from 5pm to 10pm, there will be first class family entertainment with a focus on flavours of the world (food will need to be purchased) and a music and entertainment area with a strong focus on Shepparton

performers.

There will also be a spectacular side program of BMX stunts, children’s entertainment and an opportunity to enjoy the stunning Victoria Park Lake.

Drinks at the dog and hounds

LAST weekend saw a win for the SRP Mud Dogs over the Hurleys Hotel Hounds in the GV Bush Bash T20 cricket tournament.

The Mud Dogs were 4 wickets for 149 over the Hounds at 7 wickets for 146 at stumps.

Other games in the first round were the Cobram Panel Works Panthers at 5 for 133 beating the Jarvis Delahey Crushers at 6 for 131 The Bush Bash is rural Victoria’s first franchised T20 competition that promotes

cricket to all community groups leveraging the success of the Big Bash with the support of Cricket Australia & Cricket Victoria.

The Valley’s best will go head-to-head, with teams made up of at least 1 U19 player and up to 2 key players, giving others the chance to play with and against the best cricketers in the region. To be eligible players must be registered for the 20192020 season. Games will be free entry with the option of a gold coin donation.
