Super School work starts in earnest

By Steve Hutcheson ALREADY a few weeks into the school year, the new school begins, at least for the construction of the new Greater Shepparton Secondary College.

Victorian Minister for Education, James Merlino, visited Shepparton and accompanied by local Member for Shepparton District, Suzanna Sheed attended a ground-breaking, sod-turning

ceremony at the site of the existing Shepparton High School. Other than the facade, much of the old school is to be demolished to make way for the new $100M school project.

Minister Merlino said, ”Today is the next step in ensuring that every single student in Shepparton has the best chance to succeed with the support they need.”

More resources for suicide prevention VICTORIA has a disturbing statistic that we lose more loved ones to suicide than we do via road accidents and it is 40 percent higher in regional Victoria than it is in Melbourne.

The recent Royal Commission into Victoria’s mental health system made a series of interim recommendations that the Victorian Government has committed to implement.

One of these recommendations was to provide additional resources and better access to mental health facilities with the Hospital Outreach Post-suicidal Engagement (HOPE) program.

The HOPE program has so far been trialled with success in 12 locations across the state and more than 2,500 people have been assessed and supported through the initiative so far.

The Victorian Minister for Mental Health, Martin Foley attended GV Health on Thursday to announce that the Victorian Government will soon be rolling the program out in the Goulburn Valley.

As Dr Ravi Bhat, clinical director for mental health services at GV Health pointed out at the launch, suicide is a complex issue.

The recent interim report from the Royal Commission found too many Victorians needing help can’t find suitable support and people living with mental illness are waiting longer and getting sicker before they can access services.

Minister Foley said, “Whether we’ve experienced it ourselves or watched a loved one suffer – every Victorian has felt the impacts of mental health. As a community, a state and a government, we need to work together to fix the system.”

It was reported at the launch that for each person who suicides, the impact reaches around 145 family, friends and service providers who are in some way connected with the person.

Footy club works on reinventing itself

By Steve Hutcheson DESPITE 2020 being the 100th year since the club was first established, the Ardmona Cats had fallen on hard times and in 2019, faced the prospect of being suspended from the Kyabram District Football Netball League.

At the the eleventh hour however, a reprieve was granted and hope was restored when AFL football national treasure, Shane Crawford put his hand up to offer some coaching for this season, an opportunity for the club to get itself off the bottom of the ladder.

Aside from the on field activity, the club has also been engaged in restoring their clubrooms and grounds. A few weeks back, Mooroopna Hardware provided enough paint for some volunteer painters at a club working-bee to repaint the exterior while others carried out renovations of the netball shelter and began work on the grounds and car park.

The attitude around the club, thanks to the inclusion of some new blood at the committee level is creating the enthusiasm the club needs to get back on top and

chase their sixth premiership flag with the league.

On the field, Shane said, “I have made it clear, this is their club and it is up to them to make the changes they need. We will see how it goes.”

Supporting ‘Crawf’, as those around the club have adapted to calling him with an air of familiarity, is Matt Hannon, the mayor of Berrigan Shire Council in New South Wales, who travels down once a week to help at training.

W hile president of the club, Tim ‘Plugger’ Magann has been around since he was 15, others like Georgia Linton, the club secretary, joined about six months ago and Teisha McCoy, the club treasurer and Penny Browne, the vice president joined last year and were immediately enlisted to help run the club.

The club presents itself as a family, a community, possibly reminiscent of the early days when it was first formed. We can only wish them all the best for their endeavours this season, they are making all the right moves.

ATO says it’s time for business to move to myGovID On 27 March, the ATO and 26 other government agencies will retire the decade old AUSkey and the Manage ABN Connections login credentials.

This means anyone who uses the ATO’s Business Portal or a range of other government online services will need to setup and use myGovID. The myGovID app is available to download to your smart device, using security features in your device such as fingerprint, face or password to help keep your information secure. This is to protect your identity and help stop other people accessing your information.

Once the app is set up, the business

owner will need to link their myGovID to their business using the authorisation service called Relationship Authorisation Manager (RAM) and authorise employee access.

ATO chief digital officer, John Dardo said, “Most people will find myGovID solves a lot of problems they had with AUSkey and encourages them to make the move from AUSkey to myGovID now before AUSkey retires.”

Victorian Parliament tackles climate change

THE Goulburn Valley and surrounding districts are particularly sensitive to climate change. The extent of the prevalent bushfire season, drought and torrential rains are perhaps some of the changes we are seeing that are more than just weather due to the extreme in each.

While the science is overwhelming, and despite some vocal pundits who lack the same qualified understanding of it, the rest of the world is getting along and addressing the impact.

To that end, the Victorian Government has launched an inquiry into tackling climate change in Victorian communities w it h a c ro s s - p a r t y p a rl i a m e nt a r y committee comprising several members of the Victorian State Parliament, came to Mooroopna on Monday, February 10 to listen to submissions from a number

of interested parties, predominantly local councils.

The purpose of the inquiry is to explore what Victorian communities are doing to tackle climate change and to determine how the Victorian Government can support them.

“We know that regional communities are often highly innovative and active when it comes to sustainability, waste management and recycling, agroforestry and renewable energy projects,” said committee chair, Darren Cheeseman.

“We want to hear from members of the Shepparton and Wangaratta communities, learn more about what they’re doing to mitigate climate change and understand how the government can support them,” he said.

Next steps for DP Jones Nursing Home in Murchison THE aged care nursing home in Murchison is struggling to find a long term solution for its continued service to the community.

Member for Nicholls, Damian Drum has been active in trying to find a solution however those efforts might prove to be fruitless. Mr Drum said, “The government is actively considering options that would see the DP Jones facility open under new management. The government’s concern is to deliver the best outcome for local people who need aged care services, for the community of Murchison, and for the tax payer. As such, it is important that a short period of time is taken to do due diligence on any possible new arrangement.”

To facilitate this short period of time, the government has agreed to provide an additional $120,000 to the administrator of the facility to cover further costs while

the government engages with possible alternative aged care providers who have expressed an interest in managing the facility.

While the government engages with alternative aged care providers in regard to the facility, the administrator will continue with his duties including the sale of assets other than the aged care facility. This process will enable the administrator to continue this work in anticipation of ensuring a seamless transition to an alternate provider.

The additional funding that is available to the administrator is intended to cover a one month period during which time it is expected this matter will be resolved.

The government has already committed between $3 million and $4 million dollars covering liabilities and costs arising from the failure of the current provider.

Shepparton the starting point for Victorian treaty THE First Peoples’ Assembly of Victoria is the voice for Aboriginal people in the next phase of the treaty process. It represents communities in setting the ground rules and treaty negotiating framework, including how treaties can be agreed in Victoria. It will also help set up the treaty authority, which will be an independent umpire through the treaty process.

Included in the process is a self-determination fund to enable Aboriginal communities to negotiate on a level playing field with the government. The assembly is made up of 32 seats – 21 determined in a vote of Aboriginal communities in September and October 2019, and 11 reserved for the formally recognised Traditional Owner groups.

Shepparton’s Parklake Hotel was the starting point for Victorian treaty community consultations undertaken by the recently elected First Peoples’ Assembly of Victoria.

During the assembly elections at the end of last year, three Victorian Traditional Owners from the state’s north east region were elected to the assembly, Leanne Miller, Geraldine Atkinson and Nartarsha Bamblett.

Ms Atkinson, who also serves on the assembly as a co-chair said, “Community consultations are crucial to the assembly’s treaty process work.”

Community consultations are being held in the state’s other four regions during this week, with the next assembly general meeting being held in Melbourne at the end of February at the Melbourne based Aborigines Advancement League.

Cannabis production facility to provide up to 400 new jobs M E D I C I N A L c a n n a b i s c o m p a n y, Cannatrek Limited, today announced that it had received Major Project Status from the Federal Government for its proposed $160 million production facility in Shepparton.

Construction on the site will commence in 2020, and medicinal cannabis will be available in 2021.

Major Project Status is the Australian Government’s recognition of the national significance of a project – for economic growth, employment for regional Australia.

Federal Member for Nicholls, Damian Drum said, “This project has the potential to be a game changer for this region. It will boost jobs and provide enormous economic benefits to the com munit y but most importantly, it shows other investors that our region is a great place to do business.”

Cannatrek’s Shepparton Project will create more than 400 jobs for the Greater Shepparton area and beyond. The facility,

which will be built on 178 acres of land ow ned by Cannatrek, will include a 160,000m 2 growing area under a hightechnology glasshouse. When operating at full production, the company aims to produce 160 tonnes of medicinal cannabis per year, which will make it one of the world’s largest such facilities.

Cannatrek CEO, Tommy Huppert said that he was confident Cannatrek will be a major low-cost producer of medicinal cannabis for Australian patients, as well as for world markets. “Our aim is to cultivate, process and manufactu re affordable medicinal cannabis as a clean, green, therapeutic product of choice for hundreds of thousands of patients in Australia and overseas.”

Up to 500,000 Australians buy cannabis on the black market each year in order to self-medicate. Nearly all medicinal cannabis is now being imported, making it expensive.

Mr Huppert said Cannatrek chose the Shepparton region because of its abundant water, long hours of sunlight and passionate people with significant skills in agritechnology. “We believe that the region will become a major centre for the production of medicinal cannabis. We are delighted that the local council is so enthusiastic about our project.”

Cannatrek’s Queensland production facility is fully operational, with its initial plants close to harvest. It will produce 3-5 tonnes of medicinal cannabis a year.

Community Strengthening and one-off Arts and Culture grants available

Applications are now open for Moira Shire’s Community Strengthening Program, which allows minor grants up to $5,000 for non-profit community groups or organisations. There is also an exciting one-off opportunity to apply for an Arts and Culture grant of up to $10,000.

These two grant streams aim to provide funding for projects, events, equipment, health promotion and environmental sustainability.

Moira Shire Mayor, Libro Mustica said the Community Strengthening Program is a great way to kick start a community initiative.

“Community grants help facilitate projects which enrich the whole community and can assist in the development of services, management of facilities, co-ordination of events and promotion of tourism, environmental sustainability and health in the community.”

Project on track for completion in 2020 In 2019, the Connections Project installed nearly 100km of pipeline, decommissioned more than 250km of channel, installed more than 40 regulators, remediated about 2km of channel and installed more than 700 meters.

This has increased the audited water savings total to 378.1GL/year.

Connections Project director, Frank Fisseler said the project team was now focusing on the remaining channel decommissioning, pipeline installation and individual on-farm works packages across the Goulburn-Murray Irrigation District (GMID).

“During 2019, the project worked with 1459 landowners to efficiently connect them to the upgraded irrigation network,” Mr Fisseler said.

“The concluding modernisation works will now take place during 2020 across the GMID, which includes the project’s final Winter Works program.

Definitely Africa. I think it’s a highly underrated destination where there’s something for everyone to do and enjoy. It’s family-friendly, relaxing and perfect for those adrenaline-junkies as well.

I think travel insurance is often overlooked by a lot of travellers.

It may seem like a waste of money until you really need it.

Up in flames

AS we come to the end of summer and hopefully the end of the bushfire season, we thought we’d take a look back at the effects of fire around Greater Shepparton. Despite being a fairly dry and humid region surrounded by bushland and dry land, we have been fortunate enough not to have experienced the devastation of a bushfire.

Of course, this does not mean we will always be so lucky.

What we have seen is our fair share of building fires and grass fires, which thankfully have been put out by our local ‘fireys’ before anyone could

get hurt.

One of the biggest and most memorable fires is that of the old Shepparton Hotel building in 2007.

The Shepparton Hotel dates back to the 1860s, with the second storey (and most current façade) being built in the early 1900s. The historic building’s top storey went up in flames on December 2, 2007, and has remained a rather unfortunate sight ever since.

FOR around 6 years, Dr Matthew Wong and Dr Wil Chong have been providing the Goulburn Valley with their knowledge and expertise in general practice and skin cancer. The two have now opened up their own clinic, GV Skin and Specialist Centre, where they’ll be specialising in skin cancer and dermatology.

Opening Monday, March 2, GV Skin and Specialist Centre will be a ‘one-stopshop’ for all skin issues, both simple and more complex. Super School work starts in earnest THE design by architects, Gray Puksand, supports the school focus on having the facilities of a big school, while maintaining the feel of a smaller school environment. The architects worked closely with students, teachers and the wider community to gain their input for the design of the new school.

Builders, Hansen and Yunken has had a presence in Shepparton since 1925 and provides hundreds of jobs for local contractors and workers.

Work on the new school is anticipated to have it ready for students by the start of the 2022 school year. Three of the four secondary schools being integrated into the new school are presently hosting all of the students Suzanna Sheed said,”It was a milestone today in the emergence of Greater Shepparton Secondary College. The success of this major educational transformation will be dependent on the support of everyone in the community who understands the importance of education and the rights of our young people to opportunity and equity.

“The demolition of Shepparton High School is underway and the Shepparton Education Plan is full steam ahead. For me there is one thing that was certain and that was that we couldn’t stand by and watch the declining outcomes continue.

Of course there will be problems but with a positive approach and good communication within the school community I am confident they will be sorted out as the year proceeds.”

Following the ground breaking at the school, the minister was scheduled to meet with some of the parents from the group, Stop Sheppartons New Super School. The group presented the minister with issues and problems that they saw teachers and staff were facing. According to the group, the minister rejected these concerns as nothing more than normal start of the year teething problems.

World-class radiation oncology treatment arrives in Shepparton continued from front page The GenesisCare cancer treatment centre, which began delivering care to patients before Christmas, is open to both public and privately insured patients, and has capacity to treat more than 500 patients every year.

The facility provides comprehensive radiation therapy services using an advanced Varian TrueBeam linear accelerator machine to deliver highly targeted doses of radiation to tumours using Volumetric Modulated Arc Therapy (VMAT). International guidelines recommend radiation therapy in the treatment of half of all cancer cases.

Federal Member for Nicholls, Damian Drum said: “The official opening of the new centre is a huge step forward for cancer care in the Goulburn Valley region and for regional

Dr Grace Ong, GenesisCare Shepparton radiation oncologist, said: “The entire team here at GenesisCare in Shepparton is incredibly passionate about improving the health outcomes of people living in the Goulburn Valley.

The first patient to be treated at the facility was Shepparton resident, Stephen Finch. Stephen is being treated for prostate cancer and has previously had to travel to Bendigo involving an overnight stay to get his treatment. “It is easy to get to the treatment centre. I can have a cup of coffee, spend 12 minutes getting treated, have another cup of coffee and be home before the morning is over.”

Wendy Lovell LAST month, Local Member for Northern Victoria, Wendy Lovell, submitted a freedom of information request to the Department of Education and Training in regards to the risk management plan for the Greater Shepparton Secondary College.

T h e d e p a r t m e n t w a s g i v e n 14 days to lodge a review of the deputy commissioner’s findings with the Victorian Civil and Administrative Tribunal (VCAT), which they have now done. The follow up hearing was on February 17, where the Andrews Government has refused to release the documents, saying they should remain hidden from the public.

VCAT has now set a compulsory date for May 4, 2020 and if it’s not settled, there will be a hearing on May 25.

Time running out for regional first home owner scheme FOR many young Australians, buying or building a home can seem like an impossible dream. In January 2020, the Australian Government’s First Home Loan Deposit Scheme (FHLDS) was introduced to help first home buyers purchase a home sooner.

The scheme will help those with low to middle incomes to be able to buy or build their own home with a deposit of as little as five percent. On top of that, the First Home Owner Grant (FHOG) are offering $20,000 for first home buyers who buy or build a new home under $750,000 in regional Victoria (the home must be less than five years old to be eligible).

Unfortunately for some, the FHOG bonus for regional Victoria will be ending on June 30, 2020. Young people are being urged to take advantage of both the FHLDS and the FHOG, especially here in Shepparton.

According to recent property market reports, there are almost three times the number of homes available for sale than there are rental homes in the Shepparton region. With the current median price in the region of $280,000, first home buyers should be looking to put together a deposit of around $14,000 to $20,000 and then be in a position to manage the mortgage payments to get into an average-priced home.

Letters to the Editor WATER WOES IN NORTHERN BASIN

Dear Editor T h e c o m mu n it y- b a s e d S p e a k U p Campaign is at a total loss in trying to understand why the NSW Government refuses to support communities in the southern part of the state.

We b e l i e v e t h e s t a t e ’s w a t e r mismanagement has reached new heights with the decision by Water Minister, Melinda Pavey to lift the embargo in the north on floodplain harvesting, which is akin to pumping water into their dams that otherwise could have flowed downstream.

While the National Party is in control and making up the rules, it appears they will continue to look after their northern mates at our expense.

They come down here from time to time and tell us to work together and present solutions to our water issues. We do everything that is asked, yet as soon as they go back to Sydney or their northern homes we get ignored again.

The latest backflip by Water Minister Pavey to lift the embargo allowing the harvesting of floodwaters that have just started flowing after prolonged drought just beggar’s belief.

Ms Pavey says she is helping northern communities. Is there any chance that at

some point the NSW Government may try to help our southern communities?

It is unbelievable that the Minister and her department could act so quickly to lift the northern pumping embargo after the long-awaited rains, when it took nine months for it to respond to a letter from Speak Up last year. And when we received a response, it did not address any of the issues we had raised. It was as if the department did not even know where the NSW Murray region is located.

We raised a sensible option using the Snowy Hydro Fund which could help alleviate the distress in the Murray region, but it didn’t even get a mention in the reply.

This proposal was discussed in 2018 with Deputy Premier John Barilaro, who said it was worth investigating. Now, it seems any suggestion to help the Southern Basin if ‘off the table’.

It would appear the Snowy Hydro Fund is limited to helping the National Party’s politically important northern region and continuing to ignore our region.

Hypocritically, Minister Pavey criticised the Queensland Government the previous week for lifting a pumping embargo, then lifted the one that was in place in NSW. It is disappointing, but we are at the stage of having no trust in the NSW Government.

One minute we are told the Barwon is experiencing infrastructure flooding and the water won’t make it further down than Bourke, and a few days later we are told that because of their restrictions water will get to Menindee. You can’t have it both ways.

to have overridden the Constitution, changed the Constitution and made laws which only the Federal Parliament can change or be changed by referendum. Thus it can be said, that in this process, they have usurped the 1966 referendum result.

Likewise, they appear to have overridden i nt er n at ion a l l aw wh ich g ive s one citizenship of the country in to which one is born or alternatively if born on a ship or plane to the country under which that carriers flag stems.

The High Court has by this act, damaged the cause of reconciliation to a state well beyond repair. For any amendment to recognise the indigenous peoples in the body of our Constitution or the preamble or by a treaty will now be subject to political manipulation and thus fraught with danger due to this precedent.

This decision will not rest easily on the majority of Australians. It ought to be appealed in haste or have the Consitution amended to stop this racial manipulation of our society.

Shepparton to play host to aquathlon championships

A FUN WEEKEND FOR ALL… Spend your long weekend at Tatura Tennis Club’s Labour Day Tournament. A fun filled three days of tennis, socialising and a delicious spit roast and music on Sunday night. Photo: Supplied

Three days of tennis in Tatura WITH 12 excellent grass courts, four synthetic grass courts and a large clubhouse, Tatura Lawn Tennis Club is set to host their annual Labour Day Tournament in a few weeks. The three-day event sees people travel from all over Victoria to compete.

Saturday, March 7 will see all singles events played as well as the veterans’ doubles.

Sunday, March 8 will consist of the doubles competition. Finally, on Monday, March 9 the mixed doubles will compete.

It is a round robin tournament with the exception of the open singles. Winners and runners up in all events receive prizes and there is also a chance to win an extra $100

on Saturday and Sunday night on the Winners Wheel.

On Saturday night there will be music and a BBQ for all to enjoy. Sunday night will be a spit roast and music, and everyone is encouraged to dress in this year’s theme which is something starting with the letter ‘P’. Cooked breakfasts are also available Sunday and Monday morning.

SHEPPARTON will play host to the 2020 Victorian Aquathlon Championships next month in what will showcase some of the best swim and run athletes from around Victoria.

Hosted by the Shepparton Triathlon Club and sanctioned

by Triathlon Victoria, t he event w i l l se e competitors undertake continuous run and swim elements, a sw i m leg fol lowed i m mediately by a run leg, over varying distances.

Previously a long cou rse race before operating as an IRONMAN event, the Victorian Aquathlon Championships is a staple in the Goulburn Valley with a rich 20-year history.

Trent H ad f ield , P re sident of t he Shepparton Triathlon Club said, “We are excited to host the Victorian Aquathlon Championships, this unique event gives participants an opportunity to try our

sport in a different format and have a shot at being crowned state champion at the same time.”

The Victorian Aquathlon Championships provides an opportunity for nov ice at h lete s to lau nch i nto m u l t i s p o r t competition and for experienced triathletes to enjoy a different race routine.

The fastest overall cou rse completion, i nclud i ng t he t i me transitioning between each discipline, will determine the winner.

The Victorian State Series title is awarded to both individuals (State Series Award) and clubs /squads Trent Hadfield (State Series Shield) based on results from selected multisport events each season.

The Victorian Aquathlon Championships will be held on March 7, 2020 at Victoria Lake.
