By Steve Hutcheson IT is a sad fact of life that one in eight children is born with a heart problem. I am told by my mother that even I was born many years ago with a squeaky valve in my heart. There is no cure and four precious little lives are lost each week while eight babies are born in

Australia each day with a heart condition.

For Katherine and Elliott Byrne of Shepparton however, that is something they know only too well having their son, Elijah passing away at the age of three months a matter of two years ago.

Last day to nominate for Women’s Charter Advisory Committee THE Greater Shepparton Women’s Charter Advisory Committee (GSWCAC) is calling for nominations from local residents to fill vacant positions on the committee.

The GSWCAC consists of community members and representatives from Greater Shepparton City Council, including a Councillor as the Charter Champion.

The volunteer committee acts as a strategic advisory committee to Council, aiming to promote women in leadership and decision-making. A three-point action plan focusing on Gender Equity, Diversity and Active Citizenship guides the strategic objectives of the committee.

Council Mayor, Cr Seema Abdullah encouraged members of the community to apply.

“Being a part of the committee is rewarding; striving to achieve gender equity, active participation of women and diversity of representation and participation at all levels of community and organisation.

So, you couldn’t sit down to eat THINGS are different this year in so many ways and fundraising for worthwhile causes is no exception.

Foodshare’s usual ‘Make a Meal of June’ could not follow its normal agenda with sit down meals so this year it was conducted as takeout meals organised by Cam and Angela Mangiameli from The Woolshed. With the help of a half dozen or so sponsors providing the raw materials, they prepared over 600 meals take out style for people from across Shepparton with all the proceeds going to support Foodshare.

In the end, they were able to raise $30,100 that will go towards supporting the operation of Foodshare for another year. As it is, they have been able to raise all of the required budget so those families across the region who benefit from their programs will continue to be served as they have been in the past.

It is a great effort by Cam and Angela and they are to be congratulated on a superb effort.

No excuse for not working out WHILE some people loved working out at home through the pandemic, others struggled to find the motivation to get it done. As restrictions are gradually being eased, gyms are now able to open. Of course, there are regulations that must be followed, such as no more than 20 people are allowed in the gym at any one time.

At Aquamoves, the gym, indoor 25m pool and hydrotherapy pool are now all available to the public as well as group fitness classes. They have set sessions that must be booked online to ensure compliance with restrictions on the number of people in the facility. Those attending

must also bring their own towel and drink bottle. Aquamoves have sanitisation stations set up and equipment must be cleaned before and after use.

“We’ve loved being able to provide health and wellness tips online to our community through this challenging time. However, we’re very happy to get everyone back in the centre to keep fit and healthy” said Aquamoves work group officer - health and wellbeing, Carien Hesselberg.

Creatives work towards recovery VICTORIAN musicians, game developers, f i l m m a ke r s , w r it e r s , g a l l e r i e s a nd fashion labels are among the first tranche of benef icia ries f rom t he Vic toria n Government’s Sustaining Creative Workers initiative.

Included in the beneficiary list is local photographer, Serana Hunt-Hughes from Dookie who has secured a grant to establish an online gallery of her works.

Serana had been working commercially documenting public events and was engaged with the Shepparton Festival in producing much of t hei r i mages however, t he pandemic saw all that work come to a halt.

With time on her hand, she has been able to curate a sizable collection of images taken over the years into what will become the online gallery. The works feature a great number of spectacular landscapes and nature photos that will be available for sale printed, mounted and framed.

The creative industries employ 280,000 people in Victoria and contribute $31B to the state’s economy. It is among the hardest hit sectors, with venue closures, screen industry shutdowns and event cancellations leaving thousands of creative practitioners and associated trades out of work and leading to millions in lost revenue.

artists focus on expanding business skills, purchasing streaming equipment or creating online stores to expand their markets.

The online gallery that Serana is creating should become available towards the end of July.

AS we move into the next phase in loosening the restrictions around COVID-19, Greater Shepparton City Council have announced a further round of measure seeking to support business and the community in recovering from the impact so far.

The $2 million package includes 29 measures and targets four key areas, these are business economy, community, visitor economy and advocacy.

Stage 2 will have a larger focus on recovery from the COVID-19 pandemic, rather than the response, as we begin to see some restrictions eased throughout Victoria and Australia.

This package also includes implementing the $8M Working for Victoria initiative, which is expected to create more than 200 jobs in Greater Shepparton.

Greater Shepparton City Council Mayor, Cr Seema Abdullah said, “COVID-19 has severely affected many members of

our community in a number of ways, and the extent of the impact is yet to be fully understood.

“We understand many members of our community are doing it tough. From the outset of this pandemic, we have pledged our support to the community, and we hope this is evident in these two stages of the Greater Shepparton Economic Response to COVID19 Package.

“We were pleased with the results of Stage 1 and believe Stage 2 can have a similar impact. Once again, like Stage 1, this package attempts to use the guidance of State and Federal Government and build on their efforts.”

AS rural jobs have been in decline due to Murray Darling Basin Authority (MDBA) plans uncertainty, according to Victoria Farmers Federation (VFF) Water Council chair, Richard Anderson, water ministers meeting in Canberra have an opportunity to make important changes to the plan that will give farmers greater confidence for the future.

“The law allows for changes to the basin plan, but Canberra refuses to consider the possibility that we know more now than we did in 2007 when the Commonwealth Water Act was created or in 2012 when the Basin Plan was adopted,” Mr Anderson said.

“The Water Act sets out a detailed process for amending the plan to incorporate practical learnings.

It is critical the basin plan be adapted now to ensure agriculture can have some certainty and look ahead.”

Mr Anderson also expressed disappointment with media comments made by the MDBA threatening further water buybacks if it believed states could not meet basin plan targets.

“Environmental outcomes need to move beyond just increasing water flows. The Basin Plan must adapt to acknowledge other environmental outcomes. Aquatic life, vegetation structure of our riverbanks are just as important as increased flows,” Mr Anderson said.

“The VFF is urging for a greater focus on the Northern Basin, that still only meter 30% of water use and a restructure of the MDBA.” “The message is simple. Farmers need confidence and certainty to grow their businesses and create the jobs our country desperately needs. We can only gain this certainty and grow agriculture if the basin plan adapts.”

Getting the best out of wood heating

FROM the earliest of times, man has relied upon the warmth of fire to ward off the winter chills and with the weather getting down to –1C, a wood fire remains the most appealing way to get warm.

T he Europeans, with their colder weather than we have in Australia, have been at the forefront of developing wood heaters that offer excellent efficiency and are environmentally friendly.

Australians have not been sleeping well, exercising less and drinking and smoking more than usual. The study looked at how these changes in health behaviours affect depression, anxiety and stress during the crisis.

Lead researcher, Dr Robert Stanton said the study highlighted the need for a variety of health-promotion strategies to be employed to help people adopt or maintain positive healthrelated behaviours.

In this upcoming school holiday period, the Royal Society for the Prevention of Cruelty to Animals (RSPCA) Victoria Education is providing a unique insight into its animal care operations with an online learning program.

Shepparton Theatre Arts Group, (STAG) have gone online. STAG member and local playwright, John Head, has written a play which will be performed over Zoom to allow them to keep creating in these uncertain times.

Their new play, Corona Star-19 is set in 3030. The Galactic Starship, Corona Star-19 is ten months into an eleven month journey to a new colony on planet Trump-One, when they are intercepted by an escape pod with the last survivor of a viral outbreak on planet Clinton.

They save the survivor, only to find that their lives are now at risk.

Corona Star-19 is a Zoom comedy, drama, ‘whodunnit’ of galactic proportions that will premiere on Saturday 4 July at 7.30pm.

Council adopts Option 4a for Maude St Mall

By Steve Hutcheson AT the last Greater Shepparton City Council meeting, the council adopted Option 4a for the redevelopment of the Maude Street Mall. Council had previously considered an alternative proposal that was thrown open to comment from the community however, following overwhelming trader support for the alternate Shepparton Chamber of Commerce and Industry proposal, the plan that included through traffic from Fryers Street to Hight Street was subsequently adopted as the preferred option.

Listed as Option 4a in the Council agenda, ‘the plan provides an improved layout with increased flexibility for adaption to changing future requirements, aligns closely with consultation feedback suggestions, reduces impact on trading during construction, provides greater retention of trees and provides more efficient connection from Fryers Street to High Street.

It also retains and maximises areas available for recreation and public events. In summary the layout provides one-way slow-moving traffic from Fryers Street to High Street with parallel parking both sides and retains existing pavement from building line to verandah line where possible. The revised design retains the strong linkage to the Fraser Street tower area and public toilets with the children’s play area.’

President of the Shepparton Chamber of Commerce and Industry, John Anderson said, “This is certainly the best option available that will help revitalise the Shepparton CBD into a prosperous business centre.”

The project has obtained Federal Government funding of $8.5 million dollars that is to be met dollar for dollar by the Council.

Work on the project is now back at the technical design phase and work should commence later this year or at the beginning of 2021.

Skin is the human body’s largest organ IT might surprise you, but skin is our largest organ, on average, it weighs about 3.5kg and measures around 2m2. It is also the organ that is one of the most affected by cancer.

Skin cancer is, however, treatable if detected in time. Detection is determined by skin specialists who can distinguish between the moles that many of us have and a cancerous spot.

To get to that point, the specialist needs to do a thorough visual examination, and skin surface microscopy examination. Dr Matthew Wong, partner at GV Skin & Specialist Centre said, “This climate in the Goulburn Valley is particularly harsh and we see a lot of patients

coming through with small cancers. The detection of small cancers is only possible with meticulous skin check using dermatoscope.”

Aside from conducting visual and skin surface microscopic examinations, the clinic has a mole mapping facility that aids them in the process of monitoring the growth of moles and to highlight any new moles which could potentially be a cancerous spot such as melanoma.

A further service they provide is in the treatment of psoriasis, eczema, vilitigo and other skin conditions. The clinic has a state-of-the-art narrowband ultraviolet B (UVB) treatment chamber in which a client

with severe condition is bathed in specific wavelengths of ultraviolet radiation for a few seconds to a few minutes as a means of treatment. Psoriasis and eczema can be worse during winter and a lot of their patients with those chronic skin conditions are experiencing great benefit from this treatment.

THE TWITS ARE TWEETING

Dear Editor, Further to the recent coverage of a Twitter exchange between a former senior water management bureaucrat and Southern Riverina Irrigators (SRI) Inc., there are other issues which need to be clarified.

Firstly, I would like to say I was disgusted with the language and tone of this person’s tweets. We have long been frustrated by a bureaucracy that totally ignores multi-generational knowledge and I believe the exchange represents an appalling culture within that bureaucracy.

Farming advocates across numerous organisations including SRI are well-versed in the complexities of the basin plan, and many have spent countless hours reading and responding to submissions, reading reports and writing responses to try and make the bureaucracy aware that many of their assumptions are fundamentally flawed.

Generally, this falls on deaf ears.

Quite obviously there are at present a range of cultural issues in Australia that need to be addressed. The culture within our taxpayer-funded bureaucracy is one of them.

This culture, on display in the Twitter exchange, also shows an extremely concerning failure to adequately understand some of the key issues which are impacting on various aspects of the basin plan including its unintended environmental damage, greater than anticipated social and economic damage, and the inability to develop solutions to a plan that is obviously not working (as has been highlighted in many, many reports and inquiries).

And it is this last point that is at the core of the problem.

SRI and numerous other organisations have suggested some reasonable, achievable solutions that could return the promised and non-existent balance to the plan.

The former bureaucrat in the Twitter tirade asked: “Which parts of the river regulation system do you (SRI)

want removed after the barrages are gone?” An important point to note is that SRI has never advocated removal of the barrages, rather we advocate for infrastructure works to improve their efficiency, and as a consequence help our nation save water.

Our Twitter administrator responded to the question by explaining the need for infrastructure solutions to protect/ restore ecosystems and that not fixing these issues would have negative outcomes, whilst keeping weirs, locks and dams has positive triple bottom line outcomes.

The response (remember, this is from a person who until recently was in a very senior water management position): “Mindless, unscientific, soul-destroying bulls..t. And you have no idea at all on the triple bottom line. So, please Shut the …...”

This was about as polite as we saw in following tweets from someone who controlled massive water decisions and continues to seek involvement in water commentary and environmental issues.

His other comments included: “Did any of you finish primary school?” “Is English your second language?” “You are so dumb it is breathtaking.” “F…. wits.” “Morons.”

“Idiots.” “You don’t have a clue.”

I believe his responses also attempted to undermine the work of leading scientists who question basin plan assumptions, though unfortunately that is not unusual any more in Australian political and bureaucratic circles. It seems if you have taxpayer dollars and a political agenda the preferred approach is to fund those who support the agenda and try to discredit those who don’t.

More than anything, this highlights why we need to reassess the basin plan, the assumptions on which it was built and the damaging unintended consequences that the bureaucracy will not acknowledge, possibly through fear of losing taxpayer funding.

Many parts of rural Australia are hurting and is it any

wonder if we have had government employees like the one involved in this episode leading the way.

Surely governments must take stock, take notice and start taking remedial action.

Dear Editor, Maude Street Mall.

Congratulations to Greater Shepparton City Council on their decision to accept Option 4[a] of the Maude Street Mall redevelopment plan.

We all have our own opinions on what we want with the Mall, however, Councillors were open enough to accept most of the changes that the community wanted, whilst at the same time, listening to the traders for their requirements.

We now look forward to those changes and supporting Council in its quest for new and emerging businesses and an activation plan to bring residents and visitors into the precinct.

Well done to the Chamber of Commerce for its advocacy in the process, I know that they devoted many hours to present a workable set of changes to the original concept plan.

Again, well done Council!

Council adopts 2020/2021 Budget continued from front page THE 2020/2021 Budget also includes a rate rise of 2.0 percent as per the rate cap and a 1.67 percent increase in kerbside collection charges, which are in accordance with Council’s previously adopted Rating Strategy.

Council has been impacted by the COVID-19 pandemic, and the total impact on the 2020/2021 Budget is estimated to be $2.22M, which equates to a 10 percent impact to Council’s liquidity.

Highlights of the $61.8M capital works program include $19.52M for Buildings, including the construction of the new Shepparton Art Museum, $17.11M for Roads, including Maude Street Upgrade and Road Renewal Program and $3.92M for Drainage.

The operating budget sees $5.04M set for the Victoria Park Lake intersection works, a $550,000 contribution to the Museum of Vehicle Evolution (M.O.V.E) and a $300,000 contribution to the Mooroopna Integrated Early Learning Centre.

40 submissions from the community were taken into account when forming the final Draft Budget 2020/2021, with some of the submissions leading to changes in the Draft Budget.

These changes included an increased contribution to Shepparton F o o d s h a r e , Shepparton Search and Rescue and Shepparton Family and Financial Services, as well as a freeze on lux lighting charges for users of spor t i ng f ields i n Greater Shepparton.

“Council thanks those who took the time to enter a submission, and the community can rest assured each submission was assessed and taken into consideration before the adopted budget was formed,” said Greater Shepparton City Council Mayor, Cr Seema Abdullah.

Wage theft legislation passes Victorian parliament VICTORIA has become the first state in the country to pass laws establishing criminal penalties for employers who deliberately underpay or don’t pay their workers.

Employers who dishonestly withhold wages, superannuation or other employee entitlements, will face fines of up to $198,264 for individuals, $991,320 for companies and up to 10 years’ jail.

Offences will also capture employers who falsify employee entitlement records, such as payroll records, or who fail to keep

employment records.

New record keeping offences are aimed at employers who attempt to conceal wage theft by falsifying or failing to keep records.

No longer will employers be able to avoid being held accountable through deliberate dishonest record keeping practices.

Employers who make honest mistakes or

who exercise due diligence in paying wages and other employee entitlements will not be subject to the legislation.

Work is underway on reforms to make it faster, cheaper and easier for employees to recover the money they are owed through the Magistrates’ Court.
