Water trading rules to remain unchanged. IN response to community feedback and acknowledging the impacts of Coronavirus, the Victorian Government is delaying implementation of new inter-valley trade rules until the start of the 2021-22 irrigation season. Goulburn Murray Water (GMW) general manager, Water Delivery Services, Warren Blyth said, “For irrigators on the Murray and Goulburn systems, this meant intervalley trade rules that were implemented in December 2019 to ensure a level playing field for irrigators will be maintained throughout 2020-21. DEATH and taxes are two of life’s inevitable consequences. How those taxes are used however is a continuing battle between all parties concerned. A group of 90 local business leaders, farmers, horticulturalists and residents have come together to seek out the view of

Council nominees on the level and use of Greater Shepparton City Council rates as a prelude to the local government election. Greater Shepparton has one of the highest municipal rates of comparable regional municipalities in Victoria, around 30 percent more than the combined average.

The group want to know if the next batch of Councillors will undertake to question why the rates in Greater Shepparton are higher, should they remain higher or what can be done to bring them back in line with other municipalities. Continued on page 12

Equipment boost for CFA units ahead of fire season

GOULBURN Valley volunteer CFA units will receive new thermal imaging cameras, apparel and special truck licences as a share of $4.8 million of public donations received during the most recent bushfire season. The donated funds were allocated through a tools and equipment program, with 72 brigades in CFA District 22 to receive items. State wide, 95 percent of the CFA’s more than 1200 brigades took up the offer to select items from a ‘district pick list’ program that also included popular items such as remote area lighting, quick fill pumps and rear-view cameras. Thermal imaging cameras make up the largest portion of funding, with 232 wildfire and 27 structural cameras selected at a combined value of close to $1 million. More than $300,000 will be spent up-skilling members with medium-rigid and

heavy truck licences, and 218 defibrillators will also be distributed at a cost of more than $450,000. More than a third of the total funds came directly from the most successful community fundraiser, where $1.8 million was generated by former Portland resident, Jodie Silva, through a Facebook fundraiser. Acting CFA chief officer, Garry Cook said the CFA had been humbled by the influx of donations from all over Australia and the world during the extreme 2019/20 season, and members were very grateful. “It’s great to see these tools, additional skills and equipment filtering through to our brigades and members before the next bushfire season,” he said. “That’s where they will make a real difference to the vital work they do in keeping our communities safe.”

SEEMA Abdullah has declared she will run again for Council. “O ver t he past fou r ye a rs I have worked hard in my role as a Councillor, listening to the people of Greater Shepparton and playing a part in getting things done for our community,” she said. “I am proud of the achievements of this Council’s positive leadership that has put Greater Shepparton on fast track for socio-economic growth.” Cr Abdu llah said t here were

still issues she wished Council to address, including: Water security for farmers, better train services and public transport, the Shepparton bypass, improved health services, better early childhood education and care, affordable housing, and improving employment and services to support businesses at the other end of the Coronavirus pandemic. “These are all on my agenda and I am committed to doing everything to make this happen,” she said.

Mr James has had a long career in Local Government, with eight years as shire secretary/general manager of the former Shire of Rodney. He has made it clear he will not be a ‘oneissue Councillor’. He said he firmly believes strong leadership, teamwork, a commitment to excellence in governance and sound financial management will lead to great outcomes. Mr James nominated the importance of advocacy, innovation, support for smaller towns and rural areas, the Shepparton bypass, and the importance of acknowledging the benefits of diversity as high priorities.

Letters to the Editor COUNCIL RATES STRATEGY

THE perennial topic of rates is always discussed around Council election time or to put it more bluntly, why are Council rates so high! And so, it should be discussed, given that

rates revenue accounts for the majority of annual revenues. A recent letter was received from Jim Andreadis on behalf of a number of residents, indicating that our rates are excessive compared to neighbouring councils and what would each candidate’s attitude be in respect to perceived excesses. There are three occasions that rates are examined, viz., at the rating review strategy meeting held early in the new Council year, the midyear budget review to determine whether the budget remains on track and finally, the annual review in May. The rating review strategy meeting gives the opportunity for existing rates calculations and methodologies to be questioned and if necessary, changed. In May, Councillors are presented with potential revenue and expenditure numbers and the analysis behind those numbers. They then examine, question, disagree with or accept all or some of the presentations. It is at this time that our community members are also invited to examine the accounts, make comments, suggestions, ask for alterations and consider how cutbacks can be made,

Furthermore, the Council’s accounts are published on the website and are available for the community to consider. It should be noted that rates increases have been annually capped at 2% for the last 4 years by the State Government with Greater Shepparton City Council’s annual accounts showing an increase of around double that amount in relation to road making materials costs. There is no doubt that COVID 19 will also have an influence on our Council and there remains uncertainty as to the full effect of the pandemic. For example, local government is expected to employ extra staff in these tough times, to take the load off state and federal agencies. Greater Shepparton is employing an extra 204 workers through the Working For Victoria program. If elected, I will take the concerns as expressed in the letter to council for explanation and the consequences in terms of efficiencies, change in capital works or reduction in services, if the rates methodologies were altered. What do people do on Father's Day? This year, like many things this year will be a little different to normal years and so the things people will do with the fathers will also be different. For some, particularly if they are confined to aged care facilities, they may not even be able to visit, much like Mother’s Day was interrupted with a lockdown then. More often than not, many people will present their father with a gift and a card. The gifts can range from the simple to the outrageous, a box of chocolate to a chance to swim with sharks.

Normally, organisations around the country might organise an event, a fun run to raise money for a cause such as prostate cancer or some other such activity. This year these will all be missed so it is incumbent on people to look to other ways in which they can celebrate the day with their fathers. In the absence of everything else, a simple phone call and a message of love will often be enough and the charities will still be there and still able to accept a donation if that appeals to you.

Get your Father's Day mail in early This year it is going to be a battle if you intend on posting your Father’s Day card or gift to your father. With the pandemic affecting the country and people looking more and more to purchase online, Australia Post is already inundated with 50 percent more parcels going through the system than previous years. Auspost have issued a notice to say they anticipate at least a three-

day delivery backlog in getting the mail delivered this year. The last several weeks have seen a surge in mail services that they are having to make significant adjustments to their operations to keep the mail going. “For items lodged after Wednesday, September 2, whilst we will try our best, we do not expect to be able to meet delivery for Father’s Day,” Auspost’s executive general manager, Gary Starr advised.

Local business puts challenge to Council aspirants

We the undersigned represent a broad cross section of ratepayers in Greater Shepparton.

We are seeking a commitment from you to make this issue a priority should you be elected, and we in turn commit to constructively working with you going forward to achieve a better outcome for all.

Our shared concern, regardless of rating category, is the disproportionate amount being levied in this municipality compared to others in our region, and similar municipalities around the state of Victoria. As a candidate, and a potential future leader of our City, we are asking for your commitment to address these concerns should you be elected. While we understand that municipalities have differing priorities, variances in services and infrastructure, and differences in rateable properties, there is no clear explanation, or public understanding, as to why rates in Greater Shepparton are over 30% higher than the combined average of the comparative councils in the included table. All rates are disproportionately high; there is little comfort in the data for any ratepayer category. Ratepayers in Greater Shepparton have a heavier burden imposed on them, but what additional value do ratepayers in each category get for the additional rates they pay by comparison? This is not a criticism of the current Council, as this situation has developed over time, but the disparity exists, it is irrefutable, and needs to be addressed. We are not expecting an overnight fix, rather, an assurance that consistent and concerted effort will be made towards correcting this situation during your tenure. The question for the next group of Councillors is what can be done to remedy this issue? Collectively, we are concerned that left unchallenged, our rates will continue to increase, and the disparity will worsen. We care about the affordability of Greater Shepparton as a place to live,

RE-BUILT TO DRIVE A N icon of Australian motoring, the Holden EH was produced by General Motors-Holden from 1963 to 1965. A total of 256,959 were produced, before the EH was replaced by the Holden HD series. The EH replaced the EJ series, and was the first Holden to incorporate the new ‘Red’ engine, with a seven main bearing crankshaft instead of the four main bearing crankshaft used in the ‘Grey’ engine. However, that’s not exactly the engine you see in this custom-built EH. T he car was all but completely rebuilt by S h e p p a r t o n ’s M a s k e l l ’s Customs & Classics, and the scale of modifications to this car is extensive. It starts with a full chassis and a front subframe welded up under the car, providing a solid backbone for the 427ci LS3 V8 up front, with a flat

floor and roomier trans tunnel all hand-fabricated by the Maskell’s team. The rebuild was a family a f fa i r. H e at h M adg w ick bought the car for his father, Jack. But after discussions on how to modify it with the Maskell team, Jack was quickly seen as an outlying voice. Jack named the car ‘Nosay’, after the decision, ultimately, to make sure he had no say in its rebuild, ceding design rights to Heath and the Maskell team. The final product features seam-welded panels with the return folds deleted to leave them completely smooth. The bolthole apertures on the front guards were raised, and outer front guard skins were used as inner guard pieces on opposite sides of the engine bay. Inside, burgundy leather covers Scat front seats and a custom rear, while Classic Instruments gauges and a Boyd Coddington tiller round out the cockpit.

NCN Health has an exciting opportunity available as a Clinical Support Nurse. This position will be located across our three NCN Campus. Job share can be negotiated. The Clinical Support Nurse (CSN) will be responsible for providing direct clinical support, instruction and mentoring to staff and students. FOOTBALL Leagues across the Goulburn Murray region will have their Allowable Player Payments (APP) slashed for the 2021 season. Clubs in the Kyabram District, Murray, Picola and District, and Goulburn Valley (GVL) leagues will see salary cap reductions of between 12 – 29 percent, with the move considered a boost for community football that allows clubs to plan for future seasons while achieving greater financial stability and viability. Clubs in the GVL will see the largest cut, with a $50,000 reduction in their AAP, down from $175,000 in 2020 to $125,000 in 2021. A FL Goulburn Murray Commission chairman, Peter Foott said the move would ensure teams are strong and well-matched financially on and off the field. “It is important ‘stronger’ clubs do not

Goulburn Valley League president, David Roff, supported the move and said, “The 2020 non season has been a significant challenge and although we are not yet sure what 2021 will look like, a reduction in the salary cap in 2021 will assist clubs to improve their sustainability. “The realignment of salary caps between metropolitan and non-metropolitan leagues will also make clubs in the Goulburn Valley League relatively more attractive to players who may wish to enjoy a high standard of football.� For the 2021 season, the Murray Football League salary cap will be cut from $140,000 to $100,000, the Picola and District League cut from $105,000 to $90,000 and the Kyabram District League cut from $85,000 to $75,000.

Route to basket still unclear BASKETBALL Victoria Country (BVC) is still progressing towards a junior Country Basketball League (CBL) to start alongside the senior competition in October. Shepparton has nominated male and female junior representative sides from under-12s to under-18s along with other associations in the North East region, however doubt still surrounds the upcoming basketball season. Typically in country Victoria, local basketball associations select squad or representative teams and head off to association tournaments on many weekends during the summer. “It has been extremely difficult for associations to undertake any planning around local tournaments with restrictions on how many people can be at a venue even if we get to stage two restrictions,� BVC

general manager, David Huxtable said. According to Huxtable, the good news is the game is growing in popularity in Victoria. “Basketball participation is growing at around four percent annually, with over 52,000 weekly participants in 2019,� he said. “The North East area is particularly strong in both participation and talent with many athletes, coaches and referees selected into BVC Elite Programs. “The area also supports senior elite participation from the Shepparton Gators, North East Bushrangers and Albury Wodonga Bandits in the various high-level state and national competitions. “It is important that if COV I D 19 restrictions allow, we continue the development of our participants.�
