Shepparton shows its stuff By Steve Hutcheson FACED with the announcement that three people had tested positive to the COVID-19 and a number of locations around Shepparton were considered hot spots, the people of the city turned out in their thousands to get tested and stop the spread of the virus dead in its tracks. The challenge for GV Health and the authorities was how to deal with such a positive yet massive response. In the end, on the Wednesday, they were overwhelmed and many people, including

myself, after standing in line for several hours, were told to come back the following day. In total, across all locations in the Goulburn Valley, between Wednesday and Sunday, 6,323 people were tested for the virus. The authorities managed to bring in a number of additional testing stations to take the load off but even so, queues were still long. At GV Health, after arriving at 8.30am in the morning, I still faced a six and half hour wait before it came time to tickle my nose. I was finally out of there by 3.00pm. Continued on page 10

SHOPPING locally is supremely important in a country town. If residents spend their money locally, it circulates within the town, benefitting everyone. On the flip side, if residents spend their money elsewhere or online, money leaves the region, benefitting others. Local shops suffer and eventually close, leaving the town worse off. That’s the sentiment behind a new proje c t by S heppa r ton adver t i si ng professional, Nigel Parsons, who is encouraging everyone to ‘Put the GV First’ and is printing bumper stickers which he hopes will spread in the region. The call is more important than ever right now, as the local hospitality and retail sectors in particular are suffering at the hands of Government Coronavirus lockdowns. Mr Parsons, who works with businesses across the region with his company Square One Digital Media, noticed just how badly they had been affected. “It was obvious with the downturn that all my clients were really hurting,” he said. “So, I thought: What can I do?” Mr Parson’s solution was teaming up with local graphic designers So Creative to produce a striking purple and orange ‘GV First’ sticker, printed for free by Shepparton’s Willprint. Now available for free in four locations after an initial print run of 500, Mr Parsons is hoping the sentiment catches on and more can be printed as needed. “It’s all about encouraging people to look after those who look after you,” he said. TRAILBLAZING CANDIDATE Dear Editor, There was a great article in The Age last month regarding refugees who have nominated for the upcoming council elections. Shepparton candidate, Zahra Haydar Big, features in the article, highlighting the remarkable achievement of being the only Afghan/Hazara woman to nominate in Victoria. For a number of years Zahra has been working tirelessly and diligently behind the scenes to assist our community. She is genuinely passionate about ‘giving back’ to the country and community that have afforded her many opportunities since she arrived from Afghanistan some ten years ago. Recently, SBS Radio conducted an inspirational interview with Zahra highlighting her aspirations and celebrating her nomination for council. Zahra was selected to join a forum titled ‘Global Pandemic, Regional Response’ organized by La Trobe University. During her time in Shepparton, Zahra has worked with Kildonan United Care, a case worker with the Australian Red Cross, hub leader at Gowrie Street Primary School and in partnership with Greater Shepparton City Council, Primary Care Connect and Goulburn Valley Health. Zahra is fluent in four languages: English, Persian, Dari and Hazaragi. This skill is invaluable, and has enabled her to work as an interpreter in many areas of the Goulburn Valley. She was nominated for the Greater Shepparton 2020 International Women’s Award. Because of her many and diverse experiences, Zahra is committed to a team approach on Council. She believes strongly in Council having effective consultation processes with the entire community. She is acutely aware of the cultural diversity of the Goulburn Valley, particularly Shepparton, and will support initiatives that promote inclusiveness. Zahra is dedicated to support initiatives and programs that will build a better community for everyone. Like all of us, she is concerned about the negative effect that COVID-19 has had on all communities and is aware that post-COVID-19 our community must work together to ‘rebound’ by promoting tourism and strengthening businesses and industry. Zahra has a strong commitment to commendable ‘social justice’ issues such as homelessness, affordable housing, the environment and strategies that will encourage school leavers to remain in their own community. A HUGE STATEMENT Dear Editor, In response to (Greater Shepparton City Council candidate) Fern Summer’s letter regarding the SAM museum (The Adviser Oct 14 2020), I would like to offer her my perspective. Fern, in the opening scenes of the film 2001: A Space Odyssey (which was made well before you were born), there is a large grey monolith that has arrived on Earth rising into the sky and standing still with early people looking at it in amazement. It offers the suggestion of intelligence and enlightenment from a galaxy far away. Or, at least that’s how I interpreted it in my youth. What I see when I drive north along Wyndham Street, is an amazing building that reminds me of that scene. After being hit in the eyes with that structure, the city then opens up with the view across the lake to Aquamoves, another amazing piece of architecture that gives balance to our lake. Both these buildings act like bookends on opposite sides of the natural feature of the lake and together welcome people into the CBD and beyond. What a replacement for the previous petrol station that welcomed us to the lake. Even if you are not an art lover, we will soon have a fabulous location for a café with the best view in Shepparton. I hope to see you there. I can see you hosting a party on the rooftop bar at sunset enjoying the view over our lake and beyond to the river. Don’t forget that the majority of funding to build SAM has come from government grant funds and bequests. Also, don’t forget to mention that the challenge for the SAM committee of management as I understand is to make sure that the running costs of the galleries are paid for with income generated by marketing of all the spaces both gallery, café and function. Love or hate the design, it makes a huge statement that Shepparton has stunning modern architecture and is a place to come for the possibility of visiting a site of intelligence and enlightenment, even if only for a coffee and the view. October peak period for collisions with wildlife

From market to mainstreet FOR a number of years, Jan Taylor has been taking her collection of brique–a-braq and collectables to different markets but with the onset of the pandemic, has had to rethink how she will move forward. To that end, she decided to open a shop, Jan’s Beehive, where all her items can be set on display. Jan is also looking for donated items that she is proposing to give 50 percent of the proceeds to one of five charities in the region. The charities include Zaidee’s Rainbow Foundation, GV Health Foundation, GV Health Child and Adolescent ward, GV Health breast cancer ward and Goulburn Valley Pride.

The charities will each have a jar sitting on the counter and rather than putting cash on display and providing temptation for some, they will use Monopoly money instead and convert it when passing it across to the agencies. Jan is joined by her daughter, Stacey, who is a doll maker and husband, Len, who is a woodworker in providing stock for the shop that will be supplemented by donated material. Jan’s Beehive opened on October 20 and is located at 171 Corio St, Shepparton.

KEEPING an eye out for wildlife bounding or scurrying onto the road is normally hardwired into regional drivers’ minds, and the Department of Transport is encouraging drivers to be particularly vigilant about kangaroos this Spring. This time of year marks the start of breeding season and wildlife is becoming more active. Last year, the number of vehicle collisions involving kangaroos peaked in October, and the trend looks set to continue this year. Colliding with an animal as large as a kangaroo can not only damage a vehicle but can also cause serious injury to motorists and passengers. In 2019, 21 percent of collisions on Victorian roads involving kangaroos resulted in serious injury to occupants. At this time of year, motorists need to be on the alert for kangaroos, especially at dusk and dawn. Swerving violently to avoid an animal on the roadway can result in a loss of vehicle control or serious collisions with oncoming traffic. Any actions taken to avoid hitting wildlife should be done safely, by steering straight and applying the brakes in a controlled manner. While it is sad, a collision with an animal is a preferable outcome to a collision that may result in injury or death to humans. Motorists who encounter injured wildlife should contact Wildlife Victoria on 8400 7300. The public transport system is also impacted by the increased activity of wildlife. On the V/Line network, more than 750 animal strikes were reported in the past year and the majority of the trains involved required a deep clean bio-wash.

Penny saves the day AS we get older, we grow to be a little less steady on our feet, a little more inclined to wobble when we shouldn’t and sometimes, we lose it all together and fall over. Such was the predicament Shepparton gemologist, George Faderson, found himself in while walking to the fridge in his kitchen. The other silly feature of aging is that things about us become less robust. In falling down, George managed to break his leg and when he came to realise where he was, he thought it odd that his leg was running off at an odd angle across him like a rag doll. W it h a broken le g , G e or ge wa s immobilised and could only use what little energy he had to call out for help. But it went unheard. Fortunately, his little Foxie, Penny, took matters into her own hands. She had a little run on the front porch to the house so Penny went there and barked furiously. Fortunately, a neighbour came to see what the commotion was all about. An ambulance trip and an operation were only minutes away. G eorge was rescued from his predicament and after a few days in hospital and a couple of weeks in after care, is on the mend and back with his little dog, Penny. In all of this, George is more conscious of the need for young at heart people

FamilyCare receives $2K grant A SHEPPARTON-based family service provider which offers support to families of children with disabilities and carer support services will receive a $2,000 grant from the Association of Financial Advisers (AFA). Goulburn Valley FamilyCare, the main family service provider across the Goulburn Valley, was nominated for the grant by local AFA member and

financial adviser, Ian McKenzie, for their commitment to helping males as part of the overall service they offer the community. Goulburn Valley FamilyCare was one of nine charities from around the country to be chosen from 25 submissions to receive a grant from the AFA Foundation.

Regional Victoria gets slight easing of restrictions continued from front page RESTAURANTS and cafes are now permitted up to 70 patrons outdoors and up to 10 per indoor space, with a maximum of 40 people per venue, up from 20 previously. However, Shepparton is excluded from this increase in indoor capacity until at least next week, a move criticised by Shepparton Chamber of Commerce and Industry president, John Anderson. “I thought it was inconsistent to ease regulations across regional areas but then backtrack on Shepparton,” he said. “I really wonder if it’s necessary. For some, it’s put a spoiler on this grand final weekend.” Mr Anderson did note, however, that it was pleasing to see Shepparton turn out as a model response to a potential

outbreak, with thousands of residents coming forward to get tested last week. “Clearly mask wearing is working, too, and that’s great news,” he said. Businesses must continue to ensure people from metropolitan Melbourne do not eat-in, with venues required to record the addresses and check identification of diners. Those who fail to check customers’ IDs face a fine of $9,913. • Households are allowed two guests per day (keep this in mind come grand final day on Saturday) • Greater Shepparton libraries will open from Tuesday, October 27 with up to 20 people allowed indoors • Outdoor religious gatherings are allowed for up to 20

IN all that time, what was evident was the mass show of patience by all of those in the lines, all concerned for their own health of course, afraid and uncertain, but all showing the mettle of the community when faced with an adverse situation in bringing it under control. But it was not just those in line, it was others. Most notably from my position in the queue were two great examples of selfless community spirit from individuals in addition to the concern shown by GV Health handing out bottled water and sunscreen to all and sundry. On Wednesday, it was hot, the queue was long and people had not come prepared. Then along comes Rita and Steve Bergamin from Waaia, complete with a stack of crazy sun hats and a collection of umbrellas, including her favourite, that she handed out without any expectation.

Thursday was much the same. A few hours into the waiting, Carmel Johnson from the GV Health Foundation was busy along the lines trying to maintain spirits, going along with hand sanitiser, passing out bottles of vodka and gin disguised as water

and then distributing cases of cool and refreshing mandarins and apples that had been donated by Finer Fruits from Vaughn Street, Shepparton. The main thing that comes out of the event, if it can be called that, is the spirit

of cooperation the community showed. The police were on-site to deal with any disturbances but none eventuated. People knew the purpose and what was required of them and they displayed it in spades – patience, perseverance and responsibility.

When experience counts GR E AT ER Sheppar ton Cit y Council candidate, Anthony Brophy, has said Greater Shepparton is “on the cusp of something very exciting with so much to offer,” if it can address an important list of priorities. Mr Brophy, who has experience working for three senior Federal Members of Parliament along with a background in retail, services and education, has lived and worked in Greater Shepparton for much of his life. “It’s time for change. Now more than any other time we need a new team of dedicated, diverse and highly-skilled councillors to see us through the post-COVID-19 period and to develop a genuine game plan that is achievable and not just words,” he said. If elected, Mr Brophy said his priority

list included: An independent rate review, a more developed waste management strategy, and a state-of-the-art sports stadium for Shepparton. He also said Greater Shepparton needed a planning department “with a mindset that rolls out the red carpet and not the red tape”, an integrated affordable housing strategy that also addresses homelessness and a plan by Council “that focusses on youth, education and clearer pathways for their future.” Ballot papers for the Greater Shepparton City Council election must be in the post or hand-delivered to the Shepparton VEC office at 207 High Street by 6pm this Friday. Election results are expected on Friday, November 13.

WHEN news broke of the COVID-19 outbreak in Shepparton, Shane Sali, of Traffik Boutique in Fryers Street, said you always like to think how you can help. “I spoke to my cousin Linda Sali, who is a business partner in Urban Armour Hand Sanitiser, and asked her if she could please send me some hand sanitiser,” said Shane. And send them they did. 2,000 units arrived on the weekend via Sali Transport. Shane said, “To be honest it didn’t surprise me, Linda still classes herself as a Shepparton girl as does Dean Grant, her business partner. For them to send over 2,000 units to give away is a typical act of generosity you would expect from them.” Linda said, “Shane rang me on Wednesday and asked if we can help. “Shepparton will always be home to me. Dean loved his time in Shepparton when he was the owner of the GV Hotel. We told Shane we’re sending over 2,000 bottles of hand sanitiser. It’s the least we could do.” A mixture of hand sanitiser products will be available at Traffik Boutique, located at the corner of Maude and Fryers Streets in Shepparton. Shane Sali said people can either visit Traffik or contact him by phone on 5821 4980 to arrange supply. Already 300 units are committed to supporting the Greater Shepparton Lighthouse Project. There is a limit of one bottle per person or two per business.

Wyndham Street widening works begin WORKS to widen Wyndham Street along the Victoria Park Lake frontage will begin this week. According to the Greater Shepparton City Council, the improvements are intended to increase the safety of one of the municipality’s busiest attractions, and are being completed as part of the contract to install traffic lights at the Wyndham Street/ Railway Line/McIntosh Street/Hassett Street and Fitzjohn Street intersection. Greater Shepparton City Council’s director infrastructure, Phil Hoare, said, “The works will address the narrow parking lane on Wyndham Street adjacent to the Victoria Park Lake, improving safety for motorists, cyclists and pedestrians.” It is anticipated the works will be completed by November, however according to Mr Hoare there will be significant disruptions to traffic flow during the road works. “We look forward to the cooperation

Australia through CBCA Book Week. During Book Week, schools and public libraries celebrate books, children’s authors and illustrators. Classroom teachers, teacher librarians and public librarians create colourful d isplays , develop ac t iv it ie s , r u n competitions and tell stories relating to a theme to highlight the importance of reading.

Call for review of Shepparton/ Mooroopna bus service I N a constituency question to the Minister for Public Transport, Ben Carroll, in State Parliament last week, Member for Northern Victoria, Wendy Lovell, pointed out the Shepparton/ Mooroopna public bus service had remained unchanged since 2009 and did not meet the needs of the Greater Shepparton community. The current service offers only limited services on Saturdays, with no services

on Sundays or public holidays. Ms Lovell said it was also concerning that there was no local bus service between Shepparton and Tatura, the thirdlargest town in the Greater Shepparton municipality. FATAL CAR AND TRUCK COLLISION IN KIALLA WEST

POLICE are investigating a fatal collision in Kialla West on the evening of Tuesday, October 13. Emergency services were called after a car and truck collided on the Goulburn Valley Highway at the intersection of Union Road West at about 11.45pm. Investigators understand the driver of the car turned from Union Road West into the path of the truck. Both the car and truck caught fire following the crash. Sadly, the driver of the car died at the scene. The death takes Greater Shepparton’s 2020 road toll to five. The truck driver was not injured. Anyone who witnessed the incident, or who may have dash cam footage, is asked to call Crime Stoppers on 1800 333 000.

$7.1M boost to Shepparton Flood preparedness made easier district for school upgrades T H R E E G re at er S heppa r ton C at hol ic a nd Independent schools will get a share of $7.1M of funding for upgrades as part of more than fifty projects state-wide to receive funding under the NonGovernment Schools Capital Fund. • St Anne’s College in Kialla will receive $5M towards a major upgrade and development of the school to expand capacity and to meet demand for increasing enrolments. • St Francis’ School in Nathalia will receive $1.206M to upgrade facilities at the Church Street school. The project will deliver contemporary learning environments with the refurbishment of existing outdated senior classrooms and old administration area – and the construction of a functional kitchen and outdoor learning space. • Sacred Heart School in Tatura will receive $920,000 to upgrade facilities at the Hogan Street school. The project will deliver a new purpose-built Creative Arts Learning Centre that will provide a flexible visual and performing arts learning space, meeting rooms for music tuition and additional bathroom facilities. According to Member for Northern Victoria, Mark Gepp, the additional funding for this second round of the Non-Government Schools Capital Fund has been brought forward to help stimulate the economy. The successful schools will be able to start their projects within the next six months.

INFORMATION to help with land-use planning, flood preparedness and flood insurance is now available through a comprehensive portal. The portal has been developed in collaboration with the City of Greater of Shepparton, Benalla Rural City, Moira Shire and Strathbogie Shire councils and aims to provide flood-risk information to improve communities’ flood resilience. “Users can navigate to points of interest, interrogate a range of flood maps showing different magnitudes of flooding or by gauge heights, or search by address and

generate a property flood information report based on the latest available data,” Goulburn Broken Catchment Authority statutory planning and floodplain manager, Guy Tierney, said. “The portal will also be helpful for property developers, insurance brokers and people wanting to buy or build a new home in these areas.” The portal includes a user guide, glossary and an easy-to-use interactive map and can be accessed on the Goulburn Broken Catchment Authority website, www. gbcma.vic.gov.au.

Lovell demands State Budget funding to commence bypass project T H E Member for Northern Victoria R e g i o n , We n d y Lovell, has called on the M inister for Tr a n sp or t Infrastructure, Jacinta A llan, to release the business case for the Shepparton bypass project and a funding commitment in the upcoming 2020/21 State Budget to get stage one of the project underway. The call came during an adjournment debate in State Parliament. Stage one of the Shepparton bypass project will see the construction of 10km of road from the Midland Highway West of the Mooroopna township to Echuca Road then crossing the river to connect to Wanganui Road and the Goulburn Valley Highway on the North side of Shepparton. The bypass is expected to reduce the number of heav y vehicles travelling through Shepparton and provide a second river crossing between Shepparton and Mooroopna. M s L ovel l sa id w it h t he Federa l Government having committed $208M in the 2018/19 Federal Budget for stage one, the time had come for the State Government to release the business case

and commit funding for the project. “The entire G ou lbu r n Va l le y community knows the importance of the Shepparton bypass project to the region and t h i s i s m i r ror e d in the Federal Wendy Lovell Government’s funding commitment of $208M towards the cost of stage one of the project. Yet all we have from Jacinta Allan is excuse after excuse and a business case she refuses to release to the public,” she said. “T he recent Federa l G over n ment funding of $320 million for Shepparton rail should free up State infrastructure funding that the Minister should redirect in the upcoming State Budget as the State’s share of the bypass.” In response, a Government spokesperson f rom M s A lla n’s of f ice said , “T he Shepparton community bypassed the former Liberal Government after their failure to deliver any major projects for the region – in stark contrast, we’re planning this project, consulting with the community and working with the Commonwealth to ensure it is delivered.”

Final countdown to decide councillors VOTING closes this week for Victorian local council elections and voters who have not yet voted are being urged to do so before it’s too late. There are 17 candidates standing for nine seats on the Greater Shepparton City Council, and all eligible voters should have received ballot papers in the mail. Completed ballot papers must be posted or hand-delivered to the Shepparton election office at 207 High Street by 6pm

Friday, October 23. Election manager at the Shepparton VEC office, Mick Bastian, said on Monday he had received about 16,000 ballot papers to date, and was expecting at least another 15,000 over the next week as the flow of walk-in voters and postal votes come flooding in. Results of the election will be announced on Friday, November 13.

F U N DR A ISI NG during Coronavirus lockdowns has its challenges, but it’s not stopping the Kyabram Community & Learning Centre (KCLC) holding its annual Colour Run to raise money for those who need some assistance. Normally a messy (and colourful) event involving running and powdered paint flung around with more than 100 people in attendance, the KCLC has pressed on this year and is encouraging people to purchase a pack for their family and friends, which includes a t-shirt and a packet of powdered

paint. At the least, the kids will love it. Claire Perrella from the KCLC said the fundraising was more important now than ever, with money raised used to assist disadvantaged children and families in the local area. “We’re hoping families can get colourful and support the community, especially now when times are tough,” she said. Divide perennials A budget-friendly way to fill your garden with more plants or share them with friends is to divide any perennials just before their Spring growth has begun. 5. Perform basic maintenance Clean up garden furniture and pathways so it is ready for relaxing on a warm day while daylight saving extends the time we can be outdoors. 6. Plant veggies Get those spring veggies planted and take advantage of the warm mild weather and be ready to harvest when Summer starts.

Group fitness and lap swimming returns to Aquamoves THE gradual easing of restrictions in regional Victoria has allowed Shepparton fitness and leisure centre, Aquamoves, to provide access to some additional services. Further to the free virtual group fitness classes Aquamoves is live-streaming via Zoom, they are now running outdoor group fitness classes and one-hour outdoor lap swimming sessions. After the latest announcement on Sunday, the team is now also busy planning a safe return to swimming lessons. With the 25m indoor pool still under construction, the focus will be on younger students as lessons will be heavily limited in capacity. Aquamoves will notify the community when places are available.
