Small business Minister visits Shepparton By Steve Hutcheson AS the dust settles from the pandemic, government ministers are once more on the hustings, looking at some of the projects that they may have funded. Jaala Pulford, the Minister for Small Business, caught up with business leaders and the Greater Shepparton City Council Mayor, Cr Kim O’Keeffe, at the Shepparton Museum of Vehicle Evolution (MOVE) to look over the progress of the current reconstruction program. Powerful HOPE service launched By Struan Jones A NEW post-suicide outreach service has been launched at GV Health. The new service, known as HOPE – the Hospital Outreach Post-suicidal Engagement service – is a follow-up and aftercare service for people 16 years of age or more who attend a hospital in crisis or following a suicide attempt. The service provides a 12-week program of clinical and social support tailored to individuals and their support networks including family, friends, carers, community cultural leaders and Elders. The program was one of the recommendations of the interim report of the Royal Commission into Victoria’s Mental Health System, which is due to hand down its final report in February. There is evidence that a previous suicide attempt is one of the strongest predictors of a future attempt. Speaking in Shepparton last week, the Victorian Minister for Mental Health, James Merlino, described the HOPE program as “incredibly successful elsewhere in the state.”

Road Closure Marungi Street Shepparton ROAD resurfacing works will occur on Marungi Street from Tuesday, January 5 to Monday, January 11 between the hours of 7am to 7pm. Marungi Street will be closed from the intersection of Fryers Street to Nixon Street. The works will still allow local residents and business to access their properties. Access to the Marungi Street car park will remain via Nixon Street.

It is anticipated that the works will continue for approximately one week, weather permitting. Motorists can expect some delays and are encouraged to use alternate routes where possible. Motorists are also advised to obey all worksite and advisory signage including t ra f f ic cont rol ler s . T he G re ater Shepparton City Council is asking residents and motorists to take care and be aware of traffic detours.

“This is a really significant event here,” he said. “This is going to be an incredibly important period as we tackle the scourge of mental health and really support families across our state.” The opening of the HOPE service into the Shepparton region has created seven new jobs, and aims to deliver a model of care that that is individually tailored, culturally specific, and promotes healing and recovery. Dr Ravi Bhat, the divisional clinical director of mental health service at GV Health, said the launch of the new program was a positive step for the region. “In the mental health system, we have some way to go, which is why we’ve had a Royal Commission,” he said. “This pandemic has highlighted the importance of mental health. I think it will make it very difficult for any government to say this is not something we’re prepared to address. “But I’ve been here 21 years now, and I’ve not felt this hopeful as now.”

disappointed, there was one lucky winner from Mooroopna, Susan Stanley. Susan picked up her hamper on Monday that was handed to her by The Adviser staff member, Stacey Dalziel.

THE Greater Shepparton City Council has approved the signing of the lease to operate the Mooroopna Integrated Early Learning Centre (MIELC). The MIELC, which is under construction on the Mooroopna Primary School site, will be a 102-place facility. According to Council, this will consist of: • A 33-place year before school kindergarten room • A 33 -place pre-kindergarten room • A flexible 36 place space for children under three years • A commercial kitchen, laundry, bathrooms, storage • Service leader office space • Administration office space • Working space and tea room shared amenities will be allocated within the school facilities to broaden professional collegiality • Outdoor space to meet regulatory requirements will be onsite in two areas adjacent to the under three-year-old area and the over three-year-old area Speaking at the December Council Meeting, Cr Seema Abdullah said Council has both the experience and capability to operate the MIELC. “It is not wrong to say the Greater Shepparton region is in dire need of investment in early years education,” she said. “In this context, it is really encouraging to see the State Government prioritise the construction of this centre a part of the Shepparton Education Plan. “This centre will be a state-of-the-art building with services designed to provide quality education and care for families in Mooroopna.” Cr Geoff Dobson added, “It’s interesting, when you look at this service which is provided by Council, it’s a lesson for those people who think Council is all roads, rates, and rubbish.” Council will be responsible for the fit out, staffing and operation of the MIELC. The forecast impact on Council’s budget is expected to reduce from costing $187,097 in 2020/21 to costing $28,154 in 2023/24.

THERE’S something about drinking on a rooftop that is at least 20 per cent more fun than drinking at street level. The same goes with eating, and if you’re drinking, it’s best you eat something, too. It wasn’t too long ago that the only thing that hung out on a rooftop was wet laundry. Now, there are rooftop gardens, rooftop bars, and rooftop cafes. The rooftop has become a special space, open to the sky while hidden from the street. In Shepparton, an old favourite venue has renovated its rooftop space to include a beautiful bistro. Three great years at The East! OWNED and operated by Paul, Emilia and Mitch Golding, The Railway Hotel in Murchison East was first built in 1880 and then rebuilt in the 1930s. It is a must-go-to pub in the Goulburn Valley. The Golding family have operated the hotel since August 2017, and a lot has happened in their three years. “Our aim is to offer a family friendly atmosphere, cold drinks, great food and live entertainment,” Paul Golding said. However, this was put to a halt on March 23 this year. “It was announced on Sunday, March 22, that we would no longer be allowed to trade on premises,” Paul said. “We had to change our business plan to accommodate the Coronavirus. “Our cold drinks, great meals and family friendly service was and always will be key pillars to our business, but now we had to bring our business into your home. “Doing meal and drink deliveries, seven days a week, from 9am–11pm helped keep us afloat in the unknown economy. “We have survived with the support of our loyal customers, friends, family, and also with the help of funding though the State and Federal Governments. “Now that we are allowed to re-open and cater 300 patrons at a time, we have booked our first Tribute Show in over a year!” On Saturday, February 13, the Railway Hotel will host INXSIVE, The INXS Tribute Show Live & Loud from 8pm. Petition calls to ‘leave car park as it is’

By Struan Jones THE Greater Shepparton City Council has received a petition containing 448 signatures opposing Council’s proposed plan to remove carpark spaces in a section of the centre median strip on McLennan Street in Mooroopna. What is known as ‘Block 5’, stretching between Archer Street and Miller Street, is under design to be split into two, reducing the car park capacity. Council is hoping to turn what is currently described in the McLennan Street Landscape Concept Plan 2015 as a “harsh, hot and exposed car park with minimal planting” into one which provides “sufficient car park spaces for local businesses as well as increased opportunities for informal gathering and alfresco dining within the median.” However, 448 locals have come forward to oppose the plan, saying the changes would restrict movement through the carpark and make finding free parking spaces more difficult. “As a township we require more carparks for potential customers, citizens and staff, not less,” the petition states. Petition organiser, Paul Jerome of McLennan Street menswear store, Talisman, said he was not opposed to the planting of garden beds or trees, however said these things can be achieved without the removal of car parking spaces. “We’re talking about something that facilitates business,” he said. Council’s director of infrastructure, Phil Hoare, said, “Council will consider all feedback received in relation to both Blocks 3 and 5, including the petition, when completing the detailed designs.” He added: “While some [car] parks will be removed from Block 5 to make way for improved areas including greenspace, shade and park furniture for locals and visitors to take a break, these parks will be offset by additional parking in other areas including Block 3 [the centre median strip further west between Doonan Street and Morrell/Young Streets].”

MORE than 400 donated gifts are finding their way into the hands of vulnerable children thanks to Riverside Plaza’s Christmas Community Giving Tree and VincentCare’s Marian Community. The tree, which stood in the Plaza through December, saw hundreds of gifts placed below it. VincentCare’s Marian Community in Shepparton provides 24/7 service to women and children experiencing family violence, with a focus on a wrap-around model of care so women and their children have the opportunity to make pathways out of violent relationships and live safely.

SHEPPARTON artist Tank has helped raise more $5,700 for the GV Health Foundation to assist with the provision of medical equipment, to attract research funding and for educational opportunities to enhance services provided to the community. Joining forces with McKellars Picture

Framing and Wall Art owner, Stuart Gowty, Shepparton Brewery's Daina Winch and Matt Milsome, and GV Health Foundation's director, Carmel Johnson, the team were able to raise funds through selling Tank's art. At an outdoor exhibition last month, ten of Tank's prints were sold with a percentage of proceeds going to the GV Health Foundation. One original painting and six brewery label prints were also auctioned off with all proceeds going to the Foundation. Speaking on Shepparton Brewery on Wednesday, GV Health Foundation's Carmel Johnson described Tank as, "Our own local Andy Warhol" and expressed her gratitude to all involved for rendering the exhibition a success during a year where fundraising opportunities were scarce. The GV Health Foundation is dedicated to improving the quality of life of residents across the region through supporting GV Health services. It is supported by community groups, hospital auxiliaries, local businesses, and individuals who give generously.

Wombats to help pedestrians cross the road GREATER Shepparton City Council is one of forty Victorian councils receiving a share of $1.9M to make roads safer with the construction of new paths, pedestrian crossings, trails and bike lanes. A record 70 applications for funding were received from local councils this year, as part of the TAC’s annual Local Government Grant Program. Launched in 2012, the program encourages councils to work closely with their local communities to develop solutions to address safety issues for cyclists and pedestrians, in projects aligned with the Towards Zero Strategy and Action Plan 2016-2020.According to Council, the city received funding of $43,850 from the TAC under the Local Active Transport Solutions Program for the design

and construction of a wombat crossing in Corio Street, just south of the Fryers Street roundabout. Council is contributing $65,850 towards the cost of the project. The works will be designed by June 2021 with works to be delivered during the 2021/2022 financial year and be completed before June 2022. The crossing will provide improved connection between the education precinct to the CBD and will improve pedestrian safety. A wombat crossing is the affectionate name given to a pedestrian zebra crossing that is placed on a flat top road hump. Not only does this provides pedestrian crossing priority, but the raised platform gives further prominence to pedestrians and encourages motorists to slow down on approach to the crossing.

Hats off for Tatura hat fundraiser

TAT U R A Children’s Centre’s annual Bedhead Sun Hat drive, organised by Mes Amours clothing boutique in Tatura, has raised $700 - doubling the previous year’s donation. In a year where COVID-19 has affected everyone, Mes Amours owner, Kirsty

Richardson, felt it more important than ever to continue with the annual tradition to donate $5 from every Beadhead branded hat sale back to the Children’s Centre. Through August and September, Mes Amours of Tatura sold 70 Bedhead sun hats, bringing in $350 for the Children’s Centre. She then matched that figure dollar-for-dollar. The Children’s Centre, managed by Sheree Carver, remained open during the pandemic lockdowns, providing an important service to families. According to Ms Richardson, the facility is a huge asset to the Tatura community. “Without such a service, it would have made the year much harder for many families who found themselves working from home, home-schooling older children and even some people unemployed and trying to seek new work,” Ms Richardson said. "The 2020 total is double the previous year's donation, which highlights the community spirit and support from not just the families associated with the Centre, but also the Tatura community as a whole. “I’d like to thank Sheree and the Tatura Children’s Centre for allowing the annual tradition to continue, and I look forward to another hat drive in 2021.”

IT is exciting and a relief to see how busy Shepparton is at present. Considering the year it has been, it is wonderful to see people in the streets, customers in shops, cafes and all aspects of business thriving once again. Council has again provided free, or ‘complimentary’, parking during December and January in all streets in addition to the already free parking in Council-owned offstreet car parks. This provides a fantastic boost of confidence for all businesses and in the same way we enjoyed this experience last year. Shoppers and people in the CBD are feeling more relaxed about their business experience in the CBD. It is worth remembering that car parks are still subject to the times as noted, so please be aware of your parking bay and how long you can stay there to avoid an unwanted fine. On behalf of the Chamber of Commerce and Industry and the businesses of Shepparton and their customers, I would offer a big shout out to the Council for making possible the free parking for the second year in a row. I also want to make a call to business owners and staff to respect the fact that the timed car parks are for customers and not us the workers and business owners. We need customers to be able to find a park to transact their business in Shepparton. It is an unfortunate fact that some people who work in the CBD choose to use the parks meant for customers, and then avoid a fine by moving their car during a break. These are precious parks for customers and clients. This is such a disappointing attitude because it is a fact that one park can turn

over as many as eight times in a working day, which means eight different customers can access their chosen place to do business. So, my call to owners and employees is to park in the free all-day car parks on the fringe of the CBD. This might mean a walk of 5-10 minutes, but hey, isn’t that a pleasure on a summer morning, getting up your steps to good health? Yes, of course at the end of a busy day it can be a slog getting back to the car, but then you are heading home, aren’t you? To preserve jobs, to make businesses viable, we need customers to easily find a park, and not have to continually circle looking for one. The Council has been agreeable to provide this free parking, but it will not last if those car parks that are provided for customers are all full of those people who should be doing their customer base the courtesy of allowing them to access a park. If you know of one of your team who are taking these parks, how about tapping them on the shoulder and offer to meet outside the busy zone and walk together to your workplace. This way you can both walk to good health, leave the parks in the major streets to customers and in doing so you also protect your own jobs. We’re all in this together! SPEAKING at the construction site, Minister Pulford said, “Shepparton businesses have been through so much this year and it’s fantastic to see how so many have reached a position where they can be confident about the future.” “We’ve stood by businesses like the Shepparton Motor Museum and we congratulate them on their resilience and dedication to their business dreams.” The construction still has some way to go however the structure is all up and now requires the fitout ready to open early in the new year. Shepparton Chamber of Commerce and Industry received over $100,000 in grants which has provided improved support for hundreds of small businesses across the Greater Shepparton region. Minister Pulford also commented on the recent outbreak of COVID-19 in Shepparton saying that the city’s response had gained global attention in how quickly it was contained and isolated. The government’s wellbeing and Mental Health Support Program is also assisting the Shepparton Chamber to better support local business owners, a f t e r e n g a g e m e nt m a n a g e r, K aye H a n s o n participated in free St John Ambulance Mental Health and Crisis Support Training. The training provides crucial mental health insights for people who engage with businesses on a regular basis.

Distraction, fatigue deadly on country roads DRIVER distraction is a killer. Particularly on country roads. Travelling at speed on roads in our region, you’d be shocked to know just how many metres you cover blind while staring at your phone, changing tracks, making a call, or heaven-forbid, writing a text message. The death toll on regional roads is shocking compared to metro counterparts. So far this year, 93 people have been killed on regional roads (including four in Greater Shepparton). By Struan Jones THE future of cycling is electric. Pedal power is one thing, but when you combine the joy of cycling with an added electric-powered kick, you’ll almost feel invincible. It’s almost like riding a bike for the very first time: That sense of unending freedom. Anywhere you want to go, you can go there. It’s up to you. On an electric bike, that capability is extended. You can go further, for longer. Mountain biker Ben Innes of Shepparton is one proud new owner of an e-bike. Few sports engender such passion, addiction and camaraderie as mountain biking. Mountain bike riders are nuts. They can ride all day, then spend all evening talking about it. Ben grew up in Shepparton road and track

cycling, showing a lot of promise as a youngster. But it was a trip to Mount Buller on an old mountain bike which changed his perspective. From that day, he was hooked to the downhill and mountain trails. A few weeks later he went out and bought a better bike, and it started from there. That was 15 years ago. “You ride more, and meet more people, so you go more often, and you just keep riding,” he said. Now with kids, Ben is in the inevitable situation where he’s now pushing to keep up with his youngsters. “Up until this, I was pedalling. For the last two years I’ve been way too busy for fitness. My young bloke is grown up and I can’t keep up,” he said. “When you do want to ride, you ride for

half an hour and then your knees are shot or something else. So, I moved onto an e-bike so at least I can do some more kilometres and enjoy it for longer.” He said his first ride on an e-bike was incredible. He covered 30 kilometres when he would normally have managed only 10. Ben’s Norco Sight VLT has three settings: Economy, Trail, and Boost. On economy, there is slight assistance to your pedalling. On Boost, you’re practically superman. For Ben, e-bikes mean people can be out riding for longer, and more often. And that has to be a good thing. He admits in the early days of e-bikes, he was suspicious. It’s cheating, right? But now he sees it as the future. It’s still mud, sweat and gears, just with an electric boost.

JANUARY BMX Supercross World Cup came to Shepparton. Riders from around the world along with thousands of spectators descended on Shepparton to contest the opening round of the 2020 World Cup.

Greater Shepparton Secondary College saw James Merlino, the State Minister for Education and Suzanna Sheed, the Local Member for Greater Shepparton officiate at the start of construction of the new school with a sod turning ceremony on the grounds of the existing grounds.

JULY Prominent local engineering factory introduced new ground breaking technology into their production line using laser beam welding that was used to form an insulated laminate that would be used in large tank stainless steel tanks. Local Member for Nicholls, Damian Drum was party to the company getting Federal Government grants to invest in the process and was given a tour of the facility where he could see the production in action.

MARCH The Committee for Greater Shepparton hosted four keynote speakers at a power panel at the Woolshed bringing together the principals from Canatrek, Victorian Fisheries, SPC and AgBioEn to talk about their multi-million-dollar projects being initiated in the Goulburn Valley.

SEPTEMBER AUGUST COVID-19 was upon us and the first positive case had been detected at Shepparton Villages aged care. Those affected were quickly isolated even though more than a dozen people associated with the village staff member had been in contact and tested positive. With appropriate isolation and treatment, all those affected recovered.

Shepparton’s botanical gardens were offered a selection of rare native plant species to introduce into the gardens with the intent of bringing back these plants from near extinction.


IN REVIEW MAY APRIL Initial plans for the redevelopment of the Maude Street Mall were made available to the community for comment giving rise to eventual changes that saw a revised thoroughfare being accepted by Council.

$119M was allocated by the Victorian Government towards the rebuilding of the Greater Shepparton Secondary College which will be the largest of its kind in Victoria providing local students with world class facilities to advance their learning.

Local horticulturalist at Goulburn Valley Independent Packers introduced a new red pear that is intended to set the local and international market on its edge with its flavour and colour.

COVID- 19 once again had been introduced to the Shepparton community resulting in 7000 people queuing up for several days to get tested, a rapid response that has received global attention and accolades in the effectiveness of how we as a community were addressing the pandemic.

With COVID-19 satisfactorily contained, the Shepparton community began the welcomed return to normalcy including the opportunity for Christmas festivities to commence and small businesses slowly open up with altered conditions advance a return to normal.

NOVEMBER Following on from the success of the trial during the last Christmas period and advocacy by the Greater Shepparton Chamber of Commerce and Industry, complementary parking was once more proposed for the coming festive season.

Cricket Shepparton goes into Christmas hiatus

Waaia and Nagambie lead A-Grade competition By Struan Jones THE last round of Cricket Shepparton competition before the Christmas break has ended with Waaia retaining top spot on the ladder despite a loss to second-placed Nagambie on Saturday. Playing at home, the Nagambie Lakers batted first but struggled to put partnerships together. Both openers got starts, with Ricky Misiti first out on 15 and opening partner Ben Tarran batting deeper before getting out on 27. A crucial 31 by Brayden Biggs, batting at number eight, helped his side to 9/136 at the close of their 45 overs. Wickets were spread across the Waaia bowlers’ list with Liam Evans most impressive with 2/21 from his full nine overs. In reply, Evans opened with the bat, knocking his way to 42 while watching on as five wickets fell around him. When Evans was dismissed, Waaia was 6/88, still 49 runs short of victory. A late-innings 37 from wicketkeeper Luke Quinn wasn’t enough for the visitors, with nine of their 11 batsmen falling before reaching double digits. In the end, they fell 17 runs short, all out for 120 after 44 overs. Nagambie’s Harley Taylor-Lloyd was

brilliant with the ball, taking 4/22 from his nine, as was Nathan Fothergill, who bowled nine overs, five maidens, 0/12. Cricket Shepparton competition resumes on January 30 for round eight of the 13-round season.

MORE than 400 people converged on Shepparton’s Sports City on Saturday eveing, December 19, to watch a charity exhibition match between the GV Suns and the Shepparton All-Stars. Money raised through the gold-coin entry to the match went towards Shepparton’s People Supporting People charity, which raises money for local soup kitchens and

other people in need. More than $1,000 was raised as a result of the match. The GV Suns proved too strong, however, holding the wood over the All-Stars in an entertaining 90 minutes of some of the region’s best soccer players.
