The case for the business case By Struan Jones GREATER Sheppartonians will continue to wait for the Shepparton Bypass Project business case, more than 12 months after it was initially scheduled to be released to the public. The Member for Northern Victoria, Wendy Lovell, has again called on Transport Infrastructure Minister, Jacinta Allan, to release the business case for the project, which will provide an alternative north-south route for trucks, taking them away from the Shepparton CBD. Stage 1 of the project will link the Midland Highway in Mooroopna to the Goulburn Valley Highway in Shepparton North. The business case for the project was funded in the 2017-18 State Budget and was due to be released to the public in 2019. Ms Allan had

revised this release date to late 2020. The Federal Government committed $208M towards Stage 1 in the 2019-20 Federal Budget. According to Major Road Projects Victoria, the dedicated government body in charge of planning and delivering major road projects in the state, the project is at the stage of "completing various technical studies to understand the impacts and benefits of all three projects. “We’ll also continue working with Regional Roads Victoria and the Yorta Yorta Nation Aboriginal Corporation to carry out cultural heritage surveys for the Shepparton Bypass Stage 1 and Ford and Wanganui roads,” the Major Road Projects Victoria website says. Ms Lovell said the Government “has used every excuse possible to avoid committing to

build the Shepparton bypass and delaying the business case further frustrates this vital project. “Jacinta Allan has failed to meet previous deadlines and now appears to have failed to meet her own deadline of the end of 2020.” In response to an inquiry from The Adviser to the Minister’s office, we received the following response: “Major Roads Project Victoria completed a final draft of the Business Case for the Bypassing Shepparton project in December 2020. It is now undergoing review and evaluation with the Department of Transport.” Asked when the business case would be released, The Adviser received no reply.

Purple compostable bags rolling out now GREEN bins have been a part of the Greater Shepparton landscape now for five years, and over the next few weeks, residents can expect to receive their next instalment of complimentary purple compostable bags to contain waste material. Residents have clearly demonstrated a commitment to improved waste management including sorting and placing waste in the appropriate bin and the use of these purple bags for food scraps. With this support, Greater Shepparton has achieved great results with contamination rates continuing to drop for the green lid bin. According to Council, in the past five years about 39,000 tonnes of garden and food waste have been diverted from landfill. Greater Shepparton City Council director of infrastructure, Phil Hoare, said residents' use of the degradable purple bags has significantly contributed to the success of composting in the municipality. Apology Breakfast to find a way By Struan Jones ORGANISERS of Shepparton’s annual Apology Breakfast are determined to hold the event in a ‘COVID-safe’ manner, with the exact details to be determined over the coming weeks. The event, which normally draws about 400 people to Shepparton’s Queens Gardens for an 8am breakfast, marks the anniversary of the Federal Government’s 2008 National Apology. On February 13 of that year, Prime Minister Kevin Rudd made a formal apology to Australia’s Indigenous peoples, particularly to the Stolen Generations, whose lives had been blighted by past government policies of forced child removal and Indigenous assimilation. The following year, the Shepparton Region Reconciliation Group paired with the Rumbalara Aboriginal Co-operative and the Greater Shepparton City Council to hold an inclusive breakfast.

IMPORTANT EVENT... Shepparton’s annual Apology Breakfast, likely scheduled for Friday, February 12, will be held in a different way this year. Photo: Greater Shepparton City Council

Dierdre Robertson of the Shepparton Region Reconciliation Group, said despite uncertainty over restrictions, the event will go ahead in some form. “It’s an incredibly important occasion,” she said. “The Aboriginal community is still affected by what happened, and it’s important the wider community understand that. “You’d be hard-pressed to find an Aboriginal person even today who hasn’t been

affected in some way by the stolen generation policies.” Ms Robertson said it was possible a smaller event would be held at the Rumbalara Elders Facility on Ford Road, which could be livestreamed to an online audience. The breakfast is normally attended by secondary students, councillors including the Mayor, and members of The Academy of Sport Health and Education (ASHE).

Following a recent windstorm, the $10M renovation project underway at Goulburn Va l le y Wat er ’s (G V W ) S he pp a r ton Wastewater Management Facility has been delayed by several weeks. Works to replace a large lagoon cover that has reached the end of its useful life have been underway since July 2020, and had been progressing on schedule up until the evening of Wednesday, November 11, when a severe windstorm caused extensive damage to the site. Project manager and senior engineer, Mr Lachlan McGregor, said the project was originally scheduled to be completed by the end of March 2021, a date that is now expected to be pushed out to late April. “The storm was violent and extremely localised, with residential areas nearby almost unaffected. On initial inspection on the Thursday morning, we thought we may have to start over on the project, with much of the new cover crumpled and displaced,” he said.

“This has extended the project schedule by several weeks and while we apologise for the delay we have been pleased with the rapid recovery.” GV W managing director, Dr Steve Capewell, said that over the duration of the project there have been occasions where odour has emanated from the site and impacted the more northern parts of Shepparton. “Customers and the community have shown continued patience and tolerance regarding odours from the site and we are genuinely grateful for that,” said Dr Capewell. Dr Capewell also said gas extraction through the flare will recommence in coming weeks, a significant milestone for the project. GV W will soon be able to recommence the process of capturing gas to generate renewable energy to export to the electricity grid, a process made possible by the large industry load accepted into the site.

Call to apply for regional grants COU NCILS and community organisations are able to apply for grants as part of round five of the Federal Government’s $1.04B Building Better Regions Fund (BBRF). T he Fund, which aims to drive economic growth and build stronger regional communities into the future, has $200M available for round five to cover 50 percent or more of eligible project costs. Federal Member for Nicholls, Damian Drum, has encouraged communities across the electorate to apply after what has been an especially tough year with bushfires, drought and the COVID-19 pandemic. “The Federal Government is here for our communities, we have the funding and we are ready to support them for as long as it takes through dedicated

initiatives such as the BBRF,” Mr Drum said. The Greater Shepparton City Council were successful recipients of an $8.575M grant in round four of the BBRF, as part of the $17.15M Maude Street Mall redevelopment. Council director of infrastructure, Phil Hoare, said Council would be assessing the guidelines for the round of funding, which has components for both tourismrelated and community infrastructure. “Council has successfully gained sig nificant f unding for impor tant projects from previous applications under this program. We look forward to again submitting an application to assist deliver some of the priority projects for our community that Council has identified,” he said, Applications opened yesterday and will close on Friday, March 5.

Fruit growers make urgent plea for pickers to save crop FARMERS have been unable to fill their vacant positions as the pandemic has meant most international working holiday visa holders have returned home. Victoria has placed a hold on bringing in Pacific Islanders while the Federal Government has now placed additional restrictions on people coming into the country going so far as to halve the number of Australians who can come back home. It is hoped that Victorians looking for work will consider fruit harvesting this season, and the Government is encouraging people to apply with a new incentive fund. Most of the available work is in the Shepparton and Goulburn Valley areas and those who relocate to take up the short-term agricultural positions (minimum six weeks) can apply for Government Relocation Assistance. The assistance package is up to $6,000 for Australian job seekers and up to $2,000 for international job seekers. “Our usual workers that are essential in ensuring our seasonal fruit crops are available in supermarkets and markets are gone,” said Michael Crisera, growers services manager at Fruit Growers Victoria. “The Victorian fruit industry is at risk and the repercussions of not having enough workers will not only impact the farmers themselves but the consumer. The consequences will be significant wastage, lack of income for the growers and rising prices for customers.”

No experience is necessary, applicants just need to be physically fit and healthy and have a positive attitude. A typical day will be 7am-3pm or 6am-2pm but can be longer depending on the weather and fruit. Some employers will supply accommodation (charges usually apply) while alternate accommodation options include caravan parks and backpacker hostels. Workers are usually paid on a piecework rate (volume of fruit picked), though some orchards may offer an hourly award rate paid weekly or fortnightly – those applying are encouraged to discuss pay rates with the employer prior to commencing work. Fruit Growers Victoria supplies its members with a minimum piecework rate and all growers are bound by the Horticulture Award 2020. The average competent picker will earn at least 15 percent more on a piecework rate than on the hourly award rate. Victorians who have recently graduated, those who have recently lost their job, people looking for a new experience or work avenue are encouraged to apply. Harvesting will start in mid-January and go through until Autumn. There may be opportunities for some workers to stay on to do pruning and general farm jobs. Put a blood pressure check on top of your 2021 “to do” list SHOWING HOW PAINLESS IT IS... Amcal Chemist staff member, Renae Loe takes Shelley Poliness’ blood pressure to show how easy it is. Photo: Steve Hutcheson

IT is a lamentable statistic that Shepparton has one of the greatest number of people in the state suffering heart problems, which is why making a new year’s resolution to have your blood pressure tested should be high up on your list of things to do. Stroke Foundation Clinical Council chair, Professor Bruce Campbell, said “having your blood pressure checked is easy, painless and potentially life-saving, but is too often overlooked. “This year, rather than jumping straight into long-term health goals like getting fit or losing a few kilos, start with a blood pressure check at your doctor or pharmacy.” High blood pressure, otherwise known as hypertension, is a key risk factor for stroke and the most modifiable. New Stroke Foundation figures revealed

Bingo centre relocates to RSL Social distancing is of no concern with each table, which can seat anywhere from two to eight people, set apart with ample room to move. Bingo is a great way to meet new people and Shepparton Bingo Centre allows you to enjoy a drink, bistro meal or choose from an array of snacks while you dab away. L o c at e d at 8 8 Wy nd h a m S t r e e t Shepparton within the Shepparton RSL, bingo runs across seven sessions from Wednesday through to Saturday, increasing your chances of winning the jackpot. For more details, see ad below.

DATING back to 1530 in Italy, bingo began life as a lottery game called ‘Il Gioco del Lotto d’Italia’. From there you can trace its path roughly as a favorite of the French aristocracy, where it was known as ‘Le Lotto’, before finally arriving on British shores. Bingo then evolved into something resembling the game of chance we know and love today, where it has remained as one of Australia’s favourite social pastimes. Shepparton Bingo Centre has relocated to a beautifully decorated, comfortable and spacious new location at Shepparton RSL.

more than 4.7 million Australians were living with high blood pressure and most don’t even know they have it. Professor Campbell said the only way to know if you have high blood pressure is to have it checked regularly. “High blood pressure has no immediate symptoms. Yet over time it puts extra stress on blood vessel walls. This can cause them to narrow or break down, eventually leading to a stroke,” Prof Campbell said. Research has shown the number of strokes would be almost cut in half (48 percent reduction) if high blood pressure alone was eliminated. Give yourself the best chance possible to live a healthy life in 2021 and beyond. Make it your new year’s resolution to learn about your risk and monitor your blood pressure regularly.

Homecoming for Shepparton pair

NEW OFFICE... Dash and Rosaria Barolli have returned home to Shepparton to open a new office of their real estate business. Photo: Struan Jones

By Struan Jones MUCH has been said about the booming real estate market in Shepparton. According to the Real Estate Institute of Victoria, the median sale price of houses in 3630 is up 11.5 percent in the last quarter alone. This is compared to a 1.7 percent downturn in metropolitan Melbourne in the same period. It’s no surprise then that a real estate agent is opening a new office in Shepparton. However, the move isn’t so much a calculated market move rather than a homecoming for Dash and Rosaria Barolli. Dash Barolli, 30, a country boy at heart, left Shepparton to pursue a career in football in Melbourne. In 2014, he got into real estate and opened his own business in Hoppers Crossing. This week he and Rosaria opened their new office in the Star Bowl Arcade on Fryers Street. “This is a lifestyle change,” he said.

“I t hou g ht t h re e years ago, if I was going to start my own business, I’d want to be in an area where our family has been around for three generations. Rosaria, whose parents run a dairy farm with 400 cows in Congupna, agreed it was nice to be home. “It’s good to see family. You walk down the street and you bump into people you know,” she said. For Dash however, a return to Shepparton doesn’t mean a return to the football field. “I’ve got no plans to play footy,” he said with a laugh. “It’s just too busy. I’d like to get involved, help out, show my face, but not on the field. I’m 10kg overweight post-COVID! I’ve done that. I grew up, played footy, now it’s time to get to work.”

NEWS

Getting help through the process of separation “IT changed my life at a time when I thought my life was over”, “I got my hope back”, “If this wasn’t available, I would still be crying”, “This was a very positive experience for me. Painful, oh you bet, but I finally had people to talk to and listen who knew exactly what I was going through” ...This is just some of the feedback received from people who have participated in DivorceCare groups. Pastor Barry Hutchings from Shepparton Church of Christ, who will lead a 13-week DivorceCare group starting in February, said the program can help people recover from the pain of separation and divorce and said he was excited about offering this course to the community. “Unless you’ve been there, it’s hard to understand the hurt that comes from separation and divorce,” Pastor Barry said. “That’s why many of your friends and family don’t fully understand what you are going through and don’t know how best to help you.” DivorceCare groups are led by people who have been through divorce and successfully rebuilt their lives. They understand how you feel and can show you how to deal with the hurt caused by separation or divorce. DivorceCare is a support group that meets weekly over a 13-week period. Some of the modules covered are: • What is happening to me? • The road to healing • Facing my anger • Facing loneliness

HERE TO HELP... Pastor Barry Hutchings will lead a 13-week DivorceCare group with his wife, Beverley, starting next month. Photo: Struan Jones

• New relationships • Forgiveness, and much more DivorceCare is a network of more than 13,000 churches worldwide, the program is nondenominational and features Biblical teaching to help you with your recovery from divorce or separation. Anyone can register and you don’t need to be a church-goer to get this valuable help. As one previous participant said, “My life was pretty much in shambles when I began DivorceCare. This program has totally changed the direction of my life.” The next group will be starting in February and held at Shepparton Church of Christ, so if you would like to know more or you would like to register now, call Pastor Barry Hutchings on 0414 311 322 or Beverley Hutchings on 0425 202 369 and they will be only too pleased to help you. 2021 can be a year where you find help, discover hope and experience healing.

Spend time talking with your child about the first day and explore how they might be feeling. If you sense your child is worried, unpack this a little and encourage them to share. You might also bring up the topic of school whenever something reminds you of it. For example, when you’re reading books together at bedtime you can tell your child that school will help them learn to read.

2

NORMALISE THE NERVES

It’s important to emphasise how normal it is to feel nervous about the first day of school, and that every other kid is feeling the same way. The last thing you want is for your kid to feel ashamed about

how they’re feeling. You could also share your own experiences of starting school, which will help your child grasp that even mum or dad felt worried on their first day.

3

PRACTICE, PRACTICE, PRACTICE

Spend as much time as you can practicing for the big day. Try on the uniform and practise putting on and taking off shoes and socks. Give your child a packed lunch to practice with at home, so they can get used to any tricky lunch box fasteners and drink bottle lids. Dealing with a big bulky school bag can also be hard at first, so be sure to let your child practice wearing it and practising with zippers.

4

READ TOGETHER

Books are great for exploring topics and normalising new experiences. Find a great book about starting school and read it regularly with your child, pointing out interesting pictures and discussing what you see. For example, if the child in the book is playing at lunchtime, ask your child what they’d like to do during playtime at school. To be continued next week in The Adviser’s Back to School feature...

BACK TO

SCHOOL

Jumping into the 2021 school year

By Struan Jones AFTER a disrupted 2020, school students across the region are preparing for a January 28 return to the classroom. For most kids, school is much more than just learning. It’s socialisation, friends, play, and structure. The summer holidays have been great, and well deserved, but there is also a keenness among students to get back to normality. Kade Dalziel, 7, will start Grade 2 when Grahamvale Primary School goes back in a fortnight. He said he enjoyed home schooling for periods last year with mum, Stacey, but he was excited about being back in a school environment. “I’m looking forward to going back to school, because school is always fun! I like the holidays all the time, but I have to learn to get smarter!” he said. Sister Zara, 5, will start Prep this year. She said she wasn’t nervous about the big move. She’d done an orientation day and said was excited to learn how to read. Kade and Zara’s cousin, Bonnie, 6, who attends Tatura’s Sacred Heart School, said the best thing about a return to school was seeing her friends again. “I’m really looking forward to it. I have a best friend and she plays with me at play time,” she said. She’ll be moving from Prep to Grade 1 this year. Was it going to be different? “Yes. It will be harder,” she said.

By Struan Jones WHAT’S the most practical utility vehicle on the road for loading things in and out and moving them about? A van? A ute? How about a hearse? This is what went through the minds of Shepparton’s Matt Milsome and Daina Winch of Shepparton Brewery, who were looking for the perfect ride to take to festivals and set up an impromptu bar. So, since winter of 2019, the pair have been the proud owners of a 1965 Dodge Pheonix hearse, fitted out with a bar which can be pulled out of the back, where countless coffins would once have been placed. Now, 56 years on, this Pheonix is still alive. “It just gets the attention, you know,” owner, Matt Milsome, said. “Originally, we were thinking Kombis and stuff. We went and looked at one but they’re expensive and it’s a bit naff - everyone’s kinda doing it. “So, I had a good think about it and was either going to end up with an old hearse or a 1980s limo, and this just happened to come up.” The pair found the Pheonix for sale in

Frankston. They kicked the tyres, ordered some parts and got a roadworthy, then drove it home. It’s not a collector’s piece and would stand out in a museum for the wrong reasons. But that’s why Matt loves it. For the record, the bonnet pin-up girl decals weren’t their idea. They came with the car but Matt and Daina agreed they’d be insane to get rid of them. “ N ow we ke e p it in the shed, but it’s the highlight of my day when I back it out, do one lap of the block, and park it in front of the Brewery. And I think it likes a regular drive. It’s driving much better now it’s getting driven every day,” he said with a laugh. “I’m not really into cars – I’ve owned three in my life – but now I think yeah, I could use an oldie car, for the weekends out for a drive, you get the secret wave all the other oldie car drivers give you!” That all sounds great, but what about the... dead person aspect of the ride?

Matt said his kids aren’t so keen on riding around in the car, and even he’s not so comfortable climbing around in the back of it. Others aren’t so concerned, though: “We have a few customers who are quite adamant they want us to drive them to the cemetery in it when their time comes,” he said. To drive, it’s got plenty of go. With a roaring V8, Matt said it’s got no problems banging down the highway. “You don’t drive it like a new car, though. If you want to go you need to put your foot down,” he said. “And braking, oh man, you wouldn’t want to jump out in front of it. It drives like a boat.” For a car that was essentially designed to drive shuttles between the church and the cemetery, it’s definitely gone the distance. For Daina and Matt, “It’s roadworthy, it drives, and it looks good,” and that means this car is far from its final curtain.

MEGAN SMITH, on September 18th, I sent you a bunch of flowers to apologize for not speaking very well to you when you were a neighbor of mine in the flats where I lived. Not signing the attached note or answering the door was not fair to you at all. It robbed you of the chance to come and see me and tell me it didn't matter, or that you hadn't really noticed. It would have also robbed you of the freedom to walk the streets with the anonymity you would have enjoyed until that time, all the excuses in the world are no reason to have been such a coward when I am a brave person. Just to have been half decent would have been good enough start. But I couldn't even manage that for you. I am so very sorry for you Megan. This is long overdue. I don't want anything, I just wish I'd been better… Sincerely Steve.

Guess what’s back By Struan Jones PARKRUN is back. This Saturday morning, expect upwards of 100 socially-distanced people to converge near the Parkrun start line, just north of the Shepparton Art Museum at Victoria Park. It’s been 10 months since the Saturday morning ritual was called off because of you-know-what. Now, an iconic Shepparton weekend event is returning. For those of you who don’t know what Parkrun is, you’re forgiven. Neither did I. Years ago, I was backpacking in Syria. One Friday night I found myself squeezed into the back of a share taxi with a Finnish lady who lived in Damascus and worked at her country’s embassy there. She asked me, in that bemused-yet-friendly accent Fins have, if I was going running the following morning. If I was what? “Yes,” she said. “It’s Parkrun. We all meet and run 5km together at 8am. It’s wonderful!” I didn’t see her the next morning because I didn’t make it. I’d had enough arak to make sure I wasn’t doing anything by 8am the following morning, but that was my first introduction to Parkrun. It’s global, it’s welcoming, it’s social. Yes, it involves running, and that may not be a

source of joy for everyone, however you can walk it. It’s not competitive. Shepparton’s Parkrun attracts on average 137 people each week, but foundational Shepparton Parkrun volunteer, Allan Connelly, said they have seen more than double that number show up to run the 5km course around Victoria Park Lake. “It’s an activity people can do that caters for all abilities and enables people another social outlet, if they want to get fit and spend some time with their mates and have a bit of a run,” volunteers and runner, Chelsea Nicholson, said. “You can travel around and do Parkruns in other places and the atmosphere’s the same. There seems to be some sort of personality or feeling about Parkrun that wherever you go, there’s that encouraging feeling. “I think it comes from the volunteers. They’re enthusiastic about their sport and the event itself and encouraging people to get out there and be healthy and social. It’s community-building, I guess.” After finishing the course, part of the herd shepherds itself off to Friars Café. It’s a routine that will be replicated across Victoria this Saturday. Cricket Shepparton - A Grade T/20 competition ladder

Bat swings on first T/20 round By Struan Jones THE first round of Cricket Shepparton’s T20 competition kicked off on Saturday, with Kyabram leading the tally so far after a massive nine-wicket victory over Karramomous. The four-round fixture is scheduled to wrap up on Saturday, January 23 with finals to follow. Playing at Vibert Reserve, Karramomous batted first and finished with a respectable 5/113 with Stuart Turner topscoring with 36. In reply however, Kyabram’s Paul Newman smashed 66 from 36 balls, including six boundaries and five sixes, helping his side along to 1/117 in just the thirteenth over. Cricket Shepparton league president, David D’Elia, said the weekend’s round of matches were a success, with good crowds turning out to watch the fast action. “By all reports everyone enjoyed the day. The fixture was set that way to get people back into cricket and it looks like it’s done just that,” he said. Round eight of the regular Cricket Shepparton season resumes on Saturday, January 30.
