Watt Road Bridge closed for repair work
UPGRADE works have now commenced on Watt Road Bridge. The bridge is over 140 years old and needs ongoing maintenance to remain open, it is a main gateway between Kialla and Mooroopna. Call for an update on the Shepparton By-pass By Steve Hutcheson THE Shepparton Bypass projects seems to be languishing within the halls of power and perhaps has hit another hurdle as a consequence of the change in minister in charge over the past month. The Member for Northern Victoria, We n d y L ov e l l , h a s s u g g e s t e d t h e G overn ment walked away from the Shepparton Bypass project based on the reply she received from the Minister for Transport Infrasturcture, Jacinta Allan. Following a question to the Minister during question time in the most recent parliament sitting, Ms Lovell’s anger stems from a response she has received from Minister for Transport Infrastructure Jacinta Allan on the progression of the project. According to Ms Lovell the Minister
placed the sole responsibility on the Federal Government to deliver the bypass, effectively wiping her hands of the project. Ms Allan replied, “I thank the Member for Northern Region for her question. The Commonwealth Government made an election commitment for the Shepparton Bypass. “The Victorian Government has funded and completed the Business Case, and it has it been provided to the Commonwealth. There is nothing to prevent them releasing it.” With the transfer of the Ministry for Infrastructure from Michael McCormack to Barnaby Joyce, the Deputy Prime
Minister is still catching up on his portfolio and responded with, “The Australian Government recognises the importance of a better road network to economic and social outcomes for the Shepparton community. “That is why we have prioritised Stage 1 of the Shepparton Bypass to improve freight efficiency and travels times, including the preparation of the project business case. “The Australian Government is working closely with the Victorian Government to determine the next steps for the project.” M s A l la n sa id , “It is up to t he Commonwealth Government to release the business case and explain if and when they will deliver their promise.”

Further restrictions apply to Victorian-NSW border bubble VICTORIA was notified of two new cases of COVID-19 over the weekend. Both were locally acquired cases. Residents in the Victorian-NSW border bubble will only be able to enter Victoria without a permit for six essential reasons as of 11:59pm Tuesday August 2, in an effort to prevent the New South Wales outbreak from spreading. The rules would also apply to Victorian residents travelling
into New South Wales, meaning their travel into NSW must be essential if they wish to re-enter Victoria without a permit. The restrictions do not apply in emergencies or if someone is escaping family violence. There are eight COVID-19 cases in hospital in Victoria. Three cases are in intensive care (including one case on a ventilator). The cases were detected from among 21,417 test results.

MEMBER for Northern Victoria, Mark Gepp MP, today announced support of $50 0,0 0 0 for t he G ou lbu r n Valley Seasonal Worker Support Program. “T h is i nvest ment w ill enable t he Goulburn Valley to have the resources they need to move forward and respond quickly to the impacts of the past year,” said Mr Gepp. The allocation is part of a $10M investment in more than 50 projects through the Government’s ‘Regional Recovery Fund’, designed to address community needs and help businesses thrive. The project aims to support a cohesive and collaborative strategic marketing campaign that will connect growers and funnel jobseekers to farms across the Goulburn Valley and increase the diversity and resourcing for managing seasonal labour across the region.
The project will also provide digital training to support farmers and workers. The project aims to fill the gaps identified around induction, OH&S and skills training and will be extended to provide a greater localised solution for harvest labour across more regions. The project will be delivered by Food Growers Victoria (FGV) in partnership with Greater Shepparton City Council and Cobram and District Fruit Growers Association. T he ‘Reg ional Recover y Fu nd’ is designed to kickstart regional recovery by investing in locally identified projects that address each region’s unique and immediate socio-economic challenges, with a strong focus on creating jobs. The fund addresses priorities identified by regional communities and is part of almost $30B invested by the Government in regional and rural Victoria since 2015.

Is good education to remain the purview of only those that can afford it? By Steve Hutcheson IN a report published by the OECD, where the Australian government supported the elevation of former Finance Minister, Mathais Corman to head up, entitled 'Ten Steps to Equity in Education' with the underlying premise that a fair and inclusive system that makes the advantages of education available to all is one of the most powerful levers to make society more equitable. Education as we see it, appears to be heading more and more in the direction of the best available education is confined to those that can afford it. From the OECD report, both equity and fairness in education are issues for OECD countries. Children from poorer homes in most OECD countries are between three and four times more likely to be among the poorest scorers in mathematics at age 15. Equity in education has two dimensions. The first is fairness, which basically means making sure that personal and social circumstances – for example gender, socioeconomic status or ethnic origin – should not be an obstacle to achieving educational potential. The second is inclusion, in other words ensuring a basic minimum standard of education for all – for example that everyone should be able to read, write and do simple arithmetic. The two dimensions are closely intertwined: tackling school failure helps to overcome the effects of social deprivation which often causes school failure. The outcome of private education however is not all it might seem. Analysis of MySchool data and Victorian Certificate of Education (VCE) results between 2014 and 2018 conducted by David Zyngier, adjunct associate professor, Southern Cross University, shows public schools have similar, or even better, VCE results than private schools with similar rankings of socioeconomic status. And these public schools achieve the results with far less funding per student. Shepparton is facing a new frontier in education when the combined Greater Shepparton Secondary College campuses come together in the new year amid growing competition and callout for private education.

Those who argue in favour of public funding for private schools claim private schools are more efficient and academically outperform public schools. T he I ndex of Com mu n it y Socio Educational Advantage (ICSEA) is a scale that allows a comparison of the levels of educational advantage or disadvantage students bring to their academic studies. The average ICSEA across all Australian schools is 1,000. In Victoria the average ICSEA is 1,031. Public schools have a median of 977 while private schools have a median of 1045. Private schools also draw from a pool of people who are better resourced and can manage the fees required for private school education. When it comes to Year 12 funding and achieving that result, private schools on average outspend public schools by almost A$8,000 per student for a similar result. The average Year 12 fee in public schools is A$753 compared to A$12,374 in private schools. When all other things are held equal, it seems the only factors that could be making the difference to the VCE results are the teachers and students in public schools who are defying expectations and labels. The bestperforming education systems worldwide are those that combine equity with quality. They give all children opportunities for a quality education which is what is needed in Shepparton.

Rarer than a diamond WITH names like musgravite, jadeite, alexandrite or red-beryl, some gemstones are more valuable than diamonds yet for most people, they might never have heard of any of them. Musgravite was discovered in 1967 and is arguably the rarest gemstone in the world. It was first discovered in Musgrave Ranges, Australia. As far as gem-quality stones, there are about ten specimens known and documented. Unfortunately, due to the rare nature of this stone, it's unlikely a consumer would come across it on the open market. The average price is $35,000 per carat based on specimens already sold. A one carat diamond will set you back around $12,000. At the core of these rare gemstones are the people that forge into the wilderness and search for them. Quick Response Grants help local businesses GREATER Shepparton City Council’s COVID-19 Quick Response Grants have helped several local businesses achieve success by transitioning online during the height of the pandemic. The grant was introduced in April 2020 as one of 21 measures in Council’s Stage One Economic Response to COV ID19 Package. The grant, aimed at small to medium businesses in Greater Shepparton, aimed to help improve the e-commerce profiles of local businesses to ensure they could continue trading during the uncertainty of COVID-19. The grant funded projects of up to $3,000
and could be used for website design and development, e-commerce platforms, online content development, digital marketing and promotion, improving social media presence or mentoring and training in online activities. A total funding pool of $170,000 saw 60 local businesses receive support via the program. The successful businesses were from a range of industries including tourism and the visitor economy, hospitality, beauty therapy, professional services and retail. Some of the businesses supported via the program included James Seymour Architecture, BelCibo and Co, Asthetique
Skin Care and Australian Wine and Food P/L. BelCibo owner, Belinda Amodio, said the grant ensured they were able to keep staff employed during the lockdowns last year. “Proceeds from the grant were invested in our website and social channels which enabled us to keep customers updated with our service offering during the COVID-19 impacted periods,” she said. “When we were forced to move to takeaway only we were able to relay this information and keep customers ordering, which kept our staff employed throughout each lockdown.”
Mayor, Cr Kim O’Keeffe, said Council were extremely pleased to see several local businesses benefit from the grant, not just during the height of the pandemic but also now during economic recovery. “We received a fantastic response last year from businesses applying to receive a Quick Response Grant,” she said. “Council were pleased to be able to provide local businesses with some funding to ensure they could maintain trade during a tough time.” For more information about Council’s grants, visit: greatershepparton.com.au/ grants-and-funding.

Watt Road Bridge closed for repair work continued from front page DIRECTOR Infrastructure, Phil Hoare, said the bridge is a vital link across the Goulburn River and therefore these works are required to ensure it remains safe and functional. "Council was successful in receiving funding under the Bridges Renewal Program Round 5 to undertake significant remediation works to ensure the bridge is accessible until its ultimate replacement," he said. "Council recently completed similar successful remedial works to the Toolamba Bridge, returning it to its designed load limit. The remediation works that will occur on Watt Road Bridge are part of our Asset Management Strategy for this critical piece of infrastructure and are in line with its ultimate replacement, subject to funding, within the next 10 years." Mr Hoare said the bridge is approaching the end of its life
and Council has commenced extensive planning to achieve its replacement. "The planning, design and approval process for the replacement of the Watt Road Bridge will be extensive," he said. "These current repair works are important to ensure that the existing bridge remains safe and trafficable until the future works can occur." The current works are anticipated to cost $1M and be completed by December 10, 2021, with Council working in conjunction with the contractor to minimise disruptions. Mr Hoare said while the works will impact traffic flow in the area, they are necessary given the role the bridge plays in commuter travel between Shepparton, Mooroopna and surrounding towns. GREATER Shepparton City Council approved the release of the draft Mooroopna Recreation Reserve Master Plan for public exhibition at the last Ordinary Council Meeting. The draft master plan will be on public exhibition for a period of six weeks, from Wednesday 21 July until Wednesday 1 September, with submissions encouraged from the community and key stakeholders. The Mooroopna Recreation Reserve plays a pivotal role in the provision of open space, sport, recreation, community and event opportunities for locals and visitors. Deputy Mayor, Cr Rob Priestly, said Mooroopna was one of the region’s fastest growing communities and therefore deserved extensive sporting and social facilities. “The Mooroopna Recreation Reserve has some aging facilities, so it is time to bring clubs, community and Council together to forge a plan for the future,” he said. “The space is home to a trotting track, two ovals, grass and hard surface tennis courts, lawn bowls, croquet, netball, a fire brigade training area, playground and a number of toilet and change facilities as well as a functions and event centre.” The draft Mooroopna Recreation Reserve Master Plan features a Landscape Master Plan which summarises the 18 development priorities across the site, including:
• Changerooms for football and netball use on the northern side of the main oval • Multi-purpose change, toilet and kiosk building • Upgrades to the Sports Stadium • Raw water access • Max Connors Pavilion toilet upgrades • Upgrade of Sir Ian McLennan Centre to incorporate toilets and enhanced social facilities for the tennis club • Off-leash dog area within the harness track Cr Priestly said Council were now seeking the community’s feedback to help guide the final plan. “Now is the time for Mooroopna locals and users of the recreation reserve to take a look at the draft master plan and share their thoughts,” he said. “Have your say and make sure the plans for the reserve meet the growing needs of Mooroopna residents and the region into the future.” To have your say on the draft Mooroopna Recreation Reserve Master Plan visit shaping. greatershepparton.com.au/ to access the survey online. Heritage lecture in Shepparton RETURNING to our region on Wednesday August 18 is the biennial Bruce Wilson Memorial Heritage Lecture with Greater Shepparton City Council encouraging residents interested in heritage to attend. The lecture ‘Navigating heritage: past, present and future’, presented by expert Chris Johnston, will delve back to the 1970’s and forward into the future to explore changing ideas about heritage buildings and places. Ms Johnston will host two lectures at the Senior Citizens’ Centre in Shepparton for those wishing to attend. During the lecture Ms Johnston will examine what our heritage scorecard looks like today and what new directions might shape heritage into the future. She will also address the prevalence of heritage places and how they offer us ways to connect to the past, along with landscapes and heritage customs, traditions and practices. The 2021 lecture marks the third in
Council’s biennial Heritage Lecture series, named in honour of Bruce Wilson, former Mayor, long-time Councillor, history and heritage enthusiast, and inaugural Chair of Council’s Heritage Advisory Committee (the organising body for this lecture). The lectures usually alternate with the very successful biennial Cultural Heritage Awards, another of Council’s heritage initiatives, although due to COVID-19 the 2020 awards were postponed until May 2021. The lectures will be held at the Shepparton Senior Citizens’ Centre, 132 Welsford Street, Shepparton at 1pm and again at 6pm. Advice for home gardeners Queensland fruit fly (Qfly) captures in the Goulburn Murray Vally (GMV) regional trapping grid for July have reached a season low. This drop indicates the cold weather is impacting on the survival of fruit fly, however it is important to note that adult flies are still being trapped. The continued presence of adults is evidence that mature flies have found refuge in warm spots scattered around the landscape and are responding to traps on warm days.

There are locations within the region where, at this time of year, Qfly will survive easily and may move around more freely and infest fruit. These areas are typically concentrated in urban locations within townships because of the higher overall temperatures present within built up areas where heat from the sun is passively absorbed by things such as roads and walls and then released in the evening. Heat is actively generated by household heating where homes are concentrated in urban areas. Qfly may be able move around in some locations and not in others, even if both areas are urban because temperatures are not even from town to town across the region.
Refuge in heat sinks Urban areas can act as heat sinks during the winter and provide a refuge for fruit fly. Fruit flies are able to survive the winter in these areas in large numbers if not managed and will be the cause of next season’s fruit fly problems in home gardens, peri-urban properties and then commercial orchards. It is important that home gardeners remove unpicked ripe or ripening fruit in yards during August and September. Benalla Clearance Weekend AFTER one false start due to the recent lockdown, Speciality Trees once again is opening up its wholesale production gates at Benalla to clear some of its ornamental containerised trees and locally produced bareroot tree stock. Over three consecutive days from midday on Friday 13th to midday Sunday 15th August, visitors will be able to learn about their product range as well view material available for immediate sale. Importantly, this weekend also gives locals the opportunity to discuss their tree needs with a team of qualified Horticulturists for both short- and long-term tree supply. As a special treat, pruning and planting demonstrations will be held exclusively on Saturday 14th August at 11am and 2pm. Aged Care Employee Day ON the surface, it may not mean a lot to people, but at Shepparton Villages it is the perfect opportunity to thank all 520 of its staff who work tirelessly to care for more than 600 residents in residential, independent living and home and community care. From the nursing and care staff through to the administration, catering, maintenance and gardening and domestic staff – it takes a true melting pot of skills and knowledge to give each resident their best day possible. CEO Veronica Jamison paid tribute to all aged care staff, acknowledging the role each and every one plays. “It has been an incredibly difficult period for aged care over the last year or so with the COVID-19 impacting the aged care
workforce in a way we just could not foresee. However, staff have adapted incredibly well, taking on board new levels of compliance and new ways of operating and learning to live with the threats of COVID-19. “What an achievement for our staff to have worked together to take all of this on board and continue the high standard of quality care we are proud to provide. This year’s Aged Care Employee Day theme of #thanskforcaring couldn’t be more apt,” Ms Jamison said. Shepparton Villages will personally acknowledge each staff member with a small gift to thank them as part of Aged Care Employee Day celebrations.

Football and Netball games back on AT a meeting held last week, the GOTAFE Goulburn Valley League met and agreed to resume the playing season in keeping with current COVID-19 restrictions. The GOTAFE Goulburn Valley League also announced that its planned Hall of Fame Induction Ceremony is being postponed due to the current State Government restrictions. Originally planned for Sunday 8 August 2021, the event will be now be held at a later date.
