By Steve Hutcheson DAMIAN Drum’s political career is ending when the bell finally tolls with the next election. Born and raised in Shepparton region, the youngest of seven kids in the family, his early life after leaving school was in the building trades, a carpenter and joiner, he had his own business building and constructing sheds. When he wasn’t working at building sheds, he was playing local footy for Congupna where he had grown up. Eventually he was picked up by Geelong where he stayed for nine years playing more than 60 games with them. His playing career gave him a lead into coaching, and he eventually took up the role of senior coach with Fremantle. With a credible national sporting profile, Damian won pre-selection with the National Party to contest the State election in 2002, winning his seat in the Legislative Council. Although without any political experience, he rose quickly and Drum soon found himself Deputy Leader of the National Party in the Legislative Council, party Whip, and Shadow Minister for Youth Affairs, Education Services, Sport, Recreation, Racing, Consumer Affairs and the Commonwealth Games. When the coalition won office in 2013, in the following March, Drum was appointed Minister for Sports and Veterans Affairs in the Napthine government, serving until the government was defeated at the 2014 State election.
PARTING WORDS... Damian Drum delivers his valedictory speech in parliament last Thursday. Photo: Supplied.
When the 2016 Federal election was called, Damian then won National Party preselection for the seat of Murray as it was known when Liberal member, Sharman Stone, retired from politics. The seat of Murray was abolished in 2019 and became Nicholls as it is today. While in office, Damian has successfully worked towards bringing about Federal funding for a large number of major and minor projects in the region including the Moama Bridge, SAM and the Maude Street Mall. In the volatile Federal politics, Drummie
sat as a backbencher while holding the role of National’s Whip which could ‘best be described as like that of a team manager, you need to make sure everyone knows their roles and has what they need to get their jobs done’. When asked what he will do on leaving politics, Drummie, as he is affectionately known, says he is going to take it easy for a while away from the hubris required for political campaigning and spend more time with his family and friends and just getting his life back from the public gaze.

FIVE men have been charged after “thousands of cannabis plants” were seized at a property in Toolamba last Wednesday. Shepparton police Divisional Task i ng Un it conduc ted a search warrant at the Waugh Road property around 9am on Wednesday, February 9, as part of an ongoing investigation. Five men were taken into
custody and they have since been charged with cultivating a large commercial quantity of cannabis. “I would say it is probably one of the largest seizures of hydroponically grown cannabis in Victorian history,” said Victoria Police inspector Ashley Mason. “The value would be in the millions.” As a result, the property
has been under constant police guard until the CFA reportedly incinerated the plants on the property recently. Inspector Ashley Mason would like to remind the community, “Cannabis is an illicit substance, and we will continue our efforts to investigate the illicit cultivation and trafficking on any illicit drug.”

Booster mandate broadened By Deanne Jeffers COVID-19 response commander, Jeroen Weimar was in Shepparton on Thursday to announce changes to vaccine mandates for certain critical industries. Selected workers in aged care, healthcare, emergency services, and food processing industries were mandated to be triple vaccinated by February 12. They have now been granted an extra month to have their third vaccine dose, and they are permitted to continue working so long as they booked their vaccine appointment by Saturday. He said the extra time to get boosted comes as many workers, particularly those in health, emergency and aged care, have not been allowed sufficient time to
receive their third dose during the surge of Omicron. “We’ve seen a significant number of staff having to furlough which means extra shift for those people working in those sectors, and probably record pressures on our healthcare system.” “So, we recognise that a lot of staff have not yet had time to get their vaccine done or to make their booking.” Please see GV Health’s Facebook page for testing and vaccination site updates. Vaccine appointments can be made with your GP, pharmacist, or through the online booking portal by calling 1800 675 398 (and selecting options 1-1-1) or online at https://cvms.powerappsportals.com/

Rally of support for ACE By Kelly Lucas A public forum was held at the entrance of Shepparton ACE Secondary College on Monday, in relation to the recently proposed site for the four-storey social housing block in the carpark next to their school. The presence from not just the students and staff but the public was visible with people flowing out of the school yard onto the footpath and near the road’s edge. The disbelief that this site is even being considered for social housing was evident among those who attended. Year 12 student Ethan Rankins read his first public speech to all that gathered and spoke of the uncomfortable and unsafe feelings he and fellow students would endure if
the site were to go ahead. “We agree that social housing is a must, but this proposed site is not the place for it,” said Ethan. Residents for Greater Shepparton committee member Robin Knaggs was encouraging the public to make their submissions to the Greater Shepparton City Council by the cut-off date of February 28. “I hope that we are being heard and will be given a fair chance to be heard, this flawed proposal will not only be detrimental to the school but also to the Shepparton CBD, the new mall the council are developing, the businesses and our local residents. We also still need the use of this carpark,” said Mr Knaggs.

College opened in special ceremony THE brand-new facility, which is the product of merging four local secondary colleges, can cater for up to 2,700 students and is one part of the State Government’s $140M Shepparton Education Plan. “By bringing them together we give students big school opportunities,” said Mr Merlino. At the ceremony, Mr Merlino also announced that Shepparton was earmarked for one of the new Victorian Teaching and Leadership Academies, based in Melbourne and seven selected regions. “We were letting students down, not getting the student outcomes or the opportunities that they deserve, so we needed to do something different,” he said. According to Mr Merlino, the new campus has already allowed for the most comprehensive range of units available to students, with Year 9 students given the choice of 54 electives. While the beginning of the school year has not been perfect – with police having been called to the school since opening and issues around parking and traffic – supporters say this is no different from any other school. “The choice is about delivering every opportunity that young people need. The case for change was profound.” The official ribbon was cut by school captains Ella-Rei Dunlop and Skyler Norton, with dignitaries Suzanna Sheed, Mark Gepp, James Merlino and Premier Daniel Andrews.

Laptops for deserving local youths THIRTY laptops have been donated to local Aboriginal youths to help support their education goals for the 2022 school year and beyond. Two participants enrolled in Aboriginal school to work transition program, Jobs4U2, the brainchild of Shepparton-based organisation Ganbina, received their laptops last week. Jet James and Missy Dooly will begin their tertiary studies shortly and were ecstatic to receive the computers thanks to Ganbina’s long-term partnership with ANZ Bank, which has an on-going relationship with DXC Technology’s ‘First Nations Community Technology Enablement Program’. Jet James has received an offer to study a Bachelor of Engineering and Applied Chemistry at RMIT and explained how helpful the donation will be. “I’m very excited to embark on my university

Rapid results to RAT mis-read T H I S moment set M r Fernando on a journey to understand and address disparities between health outcomes for minority groups, especially Aboriginal and Torres Strait Islanders. In the company’s relatively short history, Indigenous Medical Supplies (IMS) has a rich track record of donating personal protective equipment (PPE) and medical supplies to local charity organisations, like FoodShare in 2021, and rural and remote communities who cannot access Rapid Antigen Tests (RATs) or PPE. Leading up to the launch of their new product, RAT Care Packs, special packs designed for tourists and the transport
industry, IMS are creating educational materials using content that appeals to minority groups. “There’s always a variable when testing yourself that it has been done wrong and gives inaccurate results. These videos can help non-English speakers or people from diverse backgrounds to test themselves correctly and confidently.” IMS have engaged local Samoan, Korean and Aboriginal families to create videos that explain how to accurately test yourself and your children. The videos will have subtitles available in various languages and videos will also explain correct disposal of self-testing kits.

by transport and logistic constraints, a key industry that these kits hope to assist, while making testing accurate and available for all people.
Compostable bags rolling out now
RESIDENTS of Greater Shepparton can expect to receive their next complimentary roll of purple compostable bags from now until the end of March. Since the initial roll out of green lid bins and kitchen caddies six years ago, approximately 47,000 tonnes of garden and food waste have been diverted from landfill. Council director infrastructure Gary Randhawa commended residents on their continuing efforts over the past year. “This has significantly contributed to the success of
composting in our municipality. It has not only saved ratepayers’ money, but it also has wonderful benefits for our environment and economy,” he said. “The composted material is predominately used to improve the health of the soil and its productivity and avoids taking up valuable landfill space.” Mr Randhawa said the purple compostable bags meet strict Australian standards and are specifically designed to break down in the composting process.
“Please only use these Council provided bags in your kitchen caddy and green lid bin. Keeping contamination low is important as it ensures we fully reap the benefits of the service,” he said. If you do not receive your purple bags by the end of March, please contact the Council’s customer service team on 5832 9700. For more information on what can and cannot go in green lid bins, visit http://greatershepparton.com.au

Regional Victoria Danielle Green visited Senior Research Scientist Dr Raelene Kwong and her team at the Tatura SmartFarm, who are actively researching a solution to the problem which has seen more than $2M spent in Victoria by waterway managers in the Goulburn Murray Irrigation District to try and control this highly invasive weed. The Tatura SmartFarm is the ideal location to produce and release weevils because it is close to some of the worst sagittaria infestations in the state. Scientists from the SmartFarm will now collaborate with farmers, community g roups and water way authorities to release the weevils and closely monitor their impacts. When the adult weevils are

without using harsh herbicides and have the potential to significantly reduce control costs,” said Ms Green. “Reducing the amount of sagittaria in our waterways helps the environment and delivers benefits for our famers and growers.”
A head start on good reading By Stephanie Holliday READING to your children from birth is a wonderful way to help them develop language skills and set them on the right path for school readiness. Rhyme & Story Time is a program offered throughout Goulburn Valley Libraries. The sessions are a great way to help your child become familiar with the library, have fun, socialise and enjoy books and stories. Each session begins with some well-known nursery rhymes such as Twinkle, Twinkle Little Star and give children the opportunity to sing and follow along the actions. This is followed by stories read out loud by the session
facilitator. Emma Kennedy, the Goulburn Valley Libraries’ children’s and youth services librarian, facilitates the sessions at the Shepparton and Tatura libraries and explained the benefits of attending Rhyme & Story Time. “It is a great social activity; the children and parents sing, and we read stories together. It’s a great way to help children develop their literacy skills,” Emma said. “At the end, children receive a craft pack activity to complete at home which links back to the story we read. This encourages conversation between families and is something for them to look forward to.”

ASSISTANCE REQUIRED... Trainee boatswains mate able seaman Alexander Mears, from Maritime Skills Training Centre HMAS Cerberus, puts on personal protective equipment at an aged care facility in Victoria. Photo: LACW Jacqueline Forrester.
Help is on the way By Deanne Jeffers PRIME Minister Scott Morrison announced last week that 1,700 Australian Defense Force (ADF) personnel would be deployed to aged care facilities experiencing ‘acute situations.’ ADF support teams will include a registered nurse, medical technicians and general support personnel. Duties may include screening visitors, providing companionship or serving meals to residents, and helping with general duties to assist medical staff. Shepparton Villages CEO Veronica Jamison said that staff have been “magnificent,” across rolling outbreaks that have hit all four their facilities since early December. Ms Jamison said that Shepparton Villages would welcome assistance from the ADF, as existing staff are exhausted from two years of the pandemic. She described the anguish aged care workers are facing as the most
difficult time she’s seen after 40+ years in the industry. “While we don’t need assistance now, we’ve seen how quickly this can change,” said Ms Jamison. “In January, suddenly 20 percent of our workforce was unable to work, and we had to rely on volunteers.” “Now we’re seeing aged care workers leaving the industry in droves.” The workforce in regional areas tends to be hit the hardest, with employers like Shepparton Villages struggling to attract staff from larger metropolitan areas. “We hear it all the time – someone relocates for a job here and they can’t find accommodation, or their partner cannot find a job, it’s hard to get the kids into a school and to settle your life.” “Our whole industry is at a crisis point,” said Ms Jamison. “Aged care workers deserve a better deal from the government to attract and retain staff.”
RSPCA issues urgent reminder to pet owners IT’S hot out there and RSPCA Victoria is issuing an urgent reminder to all pet owners to ensure they provide plentiful water and adequate shelter for pets. Last year, RSPCA Victoria’s Inspectorate received 3,657 cruelty reports relating to lack of water or shelter. They are urging pet owners to keep track of the weather forecast and act accordingly. It is imperative that pet owners make hot weather plans and ensure animals are never left outside without water or shelter, even for short periods, and that smaller pets are moved indoors. RSPCA Victoria advises keeping animals out of the sun, especially between the peak sun hours of 10am and 2pm and leaving small animals indoors, especially rabbits and guinea pigs who are particularly susceptible to suffering from heat stress and can deteriorate quickly. A nimals housed indoors should have well ventilated facilities with plenty of water and space for all animals to lie down. Large animals and others that live outdoors need access to proper shade and multiple water sources and must never be tethered. Provide water containers in different positions and make sure they can’t be tipped over. Anyone who has concerns for the welfare of an animal is encouraged to contact RSPCA Victoria on 9224 2222 or at rspcavic.org and lodge a cruelty report. AIRING CONCERNS... Suzanna Sheed has asked the government to consider Shepparton’s health service needs in the upcoming budget. Photo: Supplied
I N a letter to the Victorian Health M i n ister, I ndependent Member for Shepparton District, Suzanna Sheed, has sought to highlight key health priorities ahead of the upcoming State Budget. Funding for stage 2 of Goulburn Valley Health's expansion and Shepparton's Early Parenting Centre are Sheed's main concerns. "Sheppar ton missed out on Early Parenting Centre funding in 2020, but Ballarat, Bendigo, Geelong, Frankston, Casey, Wyndham and Whittlesea were given $123 million." "New parents have lit tle suppor t available locally after they start their families. Such a centre would make the world of difference to parents and allow them to adjust to parenthood in the com mu nit y instead of travelling to
Melbourne at such a busy time in their lives." More mental health services, $25M for a Clinical Health School to grow the healthcare workforce, and partial funding for Shepparton's Integrated Cancer Centre, to provide care to vulnerable residents in the community, have also been highlighted to the Minister. "Stage 2 of the hospital redevelopment is a substantial project, but planning has been done to allow for a staged development process, starting with the urgent infrastructure to accommodate sufficient mental health services for our community. "In regional areas, where resources are stretched, mental health should be at the forefront of health funding in the 2022/2023 State Budget."

Learning through play By Stephanie Holliday AFTER two years of intermittent lockdowns, many young children have missed out on crucial socialisation opportunities with their peers. Playgroups are a great way for families to reconnect with their community and enjoy some fun activities. Playgroups are informal, low cost and give families and carers the chance to meet other people going through similar experiences and break down the isolation that can come with caring for young children. By attending playgroup, babies and children get to play and participate in lots of fun activities. Play is how children learn important skills. Painting, using playdough, singing nursery rhymes, digging in the sandpit, building towers out of blocks and running around outside foster the development of important social, emotional, language and physical skills that will see them through kinder, school and life. Playgroup also benefits parents or carers who get to meet other adults and socialise, make new
friendships, share a cuppa and have a chat. Greater Shepparton City Council currently runs 10 supported playgroups across the municipality, including playgroups specifically for babies under 12 months and those for ages 0 to 5 years. They operate throughout several towns including Shepparton, Kialla, Mooroopna and Tatura. There are also lots of other playgroups operating across the region run by various organisations, agencies and primary schools. “Playgroup is lots of fun, and we would really encourage all parents and carers with babies and young children to visit a playgroup to see for themselves the benefits,” said Greater Shepparton City Council playgroup facilitator, Jenny Wileman. “They are a welcoming and inclusive environment and provide great support to all families. It is such an important program within the early years' service system. Children will love their time at playgroup, as will the adults. “There is lots of information shared at
Planting trees in honour of The Queen
By Stephanie Holliday THE ‘Planting Trees for The Queen’s Jubilee Program’ is one of a range of national and community events planned by the Government to celebrate The Queen’s Jubilee year. The Queen has visited Australia on 16 occasions during her reign, and on many of these visits she has planted trees at community events and ceremonies. This act has left a longlasting reminder of the special occasion for the people in those communities. Federal Member for Nicholls, Damian Drum, is inviting eligible groups and organisations in Nicholls to contact his office to discuss potential projects that can be nominated for a Federal Government grant to plant trees in honour of the legacy of Her Majesty, Queen Elizabeth II and her 70 years of service to Australia and the Commonwealth. Mr Drum welcomed the opportunity for local community groups, including schools, to play a part in the celebrations. “This program will increase community awareness and celebration of Her Majesty’s jubilee and create a legacy of tree plantings right across our nation for Australians to enjoy and honour her memory,” Mr Drum said.

Register early for a cleaner country
AUSTRALIANS are being urged to sign up early for the country’s largest community-based environmental event, Clean Up Australia Day, held on Sunday, March 6. Clean Up Australia Day chairman, Pip Kiernan, says that the pandemic has changed our habits, which have impacted the environment. “Surges in online shopping, meal delivery services and the use of disposable face masks and coffee cups, means that the environment is feeling the after-effects of the pandemic in ways not seen before,” she said.
Registration is easy, and all community-based volunteers receive a free Clean Up kit that contains gloves, bags, and other resources, with packs for individuals, groups and families available. If you cannot join a Clean Up, Ms Keirnan urges Aussies to donate to Clean Up Australia. All the funds raised are allocated to the provision of educational resources and clean up materials provided free of charge to the community, school, and youth groups across the nation, year-round.

COULD YOU INADVERTENTLY BE VOTING FOR LABOR? Dear Editor, I read with concern Peter Hunt’s article “Labor’s water turn-off" in The Weekly Times on Wednesday, February 2. This article outlines how Labor’s water spokesperson Terri Butler was unable or unwilling to answer Peter’s questions about an Albanese Labor government’s plan on irrigation. T he se i ncluded que st ion s about whether Labor will remove or retain the government’s 1,500gl cap on purchases of water entitlement out of irrigation communities. Ms Butler had no answers to how Labor was going to deliver on their plan to take a further 450gl of “up water.” I’m worried about the damage an Albanese Labor government will do to our struggling irrigators and their communities. But I am terrified a Labour government will be delivered by ‘Independents’. They have a track record of voting with Labor particularly on matters of importance. Helen Haines, the Independent Member for Indi, voted with Labor 80.7 percent of the time in 2021. State Independent, Suzanna Sheed, has a similar record. I see no reason to believe the current crop of “orange party” candidates to be any different. History shows that they either vote for Labor or form their own minor parties when they realise they can’t achieve a thing as an all alone Independent. Either way, they almost never serve their electorates for the benefit of the voters. Do not be tempted to vote “Independent.” These Labor “wolves in an independent sheep’s clothing,” might leave us a little dry. Evelyn Hunt, Shepparton, VIC
BAZAR SOCIAL HOUSING PROPOSAL Dear Editor, The proposed 30-unit social housing development to be built in the air-space above the Maude Street and Nixon Street council car park in the Shepparton CBD is a terrible idea and there are many reasons why this should not proceed. Why on earth would anyone build 30 social housing units next to a school (Shepparton ACE College) in the first place? Here’s an idea, why don’t they build it on the old Shepparton Hotel site which is currently being demolished, this would be a far better option than building a multistorey complex next to a school! Everyone knows and understands that we need social housing but the thinking around this particular proposal defies logic and this proposal as it is, must be stopped. Yours sincerely, Bill, Shepparton

Shared pathways for active living
LIBERAL MEMBER FOR NORTHERN VICTORIA REGION
Last week saw the return of State Parliament for 2022 and I raised the need for State Government support for important infrastructure projects and manufacturing in Greater Shepparton. SUPPORT FOR SHEPPARTON BYPASS
I used the first sitting week of 2022 to pressure the Andrews Labor Government to finally show its support for the Shepparton Bypass project. Nearly five years after promising to upgrade the intersection of the GV Highway, Wanganui Rd and Ford Rd as part of the project, Labor have failed to commence any work on the intersection.
STATE FUNDING TO BUILD SHEPPARTON FOODSHARE’S ‘FOREVER HOME’ I sought a $600,000 funding commitment from the Andrews Labor Government that will ensure the construction of a new home for Shepparton Foodshare. Recently the Federal Coalition Government announced a funding grant of $600,000 as their share of the construction of a fit-for-purpose facility that will be Foodhsare’s ‘forever home.’ READY TO RIDE... The Broken River to botanic gardens shared path network is ready to ride. Pictured from left, Rafael Rodriguez-Saenz, Sandra Saenz and Oscar Rodriguez. Photo: Kelly Lucas
By Kelly Lucas GREATER Shepparton offers cycling enthusiasts and pedestrians a variety of paths and routes to explore. These shared pathways run through areas of natural beauty, including forest and river environments, and are connected in places by on road access links. The shared pathway network winds its way from the north of Shepparton, at Water's Reserve, south along the Goulburn River to the centre of the city, and branches west to Mooroopna and south to Kialla Lakes. With the Broken R iver to botanic ga rdens construction all finished and the shared path network ready to ride, we caught up with local keen cyclists, the
Rodriguez-Saenz family to hear their thoughts on the development. “We are excited to be able to ride or walk now from our house directly into the gardens, it’s a terrific addition to the options Shepparton has for riders, walkers and runners. For us spending time as a family in nature, while cycling around beautiful gardens away from congested roads and traffic, feels simply perfect. We love it,” said Sandra Saenz. “The experience of feeling the wind, the contact with nature and the speed is what I like the most and now that our son can ride, I also enjoy riding as a family, the new paths are a wonderful place to explore,” said Oscar Rodriguez.
Shepparton Foodshare are using their own funds to purchase land for the facility and with funding secured from the Federal Government, the Andrews Labor Government must provide matching funding to ensure this wonderful organisation can continue its vital work in the future.
FUNDING SUPPORT FOR SHEPPARTON SPORTS STADIUM REDEVLOPMENT
I have long called for the Andrews Labor Government to provide funding to redevelop the Shepparton Sports Stadium into the Shepparton Sports and Events Centre. Last week I sought a funding commitment from Minister for Regional Development Mary-Anne Thomas of $20 million as the State’s share of the $60 million cost of stage 1 of the redevelopment.
STATE LABOR GOVERNMENT NEEDS TO SUPPORT MED-CON
Buy local, urges Lovell SPEAKING during the first sitting week of State Parliament for 2022 last week, Member for Northern Victoria Wendy Lovell has again pushed for the state government to support Med-Con, highlighting the company’s efforts supplying face masks to health agencies around the country during the height of the pandemic. In her contribution Ms Lovell said that since that time, the Andrews Government has walked away from Med-Con, instead purchasing cheaper imported masks. After Ms Lovell raised the issue several times throughout 2021, the State Government finally requested a quote from Med-Con to supply two million masks, only to place an order for one million but demanded the price quoted on the larger quantity. Ms Lovell said that the Government’s recent announcement that they plan to add an additional 30 million surgical masks to the State’s stockpile was a perfect opportunity to purchase from Med-Con, but no approach had been made to the manufacturer to contribute to this procurement.
After Lemnos mask manufacturer Med-Con stepped up to supply surgical masks to health agencies across Australia at the height of the pandemic, the Andrews Labor Government has abandoned Med-Con in favour of purchasing cheaper masks from interstate and overseas. The Government recently announced that they plan to add an additional 30 million surgical masks to the State’s stockpile, and I have called on Health Minister Martin Foley to support local manufacturing and local jobs by purchasing these masks from Med-Con.
