Major intersection upgrades for Shepparton CBD
UPGRADES for two major intersections in Shepparton will improve safety and traffic flow for commuters, pedestrians and cyclists at Wheeler Street and New Dookie Road
and at the Welsford Street Stage 4 upgrade.
Funded equally by Council and the Federal Government’s Heavy Vehicle Safety and Productivity program, Wheeler Street and New Dookie Road intersection will be upgraded to a T-intersection.
Construction works will include fullydepth reconstructed road pavement designed for heavy vehicle traffic, dedicated slip and turning lanes, traffic signals and controlled pedestrian crossing, with extension to the shared path network.
Works are expected to commence in November with a completion date in early 2023. Partial lane closures are to be expected during works, with temporary traffic lights put in place to control traffic flow.
The Welsford Street upgrade from north of Fryers Street to the north of High Street will commence by late 2022 and is expected to take four months to complete.
The work will include duplication of the right turning lane from Welsford to Fryers Street heading west, modifications to the Marungi Street and Fryers Street
intersection, and upgrades to the traffic signals.
The works are designed to improve traffic flow along Welsford Street and should aid traffic movement.
The Council will provide regular updates on both projects as they get underway and

New free TAFE courses for 2023
FOUR new priority TAFE courses and six new short courses have been announced as free of charge from 2023.
Victoria’s most in-demand industries, emergency healthcare, mental health, family violence and agriculture, can be studied in 2023 at no cost.
The Diploma of Emergency Health Care course, currently delivered at Victoria University and Swinburne University, qualifies students to work in nonemergency patient transport as Ambulance Transport Attendants, Patient Transport Officers and Ambulance Community Officers – as well as providing a pathway into university paramedicine courses.
Other new courses to be added to the Free TAFE list for 2023 include Certificate III in Production Horticulture, Graduate Certificate in Client Assessment and Case Management, which upskills health and community services workers in the family violence field, and the Diploma of Interpreting (Auslan).

Victoria’s most indemand industries, emergency healthcare, mental health, family violence and agriculture, can be studied in 2023 at no cost at TAFE.
Six short courses will also be made available next year under Free TAFE, including courses in mental health, agricultural chemical handling and electric and hybrid automotive maintenance.
FRUIT FLY URBAN UPDATE
IN the past five years there have been three collisions and near 30 impacts at Stop sign crossings across regional Victoria.
In response to these alarming statistics, and to target drivers who fail to stop and look for trains at Stop sign crossings, the state government is rolling out a new safety campaign entitled, Obey the Stop Signs.
With 20 of Victoria’s 1,700 public road level crossings without lights, bells or boom gates, the new campaign will see motorists fined as much as $3,698 and lose three demerit points if they are caught breaking road rules around stop sign crossings.

Queensland fruit fly (Qfly) numbers will soar in December if action isn’t taken to reduce the impact of fruit fly in home gardens.
Home gardeners should be on the lookout for evidence of fruit fly activity and should:
Queensland fruit fly population build-up occurs from early spring. The level of fruit fly activity increases across the region as flies that were able to survive winter as adults begin to leave winter refuges and infest fruit. If these flies can be controlled over spring, then later spikes that damage summer and autumn crops, will be reduced.

While the Obey the Stop Sign campaign will encourage safe driving behaviour around crossings, the Labor Government will invest in upgrades across the state, fitting boom barriers, flashing lights and bells to regional crossings as well as installing automatic gates. The government will also build new fencing and provide other improvements to pedestrian crossings.

Advice for home gardeners
Traps can be purchased from nurseries and home garden stores or you can make your own.
Male-targeting traps - are the most common trap and contain a pheromonelike attractant that only males respond to.
Providing weather conditions are suitable these traps can attract male fruit fly from up to 200m, but if it is cool or windy, as it often is during spring, they are less effective at such distances.
Qfly numbers are high, now, in urban areas. Traps should be out, and netting should be purchased or repaired from last season for use just before fruit starts to ripen. An alternative to netting is for local groups of home gardeners to apply fruit fly baits to their yards every two to three weeks and stagger the date of baiting so that there are weekly baiting events across these groups.
Food-based traps - several traps that are relatively new to the market attract both male and female fruit fly using food-based compounds such as broken-down yeast cells (yeast autolysate) and synthetic fruit aromas as attractants. These traps are effective at much smaller distances and need to be within 10m - 20m to active locations.
Any crop that is ripening or ripe now is a Qfly target within most urban and built-up township areas of the Goulburn Murray Valley.
Hot spot areas
Even though no areas have reached significant Qfly numbers – to the extent that they are in outbreak proportions – the following areas have registered concerning trap capture rates.
Food-based traps are useful as they can capture females. In her lifetime, which is about 2 months in late spring to early autumn and much longer in the cooler weather, one mated female Queensland fruit fly can lay nearly 2,000 eggs from which up to 800 adult flies can emerge.

Regional trapping data for spring 2021 and autumn 2022 showed that several locations recorded high populations during this period. This suggests fruit fly will be problematic in those areas in the coming 2022/23 season. Extra vigilance is required in the following areas:
It is recommended home gardeners and property owners who live near these towns have fruit fly traps out and have a fall-back position if captured numbers in traps increase (e.g. baiting, netting or tree removal).

Sheed calls for Shepparton District bus review
DESPITE massive growth, Shepparton District’s public transportation system has not been reviewed for over a dozen years. Independent Member for Shepparton District, Suzanna Sheed has asked the Minister for Public Transport, Ben Carroll, for an extensive bus review for the district.
Mr Carroll said he was keen to work with Ms Sheed to improve the Shepparton District bus system.
Ms Sheed told Mr Carroll that she has been asking for a bus review for the Shepparton District for an extensive period, as it had been 14 years since a review was last carried out.
“Since then, Shepparton and its region have grown significantly, with many new
housing estates right throughout the region not connected to bus routes,” Ms Sheed said.
“Some services, such as Kialla to Shepparton, have no services at all on the weekend.
“There is only one bus route that services the railway station, and with the rising cost of petrol in regional areas, public transport is ever more important.”
Ms Sheed asked Mr Carroll if the Government was committed to delivering a bus service that also supports the district’s smaller towns.

Through laughter, dancing and singing the Filipino community celebrate
CELEBRATING their 40-year anniversary of culture, friendship and community in Greater Shepparton, the Filipino Australian Friends Association (FAFA) kicked up their heels and had a spectacular night of dance, glamour and joyous camaraderie at the GV Hotel on Saturday, September 17.
With a history that oversaw the construction of The Philippine House Complex at the former International Village in 1988, the FAFA is a community group devoted to celebrating the culture and
history of the Philippines while welcoming people from all backgrounds to share in their rich tapestry of social customs and heritage.
To highlight the importance of cultural identity, the evening was attended by the Philippines Consul General, Maria Lourdes Salcedo, who discussed the importance of dual citizenship.
With laughter resounding good-naturedly throughout the night, the attendees were then treated to a fashion parade, which
saw enthusiastic participants strut, swirl and twirl to their hearts content. The men’s fashion parade was particularly entertaining as the gentlemen’s interpretation of ‘strut’ was more akin to a ‘swagger’.
With winners crowned by the Miss World Icon and with the FAFA Sexy Missus Dancers providing two ‘deadly solo dancers’, there was no doubt that all who attended enjoyed the evening’s program from start to finish.

Rising flood waters being monitored
The warning comes after Dartmouth Dam spilled over for the first time in 26 years last week. As of Monday, September 26, Dartmouth Dam recorded 3,879,524 ML (78.63 percent) compared with 3,032,091.49 ML (78.63 percent) for the same time last year.
The same data set, available from Goulburn-Murray Water’s storage levels webpage, shows most water storages are over 90 percent full:

In the past three months, Shepparton recorded 60.6mm rain for August, 19.2mm in July and 46.4mm in June. In September, the Bureau of Meteorology raised its ENSO Outlook to La Niña, meaning that above-average rainfall is expected for northern and eastern Australia during spring and summer.
Residents are reminded not to use closed pathways or to drive through floodwaters as they are unsafe, and to not walk on roadways as an alternative.
Council’s director of community, Louise Mitchell, said we have a role to play in keeping the community safe.
“The Vic Emergency app will provide up to date flood warnings within the region. Stay out of water that might be present on paths and roads,”
“Floods can occur quickly and unexpectedly due to heavy rainfall, so if you are driving, never drive through flood water as it only takes 15cm of flowing water to float a car,” Ms Mitchell said.

With a thirst to develop her skills both professionally and personally, Aspen was blown away when she stumbled across The Flamingo Project on Facebook.
The Shepparton based not-for-profit provided Aspen with the mentorship of her dreams when she was paired and introduced to Angela McLeod, through the organisation. A well respected professional and community advocate, Angela was able to impart the kind of knowledge that Aspen had been looking for.
“Angela and I immediately built a strong relationship from the start, and we discussed a structure that suited us both, allowing me to determine my goals and focus my objectives,” Aspen said before adding,
“Angela was fantastic and a strong support system for me and I was able to be open and honest with her which enabled us to have deep conversations and as a result I achieved some great outcomes.”
Focussing on professionalism, community engagement,
networking, professional development, goal setting and balancing work/life commitments, Aspen states that her mentorship with Angela was foundational to her future success.
“I greatly developed my networking ability and involvement in the community, and it also led me to undertaking the Greater Shepparton City Council Leadership Program, which has become invaluable.
“Working with Angela has also meant that I have improved my emotional intelligence and have become far more confident both in a social and professional sense”.

This month’s Council Meeting was held on Tuesday, 20 September.
Upgrades for major Shepparton CBD intersections
Council awarded contracts for the upgrade of two major intersections to improve safety and traffic flow.
The Wheeler Street and New Dookie Road intersection contract was awarded to Jarvis Delahey Contractors Pty Ltd and will be upgraded to a signalised “T”-intersection.
The $1,670,000 project is joint funded by Council and the Federal Government’s ‘Heavy Vehicle Safety and Productivity program.
The second contract was awarded to Apex Earthworks Pty Ltd for Stage 4 of the Welsford Street upgrade, from north of Fryers Street to north of High Street. Construction will commence in late 2022.
Draft Shepparton Inner North Local Area Traffic Management Plan

Council released the Draft Shepparton Inner North Local Area Traffic Management Plan (LATM) for feedback from residents, commuters, business owners, students and parents.

Lovell advocates for Shepparton Alternate Route
MEMBER for Northern Victoria, Wendy Lovell has used the last parliamentary sitting week before the 2022 State Election to pressure the State Government to improve the road standard of the Shepparton Alternate Route.
Ms Lovell recently raised the poor condition of the Route, in particular, the Doyles Road section between Poplar Ave and Broken River.
In her latest constituency question to the Minister for Roads and Road Safety Ben Carroll, Ms Lovell lamented the poor condition of the entire Shepparton Alternate Route, specifically focussing on the Grahamvale Road section, between Ford Road and the Goulburn Valley Highway.
“The road surface of the Shepparton Alternate Route is in a state of disrepair and drivers are forced to navigate dangerous potholes and broken up sections
of the road on a daily basis.
“Labor have allowed our roads to fall into such disrepair and for the sake of all road users, I call on the Minister to ensure the surface of Grahamvale Road between Ford Road and the Goulburn Valley Highway is repaired urgently.”
In her contribution Ms Lovell said both lanes of the 5.2km stretch of roadway were littered with large potholes, despite the carriageway carrying a large amount of traffic including many heavy vehicles each day.
She said the roadway was breaking up and falling apart in some locations, creating a dangerous hazard for road users.
Ms Lovell called on Mr Carroll to order an audit of the road surface of Grahamvale Road and ensure the necessary repairs to the road surface are completed immediately.

Commercial development in Shepparton North open for consultation
WITH a structured plan for Shepparton North commissioned by Mesh Liveable Urban Communities Pty Ltd in March this year, and in consultation with central stakeholders, the Key Issues and Opportunities Paper was determined.
The Key Issues and Opportunities Paper outlines Council’s aspirations for Shepparton North including key influences informing the development of the area such as growth constraints and the role of key land uses as well as how the expansion can positively contribute to ongoing growth.
It will also determine what form commercial and residential development should take and what the issues and opportunities are for the transport network.
Mayor, Cr Shane Sali said that the structure plan would guide the long-term development of Shepparton North to serve its growing population.
“The structure plan details a connection between all developments along the Goulburn Valley Highway providing for safer traffic and pedestrian movement in the precinct and importantly creating a hub for
the north Shepparton community,” Cr Sali said. The Council will now undertake
Seeking community feedback on lease of land
COMMUNITY feedback is being sought by the Greater Shepparton City Council regarding its intention to lease land to nonprofit organisation, Kids Under Cover, at 20-22 Perrivale Drive, Shepparton, which will house six young people aged 18-21, who have excited foster care.
With a site originally proposed at 4 Deane Court, Kids Under Cover has requested the new location, in an existing residential area on council leased land, for its innovative village complex.
Kids Under Cover is focused on the
prevention of youth homelessness by delivering a unique combination of studio accommodation and education scholarships that will assist its young recipients in creating strong connections back into the community while teaching them life skills in self-sufficiency.
The proposed complex at Perrivale Drive, called Village 21, will include a communal building with a kitchen, living room and laundry, three two-bedroom studios with a bathroom and two one-bedroom studios for live-in mentors and communal outdoor spaces.
“This proposal will provide the opportunity for at-risk young people to successfully transition to independent living and receive the support they need,” says Greater Shepparton City Council Mayor, Cr Shane Sali.

Warming up for a great season
AFTER a successful 2022 season, Shepparton Athletics Track is preparing for their biggest season yet. Among the club’s achievements this year, it boasted four representatives at the Australian Track and Field Championships in Sydney, with two National finalists from the club - Jack Abbruzzese in the U14 Mens 90-metre Hurdles and Renee Ford the U14 Womens Long Jump.
Club president Doug Cobbledick credits the success of the small club to its friendly atmosphere and the fact the sport has something to offer everyone, “We welcome anyone who wants to give athletics a

AFTER a three year hiatus, the 30th annual Woodworking Show will be held on the first weekend of October.
This huge celebration will commemorate over 30 years of the fruits of the GV Woodworker’s labour being showcased to the public.
The club comprises of approximately 110 members, and has been running since its inception in 1984. The club is run solely by volunteers and is open to anybody aged over 12, with plenty of experienced woodworkers who can offer advice and support with projects.
This year’s Woodworking Show will be a spectacular event, with demonstrators, stall holders and businesses in attendance from all across the nation.

National recognition for female franchisee

Emma Glazebrook from MBCM Strata Specialists, a body corporate management franchise, has taken out Franchise Woman of the Year award for Victoria and Tasmania.

Edging closer to a billion dollars of investment in Shepparton District
I was shocked to hear that vaccination rates of Victoria’s Indigenous population had been greatly inflated to more than double the actual amount, following a technical software glitch.

Last week’s Victorian State Budget was a “hold the fort” budget. It addressed debt with higher taxes in some areas, while focusing on the broken state of our mental health system.
With the spread of COVID-19 across western New South Wales, Victorians have been congratulating themselves on having such a high rate of vaccination among our Indigenous community, but it turns out this was not the case and I raised the matter with the health minister in parliament last week.

I am pleased that the funding we received in the budget brings our district closer to $1 billion in State Government investment in our region over recent years. Much of these funds are being spent on essential infrastructure in rail, health, education and agriculture.
Victorian Health Minister Martin Foley explained how the Commonwealth Government error occurred and said the Victorian Government was working with the Victorian Aboriginal Community Controlled Health Organisation peak body to ensure the necessary resources were available to get people vaccinated as quickly as possible.
In this year’s budget, the Shepparton District missed out on our big-ticket items such as the Shepparton Bypass and Goulburn Valley Health’s Early Parenting Centre but we did have some meaningful investment in education, mental health and protecting our horticulture industry.
However, I believe there is a better and more positive way forward whereby the regions can be divided into three areas along the lines of our Primary Health Networks (PHN). A million dollars was granted for the redevelopment of Verney Road School. This school is overcrowded and a redevelopment is long overdue. This funding will get the ball rolling on the planning stage and hopefully funding for its redevelopment will be granted in next year’s budget.

I am delighted to see the construction of Greater Shepparton Secondary College charging ahead in recent months. Grade 6 students are looking forward to transitioning to the new school next year and current secondary school students from other campuses have been very impressed with the new building following site visits.
Our region will also benefit from the $200 million School Mental Health Fund, aimed to help our schools deliver programs, staff, and other support tailored to unique needs. This funding could fully fund the Neighbourhood Schools Project, if its application is successful.

The region’s teachers are being recognised as a vital cog in improving our education system with the State Government’s announcement of a new teaching and leadership excellence academy in Shepparton.
The purpose of the Shepparton Education Plan is to transform education in SheppartonMooroopna and help young people get the best possible educational opportunities from birth to post-secondary school.

CAMARADERIE, collaboration and artistic creativity are what the sewing group at Kensington Gardens Lifestyle estate is all about.

Over the last twelve months Di says the group has welcomed several newcomers and are always eager for more, and with retired artists and teachers within the group, there is great scope for new inductees to develop their skills.
In addition to exquisite quilts, the group produces acrylic landscapes, felted bags, poured acrylic art and craft, embellished fabric art incorporating a myriad of materials, and (in the future) screen printing and pattern fabric painting.
With fine creations in abundance, the sewing group are excited to take their work, entitled “Big and Bold”, to the Spring Quilt and Art Show on Sunday, October 9 at the Lifestyle Communities Estate.
With weather permitting, the Spring Show will take place in the gardens near the club house, at 65 Channel Road, Shepparton.

SHEPPARTON’S Over 60s Friendship Group is a friendly social group that meet on the second Tuesday of each month at Casablanca Restaurant (125 High Street, Shepparton) for dinner at 6pm. This is where the group come together to organise coming months’ outings.
The group has been active in Shepparton for more than 20 years and has more than 25 active members.
Singles, singles and friend/s and couples from Shepparton and surrounding areas

Celebrating senior citizens with 40 years of festival
OCTOBER is the month to celebrate the incalculable contribution made by our senior citizens to our great community.
Celebrating 40 years, the annual Victorian Senior Citizens Festival will run over 2,000 events and activities across the state and is aimed at getting older Victorians out and about in their local community.
In avid support of the region’s senior citizens, Greater Shepparton City Council will host over 25 activities and events locally, and will encourage participants to get up and moving, invigorating their creative flair while providing an opportunity to meet likeminded people.
Event highlights include a River Heritage Walk and Talk, a country music performance by icon Tania Kernaghan and (who can go past), tea and scones in the park.
Encouraging our senior citizens to get involved, Mayor Cr Shane Sali said, “Council is proud to support the Victorian Seniors Festival and is thrilled this years’ activities will allow for the community to come together in person after the impact of COVID-19. The festival not only provides great entertainment, but also encourages our Greater Shepparton seniors to live healthy and active lifestyles,

AN ancient sport played and loved the world over, chess has never waned in popularity.
It is a game of study and ingenuity, drawing out participants’ personal qualities and foibles under the pressure of conquest and survival.
For the president of Shepparton Chess Club, David Wynne, chess has been a challenging and thrilling part of his life for over 60 years, keeping his mind nimble and astute while providing him with an enriching source of friendship and fellowship.
The Shepparton Chess club has had a diverse membership overtime, reflecting the universal nature of the game with
talented players as young as seven entering tournaments against players far older.
However, in recent years, the Shepparton Chess Club has declined in number and David would like players in the community to know that they are always welcome to come along and play, no matter what their level of experience.
“Chess is a game that gives you great satisfaction. It enhances your ability to concentrate and think laterally. It can be thrilling, and when you play a well-matched opponent, you can lose yourself in the game. While it is always gratifying to win, every game presents an opportunity to learn,” David says.

Moving mindfully
WHILE many of us have every intention of completing the daily recommendation of 10,000 steps per day or at least some sort of dedicated physical activity, the day can get away from us and we run out of time.
Incidental activity is an easy way to build up your physical activity levels without using a large chunk of your day to do so by, for example, by walking up the stairs instead of using a lift.
Physical activity is a major factor in preventing and reducing the risk of many health conditions (eg. heart disease, diabetes and some cancers) and many people find it easier to be active in lots of little ways throughout the day.
Examples of incidental activity at work include cycling or walking to work instead of driving, getting off the train or bus a couple of stops early or parking further away and walking further than you usually would.
At home you could do some gardening or mow the lawn, do the housework instead of hiring help, go for a short walk before breakfast and after dinner and be active while watching television by using an exercise bike or treadmill.
Every little bit counts so remember to think of all types of physical activity as a chance to improve your health.
Avoid scams targeting seniors
SCAMS target people of all ages and backgrounds, however, some scams are more likely to target older people. Older people may be seen by scammers as generally less internet and computer savvy or familiar with new technology.
Protect yourself by:
If you find yourself in a suspicious situation you feel may be a scam, consult with a younger relative and run it past them
Never responding to phone calls or emails offering financial advice or opportunities, just hang up or delete the email
Being suspicious of unexpected emails or letters advising you how to claim an inheritance or competition prize. Never give out your personal details and seek advice from an independent professional
Being suspicious of requests for money – even if they sound or look official. Government departments will never contact you asking for money upfront in order to claim a rebate
Being wary of people you meet social media or online dating sites who after just a few contacts profess strong feelings for you and try to move you away from the site and communicate via chat or email

Finals weekend goes off Legend footy tippers rewarded
FOLLOWING a three-year gap between grand finals, the Goulburn Valley League played its grand final games at Deakin Reserve on Sunday. Echuca Seniors won by a 12-point margin against Eurora. The big dance on Sunday was exceptional for Echuca, whose Reserves, U18s and U17s teams also won on the day.
