Sheed calls for hospital carpark for health staff

INDEPENDENT Member for Shepparton District Suzanna Sheed has committed to advocate for funding for Goulburn Valley Health’s continued redevelopment in her next four years in parliament, should she be re-elected.

“We have already received $229M for the redevelopment of the hospital and $163M in State Government funds for a new mental health unit and this is an excellent start.

“We need to continue this momentum, with particular attention to the safety, retention and encouragement of medical staff,” Ms Sheed said.

“A multi-deck carpark should be a priority for the accessibility and safety of staff, who often have to walk to their cars parked on side streets at all hours of the day and night.

“I also want to see the establishment of a clinical school, so we can train our Shepparton District residents to take on important medical jobs in their own community.

“This will go some way to help address the major issue of the medical staff shortage, which is becoming a growing concern for many regional areas.

“We need to find ways to attract and retain medical staff to our district and to do this we will need to come up with incentives in the form of increased wages and housing packages.

FREE kindergarten will be rolled out for all three-and four-year-old kindergarten students in 2023, across Victoria.

With the vast majority of all long-day care and sessional kindergarten providers opting into the Victorian Government’s $9B Best Start, Best Life campaign, every child will benefit from a rich and enjoyable learning experience before school.

Commenting on the equal opportunity that the funding provides to every child, early years manager at the Greater Shepparton City Council, Sally Rose said, “The new funding program is a wonderful

way to provide the essential and enriching experience of kindergarten to all children.

“With free kindergarten made available to all three and four year-olds, families will not have to choose between sending their child to kinder or paying the bills,” Sally said before adding, “The new Best Start, Best Life program ensures all children have the best chance to enhance their cognitive, social, emotional and physical selves before they journey on to school.”

With current kinder fees in the region falling short of the $2,500 that will be made

available to each child through the program, Kindergartens will be able to use the additional funds to buy new resources and /or employ specialist services, Sally said.

In response to the recent floods, the Victorian Government has also announced that term four for all impacted families will be made free this year.

For kinder families who have sustained flood damage to their home or to their home contents, fee free kinder forms will soon be available from Council or from kinder providers.

Flood Hub opens, free clean-up assistance available MAYOR Cr Shane Sali said the Hub is a "onestop-shop" for those needing assistance, with a wide range of health and wellbeing, food relief, insurance, legal and multicultural agencies present, as well as representatives from State and Commonwealth Government agencies, who can provide support with accessing financial assistance.

This may vary each day but generally includes agencies like Agriculture Victoria, Australian Red Cross, Ethnic Council, Services Australia, Salvos, State School Relief, and many more.

There are also representatives from insurance companies, like QBE/Elders, RACV, Allianz, Suncorp and others.

Interpreters are on-site covering Arabic, Dari,

Punjabi, Hindi, Turkish and Swahili.

Council is also coordinating a free clean-up service with Disaster Relief Australia (DRA).

Flooding can cause sewerage to overflow inside your home, damage gas or electricity supplies, affect the structural integrity of your home, or create hazardous mould growth that must be addressed before moving back in.

Over t he com i ng weeks , Cou ncil’s environmental health officers and building officers will visit flood damaged properties to identify and provide advice on health and building related matters, such as checking septic tank systems, mould or any structural concerns.

Houses identified as flood damaged are eligible for assistance from DRA, who can assist

with the removal of damaged home contents such as furniture, appliances and personal items, as well as removal or carpets and pressure washing. The DRA clean-up involves moving damaged items from homes to kerb for collection.

There are seven collection zones throughout Greater Shepparton, with each zone being assigned a day of the week for collections over a period of four weeks. To register for DRA assistance, visit Council's website.

You can drop into the Hub on MondayWednesday and Fridays 10am-4pm or Thursday 12 noon – 6pm. Limited parking is available at rear, with additional parking on Marungi Street, Shepparton.

Coalition commits to region’s major infrastructure projects

By Natasha Fujimoto, Stephanie Holliday and Deanne Jeffers WITH the state election only two weeks away, the campaign is heating up. Following last week’s visit by Shadow Minister for Infrastructure, Transport and Regional Development, Senator Bridget McKenzie, who came to Shepparton to discuss fast-tracking the Shepparton Bypass, the Coalition Government has committed $260M for stage one of the project.

Calls to begin works on the Bypass have been made recently by Greater Shepparton Council, the Shepparton Bypass Action Group, Victorian National Party MPs and residents and business owners ahead of the election, reports Stephanie Holliday.

“The current causeway can no longer safely and efficiently support existing traffic volumes – around 30,000 vehicles travel along it each day and those numbers are growing,” Senator McKenzie said.

Announcing the funding on Tuesday, Leader of the Nationals, Peter Walsh said, “As the Shepparton and Mooroopna communities recover from the recent floods, it has become even more apparent how necessary a second river crossing is.”

National’s candidate, Kim O’Keeffe added, “Over the past 30 years the Shepparton population has boomed and it’s only going to continue, we need action on this now, not in another 30 years."

The Coalition also pledged $20M to makeover the Shepparton Sports Stadium.

Standing alongside Shadow Minister for Sport, Cindy McLeish, Liberal MP Wendy Lovell, Kim O’Keeffe, Greater Shepparton mayor Cr Shane Sali and Cr Geoff Dobson, Liberal candidate Cheryl Hammer stated that the redeveloped Shepparton Sports and Events Centre would be, “the absolute crown jewel of the sports precinct.”

With further federal and local government funding still in the pipeline, the new sports stadium will feature six new multi-use courts, including a show court with a seating capacity of up to 3,000, as well as a new wet area and amenities, administration hub and carpark, reports Natasha Fujimoto.

The redevelopment also promises to generate around 235 jobs as well as an estimated $12.3M for the local economy as a result of tourism and spending.

Preparing the future workforce

TO address barriers to employment, Greater Shepparton City Council partnered with GOTAFE and Greater Shepparton Secondary College (GSSC) to provide a careers presentation to Year 10 students. This was consolidated with two skills sessions, teaching retail/customer service skills and specific hospitality skills.

Both sessions were fun and informative, and designed to address students’ lack of confidence, lack of experience and mental health factors, which were identified as leading barriers to employment.

GSSC executive principal, Barbara O’Brien, “appreciates just how important customer service skills are for our Year 10 students. For many, their introduction to employment will be around this age and in the retail or hospitality sectors where our employers really need good, reliable staff.”

Letters to the Editor MOOROOPNA STILL IN FLOOD To the Editor, As residents of the southwest section of Mooroopna, my wife Jill and I attended the Community Forum about the flood situation in Mooroopna on Sunday evening of October 23, 2022.

Although the evening was informative it became obvious that those providing the information did not have first-hand knowledge of what the on-ground situation is.

Our street is Howe Street Mooroopna, which has the lowest section of road of the area. It started flooding on Wednesday, October 12, with the main flooding occurring the following Saturday night, Sunday and into Monday. All announcements were that the level would rise higher than the 1974 flood level, which it did, 51cm higher, according to the marker on the post out the front of our house.

It can only be felt that this prologued flooding before the main flooding added to impact of the major event. Why was there not a plan in place to clear this water before the expected flood was to arrive?

Since the 1974 flood this issue has been discussed and debated but no solution has been found.

Responsibility and consideration are not in the

interest of the current Shepparton Council for Mooroopna’s residents and issues. The Shepparton Council is made up of councillors from Shepparton elected under a Gerrymander system which gives Shepparton the power to elect Councillors based in Shepparton without consideration of the outer areas of the Greater Shepparton region.

Our local independent member for Shepparton, Suzanna Sheed, is in the position of being able to act in this matter but has not shown the tenacity or political leverage to do anything. The power is hers to go to the Minister for Local Government and have the Shepparton Council dismissed, administrators appointed, and a new council election called with wards.

This would produce a council with local councillors interested in representing the wards, including Mooroopna.

Shepparton electorate. Even in a time of unease about anticipated flooding, the room was packed with residents. It was a sign that neither rain nor floods could stop Mooroopna from turning up for this most important cause: to give our children and our town the future back.

COOL was delighted to welcome sitting MPs, Suzanna Sheed and Wendy Lovell, as well as candidates Cheryl Hammer and Kim O’Keeffe, with Ray Pearson representing the local ALP. Community members started the discussion, reminding those present of local identity Jim Douglass who rang and wrote to the Department of Education every day in the 1970s for a high school in the first place.

It appears history is repeating itself. Mooroopna is in a fight for its high school again.

The proud days of Mooroopna Secondary College were remembered when there were over 1,000 students enrolled. Others told stories of educational loss, loss of a place for young people to belong to – an accessible and local educational facility with talented staff serving all students that made the town become alive and shaped its identity.

Increased traffic between towns and roads that were not designed to carry such large volumes of traffic were acknowledged; as was the absence of common school experiences. The lack of continued educational opportunities for younger children in a town that has seen great investment in the early and primary school years was widely felt.

It was clear that all representatives on the panel heard what the community wanted: Mooroopna to have a thriving, high-quality local public high school. What was less clear was how exactly the politics of the upcoming election will deliver on this demand for investment in educational opportunities in the high school years in Mooroopna.

COOL felt that all candidates were open to exploring options, but it also heard that no one was committing to the town’s specific demand yet. As a result, the town will engage further in the political process to get a promise for Mooroopna, with the next budget in the 60th Parliament as the main aim.

Identifying the experiences of young people in Mooroopna who are missing out on education in a diminished way or altogether since the high school’s closure is one of the COOL group’s next priorities. Group members are looking forward to further engagement with other relevant community partners including the Minister and representatives from the Department of Education.

With endorsements from the Mooroopna Community Plan Steering Group, Kiwanis, Rotary International and Mooroopna Football and Netball Club, this campaign is only gearing up.

Only with a supportive MP and Government will we get our high school reopened. Our votes are still up for grabs, but our determination is unwavering!

Dear editorial team, “Power tends to corrupt; absolute power corrupts absolutely,” — Lord Acton (1834-1902).

No clearer case presently than in Victoria.

Our Premier has deflected responsibility for the most Covid deaths in Australia and the longest lockdowns in the world. He obfuscated all questions in the Covid enquiry then threw his Minister under the bus. He initially blamed the health advice and now ignores it. He ripped up $1B by cancelling the East/West Link contract after the 2014 election.

He spends and promises money on infrastructure projects with reckless abandon, like promising Numurkah’s Pioneer Lodge double the amount required for the much-needed refurbishment.

An extra $25M for what?

He gutted the CFA with his allegiance to Peter

Marshall and the United Firefighters Union. He ignored the advice of his then-Minister and multiple executive officers resigned. And now the Premier has been questioned by IBAC on four occasions for a potential rort on the eve of the last election (2018).

Mine is not to suggest that corruption does not exist on all sides of politics. I suggest that reining in absolute power is the only way to ensure a healthy democracy with limited corruption and a sustainable future.

Our region has also been conned by the Premier’s power. His supporter in the Shepparton district has divided the community with his borrowed dollars poorly used on our local education challenges.

We need to strengthen the opposition to stand up to dictator Dan. We need a strong opposition to regain and maintain the freedom of speech and freedom of movement.

I am involved in business and community and in one personal example. The residential rehab started in Shepparton in 2017 has saved the state government over $1.5M per year (incarceration costs over $140k per prisoner) has enriched the lives of many of the 400 past residents and freed many from addiction and not received one cent of state government funding. It did however receive $25,000 for three years from the Fairley Foundation through the efforts of its CEO Cheryl Hammer as seed funding to get us going.

Making our community thrive is more than dollars. It is about facing reality and being part of it. If Cheryl Hammer is elected as our representative in the Shepparton electorate and most likely become part of a stronger opposition, her contribution over the next four years will steer the opposition to become a worthy contender for government in the year of the Commonwealth Games in 2026.

MACTIER PARK LACK OF COMMITMENT Dear Editor, The extension of Mactier Park in Tatura has been the Tatura Community Plan Committee’s number one priority for over 20 years. While some improvement has been made over that period, the following key features remain to be undertaken: • Increase in the size of pristine park and improved playground equipment • Provision of amphitheater-like conditions to improve outdoor entertainment potential • Relocation of the skate park to a more prominent, and safer location immediately south of the proposed roundabout • Elimination of extremely dangerous intersection which currently has insufficient sight distance and room to allow safe turning under present traffic volumes • Elimination of an unkempt land right in the heart of town • Additional car parks • Improvement in school bus stop arrangement, which if not attended to could result in an accident involving school children.

While Council has a lease over the VicTrack land where these works are intended to be placed, in effect, nothing can be done on the site until the environmental issues on the site are ameliorated.

I call upon local state election candidates and the sitting member to secure $400,000 to remedy the environmental issues on the site and allow the community to complete their vision, otherwise the land will remain a blight on the Tatura Community forever Yours sincerely, Terry Court, Tatura

An art for success TAEKWONDO at its heart is a purposeful martial art that utilises punching and kicking techniques to foster strength of mind through mental armament.

For students of Koryo Taekwondo Centres throughout Victoria, studying the martial art is an opportunity for its participants to build confidence, resolve and physical prowess by being pushed out of their comfort zones to engage in bouts and competitions.

Having instructed hundreds of students across five Taekwondo centres in Victoria, head instructor of Koryo Taekwondo Centre Shepparton, Sam Rachele said, “I love seeing shy kids of three or four go onto being young individuals who can hold their heads high through Taekwondo. The art helps students to develop the courage and resilience to face life’s challenges as well as adversity.”

With qualified blackbelt judges at the helm ensuring robust, safe and controlled bouts, Kyorugi and Poomsae competitors fought it out within divisions of four students, determined by age, weight and belt colour.

With students ranging from four to 50 years old, every competitor on the day went home a winner, with each

division being awarded a gold, silver and two bronze medals.

In offering advice for students heading into their first bouts, Sam said, “When a student first approaches a fight, they are full of trepidation, but once they step over the line and push themselves, they are taking an enormous step; if they win, they feel like superman, but if they lose, it just makes them try harder.”

It takes a village

ASK Judy Luscombe anything about knitting and she has all the answers. Having learnt to knit as a small child – she is the ultimate expert.

During the Covid lockdowns of 2020, Judy knitted an entire small village, complete with bakery, a church in the midst of a wedding ceremony, a farm, and even a Country Women's Association tearoom. She completed the whole project in only six weeks.

Judy has gone on to knit the fairy tale of Peter Rabbit and M r McGregor. This project would be a delight in any library or kindergarten setting. Judy has been a member of the Country Women's Association for more than 60 years. She is very respected throughout the CWA community far and wide – and her talents involve all sorts of craft. Judy is forever cooking for family, friends and the charities in

The Mooroopna CWA is an active advocacy and support group for women in country areas.

The Mooroopna branch of the Country Women's Association (CWA) meet on the second Thursday of the month at the Royal Mail Hotel, Mooroopna and are always open to new members.

By Natasha Fujimoto HELEN Janke not only has the best job in the world earning her a full cup of satisfaction, but she also has the skills and passion to provide adults with special needs an opportunity to enact their ambitions.

As the former director of the resoundingly successful local theatre company, Initial Stages, voice teacher Janke simply cannot say enough about the zest of her new adult troupe entitled, Creating Drama.

Encompassing performers with down’s syndrome and autism, Creating Drama has grown in number from four to 22 in five years.

Instructing tap and contemporary dance along with singing and performance, Helen says she maintains the same high expectations of her performers as she did her students from Initial Stages.

Awestruck by the collective encouragement and team spirit of the

group, Helen states that the opportunity for these adults to learn performance is not just a social enterprise but a right to explore their creativity, as she states, “I remember just after rehearsal one day, a beaming performer with down’s syndrome came up to me and said, ‘Thank you, this is my dream.’

“At that time, I looked around at all the beautiful people taking five and I thought, this is not a dream this is a provision of choice; an opportunity to be a part of something that inspires you,” Helen said.

The way Helen describes how her students have grown from shy and anxious performers to focused and polished artists over the years, you just know why she calls herself “blessed”.

Better mental health services for young people SO that more young people can access critical mental health care and support services when they need them, Victoria’s Youth Prevention and Recovery Care (YPARC) network is being expanded with a $141M investment.

Acting Minister for Mental Health, Colin Brooks announced five new locations for YPARC centres recently, that include Shepparton, Heidelberg, Traralgon, Ballarat and Geelong.

By recommendation from the Royal Commission into Victoria’s Mental Health System, the new YPARC centres will provide flexible, round-the-clock clinical care for young people aged 16-25 experiencing mental ill health.

Each new centre will have 10 private

bedrooms complete with ensuite bathrooms, communal kitchens, dining and living areas, breakout spaces and outdoor gardens for rest and recovery, as well as family visits.

Designs for the new facilities will draw on the insights and experiences of clinicians, carers and young people with lived experience of mental ill-health by inviting them to participate in workshops.

Shepparton YPARC facility will be located on the corner of Numurkah and Balaclava Roads, Shepparton and operated by Goulburn Valley Health.

Existing YPARC centres in Bendigo, Dandenong and Frankston are also being refurbished and modernised, with the process to find a contractor underway.

Putting a little dignity back into cancer treatment

By Natasha Fujimoto TO be diagnosed with breast cancer is a verdict that no one wants to hear and before a patient can collect her thoughts, she is swept away by treatments and appointments, often losing her sense of self and sometimes, even her dignity.

Diagnosed with breast cancer in November2021, Shepparton resident, Olinda, began her radiation treatment at GenesisCare.

Acknowledging the exceptional care given by the staff at the cancer treatment centre, Olinda felt exposed and uncomfortable during radiation sessions which required her to be unclothed from

the waist up, as she said, “It was very confronting and embarrassing having to walk into a room with your chest bare, despite how lovely and caring the staff were.”

Wanting to alleviate the embarrassment for herself and other patients, Olinda teamed up with Goulburn Valley Quilters to make personalised modesty covers to help restore a little ease and dignity during treatment.

Coordinating Breast Cancer Groups to provide support for patients and to garner feedback about their cancer treatments, GenisisCare immediately jumped on board with Olinda’s simple but effective

idea, as patient services officer Allison Elliot said, “We set up patient groups to provide us with feedback; it's all about changing what we can to make them feel better, that’s our focus and we have had a very positive response about the modesty covers. We hope to roll them out in the future to other GenesisCare sites.”

With 50 modesty covers already made with the help of GV Quilters and with messages of support sewn into each of them, Olinda said, “It’s such a simple idea to keep the dignity of the people who are receiving treatment and they provide a personalised touch to those who need it most.”

“This will free up hospital resources, so patients with more acute medical needs can be attended to promptly. I have campaigned to get this service to help our already stretched hospital, but we have the larger issue of staff shortages in the medical profession.”

GV Health advice on potential flood related injury and illness WITH flood waters still high and residual pools becoming the perfect breeding ground for mosquitoes and other nasties, clinical director for Goulburn Valley Public Health Unit, Dr Will Cross has issued important advice to assist the community in prevention of flood-related injury and illness.

Following the acute phase of the floods, Dr Cross states it is vital that people continue to avoid entering the water where possible.

With th e p e rilo us f lo o dwate r potentially causing bacterial skin infections and gastroenteritis, Dr

Cross unequivocally stated that children should not play in it. For anyone who cannot avoid entering the water, they must immediately wash exposed areas in clean soapy water.

With lingering floodwater breeding mosquitoes, repeated and widespread scratching can break the skin and allow bacteria from nails to enter the blood stream.

In some cases, cellulitis can occur as the skin infection spreads and worsens and requires immediate medical care.

measures to help customers affected by natural disasters. Depending on individual circumstances, assistance may include: • A deferral of scheduled loan repayments, on home, personal and some business loans for up to three months • Waiving of fees and charges, including for early access to term deposits • Debt consolation to help make repayments more manageable • Restructuring existing loans free of the usual establishment fees • Offering additional finance to help cover cash flow shortages • Deferring upcoming credit card payments • Emergency credit limit increases.
