RURAL Councils Victoria has welcomed a state and federal government announcement of a $9.4M Council Priority Betterment Program’ to improve the resilience of essential public assets such as roads, bridges and footpaths damaged as a direct result of the 2022 flood event.
The impacted councils eligible to apply are Buloke, Campaspe, Central Goldfields, Gannawarra, Loddon, Moira, Murrindindi, Benalla, Bendigo, Hepburn, Mildura, Pyrenees, Shepparton and Strathbogie.
“The announcement has important significance,” Rural Councils Victoria Chair Cr Mary-Ann Brown said.
“It is the first time that state and federal governments have embraced the concept of betterment in Victoria, which means building back assets to a higher standard to withstand possible future natural disasters.”

Continued poor ambulance response times
IN the wake of recently released Ambulance Victoria data which showed the service is failing to meet response time targets in many regional local government areas, the Liberal Member for Northern Victoria Wendy Lovell has called on the Andrews Labor Government to allocate additional resources to improve ambulance response times in Northern Victoria.
Ambulance Victoria use two official response time targets to measure their service performance - respond to Code 1 incidents within 15 minutes for 85% of incidents statewide and within 15 minutes for 90% of Code 1 incidents in centres with populations greater than 7,500.
The data showed that in five regional local government areas – Strathbogie, Indigo, Murrindindi, Pyrenees and Golden Plains, less than 30% of calls of Code 1 emergencies received an ambulance within 15 minutes.
Ms Lovell said in the three LGA's in her electorate, Strathbogie Shire recorded just 25.5% of Code 1 calls received an ambulance within 15 minutes, Indigo Shire just 26.9% and Murrindindi Shire only 27.7% of Code 1 calls met the required response target.
Ms Lovell said the data showed the Andrews Labor Government had failed to
adequately resource regional ambulance services and called on Minister for Ambulance Services Gabrielle Williams to allocate additional paramedics, equipment and vehicles to ensure Code 1 incidents meet the required response targets.
"To improve response times for Code 1 calls in regional areas, the Minister needs to take immediate action and allocate more resources and personnel to regional areas," said Ms Lovell.

Heritage Conservation Grants Program.
The Heritage Conservation Grants Program aims to promote good conservation practice through works that improve the physical integrity or appearance of a place, while being respectful of the place’s significance.
This will be Council’s seventh round of the grant program, following hugely successful rounds over the last six years. The program is a key element of Council’s commitment to recognising and protecting Greater Shepparton’s diverse cultural heritage for present and future generations to interpret and appreciate.
The 2022/2023 program saw more than $86,000 awarded to heritage conservation projects across the municipality. This money was used for a range of works, including restoration of headstones, verandah repairs, cellar restorations and external painting.
Grants of up to $15,000 are available, on a $1 for $1 basis, which can include financial or in-kind contributions. Owners of properties within the Heritage Overlay, both individually significant and contributory to a heritage precinct, are eligible to apply.
Eligible projects will assist in the repair or conservation of the heritage fabric, or enable documentation such as specialist assessments or conservation management plans. Works must be undertaken and completed between late 2023 and 31 May 2024. Full eligibility requirements are outlined in the Heritage Grants Guidelines 2019, which is available on Council’s website.
Grant applications can be lodged
with Council from today until Friday 8 September 2023. Applicants are strongly encouraged to engage with Council’s free Heritage Advisory Service to discuss the proposed works. To make an appointment with a Heritage Advisor, please contact Council’s Building, Planning and

A growing number of schools are helping children regulate their emotions with sensory rooms and specialist support – ensuring they are in the best mind-set for learning.
“Some students need a little help with their alertness and readiness for the classroom,” Brendan Kenna says. “It has nothing to do with background or disadvantage - they can be any student at any school, anywhere.”
Brendan, Assistant Principal at Wilmot Rd Primary School, was recognised as one of Australia’s 12 most inspiring teachers in the 2022 Commonwealth Bank Teaching Awards. He has a keen interest and expertise in the neuroscience behind moderating children’s emotions.
The school boasts a “Regulation Station” where the activities, equipment and
even the lighting are all designed by an occupational therapist to help students identify and manage their emotions.
“It’s not shooting hoops,” he says. “It’s an evidence-based, targeted and timespecific program so children can reach their optimum learning state.”
Wilmot Rd has partnered with health professionals from the Thrive Group to support the approach in the classroom. Brendan, and occupational therapist Olivia Pennisi, are now working with Greater Shepparton Secondary College, where regulation rooms are being launched to allow sensory and emotional support to continue in high school.
“It works,” Brendan says. “The children involved are more settled and we see real improvement in NAPLAN scores.”

New Basin Plan to Slaughter Regions
The Albanese Government has effectively torn up the Murray Darling Basin Plan leaving only a weak and meaningless commitment to minimise the social and economic impacts on basin communities.
Victoria was the only state that refused to sign up to the new plan last week, which extends the time for delivery of water infrastructure projects to December 2026 but also includes an additional 450GL of water for the environment to be delivered by December 2027.
What is missing from Water Minister Tanya Plibersek’s new plan is the neutrality test established in 2018 and agreed to by all basin states, to protect basin communities.
What we now have proposed is a plan that only seeks to minimise impacts, most likely through one off compensation, a pittance compared to the generational impact of lost production, jobs, economic activity and population in communities that rely on water for agriculture. This community-destroying, corrupted new version, which will be introduced in legislation within weeks, promises funding to deliver the remaining water, and to support communities where voluntary water purchasing has flow-on impacts.
This is a plan to slaughter our regional communities and deliver environmental water at any cost.

There’s just a few days left to request an Expression of Interest form for the Federal Government’s Volunteer Grants Program. Up to $5000 is available for not-for-profit community organisations to support the work of local volunteers. You can request a form by emailing sam.birrell.mp@aph.gov.au

Finals Fever
Sporting clubs across the region are preparing for some big clashes over the coming weeks as finals approach. I wish everyone the best of luck and congratulate everyone for their efforts in the 2023 winter sports season. Finals are a great opportunity for people to come together and get behind their local club. This season I’ve trained with several football and netball teams and met some great locals who are doing so much for their community. I’m looking forward to continuing to shine the spotlight on community sport infrastructure during the 2023 preseason and 2024 season.
Kim’s stance
A message from Kim O’Keeffe, the Nationals Member for Shepparton District FOR the past months I have been following both sides of the Voice debate. I have met with our local elders, the Shepparton Reconciliation group and have had many discussions amongst the community. It is an individual choice on which way we vote and the choice that each of us make should be respected. It’s a democratic process and ultimately a decision will be made by the Australian people.
I have always said that I will support our Indigenous community, and I stand by that. We have one of the largest indigenous communities outside of Melbourne. A very high majority of the local indigenous people that I have spoken with support the Voice to Parliament. I hope that we can all move through this process in a calm and considered manner.
A Legacy we cannot forget
THIS week is Legacy Week, and it's a timely reminder of the work and support this wonderful organisation does for the families of those left behind. The week coincides with Legacy's 100-year anniversary torch relay, which began in France in April and will pass through Shepparton on September 23, on its way to the Shrine of Remembrance.
Legacy provides support to the widows of servicemen with financial hardship, living with dignity at home, as well as health and safety, etc.
"If we don't get support, the ladies are going to miss out,' said Jack Thewliss, a 23-year member of Legacy Shepparton.
The Shepparton beneficiaries are predominantly in their 90s. After the stress of Covid and fear of a recession, now it is more important than ever to offer support to this wonderful charity.

Advocating for vulnerable students
After intense lobbying from all of our Nationals State MPs and with our colleague, Shadow Minister for Education Matt Bach, Labour’s Education Minister Natalie Hutchins, has back-flipped on her appalling decision to cut the visiting teachers’ service. Children with disabilities need specialist teachers. We heard first-hand from a number of disability organisations including Deaf Australia, on the devastating impact removing Visiting teachers would have had. How could they have even considered this appalling decision?
Shining a light on homelessness
Read, Grow, Inspire
BINGO was there without Bluey, and footy stars were present. Thing 1 and Thing 2 made a special appearance. A flurry of lastminute shopping and sewing, and Book Week 2023 was another roaring success.
Book Week has been bringing children and stories together all-round Australia since 1945, and from Aug 21-Aug 27, the students at Inspira Kids Early Learning Centre dressed up as their favourite characters. This year’s theme was "Read, Grow, Inspire."
During Book Week, schools and public libraries celebrate books, children’s authors and illustrators.
Classroom teachers, teacher librarians and public librarians create colourful displays, develop activities, run competitions and tell stories relating to a theme to highlight the importance of reading.
Homelessness Week 2023 was this month. I was so inspired by the Shepparton team at Wellways Australia, who created 450 houses as part of a powerful campaign of 6,000 paper houses laid on the steps of Parliament, representing the number of homes needed to be built every year to address the housing crisis. It’s heartbreaking that hundreds of people in our community are desperate for housing. We must keep talking about this issue and work together to find solutions. Everyone deserves a safe and secure home, and I’m committed to advocating for more affordable housing in our region.
Victoria’s roads are being neglected
I recently spoke in Parliament on the state budget and how it fails to address our crumbling roads. Victoria’s regional roads will continue to decay further with maintenance funding in this budget slashed. Since 2020, road maintenance has been axed by 45%. I have never seen the roads in such a dangerous and unkempt condition. This is a safety crisis. The recent report that no contracts for road resurfacing have gone to tender this year is shocking. There are over 5,000 new potholes reported statewide, an increase of 272%. The need to address the condition of our roads is urgent.
Boost for sports clubs
Football and netball clubs can apply for grants of up to $250,000 through the 2023-2024 Country Football and Netball Program. Grants can be used to make sport infrastructure dreams a reality, like upgrading lighting, developing change rooms, and building new pavilions. I’m eager to help our local clubs get the much-needed upgrades they deserve, so be sure to apply before October 9. “The Victorian Government has remained steadfast, supporting the retention of the socio-economic neutrality test and opposing buybacks, which is justified by the heavy lifting our irrigation
districts have already done to help deliver the bulk of the water recovery under the original plan,” Mr Birrell said.
“In contrast, NSW Premier Chris Minns, who was publicly opposed to buybacks two weeks ago has rolled over giving the Commonwealth the green light.” Mr Birrell said buybacks will take water out of the consumptive pool and increase competition for the remaining water.
“This is a plan to slaughter our regional communities and deliver environmental water at any cost,” Mr Birrell said.

$13,000 raised for breast cancer
DURING their fourth annual Breast Cancer Network Australia (BCNA) afternoon tea, the Seymour Lions raised more than $13,000 for breast cancer research.
With nearly 200 tickets purchased for ‘Sarah’s Day,’ in honour of the late Sarah Locke who sadly lost her courageous battle with breast cancer just over a year ago, Kings Park was awash in pink to support the worthy cause.
Seymour Lions President Gerard O’Sullivan paid tribute to the Locke family for their support of the afternoon.
“The Locke family are an integral part of our club, Stuart is a life member, Chloe and Sophie
have played here since they were kids and as a netballer and volunteer Sarah was a constant around Kings Park,” Mr O’Sullivan said.
“Through such a difficult period the Lockes have been determined advocates for breast cancer research, raising awareness and being so giving with their time and energy.
“Sophie is doing amazing work as an ambassador for BCNA and Stu Locke’s pink bus has been easy to spot around town. We can’t thank them enough for allowing us to honour Sarah today and we hope the afternoon has done her legacy in our community justice.”
Mr O’Sullivan thanked the club and
community for rallying behind the event.
“The amount of work put in to get this event off the ground is amazing and I’d like to thank everyone involved on behalf of the Seymour Lions and the broader community,” Mr O’Sullivan said.
“It’s an honour to be part of a such a selfless community and a club where people never hesitate to help out the town, particularly over the last 12 months with a difficult flood clean up and then events like this.
“The Tatura Football Netball Club deserve a massive thank you for being so flexible and throwing their support behind the day. We
can’t thank them enough. Everyone across our community has been touched by cancer in some way and it’s just incredible to see how giving everyone is and how supportive this town is.
“This is what footy clubs are all about. Supporting one another, bringing people together and strengthening communities. We’re determined to keep growing this day in honour of Sarah and raise as much money as we can to support breast cancer research. From everyone at the Seymour Lions, thank you for your support and we can’t wait to do this all again next year.”

Football previews round 1 finals
ECHUCA V SEYMOUR –QUALIFYING FINAL
What a cracking contest this promises to be between the two best teams during the home and away campaign. The reigning premier lost once during the campaign – to Seymour while the Lions lost twice – once by a point to Kyabram and in the last round to Shepparton. On what I have seen, this promises to be a fantastic game between two teams that play vastly different brands of football. The Murray Bombers’ love the contest and got the perfect dress rehearsal against Mooroopna last round while the Lions are a run and gun team with exceptional execution skills.
It will be interesting to see the composition of their teams with Seymour expected to have Josh Alford, Michael Hartley, Seamus Feery and Tom O’Sullivan available for selection while Andrew Waker, Cam Valentine and Ben Reid should all play. The Murray Bombers will hope to have brothers Hugh and Angus Byrne available for selection as well, with the latter dependant if qualified given he spent most of the year playing in the VFL for Geelong. Jackson Stewart was brilliant for the Murray Bombers, Liam Tenace is a talent on the rise and clunked some crucial marks, while Logan Prout, Matthew Lias, Jack Evans and Sam Reid were very good especially as the Cats clawed their way at them in those dying minutes. Jack O’Sullivan, Riley Mason, Ben Cooney, Dylan Scopel and Ben Rigoni will be important for the Lions and they will take confidence in that they have beaten the Murray Bombers this season. While the last round loss was not ideal, coach Ben Davey is a savvy operator and he will back in his boys to dish it up to the reigning premier. I think it will be cracking contest, but I am leaning towards the Green Machine to advance to the second semi-final. Tip: Echuca.
KYABRAM V MANSFIELD – ELIMINATION FINAL
Mansfield faces a massive task if it wants to keep it season alive when it takes on Kyabram. The Eagles have done well to qualify for the September action, but to continue their season they must reverse a trend.
And, that is win a game against a team inside the top six.
All of the Eagles’ wins came against teams outside the top six. They failed to win a game against a team above it, including Kyabram which defeated the Eagles recently.
The Bombers will look to win to set-up a crack at the winner of Echuca versus Seymour for a shot at qualifying for the season decider.
Aidan Robinson, Kaine Herbert, Archie Watt, Zachary Norris, Jake Parkinson and Kyle Mueller will be important for the Bombers as will Lachie Smith down back. Jason Morgan should return for the Bombers, which will provide them with that leadership and experience in the back half. The Eagles will look to Brett Mahoney, Jack Tomanovits, Cameron Arnold, Harry Mahoney and Dylan Lowry to try and lead the way for the Eagles in their bid to upset the Bombers. I think the Eagles will be competitive, but it will be the Bombers that advance to the second week of the finals. Tip: Kyabram.
EUROA V MOOROOPNA – ELIMINATION FINAL
This is a really intriguing match-up. Both teams have had their good games and then not so good.
Mooroopna got itself ready for the finals with a hotly contested arm wrestle with Echuca while Euroa was up for the fight it getting past finals bound Mansfield last round. The Magpies welcomed back a whole host of players and it was probably the first time in a long time that it had close to their best 22.
Jacob Gleeson, Jett Trotter, Andrew Smith, Jack McKernan, Andrew Bell and Morrison Medal favourite Will Hayes will be looking to lead the way for the Pies. Boom recruit Bryce Rutherford was outstanding for the Cats and he was up for the contest last round.
Jack Johnston, Jed Woods, Nathan Basile, Liam Betson Jackson Trengove and Daniel Johnstone were others who contributed in the narrow loss. This will be a real arm wrestle like when the teams last played which was won by the Pies by less than a goal. I expect it to be close again and I am going to go with the Cats to advance to the second week of the finals. Tip: Mooroopna.
