Nine wards named for Greater Shepparton By Deanne Jeffers IN A significant restructuring move, the State Government has unveiled the names of the nine wards to be established within the City of Greater Shepparton. Under the restructure, Greater Shepparton will still have nine councillors, but has been divided into nine ‘wards’ of approximately 6,500 residents, and each ward will elect just one councillor. By Aaron Cordy IN 2008 a National Disability Agreement was signed in what appeared to be the first step to providing better support for people with disabilities falling through the cracks of health care systems. Jump to today, and many of those cracks have been filled by people and organisations with support and care being the last priority, as they reach for every dollar they can squeeze from the National Disability Insurance Scheme (NDIS). Former nurse Pauline Bartel could barely walk when she got onto NDIS. She has experienced mixed results regarding sorting out her plan and the people who provide help that the plan pays for. Pauline has tales of carers who would sit in her house and count down the clock, a male carer using her time to visit his girlfriend and then bragging about getting paid to "sit on his arse," and healthcare professionals who make unnecessary phone calls then charge them to her plan. "But I find the saddest thing about it, once someone knows you're on NDIS, you're a cash cow," said Pauline. "People don't get it, they go, 'It's not your money it's the government's money.' I say no, the Government's given it to me to create a better life for myself. I don't see the money." It's this misconception that people think
they're taking money off the Government that allows providers and businesses to believe they can charge what they want for NDIS, but once a plan is wrung dry, it means those in need can't get their basic healthcare needs met. Nikki Solway, director of Disability Care Connect, has seen the NDIS breakdown on both sides, she understands some abuse the system, but she also knows many people are not getting the help they need because their plan isn't equipped to meet their needs. "At the end of the day, it comes down to the fact that NDIS do not have enough staff or funding, or knowledge regarding people. They don't have enough staff to cover all the participants they have, to make sure all the participant's needs are being met," said Nikki. "I was working with a woman once who needed 24-hour care, she couldn't leave her bed unless there was a hoist, and you need two people for that. Her plan only covered enough to have two people for five hours a day. So, she had no overnight care. If there had been a fire in her house, she would have died. "On the opposite side of the spectrum, there are some people who are really good at knowing what to say to NDIS and they get too much funding in categories. The NDIS don't have enough personnel and
time to be able to review the cases in depth, and to get to actually know the specific client's needs." There needs to be a better way to help people with disabilities receive the care that NDIS intended for them, and a way to chase off the dodgy minority who see the scheme as an easy way to take money from the Government.

Sinkhole still causing issues for motorists By Deanne Jeffers LESS than a year since emergency works were carried out on the Nixon and Wyndham Street intersection, the roadway has again fallen into disrepair. One reader, James Evans, said he raised the alarm with VicRoads on January 12, after a concerning rattling noise started in the front end of his car after travelling over the area. The intersection was the scene of a pavement traffic hazard on November 11, 2022, sustaining damage during the October 2022 flood event, which was made safe with large steel plates. Following this, Regional Roads Victoria was then back at the
scene February 21 to 23 to conduct emergency works in 2023. However, by January 2024 the roadway had begun to sink again. "I've had to have my struts replaced due to the sinkhole at Wyndham and Nixon street," said Mr Evans. "All VicRoads and the Council seem to do is put a Band-Aid over the top of potholes that end up failing and the pothole ends up just as bad." "After hitting the bump, the front end of my car had a horrible rattle noise. I submitted a report on Send, Snap, Solve when it happened, and I've just been waiting for my mechanic to come back to be able to fix the car.
"It cost me $510 to have the strut bushes replaced because they had snapped," he said, adding that since making the report on the app for reporting hazards, "January 12 I reported it and they have only recently put a yellow plate over the sinkhole." Docu ments from M r Evan's mechanic state, "Inspected front end suspecting knock to be coming from strut top mounts, everything else is ok." Unfortunately, the damage costs more than Mr Evan's insurance excess, and the damaged is less than VicRoads threshold amount of $1,580 to be able to claim damages from the state's road body.

NEWS IN BRIEF RIVER BANK STABILISATION WORKS GREATER Shepparton City Council wishes to advise that a contractor will be completing river bank stabilisation works from Monday, February 19, along Tom Collins Drive and the Aquamoves Precinct in Shepparton. By Aaron Cordy GOODNESS and generosity can be the most undervalued traits of humanity, but when they are instilled in young people it can have a lasting effect on the global community. In the spirit of that generosity, Goulburn Valley Grammar School (GVGS) has donated 23 used laptops to the Foundation of Goodness (FoG) in Sri Lanka. The laptop donation will be coordinated by the Shepparton Central Rotary Club (SCRC), it’s the second time GVGS has lent its support by giving their used laptops. In 2018, GVGS donated 22 laptops, which were distributed to FoG's Village Heartbeat Empowerment Centres in Udumulla & Moneragala, the Akurala & Kahawa Child Resilience Centres and other deserving individuals. “To make sure we can help out any community, being global citizens as we are, we send students overseas for exchange and learning experiences and this forms part of it, it’s part of our community service,’ said GVGS director of co-curricular programmes, Shane McDonald. “It’s part of teaching students they can
contribute. If they do it when they're young, they’re more likely to do it when they’re older.” The program is part of a broader effort by SCRC, which has sent stationery, school clothing, and preloved sporting equipment to FoG in Sri Lanka since 2020. The laptops will be directed towards rural school children in Sri Lanka, empowering them to excel in IT and facilitating their English learning, thus making a significant difference in their lives. “Foundation of Goodness in Sri Lanka stands as a beacon of hope for underserved communities, offering opportunities through the establishment of facilities, training, and exposure to tap into the abundant talent and skills found in rural villages. Since its inception in 1999, FoG has been dedicated to holistic rural community development, especially in the aftermath of the 2004 tsunami that devastated many lives in Sri Lanka,” said RCSC director, Sam Atukorala. “We extend our heartfelt thanks to Goulburn Valley Grammar School for contributing these laptops and for supporting less fortunate school children in Sri Lanka.”

The indifference shown by the supermarket conglomerates affects most aspects of daily life because the simple fact is as a society we have allowed them almost total control of the goods we need daily, from food and household goods to the clothing we wear and more. With a focus on finding a better share in the profits for framers who have been left struggling while Coles and Woolworths rake in Billion-dollar profits. The C4GS audience kept a more realistic view on the matter, with many people present having some form of personal experience with how supermarket profiteering has crippled many local farmers and businesses. Zucchini farmer and local businessman, Dhami Singh, knows how supermarkets manipulate and control market prices. He had to mulch part of his crop last year when Coles and Woolworths held the prices of zucchinis high, which meant for many farmers it was cheaper to abandon ripe fruit than pay workers to pick it at a loss they couldn’t cover. “The pros and cons of whatever is coming in the future, I was interested to know. I would say he was really knowledgeable even, but I’m not really sure how it is going to affect running our business... or when I'm going to see the change,” said Mr Singh.
M r Griffith talked about enforcing market caps on the supermarkets that are designed to still grow and affect share prices, among other options to help growers. “It’s a massive challenge, and I say that it’s been going on for 30 to 40 years. So, I think we’ve been losing that battle pretty consistently ongoing for a long, long period of time,” said Mr Griffith. “All we can do is just have a go... if we want to make a change. At the same time, it’s not an easy egg to unscramble.” With an election to be called anytime before September 2025 and the cost of living on everyone’s mind, there will likely be many promises made about supermarket pricing from all sides of government, but will an elected government be bold enough to enforce real change for the people when they have allowed this system to grow and thrive for over thirty years, under serval governments of all political persuasions.

But the reality is most of us will be a leader in some way, shape or form during our lives, so let’s keep that in mind. I have the joy of having a leadership role in quite a number of organisations and leadership is bit of a pet subject for me. And so keenly observe leadership styles, here are some of my musings: The best leaders are the ones who are genuine. They are in it for the right reasons, and they are truthful and yet caring when they live truth. They are people who really want what’s best for those they are leading, rather than what’s best for themselves. Personally, I’ve tried to model my own leadership on (in my opinion) the greatest leader of a l l t i me , Jesus Christ. He models these and many other leadership traits

Scouting out adventure in Kialla By Aaron Cordy THE call to adventure has been sent out by the 1st Kialla Scouts Group. Children from the age of 7-14 are invited to come join the fun with the Cubs and Scouts as they mix with kids their age building resilience and confidence in a friendly environment, doing a range of activities that will teach them skills they can carry with them through life. Kialla Cub Scouts meet on Thursdays from 6-7.30pm during the school term and is for kids aged between seven and 10. For 11 to 14-year-olds, Scouts meet on Tuesdays from 6.30pm to 8.30pm. Cubs and scouts can find themselves learning about bushcraft while camping, about nature and the
environment, going rock climbing and canoeing, as well as visiting interesting places like museums and the police station. This year's Scouts can take part in Jamboree, which will be held in Maryborough Queensland next January. Jamboree is held every four years and is an experience like no other when more than 10,000 Scouts from across Australia and the world meet for a 10-day camp filled with activities, challenges and endless opportunities to make lasting friendships. Waranga Hybrid Drainage Project

A new drainage project is being delivered to the Waranga catchment as part of the ongoing partnership between Goulburn Murray Water (GMW) and the Goulburn Broken CMA. The Waranga Hybrid Drainage Project combines a mix of GMW drain construction and the new, low-cost approach to restoring natural drainage flows, which is based on declaring drainage courses (DCDs). DCDs involve the removal of obstructions to restore flow paths which allows water to move through the landscape as it would under natural conditions.
Better drainage provides environmental and agricultural benefits such as reduced inundation, waterlogging and salinity impacts. A drainage course declaration (DCD) will be placed over the Waranga Hybrid system to protect the drainage service into the future. The DCD extends to the north of Waranga Basin and will service 45 properties in this previously landlocked catchment.

GOVERNMENT MUST LISTEN TO YOUTH VOICES
Dear Editor, Being a young person within Greater Shepparton and someone who has continued to pursue professional ways to advocate for the rights, needs and desires of young people across our state, it is quite alarming that my hometown’s council has seemingly forgotten the voices of so many young people. Having done a brief stint in Melbourne for the beginning of a degree, I realised how incomparable the youth voice support is between Melbourne and Shepparton, seeing recently that Campaspe Shire Council is advertising applications for their youth advisory group, it is disappointing that the last thing I can find from the Shepparton Council concerning a youth voice body interacting with Council was now more than two years ago. Young people, especially those under the age of 18 should be provided the opportunity to influence the policies that will impact them for years to come, whether that’s at a national level or a local level. Disenfranchised young people tend to only become less engaged when they feel as though their needs are ignored and that the focus of policy is merely in pursuit of political gains and focused on serving the political interests of an individual rather than the good of the community. Having disbanded and defunded the previous Word and Mouth organisation, the poorly executed replacement has had little continued involvement, and if you were to survey most young people - or adults for that matter as to whether we even had a youth advisory body, the closest thing which you could draw would be the GS Young Champions. While playing an important role in providing information, it does not properly fulfil the same purposes as Word and Mouth had. Consider this a request to the sitting councillors, with elections looming this year, please remember the voices of not only those who will be going to the polling booth this year but also those who will be going to them in a few short years. BUYBACKS AND FLOOD MITIGATION UNALIGNED
Dear Editor, A document updated on the Murray-Darling Basin Authority website on February 7 explains issues around relaxing constraints, describing a ‘constraint’ as “a technical term that reduces the ability to deliver water for the environment”. Of course, it’s pointless recovering and storing environmental water if there are ‘constraints’ that thwart the ability of authorities to deliver that water. Therefore, in a common-sense world, wouldn’t any reasonable thinking person deduce that the constraints issue must be resolved before governments recover more water than can be delivered? Because if you don’t do it this way, we will have too much water stored in dams and will significantly increase the flood risk when there is an unexpected rain event. And yet the MDBA tells us it will be preparing a constraints ‘roadmap’ by the end of 2024, and the Albanese Government has extended the time “to design and implement the constraints measures projects” to December 2026. This is being done at the same time as the government announces its next round of buybacks, which is the worst possible way to recover water due to the damage to rural communities and the Australian population in general, as they reduce food production. Talk about putting the ‘cart before the horse’! It is such a shame the Basin Plan has degenerated into a plan that is all about politics, not the environment. If governments were genuine about maximising water efficiency and using it in the best possible way for the environment and food production, there would be far more rigour around what volumes it actually needs to recover, and how they can best be stored and delivered. Buying vast volumes of water at massive taxpayer expense, when you don’t even know how much will fit down the system without causing even more flood damage, is surely the methodology of fools. Career and training opportunity for local women
A PIONEERING early years’ training and employment program for women was officially launched in Shepparton on Friday, February 16. This unique program delivered by WomenCAN Australia offers a beneficial 'earn and learn' model, enabling women from diverse backgrounds to embark on a paid traineeship while pursuing a Certificate III in Early Childhood Education and Care (CHC30121), a nationally recognised qualification. Spearheaded by WomenCAN’s Donna Baldwin, who has been ingrained in the local community for several years, the program is a collaborative effort with Greater Shepparton Foundation, Greater Shepparton City Council, Bowden Marstan Foundation, and GOTAFE. Founder and CEO Mikaela Stafrace underscores the program's transformative impact, citing the removal of barriers and the
cultivation of financial independence through tailored support mechanisms like The Placement Circle. “What we do works in getting women into work. We remove barriers and inefficiencies that would otherwise make it impossible for many women to even begin arranging training and employment. We walk alongside women, who themselves drive the peer support program, every step of the path, to financial independence,” said Ms Stafrace. A fitness revolution to suit all kinds of women

A ball of fun for this little wombat
SNIFF, the Southern Hairy-nosed Wombat at Kyabram Fauna Park, has encountered a novel challenge: a massive hay ball packed with his daily sustenance. Mammal keeper Jessica Lyne said offering food in this way is mentally stimulating and supports physical activity for a healthy wombat lifestyle. “Sniff will push the ball around his habitat, finding the easiest food to grab first then spend more time looking for the rest of the food,” Ms Lyne said. “He uses his head to push the hay ball around, however sometimes he will use his bum which is interesting to see. After that he takes a midday nap and then goes back to the ball for afternoon zoomies.” The hay ball contains a mix of Sniff's favourite

treats—corn, sweet potato, and tough native grasses—essential for grinding down his teeth. Wombat teeth are open rooted which means they grow continuously throughout their lifetime. While Sniff enjoys his daily routine, his species, the Southern Hairy-nosed Wombat, faces significant threats such as habitat destruction and disease, leading to its classification as Near Threatened. Despite the challenges, Sniff and his kind play a crucial ecological role as nocturnal herbivores and skilled diggers, aiding in nutrient distribution and seed dispersal. Visitors to Kyabram Fauna Park have the opportunity to observe Sniff near the finch aviary, particularly during the morning or late afternoon when he often retreats to his den for a peaceful slumber.

Nine wards named for Greater Shepparton continued from front page LOC A L G over n ment M i n ister Melissa Hor ne announced the upcoming changes on February 15, having accepted the recommendation of the Electoral Representation Advisor y Panels (ER A PS). T he Minister said that these new electoral representation arrangements will ensure councils are more reflective of the communities they represent. “The Electoral Representation Advisory Panels have delivered thorough work over an extensive period to ensure that Victorian councils will be set up to effectively represent their communities,” Ms Horne said. “These new ward boundaries will be in place for the local government elections this year – an important step in our work to reform local government and meet the expectations of communities right across Victoria.” Greater Shepparton is currently an unsubdivided council with nine councillors each representing the whole municipality. Under the changes, however, the council will have nine wards with one councillor representing each ward. T hose n i ne wa rds w i l l be cal led B alaclava, Goulburn River, Kialla, Lower Goulburn, McEwen, Midland, Pine Lodge, Poplar and Yanha Gurtji. Shepparton itself will be split into five wards: McEwen and Balaclava wards capturing the northern suburbs of Shepparton, Poplar capturing the east, Kialla the south, and Yanha Gurtji the city centre. The remaining four wards aim to keep rural communities together in each ward as much as possible. That sees the communities of Tatura and Merrigum and surrounding agricultural land captured in the Midland Ward. Similarly, Pine Lodge Ward in the north-east of the council area includes the towns of Congupna,
Tallygaroopna, Katandra West, and Dookie using the boundaries of the Goulburn and Broken Rivers. To include enough voters in the ward, though, the outskirts of Shepparton North have been added to the Pine Lodge Ward. Mooroopna has been separated across two wards, using the Midland Hwy as an identifiable boundary. Goulburn River Ward encapsulates the area of Mooroopna south of the Midland Hwy, extending into the southern rural areas of the council area, including the towns of Murchison and Toolamba. L ower G oulburn Ward takes in the area of Mooroopna north of the Midland Hwy and includes the council’s northern rural area bet ween the Goulburn River and the Echuca and Minchin Roads. Initially established under the Local Government Act 2020, the change in legislation has seen extensive work and engagement from ERAPS over the past 15 months to ensure councils become compliant with new requirements under the Act. The panels’ reviews have been completed with time to allow for candidates and the Victorian Electoral Commission (V EC) to implement the necessary planning ahead of the general elections which will be held in October 2024. The structure amendment will require 30 councils change to a single-member ward structure, except in those cases where ERAPs have recommended the council have uniform multi-member wards or an unsubdivided structure. Four councils will change to a multi-member ward structure: Buloke council, Northern Grampians council, Surf Coast council and Yarriambiack council. A UNIQUE new skills program is offering local people with disabilities a vital outlet to cultivate essential skills, foster independence, and forge new friendships. Following the resounding success of the original Cre8 Shed in Wangaratta, VMCH, a dedicated aged and disability organisation, has unveiled a second shed in Shepparton. Jamie Graham, whose life has been transformed since joining Cre8, shared his journey from timid novice to confident mentor, now employed within the program. “I started the program with minimal knowledge and low confidence, but now I’m helping others to learn how to use tools,” Jamie said. He was recently thrilled to gain paid employment at the shed, including creating items for VMCH’s online social enterprise shop, which raises money for job skills programs. $84,310 raised so far for vital healt hcare ser vices for the community, and a fun healthy activity for participants. The event is open to everyone regardless of age and swimming skills, with the aim for everyone to have a lot of fun while completing the 100 laps. Families or groups are encouraged to swim together or show their
support from the sidelines. While there is no entry fee for the event, each participant or team is expected to raise a minimum of $100 sponsorship. Bushcats clawing their way back By Aaron Cordy AFTER two years in football no-mans-land, the Ardmona Football and Netball Club (AFNC) has again had to make the tough decision to sit out the 2024 KDL season. But the fight’s not been beaten out of the Bushcats yet. They know it’s a battle ahead to get everything ready for the 2025 season. With the new committee announced in October last year, they are ready to meet the challenge. The new committee consists of president Allicia Barber, vice president David Savige, treasurer Renee
Barnett, secretary Justin Arrowsmith, and football director Tim ‘Plugga’ Magann. Part of the rebuild is raising much-needed funds that were depleted in the wake of COVID. To begin the process AFNC will hold a Show ‘n’ Shine at their ground to bring families in for a fun-filled day for not just car, bike and truck enthusiasts. Live music, an open bar, market and food stalls, and activities for the kids it’ll be a day out that everyone can enjoy. In a show of community spirit, AFNC will donate half the entrance fees to Neffy’s We
Listen, a local charity that raises awareness about suicide and mental health. Vehicle entry is $20, spectators are $5, and kids under 12 are free. AFNC’s Show ‘n’ Shine will be held on Saturday, February 24 at 125 Lenne Road, Ardmona. Gates open at 8.30am, judging begins at 11am.
