Farming disability A disgusting insight into practices used by some care providers in NDIS UNGUARDED CARE... Despite many reputable care providers and support coordinators in NDIS, there is an element who use maffia-like tactics to extort money from society’s most vulnerable. For some people who rely on NDIS it can be easy to switch providers to seek the best help for them and their families, for others it is just not an option. Photo: Supplied
By Aaron Cordy “WHEN my child was born with a rare chromosomal disease, I never envisioned that aside from multiple surgeries and ongoing lifelong medical care that the biggest grief I would face would arise from fighting a corrupt and dangerous government-funded disability service called the NDIS.” The heartbreaking words of a mother trying to do her best to raise her severely disabled child are a sickening reality for many lost in the National Disability Insurance Scheme (NDIS). While many safe respectable providers can be trusted with the care of society's most vulnerable people, there are many disabled people lost in a system that is awash in greed and corruption. “We live rural and are at the whim of a small and often incestuous workforce where start-up companies dominate. Where mum, dad, sister, in-laws and their close friends work in one business and their relatives may work in other closely aligned disability services. “In a small country town when things go wrong with support it’s a serious problem. The backlash on you can be enormous. These providers have intimate knowledge
of their client and the client’s family supports. They rarely abide by confidentiality. You risk a lot speaking up.” It is this fear or the inability to speak out against providers and support coordinators that leaves these vulnerable people and their families trapped in a nightmare that was designed with the sole aim of providing the right care for people with disabilities. But the sad fact is the NDIS fails many of these people, and in rural communities, small groups can hold a monopoly on that care. If these providers don’t care about the clients they are charged with looking after, care soon becomes exploitation. “We removed our child from group-based activities twice when we found they were housed with adult men. In one instance a degree-trained therapist rang us in confidence warning us our then 11-year-old child was in danger of being placed in a providers group activity and intimated she was being exposed to possible risks of a sexual nature as one of these men were her clients. “It’s a gold mine for an NDIS start-up. Buy an old rundown house or cheap farm block, farm some intellectually disabled clients. House them on mass and pop a DVD on with a cheap sausage sandwich or buy a few old horses,
do a few online courses. Voila! You're running a respite, horse therapy or counselling business and making a fortune. Delivering sub-standard, expensive services with little benefit to the client long term but your balance sheet looks great.” The mother who shared her horror story of dealing with NDIS chose to remain anonymous because of the nature of the community that she lives in, a little north of the border in NSW. After our discussion, then reading the letter about her experience, it was easy to understand why. Her story resonates with similar tales being whispered right in our backyard here in Greater Shepparton and the Goulburn Valley. Of mismanagement, manipulation, coercion and bullying by a minority of providers and support coordinators who, where can and have done serious damage to the lives of people in their care. STATE Member for Northern Victoria, Rikkie-Lee Tyrrell MP, is seeking clarity on the Labor Government's plans to utilise prime agricultural land for renewable energy projects. This comes in response to the Federal Government's recent decision to halt the planning of an offshore wind farm project, casting doubt on the Victorian Renewable Energy Terminal planned for the Port of Hastings. In a recent State Parliament adjournment debate, Tyrrell voiced concerns about the potential use of agricultural land for new solar, wind and battery renewable energy projects, given the uncertainty of the offshore wind project. She highlighted the Victorian Government's ambitious target of 95 per cent renewable energy production by 2035,
and questioned, “With the Port of Hastings Terminal now in doubt, are they going to destroy Victoria’s agricultural industry by increasing the amount of renewable energy projects on prime agricultural land?” Tyrrell also accused the Labor Government of concealing the amount of prime land needed to meet the 2035 target. She referenced a March 2022 Offshore Wind Policy Directions paper, now removed from all Victorian Government websites, which suggested that without offshore wind, 70 per cent of Victoria’s prime agricultural land would potentially need to be used for renewable energy production. Tyrrell has sought an explanation from Agriculture Minister Ros Spence on plans to protect Victorian farmers and their land.

Country women supporting women and children By Aaron Cordy COUNTRY Woman’s Association (CWA) of Victoria, Eastern Goulburn Valley Group (EGVG) held their AGM and Autumn Conference at the Shepparton East Football Club rooms last Wednesday. The CWA has a proud history dating back to 1922 after a three-day bushwomen’s conference in Sydney to address the lack of services for women and children living in the country. In 1928 the first Victorian
group was formed. 102 years later, the needs and services required by the C WA have changed dramatically, but not the important role these wonderful volunteers play in the community helping women and children by fundraising, workshops and awarding education grants and scholarships. The EGVG conference was honoured to have guest speakers, Victorian State vice president Peg Higginbottom, and Greater

Ute-erly unfair FEDERAL Member for Nicholls, Sam Birrell MP, has voiced strong opposition against the Albanese Government's proposed family car and ute tax, describing it as nonsensical and detrimental to families, tradies, and farmers. We live rural and are at the whim of a small and often incestuous workforce where star t-up companies dominate. Where mum, dad, sister, in-laws and their close friends work in one business and their relatives may work in other closely aligned disability services. Over the 10 years living in several rural areas we have fought for over a year to have a shower plumbed so our child could wash herself safely and unaided. Had only seven nights of carer respite. We removed our child from group-based activities twice when we found they were housed with adult men. In one instance a degree-trained therapist rang us in

confidence warning us our then 11-yearold child was in danger of being placed in a providers group activity and intimated she was being exposed to possible risks of a sexual nature as one of these men were her clients. Only recently we found our child who is still legally a child was housed with adults of mixed sex in a small barely two-bedroom house with inappropriate care ratios. We have been coerced by suppor t coordinators to use services we did not need. Coerced to use staff we did not like. Had appropriate and professional service providers kept away from us by Supp or t C o ord i n ator s on ly fe ed i ng referrals to their friends. You become trapped unknowingly. Our child has not received the care they need because these workers are putting the building of their disability services before the building of their clients’ capacities. I’ve lost count of how many unsuitable and downright dangerous support workers sent to our house to do capacity building or community activities with our child. Workers that vape in the car with a child with respiratory issues. Workers arrive not even knowing what disability their client has. Workers that do their own shopping in a shift or do nothing at all. Workers that have threatened and demeaned our child. A vegan worker that refused to make our child lunch because they won’t touch the butter container. Workers that arrive with and unload on you their mental health issues asking for you to make them a coffee. Workers sent by Support Coordinators farmed from their social circles. In a small country town when things go wrong with support it’s a serious problem. The backlash on you can be enormous. These providers have intimate knowledge of their client and the client’s family supports. They rarely abide by confidentiality. You risk a lot speaking up.

One disturbing trend myself and other parents and legitimate providers are seeing is the buying or renting of cheap real estate in the fringes of medium-sized rural towns by dodgy disability providers. Rural and isolated towns have a higher rate of disability and poorer education and health systems. It’s a gold mine for an NDIS start-up. AUSTRALIA DAY DECISION I refer to Greater Shepparton Cit y Council’s decision to review its position on Australia Day celebrations and remind them that it takes courage to lead a community in the right direction. There are historical precedents that show that supporting the rights and views of first nation’s people in our society are not popular. I had reason to recently explore the history of the Myall Creek massacre in NSW, which became the first occasion that a party of colonists was brought to justice for murdering a large group of innocent first nation’s people. It took great courage for three people to come forward and report the incident to the

authorities. It took great courage on behalf of a magistrate to investigate the matter and courage from the Governor and the Attorney-General to order the investigation and ultimately achieve some justice. The trial process produced a high level of negative attention in the press at the time, and the intimidation of witnesses and prospective jurors made it difficult to assemble a jury that would turn up to court let alone remain impartial. Quotes from the National Museum article on the web include: “The colonial community of New South Wales was more outraged by the execution of British citizens than they were by the massacre of the Wirrayaraay people. “ “ W h i le to d ay it i s ack nowled ged that the First Peoples of Australia have deep connections to their country, the often-brutal ways in which they were dispossessed of their homelands during colonisation are not.” Where will our council stand, with the minority of brave souls that strive to make us a more just society, or with the other? Ramadan begins for Greater Shepparton Islamic community continued from front page MOST in the community work with, play sports with and make friends with someone who observes the practice of fasting during Ramadan but may not know much of the significance of the holy sacrifice other than giving up food and water during daylight hours. The foundations began in 610AD on the Hira Mountain in modern-day Saudi Arabia, when it is believed the first five verses of the Qur'an were revealed to the Prophet Muhammed while he meditated in solitude, thus Islam was born. In 624 when Muslims fled Mecca for Medina to escape persecution, the month of Ramadan was declared holy by virtue of the Prophet and revelation of the Qur'an. Fasting became one of the five pillars of Islam, as a way for
believers to show thanks to God and reflect on the teachings of the Qur'an and its importance for believers. Ramadan’s dates are determined by the Islamic Luna Calender and the crescent moon. This usually ends after 30 days but will end early if a crescent moon occurs beforehand. The fast (sawm) begins at dawn and ends at sunset. As well as abstaining from eating and drinking, Muslims abstain from sexual relations, sinful speech and behaviour during Ramadan to redirect the heart away from worldly activities and cleanse the soul. At the end of Ramadan Muslims celebrate Eid al-Fitr, where they will give morning prayer and then visit friends and family for feasts called iftar. In the 2021 census report Greater Shepparton’s known

Islamic population was reported at 6.4%, third behind the two major Christian faiths. When compared to the rest of regional Victoria with .9% following the faith, you soon discover how vibrant the Muslim community is locally. Wendy Lovell, Member for Northern Victoria, voiced her concerns, highlighting the potential risks linked to increased traffic. Recalling the accident involving a school family at the crossing in 2018, Ms Lovell stressed the urgency of proactive measures to ensure the safety of school children and commuters. “An Early Learning Centre will be a fantastic addition to the Kialla West Primary School but the Government must also invest in safety upgrades to the school crossing and drop off/pick up area to ensure the safety of the school community,” she said, adding that, “It is a disgrace that more than five years have passed since the horrific accident in which a school family were severely

Additionally, it entails installing a pedestrian crossing on Doyles Road, which forms part of the Shepparton alternate route for heavy freight vehicles. Ms Lovell emphasised the potential risks of placing a pedestrian crossing on a major truck route, further underscoring the urgent need for the Shepparton Bypass. She said, "New housing will

mean more traffic on Doyles Road, and a pedestrian crossing on the major truck route will be reproducing the same risks that exist at the Kialla West Primary School crossing.” Ms Lovell welcomed the new housing proposed in the precinct plan but says that the State Government must plan ahead for growth and public safety by starting the bypass now and investing in immediate safety upgrades at Kialla West Primary School. “Shepparton needs a dedicated bypass that will keep trucks out of the CBD and residential areas, away from kids walking to school, and that will also provide a second river crossing above flood level so that towns west of the Goulburn are never again left cut off from the hospital and other major services based in Shepparton.”

Have your say on new housing plan for Shepparton

HEPPARTON residents are invited to help shape the future of their community by providing input on the Victorian Planning Authority's newly drafted Shepparton South East Precinct Structure Plan. This plan aims to accommodate the construction of thousands of homes, potentially creating thousands of jobs in the area. The proposed plan will provide land for up to 2,500 homes to accommodate a population of more than 6,000 across the estimated 385-hectare area. It has been designed to provide much-needed land for housing, community infrastructure, and job opportunities over the next two decades. The Shepparton South East Precinct Structure Plan is part of the Victorian Government's commitment to address the lack of affordable housing in regional Victoria. Residents are encouraged to share their priorities and preferences for the precinct before the consultation period closes on Friday, April 15, 2024.
To gather feedback, the Victorian Government and Greater Shepparton City Council hosted community engagement events, including a pop-up event at Shepparton Marketplace on Thursday, March 7. A buyers’ market for land, but it won’t last long W HILE economic pressures and constraints have made some people think twice about embarking on home building, the tides are turning and the abundance of titled land signals a good time to build. “Waiting could be the difference between paying $25,000 or more extra on land. In the next three years, we will see prices going up and you won’t be able to purchase a block for less than $300,000, or you will find that there is nothing on
the market to buy,” said Rocky Gagliardi, director of Gagliardi Scott Real Estate. “Now is the ideal time to buy with titled land readily available, which means the land is build-ready and less time until you’re in your new home. Vegetables that grow best from seed tend to give results quickly, so plant these seeds for vegetables you can eat through the autumn and winter. Onions are another autumn vegetable that thrive from seed. Onion varieties will be ready to eat at different times, so
planting a little of each will give you options for your cooking throughout the season. Another pro tip is to use eggshells in the garden to deter pests like snails, caterpillars, and slugs from attacking the seedlings. Crushed eggshells can add valuable nutrients back into the soil with the high level of calcium being very beneficial to plants.

We’re building big and there will be transport disruptions
As part of Victoria’s Big Build, we’ve upgraded the Shepparton Line with modern VLocity trains now running. We’re also working to enable more frequent and reliable train services, creating better connections across our state. What we’ve done VLocity trains now running 10 extra train services a week
With VLocity trains operating on the Shepparton Line and 10 extra services per week travelling between Melbourne and Shepparton, we’re working to complete the next stage of the upgrade.
We’ve worked to expand train stabling and extend the passing loop at Murchison East to allow freight trains and VLocity trains to pass each other, improving reliability.
Station upgrades at Mooroopna, Murchison East and Nagambie are complete, enabling longer VLocity trains to operate on the line.

Piastri’s Grand Prix homecoming By Dillon Shelley OSCAR Piastri, who has family ties to Shepparton, is set to rev up the track at the 2024 Formula 1 Rolex Australian Grand Prix. After an impressive rookie season, Piastri is gearing up for his second season with McLaren. The young driver, who scored his first F1 points at Albert Park last year, is eagerly anticipating what he calls “a very special event”. “It was a pretty crazy race last year but to score my first-ever F1 points in front of a home crowd will stay with me for a long time,” Piastri said. “It is such a special event for me. Not only is it my home country but to have grown up so close to the
track and coming back to my hometown is awesome.” Joining Piastri on the grid is Daniel Ricciardo, marking the first time since 2013 that two Aussie drivers will compete in the F1. Ricciardo is making a much-awaited return to a full-time seat, racing for Visa Cash App Racing Bulls. The Grand Prix will also see the return of Formula 2 and Formula 3, featuring Australian F3 drivers Christian Mansell and Tommy Smith. The event promises four non-stop days of thrilling on-track entertainment, with the headline race, the Formula 1 Australian Grand Prix, set to light up the track at 3pm on Sunday.

Kerr to face serious questions on failure to disclose pending charge SEB MOTTRAM & DOMINIC CRINITI/ SEN THE revelation that Football Australia and Tony Gustavsson had no idea of the pending charge against Sam Kerr from UK Police is set to send shockwaves through Australia’s football landscape. Both FA chief executive officer James Johnson and Gustavsson fronted respective press conferences last week and confirmed they first found out about the news from the media. The Daily Mail broke the story that the Matildas captain, 30, had been charged over alleged racially aggravated harassment of a police officer in January of 2023. Kerr was the face of Australia’s World Cup campaign in July and August of that year, despite missing much of the tournament with a calf
injury. She is set to face trial next January after pleading not guilty via video link on Monday last week. Johnson confirmed he and his organisation had been in the dark. “I woke up this morning like everyone else did to the news,” Johnson told a press conference in Adelaide. “And that is when Football Australia found out about this unsettling event. “We are trying to get to the bottom of it at the moment. We have got our own questions that we’d like to know, we have got to find out what actually happened. “There is a process that is underway…and that process needs to run its course. “I don’t want to get into any allegations. We have to understand what happened. They are serious allegations. It regards racism and there is no place for racism in our sport. At

That is the question Kane Cornes was asking after the ruckman starred in Sydney’s win over the Demons in the AFL season opener at the SCG on Thursday last week. Grundy went head-to-head with former teammate Max Gawn and showed how much he has learnt from the six-time All-Australian, quelling his influence in his new club’s 22-point victory. A dual All-Australian in his own right, Grundy finished the night with 33 hit-outs, 23 disposals and nine clearances to Gawn’s 37 hit-outs, 14 touched and two
clearances. Former Collingwood ruckman Grundy, who had four years remaining on his Demons contract, was traded to the Swans for Pick 46 and a future second-round selection, which according to Cornes was basically a “bag of chips” given the circumstances. “Teams have to be far more ruthless at the trade table, with players who you have under contract and with players who you are happy to let go if you need two,” Cornes said on SEN Breakfast. “Melbourne have Brodie Grundy under contract for four years. You’ve got Max Gawn who is 32 years of age who is going to need some support. In the trade

Kerr is innocent until proven guilty, however there are concerns over why she didn’t reveal the pending charge to her employer. “I think it’s worse than not good enough,” SEN Host Andy Maher said on SEN’s The Run Home. “We need to know more about the way the communications played out, we take the FA representatives at face value… that has been handled appallingly. “Sam Kerr and the Matildas are at an all-time high in terms of the public adoration, the story has got all of its own challenging issues to it given the nature of the charge and the way this group of players have rallied around political issues… once this was a known matter for her and her management, surely, given her
period, Brodie Grundy is not happy so Melbourne go, ‘Okay, he’s not happy, let’s trade him to Sydney, who is going to be a rival of ours’. “You didn’t trade him to North Melbourne or West Coast. You traded him to Sydney for Pick 46 and a second-round pick. Now, Pick 46 turned into Pick 48 and that player probably doesn’t play and Sydney’s second-round pick at the end of this year if they’re pretty successful is not going to be worth that much either. “If Brodie Grundy doesn’t play last night, do Melbourne win that game of football? I don’t know, but Melbourne have got a better chance with Gawn in that midfield if you’re rucking against Peter Ladhams. “Now if you’re telling me you’re going to rely on Tom Fullarton and Josh Schache to back up a 32-yearold Max Gawn this year when you had a good, solid ruckman under contact for four years and you’ve given him away for a bag of chips,
that is a ridiculous list management decision. “At the time I said it, I said you only trade Grundy if it is beneficial to the Melbourne Football Club. They’ve done Sydney a favour and potentially it’s cost them one win already and your rival gets the jump on you because you’ve given Grundy, who torched Max Gawn last night, away for a bag of chips.” Grundy was colossal in his Swans debut, particularly after half-time, which was not lost on head coach John Longmire. “His second half was huge,” Longmire said of Grundy. “He just kept going, just kept ploughing through. His second and third efforts, his work around the footy was enormous. “I just feel really pleased for him.
