Less than 4 ounces of marijuana gets you a ticket, not a trip to jail Dallas’ cite-and-release policy took effect Dec. 1. But before you take your Dallas Cowboys helmet bong out to the Northaven Trail, know that marijuana is far from legal in Big D.
The new policy will keep you from being arrested and detained should you be found with less than 4 ounces of marijuana, but you will still be ticketed and have to go to court if you are caught with any weed at all. The new policy will only apply to those who have a Texas I.D.
A miniature Target is opening at the Preston Center Preston Center soon will be home to Dallas-Fort Worth’s first miniature Target. The retailer is opening the small-format store at the intersection of Westchester Drive and Berkshire Lane, where Marshalls is located.
First came TreeHouse, an eco-friendly home improvement store based in Austin. Then came Houndstooth, also born in the state capital. Before long, Hat Creek Burger announced that the eatery hoped to lure northern Dallasites to The Hill, located at Walnut Hill Lane and North Central Expressway. But that wouldn’t be the end of the shopping center’s transformation into a hipster haven. Now Tacodeli has opened its doors. The fast-casual taqueria is open for breakfast and lunch until 3 p.m.

Neighbor accidentally makes it her business to celebrate Spain
Janet Kafka never thought marketing Spanish wine would land her a position where she dines with royalty. But her knowledge of the country impressed the Spanish government so much that they asked her to serve as honorary consul in 1997, even though she has no Spanish roots. Kafka — who still manages her marketing firm — has dedicated the past 20 years to planting pieces of Spanish culture throughout Dallas, whether it’s promoting the Meadows Museum or hosting royalty in her home. She splits her time between Spain and Preston Hollow, where she’s lived most of her life.
What sparked your interest in Spanish culture?
My family and I always vacationed in Mexico as a child. My aunt was a Spanish-French teacher. She noticed I had a facility with the language and really took an interest in me.
It was unusual at the time, but in high school (she attended Greenhill School), I studied in Mexico and lived with a Mexican family.
I’d never been to Spain before I went as a college student. When I went in ’76, it was a very transformative moment in Spanish history, because, Franco, the dictator, had just died. I was at the University of Madrid, which was the epicenter of the revolution. It was transformative for me as a 19-year-old.
What do you love the most about the country?
I feel as at home in Spain as I do in this country, really because of the people I’ve met. I love the food, the wine, the music, the dance, the lifestyle. Everything about the way Spain lives suites me. The value they place on human relationships is something exceptional. It’s not a waste of time to spend time with friends.
How has your role as honorary consul changed over the years?
I started with 13 counties in North Texas under my jurisdiction, and I now have 69 counties. Mostly it has changed because the maturity of the initiatives I’ve started that Dallas has embraced. Among the most important is the Meadows Museum. The Sister Cities program [with Valencia] is another relationship I’ve started, and under that banner, we also have a medical exchange program between UT Southwestern and the medical school in Valencia.
You’re known for welcoming foreign officials into your home. Who has been the most memorable?
We’ve welcomed two prime ministers of Spain. Prime Minister Jose Maria Aznar has been here several times. Prime Minister Zapatero has also been here. President Fox from Mexico has been here. I’ve had five ambassadors to Spain at the house. Of course, I’ve had every mayor that’s ever served in Dallas here.
Is that nerve wracking?
At first, it was. The good news is in my business life I’ve done a lot of special events and organizing. The food and wine pairings, incorporating Spanish wine and Spanish recipes came naturally to me. But the protocol was the difficult part. Spain is very protocolista, as they say in Spanish, which means they adhere a great deal to it.
I was very instrumental in planning the royal visit when the king and queen came to inaugurate the Meadows Museum in 2001, and all the royal protocol people came over in advance. That’s when I realized, “Boy, you better up your game.”
What’s something that surprises people about you?
I think it would be surprising for people to know I live in the same zip code that I grew up in, because I live such an international lifestyle. I lived away for eight years — part of that in Spain and part of that in Chicago and Phoenix.
What’s changed the most since you grew up?
We built this house. We were among the very first modern houses. It was a very traditional neighborhood when we dared to put a white box in the middle of Preston Hollow. Now there’s more modern houses and great architecture in Dallas now.

OUR NEIGHBORHOOD is synonymous with fancy cocktails and fine dining. But our oldest — and possibly most beloved — watering hole prides itself on its grungy vibe and quirky clientele.
Inwood Tavern’s patrons aren’t easy to pigeonhole, even for owner Len Critcher. The 53-year-old dive bar attracts college students donning T-shirts, overdressed soccer moms eager for a girls’ night out and trendy couples grabbing an after-dinner drink on any given weekend.
The eclectic crowd is why Critcher, a former regular, fell in love with the tavern. It could be packed with wall-to-wall people, smoke may waft through the patio, but it’s never intimidating.
“I have regulars that are very successful lawyers all the way to the local mechanics who work off Lemmon to the service industry workers,” he says. “It’s really wild, because they all talk to each other. If you go there a few times, it’s probably one of the few places in Dallas you can show up and find somebody you know.”
The establishment is the site of many longtime neighbors’ favorite stories. People have met their soonto-be spouses or best friends at the bar, Critcher says.
He’s often reminded that there’s not as much grime as decades passed, when it opened at 7 a.m. and hosted a lingerie show on the shuf-
fleboard table.
“I think everybody who comes to the bar has their own personal perception of it,” he says. “When I acquired the bar, I didn’t create it, so I’m really a steward. It’s my job to continue its legacy.”
Critcher did gut the bar, constructing the back patio and adding brick to the walls after he purchased the tavern in 2013. The updates were necessary, but they didn’t quell his anxiety that he might give the bar an identity crisis.
“I was most nervous about, ‘I don’t want to screw up.’ How do I improve upon something without disturbing the heritage?”
The reinvented tavern didn’t disappoint its most frequent regulars, who seek the bar out during holidays and bad weather.
An ice storm in 2014 left the tavern, which was standing room only, without any power. Instead of ushering people out, a longtime patron grabbed two generators from his garage to power music and construction lighting. Since bartenders couldn’t charge people’s cards, they went for the honor system and wrote down what customers owed.
They never recouped the entire cost, but moments like that define the bar’s sense of community, Critcher says.
“It’s an anomaly. It’s something that’s so hard to recreate.”

Stickers with sayings like “Will not dance when sober” and “Without our families, alcohol wouldn’t be necessary” cover the bar, while tacky paintings line the walls. This local dive is where neighbors hang out to play pool, listen to live music, sing karaoke or just have a drink in peace.

The aviation-themed bar’s undergone a few reincarnations since it opened in 1986, but it’s still where regulars hang out to throw darts, watch the game or snack on cheese puffs.
BETHANY PERRY feels famous every time she walks the halls of Primrose School of Preston Hollow.
Her biggest fans, a group of toddlers, vie for her attention the second they spot her.
“It’s like being a rock star,” Perry says. “Where else can you go and have your name shouted in the hallway?”
The youngsters probably worship the preschool’s chef and nutrition manager because she bakes treats every Friday. It could be her knack for making vegetables tasty for little eaters, or it’s just because she knows all 170 students by name.
Either way, owner Julia Shelton suspected Perry may be the kids’ favorite when they started saying “God bless the cooker” during their daily blessing.
“She shows up with cookies,” Shelton says. “How can I compete with that?”
Perry’s career took shape at several Colorado
bakeries, like Panera’s Fresh Dough Facility, before she meshed her love for children and cooking at Primrose.
It’s rare for a preschool to have a private chef on staff, but the school says it’s worthwhile. Having an on-site chef ensures that the school stays up-to-date with dietary guidelines and keeps students with food allergies safe. The one-woman operation provides the kids with two meals and three snacks per day.
Appealing to the pickiest palates isn’t terribly hard, Perry says, as long as she isn’t too adventurous.
“I’m not sure how they’d feel if we handed out green beans for snack. They might riot.”
REIGNING CHARITY QUEEN Heidi Dillon is ready to retire, and she’ll pass her crown to anyone who wants it.
So far, there haven’t been any takers.
“I swore on a stack of Bibles I’d never chair anything again,” she says.
A replacement as philanthropic — and unrelenting — as Dillon is unlikely. She doesn’t mince words and her ability to be authentically herself is what has made her such a force on the party circuit.
“I’m not a shrinking violet. I’m not a wallflower,” she says.
She often goes by HFD online, which stands for Heidi Fucking Dillon. Her endless personality got her cast on reality shows like “Big Rich Texas,” but she also produced her own through Morning Dew Pictures.
She’s known for dropping lines on “The Real Housewives of Dallas” like, “Most of the women in Dallas got their rich husbands because at one point they were on their knees under his desk.”
Dillon, though, vows her reality TV days are done.
“There’s no mercy. They’re free to put words in your mouth.”
Dillon swiftly climbed Dallas’ social ladder in the mid1990s, after first volunteering for the Dallas Museum of Art, one of the epicenters of the Preston Hollow social scene. She’s chaired countless fundraising events, served on boards and founded The Fashionistas, for which she once threw a Chanel runway show in her living room.
“This is what there is to do in Dallas,” she says. “Charity is a big industry.”
Dillon may be a Turtle Creek resident, but Preston Hollow is the core of Dallas’ charity circuit. Neighbors here are most likely to host an event at their homes, volunteer for committees and donate time and money.
Preston Hollow still is home to events like the quirky No Tie Dinner and Dessert. But Dillon’s favorites, such as Fashion Night Out, have disappeared.
“Before we were stuck in our own area — Preston Hollow [proper], Turtle Creek and the Park Cities,” she says, adding that anything up north was no-man’s land. “We thought life up there was completely uncivilized.”
It’s more cohesive now, she says, which benefits newcomers. For those who are aspiring philanthropists, Dillon says to watch out for scammers, who bid on auction items they can’t afford or otherwise lie about who they are.

Knowing when to say no is crucial, too, because chairing events “isn’t fun.”
“We really go over the top for events. We give so much thought to napkins and the cloths and the chairs. We pay unbelievable attention to the details.”

Nesmith met the then-aspiring actor through a mutual friend, and the two instantly bonded. “I thought he was the coolest guy, and since this was long before the term bromance entered the U.S. lexicon, some people in my crowd of friends thought my fascination with him was beyond the pale,” Nesmith wrote in his autobiography “Infinite Tuesday: An Autobiographical Riff.” Nicholson often visited the Monkees on set and even co-wrote the band’s controversial 1968 film “Head.” Nesmith was pals with John Lennon, Jimi Hendrix and Johnny Cash, too. 2
His mother invented Liquid Paper
Bette Nesmith Graham was an executive secretary for Texas Bank and Trust’s board chairman W.W. Overton when she concocted Liquid Paper using water-based paint in a kitchen blender. General Electric was her first corporate customer in 1958. The company grew rapidly under her direction until 1979, when she sold Liquid Paper to the Gillette Company for $47.5 million. 3

This modern abode can withstand just about anything, and make you laugh
The metallic sculpture named Frankie resembles a character from a Pixar movie. He’s not meant to scare off guests, but he does reflect the Preston Hollow family’s zany sense of humor.
So does the photo illustration mounted in the hallway, which depicts their daughter dangling from the roof and her twin brother shooting his mother’s wine glass with an airsoft gun. Victoria looks dismayed as her drinks launches into the air, while Jeff smiles obliviously.
Dallas portrait photographer Jason Ulsrud concocted the image for the family, which Victoria loves because it captures each member’s personality and interests. Even the robot statue makes a guest appearance in the corner of the piece.
The Spicer household is hectic, albeit slightly less wild than the image. When the couple purchased the property on Royal Crest Drive, they envisioned a home that could withstand constant wear and tear.
“We live hard,” Victoria says. “We have three kids and two dogs. My dad lives upstairs. Everything is designed to be durable.”
Architects Laura Baggett and Mark Domiteaux devised a 6,716-square-foot modern property that prioritizes practicality and utilizes materials like steel, tile and hardwood. Expansive hallways were crucial to the design, so Jeff can easily maneuver his wheelchair throughout every room.
“We don’t live in a museum or want it to be,” Victoria says.
Floor-to-ceiling windows in common areas were on the couple’s must-have list, along with plenty of space in the kitchen and laundry room. The couple works from home, so offices were essential near the entrance, and the formal dining room doubles as a conference room.
This way, their kids, 12-year-old twins and a 10-year-old boy, have run of the house, even if their parents are in meetings.
The space complements their lifestyle, Victoria says, but it’s probably not their last.
“At some point, some side of me is going to want a new house,” she says.

ERIC FOLKERTH commands the pulpit as the leader of Northaven United Methodist, but he spends his off hours moonlighting as Dallas’ own version of Bob Dylan.
Actually, Folkerth would likely prefer to be compared to his “songwriting saints” such as Dan Fogelberg, James Taylor, Harry Chapin and Carole King. He has no hesitation telling you that music is one of the things that has saved his life.
Folkerth has played guitar since an intro to guitar class in middle school. The songwriting, too, poured out of him, though he admits those early teenage attempts lacked finesse. “They were terrible,” he laughs, remembering songs that brimmed with adolescent angst.
As he matured, so too did his work, and he first performed some of his songs in Austin while a student there in the early 1980s. A few years later, he returned to Dallas and continued to pursue his music. “My first musical haunt was Poor David’s Pub on Lowest Greenville. I would play open mics there.”
Folkerth says some are surprised, given his profession as a minister, that his music isn’t gospel. But he saves religion for the church, regarding Christian music as more about making statements or declarations. What moves Folkerth’s soul, musically speaking, is telling stories, in the tradition of folkies like Paul Simon.
His songwriting skills apparently much improved from his teenage attempts. Folkerth’s song “I Will Sing” earned an honorable mention in the Billboard Song Contest and in the Great American Song Contest. It also was featured in a United Nations project called “New Songs for Peace.” On a personal level, Folkerth describes “I Will Sing” as his “personal anthem.”
In 2005, Folkerth’s song “Prairie Chapel Road” became the “unofficial song of Camp Casey,” an encampment of anti-war protesters near then-president George W. Bush’s ranch in Crawford, Texas. The song would eventually be the soundtrack to a short film and appear in a story on BBC Radio.
Over the years, he shared the stage at Kerrville Folk Festival, mecca for folk music lovers; and elsewhere with folkie luminaries Joan Baez, Tom Prasada-Rao, James McMurtry, David Wilcox, Terry Hendrix, Bill Nash, the list goes on and
on. He was also a founding member of Connections, a cover band of Methodist ministers and layfolks whose shows raise money for charity. He was a semi-finalist at South Florida Folk Festival, Fifth Street Festival and Richardson’s Wildflower Festival.
A few years ago, though, Folkerth hit a wall. Life was out of balance. He’d been working long hours building his church: literally, a new building; figuratively, growing the membership. He put on a good bit of weight and put down the guitar. Folkerth says, “It was a dark time in my life.”
He turned to a therapist, who brainstormed with him about digging out of the hole.
“He said science has shown several things that lift our minds and spirits from depression. Medication, yes. But also healthy food, deep relationships, exercise, prayer and meditation.”
It was when Folkerth mentioned his music that the therapist became “extremely animated, and excitedly told me how research has shown how musicians get special hormones and brain chemicals from playing and singing.”
“You must play your music,” the therapist told him. In a very real way, he said, music heals us.
Folkerth went home, picked up his guitar and fell in love with it all over again. He was soon eating better and bought a bike. Folkerth now rides round and round White Rock Lake, usually 20 to 30 miles, several times each week.
“My best time to write — songs, sermons, blogs — is when I’m riding,” he says.
The divisive political world has inspired his work this year, such as his recently penned “Your Full Height,” inspired by the Women’s March, the airport protests and other acts of social justice.
“This is not a ‘protest song,’ so much as a song to inspire and give hope to the protestors,” he explains on his website. “Now is the time for everyone to stand up to their full height.”
Folkerth finds great meaning and purpose in his work as a minister and in his activism. But his music brings him a particular peace, and he spends as much time as he can in his home studio. He’s hard at work on a new CD for release in 2018 and looks forward to more live performances at Uncle Calvin’s Coffee.
“Music and writing songs will always be part of my life,” he says. “It’s healing for me. It can be healing for other people. It’s a great joy.”

Most Walnut Hill Lane residents didn’t think their new neighbors would be four horses when Jane Nicolais opened Serendipity Farms in April.
The massive mammals have surprised nearby homeowners with how quiet they are. Nicolais hasn’t received many complaints since they moved into their new home. Belle, Alex, Sheena and Clover spend their days grazing with a donkey named Ed and solving people’s problems.
Visitors come to Nicolais’ 2-acre property when they’re anxious and overwhelmed. They don’t stay long — usually only an hour — but they leave feeling more clearheaded.

are used as a tool to practice being calm and self-aware in stressful situations.
Since they’re prey animals and more adept at detecting others’ agitation, the mammals are like a “1,000-pound biofeedback machine,” Nicolais says.
Her clients choose one horse to work with in a round pen. They practice having the horses follow commands, like running or trotting. If the person loses focus, the animals become alarmed and back away.
Equine-assisted therapy is beneficial to people who struggle with open communication, Nicolais says. It’s typically less mentally taxing than cognitive therapy, which relies on conversation.
“This is more teaching you the relationship with yourself and getting familiar with your mind,” she says.
It’s particularly effective for people who have anxiety, depression or post-traumatic stress disorder, teaching mindfulness when the brain starts to spiral. Without saying a word, the horse provides a visual representation of a client’s rising stress. When they understand the triggers, clients can better learn how to manage anxiety.
Nicolais was introduced to the field after participating herself. She gave up her corporate accounting career and couldn’t figure out what to do next, so she hired a coach to help her.
“I love animals. I love being outside. I love working with people, so this was the perfect fit.”
In the center of an urban city, Preston Hollow is home to an unusually large number of horses.
The City of Dallas has few requirements to construct a private stable, including that the lot must be at least 15,000 square feet, and a pen or corral must be 20 feet away from the property line.
Dominique Miller and her husband built the Royal House stables after she retired from teaching horseback riding lessons. At least, that’s what she hoped to do.
A few of her former students, who named themselves Royal House Saddle Club, begged her to continue her classes. So now Miller holds informal lessons, summer camps and impromptu events on the property, which also houses several dogs, cats, chickens, goats and a rabbit.
Her house is always open, and people traipse in throughout the day to help Miller clean the stalls or feed the animals.
“I’m more like a crazy aunt or grandmother,” she says.
“It’s controlled chaos.”
The mammals are like a “1,000-pound biofeedback machine.”
