BEST BUDDY When a pet foster family messaged Priscilla Garcia about adopting a Siberian Husky in 2014, she wasn’t sure she was ready for a new dog yet. Her previous one, Brue, had died in May. But in October, Garcia agreed to take the 18-month-old dog, Red, home for a day and find out how he acted. She never returned him to the foster home. Garcia couldn’t decide on a new name, so she kept calling her new pet “Buddy.” It stuck. “He likes to do what he wants when he wants,” Garcia says. Sometimes when she comes home from work, Buddy gives her a side-eye to let her know she disturbed his nap. But Buddy is friendly and gets along with people and other dogs. risty Noble didn’t plan to become a key player in local politics. For a while, she thought she’d end up as a basketball coach. A small forward at Wayland Baptist University, Noble went on to earn her master’s in education at Baylor University, and she coached at a high school for a few years. Eventually, she became interested in programming and started a software security business, Tirion Solutions. Noble, who was elected the Dallas County Democratic Chair in June, moved to Dallas 15 years ago. One of her first political moves was co-founding the Funky East Dallas Democrats, a group of volunteers who work to increase voter turnout. She’s a wife and mom to four dogs, all rescues: a great pyrenees-doberman mix called Chili, a German shepherd named Leo, a Boston terrier, Toby, and a mutt, Murphy. W H AT D O YO U L I K E A BO U T E AST DA L L AS ?
Kinda like the FEDDs, we’re funky. I think it’s the most easygoing part of Dallas, laidback. When I moved there, I felt like it was the closest Austin-y part of Dallas that I could find. I love the people. I love the old-style housing. I bought a ’50s house and just refurbished it.

It was exciting and a little scary. But overall, I was very excited. I was ready to get to work right away. W H AT A R E YOU WO R K I N G O N R I G H T N OW ?
Working on what we’re calling a diversity committee, which is going to have members and representation from all different contingencies of the Democratic party. Just any way you can slice and dice our constituency. We want to make sure that we’re hearing from and talking to in the appropriate way and hitting on the specific issues that are important to all constituencies within the party.
As long as you’re working off the same values, you can find a solution to the problems.
HOW DID YOU GET INVOLVED W I T H P O L I T I CS ?
When Trump got elected, I’d been watching closely, and was at the point that I realized I had to do something. The first thing I thought I could do was start registering voters. Did that and then realized that there were a lot of people who wanted to do something. It seemed that all that energy needed was kind of a focus, and so that’s what we tried to provide with the FEDDs. HOW DID YOU COME UP WITH THE NAME FOR T H E F U N KY E AST DA L L AS D E M O C RATS ?
The co-founders, they came up with it. We think it fit us perfectly. We think it fit East Dallas, not quite the normal Dallas crowd. And at the same time, it was something fun that people could relate to. Obviously we got interesting comments when we would knock on doors and say, “We’re the FEDDS.” H OW D I D YO U G O F RO M CO - FO U N D I N G T H E F E D DS TO RU N N I N G FO R T H E C H A I R ?
I realized that the skills that I have and what we were

People don’t really care about what you know until they know that you care. That is especially true in this world. As a Democratic leader, I think applying that is really in line and exemplifies our values. If we exemplify our values in that way, people will be open to hearing about the policies that we want to put in place that are in line with those values. H O W D O YO U W O R K W I T H P E O P L E W H O S E V I EWS D I F F E R F RO M YOU RS ?
I think that there’s always a common ground that can be made as long as we are able to agree on the high-level values that we are working from. That goes with any relationship. Communication is a relationship issue. As long as you’re working off the same values, you can find a solution to the problems. W H AT ’S N E XT FO R YOU, P RO F ESS I O N A L LY ?
All I know is I`m going to keep my business going and I am going to hopefully get re-elected to the Dallas County Democratic Chair position in the primary and work to have a really successful election in 2022.

iffany Vollmer isn’t satisfied doing just one thing. When she was in college, her mentor told her that although she could be successful in design or acting, she would have to choose one. Vollmer didn’t. She wears a bracelet that reads, “prove ‘em wrong.” At 5 years old, Vollmer mode l e d a s a f l owe r g i r l i n b r i d a l shows on live television. As a student, she participated in theater and films at Stephen F. Austin State University and the University of North Texas. At UNT, she
was in a student-run soap opera, produced a television show and led the makeup department. She lived in New Orleans for eight years. In that city alone, she wrote, directed, produced, was in a dance company, worked with a theater company and did makeup for royalty for the Mardi Gras parade. Then she took on the most exciting project of her career, voicing Bulma in Dragon Ball, Dragon Ball Z and Dragon Ball GT for a decade. “ I t h i n k t h a t p e o p l e h a ve g i f ts t h a t t h ey a re g i ve n . it’s something that you can be grateful for, and you can procure that passion and that fire that somehow was ignited in me,” she says. “Or you can really try really hard to go away and keep getting sucked into it.” Vo l l m e r, w h o ’s n ow a n i n structor at MediaTech Institute, took that job right around the time she had a daughter, at 41 years old. “I think that God was watching out,” she says. “It’s like, here’s this beautiful baby and this new life that you have to provide for,

The group offers networking, educational opportunities, scholarships and recognition for women in the
film industry. Vollmer took on a leadership role as the membership chair for 2020. Later, she was asked to run for president of the organization. Re m e m b e r i n g h ow t h e b oa rd of directors supported her when she had COVID-19, she agreed. “If I could give back to this organization that has given back to me so much, then I will absolutely
do that,” she says. “I didn’t want to see the momentum of what we were trying to do fade.” As president, she’s the public face of the organization, and she attends and plans events. She recently became head of a committee called the Social WIFs of Dallas, which plans the “movie of the month” meetings at local women-owned restaur a n t s . T h e r e ’s a l s o a g r o u p t h a t m e e t s a t H a l c yo n eve r y Wednesday to brainstorm and peer review projects. And she has a podcast with Vice President Gail Cronauer, We’re Just Say’n’, where the two interview members of the organization. WIF Dallas’ major event is the Topaz Film Festival, which w i l l b e Oc t . 1 8 - 24. T h e o rga nizers are hoping to hold it in person, and anyone is welcome to attend. Awards will be given to women who are helping and improving in the industry. Vollmer has never chosen to stick to one thing, and she won’t start anytime soon. Even if she decides to give up her teaching job, her WIF Dallas role and all other responsibilities, she’ll still be a mother. Her daughter already has parts for her to play in her anime cartoon about an elf princess. “I’m the tree,” Vollmer says. “She’s definitely the apple.”

On Wednesdays, we do S.T.E.A.M. A day in the life of a Solar Prep student THERE’S A TRADITION AT SOLAR PREPARATORY SCHOOL FOR GIRLS that’s designed to foster camaraderie across all grade levels. Every student is assigned to one of six houses, represented by a color, mascot and Greek word signifying a value. Fifth-grader Olive Kennedy belongs to the aftognosia house. The color is orange, the mascot a cheetah and the virtue self-awareness. And self-aware Kennedy is. She can rattle off her schedule just as quickly as she can say, determinedly, that lunch is her favorite part of the day. Wake up at 7 a.m. Arrive at school at 7:45 a.m. Reading, her easiest class, starts at 9:50 a.m. Math, her hardest class, begins at 11:20 a.m. Kennedy knows she wants to be not just any writer, but one who creates children’s fantasy books. She may end up taking inspiration from her favorite author and illustrator, Raina
Telgemeier, whose work she discovered in the school library. Kennedy has attended Solar since kindergarten, starting the year the school opened. “My mom’s friend, she was like, ‘They’re opening this really cool new school called Solar, and I think you should enroll Olive in it.’ So my mom enrolled me in it, and then I got picked,” says Kennedy, whose family lives in Old East Dallas. She plans to stay at the Henderson Avenue school through eighth grade. Then Kennedy wants to go to Booker T. Washington High School for the Performing and Visual Arts to focus on writing and theater. She has some experience with that. She took a theater class at Solar, where she had to create props and present a news story based on a fairy tale prompt. Kennedy also played a bee in a production of The Jungle Book, part of the Disney Musicals in Schools program. Solar has provided other opportunities for Kennedy. With the exception of last year, she participated in the soccer club. She also enrolled in the dual-language curriculum, which teaches students to speak, write, read, listen and think in Spanish and English. “It’s been fun but also difficult because I’m learning a new language,” Kennedy says. She’s studying Spanish at a young age, which she sees as a benefit. Plus, the language will be helpful for a potential future trip to Mexico, a place she wants to visit. On Wednesdays, the girls spend time studying science, technology, engineering, the arts and math. Activities vary, but some examples include science projects and building games on coding programs like Blockly. Kennedy once designed her own version of Minecraft. Each day at the all-girls school begins with a celebration of women. In sisterhood circle, students partner up and discuss a fierce female. Then during shine time, they talk about the women as a class and answer questions about them. “They’re empowering girls to be what they want, no matter who they are,” Kennedy says.

FOOD IS INHERENTLY NOSTALGIC to Carter Reyenga. To him, what makes food great is its ability to remind him of a memory. This is the feeling Reyenga wants neighbors to have when they dine at Son of a Butcher. “As you taste it, it’s sort of a step back in time,” Reyenga says. “But also doing it crafted, sort of elevated, to where we’re trying to not mess up the great ingredients that we bring in.” Reyenga has been with the slider bar for a little more than a year, joining the chain after working for years in the industr y, including with the Pappas restaurants. Though Son of a Butcher’s menu already existed when he started, it has been modified under his watch. T here are slight differences in the menus of the Plano and Lowest Greenville locations. Real distinction between the two comes from t h e b r a n d ’s d e t e r m i n a t i o n t o m a i n t a i n a neighborhood feel. Son of a Butcher plans to continue catering to hyperlocal communities as it searches for future locations in Dallas-Fort Worth and other markets. When the restaurant moved into our neighborhood last year, it kept the iconic three

In July, Son of a Butcher supplemented the menu with a margarita, served frozen or on the rocks, the comeback chicken slider and a fry sleeve. These and the rest of the offerings are prepared with high-quality ingredients, many homemade or purchased from local vendors. Wagyu beef is sourced from A Bar N Ranch in Celina. Sodas come from Oak Cliff Beverage Works. Brisket is slow-cooked for 12 hours before making its way onto the burnt ends slider. Reyenga incorporates layers of flavor in every menu feature. By integrating salty, sweet and acidic elements, the food reaches a culinary balance. In the PB&J slider, a

neighborhood favorite, the sweetness of crunchy peanut butter, the acidity of blackberry jam and the saltiness of bacon play off of each other. What results is an elevated final product with blended flavors. The classic is the most popular slider. A wagyu beef base is topped with American cheese, comeback sauce and pickles. Reyenga is partial to the hot mess, Son of a Butcher’s take on the Nashville hot. Chicken tenders are tossed in hot sauce and served on a potato roll bun with pimento cheese and a pickle. “Everything is thought out. Everything is built in layers,” he says. In August, Reyenga and his team focused on enhancing their milkshakes, available boozy and non-boozy. They had just begun making whipped cream from scratch. The restaurant will continue offering neighbors’ favorite items, but unlike the building’s three peaks, the menu will

he Florence family adopted Bentley in December 2019 after they lost their beloved Boston terrier, Lucy. The 13-pound Yorkshire terrier/ shih tzu mix filled a hole in their heart. The family decided to look into adopting a rescue, and after searching for a while, they went to East Lake Pet Orphanage. They saw Bentley and instantly knew he was the right dog for them. “He was so happy to see us and friendly and jumping up and down in his cage,” Kristi Florence says. “We just fell in love right away.” They adopted the former stray the very next day. The orphanage estimated Bentley to be anywhere from 3 to 5 years old. When they found him, his hair was matted down, but after some grooming, a fluffy puppy emerged. Florence says he was anxious at first but still had a bright spirit. “He was just happy,” she says. “Happy to be in a home.” The newest member of the Florence family now spends his days going on numerous walks and chasing squirrels. Unlike most dogs, Bentley isn’t motivated by food, and treats don’t appeal to him. “He just likes attention,” says Florence. Bentley was spoiled with attention after the family of four stayed in their East Dallas home for most of 2020. The Florences say their pandemic pup makes their lives more entertaining. “You can’t help but smile when you’re around him,” Caroline Florence says. “He loves everyone he meets, and he is enthusiastic about life.”

or a little dog, he’s pretty fearless.” Mini Cooper is a small pup with a big personality and a can’t-miss presence. Katherine Baronet adopted this 9-year-old chihuahua about eight years ago. She started out fostering Mini Cooper but instantly fell in love and knew she wanted to keep him. The tiny dog with a sweet disposition only has one eye.
“He had two eyes when I got him, but one of them was really small, and after about three months I could tell it was really irritating him because he kept batting it with his paw,” Baronet says. An eye specialist found no retina activity and removed it. Mini Cooper doesn’t let that stop him. He loves to play and be around people, and he’ll high-five for a treat. The dog is so approachable, and curious people always ask her what happened to his eye, Baronet says. In many cases, people mistake him for a puppy because of his size, but the 6.5-pound Chihuahua doesn’t mind the attention. “He wants to be loved and he wants to love in return,” Baronet says. Mini Cooper was one of The Advocate’s Puppy Photo Contest winners, and Baronet says it felt great to win. Mini Cooper already has a strong presence on Facebook and is loved by her friends and family. When she saw the contest, she put her mind to it and knew he would win. “He’s a good companion,” she says. “He’s an essential part of my life.”

Maggie : The lionhearted pomeranian
M
aggie’s bold spirit came to the Truppa family at just the right time. They adopted her early in the pandemic, shortly after their two pomeranians died. “Losing our two dogs last year just really hit us hard when we were in a year that was already hard,” Lisa
Tuppa says. “Maggie had really really big shoes to fill.” The 8-pound pomeranian instantly became a member of the family and bonded with her canine sister, Zoey, a 75-pound black lab. Shortly after, Truppa and her husband, Tony, added Gracie, a 20-pound goldendoodle, to their family.

Maggie is the smallest one, but she has the biggest personality, Truppa says. “You’re going to know she’s in the room right away,” she says. “And she’s convinced that you’ve come to play with just her, and everybody else is just there for decoration as far as she’s concerned.”

WHEN CHRIS UNRUH introduces herself to patrons of Makers Connect, they sometimes ask if she’s related to Jack Unruh, an illustrator who lived in Forest Hills for 35 years. He’s her father. It makes sense that Unruh, a Casa View neighbor, jewelry maker and owner of the shop, ended up in a creative field. What more people don’t know is that Unruh’s mother also had a creative side. She was an art major, just like her dad. Makers Connect opened in the White Rock Shopping Center on Garland Road in May. Originally, the spot was a craft store called Beads of Splendor, where Unruh used to purchase supplies for her Truly Unruhly Jewelry. Now, it’s a gallery filled almost floor to ceiling with all sorts of one-of-a-kind, handmade pieces. The items that stock the shop come from more than 50 local artists. About 80% of them are East Dallas neighbors. “I love the trees and the people and the creative spirit,” Unruh says. “It’s just everything they say and then some. It’s the funkiness, the cool architecture.” After one step inside the air-conditioned shop, which Unruh sees as a must for selling art in Texas, it may not seem like there’s logic to the product placement. Decorative objects made entirely of things found at estate and garage sales are immediately to the right. Leather bags, letters carved out of books and hanging planters are to the left. A table displaying an assortment of objects is directly ahead. Vests are placed not next to the aprons but near the lounge area in the back of the store. That’s because the artist who makes the vests is an

older woman who sits while she tells visitors about her work. “I wanted to alternate so that you had hard and soft, colorful and not as colorful, and try to keep the personalities of people,” Unruh says. Stories don’t just illuminate the reasoning behind the layout of the store. They also play a role in the selling process. Customers purchase work they find in Makers Connect because they unearth some link between themselves and the artists. They hear where the artists found their supplies, how they created the pieces or what inspired them. Unruh doesn’t require the artist sellers to work in the store. Rather, she has a mix of volunteers and artists, all there voluntarily. “I want people here who want to be here,” she says. Unruh asks the artists who display work there to have multiple fronts to sell their items, like an Etsy store and craft shows. They also need to keep plenty of inventory in stock. The financial agreement is simple: Proceeds are split 50-50 between Unruh and the artist. “I hate the word ‘blessed,’ but I kind of am because I get to meet all these nice people,” Unruh says. Some of the artists who sell their work at the store have known Unruh since she opened the first Makers Connect, which closed on Northwest Highway in 2017. Others met her through local craft shows, like the one at Hexter Elementary, where she showcased her jewelry. Uhruh has been producing jewelry for years. She began in high school and continued through a program tailored to post-graduate students at the Fashion Institute of Technology in New York, after receiving a degree in environmental design. When she finished at FIT, she worked for six years creating pieces for Robert Rose, Lord & Taylor, Donna Karan, Van Hill and a supplier who sold to Sundance and Ralph Lauren. Art brings the creatives together, and they support each other. Unruh recently hosted an informational session at Makers Connect to help the artists learn how to use Instagram. They can also use the space to teach classes on silk dyeing and other crafts. “There’s not any competition,” Unruh says. “And if there is, I don’t want to hear about it.” Makers Connect, 9047 Garland Road, 11 a.m.-7 p.m. Wednesday-Sunday, 972.803.5325

Fly Curious T h e fa sc i n a t i n g i n se c ts of W h i te Ro c k L a ke
W
hen neighbor Alexey Ershov recently posted his gorgeous dragonfly photos on Nextdoor, he evidently touched an Odonata nerve. With over 150 comments and more than 400 “likes,” East Dallas clearly loves and values these fascinating insects dating back to prehistoric times as beautiful, beneficial and for some, mystical. “I went photo-hunting for water birds around White Rock Lake and, unexpectedly, I ran into a mesmerizing little neon-red creature sitting on a green reed plant,” Ershov says. “And when it took off, it was so fast, like a red bullet. The dragonfly immediately drew my attention, and I totally forgot about the birds I was supposed to photograph.” Totally understandable to many, including our favorite urban wildlife biologist Sam Kieschnick, who enthusiastically describes dragonflies as “amazing.” Just a side note on terminology: The order Odonata includes two suborders, dragonflies and damselflies, the latter being smaller and more delicate. Both are abundant in the neighborhood. With apologies to all damselflies reading this, they will be lumped into the term “dragonfly” for this story. The huge compound eyes of these critters cover most of the head area and can see in every direction except directly behind. They have an extendible mandible — similar to the creature in the movie Alien — to quickly snatch food. And their flying ability? Incredibly, these expert aerialists can fly as fast as 35 mph and go forward,

backward, up and down, hover for extended periods and perform somersaults. Kieschnick says this is a great time of year to see dragonflies. “The warmer the day, the more active and abundant dragonflies are,” Kieschnick says. “Granted, you can see dragonflies almost throughout the year, even on some warmer winter days, but they’re most abundant during the summer.” Around here, you’re likely to spot the Eastern pondhawk, widow skimmer, blue dasher and the
common blue darner. Where to look? “The best place to see them is close to water — either by a pond, creek, river or even a drainage ditch that contains some water,” Kieschnick says. “They have the aquatic nymph stage, so the adults may be emerging or laying eggs in these spots.” Keep in mind that dragonflies are most active when the sun is out, so Kieschnick recommends late morning or afternoon as ideal times to glimpse these insects.

Don’t be surprised if they hover near as though studying you. “They may notice our movements and out of curiosity, get a bit closer,” Kieschnick says. “Some may land on us, especially if you’re able to stay still for a while, but they’re quite harmless. As a matter of fact, they may even be pursuing some of the mosquitoes flying nearby.” Yes, these beauties are beneficial to us humans. They feast on what’s bugging us: mosquitoes. Neighbor Judy Meagher welcomes the sight of these amazing creatures. “My yard is full of dragonflies,” says Meagher, a master naturalist, entomology specialist and docent at Texas Discovery Garden. “They are evident at dusk when they’re flying back and forth over the yard in the search of insects to eat. One dragonfly can eat up to 300 mosquitoes a day.” University Meadows neighbor Hance Burrow can attest to dragonflies’ pest control abilities. “I jokingly call them my army of dragonflies, because they patrol my pool and eat the mosquitoes,” Burrow says. “I have gone mostly organic over the past number of years, so I have some wildlife in the backyard. I can see up to 15 to 25 at a time patrolling the pool area. “Friends have commented on the number of dragonflies and noted the lack of mosquito bites,” Burrow adds. “I have not used insect spray on myself and have probably only been bitten once or twice this summer.” If you’re interested in attracting dragonflies, Meagher has advice. “Dragonflies, like many of our insects, are suffering from loss of habitat and pesticide use,” she says. “The use of native plants which attract insects and not using pesticides can help all of our insects.” “If you have some water features in your landscaping, then adding in some aquatic vegetation is ideal for dragonflies,” Kieschnick says. “This allows other aquatic invertebrates to thrive, so that’s crucial for dragonflies too.” Neighbors find them not only lovely and helpful but mystical as well. In several dragonfly discussions on East Dallas-centric social media sites, a good number of folks have chimed in with their belief that dragonflies visiting their yards are actually deceased relatives in another form flitting by to say hello. These prehistoric insects have long been part of folklore all over the world, and many see them as a sign of purity or good luck. Whether or not you believe that Eastern pondhawk in your yard to be a winged four-leaf clover or dear, old, departed Aunt Agnes, it’s hard not to find dragonflies fascinating. As Kieschnick says, “They are quite charming!”

HOUSING, PERMITTING, SAFETY AND CLIMATE ACTION Councilman Paul Ridley outlines priorities › A month into his first term, new D i s t r i c t 14 C o u n c i l m e m b e r Pa u l Ridley sat down with the Advocate to discuss his plans, policies and perspectives on issues facing Dallas and District 14. Ridley earned more votes than incumbent David Blewett and challenger Elizabeth Viney in May’s general election and beat Blewett in the June 5 runoff. An attorney, urban planner and architect by education, Ridley, 68, has retired from private practice and says he will be a fulltime Council member. Prioritie s: Among se veral priorities, Ridley wants to increase the supply of affordable workforce housing. “We are tens of thousands of units short on affordable housing,” he says. “And we’re not creat-
ing much. Various mechanisms can be used, some are zoning related, some are public-private partnership related.” He would like to institute a payment-in-lieu option where a developer can choose to contribute to a fund instead of se tting aside afford able units in a ne w pr ojec t so the city can use this capital to erect new affordable units and rehab existing units. “Another priority is to fix our permit process, which is clearly broken and has been for a number of years,” Ridley says. He will champion more staff, more technology, more virtual pre-development meetings and clear guidelines to have a maximum 30day period to receive approval. “We are driving developers to Plano and
Frisco because it’s so difficult in Dallas,” he says. Public safety will be an issue in the upcoming budget discussions. Ridle y had just read of Mayor Eric Johnson’s request for 275 more police officers and is unsure about that budget priority. (The proposed budget for the City of Dallas included hiring 250 additional police officers.) “I still am a proponent of looking for efficiencies in the police department and increased productivity before we spend tens of millions of dollars on new hires,” Ridley says. “We have manpower that we can be tter utilize, including putting more officers on the street by civilianizing desk jobs. I would like to still pursue those initiatives.” As of this writing, Ridley had not conferred with Chief Eddie Garcia but has spent time with D e p u t y C h i e f Is r a e l He r r e r a , head of the Central District, on

the specific problems of bars disrupting neighborhoods, street racing and people driving unregistered ATVs on city streets. Ridley does have another important personal priority around the implementation of CECAP, the city’s climate action plan passed by the previous council.
DEVELOPMENT AND CHANGE VERSUS NEIGHBORHOODS AND STATUS QUO Balancing the competing interests of neighborhood voices with the change that development brings was a core message in Ridley’s campaign. “Well, those sometimes are in conflict,” Ridley says. “I seek opportunities to bring those interests together and reach consensus on those projec ts that can be compatible with neighborhoods. “A t t h e s a m e t i m e , I ra n o n b e i n g p r o t e c t i ve o f n e i g h b o r h o o d va l u e s a n d n e i g h b o r h o o d c h a ra c t e r and neighborhood self-determination. On the Plan Commission, I balanced the two interests by having the de velopment we need in appropriate locations compatible with neighborhoods.” Ridley identified major intersections, such as Central Expressway and Northwest Highway, and Lakewood as spots where higher-density housing could be developed and not break a campaign promise. The tension between development and neighborhood was also the top priority for both the business and neighborhood leadership of District 14. Brad Grist, executive committee chairman of the Greater East Dallas Chamber, says he hopes Ridley’s first priority will be to “ensure we find responsible ways to marry quality development with neighborhoods.” Jean McAuley, president of Lower Greenville neighborhood Association (LGNA), spoke about Ridley’s priority in a similar fashion: “We want our local businesses to thrive, but we should respect our neighborhood’s quality of life.”
THE LOT AND LOCAL TRAVELER REZONE AT 3G: The Trailhead, the mixed-use development at the Gaston-Garland-Grand intersection, was approved by the previous City Council in spite of the Plan Commission’s recommendation to deny. In his only council meeting as of this writing, Ridley made a motion to delay approval. His motion failed, and the ordinance passed 14-1. As the lone dissenter, Ridley said more time was necessar y for the new council to consider the facts and that the old council had approved the project without any discussion. Was he surprised at the unanimous vote? “Well, I was a little surprised my second (council member Chad West, who seconded the
motion) didn’t vote for it,” Ridley says. “But I felt it necessary to make a statement.”
PARKING ORDINANCE CHANGES: Empty parking garages, the emphasis on walkable urban neighborhoods and other current mobility trends have prompted the Zoning Ordinance Advisory Committee (ZOAC) to take a hard look at Dallas parking ordinances. Many planners call the current parking requirements for office, retail, hotel and multi-family outdated as lifestyles change and different transportation options increase. Ridley says he supports a periodic review of parking ordinances. “Greenville Aven u e h a s l i tt l e o n - s i t e and limited off-site parking,” Ridley says. “If we eliminate parking requirements for Greenville businesses, we will see a proliferation of bars because zoning doesn’t limit the number of bars.” The late night SUP gives the City some o ve r s i g h t , b u t R i d l e y believes parking requirements ac t as a ceiling to keep the number of bars on Greenville at a manageable level. LGNA is also concerned about the potential proliferation of bars along Greenville in a battle that has lasted generations. McAuley says she hopes the City won’t allow too many exceptions under existing regulations, upsetting the tenuous balance that seems in place right now.

WHAT TO DO ABOUT I-345? I-345, the short federal highway that connects I-45 and U.S. 75 (Central Expressway), bisects District 14 as it divides Deep Ellum from Downtown. There has been a decade-long debate that has grown in decibel level over the years about the future of this elevated highway. “I-345 is approaching the end of its structural life and there are several options to consider,” Ridley says. “I-345 has been a barrier separating Downtown and Deep Ellum since it was built. I would like to see that barrier removed and substitute something that liberates the land currently under the highway for economic development and stitching those two areas of the city back together.”

Ridley plans more public input on the Richmond repaving “ hybrid” option of one protected bike lane heading east and the south side of the Richmond curb retained for automobile parking. “I slowed the process down,“ Ridley says. “Let’s get it right, and put it out to the citizens.” What will he hear? Some citizens like bike lanes, and some citizens don’ t want to give up their right to park on Richmond.

A
friend who is not a member of my church posed a hypothetical to me that I continue to ponder: “Your church is hit by a meteor and completely destroyed and can’t be rebuilt. News media come in from all over the nation and start asking the community about the church. What do people in the community tell them your church did?” He wasn’t being critical. He was stripping things down to the essential. It is a critical question every faith community should ask itself. The current pandemic has pulled back the veil on religious congregations and nonprofits alike. Instead of just moving from year to year, taking our mission for granted, we should take a sounding now and then to ask whether our presence does anyone enough good to compel support. We can argue we don’t need to defend our existence to anyone outside our communities of faith, since our validation comes from heaven, not earth. But most religions talk more about earth than heaven, more about this life than the next. So, what’s our role? Some think it’s social welfare. Let the churches take care of the poor and vulnerable, they say. Implicit in our tax-free status is the hope that some of that will happen. But government can do all that without us if it has the will to and is willing to tax us enough to do it. Some think it’s a society for the promotion of good morals. We hope that’s true, but people of faith aren’t always successful at that, as the news almost daily testifies. A good classical education in public schools could do almost as well.

The surge of the delta variant of the COVID-19 virus has polarized America between those who claim their freedom to reject the vaccination and those who want it mandated. We have deep suspicions of authority and trouble thinking about our behavior beyond self-interest. These challenges go beyond left and right. At their best, religious congregations are voluntary communities that model for the wider society what it looks like to trust the truth wherever it may be found and to act on behalf of the common good more than individual freedom. We willingly commit ourselves to each other in covenantal relationship, not just claiming our rights but living up to our responsibilities. We say, in effect, I will not become myself without concern for you. Families do this out of familial affection. But congregations rooted in their faith stories are mediating institutions between the individual and family on the one hand and civil society on the other. We practice neighborliness by our filial love for and deference to one another. One vital purpose of religious congregations is to be a reminder to the wider world of what might be true for all of us if we cared for neighbors and strangers as we do for siblings of blood or spirit.
