U.S. Transportation Secretary Foxx Supports BeltLine Development

Highlights Project’s Economic Impact as part of Invest in America Bus Tour U.S. Transportation Secretary Anthony Foxx on Tuesday, April 15, joined Atlanta Mayor Kasim Reed to tour the east side of the Atlanta BeltLine, calling it an example of the sort of large-scale job creation and transportation investment that Congress can make possible nationwide by reauthorizing a long-term transportation bill this year. The Secretary’s visit is part of his Invest in America, Commit to the Future bus tour, a multi-state tour highlighting the urgent need to invest in America’s transportation infrastructure at a time when the nation’s surface transportation programs are set to expire and the Highway Trust Fund is running out of money.

“Projects like the Atlanta BeltLine not only create jobs when they’re being built, but help connect thousands of Americans to better opportunities by providing better access to work and school,” said Secretary Foxx. “I’m traveling across the country all week to highlight projects like this that show the difference we can make if we invest in America and commit to the future – because just fixing what we have today isn’t going to help us meet the transportation needs of the future.”

The completed Atlanta BeltLine is expected to include a 22-mile streetcar loop with connections to the existing Metropolitan Atlanta Rapid Transit Authority (MARTA) rail system and the downtown Atlanta Streetcar Project, which is current-

ly under construction and expected to open later this year. In addition to significantly improving access to transit options for thousands of residents in the Atlanta region, the BeltLine connects to affordable housing; hiking and walking trails; a skate park; and open parkland.

The Department of Transportation provided $18 million to support the Beltline project from its popular TIGER grant program in FY 2013, in addition to a separate $47.7 million TIGER grant in FY 2010 for Atlanta’s streetcar. All told, the federal, state, and local investment in these projects has spurred significant private investment in the surrounding area. Since 2005, more than 100 projects representing more than $1 billion in private investment have begun taking shape around the Atlanta BeltLine, including $775 million in new real estate development within a half mile of the project’s Eastside Trail and 1,000 apartment units under construction around the Historic Fourth Ward Park. Later this year, the landmark Ponce City Market nearby will reopen as a large, mixed-use site with housing, retail, and office space.

After touring the BeltLine, Secretary Foxx spoke about the Administration’s plan to address the infrastructure deficit with a $302 billion, four-year surface transportation reauthorization proposal. The plan will invest in our national infra-

structure network, increase safety and efficiency and provide greater access to ladders of opportunity, all without adding to the deficit. Later this month, Secretary Foxx and President Obama will send a bill to Congress that will make this vision a reality and put more Americans back to work repairing and modernizing our roads, bridges, railways, and transit systems.

“Throughout our history, Americans have always been able to leave their children a brighter future, thanks in part to the opportunities transportation has provided,” said Secretary Foxx. “We are at risk of failing our children. We need to not only invest in America, but commit to the future – not only rebuild and repair our transportation infrastructure, but reimagine how we do it.”

Secretary Foxx’s Invest in America, Commit to the Future bus tour is taking him through eight states in five days. The tour includes visits to manufacturers, bridges, freight facilities and highway projects in an effort to raise awareness of America’s infrastructure needs. Secretary Foxx is visiting with business leaders, stakeholders and community members to discuss how transportation projects are making a difference, and to highlight infrastructure gaps that we need to fill in order to promote economic growth and American competitiveness.

Pot Use May Be Bad for You After All

Former President Says Life was Shaped by ‘Black Culture’

Although he grew up in a rural farming community in Georgia during an era of rigid racial segregation in the 1920s and 1930s, former President Jimmy Carter said his life was shaped at an early age by “black culture.”

The nation’s 39th president made his comments recently during a conversation at the 50th anniversary celebration of the Civil Rights Act of 1964, landmark legislation signed by President Lyndon B. Johnson that outlawed discrimination against racial and ethnic minorities as well as women.

Former presidents Carter, Bill Clinton and George W. Bush along with President Barack Obama made individual presentations over a three-day period at the Lyndon B. Johnson Presidential Library on the campus of the University of Texas.

“I grew up in a little village, unincorporated named Archery, Ga., just a few miles west of Plains,” Carter recounted. “…We were surrounded by 55 other families who were African American. All of my playmates, all of my companions in the field – the ones I hunted with, fished with, wrestled with, fought with – were black people.”

With no hint or braggadocio or regret, Carter stated matter-of-factly, “My life was really shaped – perhaps as much as any other white American who ever lived – by a black culture. My daddy was a full-time worker away from home, my mother was a registered nurse and she was on duty 20 hours a day. She got off at night at 10 o’clock and she came home and washed her uniform took a shower and left me and my two sisters instructions for the next day, then she went back on duty at 2 o’clock in the morning. She spent 20 hours [working].”

Carter said he and his two sisters weren’t abandoned by their parents.

“So, I was left home a lot with African American women who my father had hired to take care of us children,” he recalled. “So I learned to appreciate, you might say, black culture. When I wrote a book called Hours

When joined the Navy, it was segregated but that changed within two years.

“It was during the time I was in the Navy that Harry Truman ordained in 1948 that all the military forces would be free of racial segregation and this was one of the most courageous political acts that I knew about at the time because it was a very unpopular thing for him to do.”

Upon his discharge in 1953, Lt. Jimmy Carter returned to Plains, Ga. and in many ways, it remained frozen in time. He and his wife of seven years, Rosalynn, operated Carter’s Warehouse, a seed and farm supply company “I was then emerged in a segregated society more moderate or liberal than my neighbors were,” he stated. “We had a boycott against my business. I remember one time I drove up in front of the only service station in Plains and they refused to put gasoline in my car because they considered us to be – I won’t use the word – lovers of black people.”

That reputation would follow him when he was elected governor of Georgia. While in the governor’s mansion, Carter saw Lyndon B. Johnson as another profile in courage.

“Lyndon Johnson came along with his great insight and political courage and wisdom and tenacity and literally changed my personal life and lives of everyone in America,” the former president said.

Carter is the only U.S president who has lived in public housing. He created the Department of Education and the Department of Energy. Unpopular after one term, Carter lost to Ronald Reagan in 1980.

So. You know that occasional joint? Turns out, a new study says it might not be as okay as you thought it was.

In the first study to link casual marijuana use to major brain changes, researchers say that even occasionally smoking marijuana may rewire your brain and cause structural changes. The study is published in the Journal of Neuroscience.

Previous research has already revealed similar changes in brain structure among heavy marijuana users. But this is the first study to show that casual use can alter a person’s brain, according to study lead author Dr. Jodi Gilman, lead author and a researcher in the Massachusetts General Center for Addiction Medicine.

“We were interested in looking at adults who aren’t addicted,” Gilman said.

Using different types of neuroimaging, researchers examined the brains of 40 young adults between the ages of 18 and 25 who were enrolled in Boston-area colleges. Twenty of them smoked marijuana at least once a week. The other 20 did not use pot at all. None of the users reported any problems with school, work, legal issues, parents or relationships,” according to Dr. Hans Breiter, co-senior author of the

study and a professor of psychiatry and behavioral sciences at Northwestern University Feinberg School of Medicine.

Researchers examined regions of the brain involved in emotional processing, motivation and reward. “There’s a general idea out there that casual use of marijuana does not lead to bad effects, so we started out to investigate that very directly,” Breiter said. “This research with the other studies we have done have led me to be extremely concerned about the effects of marijuana in adolescents and young adults and to consider that we may need to be very careful about legalization policies and possibly consider how to prevent anyone under age 25 to 30 from using marijuana at all.”

There has been an ongoing interest in studying the effects of marijuana, and other research has shown that early-onset pot smokers are slower at tasks, have lower IQs later in life and have increased stroke risks. Consequently, Gilman says that the next step in their research will be to see how these structural abnormalities relate to a pot smoker’s behavior.

“We think that abnormal neuronal growth is evidence that the brain is forming new pathways that could encourage future use of the drug,” she said. “We do know there are clinically observable behavioral differences in people who smoke marijuana heavily.

Maybe some of these brain changes can relate to some of the behavioral changes that have been observed clinically.”

Breiter added that the pot being smoked by young people today is much more powerful than marijuana available to people in the 1960s.

Today’s marijuana contains much greater concentrations of THC, the primary psychoactive ingredient in pot.

“Levels of THC are about sevenfold what they used to be,” he said. “That’s a substantial change in the dosing of THC that these young people are getting. The experience

of people in the ’60s and ’70s may not be the same experience as people today.”

Experts are unsure whether findings such as these could have any impact on states that are considering following the lead of Colorado and Washington regarding legalizing marijuana.

Deal Signs Medical School Scholarship Legislation Georgia Gov. Nathan Deal signed legislation Wednesday to expand a scholarship program that will enable more medical students to practice in high-need areas.

The legislation calls for some Georgia Medical Student Scholarship recipients entering certain primary care and specialized medical practices to work in underserved areas with a high level of need, Deal said in a written statement. The scholarship program provides up to $20,000 to qualified state residents to help pay the costs of medical school, Deal said.

“Georgia’s Medical Student Scholarship program allows for us to retain our best and brightest medical doctors while also increasing access to quality medical care in Georgia’s most rural areas,” Deal said. “No medical student educated in Georgia should find themselves without job opportunities in their home state after graduation.”

Deal says the law will change how state agencies classify underserved areas that students will work in, which pleased the Georgia Board for Physician Workforce, the group tasked with defining the areas of Georgia that scholarship recipients will be able to work in.

“With the many changes to healthcare since the beginning of the scholarship program in 1952, scholarship recipients entering certain primary care and other critical need specialties are finding it harder to establish a practice in the rural counties of Georgia as is currently

required by the law governing the program,” Cherri Tucker, executive director of the Georgia Board for Physician Workforce, said in a written statement.

The commissioners of the Department of Community Health and the Department of Public Health commissioners will be responsible for approving the regions, Deal said.

Russell cites examples of how people of different races came together against all odds to do the right thing, and how they fought against the evils of segregation and racism. Hespoke of how a Greek friend of his purchased land that “HJ” was not allowed to make an offer on, and deed the land over to the aspiring entrepreneur for development.

Building Atlanta: How I Broke Through Segregation to Launch a Business Empire is co-authored by Andrea Young who spent hours interviewing Russell.

Atlanta Jazz Festival Announces Winners of Bank of America Youth Jazz Band Competition “We had an amazing turnout of extraordinarily talented young musicians at this year’s Bank of America Youth Jazz Band Competition,” states Camille Russell Love, director of the City of Atlanta Mayor’s Office of Cultural Affairs. “Area high school jazz bands competed at Georgia State University’s School of Music [recently] to win a coveted spot at this year’s Atlanta Jazz Festival. The top three bands won a slot to perform, and a scholarship from Bank of America. Our yearly competition helps nurture budding musicians and the next generation of jazz enthusiasts. We know you’ll be surprised at their skills when you hear them in Piedmont Park this Memorial Day Weekend, May 23 through 25.”

The winning band, North Atlanta Center for the Arts Jazz Band will perform at the Atlanta Jazz Festival on Friday, May 23 at 5 p.m. The band also receives a $1,000 scholarship.

Having played French horn and percussion in school, North Atlanta Center for the Arts band director Adam Brooks admits he enjoyed performing, but loved teaching even more.

“The arts are vital,” says Brooks. “Students who are involved in band, chorus, drama, visual arts and dance are better students academically. The discipline they learn sharpens life skills faster than anything else, and the arts bolster creativity. I believe moving forward that businesses will look for a workforce with creativity and imagination to help push them to the forefront of innovation.”

An equally proud Tarik Rowland, director of bands at Tri-Cities High School which came in second place in the competition, has grown the band’s membership from 45 talented students to 145. Tri-Cities will perform at the Atlanta Jazz Festival on Saturday, May 24 at 1 p.m. The band also receives a $750 scholarship.

“Music is an important part of our curriculum,” explains Rowland. “It allows students to explore their creative sides, and it’s a very constructive way to process things. We are

excited about playing at this year’s Atlanta Jazz Festival. It’s great for the students to see an audience that loves jazz and celebrates this art form.”

No less enthusiastic is Milton High School band director, Brandon Kunka who after teaching private music lessons at Milton High School, realized he was right where he was meant to be.

“Being able to see my students achieve something great and make a soulful performance is what keeps me in the game,” says Kunka. “I know that the attributes they gain by

playing music, like discipline and perseverance, will help them grow as a person and take them further when they go into the professional world.”

Milton High School Jazz Ensemble, third place winners in the high school jazz competition will perform on Sunday, May 25 at 1 p.m.

“It’s fantastic that we will be performing this year at the Atlanta Jazz Festival,” says Kunka. “The kids are super hyped.

It’s the first award that Milton High School has received for their jazz program, so it’s a huge milestone.” The band has also been awarded a $500 scholarship.

National Action Network Speakers Address the Plight of Black Boys

Lifting up young African American children when the world is constantly trying to knock them down is one of the hotbed issues recently addressed at the Are You My Brother’s Keeper? A Discussion on Fatherhood and Mentorship at Rev. Al Sharpton’s National Action Network Convention in New York.

The illustrious panel featured a host of distinguished African American men including: A.J. Calloway, TV personality and philanthropist; Rev. Phil Craig, Queens, NY Chapter President, National Action Network; Rob Hill Sr., Amazon Best Selling author and motivational speaker, Marlon Mar-

shall; Special Assistant to the President and Principal Deputy Director of Public Engagement, The White House; Tracy Martin, Father of Trayvon Martin and founder of The Trayvon Martin Foundation; Jonathan Mason Sr., International President, Phi Beta Sigma Fraternity, Inc.; Dr. Marc Lamont Hill, Co-CEO, Elite Voices and Associate Professor of Education at Teachers College, Columbia University; Dr. Michael Eric Dyson, Professor of Sociology, Georgetown University, and Frederick Williams, adjunct professor, San Antonio College and executive editor of Prosperity Publications.

The session started with a conversation about what can be done at a policy level to aide in overcoming the issue.

“There’s a bigger problem which isn’t reducible simply to public policy and that is the world just doesn’t love black men and we’ve got to start there. It especially doesn’t love black boys, so much so that we don’t even allow them to be black boys,” said Rob Hill. “We can make good individual choices, but we need responsible policy that is not undergirded by white supremacy, which is the elephant in the room.”

Marlon Marshall, who works closely with President Barack Obama shared how programs throughout the country are effectively making a difference.

“There are many programs throughout this country that are reaching out to young black men, and taking those young black men and putting them on a specific pathway. The thing that is important to the president is evidence-based. We have some data behind these programs [and] we know what’s working, that’s why we’re doing a big interagency push on our end,” Marshall said.

Dyson dissected the concept of black masculinity: “I think

black masculinity is the womb of so much that is productive and edifying in America that is unacknowledged. There’s a lot of demonization and stigma associated with black masculine identity. Everyone wants to be like we are, they just don’t want to be us,” he said.

The panelists also spoke on the Trayvon Martin case.

Tracy Martin, shared his thoughts on the justice system and stressed the importance of having the conversation about race in America with black children at a young age.

“The system wasn’t designed to protect us, the system was designed to fail us,” said Martin. “I honestly believe that this country was built on the backs of African American men, and we as African American men need to stand up and claim our rights in this country. We need to take back our communities starting with our young kids.”

A.J. Calloway shared that one of the roots of the problem is the lack of love expressed within the black community which leads to the feeling of dehumanization.

“We are humans, but we forgot how to act and treat each other humanely, and I feel that our young black boys don’t feel like they’re human. They don’t feel loved. They don’t have men to say, ‘I love you,’” Calloway said. “I’ve met many young men that have never had another black man look them in the face and say ‘I love you.’”

Hill spoke about his coming of age experience as a young black man in America. He explained how it’s essential for the older generation to openly embrace the younger generation.

“When I was growing up the only thing I wanted was presence. All I wanted was for a black man who looked like me to come say ‘you can do more,’” he said. “Young men like me, we experience too much and we develop too late.”

The Walking Dead Escape Coming to Philips Arena Robert Kirkman’s Skybound to bring immersive zombie obstacle course direct to fans.

Skybound, Robert Kirkman’s imprint at Image Comics, will rollout out its one-ofa-kind immersive zombie obstacle course experience, The Walking Dead Escape, in a national tour launching in Baton Rouge, LA on April 24 with a stop in Atlanta, GA on May 31 at Philips Arena.

The course, which has already thrilled tens of thousands of participants since its debut, allows fans to participate as “Walkers” or “Survivors” as they climb, crawl, and slide their way through various zombie-infected evacuation zones. Those lucky enough to make it to the decontamination zone will have their level of infection assessed and then participate in the event’s Fan Experience.

Those participating as Walkers will be transformed into the undead by professional makeup artists, and they’ll receive “zombie training” prior to their release on the course.

Keeping in the spirit of entertainment and accessibility to all, The Walking Dead Escape is not a race, and its participants will not be timed or required to run.

PARTICIPATION TYPES Survivor: Navigate the course and avoid the undead for 35-50 minutes of Walking

Dead madness. Survivors have access to the after-party…if they survive!

DreamWorks Producing an Animated Film Starring Rihanna DreamWorks Animation studios plans to add a little, shall we say, “color” to its growing, rather “vanilla” portfolio of movies, with its next project, titled Home, a 3D computer-animated feature film set in the future, which is based on Adam Rex’s children’s book The True Meaning of Smekday, and stars Rihanna (providing the voice for the starring character, an enterprising girl named Tip), Jennifer Lopez, Jim Parsons, and Steve Martin.

It’s certainly not often that black girls — a or boys — are at the center of 3D computer-animated feature films set in the future and produced by Hollywood movie studios.

Tim Johnson is directing the film, which is described as a post-apocalyptic-alien-invasion-buddy-comedy, with a synopsis that reads: When Earth is taken over by the overly confident Boov, an alien race in search of a new place to call home, all humans are promptly relocated, while the Boov get busy efficiently reorganizing the planet. But when one resourceful girl, Tip, (Rihanna) manages to avoid capture, she finds herself the accidental accomplice of a banished Boov by the name

of Oh (Jim Parsons). Equally stubborn and set in their ways, these two fugitives realize there’s a lot more at stake than intergalactic relations as they embark on the road trip of a lifetime. Good thing they have a flying car.

Jennifer Lopez voices Tip’s mother and Steve Martin does the same for Captain Smek, the leader of the Boov race.

Chris Jenkins and Suzanne Buirgy are the producers of the film, adapted by Tom J. Astle and Matt Ember.

To be distributed by 20th Century Fox, the film is scheduled to be released on November 26, 2014.

A 4-minute short prequel called Almost Home was attached to theatrical showings of DreamWorks Animation’s Mr. Peabody & Sherman and 20th Century Fox’s Rio 2 earlier this year.

The short shows The Boov and their leader Captain Smek in a sequence of unsuccessful attempts at finding a hospitable planet, before they finally come across the Earth.

In addition to her voice role, Rihanna will also reportedly record a concept album featuring original songs from the film.

Floyd “Money” Mayweather Faces Knockout Artist Marcos “El Chino” Maidana in The Moment Boxing’s pound-for-pound superstar, payper-view king and WBC Welterweight World Champion Floyd “Money” Mayweather to face the dangerous, power-punching WBA Welterweight World Champion Marcos “El Chino” Maidana in a title unification bout entitled “THE MOMENT” on Saturday, May 3 at the MGM Grand Garden Arena in Las Vegas, live on SHOWTIME PPV®.

Ty Marshall Selected 14th in the WNBA Draft Marshall is the leading scorer in Georgia Tech women’s basketball history Georgia Tech senior Tyaunna Marshall was selected 14th overall by the New York Liberty in the second round of the 2014 WNBA Draft held today at the Mohegan Sun in Uncasville, Conn.

Marshall is the eighth Georgia Tech player drafted and the sixth under head coach MaChelle Joseph.

Marshall is the fifth Yellow Jacket drafted in the second round of the WNBA Draft, joining Sonja Mallory (2003 - 24th overall pick), Kasha Terry (2006- 26th overall pick), Chioma Nnamaka (2008- 21st overall pick) and Brigitte Ardossi (2010 - 21st overall pick).

Both Alex Montgomery (2011 - 10th overall pick) and Sasha Goodlett (2012- 11th overall pick) were chosen in the first round.

Marshall is the fourth Yellow Jacket to be drafted to the New York Liberty, joining Kisha Ford (1997), Mallory (2003), and Montgomery (2011).

Marshall rewrote the record book during her impressive career on the Flats. The Upper Marlboro, Md., native became the all-time leading scorer in school history and the first Jacket to score 2,000 points. She finished her career with 2,129 points and was named to the AllACC First Team, ACC All-Defensive Team and the Georgia College Women’s Player of the Year by the Atlanta Tipoff Club for the second consecutive year as a senior.

Marshall’s 2,129 career points ranks 17th on the ACC’s career points list. She ranks in the top 10 in Georgia Tech’s record book in points scored (1st, 2,129), steals (2nd, 282) and rebounds (4th, 850). This past season, Marshall set the school record for points scored in a single season by becoming the first Jacket to score at least 600 points in one season. Marshall finished her senior campaign with 609 points and averaged 19.6 points per game, 7.6 rebounds per game and 2.7 steals per game.

After the Atlanta Hawks lost i’s final, but relatively insignificant home game to the Charlotte Bobcats by a score of 95-93 on April 14, at Phillips Arena after having already cinched the final eight spot in the Eastern Conference for the NBA playoffs roster. Hawks Coach Mike Budenholzer was asked during the post-game press conference who he would like his team to face in the NBA playoffs.

“It really doesn’t matter who we play. We are just happy to be in the playoffs,” the coach responded.

Later in the evening the stage was set. The Miami Heat after losing to the Washington Wizards, moved to the number two seed while the Indiana Pacers sealed the deal for the number one seed in the East, making the next game an Atlanta vs. Pacers match up this Saturday, April 19. The team with the winningest record in the East plays the team that placed eighth, and in this case it is the Hawks. The Hawks after a very close contest

with the New York Knicks, secured the final eighth spot before Monday’s game.

While the playoffs begin this weekend the dates and locations have not been released as a few teams are still battling for final spots.

Three Hawks starters didn’t see any action on Monday including Kyle Korver, Paul Misap and DeMorre Carroll. Hawks Forward Mike Scott was the high scorer with 20 followed by Shelvin Mack and Lou Williams each with 13 points and Elton Brand scoring 12. Jeff Teague finished with 11 points and Cartier Martin with 10.

Teams clinching playoff spots in the Eastern Conference are: Indiana, Miami, Toronto, Chicago, Brooklyn, Washington, Charlotte and Atlanta. For the Western Conference the team s are: San Antonio, Oklahoma City, LA Clippers, Houston, Portland, Golden State, Dallas and Memphis and Phoenix are battling it out for the final spot.

ALLOW A VOTE ON UNEMPLOYMENT BENEFITS

On December 28, 2013, more than 1.3 million Americans lost their Emergency Unemployment Insurance benefits. The program allowed individuals who have lost their jobs to receive additional unemployment benefits for up to 47 weeks.

The critical question on this issue is whether or not America should maintain its commitment to a robust social safety net for our nation’s working class families and other Americans that have fallen on hard times. It is the same ongoing debate between Republicans and Democrats in Congress over programs such as Social Security, the Supplemental Nutrition and Assistance program (food stamps), and other forms of social assistance.

Republican leaders regularly criticize government support to working class families, but defend tax credits and government sponsored programs to benefit the wealthy. Billionaire Warren Buffett once stated that due to tax policies that favor the rich, his effective tax-rate of 17.4 percent was lower than his secretary’s 35.8 percent rate.

A recent study by the National Priorities Project found that America’s top earners will receive an average tax cut of over $66,000 dollars while the bottom 20 percent receives an average of $107 dollars. The wealthy can write off loan interest payment for vacation homes, get special tax treatment on capital gains and certain inheritance assets, and large corporations use tax shelters to hide trillions in earnings.

At a time when the average CEO makes almost 300 times more than his or her employees, I think it would be an unconscionable and callous decision for politicians in Washington to keep chipping away at America’s social safety net. If Republican’s are serious about reducing America’s deficit they should focus on restructuring our nation’s tax system, which strongly favors rich individuals and large corporations - we should not downsize America’s social safety net.

Conservatives often demonize our nation’s social programs by arguing they make people lazy and discourage them from working, but the facts do not support this. Opponents of social programs have used limited cases of illegal fraud and abuse to misguide some American’s into believing most people receiving social assistance are cheating the system. The truth is: unemployment support is temporary and only available to individuals who are actively looking for work.

In addition, individuals who receive emergency unemployment assistance are only eligible to receive up to one half of their previous income and this amount is often less due to state caps on overall support. These payments only account

for a fraction of what individuals would typically earn. Unemployment insurance benefits provide crucial support to hard working people who have temporarily fallen on hard times, allowing them to feed their families and keep their homes as they search for work.

Families across our country have been waiting since January for politicians in Washington to pass an extension of unemployment benefits and on April 7 the U.S. Senate passed legislation to extend the program. The bipartisan bill will extend unemployment benefits for almost three million Americans. Unfortunately, House Speaker John Boehner has indicated he will not allow members in the House of Representatives to vote on the bill, which would certainly pass. At the same time, Congress is set to approve several extensions on corporate tax breaks. This is wrong and we must stand up to members of Congress that are obstructing an unemployment insurance extension.

A recent Wall Street Journal business report detailed the inability of black-owned businesses to be approved for SBA-backed loans made through America’s most prolific small business lenders.

And while it was satisfying - in a weird kind of way - to have confirmed what black business owners have known for years, it was however, something of a gut punch to learn just how bad the situation has become.

As you might imagine, there are several reasons this latest report is so disturbing: the economy overall is “rebounding,” at least according to the WSJ report of March 14. As a function of the rebound, SBA lending spiked to $30.29 billion in the most recent fiscal year, but black-owned businesses were approved for just 2.3 percent (1,242) of the 54,000 SBA-backed loans last year which pales in significance. And to the further horror, those loans represented a palty 1.7 percent of the dollar value of those loans, or $325 million.

So get this straight: While the economy is (relatively) booming and the number of black-owned businesses is skyrocketing — now about 7 percent of the total number of US businesses, federally backed loans to support the growth and development of these businesses is not just shrinking, it’s practically disappearing. Shameful is one way to put it...

The state of SBA lending, is a challenge worthy of a solution is the way we see it! Since the market crisis that saw the average credit score of black borrowers plummet, and the average size of business loans surpass a million dollars, we also saw: Congress enact the Wall Street Reform and Consumer Protection Act (Dodd-Frank); USBC forge a relationship with the National Bankers Association that resulted in $5 million being deposited into black-owned financial institutions, and most recently, Maria Contreras-Sweet confirmed as the new Administrator of the U.S. Small Business Administration.

We believe that Administrator Contreras-Sweet — who founded ProAmerica Bank in Los Angeles —”gets it.” Our conversations with her lead us to believe that the shrinking numbers of loans to African American businesses troubles her too, and that she will immediately go to work to make improvements. During her recent confirmation speech, Administrator Contreras-Sweet declared that one of her top priorities would be to ensure that sufficient funding would be granted to hardworking minority businesses that need it the most.

to guarantee success. Continuing the same old strategies of asking banks to lend to black firms and expecting a different outcome is insanity!

Among our recommendations to her is enforcement of Section 342 of the Dodd-Frank Act. This piece of the Wall Street Reform Act, authored

by California Congresswoman Maxine Waters, contains little used — and more rarely enforced provisions governing the activities of financial institutions and the federal agencies that oversee their operations. If enforced, Section 342 would fit the description “Community Reinvestment Act on Steroids.” In a nutshell, if a bank’s hiring practices, procurement policies and lending performance don’t demonstrate their commitment to a level playing field, (at least on paper) that bank can’t — or shouldn’t be allowed to — borrow money from the Federal Reserve.

If a bank can’t borrow money cheaply, it can’t lend money at a profit. If a bank doesn’t make a profit it’s either declared insolvent and goes out of business, or it’s bought by another, bigger bank.

Unfortunately, it seems some banks would rather face the prospect of insolvency or takeover than lend money to a black-owned business!

One bright spot that we are working furiously to replicate is the success of the USBC member chamber in Beaufort, SC. Beaufort County Black Chamber of Commerce president, Larry Holman, and his team underwent the rigorous training to become a Community Development Financial Institution and have actually begun to make loans to business owners. We believe there is a near-term opportunity to capitalize on the South Carolina CDFI success story and improve access to capital for black-owned businesses. Who knows? Maybe the U.S. Black Chambers, Inc. will solve the riddle of access to capital for black businesses!

Now that would be real news!
