ince 1972, Eastern Pennsylvania Youth Soccer has worked throughout Eastern Pennsylvania’s 36 counties to promote, foster, and perpetuate the game of soccer to the region’s youth. Through competitions, educational programs, workshops and coaching clinics, each year Eastern Pennsylvania Youth Soccer impacts the lives of more than 120,000 youth soccer players from ages five to 19. Eastern Pennsylvania Youth Soccer Association exists to promote, foster and perpetuate the game of soccer on the youth level in the territory designated as Eastern Pennsylvania and foster the mental, physical and emotional growth of the Eastern Pennsylvania youth through the sport of soccer.

Minutes of the Annual General Meeting Saturday February 23, 2020 I.
President Jeff Sommer called the meeting to order.
II.
Roll Call/Credentials Report: It was established that representatives appeared and were properly credentialed, establishing 341 affiliate votes and thus, confirming a quorum. There was a motion from Secretary Melissa Weber to dispense with the roll call given the quorum was established through registration. Motion was seconded by District Commissioner Bill Fuller and approved by acclamation.
III.
Mr. Sommer asked for a motion to approve the minutes of the 2019 Annual General Meeting. Motion made by Mrs. Weber, seconded by multiple delegates from the floor and was approved by acclamation.
IV.
Mr. Sommer asked for a motion to accept the actions of the Board of Directors since the last council meeting in 2019. Motion made by Commissioner Lennie Brown, was seconded by multiple delegates from the floor, and was approved by acclamation.
V.
Reports were presented by Mr. Sommer, Chief Executive Officer Chris Branscome, State Youth Referee Administrator Jeff Tener and Treasurer Warren Beideman. These reports were presented in writing and published in the AGM book of reports for this meeting. a. Mr. Sommer again welcomed everyone to the meeting. He congratulated the many award winners who were present the previous evening at the annual awards banquet. Mr. Sommer noted his nomination to presidency by his fellow board members following the resignation of the previous president. He thanked them for placing their trust in him and providing support. Mr. Sommer then noted that former president Jim Kuntz had been elected to the US Youth Soccer Board of Directors in July and serves as the East Region Representative. He congratulated Mr. Kuntz on the election. b. Mr. Sommer reminded the membership of fee increase incurred by US Youth Soccer the prior year, and that this association covered the fee for 2019-2020, but they will take the responsibility for 2020-21. c. CEO Chris Branscome welcomed all and thanked the membership for their continued dedication to the youth of eastern Pennsylvania. Mr. Branscome highlighted the continued progress of our association with our grant program, coaching education and our Innovate to Grow program funded by a US Soccer grant. He addressed some concerns growing the game and serving all children. He praised the collaboration among our many rec and travel leagues as well as clubs working together to solve tryout issues. Branscome spoke of the success of our US Women’s National Team and their World Cup victory and the subsequent record setting attendance in Philadelphia for the USWNT match vs Portugal. d. Mr. Branscome reminded the audience about Philadelphia’s commitment to host the 2026 World Cup. He then introduced former Eastern Pennsylvania President and US Soccer Board member, Richard Groff as well as chair of the Philadelphia World Cup 2026 bid committee, David L. Cohen. Mr. Cohen gave a detailed update on the bid. Mr. Groff made a fundraising appeal with support of the other past presidents of Eastern Pennsylvania.

New Business: a. The presentation of the budget for fiscal year 2020-21, was provided electronically in advance and also published in the Annual General Meeting workbook. Mr. Sommer asked for a motion to accept the budget. Motion made by Mr. Brown, was seconded by multiple delegates. The budget was adopted by acclamation. b. Mr. Sommer presented the Fees and Fines for 2020-21.

Election of Officers: a. The nominee for Vice President of Recreation is Lennie Brown. With no other nominations, Mr. Brown was elected by acclamation b. The nominee for Secretary is incumbent Melissa Weber. With no other nominations, Mrs. Weber was elected by acclamation. c. The nominee for Registrar is incumbent, Jim Christian. With no other nominations, Mr. Christian was elected by acclamation.
VIII. Election of District Commissioners: After a brief caucus period, the following were elected: a. District 2 Geoff Andrikanich b. District 3 Bill Ross (to replace new Vice President, Lennie Brown) c. District 4 Eric McKitish d. District 6 Phil Frederick IX.
Good of the Game: a. Mr. Branscome again mentioned the US Women’s team, added support for the Philadelphia Union and their upcoming season as well as several other exciting projects for 2020. b. Branscome congratulated our many award winners from the previously evening’s banquet as well as former President Rick Tompkins on his induction to the US Youth Soccer Hall of fame c. Chief Operating Officer Kelly Connor and Director of Member Services Marisa Pigeon addressed changes to the registration system and the adoption of the GotSport system. They thanked the various registrars at league and club level for their assistance throughout the process, so far. d. Director of Soccer development and Performance Gary Stephenson discussed updates with US Soccer coaching education and invited members to call on us for support at any time.

Report of the Chief Executive Officer Chris Branscome
What a difference a year makes… Last February, as I was very focused on preparations for this meeting and the excitement of sharing World Cup news. In the background, were these stories coming from China, Spain and Italy. We gathered in Reading on February 23. Eighteen days later, everything changed. Our staff left the office under the Governor’s orders for Montgomery County on March 12. We have not been able to return as a full staff since. As with all of you, we’ve had to work remotely for the past 347 days. I happen to live nearby, so I’ve been coming to the office even before the stay at home order was lifted. It’s been eerily silent and certainly strange. Still is. I look forward to the day the staff can be together again. But as we look back, the beginning was dark. There was fear. There were many unknowns. There was a sense of loss. There was true loss. There were bumps in the road. There were detours. But we eventually all “turned green.” We developed protocols. We got back on the fields. We played a Fall season. We’ve played a winter season and are preparing for a Spring season and the Cups. We asked everyone to show respect and compassion, and overall, you did. Diligence, commitment, community and respect from throughout the membership enabled our kids to play again. We need to remember, not everyone was able to play. Not everyone was able to work. Many families and individuals made decisions for their own health and safety. Many municipalities would not or could not allow play to resume. This affected players of course, but coaches, referees, and assorted volunteers. We were not at full strength this fall. We’re still not. My hope is that as a community, we can assist those that have yet to return to play. We will look at providing all of the resources at our disposal, human and financial, to do so. We’ve all learned so much, but we need to pass it on to others and help them confidently and comfortably return to play again. We’re still in a state of flux, but things are a bit more stable than it before. There are still many questions and not always a perfect answer. New or changing orders and restrictions are still in our future. We must continue to be patient and diligent. I sincerely want to thank our staff. There was nothing routine or simple about the last 11 months. 2020 was the year of constantly moving goalposts and I could not have managed without their assistance and support. I speak for all of us by saying that we look forward to next year. We look forward to working hand in hand with all of you to grow the game and return all of our kids, coaches and referees to the field 21-22 is a special year as we will celebrate our 50th anniversary. I’d like nothing more than to see us all back at full strength, and then some.

Report of State Youth Referee Administrator Jeff Tener
The year 2020 was a year requiring patience, flexibility and determination both in life and in sport. The referee community experience mirrored our youth soccer players, coaches and leagues. Spring brought in lock downs and in person restrictions that limited our ability to train new referees. Typically, Spring is our busiest training period. This raised additional concern as nationwide, the soccer referee pool has been diminishing in numbers year over year. Entering the Fall, it was great to be able to get to participate in soccer. Covid protocols evolved, allowing those who were interested in playing soccer participate in a safe manner. Eastern Pennsylvania Referee Committee has gone through change and evolution as well. Ian Bongaardt was selected as the State Referee Administrator and Tim Snyder has been added as State Director of Instruction. Both have extensive referee experience at the local, regional and national levels. With any new additions, comes new energy and ideas. Specific plans for 2021 are being finalized with the focus being: • Increase instruction opportunities for both new referees and advanced training for existing referees. Specifically, on field training to simulate game play. • Continued focus on risk management areas in accordance with US Soccer and Safesport • Mentor programs to provide feedback at various levels from beginner to advanced. Eastern Pennsylvania Youth has had several committees and subgroups looking at opportunities to improve the game experience. One area of focus for 2021 will be sideline conduct. Too often we hear of parents/spectators creating distractions and disrupting the game flow which ultimately impacts the enjoyment of the game. Referees now have the ability to show coaches cards, but this does not apply to spectators. Coaches are responsible for their spectators and the referee is to hold the coach responsible vs. engaging with a fan/spectator. While this may seem new to some, this is the proper way to handle these situations and has been from some time. It is just not widely applied. Based on this, we highly recommend you share this information with your coaching staff and they in turn discuss sideline conduct with parents’ pre-season to avoid any complications throughout the season. In many cases, frustration comes from spectators or parents not fully understand the Laws of the Game. To help address this, we will be creating various publications and plan to host webinars open to anyone to help explain some of the most common misconceptions. Finally, I would like to acknowledge the passing of Frank Giancroce, former State Referee Adminstrator. As many of you know, Frank was a pillar of the referee program in Pennsylvania for decades. His contributions are many and will not be forgotten. Eastern PA Referee Committee will be managing a scholarship program in his honor. Report of the Treasurer Warren Beideman
The Treasurer has reviewed all internal controls to insure they are being followed and no deviations were found. Bank reconciliations, investments statements and results are verified and signed off by the CEO, Chris Branscome. The annual review CPA Prepared Financial Statement is performed by Accounting firm of Friedman LLP. The following report is for the fiscal year ending August 31, 2020.
Balance Sheet
Balance sheet remains very strong and net assets ($3,396M) and liabilities only being $314M. The organization net equity is $3,081M. Cash and liquid assets totaled $3,325M, A/R’s were $1M and all other assets totaled $48M. Liabilities for this period did decrease to $314M from $656M from prior year. The major decreases were the line of credit used was only $100M as compared to $300M for same period in 2019. The other major reduction was in accounts payable, which were $17M at year end versus $277M in year end 2019. The organization will have an additional benefit as they borrowed $155M from the SBA PPP program. These funds were used primarily for payroll expenses and this total liability should be forgiven and recognized in our 2021 Year end statement. The organization, based on results, had a 30% reduction in gross revenue do to COVID-19 and will qualify for another PPP loan if the board decides to apply for the 3rd round of PPP approved in January 2021 by Congress. These funds are specific for the use of payroll and related expenses.
Income Statement
Total revenue this year was $2,124M as compared to $3,062M in 2019. The actual decrease was 30.6% year over year. The major reductions in income were Individual fees were down $358M, Team fees were $523, and sponsorship was down $120M. Total decrease was $939M from 2019 year’s results. The management team did an excellent job in managing their expenses and considering the financial situation they were in with the large decrease in revenue, the organization ended the year with a marginal loss. The PPP loan helped immensely. It has been a pleasure working with the board and the executive team these past 4 years. The organization continues to look to improved their financial controls and check and balances to maintain their very strong financial condition.

Proposed amendments to the rules of the Arbitration board EASTERN PENNSYLVANIA YOUTH SOCCER 1.0 Arbitration Committee and Panels.
1.01 These rules apply to the Arbitration Committee established under the Constitution and By-laws of the organization known as Eastern Pennsylvania Youth Soccer.
2.0 FIFA Laws of the Game Apply.
2.01 The “Laws of the Game” as issued by the International Football Association Board, and as modified for the specific age and competition, shall apply.
3.0 Autonomy and Equal Opportunity.
3.01 In accordance with all applicable Federal and State laws, the requirements of the United States Soccer Federation (USSF) and Federation Internationale de Football Association (FIFA), Eastern Pennsylvania Youth Soccer shall be autonomous in its governance of the sport of youth soccer within the boundaries of Eastern Pennsylvania Youth Soccer as established by USSF and shall not delegate its governance responsibilities. 3.02 The Arbitration Committee established hereunder has the authority to sustain, revise or reverse any penalty imposed upon any team, club, league, player, coach, trainer, official, referee within the territorial boundaries of Eastern Pennsylvania Youth Soccer as established by the US Soccer, and to impose, on its own action, penalties upon any such individual or entity as it determines is warranted by the evidence presented in connection with any arbitration hearing described herein. 3.03 Nothing stated herein shall conflict with the minimum standards, rules or regulations established by FIFA, the US Soccer and/or US Youth Soccer. EPYS reserves the right to be more restrictive in its policies, procedures and penalties regarding incidents involving its Clubs, Teams, Coaches, Players, Parents, Referees and other participants. This may include fining Clubs, Teams or other participant(s)/entity(ies) involved in the alleged event. 3.04 Eastern Pennsylvania Youth Soccer as an entity and the Arbitration Committee, as a standing committee of Eastern Pennsylvania Youth Soccer, shall provide an equal opportunity to athletes, coaches, trainers, managers, referees, administrators and officials to participate in amateur youth soccer competitions and, if needed, this appeals process, without discrimination on the basis of race, color, religion, age, gender, sex or national origin. 3.05 Individuals serving on the Eastern Pennsylvania Youth Soccer Arbitration Committee shall be selected without regard to that individual’s race, color, religion, gender, sex or national origin. 3.06 The President of the Board of Directors shall appoint no less than five individuals to serve on a yearly basis on the Arbitration Committee. The identity of the duly appointed Committee members shall be made public either by posting at the State Office, Official Website or other means. The President shall, if requested, appoint additional members to the Arbitration Committee if required to effectuate consistency with the provisions outlined herein. 3.07 Any Arbitration Panel created under these provisions shall consist of at least three (3) members. 3.08 The decision of the Arbitration Panel, where applicable, shall constitute the full and final decision on the issue before them at Eastern Pennsylvania Youth Soccer. There shall be no further appeal to the Board of Directors or other Eastern Pennsylvania Youth Soccer entity. An aggrieved Party can appeal any decision to the US Soccer.
4.0 Roberts Rules of Order.
4.01 Unless specifically stated otherwise all meetings shall be conducted in accordance with the latest authorized edition of Robert’s Rules of Order. 4.02 At no time and for no purpose shall any Federal, State, or local Rule of Civil Procedure or Rule of Evidence apply to hearings conducted hereunder.

5.01 Associate – an organization formed to advance a particular aspect of soccer, but not responsible for recruiting, training, fielding and/or funding of soccer players. 5.02 Athlete – means the individual youth soccer player. 5.03 Board of Directors – means the duly elected Board of Directors of Eastern Pennsylvania Youth Soccer. 5.04 Club – means an organization of one or more soccer teams usually playing within a geographic area. 5.05 Federation - means the United States Soccer Federation, Inc. the national governing body for soccer. 5.06 FIFA - means the Federation Internationale de Football Association, the international governing body of soccer, of which the United States Soccer Federation is a national association member. 5.07 League – means an organization that conducts competitions among soccer teams. 5.08 Member - (Constitution, Article VI, sections 2-5) Membership in this organization shall be in one of four classes: Individual Non-voting Member, Full, Provisional or Associate 5.09 Penalty means any suspension, expulsion, sanction, monetary fine or other disciplinary measures incorporated in the rules or regulations established by FIFA, the US Soccer Soccer, US Youth Soccer, Eastern Pennsylvania Youth Soccer and/or decision made by Eastern Pennsylvania Youth Soccer Administration or Arbitration Panel. 5.10 Referee - means any official acting in the capacity of a Referee, Assistant Referee, or Fourth Official for any competition conducted within Eastern Pennsylvania Youth Soccer territory including, but not limited to, intramural, recreational, travel and/or indoor competitions, be they friendlies, league or tournament. It also includes any individual serving on the joint State Referee Committee - of Eastern Pennsylvania Youth Soccer and Eastern Pennsylvania Soccer Association. 5.11 Team(s) – means a group of soccer players playing on the same side in a soccer match.
6.0 Arbitration Hearing Procedure.
6.01 It is anticipated and understood that any person or entity aggrieved, sanctioned and/or penalized by any Team, Club, League or Eastern Pennsylvania Youth Soccer, shall have the right to file an appeal to the Arbitration Committee. This would include, but not be limited to, decisions of clubs regarding Player(s) ability to change Leagues, Clubs, and/or Teams; decisions regarding Player(s) eligibility for any League, Club, Team or Eastern Pennsylvania Youth Soccer competition; decisions regarding referee abuse from any League, Club, Team or Player(s); decisions regarding discipline of Coaches, Managers, Trainers or Administrators. This also includes first time grievances between Clubs, Teams, Referees or other Members in violation of the Eastern Pennsylvania Youth Soccer bylaws, including but not limited to Referee complaints and Solicitation of players. In these first Complaint cases, the aggrieving party shall file a Complaint with Eastern Pennsylvania Youth Soccer accordingly to the procedures set forth in 6.02 An appeal from a decision of any team, club, league, Eastern Pennsylvania Youth Soccer, state tournament, or subcommittee thereof, including but not limited to the Referee Committee shall be made in accordance herewith: 6.021 An appeal or complaint is commenced with the submission to the Chief Executive Officer. A Notice of Appeal must be received within ten (10) days from the date of the decision rendered to the party making the appeal. Copies of the Notice shall be sent to all opposing parties, including the other team, and the team, club, league, committee or body whose decision is being appealed. 6.022 The Notice of Appeal shall be accompanied by an appeal fee in an amount determined by the Board of Directors. The appeal fee shall be retained by Eastern Pennsylvania Youth Soccer. 6.023 The Arbitration Committee shall within thirty (30) days of receipt of the Notice schedule a hearing on the appeal or complaint. 6.03 In all arbitration hearings conducted under these bylaws the parties shall be accorded the following:

6.031 Notice of the specific charges or alleged violations in writing and the possible consequences if the charges are found to be true. 6.032 Reasonable time between the receipt of the notice and the hearing. 6.033 The right to have the hearing conducted either in person at the state offices or by telephonic conference. 6.034 The right to have the complaint/appeal heard before a panel of disinterested and impartial members. 6.035 The right to be assisted in the presentation of one’s complaint/appeal. 6.036 The right to call witnesses, present oral or written evidence and argument. 6.037 The right to confront witnesses, including the right to be provided with the identity of witnesses in advance of the hearing. 6.038 The right to have a stenographic record of the hearing at their cost, if desired. 6.039 A timely written decision, with reasons therefor, based solely on the evidence presented.
7.0 Opportunity to Participate.
7.01 As noted above, fair notice and an opportunity for a hearing shall be accorded to any Player, Coach, Trainer, Manager, Administrator, League, Club, Team or Referee before that individual may be declared ineligible to participate in an Eastern Pennsylvania Youth Soccer sanctioned event or otherwise penalized hereunder.
8.0 Litigation.
8.01 No member, team, club, league, player, coach, trainer, administrator, official or referee may invoke the aid of the courts in the United States or any State without first exhausting all available remedies within the appropriate soccer organization, Eastern Pennsylvania Youth Soccer and the USSF. 8.02 Violation of this provision shall result in the offending party being subject to suspension and fines and shall be liable to Eastern Pennsylvania Youth Soccer for all expenses incurred by Eastern Pennsylvania Youth Soccer and its officers in defending each court action, regardless of the outcome of same. Such expense shall include but are not limited to the following: 8.021 Court costs, 8.022 Attorney’s fees, 8.023 Reasonable compensation for time spent by Eastern Pennsylvania Youth Soccer officials and employees in responding to and defending against allegations in the action, including responses to discovery and court appearances, 8.024 Travel expenses.
9.0 Savings Clause
9.01 Failure of literal or complete compliance with provisions of these rules and procedures by the Arbitration Committee formed hereunder, with respect to dates and times of notice, or the sending or receipt of the same, or errors in phraseology of notice which in the judgment of the Committee do not cause substantial injury to the rights of the appellant, shall not invalidate the actions or proceedings of the Committee so affected.
10.00 Penalties.
10.01 At a minimum the following penalties may apply to the following category of infractions if so found: 10.011 Use of Ineligible Player(s) shall result in a forfeiture of all games played with such players plus a minimum fine (payable by the club) of at least One Hundred Dollars ($100.00) per game for the first offense and a minimum of Two Hundred Dollars ($200.00) per game for any subsequent offenses during a given registration year. 10.012 Misconduct toward Game Officials. Recognizing that misconduct toward or against a game official may occur before, during and after the match, USSF has adopted minimum penalties for such misconduct, which are mandatory and incorporated herein by reference. Moreover, in addition to, or in lieu of, any penalty imposed on the individual(s) found to have committed such misconduct, the Panel may also, on its own initiative, impose penalties on the team or club with which that person is affiliated or of which he or she is ANNUAL GENER AL MEETING

a member, which penalties may include a monetary fine not to exceed Five Hundred Dollars ($500) for the first offense and an additional Five Hundred Dollars ($500) for each offense thereafter during a given registration year. 10.013 Conduct Detrimental to the Good and Welfare of Soccer may result in a suspension from participation in Eastern Pennsylvania Youth Soccer sanctioned Leagues, tournaments, Clubs and/or Teams for a period of up to two (2) years. 10.014 Approaching of Player(s) by another Club, Team, Coach, Manager, Administrator or any other person for the purpose of inducing that Player(s) to leave his current club will result in a suspension from participation in Eastern Pennsylvania Youth Soccer of the Club, Team, Coach, Manager, Administrator or other person for a minimum of six months on the first offense and a minimum one year on the second offense. 10.015 Failure to abide by Eastern Pennsylvania Youth Soccer’s Risk Management Policy or other Association administrative functions will result in monetary fines, suspensions or other penalties by the offending Club, Team, Official or other Member. Risk Management violations are further subject to federal SafeSport policies, the Commonwealth of Pennsylvania and US Soccer. 10.016 Moreover, in addition to, or in lieu of, any penalty imposed above, the Panel may also, on its own initiative, impose penalties on the team or club with which that person is affiliated or of which he or she is a member, which penalties may include a monetary fine not to exceed One Thousand Dollars ($1000) for the first offense and an additional One Thousand Dollars ($1000) for each offense thereafter during a given registration year. 10.017 All decisions made through the Arbitration Committee shall be posted on the Eastern Pennsylvania Youth Soccer website.

Bylaws Article VII, Section 10 Current:
This is a new section
How it will change:
Section 10: Travel Tryouts and Player Evaluations Any Club or Club Team event held for the purpose of evaluating or selecting youth players to register on travel teams. Tryout/ Player Evaluation events include but are not limited to ID CLINIC or other events that solicit players, some of which are already registered with another Club. This section does not apply to intramural or recreational players. Part A: Tryout/Player Evaluation events can commence on May 1 of each year. Member Organizations can advertise and publicize Tryout/Player Evaluation events beginning February 1 of that year. Advertisements must be general in content providing information such as the time, place, instructions for registration and any other relevant information. Such solicitations must be published in a public forum regardless of the medium, print, electronic or digital. Personal solicitations, regardless of the medium, can only be made at a Player or Family request and cannot infer or state an offer to an individual player. Part B: Solicitations for new players (advertising and publicizing) are subject to and governed by Section 6, Approaching of Players. Part C: Players currently registered to a Member Organization, maintain the right to seek other opportunities with other Member Organizations at any time. A player, their parent or guardian, must initiate the first contact with another organization. Clubs Coaches or other Club officials shall not initiate contact to a Player registered with another Organization, relative to Part B (see Section 6, Approaching of Players, and the subsequent Rules of the Appeals committee governing this offense). Should a player wish to move to a new club, outside of the Tryout/Player Evaluation period, the new Club must contact and provide notice to the current Club prior to initiating a player release (see Section 9). Part D: Violations: Any complaint of a violation of this bylaw may be submitted to the Association in accordance with the rules of the Arbitration Committee. This proposal has been submitted in a timely fashion and is subject to a vote of the Council with a recommendation by the Board of Directors.

Officers of this Association shall be a President, Vice President of Travel, Vice President of Recreation, Secretary, Treasurer, Registrar, State Youth Referee Administrator, and Immediate Past-President shall comprise the Executive Committee. The President, Vice President of Travel and Treasurer, shall be elected for a two year period in odd numbered years by the Council. The Vice President of Recreation, Secretary, and Registrar shall be elected for a two-year period in even numbered years. The State Youth Referee Administrator will be appointed as voting member to the Board of Directors by the President with the approval of the Board of Directors.
How it will change:
a. Candidate for President Jeffrey R. Sommer To all members and affiliates, I write to express my interest and request your support for another two year term as your Board President. I have enjoyed serving these past 18 months and I hope to continue to repay the confidence you’ve shown in me. During this past year of COVID and the hoped for better future, I look forward to helping meet the needs of the membership and grow the game of soccer in Eastern Pennsylvania for this generation and the next. I have had the pleasure of serving Eastern Pennsylvania as the Vice President for Recreation, Corporate Secretary and District Commissioner, and have co-authored various amendments to the constitution and bylaws including the recently revised arbitration rules. Currently I also serve on the Governance Committee of US Youth Soccer and on an ad hoc committee addressing USSF By-Law issues with US Adult Soccer Association I have been active in the soccer community for many years and have a deep passion to grow the game. I’ve previously held roles on the Board of Directors for the Southern Chester County Soccer Association from 1996-2013, including a term as its President from 2001-2005. I hold a US Soccer C License, and am still an active coach working with recreational and travel teams since 1995. In 2010, I was recognized as the Eastern Pennsylvania Youth Soccer Travel Coach of the Year when my SCCSA team won the Eastern Pennsylvania Presidents Cup and represented the state on the regional level of the competition. I have been an active US Soccer referee since 2000 and refereed high school games as a PIAA official from 2010-2017. Professionally, as many of you know I was elected to a ten-year term as a Judge in the Court of Common Pleas for the 15th Judicial District – Chester County. Prior to that I was a partner at the West Chester law firm of Buckley, Brion, McGuire & Sommer for over twenty years before ascending to the bench. I have been a successful trial lawyer and solicitor for municipal and county agencies and have been admitted to practice before the Unites States Supreme Court along with other state and federal jurisdictions. Candidate for VICE PRESIDENT William Fuller Hello Eastern Pennsylvania Member Organizations, My name is William Fuller, and I am currently the Eastern Pennsylvania Youth Soccer District 1 commissioner. I humbly announce my candidacy for the position of Vice-president. What a year! The COVID-19 pandemic has caused havoc in both our soccer and everyday lives. I could never have imagined that we would play soccer while wearing a face mask. To everyone’s credit and resolve, along with the tremendous support of our State Association and other soccer organizations, we adapted. While we had to skip the Spring 2020 season, we started a Fall 2020-21 season. I started my involvement with soccer in 1994 when my children wanted to play soccer. I signed up to be an assistant coach but due to the need for coaches I became a head coach. Nearly 26 years later and despite my children aging out of youth soccer, I am still active in our local soccer community and still coaching youth soccer. I currently have my USSF “F” coaching license. Shortly after my children started playing, I was elected to the Board of Directors at Hulmeville Soccer Club. Shortly thereafter, I was elected President in 2002 and still serve in that role today. In addition to my activities at Hulmeville Soccer Club, and I currently serve on the following committees: • Middletown Park & Recreation • Middletown 4th July Parade • Eastern Pennsylvania Youth Soccer Arbitration • Eastern Pennsylvania Youth Soccer Referee Improvement Plan I have been a licensed referee for over 25 years as well as a futsal referee for the past 4 years. In addition to being an active referee, I am also a Referee Instructor, Assessor and Assignor. The excitement of the 2026 World Cup and the possibility of Philadelphia hosting a game has energized the local soccer community. I attended the World Cup 2026 presentation at the 2020 AGM and the enthusiasm in the crowd was breathtaking. I have learned a lot about the dynamics of Eastern Pennsylvania Youth Soccer Association during my time as a District Commissioner. My experiences as a coach, club volunteer, club president and referee are all characteristic that will guide me in this position of vice president. I am excited and look forward to tackling the challenges that lay ahead for all of us in soccer and the end of the pandemic. Insurance Coverage
2020-21 SUmmary of insurance policies Secondary Medical Accident Insurance
Accident Insurance provides coverage for accidental injuries incurred by Insured Persons, while participating in covered activities of Eastern Pennsylvania Youth Soccer.
Policy Limits
Accidental Medical & Dental Expense Limit $ 300,000 Max Benefit Amount Accidental Death Benefit and Dismemberment: $ 5,000 Principal Sum Accidental Death and Dismemberment Aggregate: $ 100,000 Deductible per Participant: $ 500 Benefit Period: 104 Weeks from Date of Injury Claims Basis: Full Excess Chiropractic/Physical Therapy limit per claim $2,000 ($50 Maximum per Visit) Loss Period 60 Days Accident policy is written on a Full Excess basis which means if they have any other insurance (for example – through their parent’s employer) they would need to use that insurance first.
Definitions
104 Week Benefit Period: We will pay for charges incurred within 104 weeks from the date of injury. Insured/Eligible Persons: Participants, including volunteers and staff, performing their normal duties at a covered activity. Covered Activity: While participating in scheduled games, team practice sessions, or sponsored activities, provided they are under the direct supervision of a team official or a sanctioned local or national tournament as a member of a contestant team. Includes organized and supervised group travel as authorized by the policy holder. Loss Period: The period of time within which the insured person needs to visit a medical professional in order for the claim to be eligible for payment from the carrier.

This coverage is for non-sanctioned Eastern Pennsylvania Youth Soccer events. Liability and weather event disruption coverage is available for tournaments or other club level events that are not sanctioned by Eastern Pennsylvania Youth Soccer.
General Liability
Land, buildings or long term leased properties that require 24/7 coverage. Policies are available to protect clubs’ assets and provide defense and indemnity for allegations of third-party bodily injury or property damage.
D&O/Employment Practices Liability (EPLI)
Member clubs may choose to maintain a separate policy for officers and board members with lower retention limits. EPLI provides defense for allegations of harassment or abuse by employees or third parties.
Workers Compensation
Clubs with employees are required to purchase coverage for employee injuries sustained while working. PA state law requires all employers to maintain this coverage.
