Bhutan eHealth Action Plan Workshop

Paro, Bhutan–The Asia eHealth Information Network (AeHIN), Ministry of Health (Royal Government of Bhutan), United Nations Children Fund (UNICEF),MEASURE Evaluation and other development partners co-organized the Bhutan eHealth Action Plan Workshop: Weaving Health and Happiness with ICT with funding support from the World Health Organization (WHO). It was held at the Khangkhu Resort, Paro, Bhutan on 21-23 June 2016. It engaged Bhutanese government officials from Ministry of Health, Ministry of Information and Communications, other relevant government organisations and eHealth solution providers such as Thoughtworks, RingMD and MedCube. Altogether approximately 70 participants

participated in 3-day workshop and brainstorming sessions. The groups were formed based on the eHealth components from WHOITU National eHealth Strategy Toolkit : I) Leadership and Governance, Strategy and Investment, II) Legislation, policy and compliance III) Infrastructure, Standards and Interoperability and Services and applications, IV) HIS and eHealth Workforce. Challenges were identified and short-term and long-term action plans were proposed during the workshop. The workshop objectives were to review current and planned health information systems and e-Health solutions, to identify priorities, key actions, and investments towards developing more cost-effective, sustainable, interoperable e-Health

solutions and to sensitize stakeholders on the importance of e-Health governance, policy, enterprise architecture framework, standardization and interoperability, capacity development and program management, and how these relate to the national eHealth strategy. Workshop Outcomes • eHealth is important for realization of Universal Health Coverage (UHC) and achieve goal of nation with best health • Bhutan eHealth Strengthening Roadmap for the remaining 5 Years Plan period was identified. • Priority activities within 7 National eHealth Components were identified.

AeHIN Members Complete Tableau Data Fellowship Level 1 The Asia eHealth Information Network crafted a roadmap for strengthening eHealth research in the region from 2016 to 2020. Professor Pradeep Ray, convenor of the Asia Pacific Ubiquitous Health Consortium, led a side meeting of researchers at the 4th General Meeting in Bali last October 2015. From this meeting, there was agreement that AeHIN eHealth/mhealth topics could be an area for research. Consequently, APUHC is now the research arm of AeHIN. Thereafter, a total of 10 PhD candidates in top universities in Australia, Japan and Europe were recruited to assist AeHIN with its research concerns. It is hoped that in the next five years, these PhD candidates from AeHIN member countries can provide clarity on various topics that have been of interest to the network. The AeHIN-APUHC will be categorized under the AeHIN Academy -- the capacitybuilding arm of AeHIN

First Hospital Information Kiosk in a Government Hospital in Sri Lanka The first hospital information kiosk in a Sri Lankan government hospital was launched on May 27 at eHospital-Dompe. The information kiosk can provide information on hospital services and allows people to rate the hospital’s services. Among the information it provides are the services provided by the hospital such as OPD, clinics, wards, emergency treatment unit, and dental clinic. Service delivery dates and hours of each unit and general guidelines namely guidelines for patients and guidelines on obtaining patient health card and queue numbers are also available. At present, there is only one information kiosk in eHospital-Dompe. Hence, it only contains services provided by the said hospital. Deployment of the information kiosk to the National Hospital of Sri Lanka will be done soon. Upgrades will also be done. The eHospital-Dompe is in the process of upgrading the kiosk to enable the selfappointment system. The kiosk itself is

having the facility-barcode scanning and receipt printing(encircled). This initiative is another step to reaching a more patient-centred service provision of Sri Lankan heath sector by

the Ministry of Health and the Information Communication & Technology Agency. The information kiosk was donated by East Link (PVT) Ltd. and was programmed by Pooranee Inspirations (PVT) Ltd.

24th CMA Triennial Conference in Sri Lanka

The 24th Triennial Conference of the Commonwealth Medical Association will be held at Cinnamon Grand, Colombo from 14 to 16 October 2016. The theme of the 24th conference is ‘Digital Health for Health and Wellbeing’. The conference is hosted by the Sri Lanka Medical Association with the support of the Government of Sri Lanka, Health Informatics Society of Sri Lanka and other local and international partners. The conference is expected to bring together 300 doctors from across the commonwealth and would be a celebration of medical achievement in the commonwealth member nations. It would also be an opportunity to showcase Sri Lanka’s health achievements to the rest of the commonwealth. Parallel to the main a two workshop on OpenMRS and DHIS2 will also be conducted respectively by OpenMRS Global Team and HISP Sri Lanka together with the University of Oslo. It was also decided to appreciate commonwealth health and medical informatics professionals for their outstanding contributions with the Commonwealth Digital Health Award. The commencement of the ward will take place during the 24th Triennial Meeting, Colombo in October. Commonwealth Healthcare Business Forum and Digital Health and Health Technology Expo will also be held parallel to the main conference. The Commonwealth Healthcare Business and Investment Forum is a unique forum created to promote investment in health care across the commonwealth. The Forum is being organised in collaboration with the Board of Investment of Sri Lanka and the Commonwealth Enterprise and Investment Council. The thematic areas of the Forum include Investment in Health Care, Digital Health, Medical Tourism, and Medical and Health Professional Education. The Forum is expected to be attended by top leaders in health care from across the commonwealth. The Digital Health and Health Technology Expo offers an opportunity to showcase products, such as electronic medical records, mHealth and tele-care solutions,

AeHIN REACH holds Archimate Training in KL Kuala Lumpur, Malaysia--The AeHIN Regional Enterprise Architecture Council for Health (REACH) held an Archimate training at the National University of Malaysia hosted by the Faculty of Information Science and Technology last April 25 with the generous assistance of CC and C Solutions. The training included an introduction to Archimate concepts and its uses as well as a hands-on session using the Archimate free download version. To be able to use the said tool, two more online classes are planned. The attendees of this training were participants of the AeHIN TOGAF Training Kuala Lumpur in 2014 including certified enterprise architects officers from MOH Malaysia (TOGAF 9.1).

AeHIN joins PHIN meeting

Nadi, Fiji--The Asia eHealth Information Network (AeHIN) was invited by the Pacific Health Information Network (PHIN) to participate in their meeting “Strengthening Health Information Systems in the Pacific.” The meeting, attended by representatives from the 19 Pacific Islands, was held in Hotel Tanoa from 29 May to 01 June, 2016. Mr. Jai Ganesh Udayasankaran, AeHIN working council member from India, represented AeHIN in the abovementioned meeting as speaker on the topic “National eHealth Capacity Roadmap

– implementation opportunities and challenges”. Mr. Udayasankaran also participated in the group work involving participants from Pacific Island Countries and the business meeting convened by PHIN wherein he shared about how AeHIN and PHIN as peer partner networks can support each other in the areas of mutual synergies. Back in October 2015, AeHIN and PHIN had signed an MoU to work together as peer partners during the 4th General Meeting held in Bali, Indonesia.

Dr. Mukti Khanal of Nepal and his team have recently completed an RHIS short course in Delhi, India for academic and official use. Dr. Khanal has shared that they will implement

DHIS2 in the coming fiscal year and that the government of Nepal has also decided to implement OpenMRS in all hospitals.

Malaysia Telehealth Connectathon 2016 The Malaysia Telehealth Connectathon 2016 was successfully held on the 15th of June 2016 Putrajaya. The event was organized by Telehealth Division, Ministry of Health, Malaysia (MoH) in collaboration with ViaMED Sdn Bhd, the appointed vendor for Malaysia Health Information Exchange (MyHIX) project. This is the fourth instalment of Connectathon held in Malaysia. The first Connectathon was organized in 2008. Connectathon refers to “connectivity marathon”. Introduced by Integrating Healthcare Enterprise (IHE), the aim of the event is to test interoperability of health information systems. This year, three vendors participated to test their products conformance to the profile specification. The products namely Sistem Pendaftaran Pesakit (SPP) V2.6, F1S1C1EN® VR0004 and Enterprise Management Health Information System (EM HIS) V12.x; and the Integration Profiles namely Consistent Time, Discharge Summary V0.1.02 and e-Referral V0.1.01. These products are currently in use by MoH hospitals and MyHIX serves as the integration engine allowing healthcare providers to share patient’s discharge and referral summary between healthcare facilities to facilitate continuity of care. In preparation, participants were subjected to a series of trial sessions to conduct testing and discussion at the ViaMED office for three weeks. In the final week, remote testing facilities was also provided whereby the participants were able to send messages to the MyHIX central engine. Trouble-shooting and support were made available to the participants throughout the trial sessions. Two days prior the live-testing, participants were required to conduct on-site testing and official trial-runs. Briefings and real-time support were provided during the official trial-runs to get participants to be familiar and prepared for the live-testing event. Each participant was

assigned to two examiners, appointed among officials from MoH. Officers from MoH and other government agencies also attended the event as observers. The event was officiated by Director of Telehealth Division, Dr Amiruddin bin Hisan. A parallel Telehealth Education Session was also organised during the Connectathon. The aim of the session is to instil awareness and inform knowledge among stakeholders on the potential role and impact of healthcare interoperability. Over forty attendees from the public and private sectors attended the session. Speakers includes from the Telehealth Division, MoH; IHE Technical Committee (Radiology and IT Infrastructure) and Head of MoH’s Radiology

Services. Attendees were also given guided walk through tour to witness the real-time Connectathon testing being conducted. A panel session entitled ‘Interoperability of Tomorrow’ was also held. Panellists includes MOH officials, academia representative, and private hospital. Moderated by Dr Azrin Zubir of IHE Technical Committee (Patient Care), the forum provided insights on healthcare interoperability from the expert’s point of view both from the public and private sector. All in all, the fourth instalment of the Connectathon event in Malaysia has been successful which signify the close public and private sector collaborations to achieve seamless and integrated healthcare services in Malaysia.
