High hopes as countdown begins for Aero India 2023

There are big expectations as Aero India resumes as a full-fledged event in 2023. The previous edition of the show in 2021 had been hit by the global pandemic. Even then, 201 MoUs, agreements and collaborations were signed in 2021. Moreover, around 16,000 delegates from 55 countries were present. Consequently, bigger numbers are expected in 2023, the 14th edition of the air show.

There are several reasons to justify high hopes regarding Aero India 2023. When registrations started for the event, a huge rush was witnessed to book exhibition spaces by firms in India as well as foreign countries. In fact, even more than one-and-a-half-month before the air show scheduled during February 13-17, all slots were taken up. Subsequently, the organisers announced an additional exhibition halls, which too was entirely booked soon.

According to figures given on the official website of the air show, around 720 exhibitors registered for the event by mid-January. They include around 630 Indian firms and around 90 from abroad.

As the premier Air show is Asia, Aero India will attract global leaders and investors in Aerospace. Think tanks from all over the globe are also expected. Further, the event will give a boost to the ‘Make in India’ programme of the Government, according to the Ministry.

Aero India provides professionals in the aerospace sector opportunities for industry insights, networking, professional development, career advancement, product access, brand exposure and market access.

Meanwhile, the public participation in Aero India 2023 would, in all likelihood, be unprecedented, considering the four-year interval with the previous full event. Ticket rates too have been announced well in advance by the organisers for the public in order to ensure transparency and help visitors experience the show at Air Force Station, Yelahanka in Bengaluru in Karnataka state.

We wish all success for the exhibitors for new business opportunities and partnerships.

ADNEC, UAE Ministry of Defence holds meeting with ambassador, military attachés for IDEX

Deputy Chairman of the Committee; Humaid Matar Al Dhaheri, Managing Director and Group CEO of ADNEC Group; and committee members and senior officials from a number of government entities.

ADNEC Group in cooperation with the UAE Ministry of Defence held a meeting with a group of ambassadors and representatives of official diplomatic missions and military attachés in the UAE to brief them on the latest developments of the two exhibitions and the accompanying International Defence Conference. The events will be held under the patronage of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE from 20-24 February 2023, at Abu Dhabi National Exhibition Centre.

ADNEC Group is organizing the 16th edition of the International Defense Exhibition (IDEX 2023) and the 7th edition of the Naval Defense & Maritime Security Exhibition (NAVDEX 2023), in cooperation with the UAE Ministry of Defence.

The meeting, attended by a number of ambassadors, representatives of diplomatic missions and military attachés in UAE, focused on the initiatives and

preparations carried out by ADNEC Group to host an exceptional edition of the events. The upcoming editions will coincide with the 30th anniversary of IDEX and 12th anniversary of NAVDEX, the biggest events of their kind in the world, which aim to showcase the latest technologies and equipment developed by defence sectors from all over the world.

The exhibitions serve as a global platform to highlight the latest innovative technologies and equipment developed by defence industries. They seek to shed light on the development of the UAE’s national defence industries, and encourage partnerships with various participants and major global companies, which are specialized in defence and military industries.

The upcoming edition of the exhibitions will receive record participation from major international companies, and will be attended by highranking official delegations.

IDEX and NAVDEX exhibitions provide a world-leading platform for showcasing the latest innovations and technologies of the international defence sector, as well as the latest technologies and equipment developed by defence sectors from around the world. The previous edition of the two exhibitions in 2021 achieved remarkable success, as it had received more than 62,000 visitors and more than 900 local, regional, and international companies from 59 countries, in addition to 35 national pavilions.

Air Marshal Pankaj Mohan Sinha assumes Command of Western Air Command

Air Marshal Pankaj Mohan Sinha assumed command of the Indian Air Force’s Western Air Command. The Air Marshal is a graduate of the National Defence Academy, Pune, and was commissioned into the IAF as a fighter pilot in Jun 1985. He is an alumnus of the prestigious Defence Services Staff College, Wellington.

An experienced fighter pilot, Category ‘A’ Qualified Flying Instructor, Fighter Striker Leader, Instrument Rating Instructor & Examiner, Air Marshal Sinha has more than 4500 hours of flying experience.

In his service career spanning over 37 years, the Air Marshal has tenanted important command and staff appointments. These include Commanding Officer of a Fighter Squadron, Chief Instructor (Flying) at a flying station, Training Coordination Officer at Royal Air Force Valley, United Kingdom where he flew the Hawk aircraft, Principal Director Personnel Officers at Air Headquarters, Air Officer commanding of a prestigious Air Force Station, Air Assistant to Chief of the Air Staff and Assistant Chief of Air Staff Operations (Offensive) at Air Headquarters. He is the Commodore Commandant of a premier fighter Sqn and was Director General Air Operations at Air Headquarters prior to taking over the present appointment. n

Damodar Bhattad takes charge as Director (Finance) of BEL

Damodar Bhattad S has taken charge as the Director (Finance) of Navratna Defence PSU Bharat Electronics Limited (BEL) with effect from January 11, 2023. He was working as General Manager (Finance) at BEL’s Corporate Office prior to his elevation.

Damodar Bhattad is a Chartered Accountant, who had secured All India Rank in ICAI final examination. A B.Com Graduate from the University of Madras, he joined BEL as Accounts Officer at its Chennai Unit in 1988 and in a career spanning over 34 years, served the company in various roles and capacities.

As Head of Finance at BEL Corporate Office, he played a significant role in the formulation of various company policies and procedures. He also played a pivotal role in BEL recording its highest ever turnover of Rs. 15,044 Cr in FY22 and achieving an order book of more than Rs. 50,000 Cr.

As Head of Funds, he efficiently managed Working Capital and ensured BEL remained debt free. He and his team played a key role in efficient collection of Trade Receivables, in the last two years (FY 2021 and 2022). He also initiated investment of surplus funds in Mutual Funds, which increased the company’s returns from Treasury Management.

Mr Damodar Bhattad has ensured that adequate internal financial controls are put in place in BEL and the company’s Risk Control Matrix is current and updated. He has been a member of various Management Committees — Management Audit Committee, Corporate Risk Management Committee, CSR Screening Committee and Invitee of Audit Committee and Capital Investment Committee to name a few, and has been able to provide valuable insights to BEL Management from the Finance perspective. n

Israel MOD signed contract with Elbit Systems To provide electro-optical systems

The Israel Ministry of Defense signed a $95 Million contract with “Elbit Systems” to purchase Advanced Electro-optical Systems for the IDF Ground Forces.

The various systems include long-

range deployable observation systems, thermal weapon sights, and night vision equipment. These systems will provide the IDF with observation capabilities, target acquisition, and enemy exposure in

various combat scenarios during day and night time.

The contract will be executed for over ten years and is valued at approximately $95 million, and includes the supply and maintenance of advanced electrooptical systems for IDF soldiers in both compulsory and reserve service. n

CH-47F Chinooks to Modernize Fleet

Raytheon develops the Glider Phase Interceptor

The Missile Defence Agency has selected Raytheon Missile & Defence (RMD) as one of the companies to develop the Glide Phase Interceptor (GPI)

RMD reached a milestone in its GPI program it completed the Systems Requirements Review – Prototype. The review confirmed that RMD and the government agency have a shared understanding of the interceptor’s requirements and allowed further design maturation.

In developing this new offering, the company is drawing on decades of experience producing the world’s most trusted group of naval interceptors: the long-proven Standard Missile family.

The new Glide Phase Interceptor is capable of launching from a ship to intercept lower-altitude hypersonic missiles in their glide phase of flight; it will cover an extra layer of defense alongside RMD’s long-time Standard Missile. GPI will bridge the crucial gap between SM-3, which destroys incoming missiles outside

“GPI will be the first effector to operate against hypersonic threats in that phase,” said Patrick Hollen, who works on both RMD’s GPI and SM-3 programs. He added, “it also enhances layered defense and enables more opportunities to intercept a hostile hypersonic threat farther from its target.”

The hypersonic threat poses significant challenges. But, when RMD set about designing its Glide Phase Interceptor, the team did not have to start from scratch: The company has some 70 years in air and missile defense. So, today, it is harnessing its certified Standard Missile technology for GPI’s hypersonic mission—enabling a rapid timeline by integrating proven components and systems, among other strategies.

Manohar Airport, Goa commences operations

Goa’s newly developed Manohar International Airport, Mopa started its operations on 5th January. Union Minister of State for Civil Aviation, General (Retd.) V K Singh joined the inaugural event virtually. Union Minister of State for Ports, Shipping and Waterways and Tourism Shripad Naik and Chief Minister Dr Pramod Sawant were present on this occasion. Prime Minister, Shri Narendra Modi inaugurated the Manohar International Airport, Goa on 11th December 2022.

Addressing the event virtually, Union Minister of State for Civil Aviation, General (Retd.) V K Singh congratulated all stakeholders involved for the successful commencement of operations at the Manohar International Airport. He also noted how the new airport will go a long way in boosting economic growth of both the State of Goa and the country.

Union Minister of State for Ports, Shipping and Waterways and Tourism Shripad Naik, addressing the occasion,

said, “Today is a golden day for Goa and for the people of Goa and for me too.” He took the opportunity to reminisce about how he was tasked with looking into matters of Civil Aviation in his first term as a Member of Parliament, under the Prime Ministership of the late Atal Bihari Vajpayee. “Manohar Parrikar was the Chief Minister at that time and we started work on this airport. All our dreams have been fulfilled today”, noted the Minister.

Minister Shripad Naik further stated that a new airport would help tourism and enable Goa to become a hub for exporting perishable goods like fruits, vegetables, and fish. This would create employment opportunities, increase income for locals, and attract visitors from across India. The Union government is focusing on development in Goa; more projects will come to fruition in the near future, added the Minister.

He added that normal taxi services are gradually becoming available, and in the meantime, the State government is deploying a fleet of electronic buses through the Kadamba Transport Corporation to prevent disruptions for tourists. He said Goa will become one of the most exciting locations in the subcontinent because of the passengerplus-cargo services that will be managed from the airport. He remarked that with the recent reduction of VAT on aviation fuel from 18 percent to 8 percent, the state administration has made a positive step forward. In order to write a tremendous success narrative for Goa in the tourism, logistics, aviation, and related sectors, the Goa government is devoted to offering wholehearted assistance to all stakeholders, said the Chief Minister.

The foundation stone of the airport was laid by the Prime Minister Narendra Modi in November 2016.

Developed at a cost of around Rs 2,870 crores, the airport has been built on the theme of sustainable infrastructure and comprises a solar power plant, green buildings, LED lights on the runway, rainwater harvesting, state-of-the-art sewage treatment plant with recycling facilities, among other such facilities.

Initially, phase I of the Airport will cater to around 4.4 million passengers per annum (MPPA), which can be expanded to a saturation capacity of 33 MPPA.. The airport has extensively used Azulejos tiles, which are native to Goa. The food court also recreates the charm of a typical Goan café. It will also have a designated area for a curated flea market where local artisans and craftsmen will be encouraged to display and market their wares. n

Elbit Systems Ltd.(“Elbit Systems” or the “Company”) announced that it was awarded a contract valued at approximately $107 million to provide, operate and maintain the new Main Battle Tank (MBT) simulation and training centers of the Israeli Defense Forces’ (IDF) Armored Corps. The new training centers will train commanders and soldiers of the Armored Corps and will maintain readiness of both regular and reserve units. The centers will be delivered over a three-year period and the contract includes operation and maintenance services for an additional period of fifteen years.

The future simulation and training centers will operate on the IDF’s cloud using the Elbit Systems’ cloudnative platform-agnostic OneSimTM simulation software infrastructure. The IDF’s new MBT training systems will include high fidelity platform trainer turrets and high fidelity platform trainer drivers with accurate physical models. The training

systems integrate the tank’s operational sub-systems and simulate main and secondary armament weapon capabilities, all connected to an innovative common synthetic simulation environment, aiming to provide commanders and tank crews with the capability to experience a range of real-life battlefield challenges. The systems will support individual and collective training up to company level.

The new training centers will incorporate dedicated stations designed to train the crews together with operational intelligence, combat support and logistic units enabling the training of all the components of the combined arms company in a range of operational combat scenarios. Integrated advanced recording and debriefing capabilities will enable event reruns, logging and data analysis as well as trainees performance tracking, from qualification training to training during reserve duty.

Elbit Systems’ training and simulation technological solutions have been selected to-date by a range of customers among them the U.S., Israel, the UK, Greece, The Netherlands, Poland and others.

Indo-Russian JV starts manufacturing Kalashnikov AK-203 assault rifles for Indian Army

Indo-Russian Rifles Private Limited, a joint venture between Russia and India, registered and located in India, whose founders on the Russian side are Rosoboronexport and Kalashnikov Concern (both are subsidiaries of the Rostec State Corporation), has started producing Kalashnikov assault rifles.

"Russia and India are linked by strong partnership relations. Militarytechnical cooperation between the two countries has resulted in the construction of the joint venture Indo-Russian Rifles Private Limited. With the launch of series production of Kalashnikov AK-203 assault rifles, high-quality, convenient and modern small arms will begin to enter service with India’s defense and law enforcement agencies. The model combines excellent ergonomics, adaptability to different shooters and high performance characteristics, it is one of the best assault rifles in the world," said Sergey Chemezov, General

The joint venture plans to ensure 100% localization of the production of AK-203 rifles in India. In future, the company may also increase output and upgrade its production facilities to manufacture advanced rifles based on the Kalashnikov assault rifle platform,

"Korwa Ordnance Factory in Amethi, Uttar Pradesh, has produced the first batch of 7.62 mm Kalashnikov AK-203 assault rifles. The beginning of deliveries to the Indian Army is expected soon. At the same time, the factory’s capacity makes it possible to fully equip the personnel of other law enforcement agencies in India with AK-203 assault rifles, which, due to their high adaptability, are suitable for various operators. In addition, the joint venture will be able to export its products to third countries," said Alexander Mikheev, Director General of Rosoboronexport.

Indo-Russian Rifles Private Limited fully complies with the Government of

The EROS-C3 satellite Developed and produced by IAI enters its orbit in space, begun space mission

Israel Aerospace Industries’ EROS-C3 satellite was launched on 30th December, using a SpaceX Falcon 9 launch-vehicle, from the Vandenberg Space Force Base in California, USA. The EROS-C3 is one of the most advanced observation satellites in the world, thanks to pioneering technologies which enable very high-resolution images and for the first time using multi spectral camera. After launch, the satellite entered its planned orbit around the Earth and began transmitting data to the ground station. Engineers at Israel Aerospace Industries have begun a series of preplanned calibrations and tests to validate the satellite’s performance, and complete the preplan test prior to full operation soon.

Chairman of IAI’s Board of Directors, Amir Peretz: “The men and women of Israel Aerospace Industries, and their managers, have yet again shown that, for them, the sky is not the limit. The launch of the EROS-C3 satellite is further proof of the company’s technological leadership as a true path breaker in space as in other arenas. A lightweight space camera developed and produced by Elbit Systems is mounted in the satellite, capable of providing very-high-resolution imagery for both governmental and business applications and missions.

GA-ASI Flies First M2DO MQ-9A Aircraft

Features of the new “-25” include improved power distribution and redundancy, GPS improvements, radar altimeters, nose wheel steering, and angle of attack (AoA) sensor system improvements.

The U.S. Air Force and U.S. Marine Corps will both receive these improved MQ-9A Block 5 “-25” M2DO-ready aircraft under current contracts; however, the total number of aircraft receiving these improvements has not been released.

General Atomics Aeronautical Systems, Inc. (GA-ASI), on Nov. 10, 2022, flew the first production MQ-9A Multi-Domain Operations (M2DO)-ready variant of the U.S. Air Force MQ-9A Reaper. This upgraded version of the MQ-9A Block 5

remotely piloted aircraft, also known as a the “-25,” includes key features that will enable future integration and fielding of Open Mission Systems (OMS) as well as new sensors that will further expand the MQ-9A Reaper’s strategic reconnaissance capabilities.

“We’re excited to position the MQ-9A enterprise for new missions through these capabilities,” said GA-ASI Vice President of USAF Programs Claudia Mowery. “Future funding could potentially expand these capabilities to the entire MQ-9A fleet.” n

India,Indonesia conducts co-ordinated patrol

The 39th edition of India-Indonesia Coordinated Patrol (IND-INDO CORPAT) has been conducted between the Indian Navy and the Indonesian Navy.

Indian Naval Ship (INS) Karmuk, an indigenously built Missile Corvette participated in the pre-deployment briefing at Belawan, Indonesia.

The CORPAT was executed along the International Maritime Boundary Line (IMBL) and concluded with a debrief at Port Blair. Along with INS Karmuk, L-58 (indigenously built Landing Craft Utility vessel) and Dornier Maritime Patrol Aircraft has participated in the CORPAT. KRI Cut Nyak Dien, a Kapitan Pattimura Class Corvette, represented the Indonesian side.

As part of Government of India’s vision SAGAR (Security and Growth for all in the Region), Indian Navy has been proactively engaging with countries in the Indian

Ocean Region (IOR) to enhance maritime security in the region.

India and Indonesia have been carrying out CORPATs twice a year since 2002, with an aim of keeping this vital part of the IOR safe and secure for commercial shipping, international trade and conduct of legitimate maritime activities.

CORPATs help build understanding and interoperability between navies,

and facilitate institution of measures to prevent and suppress Illegal Unreported Unregulated (IUU) fishing, drug trafficking, maritime terrorism, armed robbery and piracy.

It further helps enhance the operational synergy by exchange of information for prevention of smuggling, illegal immigration and for conduct of Search and Rescue (SAR) operations at sea. n

RAFAEL’s SPYDER Offering Counter TBM Capabilities

RAFAEL has announced that its world-renowned, combat-proven SPYDER air defense system is now enhanced with a sophisticated CounterTBM (tactical ballistic missiles) capability.

The introduction of this feature is the product of RAFAEL’s Counter-TBM SPYDER program, which involved researching and analyzing the lessons learned from recent and ongoing armed conflicts involving extensive use of tactical ballistic missiles. The program has brought about a practical upgrade to the SPYDER system which is equipped for implementation. In response to urgent operational requests from several existing customers throughout the world, the program will extend the capabilities of the SPYDER’s effectors as well as the implementation of various Counter-TBM derivatives across the system.

The SPYDER Air Defense System is the only Israeli-made air defense system that has been incorporated into the aerial defense array of NATO. The system provides effective protection of valuable assets and first-class defense for forces located in the combat area. Germany Becomes Latest Country To Join The F-35 Lightning II Global Team

F-35 continues to be the choice of air forces across Europe

The German Ministry of Defense announced that it is procuring 35 Lockheed Martin 5th Generation F-35 Lightning II aircraft.

“Congratulations to Germany on procuring the F-35A. Germany is the ninth foreign military sales country to join the program,” said Lt. Gen. Michael Schmidt, F-35 Program Executive Officer. “We look forward to working with them to deliver the F-35 Air System to meet their national defense requirements.”

The agreement includes a comprehensive package of engines, rolespecific mission equipment, spare and replacement parts, technical and logistic support, training and armament.

“It is an honor to formally welcome Germany to the F-35 Lightning II

Program. Germany’s participation ensures the F-35’s European alliance continues to strengthen and grow through interoperability with NATO and ally nations,” said Bridget Lauderdale, Lockheed Martin’s vice president and general manager of the F-35 program. “The F-35 is the most advanced, survivable, best value fighter giving pilots the critical advantage against any adversary, enabling them to execute their mission and safely return home.”

Lockheed Martin has been a committed partner to the Bundeswehr for more than 50 years, and the F-35 opens another chapter of supporting Germany’s interests for national and European security. By the 2030s, it is expected that over 550 F-35s will work together from more than 10 European

countries, including two full U.S. F-35 squadrons at RAF Lakenheath.

As a cornerstone for interoperability with NATO, the F-35 is the only 5th Generation fighter available today to strengthen Germany’s operational capability with allies. Connectivity has become increasingly more important as the battlespace continues to evolve, and the F-35 is positioned to play a critical role in that change and contribute to 21st Century Security missions.

To date, the F-35 operates from 26 bases worldwide, with nine nations operating F-35s on their home soil. There are more than 875 F-35s in service today, with more than 1,845 pilots and 13,350 maintainers trained on the aircraft.

Canada Announces the Procurement of the F-35 Lightning II

The Government of Canada announced, that it is procuring Lockheed Martin's 5th Generation F-35 Lightning II aircraft as a result of the Future Fighter Capability Project competition.

The Royal Canadian Air Force will receive 88 F-35A multirole stealth fighters, a sustainment solution tailored to Canada's sovereign requirements and a comprehensive training program.

"Canada is our friend and a close ally. Their decision to procure almost 90 jets underscores the value of the incredible F-35 Lightning II," said U.S. Air Force Lt. Gen. Mike Schmidt, program executive officer, F-35 Joint Program Office. "The F-35 is the best in the world, providing unmatched interoperability to America, Canada and the additional 15 nations that have selected the fighter. It is a

global game-changer. Through powerprojection, the F-35 is at the tip of the spear for deterrence. Its forward presence will continue to ensure that potential adversaries choose diplomacy over armed conflict."

"We are honored the Government of Canada has selected the F-35, and we look forward to continuing our partnership with the Royal Canadian Air Force and the Canadian defence industry to deliver and sustain the aircraft," said Bridget Lauderdale, Lockheed Martin's vice president and general manager of the F-35 program. The F-35 strengthens Canada's operational capability with its allies as a cornerstone for interoperability with NORAD and NATO. As a critical node in

Aero India 2023 –a grand show ahead

Aero India, among the largest air shows in the world, returns as a full-fledged edition in 2023 after an interval caused by the global pandemic. The event attracted a big response as soon as registrations started and a large number of exhibitors, both Indian and foreign, rushed to book their slots for the five-day biennial air show to be held at Air Force Station Yelahanka, Bengaluru in Karnataka state of India between February 13 and 17.

As per the official website of Aero India 2023, more than 700 exhibitors including 610 Indian exhibitors and around 90 foreign exhibitors confirmed their participation by the first week of January. Exhibitors from 26 countries registered for the event till then.

An official statement from the organisers also said that the event for 2023 – which is the 14th edition - has received ‘tremendous response’. In fact, the space offered initially for the event was fully booked by December 2022. An additional hall, opened on December 31, has also been entirely reserved by exhibitors, said the organisers.

According to a statement from India’s Ministry of Defence – which is one among the organisers along with Department of Defence Production, Indian Air Force (IAF), Defence Research and Development Organisation (DRDO), Department of Space, the Union Civil Aviation Ministry and others - Aero India 2023

will combine a major trade exhibition of the Aerospace and Defence industries as well as aerial display by IAF and some other services.

“Besides global leaders and big investors in the Aerospace industry, the show will also see participation by think tanks from across the world. Aero India will provide a unique opportunity for exchange of information, ideas, and new developments in the aviation industry. In addition to giving a fillip to the

domestic aviation industry, it would further the cause of Make in India,” the Ministry’s statement said.

Aero India 2023 will be conducted on the pattern of its pre-COVID-19 editions. The event, which is traditionally held for over five days, was reduced to a three-day event during the last edition in 2021 with the last two days - public viewing daysbeing cancelled due to the pandemic.

The 2021 edition was also unique as it was the world’s first hybrid exhibition wherein the business elements of the event were held in both physical as well as virtual modes. Delegates from 55 countries and more than 540 exhibitors had participated in Aero India 2021. The event also saw the signing of over 201 new MoUs, agreements and collaborations. Around 16,000 delegates

attended the show.

Meanwhile, the organisers have announced the ticket prices for Aero India 2023. Business tickets will be available for Indian citizens at Rs 5,000 and US Dollars 150 for foreign nationals. Passes for both the exhibition and air display viewing area (ADVA) are priced at Rs 2,500 for Indians and US Dollars 50 for foreigners. Meanwhile, passes for ADVA alone could be obtained by Indian nationals for Rs 1,000 and foreign citizens for US Dollars 50.

Chief Minister of Karnataka Basavaraj Bommai has said that Prime Minister of India Narendra Modi would be inaugurating Aero India 2023. The first three days of the event are reserved for business visitors and the last two are open to the general public.

The first edition of Aero India was held in 1996 and since then the event has earned international recognition and a steady rise in participation of exhibitors. Currently, it is the largest air show in Asia, said organisers.

DAC approves capital acquisition proposals - for Army & Navy - worth Rs 4,276 crore

The Defence Acquisition Council (DAC) meeting under the chairmanship of Defence Minister Rajnath Singh, accorded Acceptance of Necessity (AoN) for three capital acquisition proposals, amounting to Rs 4,276 crore. All the three proposals - two of the Indian Army and one of the Indian Navy - are under the Buy (IndianIDDM) category.

The DAC accorded AoN for procurement of HELINA Anti-Tank Guided Missiles, launchers and associated support equipment which will be integrated to the Advanced Light Helicopter (ALH). This missile is an essential

part of weaponisation of ALH for countering enemy threat. Its induction will strengthen the offensive capability of Indian Army.

The DAC also accorded AoN for procurement of VSHORAD (IR Homing) missile system under design and development by DRDO. In view of the recent developments along the Northern borders there is a need to focus on effective Air Defence (AD) weapon systems which are man portable and can be deployed quickly in rugged terrain and maritime domain. Procurement of VSHORAD, as a robust and quickly deployable system, will strengthen the Air Defence capabilities.

Further, the DAC granted approval for procurement of Brahmos Launcher and Fire Control System (FCS) for the Shivalik class of ships & Next Generation Missile Vessels (NGMVs) for Indian

Navy. With their induction, these ships would have enhanced capability of carrying out maritime strike operations, interdicting and destroying enemy’s warships and merchant vessels. n

IAF, Japan Air Self Defence Force to Exercise Jointly in Japan

To promote Air Defence cooperation between the countries, India and Japan are all set to hold the joint Air Exercise, ‘Veer Guardian-2023’ involving the Indian Air Force and Japan Air Self Defence Force (JASDF) at Hyakuri Air Base, Japan from 12 to 26 January 2023. The Indian contingent participating in the air exercise will include four Su-30 MKI, two C-17 & one IL-78 aircraft, while the JASDF will be participating with four F-2 & four F-15 aircraft.

During the second 2+2 Foreign and Defence Ministerial meeting held in Tokyo, Japan , the two countries agreed

to step up bilateral defence cooperation and engage in more military exercises, including holding the first joint fighter jet drills, reflecting the growing security cooperation between the two sides. This exercise will thus be another step in deepening strategic ties and closer

defence cooperation between the two countries.

The inaugural exercise will include the conduct of various aerial combat drills between the two Air Forces. They will undertake multi-domain air combat missions in a complex environment and will exchange best practices. Experts from both sides will also hold discussions to share their expertise on varied operational aspects. Exercise ‘Veer Guardian’ will fortify the long-standing bond of friendship and enhance the avenues of defence cooperation between the two Air Forces. n

India Navy attends maiden International Fleet Review by Bangladesh

Vice Admiral Biswajit Dasgupta, the Flag Officer Commanding-inChief, Eastern Naval Command and three warships of the Indian Navy participated in the maiden International Fleet Review (IFR) hosted by Bangladesh at Cox’s Bazar.

Sheikh Hasina, Prime Minister of Bangladesh reviewed the International Fleet comprising ships from Bangladesh Navy and eight ships from six foreign countries. The three ships represented

the Indian Navy are the Guided Missile Destroyer INS Kochi, Anti-Submarine Warfare Corvette INS Kavaratti, and Offshore Patrol Vessel Sumedha . The Indian Navy contingent was the largest amongst the participating foreign navies in this IFR. The other five participating ships were from China, Malaysia, Myanmar, Thailand and USA.

On the side-lines of the IFR, VAdm B Dasgupta called on Admiral M Shaheen Iqbal, the Chief of Naval Staff of

Bangladesh Navy. He also held bilateral interactions with the Chief of Navy of Iran and heads of delegations from Maldives, Myanmar, Thailand and USA.

The IFR complements the celebrations of 50 years of liberation of Bangladesh and the ‘Swarnim Vijay Varsh’ as well as the ‘Maitri Diwas’ celebrated on 06 December every year, marking the establishment of formal diplomatic relations between India and Bangladesh. n

On the steady path towards ‘Aatmanirbharta’ in Defence

The Indian Government’s programmes to achieve self-sufficiency in Aerospace and Defence manufacturing are yielding good results. Data presented in Parliament shows that the expenditure on defence procurement from foreign sources has decreased from 46% to 36% in the last four years

India gives much importance to promoting selfreliance in the Aerospace and Defence Sector and the Government has taken several policy initiatives in recent years to achieve this goal. As part of these measures, the Government has introduced reforms to encourage indigenous design, development and manufacture of defence equipment, said Minister of State for Defence Ajay Bhatt in Rajya Sabha, the upper house of Parliament.

MAJOR PROGRAMMES

These initiatives include according priority to procurement of capital items of Buy Indian (IDDM) category from domestic sources under Defence Acquisition Procedure (DAP)-2020; notification of four ‘Positive Indigenisation Lists’ of a total 411 items of Services and three ‘Positive Indigenisation Lists’ of a total 3,738 items of Defence Public Sector Undertakings (DPSUs), for which there would be an embargo on the import beyond the timelines indicated against them and simplification of industrial licensing process with longer validity period.

Yet another measure introduced by the government is liberalization of Foreign Direct Investment (FDI) policy allowing 74% FDI under the automatic route. The Indian Government has also simplified Make Procedure and launched Mission DefSpace as well as Innovations for Defence Excellence (iDEX) scheme by involving startups and Micro, Small and Medium Enterprises (MSMEs). Implementation of Public Procurement (Preference to

Make in India) Order 2017; launch of an indigenisation portal namely SRIJAN to facilitate indigenisation by Indian industry including MSMEs; reforms in Offset Policy with thrust on attracting investment and Transfer of Technology for Defence manufacturing by assigning higher multipliers; and establishment of two Defence Industrial Corridors, one each in Uttar Pradesh and Tamil Nadu, are among the indigenisation programmes.

Moreover, the Government has earmarked 25% of the Research and Development (R&D) Budget for industryled R&D and announced progressive increase in the Defence Budget of military modernisation for procurement from domestic sources.

CAPABILITIES ACHIEVED

“Our defence industry is now capable of manufacturing a wide variety of highend requirements such as tanks, armoured vehicles, fighter aircrafts, helicopters, warships, submarines, missiles, electronic equipment, special alloys, special purpose

seals and a variety of ammunition,” said the Minister.

“Rapid progress has been made towards achieving complete Aatmanirbharta (selfreliance) in the manufacturing of defence equipment required by our Armed Forces within the country. As a result of these initiatives, many state-of-the-art products such as 155 mm artillery gun system ‘Dhanush’, Light Combat Aircraft ‘Tejas’, Surface to Air Missile system ‘Akash’, Main Battle Tank ‘Arjun’, T-90 Tank, T-72 Tank, Armoured Personnel Carrier ‘BMP-II/IIK’, Su-30 MK1, Cheetah Helicopter, Advanced Light Helicopter, Dornier Do-228, High Mobility Trucks, INS Kalvari, INS Khanderi, INS Chennai, Anti-Submarine Warfare Corvette (ASWC), Arjun Armoured Repair and Recovery Vehicle, Bridge Laying Tank, Bi-Modular Charge System (BMCS) for 155 mm Ammunition, Medium Bullet Proof Vehicle (MBPV), Weapon Locating Radar (WLR), Integrated Air Command and Control System (IACCS), Software Defined Radios (SDR), Lakshya Parachute

for Pilotless Target Aircraft, Opto Electronic Sights for Battle Tanks, Water Jet Fast Attack Craft, Inshore Patrol Vessel, Offshore Patrol Vessel, Fast Interceptor Boat, Landing Craft Utility and 25 T Tugs have been produced in the country during the last few years,” explained the Minister.

Further, for the first time, a made-in-India Advanced Towed Artillery Gun (ATAG) howitzer gun developed by the domestic industry was part of the 21-gun salute during the Independence Day celebration at Red Fort in Delhi.

IDEX – INSPIRING INNOVATION

An innovation ecosystem for defence titled Innovations for Defence Excellence (iDEX) was launched in April 2018 to foster innovation and technology development in Defence and Aerospace by engaging industries including MSMEs, startups,

individual innovators, R&D institutes and Academia.

iDEX provides these entities grants/funding and other support to carry out innovations/R&D which has potential for future adoption for Indian defence and aerospace needs. Under iDEX, 233 problems have been opened, 310 startups engaged and 140 contracts signed till December 2022.

Meanwhile, ‘iDEX Prime’ framework under iDEX was launched in 2022 to support startups with Grant-in-Aid up to Rs 10 crore to enable the development of high-end solutions.

Till October 2022, a total of 595 industrial licences have been issued to 366 companies operating in Defence Sector.

DEFENCE INDUSTRIAL CORRIDORS

The Government has also established two Defence Industrial Corridors, one each in Uttar Pradesh and Tamil Nadu, to attract investments in the Aerospace & Defence sector and put in place a comprehensive defence manufacturing ecosystem in the country. Moreover, the respective state governments have also published their Aerospace & Defence Policies to attract private players as well as foreign companies including Original Equipment Manufacturers (OEMs) in these two corridors.

The two state governments have already signed MoUs/agreements with various industries for investment worth a total value of about Rs 24,000 crore. Investments worth Rs 2,242 crore and Rs 3,847 crore have been made in Uttar Pradesh Defence Industrial Corridor (UPDIC) and Tamil Nadu Defence Industrial Corridor (TNDIC) respectively.

DIP IN FOREIGN PROCUREMENT

The Government, in the last three years - from 2019-20 to 2021-22 -and current year (2022-23 up to September 2022), has accorded Acceptance of Necessity (AoN) to 163 proposals worth Rs 2,46,989.38 crores approximately, under various categories of Capital procurement which promote domestic manufacturing as per DAP-2020.

The share of domestic procurement in the total procurement has been on an uptrend. In 201819, the domestic procurement stood at 54% of the total procurement and this figure jumped to 59% in 2019-20 and to 64% in 2020-21. During the subsequent year, it has increased to 68% for domestic procurement, of which 25% has been earmarked for procurement from private industry.

With the Government focusing on indigenisation and procurement of defence products from domestic sources, the expenditure on defence procurement from foreign sources has decreased from 46% to 36% in the last four years - from 2018-19 to 2021-22.

DRDO celebrates its 65th Foundation Day

Floral tributes were today paid at the bust of former President Dr APJ Abdul Kalam at DRDO Headquarters in New Delhi to mark the 65th Foundation Day of the Organisation, which is celebrated on 1st January every year. Secretary, Department of Defence R&D and Chairman, DRDO Dr Samir V Kamat along with Director Generals and senior officials of DRDO paid floral tributes at the bust of Missile Man of India.

The event, organised to mark the day, also included release of two books comprising articles on defence technologies, a dictionary on scientific and technical terminology, Stores Manual and guidelines (SMG-2023), third anniversary issue of bimonthly bulletin InSight and DRDO Technology Foresight. DRDO Technology Foresight will be shared on DRDO website so that industry and academia may plan their R&D activities accordingly.

A DRDO monograph ‘Infrared Signatures, Sensors and Technologies’ authored by Dr Kamal Nain Chopra, a former DRDO Scientist, was also released by the Chairman DRDO. DRDO calendar 2023 was also released. In addition, Secretary DD R&D and Chairman DRDO felicitated all the employees who have completed 25 years of their service in DRDO.

In his address, Dr Samir V Kamat congratulated them for achieving a

number of milestones in 2022, urging them to focus on developing the defence R&D ecosystem in the country and strive to realise Prime Minister Narendra Modi’s vision of ‘Aatmanirbhar Bharat’.

The DRDO Chairman stated that several systems developed by DRDO have been delivered, inducted or handed over to the users. These include three firing units of Medium Range Surface to Air Missile for IAF, Shakti EW system, InfraRed Signature Suppression System for ships, Brake Parachutes for Su-30 fighter aircrafts, Commanders Thermal Imaging Sight with Laser Range Finders for T-90 Tank, Dhwani Automated Sonar Trainer, four types of Radiation Contamination Monitoring Systems, MIG-29 Aircrew Helmet and Pressure Breathing Oxygen Masks etc.

Defence Minister reviews operational preparedness of Andaman & Nicobar Command

Defence Minister Rajnath Singh reviewed the operational preparedness of Andaman & Nicobar Command and infrastructure development at operational areas during his visit to the Headquarters of the only operational joint services command of the country in Port Blair. Commander-inChief Andaman and Nicobar Command (CINCAN) Lieutenant General Ajai Singh briefed the minister about the geostrategic potential of the Andaman and Nicobar Islands and the role they can play towards enhancing India’s influence and support to military operations in the area.

The CINCAN briefed about the achievements, future plan and challenges of A&N Command. He highlighted the significant role played by A&N Command in carrying forward Government’s Act East Policy and in realising the Prime Minister Narendra Modi’s vision of Security and Growth for All in the Region (SAGAR) by building ‘Bridges of Friendship’ with the country’s maritime neighbours. Shri Rajnath Singh also visited the ANC Joint Operations Centre (JOC) which is the nerve centre for integrated planning for surveillance, conduct of operations and logistic support.

He added that the Government is making all efforts to increase the efficiency and

strength of the Armed Forces. “Under the guidance of our Prime Minister, we have taken a firm step forward towards self-reliance. Earlier, the minister reviewed a QuadService Guard of Honour and visited Sankalp Smarak, the location of Netaji’s historic arrival on December 29, 1943. The DRDO Chairman said that it is expected that most of the systems under trials will be handed over to the users in the coming year. He summarised that five CCS programmes worth Rs 26,000 crore and 55 other projects worth Rs 11,000 crore were sanctioned in 2022. 32 previously sanctioned projects were successfully completed. Some other flagship programmes such as Advanced Medium Combat Aircraft (AMCA) are also under consideration for approval by CCS. n

Defence Minister Lauds Armed Forces; ‘Shaurya Sandhya’ organised as part of 75th Army Day

Showcasing the valour and adventurous facets of the Indian Army, ‘Shaurya Sandhya’ was organised in Bengaluru on the occasion of 75th Army Day.

Not only are they evolving with time, the pace of that change is also increasing rapidly. Drones, underwater drones and weapons powered by artificial intelligence are being used today. This era has become technology intensive. Latest technological advancements have increased these challenges,” the minister said.

While Rajnath Singh lauded the Armed Forces for adapting to the constantly-evolving times and dealing with the challenges with poise, patience and bravery, he exhorted them to further develop their capabilities and implement the lessons learnt from the ever-evolving global security scenario,

including the Ukrainian conflict. He stated that militaries across the world are actively engaged in modernisation and are working on new ideas, technologies and their organisational structure. He urged the Indian Armed Forces to work on their strategies, tactics and policies keeping the future challenges in mind.

“Every today becomes tomorrow’s yesterday. Any military or organisation, which prepares itself only according to the present soon becomes old and ineffective. It is imperative to work on tomorrow, the day after and the next 25-30 years. This will ensure our security and prosperity. Let us together build a developed and secure India,” he said.

The minister asserted that the Government’s focus has always been on developing a strong and fool proof security apparatus and it is now playing a crucial role in the progress of the nation. He said that due to the strength of its security system, India has become the fifth largest economy in the world and emerged as a preferred and reliable investment destination. In the last financial year, India recorded the highest-ever FDI inflow of $US 83.57 billion. The minister voiced the Government’s resolve to continue strengthening national security by equipping the military with indigenous state-ofthe-art weapons/ technologies and make

India one of the most powerful countries and strongest economies in the world by 2047. He assured the Nation that the Armed Forces will always be ready to deal with all future challenges.

The Army Day celebrations was for the first time held outside the National Capital in order to increase the participation of people, especially the youth in ‘Knowing their Army’.

‘Shaurya Sandhya’ commenced with a standing salute to the Chief Guest and a breath-taking fly-past by Advance Light Helicopter-WSI, Army Aviation Helicopters and Microlight Aircraft of Army Adventure Wing. It was followed by a thrilling show of equestrian sports of Tent Pegging and Six Bar Jumping. The display of adventure activities included Army Aviation Combat Demonstration and Special Team Operations by the bravehearts of the military. The ‘North East Warriors’ put on an awe-inspiring display of Martial Arts while the daredevil Para Troopers enthralled the gathering with Sky Diving.

The skilful and daredevil performance of the Army Service Corps Motorcycle Display team ‘Tornadoes’ was a treat to watch for the audience, while the Taekwondo team captivated one and all with their stunts. The Para Motor display by the elite Para Troopers displayed the indomitable spirit and unflinching valour of the Armed Forces. A performance by the Military Band added to the colour of the event. After the display, the minister interacted with the gallantry awardees & their families and felicitated them.

Indian machine tool industry poised for massive growth

The global metal-cutting tool market was valued at US Dollars 65,485.4 million in 2021 and is projected to reach US Dollars 97,870.4 million by 2031, registering a compound annual growth rate (CAGR) of 4.1%. GOVT POLICIES

Government policies have also created an environment suitable for production of machine tools. For instance, the National Capital Goods Policy initiative of the government is enabling an ecosystem for capital goods growth and ensuring sustained incentive for domestic manufacturers to service domestic as well as export market demand. The policy envisages increasing production of capital goods from Rs 2.3 lakh crore in 2014-15 to Rs 7.5 lakh crore in 2025 and raising direct and indirect employment from the current 8.4 million to 30 million. It also aims at enhancing exports from the current 27%

to 40% of production while increasing the share of domestic production in India’s from 60% to 80%, thus making India a net exporter of capital goods.

The policy intends to facilitate improvement in technology depth across sub-sectors, increase skill availability, ensure mandatory standards and promote growth and capacity building of MSMEs.

India is gradually progressing on the road to Industry 4.0 through the Government of India’s initiatives like the National Manufacturing Policy, which targets an increase in the share of manufacturing in GDP to 25 per cent by 2025, and the PLI scheme for manufacturing, which was launched in 2022 to develop the core-manufacturing sector on a par with global manufacturing standards.

Pentagon & Lockheed Martin Finalize Lot 15-17 Agreement, Capping a Year of International Growth

The F-35 Joint Program Office and Lockheed Martin have finalized the contract for the production and delivery for up to 398 F-35s for $30 billion, including U.S., international partners and Foreign Military Sales (FMS) aircraft in Lots 15 and 16, with the option for Lot 17.

“The F-35 delivers unsurpassed capability to our warfighters and operational commanders,” said Air Force Lt. Gen. Mike Schmidt, program executive officer, F-35 Joint Program Office. “This contract strikes the right balance between what’s best for the U.S. taxpayers, military services, allies and our foreign military sales customers. The F-35 is the world’s premier multi-mission, 5th-generation weapon system, and the modernized Block 4 capabilities these new aircraft will bring to bear strengthens not just capability, but interoperability with our allies and partners across land, sea, air and cyber domains.”

The agreement includes 145 aircraft for Lot 15, 127 for Lot 16, and up to 126 for the Lot

17 contract option, including the first F-35 aircraft for Belgium, Finland and Poland.

Lot 15-17 aircraft will be the first to include Technical Refresh-3 (TR-3), the modernized hardware needed to power Block 4 capabilities. TR-3 includes a new integrated core processor with greater computing power, a panoramic cockpit display and an enhanced memory unit.

These aircraft will add to the growing global fleet, currently at 894 aircraft after 141 deliveries this year. The F-35 team was on track to meet the commitment of 148 aircraft as planned; however, due to a temporary pause in flight operations, which is still in

effect, necessary acceptance flight tests could not be performed.

The finalized contract caps off a year of the F-35 delivering combat-proven airpower around the world and continued international growth. Finland, Germany and Switzerland signed Letters of Offer and Acceptance (LOAs) as an important step in their procurement of F-35 aircraft.

“Continuing to add new countries to our global F-35 fleet further validates the capability and affordability of this aircraft in providing 21st Century Security to nations and allies,” said Bridget Lauderdale, Lockheed Martin vice president and general manager, F-35 Program. “There is simply no other aircraft that can do all that the F-35 does to defeat and deter even the most advanced threats.”

F-35 program participants currently include 17 countries.

To date, more than 1,870 pilots and 13,500 maintainers have been trained, and the F-35 fleet has surpassed more than 602,000 cumulative flight hours.

BLR Airport’s Terminal 2 commences operations

Terminal 2 (T2) of Kempegowda International Airport Bengaluru (BLR Airport) started operations. The first airline to begin flights from the new terminal is Star Air, one of India’s fastest-growing regional airlines.

A host of other domestic airlines are expected to start their services to and from BLR Airport’s T2, followed by international airlines, in a phased manner over the next few months.

Hari Marar, MD & CEO of Bangalore International Airport Ltd (BIAL) said, “We welcomed customers of Star Air at BLR Airport’s new terminal, T2, offering a distinctive and enhanced travel experience for passengers. The new terminal will soon welcome passengers of other airlines as well. This will be done in a phased manner as and when the facilities and processes for the smooth transition of airlines from T1 to T2 are completed. The opening of T2 has been much awaited not just for us at BLR Airport, but also for Bangaloreans and passengers travelling from different cities. We want to make passenger journeys truly memorable by offering the best experience to them.”

ACCESS TO T2

With customer-centricity at its heart, BLR Airport has always ensured adequate facilities to offer passengers a hassle-free experience. To provide easy accessibility to T2, a 4.4KM-long additional access

road called the ‘Terminal Boulevard’ was inaugurated earlier this week. It connects to T2 departures and also leads to T2 arrivals, allowing for a comfortable drive without any traffic signals. Passengers arriving at T2 can be picked up by their cars at the parking area. Shuttle services are also available between T1 and T2 at regular intervals.

T2 is designed to provide the highest level of passenger experience while also making it an unforgettable destination for passengers with its memorable visual impressions starting even from the access roads which lead to the terminal.

Referred to as the ‘Terminal in a Garden’, T2 is a tribute to the Garden city of Bengaluru. The terminal is meant to be a “walk in the garden”, with passengers travelling through 10,000+ square metres of green walls, hanging gardens, and outdoor gardens built from scratch in India through indigenous technology.

Located on the north-eastern side of Terminal-1, T2 spans 255,661 square meters of area and is equipped to handle 25 million passengers annually.

With 90 counters, easily navigable security check areas, and state-of-theart technological innovations such as Digi Yatra integrated in its foundation, Terminal-2 of Bengaluru’s Kempegowda International Airport is designed for a seamless check-in to boarding experience

that is customer-centric, operationally efficient and innovative. The L-shaped piers accommodate 19 boarding gates that are pulled away from the main complex providing ample room for movement.

The dual-level domestic and international retail and lounge areas are structured to provide scenic views of the greenery within and outside the building. Inspired by the traditional art of cane weaving, the terminal interiors are clad in engineered bamboo, giving the building a contemporary yet classic look and feel. There are several artworks exhibited at strategic locations that serve as beacons in a traveller’s journey, allowing passengers to pause, reflect and enjoy. The artworks represent the heritage and culture of Karnataka and the broader Indian ethos.

The terminal has been designed in line with the BLR Airport’s established sustainability benchmark. Based on the sustainability initiatives, Terminal 2 has been recognised as the largest terminal in the world to be pre-certified with a Platinum LEED rating by USGBC (US Green Building Council) prior to commencing operations.

T2’s combination of features provides travellers with a unique terminal experience, offering them the highest level of comfort and enjoyment. These facets make the newly inaugurated terminal a valuable addition to BLR Airport, not only as a transit hub but also as a memorable destination in itself. n

IDEX 2023 to host over 15 high-level panels

Under the patronage of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, IDEX and NAVDEX 2023 will host over 15 high-level panels focusing on 3 main themes. The panels will feature prominent intellectual leaders and decision makers from around the world, who will discuss innovative technologies and solutions in the defence industry.

ADNEC Group is organizing the 16th edition of the International Defence Exhibition & Conference (IDEX 2023), and the 7th edition of the Naval Defence & Maritime Security Exhibition (NAVDEX 2023), exhibitions, from 20-24 February, in cooperation with the UAE Ministry of Defence.

Indian Coast Guard buys Multicopter (VTOL) Drones

The Indian Coast Guard (ICG) has concluded a maiden contract for 10 multicopter (VTOL) drones in consonance with the Government of India’s policy of embracing Drone Technology. The initiative will be a major boost for the Marine Surveillance and Interdiction capabilities of the Indian Coast Guard.

These drones are capable of being launched from both Ships

whilst underway, as well as Shore Stations and will play a significant role in Surveillance & Security operations of ICG. In addition, these drones are going to assist in Search and Rescue (SAR), both by day as well as night. The ICG plans to induct 100 additional drones by 2025, to meet the ever-growing challenges in India’s Maritime Zones and Search & Rescue Region. n

Defence Minister Rajnath Singh dedicated 28 infrastructure projects of Border Roads Organisation (BRO), worth Rs 724 crore, to the nation during an event organised at Siyom Bridge on Along-Yinkiong Road in Arunachal Pradesh.

The projects comprise 22 bridges, including Siyom bridge; three roads and three other projects in seven border States/Union Territories of Northern & North-Eastern regions. Eight of these projects are in Ladakh; five in Arunachal Pradesh; four in Jammu & Kashmir; three each in Sikkim, Punjab & Uttarakhand and two in Rajasthan. The minister highlighted the crucial role played by the BRO in bolstering the country’s security through infrastructure development in border areas. “Recently, our forces effectively countered the adversary in the Northern sector and dealt with the situation with bravery & promptness. This was made possible due to adequate infrastructural development in the region. This motivates us even more for the progress of far-flung areas,” he said.

Terming infrastructure development as a game changer for the people residing in border areas, Rajnath Singh lauded the BRO for ensuring socio-economic development in far-flung regions. He stressed that the government is paying special attention to the development of the North-Eastern region, which has strengthened the country’s security system. The three telemedicine nodes e-inaugurated by the minister will be connected with Service hospitals through VSAT (Very Small Aperture Terminal) satellite communications system. It will provide prompt medical intervention for medical & surgical emergencies through Telemedicine consultation with specialists at Service hospitals using SATCOM VSAT communication. This is one of the unique achievements for BRO in providing medical services to its personnel in remote border locations through use of space technology. The Raksha Mantri expressed hope that these nodes will prove to be helpful for the health-related needs of the local people.

With the inauguration of these 28 projects, which were completed in 2022, a total of 103 infrastructure projects of BRO were dedicated to the nation in the year at a total cost of Rs 2,897 crore. In October last year, 75 projects, worth Rs 2,173 crore, were inaugurated by the Raksha Mantri from Shyok village in Ladakh. In 2021, 102 such projects of the BRO were dedicated to the nation at a cost of Rs 2,229 crore. The minister commended the dedication and fast pace with which the BRO has carried out development works in the last few years despite challenging weather conditions at tough locations.

On the occasion, the minister released a Compendium on New Technologies. It

incorporates the latest technologies being adopted by the BRO in construction of roads, bridges, airfields and tunnel infrastructure to negate the effects of remote and hostile terrain with adverse weather condition, which unduly affects the quality of civil engineering works and meeting the completion timelines.

DAC approves 24 Capital Acquisition

Proposals, worth Rs 84,328 crore

The Defence Acquisition Council (DAC), headed by Defence Minister Rajnath Singh, in its meeting held on December 22, 2022, has accorded approval for Acceptance of Necessity (AoN) for 24 Capital Acquisition Proposals. These proposals include six for Indian Army, six for Indian Air Force, 10 for Indian Navy and two for Indian Coast Guard for a total value of Rs 84,328 crore. It is pertinent to mention that 21 proposals, worth Rs 82,127 crore (97.4%), are approved for procurement from indigenous sources. This unprecedented initiative of DAC will not only modernise the Armed Forces but also provide substantial boost to the defence industry to achieve the goal of ‘Aatmanirbhar Bharat’.

The AoNs accorded will equip

the Indian Army with platforms and equipment such as Futuristic Infantry Combat Vehicles, Light Tanks and Mounted Gun System providing a quantum jump to Indian Army’s operational preparedness. Proposals approved also includes procurement of Ballistic Helmets, with enhanced protection level, for our soldiers.

Approvals for procurement of Naval Anti-Ship Missiles, MultiPurpose Vessels and High Endurance Autonomous Vehicles will further enhance maritime strength giving boost to Indian Navy’s capabilities.

Indian Air Force will be further strengthened with enhanced lethal capabilities by induction of new range of missile system, Long Range Guided Bombs, Range Augmentation Kit for conventional bombs and advanced surveillance systems.

The procurement of Next Generation Offshore Patrol Vessels for Indian Coast Guard will enhance surveillance capability in the coastal areas to new heights. n

‘MAKE IN INDIA’ is open offer for partnerships in R&D and production: Defence Minister

Defence Minister Rajnath Singh invited the world aerospace community to attend the Aero India 2023. He was chairing the Ambassadors’ Roundtable conference for the forthcoming Aero India 2023. The reach-out event, organised by Department of Defence Production, Ministry of Defence, was attended by Ambassadors, High Commissioners, Chargé d’affaires and Defence Attachés of over 80 countries.

The minister invited the representatives from across the world to attend Asia’s largest and 14th Aero show - Aero India-2023 - which will be held in Bengaluru, Karnataka between February 13-17, 2023. He urged them to encourage their respective defence and aerospace companies to attend the global

event.

The defence minister described Aero India as a premier global aviation trade fair, which provides an opportunity for the Indian aviation-defence industry, including the aerospace industry, to showcase its products, technologies and solutions to the national decision makers. The fiveday show will witness a combination of major aerospace and defence trade

exposition, along with aerial displays by the Indian Air Force. “Besides the major entrepreneurs and investors in the defence and aerospace industries, the event will witness participation of prominent defence think-tanks and defence-related bodies from across the world. Aero India will, indeed, provide a unique opportunity for exchange of information, ideas and new technological developments in the aviation industry,” he said.

Recalling the success of Aero India 2021, Rajnath Singh stated that the last edition had witnessed unprecedented attendance of over 600 exhibitors physically and another 108 virtually. He added that the event saw the participation of 63 countries and around 3,000 Business-2-Business meetings were held. He also elaborated on the huge success of DefExpo 2022 which witnessed unparalleled participation of over 1,340

exhibitors, businesses, investors, startups, MSMEs, Armed Forces and delegates from several countries. He asserted that the conclusion of 451 Memoranda of Understanding, Transfer of Technology agreements, product launches and orders to domestic businesses, worth Rs 1.5 lakh crore, etc. attest to the success of the DefExpo. The minister hoped for a larger presence of exhibitors and representatives of friendly countries in Aero India2023and said “We remain committed in supporting the partnerships that have been forged thus far and forming new bonds for future growth.”

Rajnath Singh gave a broad overview of India’s growing defence industrial capabilities, stating that efforts are being made towards enhancing manufacturing capabilities, particularly in the emerging areas of drones, cyber-tech, Artificial Intelligence, radars, etc. He added that a robust defence manufacturing ecosystem has been created which has led to the emergence of India as a leading defence exporter in recent years. The defence exports have grown by eight times in the last five years and now India is exporting to over 75 countries.

“Our large population and abundant skilled work-force has led to the creation of a thriving innovation ecosystem, led by start-ups in high technology areas. These, in turn, are collaborating with the established R&D institutions and industries to develop and manufacture high-end defence platforms and systems at a comparability lower cost,” the minister said, stressing that the Indian aerospace and defence manufacturing sector is well prepared to take up future challenges and capitalise on emerging opportunities. He highlighted that India has domestically produced the Light Combat Aircraft and the manufacturing of Light Utility Helicopter has also commenced.

Rajnath Singh emphasised that Government’s efforts towards ‘Make in India’ are neither isolationist nor are they just meant for India alone. “Our self-reliance initiative is the beginning of a new paradigm of partnership with our partner countries. Partnerships are being made with global defence industry giants. Recently, we signed a contract for manufacture of C-295 aircraft for the Indian Air Force through collaboration

between Tata Advanced Systems Limited and Airbus Defence and Space S.A., Spain. ‘Make in India’ encompasses ‘Make for the World’. It translates into an open offer to all for joint efforts and partnerships in defence R&D and production,” he said.

The ‘partnership’ and ‘joint efforts’ as the two keywords that differentiate India’s defence industry partnership with other nations. He reiterated that India does not believe in a hierarchical conception of world order, where few countries are considered superior to others. “India’s international relations are guided by the very essence of human equality and dignity which is a part of our ancient ethos. We do not believe in making or becoming a client or satellite state, and so, when we partner with any nation, it is on the basis of sovereign equality and mutual respect. Forging relations comes naturally to India, as we work towards our cherished goal of a secure and prosperous world,” he said.

Rajnath Singh described it as the Government’s endeavour to transcend the relation of buyer and seller to that of co-development and co-production model, irrespective of India being a buyer or a seller. “We are a major defence buyer as well as a significant defence exporter. When we are procuring defence equipment from our valued partner nations, very often they share the technical know-how, set up manufacturing plants in India and work with our local firms for various sub-systems. And when we

export our defence equipment, we offer our full support towards the capability development of the buyer through sharing of technology, training, co-production etc.,” he said.

In his welcome remarks, Defence Secretary Giridhar Aramane stated that India is fast-emerging itself as an aerospace and defence manufacturing hub where the world looks for innovative solutions. He said, Aero India 2023 will provide an opportunity for exhibitors and participants to exchange ideas and forge collaborations to fulfil their quest to achieve excellence in aerospace and defence manufacturing.

During the Ambassadors’ conference, a detailed overview of Aero India 2023 was given to the representatives. The five-day event, with the theme ‘The runway to a billion opportunities’, will be organised at Air Force Station, Yelahanka in a total area of over 1.08 lakh sqm. As on date, over 645 exhibitors have registered for the event, with 80 countries confirming their participation. The marquee events include Defence Ministers’ Conclave ‘SPEED’ and a CEOs Roundtable.

Brahmos Air Missile tested successfully

Indian Air Force successfully fired the Extended Range Version of Brahmos Air Launched missile against a Ship Target from a SU-30MKI aircraft. The missile achieved the desired mission objectives in the Bay of Bengal region.

With this, IAF has achieved a significant capability boost to carry out precision strikes from SU-30MKI aircraft against land/ sea targets over very long ranges.

The extended range capability of the missile coupled with the high performance

of the SU-30MKI aircraft gives the IAF a strategic reach and allows it to dominate the future battlefields. The dedicated and synergetic efforts of IAF, Indian Navy, DRDO, BAPL and HAL have been instrumental in achieving this feat. n
