ith the Langkawi International Maritime & Aerospace Exhibition (LIMA) 2019 to take place in Malaysia from 26- 30 March, the Indian delegation, comprising major aerospace and defence players, expect to seize new business opportunities. LIMA is one of the biggest Aerospace and Naval event in Asia Pacific. With 500 exhibitors and more than 40,000 business visitors, LIMA is an ideal venue for regional cooperation among Aerospace and Defence companies in Asia Pacific, to create the right platform where partnerships are forged and business opportunities seized. LIMA’s insightful round tables and conferences, as well as business forums offer access to invaluable information that enables businesses to stay ahead of the competition and seize new opportunities in the dynamic market of Asia Pacific. As Malaysia has already shown interest in procuring Tejas, India is sending the aircraft for flying and static display at the show to further its export potential. Last month, Bengaluru hosted Aero India 2019, an impressive aerospace and defence event in the Asia Pacific region with the participation of all major global Aerospace companies. The show highlighted the capabilities of the Indian Aerospace Industries including the robust supply chain. Organised by Ministry of Defence through HAL, Aero India 2019 witnessed flying displays of advanced military and transport aircraft, helicopters and static displays of advanced engines and aircraft equipment from various parts of the globe. Air shows and naval exhibitions are ideal opportunities for industries for finding new opportunities to enhance their business and India is increasing its participation in global events. Naval Forces Sailing to Hi-tech Horizons

Most modern technologies are being deployed by maritime forces against sea-borne threats and protection of sea lines of communication. A glance at some recent developments

N

avies around the world have been constantly engaged in modernising their technologies. Recent innovations include day / night panoramic surveillance system, identification sensors, lethal and non-lethal effectors, augmented reality

and decision-making system. Another area where technology has been introduced is additive manufacturing of propellers which allows for superior performances in terms of weight, fuel economy, power output and acoustic levels. Cybersecurity of products and services is another area witnessing large-scale development. Several advanced navies are setting up ‘Control Rooms’ for improved integration of subsystems into the combat system, greater automation promoting high added- value tasks and simplification. Around the world, innovative robotic technologies are also being set up for the maritime

industry. It is pointed out that with the introduction of a variety of new robotic technologies, robots would soon carry out several important jobs both at sea and on shore. Some among them are fire fighter robots developed by Naval Research Laboratory in collaboration with Virginia Tech and other US universities; Hull Cleaning Robots that help in higher fuel efficiency and reductions of carbon-dioxide emissions; Robot Ship Inspectors which carry out inspection of huge cargo ships for cracks, corrosion or any wear to ensure that they comply with rising safety standards; and Anti-Piracy Robots which will fight against maritime

piracy. The dumbbell-sized robot can be fired from cannon within 5 seconds and can survive throws up to 120 feet. Its magnetic wheels help it to crawl on the ship’s hull before it reaches the deck. It can be controlled by joystick from the nearby command center. The robots can keep eye on piracy activities using its cameras that can see even in darkness using infrared camera. Robotic Vessels are yet another innovation - RollsRoyce recently released designs of unmanned remotecontrolled cargo ships. Moreover, a robotic unmanned surface vehicle (USV) has been developed by US Navy to sweep across the ocean to detect mines


using magnetic and acoustic technologies namely Unmanned Influence Sweep System (UISS). Singapore The Navies in Asia too are equipping themselves with modern weaponry. For instance, Republic of

Singapore Navy (RSN), the naval component of the Singapore Armed Forces (SAF), works for the defence of Singapore against sea-borne threats and protection of its sea lines of communication by adopting modern technology. Singapore’s Ministry of

Defence (MINDEF) signed a contract to procure two new Type 218SG attack submarines from ThyssenKrupp Marine Systems in November 2013. The first submarine will be delivered to the Singapore Navy in 2020. In May 2017 in conjunction with Singapore’s first international maritime

review and International Maritime Defence Exhibition and Conference the Singapore’s Ministry of Defence announced that two more Type 218SG attack submarines from ThyssenKrupp Marine Systems will be purchased making the total of four new submarines from the initial two. Ships of the Singapore Navy include the MV Swift Rescue. The Formidable class multirole stealth frigates are the latest platforms to enter into service with the RSN, and are multi-mission derivatives of the French Navy’s La Fayette class frigate. On January 30, 2013, MINDEF awarded ST Engineering a contract for the design and build eight vessels of the Independence-class littoral mission vessels, known as Littoral Mission Vessel (LMV) to replace the Fearlessclass patrol vessels. The Endurance class amphibious transport docks are the biggest class of ships in the RSN. They were designed and built locally by ST Marine to replace the old County class tank landing ships (LST).

Each ship is fitted with a well dock that can accommodate four landing craft and a flight deck that can accommodate two medium lift helicopters. The RSN also operates the Protector unmanned surface vehicles. They were deployed together with the Endurance class landing platform dock ships to the North Persian Gulf for peacekeeping operations in 2005, where they performed surveillance and reconnaissance, as well as force protection duties for more than eight hours at a go. Singapore hosts IMDEX Asia, a biennial international defence show and one of the major events in the global naval and maritime security calendar. The upcoming edition of IMDEX Asia will be held at Changi Exhibition Centre during May 14-16, 2019. Malaysia Royal Malaysian Navy is another strong maritime force in the region. It began

modernization in the 1980s by purchasing four Laksamana class corvettes from Italy. In 2013, Malaysia announced the purchasing of six Maharaja Lela class frigates. Two Scorpène-class submarines were ordered by the RMN on June 5, 2002 under a €1.04 billion contract. The two Scorpène submarines were built jointly by the French shipbuilder, DCNS, and its Spanish partner, Navantia. They are armed with Blackshark wire-guided torpedoes and Exocet SM39 sub-launched anti-ship missiles. THALES Naval Division was selected as the contractor of Malaysia’s Service Life Extension Programme (SLEP) involving the Kasturi-class corvettes[39] – KD Kasturi, KD Lekir and two Mahamiru (Lerici)-class minehunters – KD Mahamiru, KD Ledang. The Malaysian government is also planning to increase the total of helicopters for the Royal Malaysian Navy with either AW-159, Sikorsky MH-

60R Seahawk or the Airbus Helicopters H225M. In 2016, an Italian-aerospace defence company, the Finmeccanica, signed a teaming agreement with Malaysian-defence vehicle company, the Global Komited, to jointly distribute AgustaWestland AW159 helicopters. Meanwhile, Malaysia also launched a program to procure a new class of the modern frigate. The program is called Second Generation Patrol Vessel (SGPV). In 2014, Malaysia signed a contract agreement worth MYR9 billion (USD 2.2 billion) which was awarded to Boustead Naval Shipyard (BNS) to build six frigates under SGPV program. The ship will be built based on the Gowind 2500 corvette designed by French shipbuilder DCNS. In 2016, Malaysia and China agreed to jointly develop a littoral mission ship where two ships will be built in China by China Shipbuilding & Offshore International Co (CSOC), the rest will be built

in Malaysia by local company Boustead Naval Shipyard. A total of 18 ships of this class are planned. The first ship will be delivered by 2019, the second and third by 2020 and the fourth by 2021 for the first batch. China The People’s Liberation Army Navy (PLAN) is the naval branch of the People’s Liberation Army (PLA), the armed forces of the People’s Republic of China. The PLAN force consists of approximately 250,000 men and over a hundred major combat vessels, organized into three fleets: the North Sea Fleet, the East Sea Fleet, and the South Sea Fleet. Most of the naval weapon systems used by the PLAN were developed prior to 1990. The naval weaponry of the PLAN is based on three tiers: artillery, torpedoes, and missiles, each geared to a specific threat range and type. The adoption of the missile,


like in most navies, has completely revolutionized Chinese naval capabilities and tactics. Also, there has been growing attention given to ASW (application software), electronic and airborne weaponry. Current ship artillery systems of PLAN include the anti-aircraft weapons AK-630, Type 730 CIWS, H/ PJ76A automatic twin 37 mm enclosed gun mount, Type 76A automatic twin 37 mm enclosed gun mount, Type 76F automatic twin 37 mm enclosed gun mount and Type 76 automatic twin 37 mm open gun mount, among others. China until very recently has mostly lacked a Close In Weapons Systems (CIWS) system. The Russian built Sovremenny class destroyers that were purchased in a 1996 deal gave China its first CIWS capability. After China normalized its relationship with the former Soviet Union and then Russia, the importation of Russian missiles resumed, and a new generation of Russian anti-ship missiles have been imported, including the supersonic SS-N-22 and Kh-31, Klub-S, (the Russian equivalent of the antishipping version of American BGM-109 Tomahawk), and AS-20 Uran. The PLAN inventory includes a mixture of foreign and domestic missiles, and Russia has been the largest foreign provider. Supersonic anti-ship missiles have been a key development in China. The Russian ramjet SS-N-22 Sunburn is operated by China on board its Sovremenny class destroyers. Its high velocity supersonic approach and its large warhead make the SS-N-22 a valuable weapon for the

PLAN. China has also long sought to produce its own supersonic and eventually hypersonic anti-ship system since the 1980s. High speed missiles are seen as the most effective means of attacking modern warships. Only Russia, China and India (with BrahMos, which was codeveloped with Russia) have so far successfully developed and deployed such weapons. China has developed a miniature SAS for autonomous underwater

vehicles (AUVs) too. It was developed by the Information and Communication Engineering Research Institute of Zhejiang University as part of one of the Project 985 programs. Several unmanned underwater vehicle (UUV) s have been confirmed in Chinese service, including 8A4 ROUVs, RECON-IV ROUVs, 7B8 ROUVs, Goldfish class ROUVs and HR-01 ROUV, among others. The current quality and

capability of PLAN weaponry has improved significantly, and PLAN is now shedding its obsolescence and catching up with Western standards. Reports have said that future PLAN weapon systems would include land attack cruise missiles, stealthy hypersonic missiles, armed ship-launched UAVs, anti-radiation missiles and land-based anti-ship ballistic missiles, EMP bombs, long-range artillery systems, super-speed torpedoes and improved mines.

Airbus, Naval Group and Rohde & Schwarz Wins French Navy Contract

communication streams in order to optimise the use of the transmission capacity available at sea, which is, by nature, limited. It utilises satellite connections, such as Comcept or Syracuse, and also radio communication systems allowing all-IP (Internet Protocol) exchanges between ships, with a range of several dozen nautical miles. RIFAN 2 also provides overall network management and cyber security incident monitoring capability. This monitoring can take place both from an on-shore management and control center and also locally on board the ships, thus providing the crews with a degree of independence so that they can make best use of the network according to the operational situation.

Thales to supply two coastal surveillance radars for the French defence procurement agency

T

he French defence procurement agency DGA (Direction générale de l’armement) has awarded the RIFAN 2.1 contract to an industrial consortium headed by Airbus with the Naval Group and Rohde & Schwarz. This contract was signed for a maximum duration of eight years and up to a maximum amount of € 150 million. The contract covers work to maintain and adapt the existing IP network for the French naval forces, RIFAN 2 (Réseau IP de la Force Aéronavale étape 2), to the needs of the Navy in the coming years, to integrate new ships and remedy hardware and software obsolescence. It will also enable the future front-line frigates of the FDI (‘frégates de défense et d’intervention’) programme and the future replenishment tankers of the BRF (‘bâtiment ravitailleur de forces’) programme to be integrated into the RIFAN 2 network. The network adaptations will involve both its central architecture and an update of the cyber security incident monitoring and detection system. A total of 63 ships are equipped with the RIFAN 2 network, ranging from aircraft carriers and frigates to support ships, patrol craft based overseas and submarines. The purpose of the programme is to equip French naval forces with a truly secure broadband network. It is designed for exchanges of data of various classification levels, ranging from ‘Unclassified’ to ‘Secret’, between ships at sea and on-shore command centres. The network transmits data from applications specific to the coordination of carrier group operations and those dedicated to the daily and logistical management of life on board, such as those between information systems of theatre chiefs of staff on board a vessel for the duration of an operation. Whether it’s a ship sailing alone or a carrier group, the various vessels are equipped to meet their respective connectivity requirements. The system is capable of combining several

he French defence procurement agency (DGA) has placed an order with Thales for two Coast Watcher 100s. This coastal surveillance radar is specially designed for the cvritically important role of protecting national coastlines from a broad array of threats. The radars will be installed at the DGA missile test ranges of Mediterranean Sea and Landes. Thales will provide thorough-life support and security maintenance for seven years. In today’s constantly changing world, the focus of maritime threat detection has shifted from blue-water operations to coastal and littoral zones. Protecting these zones is a complex challenge because such a wide range of risks and threats need to be considered (intrusion by hostile vessels and/or aircraft into sensitive areas, trafficking, shipping accidents, maritime pollution, etc.). This calls for improved maritime surveillance capabilities, especially to identify and track intelligent, rapid, highly manoeuvrable and often fleeting targets in all sea states. Developed, manufactured and installed by Thales, the Coast Watcher 100s will ensure optimal protection for tactical test areas, monitor maritime traffic in and around those areas and detect any intrusive threats.

Saab to Deliver RBS 70 Mk II Missiles to the Czech Army

S

aab has received an order to deliver the Mk II missile for RBS 70 to the Army of the Czech Republic. The deliveries will take place in 2019. The order was placed by the NATO Support and Procurement Agency (NSPA), responsible for acquisitions for NATO members. The Czech Republic is a user of the RBS 70 as well as the new

RBS 70 NG system, both systems are compatible with the Mk II missile. “Through the order from NSPA, we see NATO’s continued interest in our missile systems. The Mk II missile is a capable missile with an altitude coverage of 4 km and a range of 7 km,” says Görgen Johansson, head of Saab business area Dynamics.

The Saab portfolio of short-range ground-based air defence missile systems includes the RBS 70 and the latest version, RBS 70 NG. The RBS 70 system has an impressive track-record on the market with more than 1,600 launchers and over 18,000 missiles delivered to nineteen countries.

Naval budgets are rising rapidly. In this background, what would be the focus of IMDEX Asia 2019? The global market for maritime and border security is expected to increase from US$21 Billion in 2017 to nearly US$30 Billion by 2027, representing a CAGR of around 3.3% percent during the forecast period and a cumulative value of US$270 billion. The growth is expected to be dominated by Asia Pacific, followed by North America and Europe, with Asia Pacific accounting for over 41 percent of market share, largely driven by the ongoing and planned future procurement programs of China, India, South Korea, Australia and Japan, among others. This growth is fuelled by fast-evolving threats, rising global tensions, persistent piracy and the need to upgrade old equipment. Therefore the focus of IMDEX Asia 2019 would be to address these needs with new technologies and technology upgrades at all our existing and newly introduced platforms including the exhibition, forums, the Integrated Defence Pavilion and What’s Next @ IMDEX. Detecting the disappearing enemy target: IAI’s cutting edge EO payloads

I

n a world of quickly appearing and disappearing enemy targets, militaries around the world are in a race to acquire the ability to detect, rather than merely observe, threats. That insight is driving development at Israel Aerospace Industries (IAI) Tamam Division, a world leader in inertial navigation and gyro-stabilized EO (electro-optical) systems technology. The shift to the world of detection is especially critical at the tactical levels, where field commanders require intelligent eyes in the sky, in the form of advanced light-weight EO systems on small UAVs, that can tell them just where the enemy is over the hill, according to Alex Riahi, Head of tactical payload BU in TAMAM Division. The TAMAM Division has spent dozens of years manufacturing and developing EO systems for all arenas of air, sea, and land. Today, UAVs around the world carry

its systems. In recent years, small UAVs have come to dominate the defense market, and TAMAM has developed new products to stay in the lead. "This is an important and developing market for everyone," the source said. "We took technology in payloads that we developed for larger platforms, and applied them in more tactical solutions, while keeping our special capabilities," he explained. The only payload manufacturer in the world that both produces EO systems and navigation systems, TAMAM's gyros production has been adapted to fit the evolving battlefield needs. IAI's POP family of EO payloads, and the POP Ultra descendent, are addressing immediate tactical battlefield needs, down to the level of the company commander, who wants to both see the enemy target in real-time, and place target location on a map for forces to

Embraer’s E190-E2 to make the first appearance at LIMA`19

mbraer’s E190-E2 commercial jet will be making its first appearance at the Langkawi International Maritime & Aerospace Exhibition (LIMA). This is the first time the E190-E2 with its full cabin configuration will be on display at an airshow in Asia. Sporting a shark livery to represent the aircraft’s ‘profit hunter’ status, the aircraft

will offer visitors a closer look at the world’s quietest, cleanest and most efficient new-generation single-aisle aircraft. “We are proud to bring this aircraft to LIMA 2019 to show the amazing capabilities of the E190-E2. Trade visitors at the Show can visit the aircraft and experience the various cabin configurations that we have designed for airlines,”

HAL Hands Over Three ALHs to Indian Army Ahead of Schedule

AL handed over first three ALHs as part of the 22 ALH MK III contract to the Indian Army

during Aero India. HAL had entered into a contract with the Indian Army for 40 ALH (22 ALH

Mk III and 18 Mk IV Rudra) in August 2017. Of the 22 helicopters, 19 helicopters have already been produced and will be progressively delivered. The documents were handed over to Lt Gen Kanwal Kumar, Director General Army Aviation by GVS Bhaskar, Chief Executive Officer, Helicopter Division in the presence of R Madhavan, CMD, HAL. Officials from the Army, HAL, DGAQA and RCMA were present on the occasion. The Advanced Light Helicopter (Dhruv) is a

multi-role, new generation helicopter in the 5.5-ton weight class, indigenously designed and developed by HAL. Powered by two Shakti engines, it provides superlative performance throughout its flight envelope. It is suited for a high-speed cruise, for rapid deployment and to maximize the area of operations. The basic helicopter is produced in skid version and wheeled version. In the wheeled version, options for fixed and retractable undercarriages are available.

Army Chief reviewed operational readiness

he Chief of Army Staff (COAS), General Bipin Rawat visited Para Brigade and reviewed their operational readiness. The Brigade is a fully airborne brigade and is a decisive force multiplier. During 1971 operations, airborne operations by the Independent Para Brigade accelerated the momentum of operations leading to surrender of Pakistan Armed Forces at Dacca. The COAS was briefed on the readiness of the Para Brigade, he interacted with all ranks, reviewed operational preparedness and specialist training. The COAS complimented them for maintaining highest standards of training, operational readiness, morale and motivation and exemplary synergy with the Indian Air Force. The Army Chief directed the formations to ensure readiness and be prepared to decisively deal with emerging challenges that may develop.

Finnish Defence Forces Place Order for Virtual Training Simulators from Saab

aab and the Finnish Defence Forces Logistics Command have signed a contract for deliveries of virtual simulators for marksmanship and basic combat training with associated maintenance. The order value is approximately 9 million Euro and the first deliveries will take place in 2019.

This procurement is a part of the Finnish Armed Forces’ Training 2020 Programme, the virtual training simulators will be in full-scale use in 2020. The purpose is to give the Finnish soldiers a qualified training in a safe and environmentally friendly indoor environment. “This order marks a big breakthrough

for our newly developed Ground Combat Indoor Trainer (GC IDT). Finland will get a virtual training system that provides both width and depth, from basic training to advanced scenarios”, says Åsa Thegström, head of business unit Training & Simulation within Saab’s business area Dynamics. The contract contains models of the weapons used in Finland, computers with software that creates the virtual environment and provides the basis for analysis after the training. Saab will also be responsible for maintaining the systems. “With this order Saab Finland expands our already extensive simulator operations with Finnish Defence Forces. Saab has since 2006 been the provider of the Live simulation system KASI to the Finnish Defence Forces. This order marks a continued trust on Saab’s military Training & Simulation solutions”, says Anders Gardberg, Country Unit Manager for Saab in Finland.

aytheon Company and German sensor specialist HENSOLDT, both leading air traffic radar providers, are on path to provide two European customers integrated air surveillance radars that combine HENSOLDT’s next-generation primary airport surveillance radar (ASR-NG®) and Raytheon’s Mode S mono pulse secondary surveillance radar (Condor Mk 3). The Royal Netherlands Air Force will receive one system that will provide both advanced air traffic control and windfarm interference mitigation at De Kooy airfield. Deutsche Flugsicherung (DFS), the German air navigation service provider, will receive three systems to replace aging radars as part of the country’s air traffic control modernization efforts. The contracts demonstrate the success of a cooperation agreement Raytheon and HENSOLDT signed only one year ago. Jointly, both companies intend to offer high-performance ATC solutions to customers worldwide as well as services and enhancements to the installed base of the ASR-11 digital air surveillance radar in the US. “Our goal is to make the global airspace safer by creating the world’s most advanced air traffic control system,” said Matt Gilligan, vice president of Navigation, Weather and Services. “HENSOLDT’s primary radar provides almost four times the volume coverage when compared to others, and that’s something our customers want.” Together, HENSOLDT and Raytheon bring to market over a century of combined experience in global air traffic control solutions. “As a radar specialist we have a track record of numerous successful ATC programmes”, states Erwin Paulus, head of Radar/IFF at HENSOLDT. “Together with Raytheon we are able to offer customers very attractive systems solutions”. HENSOLDT supplies customers all over the world with air traffic control and identification solutions for military and civilian applications. Amongst others, the company has equipped the German Armed Forces’ airfields with the ASR-S (Airport Surveillance Radar, S-Band) airport surveillance radar and is delivering a complete approach control system for the military airfields in Switzerland. HENSOLDT’s ATC radars are under contract by Australia, Canada, the UK Austria and Portugal.

ir Marshal Raghunath Nambiar, PVSM AVSM VM & Bar took over as Air Officer Commandingin-Chief of Western Air Command, Indian Air Force. All the Principal Staff Officers (PSOs) of the Western Air Command along with spouses were present on the occasion. The Air Marshal reviewed a ceremonial Guard of Honour and outlined his vision for the Western Air Command. He exhorted all personnel to work with zeal & enthusiasm so as to enable Western Air Command to fulfil the objectives of the IAF and the Nation at large. The Air Marshal is an Experimental Test Pilot and has flown about 42 types of aircraft. He has the distinction of having the highest number of flying hours to his credit on Mirage-2000 in the IAF, with over 2300 flying hrs on the aircraft and a total of 5100 hrs of flying experience. He is a member of the Society of Experimental Test Pilots and was the Project Test Pilot for the Light Combat Aircraft “Tejas”. Air Marshal Nambiar has commanded the prestigious No. 1 Squadron. He was the Director of Space Applications at Air HQ, Principal Director of Offensive Operations and the Chief Operations Officer of Air Force Station Gwalior. He was posted to Embassy of India in Israel as the Defence Attache. The Air Marshal has also held the coveted appointments of Air Officer Commanding, Air Force Station Jamnagar, Commandant ASTE, Air Defence Commander Western Air Command and Senior Air Staff Officer (SASO) of Southern Air Command, Training Command and Eastern Air Command. He was also the Deputy Chief of the Air Staff at Air HQ. Before taking over as AOC-in-C of the Western Air Command, he was the AOC-in-C, Eastern Air Command. Air Marshal Nambiar was awarded Vayu Sena Medal for Gallantry by Hon’ble President of India for his prominent role in the Kargil Operations. He was awarded a Bar to the Vayu Sena Medal for flight testing the Light Combat Aircraft (LCA) in 2002 during its first phase of flight. He was commended by the Chief of Air Staff in 1991 and C-in-C of Strategic Force Command in 2005. He was conferred Ati Vishisht Seva Medal in 2015 and Param Vishisht Seva Medal on 26 Jan 2019. The Air Marshal is an alumnus of National Defence Academy, Khadakvasla. He was commissioned in the Flying Branch of Indian Air Force as a Fighter Pilot on 11 June 1981. The Air Marshal is married to Mrs Luxmi Nambiar. Their son, Ashwin Nambiar is a commercial pilot. In a separate ceremony, Mrs Luxmi Nambiar also assumed the charge of President, Air Force Wives Welfare Association (AFWWA) – Regional. The ceremony was witnessed by all the Executive Members of AFWWA (Regional).

US-Korean Navies in Salvage Exercise

.S. Navy divers assigned to Mobile Diving and Salvage Unit (MDSU) 1 and Republic of Korea (ROK) Navy diving and salvage experts joined Salvage Exercise (SALVEX) Korea 2019. The bilateral exchange was focused on combined diving and salvage operations and subject matter expert exchanges. In addition, divers from both navies participated in full-mission profile salvage operations, including the use of side-scan sonar and remote operated vehicles. “Exchanges like this one are extremely valuable to both navies in terms of our ability to operate together,” said Master Chief Joshua Dumke, Master Diver for Commander, Task Force 73, and lead SALVEX planner. “Becoming more familiar with each other’s equipment

and capabilities makes it much easier for us to work together if a real-world operation were to happen.” This year marks the 35th iteration of SALVEX, which dates to 1985. According to Lt. Cmdr. Tim Emge, diving and salvage officer for Commander, Task Force 73, the U.S. 7th Fleet has a unique relationship with its Korean partners. “We have a waiver to dive with ROK Navy systems,” said Emge. “This has a significant impact on our operational capabilities because we can deploy divers with limited gear and seamlessly conduct interoperable dive operations.” Emge said the complexity and the tangible value of the training scenarios get better each year due to the planning, teamwork and innovation of Sailors from both nations. “SALVEX is an important opportunity

for both navies to enhance our diving and salvage capabilities,” said Emge. “For more than three decades now, we have had a valuable, successful relationship and we continue to build on that relationship, as well as our interoperable capabilities.” MDSU-1 provides combat-ready, expeditionary, rapidly deployable mobile, diving and salvage capabilities to conduct harbor clearance, salvage, underwater search and recovery, and underwater emergency repairs in any environment. Commander, Logistics Group Western Pacific/CTF 73 provides combat-ready logistics to the U.S. 7th Fleet and is the executive agent for more than 20 bilateral and multilateral security cooperation exercises with partner nations throughout the Indo-Pacific region.

EoI Issued for 111 Naval Utility Helicopters in India

ndia’s Ministry of Defence (MoD) has issued Expressions of Interest (EoI) for identifying potential Indian Strategic Partners and foreign OEMs for the procurement of 111 Naval Utility Helicopters (NUH) for the Indian Navy. This is considered to be the first such move from the country. NUH will replace Chetak Helicopters and will be utilised for albeit SAR, CASEVAC, LIMO, passenger roles and torpedo drops. As many as 95 helicopters out of 111 will be manufactured in India by the selected Indian Strategic Partner. The case was approved by the government’s Defence Acquisition Council (DAC) on August 25, 2018. The project

is likely to provide a major boost to the Government’s ‘Make in India’ initiative and fillip to manufacturing

capability for helicopters in India. The request for EoI from Indian private companies for

participating in the project has been hosted on the MoD/Indian Navy website on February 12, 2019. However, the Request for EoI from foreign OEMs has been forwarded to companies that participated in the RFI (Request for Information) deliberations. The OEMs have been mandated to set up dedicated manufacturing line, including design, integration and manufacturing processes for NUH in India and turn the Indian Manufacturing Line into a global exclusive facility for the NUH platform being offered. Whilst Indian companies have been given two months to respond to the EoI, the foreign OEMs have been given three months’ time due to the nature of inputs required. High level of indigenisation i.e about 60% of the helicopter, is desired through the NUH project. The RFP (Request for Proposal) for procurement is likely to be issued towards the end of


third quarter of 2019 to the shortlisted Indian companies. Earlier, in July 2018, the defence ministry had cleared ‘platform-specific’ guidelines for the purchase of the helicopters under the ‘strategic partnership’ model to replace the Navy’s outdated fleet of Frenchdesigned Chetak choppers. DAC, which defence minister Nirmala Sitharaman heads, discussed and approved implementation guidelines for key projects under the model to boost the indigenous defence sector and ensure timely delivery of military equipment. The US, European and

Russian rivals are expected to compete for the estimated Rs 21,738-crore NUH programme by entering into tie-ups with Indian firms under the government’s ‘strategic partnership’ model. The model is expected to increase the cooperation between Indian and foreign firms to build high-tech weapons in India and lead to the implementation of other major projects, including those for building nextgeneration submarines, fighter planes and helicopters. “All procurements under the strategic partnership would be executed by specially constituted Empowered

Project Committees to provide focused attention and ensure timely execution,” said an official press release. It added that the model sought to revitalise the defence industrial ecosystem and build indigenous capabilities in the private sector to design, develop and manufacture complex systems to meet the military’s future needs. As part of the NUH project, 16 choppers would be bought in a flyaway condition from the foreign defence manufacturer. Even under the Make in India initiative, India’s laws allow for the direct purchase of weapons and systems from a foreign firm under the ‘strategic partnership’ policy. It stipulates that “a minimum number of platforms, not exceeding 10-15% of the units being procured, may be manufactured on the premises of the original equipment manufacturer (OEM)”. The navy uses such choppers for several purposes, including search and rescue operations, medical evacuation,

communication duties, antipiracy and anti-terrorism operations, humanitarian assistance, surveillance and targeting. The twin-engine helicopter will have wheeled landing gear and blade-fold capability. India wants the choppers built in the country to have 40% indigenous content. Foreign firms which are expected to take part in the bidding process include Lockheed Martin, Airbus Helicopters and Bell Helicopters. Indian companies likely to evince interest are Tata Advanced Systems, Mahindra Defence, Adani Defence, L&T, Bharat Forge and Reliance Infrastructure. This is the first time that the defence ministry aims to award a contract under the strategic partnership model, a joint venture between an Indian partner and a foreign manufacturer, according to the MoD’s statement. Though India aims to modernize its military to narrow the gap with China, the pace of Indian defence procurement has been slow.

Saab Receives Order to Expand Czech Republic Tactical Training System

aab has received an order from the Czech Republic’s Ministry of Defence to expand the Czech’s instrumented Saab GAMER laser based training capability. Deliveries of the new system will start in the end of 2019 and continue during 2020. The order value is MSEK 108. With the new upgraded Tactical Training System (TSS), the Czech Army and the military police, will receive many additional capabilities and functionalities in their “Company Plus” sized training exercises. The order includes upgrades of the existing system, new key functions within soldier-equipped training systems, vehicle-based systems with ballistic and real time of flight simulation and urban terrain training solutions. “Saab’s high fidelity system will enable the Czech Army to increase its operational capabilities and to join the family of nations with interoperable training systems, which includes interoperability between all battle functions”, says Åsa Thegström, head of business unit Training & Simulation within

Saab business area Dynamics. The Czech Army acquired the first Instrumented Saab GAMER system in 2011 for the Pandur IFV and performed upgrades during 2016 for laser code interoperability (U –LEIS). With this new expansion the Czech Army has a training system that meets their training needs. “Saab and the Czech Armed Forces has a long-lasting commercial relationship. This order represents an important extension of the system acquired by Czech Army in 2011 and demonstrates high trust, satisfaction and confidence by the customer towards the tactical training system provided by Saab,” says Krasimira Stoyanova, head of Saab Country Unit Central and Eastern Europe. Saab’s laser simulators are used by the British, German, Swedish, Norwegian, Dutch and US Armed Forces. The system is the NATO standard gunnery and combat simulator for armoured vehicles and anti-tank weapons.

HENSOLDT, Airbus Helicopters signed agreement for the airborne SelfProtection System First Brimstone 3 missile firing “a tremendous success”

ENSOLDT and Airbus Helicopters signed a framework agreement for the delivery of the Airborne Missile Protection System (AMPS). Initially, the agreement will have a term of ten years without any minimum purchase requirement being set. Now the first order has already been placed. HENSOLDT will deliver a total of 20 complete AMPS systems for the military multirole helicopter H145M in 2019/2020. “The present framework agreement allows us to supply our airborne self-protection system for all Airbus Helicopters platforms without having to prepare an offer in advance. This reduces the amount of administration between the former sister companies considerably and defines clear conditions for project processing,” explained Daniel Ehbauer, Project Manager at HENSOLDT. At the moment, HENSOLDT offers AMPS in two standard configurations for different applications. The customers choose the modules of their systems and the number of sensors needed to meet their requirements. The standard modules include MILDS (Missile Launch Detection System), MILDS Block 2 and ACDU (Advanced Control and Display Unit). Moreover, the agreement has provisions for a gradual extension by means of additional equipment. This means that the agreement also creates the general conditions required for extending the systems and functionalities. Since the system can theoretically be used on all Airbus Helicopters platforms, the one-off costs will turn out to be much lower for the customer, or such costs may even not be incurred at all. HENSOLDT’s AMPS is already deployed on Airbus Helicopters’ H225M and H135M platforms. Furthermore, the initial AMPS-M project was carried out with great success on H145. The first H145M platforms were also equipped with AMPS for further customers.

he Brimstone 3 ultra-high precision missile system has successfully achieved a major milestone by completing its first firing trial at the Vidsel Trials range in Sweden. Whilst enduring extreme weather conditions with temperatures below -30°C, the missile was surface launched against a pick-up truck target. All trials objectives were fully achieved with the missile proving, through a telemetry unit, full closed loop guidance with the seeker progressing into target acquisition and track. Russell Jamieson, Chief Engineer, said: “The trial further proves Brimstone’s fully flexible platform approach, providing a “one missile, multiple platform” capability, for surface launch, fast jet, remotely piloted air systems (RPAS), attack helicopter, land and maritime platforms, all utilising the same missile. The result really was a tremendous success, and thanks to the hard work and determination of the whole team.” The demonstrated surface to surface capability builds on the advanced guidance and targeting abilities developed during the Brimstone programme and from hundreds of successful operational firings against targets in structures, main battle tanks/armoured vehicles, maritime vessels, trucks, fast moving and manoeuvring cars/motorbikes and individual targets in the open. Brimstone 3 is the product of the Brimstone Capability Sustainment Programme (CSP), announced in March 2018, that will provide new Brimstone missiles for the UK Armed Forces in order to replenish the country’s inventory and to maintain the UK’s battlefield edge into the future. It will also provide the ability to fully meet current and future export supply needs.

MMP is cold weather qualified

M

MP land combat missile test in extreme cold conditions was successful. The test was conducted by DGA (French Procurement Agency) and the French Army (STAT) during early period of 2019 at Swedish state firing range at Vidsel, located near the Arctic Circle with temperatures between -15 °C and -30 °C Three firing scenarios, representative of the operational uses of the MMP at long range, were successfully completed. In each case the missile successfully hit

its target, confirming in particular the smooth operation of the system’s image processing algorithms under typical winter and subpolar conditions (snowy background). The first scenario was made in LOBL mode (Lock On Before Launch) on a vehicle moving at 70 km / h. The second scenario successfully engaged a cave target in low trajectory and in LOBL mode. The third scenario, using the Beyond Line of Sight (BLOS) mode, was made

using GPS coordinates transmitted by the FELIN system (French Army Digitized Soldier System). Lock-on was achieved during flight against a tank not visible from the launch position. The tank was then successfully struck on its roof. The campaign has confirmed the robustness of the equipment used in extreme conditions of negative temperatures. It also has confirmed the system’s ease of use and good ergonomics (compatibility with the cold weather infantry equipment for example), in highly demanding conditions for the equipment and for the user. This campaign complements the technical and operational evaluation of the system conducted by the French army and the DGA since the start of deliveries at the end of 2017, in particular following the hot weather campaign carried out in Djibouti last August. In service in the French army since 2018, the MMP is to date the only 5th generation land combat missile of the world to be deployed in military theaters of operations.

Indo-Russian Technical Cooperation Meeting

he 25th meeting of the IndoRussian Inter-governmental Committee on Military Technical Cooperation (IRIGC-MTC) at Kochi was inaugurated by Vice Admiral GS Pabby, PVSM, AVSM, VSM the Chief of MaterielIndian Navy and Rear Admiral IM Zvarich, Chief of Engineering of Russian Navy. The Russian delegation comprises of more than 120 delegates representing

the Russian Navy, Russian Government department - the Federal Service for Military technical Cooperation (FSMTC) and JSC Rosoborn export. Both sides focused on Product Support Aspects of Russian Origin Equipment with special emphasis on ‘Make in India’, through involvement of the Indian Industry towards manufacture of spares as well as repairs. Notably, on

the opening day the Sides deliberated mechanisms for speedy support of Aircraft Carrier INS Vikramaditya, Refits of EKM class submarines (procured over the years from Russia by the Indian Navy) and enhancing product support mechanisms for Aircraft and Missile systems onboard Ships and Submarines. Further, the two sides would also be discussing a number of aspects related to enhancing operational availability and life cycle support of the Naval acquisitions from Russia. The IRIGC-MTC Sub-group (Navy) is a forum to discuss various aspects related to acquisition and product support of military equipment onboard Indian Naval Ships, Submarines and Aircrafts acquired from Russia. This year, a large number of Russian Original Equipment Manufacturers are participating in this meeting for the first time facilitating the addressing of technical issues.


Rear Admiral Krishna Swaminathan Assumes Charge as Flag Officer Sea Training (FOST)

R

ear Admiral Krishna Swaminathan, VSM, has assumed charge as Flag Officer Sea Training (FOST) at Kochi. Rear Admiral Swaminathan, a specialist in Communication and Electronic Warfare was commissioned into the Indian Navy on 01 Jul 1987, and is an alumnus of the National Defence Academy, Khadakwasla at Pune; the Joint Services Command and Staff College, Shrivenham in the United Kingdom; the College of Naval Warfare, Karanja at Mumbai, and the United States Naval War College, Newport, Rhode Island, USA. He has commanded five frontline ships of the Indian Navy including the missile vessels, INS Vidyut and INS Vinash; the missile corvette, INS Kulish; the guided missile destroyer, INS Mysore; and the aircraft carrier INS Vikramaditya. Prior to assuming charge as FOST, the Admiral was the Chief Staff Officer (Training) at Headquarters Southern Naval Command and played a key role in the conduct of all training in the Indian Navy. He was also instrumental in raising the Indian Naval Safety Team that oversees operational safety across all domains of the Navy. FOST functions under the operational and administrative jurisdiction of Flag Officer Commanding-in–Chief, Southern Naval Command. His charter includes conduct of operational sea training for ships of the Indian Navy and Coast Guard by enhancing crew proficiency in all aspects, including safe navigation practices, damage control and firefighting drills, weapon firings as well as seamanship training. The officer has taken over the appointment from Rear Admiral Sanjay J Singh, NM, who has proceeded to Mumbai to assume his next appointment as Flag Officer Commanding Western Fleet (FOCWF).

Indian Air Force to Participate in Lima - 2019

I

ndian Air Force is participating in the Maritime Aero Expo – LIMA 2019 for the first time, during which it will showcase the indigenously developed LCA fighter aircraft. The team from Air Force Station Kalaikunda reached Langkawi on 22nd. via Myanmar (Yangon). Participation of IAF in LIMA-2019 will provide an opportunity to air-warriors to interact with their Royal Malaysian Air Force (RMAF) counterparts and foster close relationship between the two services. This will serve as a foundation for any future interaction with the Malaysian Air Force. It will also provide an opportunity to RMAF to assess the capabilities of LCA. IAF contingent consists of two Tejas aircraft. one C-130J and one IL-76 along with 27 officers, 42 air-warriors and 11 HAL personnel.

Twin Success for Man Portable Anti Tank Guided Missile

I

n a major boost for Indian Army, Defence Research and Development Organisation (DRDO) successfully test fired indigenously developed, low weight, fire and forget Man Portable Anti-Tank Guided Missile (MPATGM) in the ranges of Rajasthan desert.

MPATGM is incorporated with advanced features including state-of-the-art Imaging Infrared Radar (IIR) Seeker with integrated avionics. The missiles hit the designated targets precisely at different ranges. All the mission objectives have been met.

Cns Reviews Operational Readiness Exercise in Kochi

T

he Chief of Naval Staff (CNS), Admiral Sunil Lanba, PVSM, AVSM, ADC, recently reviewed annual Theatre Level Readiness and Operational Exercise (TROPEX). Commanders-in-Chief of all the three naval Commands, along with a number of senior operational commanders and representatives from Indian Army, Air Force and Indian Coast Guard participated in the discussions held at the Naval Base, Kochi. The day long review of TROPEX 2019 was undertaken to examine the conduct of exercise and to assess operational readiness of the Indian Navy. A realistic audit of the Indian Navy’s deployment philosophy and fighting capability was

undertaken during the review. Lessons learnt from the exercise will provide the Indian Navy accurate assessments to fine tune combat deployments, force structuring requirements, operational logistics as also material and training imperatives. The Chief of Naval Staff while addressing the senior leadership and officers of the Navy congratulated them on the high level of professionalism and commitment displayed during the exercise. The CNS urged one and all to maintain the high tempo of operations and keep sharp vigil including stringent security measures to ensure safer coasts and secure seas. He stated that the Navy will always remain ready to protect,

promote and preserve national interests in the maritime domain. The Annual Integrated Theatre Level Operational Readiness Exercise - in short TROPEX - the largest maritime exercise of the Indian Navy was conducted in the month of February in the Arabian Sea and North Indian Ocean. TROPEX 2019 was thus far the largest in terms of geographical extent covering the IOR, and also with regard to number of units participating. The exercise was conducted from 7th January and graduated smoothly into providing the Navy, a high operational readiness posture post the Pulwama attack on 14th February. About 60 ships of Indian Navy, 12 ships of Indian Coast Guard and 60 aircraft participated in TROPEX 19. The exercise also included a Tri-services Amphibious Exercise that saw the participation of Army and Air Force personnel and assets. As a prelude to TROPEX, the largest coastal defence exercise over codenamed ‘Sea Vigil’, was conducted on 22 and 23 Jan 19 with participation of all coastal states and union territories along with all maritime stake holders. Overall, the exercise validated the Navy’s readiness and capability to meet various mandated roles, in support of national objectives.
