CHAPTER I INTRODUCTION

INTRODUCTORY STATEMENT In 1978, the Edmonton Rapid Transit System will be starting operation in the Northeast Corridor of the City. Given the experiences of cities with rapid transit such as Toronto, Montreal and San Francisco, it can be anticipated that the construction of the rapid transit facilities, as well as its day-to-day operation, will have significant consequences for communities that are within the vicinity of the rapid transit line and stations. What might these consequences be? How might these be dealt with to ensure that future development and growth in these communities will be compatible and consistent with the policies of City Council, as well as the desires of those living and working in the areas potentially affected? It was in response to these concerns that City Council directed the City of Edmonton Planning Department to conduct a environmental impact study. The terms of reference of this study - the Northeast Rapid Transit Corridor Study - include: - The formulation of recommendations to deal with both possible positive and negative impacts of rapid transit; - The preparation of land use plans for the immediate areas surrounding the transit stations; 1


- The development of guidelines for monitoring various impacts over time; and - Design of a predictive land use model which might be applied to future rapid transit line extensions within the City.

The present report, therefore constitutes a major preliminary stage in the design and conduct of the Northeast Rapid Transit Corridor Study.

PURPOSE OF REPORT The primary purpose of this report is to identify and define the major demographic characteristics of individual communities included in the Northeast Rapid Transit 1 The communities identified at this stage of the study as being most Corridor Study. likely to be affected by the operation of the rapid transit system and the construction of the associated facilities are: McCauley, River Lot 20, Riverview, Riverview Industrial, Cromdale/Bellevue, Cromdale, Parkdale, Santa Rosa, Eastwood, Northeast Industrial, Baldwin, Belvedere, Riverdale and Steele Heights. It is anticipated that other areas or communities, not included here, will experience some impact. These will be identified as the study progresses.

In this report, the term "community" should be used advisedly. The established boundaries for each do not necessarily conform to that used by other agencies, or for that matter, what residents may preceive to be their own community boundaries. These boundaries have been chosen based on a combination of factors: subdivision areas, Census Canada enumeration area boundaries, and the community league boundaries. 2


SCOPE AND LIMITATIONS As indicated earlier, the information provided in this report is delimited to a description and preliminary analysis of the socio-economic conditions of each of the fourteen communities included in the Northeast Rapid Transit Corridor Study. In any preliminary report of this nature, there will be limitations particularly as they relate to the availability and use of current data. This report is no exception. The data used are 1971 Federal Census data, and as such will pose serious limitations on the conclusions that can be made of the existing socio-economic conditions in individual communities. This information, however, is vital to the Northeast Rapid Transit Corridor Study, in that it establishes a bench mark which will serve as the basis for comparison between conditions in the early 1970's and the changes that will take place as a result of rapid transit. The identification and evaluation of present socio-economic factors will be conducted on the basis of current information which will be gathered during the progress of the Northeast Rapid Transit Corridor Study.

C1-:iTTER II COMMUNITY DEMOC:IAKTIC DATA

INTRODUCTION The following sections present an overall demographic profile for each community in the Northeast Corridor. Tables and figures are included with each profile. However, one small portion of the Northeast Corridor not included in these profiles is the area of the May Park-Bergman replot area which is located northeast of Santa Rosa and east of North East Industrial. This area is currently being replotted for subdivision development by the City Planning Department. It has a very small population, with less than 10 houses in May Park and less than 6 houses in Bergman. Therefore, adequate demographic profiles could not be drawn for this area, but its future population will need to be considered during planning for the Northeast Corridor.

Note:

All figures in this report have been subjected to a confidentiality procedure to prevent the possibility of associating small figures with any identifiable individual. The particular technique used is known as "random rounding". Under this method, all last or "unit" digits in a table (including all totals) are randomly rounded (either up or down) to "0" or "5". This technique provides the strongest possible protection against direct, residual or negative disclosures without adding any significant error to the census data. However, since totals are independently rounded, they do not necessarily equal the sum of individually rounded figures in distribution. Also, minor differences can be expected for corresponding totals and all values in various census tabulations. 4


McCAULEY POPULATION CHARACTERISTICS The McCauley population (5,710) displays a predominance of males, being 12% more than females. For both sexes there are fewer persons in the age groups under 20 as compared to the City average (24% compared to 40% for males, and 30% compared to 39% for females). There are, however, many more in the over 50 age group than the City average for both sexes (24% compared to 17% for males, and 31% compared to 18% for females). The marital status figures are similar to the City average with just slightly more divorced and widowed persons (3% and 8% compared to 2% and 4% respectively).

The ethnic composition for both males and females shows a lower percent with a mother tongue of English than the City average (37% and 38% compared to City average of 78%) and many more with mother tongues of Italian, Ukrainian or other.

HOUSEHOLDS AND HOUSING McCauley displays a predominance of non-family households (more than double the City average of 21%). Housing is composed primarily of apartments (66% as compared to the 5


City average of 33%). Three-quarters of all the dwellings are rented.

EDUCATJON AND ECONOMIC CHARACTERISTICS A very high proportion of both males and females have less than grade 10 education (70% and 67%). Very few are high school graduates or have post high school education of any type. A low proportion of males are in technical or professional occupations (6% compared to 17% City average). There are more males employed in trades than THE City average (42% compared to 33%). More males were also employed in "other" occupations. There is also a lower proportion of females in technical or professional occupations (11% compared to 21% City average). A much higher proportion are employed in trades (13% compared to 5%) and more with their occupation listed as "other". At the time of the 1971 census there were twice as many males unemployed as the City average (16% compared to 7%) and also a higher proportion of females unemployed (10% compared to City's 8%). The average household income of $4,978 is much lower than the $10,153 City average.

RIVER LOT 20 POPULATION CHARACTERISTICS The River Lot 20 community (population 4,100) has the highest proportion of males (70%) as compared to females of the communities in the Northeast Corridor. There are fewer persons in the under 20 age group (12% compared to City's 40% for males and 27% compared to City's 39% for females). There is a higher proportion in the over 50 age group (46% compared to City's 17% for males and 34% compared to City's 18% for females). This emphasis on older age groups is especially true for the over 70 age group.

Marital status figures show more single, divorced and widowed persons (52%, 5%, 10% compared to City's 49%, 2% and 4% respectively). The ethnic composition of males shows fewer individuals with an English mother tongue (51% compared to City's 78%) and more Ukrainian and other mother tongues (14% and 20% compared to City's 7% and 1% respectively). There are also fewer females with an English mother tongue (49% compared to 79%) and more with Indian and Eskimo (5% compared to 0.4%), Ukrainian (12% to 7%) and "other" (23% compared to City's 1%).

HOUSEHOLDS AND HOUSING River Lot 20 has a very high proportion of non-family households (76% compared to City's 21%) and a low proportion of single family households. There are few single detached or attached dwellings. The large majority of dwellings are apartments (81% compared to City's average of 33%). An extremely high proportion of all dwellings are rented (89%).

EDUCATION AND ECONOMIC CHARACTERISTICS A very high proportion of both males and females have less than Grade 10 education (65% and 64% respectively). Very few are high school graduates or have any post high school training. There are fewer males in technical and professional occupations than the City average (7% compared to City's 17%) and more with occupations either "other" or "not stated". There is also a smaller proportion of females in technical and professional occupations (11% compared to 21%), and many more in trades (16% compared to City average of 5%). At the time of the 1971 census there were four times as many males unemployed as the City average (31% compared to 7%), and also a higher proportion of females unemployed (12% compared to City average of 8%). The average household income of $4,446 is much lower than the City average of $10,153.

RIVERVIEW POPULATION CHARACTERISTICS The Riverview population (1,595) has a slightly higher proportion of females than the City average (53% compared to 50%). This area has an extremely skewed age distribution, with almost half the population in the 20-30 age group. There are also more in the 1-4 year age category for both sexes and fewer people in all other age categories.

The area has more married and fewer single persons than the City average (55% and 39% compared to City's 46% and 49%).

This area displays little ethnic mix with most individuals having an English mother tongue.

HOUSEHOLDS AND HOUSING This community has more non-family households and fewer one-family households than the City averages (31% and 68% compared to 21% and 78% respectively). The housing is almost entirely apartments (96%) and almost all dwellings are rented (97%).

EDUCATION AND ECONOMIC CHARACTERISTICS One-quarter of the population not attending school full time has less than grade 10 education. Nearly one-third of the male and female population has some post high school training. The distribution of people in occupation types is very similar to the City average figures with slightly fewer males in trade occupations (28% compared to 33%) and fewer women in technical and professional occupations (17% compared to 21% City average). The employed/unemployed figures for both males and females in 1971 were similar to those for the City average. The average household income of $7,719 is less than the City average of $10,153.

POPULATION CHARACTERISTICS The Riverview Industrial population (1,945) has male/female proportions and marital status figures similar to City averages. There are more people in the youngest age group (1-4 years) for both sexes, (13% each compared to 9% each for males and females). There are also more in the 20-30 age group, especially males (28% compared to 19% for males, 26% compared to 19% for females). The ethnic composition for males shows fewer with an English mother tongue (53% compared to 78% City average) and more Ukrainian and "other" mother tongues (9% and 19% compared to 7% and 1%) than the City average. Females also show fewer with an English mother tongue (59% to 78%) and more Ukrainian, Indian and Eskimo, and "other" (9%, 5%, 17% compared to City's 7%, .4%, 1% respectively).

HOUSEHOLDS AND HOUSING Riverview Industrial has a household type composition similar to the City average with just slightly more non-family households (28% compared to 21%). The housing is primarily apartments (69% compared to 33% City average) with a very high proportion of the dwelling units rented (83% compared to 47% City average). 32


EDUCATION AND ECONOMIC CHARACTERISTICS Half of the males and females not attending school full-time have less than grade 10 education. Approximately one-third of the males and females are either high school graduates or have some high school education. A small proportion for both sexes has post high school training. A lower proportion of males than the City average has technical and professional occupations (11% compared to 17%). There are higher proportions in trade occupations and "other" or "not stated" (36% and 20% compared to 33% and 12% City averages). / BELLEVUE POPULATION CHARACTERISTICS The population of this community (1,450) displays a slightly higher proportion of females than the City average (52% compared to 50%). There is a much higher proportion of people in the over 50 age groups (males 29% compared to 17%; females 40% compared to 18%). This is particularly true for the over 70 age group which has twice the average proportion. There are, of course, fewer persons therefore, in the younger age groups than the City average.

SANTA ROSA POPULATION CHARACTERISTICS The population of Santa Rosa (1,665) has a slightly higher proportion of males than the City average (52% compared to 50%). There are slightly more of both sexes in the 20-24 age group and more in the over 50 age group (24% compared to City's 17% for males, 28% compared to City's 18% for females). Marital status figures show fewer people married than average (37% compared to City's 46%) and more single or widowed (54% and 7% compared to City averages 49% and 4%). The ethnic composition for males shows fewer with an English mother tongue (64% compared to City's 78% average) and more with a Ukrainian mother tongue (18% compared to City's 7% average). There is also a smaller proportion of females with an English mother tongue (66% compared to City's 79%) and a larger proportion with Ukrainian mother tongue (17% compared to City's 7% average).

Compared to the rest of the Corridor, there are fairly high proportions of both sexes with post high school or university training (males 15%, females 15%). LVIE DE RE POPULATION CHARACTERISTICS The Belvedere population (5,235) has male/female proportions similar to those of the City average. There are more people in the under 20 age category (47% compared to 40% for males, 45% compared to 39% for females) than the City average. There are also higher proportions of males and females in the over 70 age category (5% compared to 4% for males, 6% compared to 4% for females).

Marital status figures for Belvedere are similar to the City averages.

The ethnic composition for males shows a smaller than average proportion with an English mother tongue (70% compared to City's 78%) and a larger than average proportion with a Ukrainian mother tongue (11% compared to City's 7%). There is also a smaller than average proportion of females with an English mother tongue (71% compared to City's 79%) and a larger than average proportion with a Ukrainian mother tongue (11% compared to City's 7%).

HOUSEHOLDS AND HOUSING Belvedere has a higher proportion of one-family households and a lower proportion of non-family households than the City averages (89% and 8% compared to 78% and 21%

respectively). The area has a high proportion of single detached homes (74% compared to City's 60%) and a relatively high proportion of mobile homes (2.4% compared to City's 0.4%). The area also has a higher than average proportion of owner occupied dwellings (70% compared to 53% for the City).

EDUCATION AND ECONOMIC CHARACTERISTICS Half the population of Belvedere not attending school full time has less than grade 10 education (52% for males, 47% for females). Another large proportion of this population has high school education while few have post high school or university training (13% for males, 12% for females).

There are fewer than average males and females employed in technical and professional occupations (9% and 13% compared to City's 17% and 21% respectively). There are more of both sexes in trade occupations (43% compared to City's 33% for males, 7% compared to City's 5% for females).

At the time of the 1971 census, there were slightly fewer males unemployed than average but more females unemployed (11% compared to City's 8%).

The average household income of $9,610 is less than the City average of $10,153.

KENN POPULATION CHARACTERISTICS The small Kennedale population (155) has a much higher proportion of males than the City average (58% compared to 50%). The age/sex structure is skewed with many more females than average in the 50-60 age group (20% compared to 8%); there is no one in the 60-64 age group, and more males and females over 70 than the City averages (6% compared to 4% for males, 7% compared to 4% for females).

Marital status figures for Kennedale are similar to the City averages.

There is very little ethnic mix in this area. Only mother tongues of English, French and Polish are represented among the males (81%, 13% and 6% respectively). Mother tongues of English, Dutch, Ukrainian and "other" are represented among the females (70%, 10%, 10%, 10% respectively).

HOUSEHOLDS AND HOUSING Household type figures are similar to the City averages for this community. All the dwellings are single detached, with half being owned„ and half being rented.

EDUCATION AND ECONOMIC CHARACTERISTICS High proportions of males and females have less than grade 10 education (59% for males, 82% for females). Few males have post high school or university training (6%) and no females have such training. . High proportions of males are employed in trades (46%) and "other," and "not stated", which includes agriculture (46%). Females are employed in clerical, sales (80%) or "other," and "not stated". At the time of the 1971 census, there were more males than average unemployed in this area (10% compared to City's 7%) and many more females unemployed than average (25% compared to City's 8%).

STEELE HEIC`-' POPULATION CHARACTERISTICS The population of Steele Heights (4,670) has male/female proportions similar to the City average. The age/sex structure is skewed with high proportions of people in the 25-35 age group (24% compared to 15% for males and 27% compared to 14% for females) and in the under 10 age groups (36% compared to 20% for males; 35% compared to 19% for females). There are very few people in the over 50 age group.

Marital status figures show more single persons than average (54% compared to City's 49%) and fewer divorced and widowed (0.6% and 0.5% compared to City's 1.8% and 3.7% respectively) than average. There is less ethnic mix for both sexes with more people having an English mother tongue than the City average (81% compared to City's 78%).

HOUSEHOLDS AND HOUSING There is an extremely high proportion of one-family households (97%) and few nonfamily households in this area. There is a much higher proportion of single attached dwellings than the City average (38% compared to 6%) and very few apartments: Threequarters of the dwellings are owner occupied.

CHAPTER 111 SUMMARY, CON° U :ONS AND IMPLICATIONS

From a preliminary analysis of the data presented in this report, certain significant findings can be stated as particularly relevant to the conduct, as well as the conclusions arrived at in the Northeast Rapid Transit Corridor Study. For example, the data indicate that the communities which are in close proximity to the central business district have certain shared characteristics which are similar to those generally found in the Inner City. The communities which are further north and east tend to have socio-economic characteristics that are generally associated with suburban communities. To illustrate, the communities closest to the City centre are McCauley, Riverlot 20, Riverview and Riverview Industrial. Among the shared characteristics indicated by the data are: An average household income that is lower than the City average; A greater concentration of ethnic groups other than English, notably Ukrainian; An unemployment rate which is higher than that of the City as a whole; A high percentage of small and non-family households; A high percentage of rental and apartment accommodation; A higher than City average of residents with low educational attainment level and low status occupation.

In the case of coiimunities such as Balwin, Belvedere, and Steele Heights which are in the most northeastern section of the Corridor, the overall demographic profile of 131


these communities seems to be different. The available data indicates that the average household income rate of residents of these communities are quite similar to the City average. As well, the proportions of one-family households, home ownership and single-family dwelling units are significantly higher than those of the communities closest to the City centre. Similar trends are also indicated with regard to educational level and occupational status in these communities.

Cromdale/Bellevue, Cromdale, Parkdale and Santa Rosa are communities which are midway along the corridor; and in terms of their overall socio-economic characteristics, they may best be described as falling within a "middle range". That is, while they share similar characteristics such as high homeownership with the most northeasterly communities, they also have some characteristics - such as a average household income that is lower than the City average - which would place them in the same category as the communities closest to the city centre. Ostensibly, these communities or neighbourhoods have been and are presently experiencing some degree of change. To what extent the characteristics of communities near the inner city or those near the suburbs will become predominant, will depend on the rate of growth and redevelopment in these areas in the future.

Looking ahead to the possible impacts of the construction and operation of the rapid transit system, it can be stated that this will inevitably have significant implications for the physical, as well as the socio-economic conditions of individual communities within the corridor. Consequently, in the conduct of the Northeast Rapid Transit Corridor Study, major considerations will need to be given these factors. It 132


will be necessary, for instance, to evaluate the possible impacts of rapid transit with respect to the present and future economic conditions in each of the communities. How might rapid transit affect, for example, the employment situation, particularly in those communities near the City centre? Will employment opportunities increase or decrease, or will the situation remain the same? Similarly, how might rapid transit affect land and property values in the areas and how might this change be dealt with so that maximum benefits are accrued on an individual, as well as on a community wide level.

In terms of other socio-economic factors, it will be also necessary to consider in the Study the social aspects such as the adequacy of public services and facilities available in individual communities, and the possible effects on these created by rapid transit. Moreover, consideration will need to be given to the uniquiness of each community; that is, the social fabric and character of each of the communities and the possible ways in which the community or neighbourhood will be affected by rapid transit.

As envisioned, the dimensions of some impacts will be quantitative, easily identified and measurable. The analysis however, will not be limited to these; it will also include those impacts and their dimensions which are of a more qualitative nature. It must also be pointed out, that how the impacts are perceived - whether they are positive or negative or whether they are of any significance - will to a large extent, depend on individual interests and situations, as well as on the social, economic and physical conditions existing in the communities potentially affected by rapid transit. 133


It is with the above factors in mind that both historic as well as current data on each of the communities will need to be collected and analyzed. The data and information on each of the fourteen communities presented in this report can therefore be considered as representing a major stage in the conduct of the Northeast Rapid Transit Corridor Study.
