EDMONTON'S MAJOR COMMERCIAL CORRIDORS: DEVELOPMENT TRENDS INTRODUCTION Four arterials in Edmonton - 137 Avenue, Stony Plain Road, Calgary Trail and Fort Road - are considered major commercial corridors. Data on these corridors has been collected, mapped and tabulated. (See Appendix A - Major Commercial Corridors Project: Cumulative Totals, Appendix B - Major Commercial Corridors Project: 137 Avenue, Appendix C - Major Commercial Corridors Project: Stony Plain Road, Appendix D - Major Commercial Corridors Project: Calgary Trail and Appendix E - Major Commercial Corridors Project: Fort Road). The data presented in the appended tables provides information on all parcels in the study area. Please note that the study area boundaries exceed those of the The study area is larger due to the data collection overlay boundaries. requirement that complete parcels be counted not just those portions abutting the arterials. The overlay will only affect smaller parcels abutting the arterial, portions of large parcels abutting the arterial, parcels at major intersections, and parcels within the intersection site lines. Therefore the information presented in the tables may be deceptive in some cases, as the information provided refers to the study area not the overlay area. SUMMARY The aggregate study area of the four corridors totals 1,168 ha., 1.7% of the City's total area. This gives an indication of the impact these corridors have on Edmonton. (Note: this figure may be exaggerated due to the data collection requirements). The commercial aspect of these corridors is illustrated by the fact that 42.9% of the tax parcels have commercial land uses. The potential for the City to influence future commercial development on these corridors is demonstrated by the fact that 46.2% of the tax parcels are vacant or undeveloped. (Note: for data processing purposes where residential structures were located on agricultural parcels the parcels were deemed undeveloped). In order to influence future development the City will have to deal with private interests. 51.4% of the undeveloped tax parcels and 71% of the undeveloped land within the corridors is privately owned. A total of 233 tax parcels are undeveloped. Of these 125 (53.6%) have commercial or industrial zoning and 108 (46.4%) do not have commercial zoning. Those undeveloped parcels with commercial and industrial zoning (CB1, CB2, CHY, CNC, CO, CSC, DC1, DC2, DC5, TB, IH, IM) will be affected immediately by the overlay. Twenty-two of these commercially districted parcels have DC5 designations. As this direct control district is very similar (ie. implementation and


impact) to the proposed overlay there will be little affect on development on these parcels. On the other hand, the 103 tax parcels with other commercial or industrial districting will be affected by the implementation of the overlay. The parcels that do not have commercial zoning (A, AG, AGI, AGU, PU, RF1, RF5, RR) will experience a less immediate impact from the overlay. In most cases, only portions of these parcels abut the arterials. Only where the parcel abuts the arterial and there is a re-districting to commercial zoning will the overlay be implemented. A trend in parcel sizes is apparent. 52% of the developed tax parcels on the corridors are under 2 ha. in size. 38.8% of the developed parcels are smaller than 0.25 ha. and 19.2% of the developed parcels are between 1.0 and 1.9 ha. At the same time, 51% of the undeveloped parcels on the corridors are under 2 ha. in size. 33.5% of the undeveloped parcels are under 0.25 ha. and 17.6% of the undeveloped parcels are between 1.0 and 1.9 ha. This may mean that substantial development may occur along the corridors without any need for subdivision. INDIVIDUAL CORRIDORS - TRENDS

As indicated on Table A the corridors with the greatest potential for private development and the ones that would benefit most from the overlay are 137 Avenue and Stony Plain Road. On 137 Avenue 73.5% of the area is undeveloped and 95.6% of the undeveloped land is privately owned. On Stony Plain Road 79.8% of the area is undeveloped and 95.5% of the undeveloped land is privately owned. There is also potential along the south end of Calgary Trail for the use of the overlay. Table B demonstrates that commerce, in the form of sales is the dominant use on all of the corridors. On both Calgary Trail and Stony Plain Road the dominant use is vehicle sales and service. In the case of Stony Plain Road vehicle sales-service is also the largest land consumer (26.6% of the total area). With the tie of Stony Plain Road to West Edmonton Mall, more hotel-motel uses and food uses may be expected to develop on this corridor.
