1. Introduction and Summary Tables The City of Edmonton Industrial Land Report is an inventory of the supply and status of vacant industrial land in Edmonton on January 1, 2000. The main body of this report consists of data tables and maps for Edmonton's industrial neighbourhoods. The tables provide information on the amount of vacant land in Edmonton's industrial neighbourhoods classified by lot sizes, zoning and availability of services such as sanitary and stounwater drainage, roads and water supply. The maps show the location and configuration of the industrial neighbourhoods, individual lot boundaries and rights-of-way, land uses, zoning and the location of municipal services infrastructure. The neighbourhood tables and maps are grouped by the major industrial areas of Edmonton, located in the northwest, the northeast and the southeast, and a miscellaneous group of other small industrial areas. Edmonton's industrial areas are shown on Map 1.1. The table and map sets for each group of industrial neighbourhoods are preceded by drainage servicing notes describing drainage conditions that affect the development potential of the neighbourhoods. Summary tables 1.2 and 1.3, provide a city-wide overview of the supply and the rate of consumption of vacant industrial land. Tables 2.1 through 2.4, show land servicing, rezoning, subdivision and development activities and allow for comparisons between the vacant land supply and the consumption of industrial land for development purposes. The appendices provide definitions of telins used in this report along with zoning descriptions and a list of industrial neighbourhoods. This report is not an inventory of vacant land available for sale on the real estate market. The intentions of property owners, to sell, hold or develop their properties, are not addressed. Nor does this report account for opportunities to redevelop properties that are not currently vacant.

Vacant Industrial Land Supply by Industrial Neighbourhood — December 31, 1999 4.1 Northeast Industrial Neighbourhoods - Drainage Servicing Notes Clareview Business Park • Storm and sanitary capacities are confirmed through neighbourhood servicing reports. • Area will ultimately outfall to storm and sanitary trunks located to the south. Clover Bar Industrial • An Area Master Plan has not been done for this area. • Hydraulic assessment of Clover Bar Creek has been completed. • Celanese Canada and Raylo Chemicals are serviced with sanitary by separate agreements. • The existing subdivision in the southeast comer of the area can be serviced with sanitary by connections to the regional sanitary sewer. Storm servicing is being provided by the use of on-site stormwater management and discharge to Clover Bar Creek. • Some storm and sanitary sewers have been extended into the existing subdivision. Ebbers Industrial • Storm and sanitary capacities for neighbourhood have been confirmed through Area Master Plan. • Drainage planning on a neighbourhood level has not been done. • Neighbourhood will ultimately outfall to storm and sanitary trunks on 153 Avenue. Gorman Industrial East • Storm and sanitary capacities for neighbourhood have been confirmed through Area Master Plan. • Storm and sanitary outfalls for this area are located in the existing developed areas south of 153 Avenue. • Drainage planning on a neighbourhood level has occurred. This area is currently being referred to as St. Paul Junction and assumed residential development. Gorman Industrial West • c t _orrn and sanitary capacities for neighbourhood have been confirmed through Area Master Plan • Drainage planning on a neighbourhood level has not been done. • Neighbourhood will ultimately outfall to storm and sanitary trunks on 153 Avenue. Industrial Heights • Storm, sanitary and combined sewers exist into the neighbourhood. • Sewer extensions, stormwater management and possible sanitary flow controls may be required when development of the large vacant site north of the Yellowhead between 66 Street and 62 Street is contemplated. 4.2 Northwest Industrial Neighbourhoods - Drainage Servicing Notes instrong Industrial • Recent sewer construction has extended sewers into the interior of the neighbourhood. • Storm and sanitary sewers have been constructed on: — 118 Ave. — west of 170 St. to 174 St. — 116 Ave. — east of 178 St. — 114 Ave. from 178 St. to 170 St. — 174 St. from 111 Ave. to 114 Ave. • Proposal to extend 111 Ave. to 170 St. will see the required stoi in and sanitary sewer constructed from 170 St. to 178 St. • On-site stormwater management a requirement. • Sanitary capacity available.
Bonaventure Industrial • The entire neighbourhood is already serviced and/or serviceable except for the northern most vacant lot (south of 137 Avenue west of the St. Albert Trail). • Storni servicing for this site is available from 149 Street. • There currently are no sanitary sewers available to this site. Edmiston Industrial • Storm and sanitary sewers exist into interior of neighbourhood. • On-site stormwater management a requirement. • Sanitary capacity available, • Possibility that some sites adjacent to 184 St. on the east side between 118 and 114 Avenues may require sewer extensions. Edmonton Municipal Airport • Storm, sanitary and combined sewer exist within the boundaries of the airport. Some sewers are privately owned (airport authority). • A long-term stollnwater drainage plan has been developed for the airport dealing with separating storm flows from the combined system. • All plans for re-development/development are dealt with on an individual basis whereby servicing impacts are assessed. • Sanitary sewer capacity is adequate during dry weather events. • On-site stoimwater management is a requirement. • Minor stoi in and/or sanitary sewer extensions may be required. Gagnon Estates Industrial • Conceptual plan in place for proposed grade separation of Yellowhead Trail/156 Street/CNR. • Plan identified roadway improvements and stoiiii and sanitary sewer requirements to service new roadways and any vacant sites impacted by the roadway project. • Staged construction tentatively commencing in 2005.

McArthur Industrial • Storni and sanitary sewers exist into the neighbourhood. • On-site stormwater management is a requirement. • Sanitary sewer capacity is available. • The large site located south of 137 Avenue and east of the St. Albert Trail has a servicing plan in place and is currently under development. Mistatim Industrial • A sanitary local improvement project in 1998 provided sanitary servicing to the majority of the lands located west of 156 St. to 170 St. and south of 137 Ave. to 128 Ave. (except the NW1/4-22-53-25-W4M and the west half of NE1/4-22-53-25-W4M). Storm servicing in this area is being provided by ditches and culverts and is expected to remain. • The lands east of 156 St. to 149 St. and south of 137 Ave. to 128 Ave. are currently being serviced and developed by private developers. Sanitary sewers are being extended into the area which connect to a newly constructed sanitary sewer on 156 St. Local storm sewers are being provided which discharge to staiiiiwater management facilities which in turn discharge to the 149 Street storm trunk. • On-site stormwater management is a requirement. • Sanitary capacity is available. Morin Industrial • Storni and sanitary sewers exist adjacent to the neighbourhood with some sewer extensions into the area from the south. • A portion of the centre of the neighbourhood is currently vacant and will require sewer extensions from the south and east in order to obtain servicing. • On-site stormwater management is a requirement. • Sanitary capacity is available. Poundmaker Industrial • Sewers exist into interior of neighbourhood. • Stormwater management facility exists for Northwest Integrated Facility. • Subdivision at south end has staiin and sanitary sewers adjacent to all sites, on-site stothiwater management a requirement. • Sanitary capacity available. Rampart Industrial • Sanitary servicing will be provided by sewer extensions from the Palisades area to the east. • Storm servicing will be accomplished by stormwater management facilities which will discharge to an existing storm trunk on 137 Avenue. • Storm and sanitary capacities have been confirnied through the completion of Area Master Plans however drainage planning on a neighbourhood level is still required. • Existing development currently use on-site facilities for sanitary and discharge storm flows to local ditches.

Rural West Big Lake • A portion of this neighbourhood is included in the recently circulated Area Structure Plan for Kinokamau Plains. • A water and drainage servicing study has also been prepared for this area, however the servicing schemes have not been finalized. • Providing conventional sanitary servicing to the area is very costly, rural type servicing may be considered. • Stalin servicing will require centralized stormwater management facilities to control quality and quantity of runoff before discharge to Kinokamau Lake. Rural drainage system may also be considered. • Final selection of servicing scheme may depend on the types of industries that locate here and the level of service required (e.g. CN Intermodal site) Rural West Lewis Fauns • Servicing of the industrial lands in this area has been identified in the Lewis Farms (north) Area Master Plan. • Further details on servicing will be provided when Neighbourhood Design Reports are prepared for neighbourhood 4 and 8. • The required stoilli and sanitary outfalls must be constructed across the TUC to their respective tie-in points before servicing of individual sites can take place. Sunwapta Industrial • Storm and sanitary sewers exist at intersection of Stony Plain Road/184 St. and 102 Ave./184 St. • Sewer extensions are required to service the neighbourhood. • On-site stormwater management a requirement. • Sanitary capacity available. White Industrial • Servicing plan for entire neighbourhood has been developed by IBI Consulting. • Development currently underway in south portion of neighbourhood. • Trunk sewers have been extended into south half. • On-site stoimwater management a requirement. • Sanitary capacity available. Wilson Industrial • Storm and sanitary sewers exist into interior of neighbourhood. • On-site stoimwater management a requirement. • Sanitary capacity available. Winterbum Industrial (East and West) • Currently no storm or sanitary sewers exist adjacent to the Winterburn area. • Sanitary servicing is accomplished using on-site facilities. • There are some storm sewers and stormwater management facilities located in some of the developed subdivisions. Primarily, storm drainage accomplished by ditches and culverts.

We have been supporting development in the area by continuing to allow on-site holding facilities for sanitary and on-site stormwater management for storm flows with discharge to ditches, water courses and existing stoi inwater management facilities. We have recently retained Reid Crowther and Partners Ltd. to prepare a stoi iii and sanitary Master Drainage Plan. Completion date for the study is December 2000.
The industrial neighbourhoods identified in the list below have the following common characteristics: • Storm and sanitary sewers exist into the interior of the neighbourhoods. • In most neighbourhoods, on-site stormwater management will be a requirement for future developments. • For the types of developments associated with the land uses identified in the neighbourhoods, sanitary sewer capacities are deemed to be sufficient. • Minor sewer extensions may be required n some neighbourhoods to service existing vacant sites or to service newly created sites as a result of subdivision. 4.3 Southeast Industrial Neighbourhoods - Drainage Servicing Notes Davies Industrial East • Storm and sanitary sewers have been extended into the majority of the neighbourhood. • Sewer extensions will be required to service some of the larger sites should further subdivision of these sites occur. • On-site stormwater management is a requirement. • Sanitary sewer capacity is available. Eastgate Business Park • Gold Bar Area Master Plan, scheduled for completion in 2001, will address servicing requirements for vacant lands especially in the eastern half of the neighbourhood. • The western half of the neighbourhood has storm and sanitary sewers with adequate capacity for servicing any vacant sites. • On-site stormwater management will be a requirements. Edmonton Research and Development Park • The north portion of the neighbourhood has storm and sanitary sewers with sufficient capacity to service any vacant sites. • Stoiiii and sanitary sewer extensions from the north are required to service the south portion of the neighbourhood. • On-site stormwater management is a requirement. Ellerslie Industrial Area • Capacities for staiiii and sanitary have been confirmed through the preparation of an Area Master Plan. • Storni and sanitary systems are currently being constructed for the first neighbourhood (residential portion). • Drainage planning on a neighbourhood level is required to support further development. Maple Ridge Industrial • Storm runoff from neighbourhood contributes to Fulton and Gold Bar Creeks. An Area Master Plan for Fulton Creek is underway along with a proposal to carry out an Area Master Plan for Gold Bar Creek. A regional stormwater management facility is required for this neighbourhood. • Sanitary servicing will be provided by the existing 34 Street sanitary and the Southeast Sanitary Sewer. Studies confirmed capacities in these lines have been completed. Construction of the required trunk sewers is required. • Further drainage planning on a neighbourhood level is required. McIntyre, Papachase, Parsons and Strathcona Industrial Park • Storm and sanitary sewers have been extended into the interior of all neighbourhoods. • On-site stormwater management required. • Sanitary capacity is available. • Minor sewer extensions may be required to service all vacant sites.

Morris Industrial • Gold Bar Area Master Plan, scheduled for completion in 2001, will address servicing requirements for vacant lands. • Major regional stonnwater management facility required on lands located north of 84 Ave. and west of 34 St. • Portion of neighbourhood west of 42 St. has storm and sanitary sewers extend into area. • Majority of the area east of 42 St. will obtain sanitary servicing from 34 St. through sewer extension. Pylypow Industrial • Majority of the neighbourhood is vacant except for the extreme northwest corner which has some existing developments serviced with storm and sanitary. • The Fulton Creek Area Master Plan, which is currently underway and scheduled for completion this year, will address servicing requirements for the vacant lands. • Storm and sanitary sewer extensions from the north are required to service the neighbourhood. Roper Industrial • Consor Developments has approval for development of Stage 1 (-L-20 ha) of their lands generally located east of 75 St. and adjacent to Roper Road. • The Letourneau site, located north of Consor's lands, has been purchased by the City. A major stormwater management facility will be constructed on the site when funding is available. • The remainder of the neighbourhood generally has storm and sanitary sewers available to provide servicing to vacant sites with the exception of some lots north of 51 Ave. which require a sewer extension in order to obtain sanitary servicing. Southeast Industrial • The Gold Bar Creek Area Master Plan scheduled for completion in 2001 and the Fulton Creek Area Master Plan to be completed this year, will address stof111 and sanitary servicing for the entire neighbourhood. • There are some sanitary sewers extended into the area along 76 Ave. and 17 St. These sewers have limited capacity to service additional area. Ultimately sanitary servicing will be provided by sewer extension from existing trunks located west of this area. • Storm servicing will ultimately be provided by stormwater management facilities to be identified in the Area Master Plans. • In the interim, individual lot developments that are not located within the area where sanitary sewers exist, have been allowed to develop using on-site sanitary facilities and on-site stormwater management facilities and discharge to local ditches. The Meadows Industrial • Storm and sanitary servicing will be identified in the Mill Creek and Fulton Creek Area Master Plans. • Storm servicing will be provided by the existing 17 St. stoi mwater management facility and sanitary servicing requires sewer extensions from existing sanitary trunks located to the west in the Wild Rose subdivision.

4.4 Miscellaneous Industrial Neighbourhoods - Drainage Servicing Notes Baranow • Servicing plan had been developed by City in 1994 at which time development of Baranow as either residential or industrial was assessed. • Stormwater management utilizing a centralized facility is required. • Sanitary sewer capacity exists in adjacent neighbourhoods. • Storm and sanitary sewer extensions from the south are required to serve the neighbourhood. CPR Irvine • Storm, sanitary and combined sewers exist within the area. • Sewer extensions, stormwater management and possible sanitary flow controls may be required if redevelopment of the rail yards is contemplated. CPR West • Several vacant sites exist in this neighbourhood. • Area serviced with combined sewers. • Sewer extensions, stoiniwater management and possible sanitary flow control may be required when servicing vacant sites. • The area west of 184 Street will obtain sanitary sewer servicing from Stony Plain Road and 100 Avenue through sewer extensions. • A centralized stormwater management facility is recommended for the area with the outfall connected to an existing storm sewer at 185 Street south of 100 Avenue.

Appendix 5.1 Land Servicing Definitions Services: To readily accommodate a substantial range of industrial uses, a parcel of land requires sanitary sewer and piped water services. With stoi in water sewers, a full range of industrial uses can be accommodated. The presence of sewers, however, does not necessarily mean that capacity in the trunk system exists. The absence of stoi in service should not be a major constraint to the development of a parcel for most industrial uses since stoini water drainage can be managed on-site with relatively minor local improvements such as ditches. Generally, gas and power services can be supplied to a parcel without great difficulty. For this reason, a parcel that has gas and power within a distance of a block or so is considered serviced. Definitions: Fully Serviced:
The urban standard of a fully serviced parcel includes: 1. Asphalt road with curb and gutter (and in some cases sidewalk) 7. Water (piped) 3. Drainage (sanitary and storm sewers) 4. Gas 5. Power! Telecommunications (underground or overhead where existing) The rural standard of a fully serviced parcel includes: 1. Asphalt road 7. Water (piped) 3. Drainage (sanitary sewer and stoini water ditches) 4. Gas 5. Power / Telecommunications (overhead) Partially Serviced:
The rural standard of a partially serviced parcel includes: 1. Asphalt or gravelled / oiled road 2. Water (piped or holding tank) 3. Drainage (sanitary septic system or holding tank and stoi in water ditches) 4. Gas 5. Power! Telecommunications (overhead) Unserviced:
In areas of the city with urban servicing standards, an unserviced parcel is typically located on the edge of developing areas, or is located in established areas but is isolated by lack of road access and services that depend on this access. In areas of the city with rural servicing standards, an unserviced parcel is typically located in industrial areas annexed by the City in 1982, or may be in areas designated for future long teini industrial development on the fringe of the city.

Appendix 5.2 Industrial Zoning Decriptions City of Edmonton Land Use Bylaw - Industrial Zoning Descriptions: "AGI" Industrial Reserve Zone: A zone establishing reserve land for future industrial development in which fauns are the only peimitted use. Other uses that do not involve extensive development are discretionary. "DC5" Direct Control A zone to provide site specific application of uses and regulations where other zones would be inappropriate or inadequate. "TB" Industrial Business Zone: A zone permitting the development of light industrial uses as well as low intensity business and office parks such that no nuisance factor is evident and the development is compatible with any adjacent non-industrial zone. "TM" Medium Industrial Zone: A zone permitting manufacturing, processing, assembly, distribution and repair uses, that carry out a portion of their operations outdoors or require storage areas outdoors. "UT: Heavy Industrial Zone: A zone permitting major impact industrial uses which may have detrimental effects on adjacent uses due to noise, odour, or fire or other hazards. "IS" Special Industrial: A zone to provide for special development of sites for unique industrial applications such as high technology manufacturing. Industrial Land Use Zones in Annexed Areas — Industrial Zoning Descriptions: Industrial land in the annexed area has not yet been converted to City of Edmonton land use bylaw zones. The land use zones in effect at the time of the 1982 annexation are still operative. This involves the land use bylaws of the Counties of Parkland and Strathcona, and the M.D. of Sturgeon which were current at that time. Former County of Parkland Lands "IC" Industrial/Commercial Zone:

The primary purpose of the industrial/commercial zone is to provide for the development of industrial and commercial enterprises that generally are compatible with one another. The range of permitted and discretionary uses in this zone is extremely wide and is comparable to that pei mined under the IB, IM, IH and CB2 zones of the City of Edmonton Land Use Bylaw. "DC(ICR)- Industrial/Commercial Reserve — Direct Control Zone: This district is essentially a holding zone. The specific discretionary uses are listed in the "Winterburn-South Direct Control Regulations." "DC(IC)" industrial/Commercial — Direct Control Zone In general, the zone accommodates light manufacturing, warehousing and construction industries. Other land uses which may exist in this zone are commercial office space and retail commercial services such as banks, fast foot outlets, service stations, etc.
Former M.D. of Sturgeon Lands "GI" General Industrial Permitted uses include: Warehousing, bulk oil sales, repair and service shops, manufacturing, assembly and processing, agricultural processing, cleaning and packing and any use which is of a similar nature and will not be incompatible with adjacent land uses. Discretionary uses include: commercial and recreational uses.
Former County of Strathcona Lands "RI" Restricted Industrial The closes equivalent City of Edmonton land use zone is the IB, industrial business zone. "GI: General Industrial The mixture of permitted and discretionary uses in this zone are closest to the City of Edmonton IM, medium industrial zone. "HI" Heavy Industrial The uses allowed in this zone are generally comparable to those allowed by the City of Edmonton IH land use zone.
