Trust and Success For over for over 60 years, the Australian Foundation for Disability (Afford) has been providing the highest quality service, facilities, care and value for people with disability in local communities. Afford now services over 2,000 people with disability in Greater Western Sydney every day. As one of Australia’s longest serving not-for-profit disability organisations, Afford strives to grow services, create sustainable practices and strengthen organisational capacity. By implementing a Strategic Plan that continually reviews and improves the policies and practices of the organisation, Afford continues to develop as an industry leader. Highlights for the 2014/2015 financial year include:

STRATEGIC GROWTH OF SERVICES •

The Afford Transition to Retirement Program continues to strengthen with 43 participants.

Afford Employment provides active support to 655 people with disability in their search for open employment. Two Afford Employment sites have been awarded five-star ratings by the Department of Social Services for clients participating in the program. Further to Department recognition, these ratings reflect the incredible results achieved by the consultants who work with clients to create employment opportunities and a better life for our clients and their families.

The Transition to Work Program provides support for 65 participants. Of these, 29% graduated, 26% joined the workforce and others were supported to further their education.

The Blacktown Day Program was opened and welcomes over 20 clients to the site every day.

CREATING SUSTAINABILITY •

Australian Disability Enterprises have grown through the acquisition of new clients and increased opportunities for existing clients.

In partnership with the South Western Sydney Institute (SWSi) TAFE, Afford initiated the Employment Work Skills Program – a NSW first which has assisted over 30 supported employees to enhance their workplace knowledge, skills and job satisfaction.

Afford continues to undergo a strategic review of business operations in readiness for the full NDIS rollout in 2018.

Through Affords’s partnership with SWSi, 57 Afford staff members have graduated from Granville TAFE with a Certificate IV in Disability.

Afford continues to comply with Disability Service Quality Assurance Standards and maintains a rigorous program of monitoring and continuous improvement around quality standards.

Afford has implemented Staff Client Service Awards which recognises the exceptional performance of staff members and teams.

Afford’s first Staff Conference was held to provide a forum for peer learning and to educate about upcoming initiatives and practices.

Afford is implementing a new e-learning training program for staff, Elmo, to support their development and understanding of industry best practices and procedures.


SUCCESS AND ACHIEVEMENTS •

Afford was nominated for and successfully secured a Zest Award for the Employee Work Skills Program.

Afford was nominated for and became a finalist in the Daily Telegraph Champions of the West Awards for the Employee Work Skills Program.

Afford Open Disability Employment client, Renee, received TAFE’s 2015 Institute Medal – the highest recognition awarded to students who show exceptional results in their studies.

Afford Transition to Work client, Dennis, was nominated for Volunteer of the Year in the NSW Volunteer Awards – Sydney Inner West 2015.

The ‘Creative Actions, Creative Minds’ Art Exhibition held at the University of Sydney Blacktown Campus hosted artworks created by clients of the Afford Condell Park Day Program.

The ‘Bridge to Independence’ mural was created in partnership between clients of the Afford Condell Park Day Program and students of the Caroline Chisholm School, Padstow.

The Hugamug Cafe was opened to the general public at the Afford Canley Vale Day Program.

A Wood Workshop was launched at the Afford Guildford Day Program.

40 residents of the Afford Cherrywood Village in Llandilo graduated from a Life Training Skills program in preparation for their move to the Thornton Estate.

Afford held a successful Golf Day which attracted business and community representatives and raised over $20,000 in support of Afford services.

Clients from 10 Afford Day Programs and Transition to Work Programs took to the stage for the annual and highly anticipated Afford’s Got Talent event.

A successful Trivia Night was held at the Afford Prestons factory with more than 150 employees, parents, carers and clients attending and more than $5,000 raised to help Afford Transition to Work trainees attend a valuable life skills camp.

Supported trips away continue to be enjoyed on a monthly basis by respite clients.

Various Afford Day Programs held events throughout the year including discos, barbecues, themed parties and events.

YOUR ndis PARTNER Afford is an active member of leading industry body, National Disability Services (NDS), with representation on its major committees regular interaction with other key disability service providers.

Afford has implemented an extensive strategic planning process to ensure that the organisation is well positioned to offer our clients an effective partnership and high levels of choice and control.

Afford is a founding supporter of the grassroots campaign, ‘Every Australian Counts’, providing both financial and operational support. Afford’s involvement was crucial in convincing the Commonwealth Government that a well-funded national disability scheme was necessary to Australians’ quality of life.

The introduction of the NDIS means that all disability service providers need to make significant changes in their management of finances, staff and infrastructure.

Trial sites commenced across Australia in July 2013, with a full rollout of the scheme planned for 2018-2019. At the end of June 2015, 5030 people in NSW were accessing the NDIS, with the average annualised package being $37,981 1.

Develop a comprehensive overview of the NDIS impact on all Afford services.

Review and implement new IT systems which provide effective reporting and control for all clients.

Build Afford’s brand awareness as the partner of choice for people with disability.

OUR NEW LOGO THE FREEDOM TO SOAR

Afford has had a long history with our current logo and it has represented us well. With exciting times of change and transition ahead in the disability sector, it is time for our logo to transform and evolve alongside these. The bird is a symbol of freedom, they walk on the earth as humans do, but also have the ability to soar into the sky. We want our clients to feel they too can soar. Afford actively supports the goals and aspirations of people with disability, creating freedom, choice and opportunity.

Afford ARE THE WINGS SUPPORTING OUR CLIENTS ON THEIR JOURNEY TOWARDS THEIR GOALS AND DREAMS. The rich symbolism of the crane extends our logo’s meaning. The inclusion of wings in a V-formation is inspired by the unity of birds as they work and fly together. As each bird flaps its wings it creates an uplift for the bird following it. At Afford we share a common direction and sense of community with our clients. Working together we lead the way so they can get to where they are going quickly and easily, travelling on the thrust of our wings.

Afford ASPIRES TO INSPIRE Throughout history birds have been viewed as animals of special value and associated with honourable legends and stories, generations old. In Japanese, Chinese and Korean culture, the crane represents good fortune and longevity, being referred to as the ‘bird of happiness’. Traditionally it is believed that if one folded 1000 origami cranes, their greatest wish would come true. The origami crane is a symbol of hope and healing during challenging times, a reason we have chosen it for our logo. The symbol has become internationally recognisable as a mark of peace and hope through the inspiring life story of a young Japanese girl, Sadako Sasaki. Although a sad story, it teaches us that even in times of need we are able to put others first. It is this selflessness that allows Sadako’s story to live on and inspire others. Today the practice of folding 1000 cranes represents a form of healing and good luck. Afford have chosen to adopt a symbol which expresses our spirit of guidance, support, hope, direction, flight, freedom and team work.


President’s Report The 2014/2015 Financial Year has shown the Australian Foundation for Disability (AFFORD) moving from strength to strength. Moving into the President’s role this year, I am pleased to be associated with an organisation that is committed to providing people with disability in our community with meaningful programs for personal growth and enjoyment and life fulfilling work and retirement options. As one of the longest running disability charity organisations in Australia, we continue to grow our services and our number of customers, providing support to over 2,000 people with disability every day. Our person-centred approach to our customers and dedicated staff in head office and at the front-line, continue to position AFFORD as the service provider of choice for many people with disability in local communities across Greater Western Sydney. This year AFFORD recorded a surplus of $206,114, which is a pleasing increase of 56 per cent on the previous year. The organisation’s finances will continue to be carefully managed throughout the coming year and reinvested to ensure the sustainability of AFFORD business operations.

We are also looking to build brand awareness in various ways with many exciting new initiatives due for release in the coming year. Building our brand will ensure that AFFORD is recognised for its professional 60 year history helping people in the community and is always considered the disability service provider of choice. The year ahead will see many changes for our organisation and our customers with further roll out of the NDIS. After 60 years of sound business and customer operations we are well positioned to successfully manage this business transition. I would like to take this opportunity to recognise and thank the various State and Federal Government departments such as NSW Department of Ageing, Disability and Home Care (ADHC) and Department of Social Services (DSS) for their ongoing support of AFFORD. On behalf of the Board of AFFORD, I acknowledge and thank Director Cliff Haynes for stepping into the position of Executive Director at a critical time when we lost the services of long time CEO Tim Walton due to illness. A search for a new CEO commenced soon after and we were fortunate in seeking out Steve Herald who joined us in April 2015.

The implementation of our Strategic Plan developed by the AFFORD Board and Executive Team is well underway.

Steve brings to AFFORD experience as a Chief Executive Officer of a disability services enterprise - Civic Disability Services - supported by a deep background in commerce. Steve has a proven background of business transformation with a strong focus on finance, technology and people having worked in senior executive positions at Flight Centre and Minit Group.

This year we have implemented a number of reviews of our service offerings and technology systems to ensure we are prepared to accommodate any changes in business operations brought about by the NDIS.

I would also like to thank the Executive Leadership group, along with all of the AFFORD team, for their dedication, loyalty and commitment to strengthening the legacy of AFFORD throughout this year.

Communicating with our customers, their families and carers is a priority for AFFORD, so we have also incorporated weekly and monthly newsletters which allow us to share important information, such as NDIS initiatives and workshops, as well as sharing the successes and achievements of some of our customers.

I am honoured to be associated with AFFORD and work with individuals who are stoic ambassadors for our customers and disability services in Australia. I look forward to another strong year for AFFORD and further successes for the organisation and our customers.

With sound investment strategies and solid support from fundraising activities, AFFORD is well positioned for further growth of customer services and staff over the next few years.

Chief Executive Officer’s Report Over the past year, Afford has continued to grow and evolve as one of the premier Service Providers in the Disability Sector. With over 60 years of experience in the provision of an ever widening range of services, we continually draw upon our experience and expertise to delight the people we support. Our strong financial base means that we are a secure option for families looking to receive services under the National Disability Insurance Scheme (NDIS) as many service providers grapple with the greater commercial pressures. The Financial Year ended 30 June 2015 seems so long ago, with the intervening few months being a period of great change and new beginnings for Afford. I joined Afford as CEO in April as the Financial Year was coming to a close, and our Executive Director, Cliff Haynes, returned to his role as Non-Executive Director. I would like to thank Cliff for his efforts in the year he was at the helm, and the improvements he delivered to the organisation. As with other service providers in the sector we have had to face up to delivering great services within the confines of tightening funding levels under the NDIS. To ensure we continue to meet these needs we implemented a new operational structure in the last few months that is weighted much more heavily towards our frontline staff providing services to clients on a daily basis. At the time of writing we are less than a year away from the ‘full’ rollout of the NDIS for most of the areas of our current operations. Our modelling is showing us that the revised pricing and service levels will see an adverse impact of over $2.5 million per annum on our organisation. Our revised structure means that we will be able to accommodate this impact, and we are certain that there will be no impact on the quality of services we provide. The NDIS will be the biggest change in the history of Disability Services in Australia. The NDIS sees a

move away from a Government-directed, programcentric approach to a modern, client-directed and competitive market. This will see the arrival of true choice for people with a disability, and the significant improvements in pricing and efficiency that competition brings. In the pilot areas around Australia it has seen Client Satisfaction ratings of over 90% which should be very reassuring for all of those expecting to receive services under the Scheme. In a period of such transformational change we have kept our Mission central in our Strategic Planning. To this end, any gains in efficiency will never be at the cost of quality and our actions will always be focused on getting great outcomes for clients I joined this Sector 5 years ago as I have close family members with intellectual disability and a passion to be involved in the redefinition of Disability Services. Prior to that I spent many years in Executive roles with multinational Service Retailers, Flight Centre and Mister Minit. These years gave me a great appreciation for how to deliver high quality services across geographically dispersed sites, that delight clients day after day. To truly delight clients with great customer service that goes the extra mile we need to have the best staff and the best culture. The flat management structure we have implemented is a very detailed strategy around being an Employer of Choice. We are launching many initiatives to help us attract the best staff and maintain a high level of morale through giving all a brightness of future. The measures we are taking are detailed later in this report, and include above market pay conditions, extensive staff training, performance incentives and so on. Having a flat management structure also means our teams are truly empowered and as the NDIS rolls out we believe that will give us the agility to respond to clients’ wants and needs promptly in spite of our large size.


During the year our Day Programs continued to grow at a fast pace, most recently with the opening of our new premises at Belmore. At Afford we are very proud of the high standard of our Day Program facilities and the programs that they offer. With more than 15 Day Program sites throughout Sydney we provide services to hundreds of clients every day. Considerable effort has been placed into making sure that our operations can accommodate the needs of all clients with intellectual disabilities, both in terms of the ‘bricks and mortar’ and staff with the appropriate training to meet clients’ needs. The devolution of our accommodation services from Cherrywood Village to new Group Homes continues at a pace. The designs of these homes are complete and reflect the latest ideas in communal living. The building of the 6 homes has commenced and our clients will move in early 2016. Along with our other Group Homes we will be expanding on our Homeliness programs to ensure that our clients don’t just have a lovely house but have the fulfilling lifestyles to go with it. Respite Services was an area of considerable growth with our Centre Based Respite in St Marys providing overnight stays from Friday through Sunday. This limited offering will be expanded as additional funding becomes available under the NDIS. Also during the year we provided various types of community access and in home support. The recent launch of ‘Afford Getaways’ opens an exciting new area of opportunity for our clients and families to enjoy short stay breaks or trips overseas. Our first cruise holiday was a great success and we have trips to the Gold Coast, New Zealand and Disneyland in our 2016 plans. Education has long been an area of strength for Afford and continues to grow with new innovative programs and partnerships. Transition to Work (TTW) programs saw 69 people mentored in making the transition from school to a work environment. In the coming months we will also

be looking to take the considerable expertise we have in readying people for work to disadvantaged youth and the long term unemployed. Employment Services have long been a central part of Afford’s business. We take pride in being one of Australia’s largest employers of people with disabilities with over 450 supported employees in our Australian Disability Enterprises (ADEs). With the recent developments around wage setting tools in the sector there has been some uncertainty, but we remain committed to giving our clients the opportunity to have a job and earn money on top of their Disability Pension. The self-esteem from having a job along with the social interaction and friendships fostered by going to work are invaluable to our clients. In the coming months we will be launching a number of Social Enterprises that will give some great opportunities to our supported employees to develop skills that they may one day take to a job in open employment. Our Disability Employment Services (DES) find jobs for hundreds of people with disability in open employment, with half of our sites currently achieving 5-star ratings from the Department of Social Services (DSS). The expertise we have developed in these programs along with the specialist knowledge of our education experts saw the launch of our Transition to Retirement (TTR) program which has been very successful, helping almost 50 clients and being extended for another 3 years. Afford continues to move from strength to strength and I thank all of our supporters – big and small – for their significant contributions to the support we provide, that truly enriches the lives of our clients. Our Board The Afford Board of Directors are committed to upholding organisational mission and values and ensuring Afford fosters sustainable and viable practices. The Board encourages the pursuit of excellence throughout all Afford services to enhance the lives of people with disability in the community. NEVILLE BARNIER DIP FP, MAICD (CHAIRMAN) Mr. Barnier was appointed on 19 December 1983. He has over 30 years’ experience in Financial Planning and the Superannuation industry. Mr. Barnier is President and Chair of the Board of Penrith RSL Club Ltd. He was appointed as Chairman on 19 November 2014.

JOHN REED FCPA (Deputy Chairman) Mr. Reed was appointed on 15 September 1999. He is a Business Advisor with extensive experience in a wide range of business sectors, who holds management and board positions in manufacturing through to hospitality. Notable directorships include Flag International Ltd and currently as a director of Akubra Hats Pty Ltd. He was a Councillor on Penrith City Council for 4 years and has had an involvement with the disability sector covering services and advocacy for over 30 years. He was appointed as Deputy Chairman on 19 November 2014.

ALAN TRAVERS PSM, FLGMA Mr. Travers PSM was appointed on 29 April 2009. He retired as General Manager of Penrith City Council in 2008 after 42 years in Local Government. He now provides consultancy services.

CLIFF HAYNES BCom UNSW, FCPA, FLGMA Mr. Haynes was appointed on 17 November 2010. He was the Assistant Director General, Corporate & Shared Services of the NSW Department of Family and Community Services. He had an extensive career in local government over a 30 year period including being Deputy General Manager at the City of Sydney Council. He is the former President of the NSW Division of Local Government Managers Australia and served on the Board for 10 years. Appointed Executive Director of AFFORD on 16 April 2014, Cliff

resigned as Executive Director on 27 March 2015 and as Company Secretary on 15 July 2015. He remains a Non-Executive Director.

MARIO BELLANTONIO OAM LLB (SYD) Mr. Bellantonio OAM was appointed on 15 September 1986. He is a consultant in legal practice and provides advice on contentious issues of law.

MICHAEL ALLEN PSM, FIPAA, Grad. Dip. UEM Mr. Allen was appointed on 27 March 2015. He is the former longstanding Chief Executive of Housing NSW, the largest social housing provider in the Southern Hemisphere. Mike has over 35 years’ experience in social housing management and asset services, homelessness services, and community and Aboriginal housing. He has led a number of major reforms including more recently the development of the National Regulatory System for Community Housing. Mike was also the Chair of the former Housing and Homelessness Ministers Advisory Committee, for a number of years.

ROSEMARY BISHOP M.B.A., G.A.I.C.D., B.A. (Hons.) Dip Ed Ms Bishop was appointed on 19 November 2014. She has held Board positions on Evolve Housing and is also a Board member for the Community Health Network in Central and South East Sydney. Rosemary is the CEO of 3Bridges, a community organisation in South East Sydney, before which she was CEO of Mamre House and its disability enterprise. Prior to working in the NFP sector Rosemary led a management consultancy service following a career in both the public and private sector.

CR. ROSS FOWLER OAM, BCom, FCA Mr. Fowler OAM was appointed on 18 February 2004. He is the principal of a Penrith based firm of Chartered Accountants. He is the Mayor of Penrith City Council. Other directorships include Penrith Whitewater Stadium Ltd, Penrith Performing and Visual Arts Ltd, Penrith Business Alliance Ltd, Ripples at St Marys and Chairman of Westpool.

A diverse and highly-capable group, together the Team leads with fairness and respect. STEVEN HERALD Chief Executive Officer B. Bus, CA Steve has held Senior Executive roles for various Service Retail multi-nationals across the last 25 years, including Flight Centre, Mister Minit and Hoyts. Steve is an expert in change management, customer service, and the system management required for high volume and geographically spread business operations. Steve joined the Disability Sector 5 years ago and has a passion spurred by the experience of close family members with intellectual disabilities.

WALLY PHILLIPS Chief Financial Officer B Com (Hons), CA Wally is responsible for the strategic and operational leadership of the finance function at Afford. He has been with the company for 2 years and has over 20 years’ experience in senior finance roles across a range of industries.

ANGELA HATCHMAN Executive Manager, Client Services Dip W, RN, B.Ed Hab Angie is an authentic leader who is responsible for the strategic and operational management of Client Services. She has 37 years Human and Community sector experience in Local, State and not-for-profit organisations.

STEPHEN BEARD Acting Manager, ADEs B Comm (Accy), GradDipCA Stephen is responsible for the strategic and operational management of Afford’s Packaging, Imports, Scanning and Pick and Pack business divisions. His career spans over 30 years as a Chartered Accountant, small business owner and Senior Executive and consultant in the disability industry.

ANGELA DION Employment Manager, DES Dip Teaching Angela is responsible for the operation, management and strategic development of Afford’s Disability Employment Services (DES). Angela has 25 years’ experience in the Human Services sector, providing a service that leads to meaningful, lasting open employment. Angela is particularly proud of the growth of the DES service from 54 clients in 2008 to nearly 700 in 2015.

ANGELA WILKINSON Link Services Manager B Teaching (AVE), B Ad. Education (AE Disability) Angela is responsible for the strategic and operational management of Link Services (Community Engagement). She has 15 years of experience with Afford in developing, implementing & assessing promotional and recruitment activities across regions, including relationship development with external stakeholders. Christina maintains membership on multiple Government Councils and Committees and is a community advocate for the NSW Police Force.

GARY HARRISON Business Manager, Pallets Gary is responsible for the management of Afford’s timber manufacturing, overseeing the ADE’s production of goods such as pallets, crates, beds and pegs. His work experience spans 38 years in a variety of management and senior management roles across a number of industries including Electronics and Signage.


LYN WALLACE Transition to Work Manager Dip Community Services Coordination, CERT 1V TAE, Cert 1V Frontline Management Lyn is responsible for the operational management of AFFORD’s 7 Transition to Work programs. She has over 26 years’ experience in a variety of roles within the disability sector.

MICHELLE FLYNN Marketing & Promotions Officer Michelle is responsible for developing, coordinating and implementing Afford’s promotional and marketing strategies. She has worked in the Communications and Marketing industry for over 18 years, working across sectors including entertainment and education.

NIKITA GUPTA HR Business Partner BSc. (Human Development: Special Needs/Early Childhood/HR), Masters in HR and Training & Devp.; Cert IV TAE, Grad Cert in Business Nikita is a HR professional responsible for strategic direction, leading and implementing cultural change (Brightness of Future) within the organisation. Nikita is the key link between Afford’s employees in managing Communication, HR Operations, Recruitment, HRIS (Payroll) and Training. She has 6 years’ experience in the HR sector, and over 4 years’ experience in the disability sector.

PAUL THOMAS Vocational Services Manager Dip TAS, Dip FLM, Dip Logistics Management Paul is responsible for the management of Afford’s Transition to Work and Transition to Retirement programs, along with strategic and operational preparation of our Disability Enterprises in readiness for the NDIS. Supported Employment Afford provides Supported Employment for over 450 employees with disability in Australian Disability Enterprises (ADE) in Campbelltown, Ingleburn, Marrickville, Minchinbury, Minto and Prestons.

Afford Supported Employment provides jobs for over 450 people with disability in 6 ADEs across Greater Western Sydney. Afford offers full training prior to placement and ongoing support and training for all employees. There are a wide range of jobs available from packaging, relabelling, pallet manufacture and document scanning. Every employee is given opportunities to learn new skills and achieve their full potential and workplace wellbeing. Employees join Afford from a range of backgrounds – whether it be straight from school or after developing a disability later in life, we are able to provide a structured and supportive environment that fosters personal growth while meeting organisational objectives. Afford ADEs are located at Minchinbury, Minto, Ingleburn, Marrickville, Campbelltown and Prestons, where the highest levels of Workplace Health and Safety are applied.

Lourdes’ Story Lourdes is a positive and hardworking supported employee at the Afford Minchinbury factory.

Since starting at the Afford Minchinbury factory in 2007, Lourdes has enthusiastically approached every opportunity to develop her skills and take on more responsibility. Through her diligence she has worked her way up to be the site’s first and currently only factory Team Leader. She confidently oversees the workflow of each job and at times manages a team of 10 people. She assesses stock levels, packaging quality, completes forms for finished jobs and attends to those who need a little more encouragement or help. “The biggest job that I have done as Team Leader was when we did 100 pallets in a day. We all felt good after finishing all that stock. We’re here as a team, so we help each other. If someone’s having trouble then we work together to try and help them.” In addition to her time on the factory floor, Lourdes also completes cleaning, administration and reception duties for the Minchinbury Head Office.

It is the first program of its kind in NSW to provide supported employees with opportunities to increase workplace knowledge, learn new skills and increase self-esteem and job satisfaction. Lourdes was one of the first to participate in the 8-week program. She excelled through the program and achieved a TAFE Statement of Attainment in Employee Work Skills. “I have more confidence after doing the course. I was able to give a speech in front of all the people at the graduation ceremony.” Lourdes has set clear goals for herself to progress further at the Minchinbury factory. With the support of supervisors, Lourdes continues to find opportunities to develop the skills that will help make her work targets a reality. “My goal is to one day be a supervisor. I’m learning about doing stock take and doing deliveries between the sites. I love doing deliveries and visiting other factories to see how they do things.”

Transition to Work The Transition to Work Programs are held in Blacktown, Campbelltown, Fairfield, Liverpool, Marrickville, Penrith, Riverstone and provide support for 65 participants to gain further life and employment skills while preparing to enter the workforce. Afford provides Transition to Work Programs for students who need extra guidance before moving into full time employment. The program runs for two years and supports trainees to learn skills necessary to get and keep a permanent job. The program provides more structure for skills based learning and offers an encouraging environment for trainees to explore a variety of job options before choosing their career path.

Each young person has their own abilities and aspirations and Afford trainers work closely with trainees to develop a personalised plan to assist them to reach their full potential and achieve work goals.


Daniel’s Story A conscientious and driven young man, Daniel joined the Afford Transition to Work Program in Riverstone 18 months ago as an early school leaver.

Daniel is now more confident and has a better understanding of what will be expected of him in the workforce.

Through the Transition to Work Program, Daniel has been able to enhance his communication abilities and follow his interests, one of which was learning new skills with tools.

“Before I started with Afford, I wasn’t sure that I would find a job that I liked, but the trainers were really supportive and showed me that there were jobs out there that I was interested in. The trainers really want to help you succeed and they’ve helped me realise that if I back myself and give things a go, I can achieve what I want.”

He has become involved in many hands-on projects including the design and construction of a fairy garden at Riverstone Community Garden, as well as building planter boxes and storage equipment. Transition to Work trainers provide support and encouragement to help young school leavers identify their work goals and engage with new experiences that suit their interests. “The trainers are really helpful and they are more like mentors that can help you every step of the way.” Daniel completed his Certificate I in Work Skills as part of the Transition to Work Program which included money management, Work Health and Safety and travel training.

The enjoyment that Daniel experienced while working with tools at the Afford Riverstone Transition to Work Program, made him realise that he had found his calling. Afford helped him to secure a role at Bunnings for work experience, progress onto a work trial, and then secure paid employment with the hardware group. Daniel assists customers with questions about different tools and their uses and is very proud of what he has achieved. Daniel has long term employment goals with Bunnings and sees an exciting future with the organisation.

Open Employment Services Afford Employment in Bankstown, Blacktown, Fairfield and Liverpool are currently providing active support to 655 people with disability in their search for open employment.

Disability, injury or learning difficulties can make it difficult to get and keep a job. Afford Employment consultants genuinely care about the success of their clients. They provide support throughout the job placement process, consider the personal situations of clients and are always willing to listen and help. Consultants recognise that every Afford Employment client has individual work goals and strive to tailor programs that maximise job opportunities and achieve long term success. With the help of supportive employers and a structured, continuing education program, employment consultants work on a personal level to provide relevant and genuine support, encouragement and advice. Afford Employment works with clients, employers and other employment organisations to achieve long term career success and job satisfaction for every candidate.

Renee’s Story At just 29 years old, Renee is a mature, motivated and positive young woman who has taken every opportunity offered to her and pushed herself to excel.

Renee joined Afford Employment in 2014 after moving to Sydney with her partner. She had experienced considerable instability early in life, but was keen to work and develop her skillset. Renee’s bi-polar condition and 4 year disengagement from the workforce initially made finding a job difficult. Working with Afford Employment, doors soon opened for Renee. She found herself working in retail for Homemart and quickly progressed from general sales assistant to 2IC in a few months, but her passion and goal was always to work in a financial institution. With a clear work goal in mind, Renee with the support of her Afford Employment consultant, Amar, enrolled in a Diploma of Banking Services, Management, Business and Finance at TAFE. Not only did Renee complete her Diploma, she topped her cohort and received the highest achievement award. She was also nominated by the TAFE faculty, and won, the Student Achievement Award for the Faculty of Business and Finance.

“It was a very intensive six month course for me. I never finished high school and while I started many courses, I never finished any of them. So this was a real achievement for me.” Through consistent excellence in her course, Renee was one of five finalists from 5,000 students across the region who were nominated for the 2015 Institute Medal. She underwent a rigorous process of addressing the Directors of the Board and was later announced as the 2015 Medal recipient. “It’s because of the support that I’ve received from Afford Employment that I finished my studies. They were always really encouraging of my studies and they always believed that I could go out and get a job in my field. They have helped me with my resume, interviewing skills and every step of the way they were supportive.” Renee is currently a credit analyst for a credit services group and has just announced her engagement to her partner. She continues to apply for positions with major financial institutions – which she has set as a clear goal for her future. Renee is well on the path to reaching her work goals and has the confidence to push the boundaries and make her dreams a reality.

Participation Programs

Afford provides person-centred programs and activities for more than 300 clients in 15 Community Participation (Day Program) sites in Ashfield, Belmore, Blacktown, Campbelltown, Canley Vale, Chipping Norton, Condell Park, Green Valley, Guildford, Jamisontown, Kings Park, Lurnea, Mt Druitt, Penrith and Windsor. Community Participation Programs run by Afford give people living with moderate to severe disability the opportunity to learn valuable life skills and participate in their community. Afford Day Programs are person-centred and focus on the unique abilities of each individual by providing activities that support them to achieve personal goals and maintain happiness. Day Programs are staffed by professionally trained and caring people that provide a safe, stimulating and inclusive environment. All Afford clients are treated with dignity and respect and are encouraged to reach their full potential, while having fun.

Mahmoud’s Story Mahmoud is a lovely man with an infectious smile. He has attended the Afford Condell Park Day Program for over 3 years and inspires others to follow their dreams and live life to the fullest.

“I love doing ceramics the most and making cartoon characters like Homer Simpson.”

Mahmoud is passionate about visual and performing arts and takes every opportunity to pick up a paint brush, mould an artwork from clay or hold an impromptu performance for friends and carers.

Four of Mahmoud’s creative pieces were displayed at the University of Western Sydney’s Bankstown Campus at the 2014 ‘Creative Minds, Creative Actions’ exhibition. He was very proud to have his artwork displayed for everyone to see.

Created in conjunction with his family and primary carers, Mahmoud, like all Afford clients, has a Personal Life Plan that outlines his individual abilities and aspirations.

Mahmoud is now also participating in a pilot project of a studio-based, supported visual arts program at Bankstown Arts Centre.

His love of self-expression means that Mahmoud’s plan centres on artistic activities as a way of supporting his personal growth and fulfilment.

His love of music and dance also inspired Mahmoud to participate in the annual Afford’s Got Talent show where he performed dance routines and sang the opera song, ‘You Raise Me Up’ in front of over 100 Afford clients and their families and carers.

Carers at Afford Day Programs consider the individual interests of clients and seek out opportunities that nurture and encourage them to be the best that they can be. “They take me to lots of places like the Arts Centre and help me do things like music, singing and art.”

Charming and friendly, Mahmoud is always there to lend a helping hand. He enjoys volunteering for Meals On Wheels and taking part in fundraising efforts for Daffodil Day and Pink Ribbon Day organised by the staff at the Condell Park Day Program.

When first introduced to artistic expression at the Condell Park Day Program, Mahmoud embraced the art sessions enthusiastically. He enjoys working with different textures and colours and has created over 15 artworks so far, including paintings, drawings and sculptures.

Accommodation and Respite Afford provides accommodation and respite for more than 80 people with disability in supported accommodation and group housing across Western Sydney. Afford provides respite that allows families to have a meaningful break and attend to family obligations, while having the peace of mind that the person they love is being well cared for. The modern and comfortable fivebedroom house offers people with disability a home away from home where they can rest and relax, make friends, follow their interests, learn new skills and enjoy themselves in an open and supportive community. Afford not only provides a home for residents, but also opportunities to be active members of the community, maintain strong family relationships, build long lasting social networks, enhance their skills and enjoy a happy and fulfilling life.

Supported accommodation and group homes offer residents the chance to share their achievement and milestones with their peers and friends in a welcoming environment. Afford also offers group home accommodation in the Jamisontown area where residents are supported by carers through recreational activities, cooking and cleaning, but maintain independence and are responsible for keeping their home neat and tidy and helping to prepare meals.


Robin’s Story Robin is a reserved gentleman who has lived in supported accommodation at the Afford Cherrywood Village in Llandilo since 2010. Carers provide support and encouragement for the 40 residents who call the village home and assist with their everyday duties. Since living at Cherrywood Village, Robin’s reluctance to get involved in activities and anxiety about taking part in new experiences has eased. He has connected with carers and other residents at the Village and developed new skills and abilities, giving him greater confidence to complete tasks on his own. He now actively seeks out activities that suit his interests and works three days a week. A movie and music aficionado, Robin enjoys watching ‘A Touch of Frost’ and listening to the uplifting tones of ‘Songs of Praise’, as well as a variety of shows on Foxtel. Robin also looks forward to his weekly trips to play lawn bowls with friends that he has made through the Afford Transition to Retirement Program and travels to Richmond Bowling Club independently, organising his own taxi for the return trip. All Afford carers are qualified and dedicated to supporting people with disability to enjoy a rewarding life. Carers offer opportunities for residents to take part in recreational activities such as picnics, movie days, shopping or having lunch in town and engaging with the community at events such as the VIVID Sydney festival

and dinners on showboats. “My favourite part was travelling in on the coach and seeing all the lights.” Carers support connections with family by taking Robin to regularly visit his 90 year old father in Wentworth Falls. “When I visit dad I get to see his cat, Bonny, and have Chinese for lunch.” Robin, like all Afford clients, has a Personal Life Plan that is developed with the support of carers to outline individual goals to achieve personal independence, social interaction and happiness. Robin’s new found interest in photography has been set as a personal goal that will be encouraged through photography activities at the Village and external groups. He also enjoys working with his hands and is keen to relearn how to use a soldering iron with Mark, one of his carers. “I like to take photos. And I can fix my clock with a soldering iron when Mark helps me.” Robin has completed training on living independently in preparation for his move to new group homes in Thornton Estate, Penrith. As part of the course, Robin made a delicious spaghetti and Spanish omelette dinner for his group and learned about sharing duties such as cooking, menu planning, healthy eating and cleaning. Before Cherrywood Village, Robin attended Afford Respite in the Napean Area.

Carer Support Afford recognises the emotional challenges faced by many carers and families of a child with disability. Afford staff and programs are focused on fostering supportive and encouraging environments, so that carers can feel comfortable sharing both tough experiences and triumphs recharging with others to continue their selfless role as caregivers. Afford facilitates various outings and events that provide carers with the opportunity to extend, or create new social and support networks that help them to care for themselves and in turn care for their loved ones with disability. With so many work, time and emotional pressures, carers often overlook their own needs and wants. Afford Carer Support ensures carers receive the support they need to ensure their own personal well being.

Kelley’s Story Kelley is a high spirited and positive young mother that leads a busy life balancing part-time work and her role as primary carer for her 21 year old son, Zachary, younger son, Max, and ageing parents.

Seeing Zachary’s joy from taking part in activities at the Jamisontown program is reward enough for Kelley, but the additional support she receives from staff makes her journey that little bit easier.

Zachary has been a high care client of the Afford Jamisontown Day Program for 3 years and is provided with one-to-one support for most activities.

“They sit down and talk with you about care needs. I consider them more as friends because nothing is ever too hard for them to do for you. The support they provide is the best that I’ve ever seen.”

Like every parent of a child with disability, Kelley wanted a service that would genuinely consider the individual needs of her child and provide activities that were stimulating and suited to his abilities. When she visited the Jamisontown Day Program, Kelley instantly felt reassured that that her son would be in good hands.

With so many demands on her time and energy, Kelley rarely gets an opportunity to take a break for herself or socialise with others. Afford provides opportunities for carers to unwind, talk to people with similar life experiences and take time to focus on their own wellbeing.

“My whole world revolves around Zach, so I wanted to be sure that he was going to be joining a family oriented environment to ease his transition from school into a day program. When we visited Jamisontown Day Program it was bright, friendly, there were lots of activities on offer and the staff were very welcoming and lovely.”

“Before joining Jamisontown Day Program my world was my son. Friends slowly drifted away and there were times that I really felt alone. Now, I’m able to go out and have lunch and do things that I’ve never been able to do. I’ve got a social life again and a support network that understands my situation.”

“The staff are always there to support me and they come with me to some of Zach’s appointments if they know that I might need a friend to support me. And they are also there for Max. He may come in feeling down because his friends don’t understand what he’s going through and the staff at Jamisontown always make themselves available to have a chat.”

“I’ve been to many of the carer events organised by Afford and they are always a good time to relax and socialise with others. The staff at Jamisontown Day Program have organised High Tea for Mother’s Day, family days where everyone comes in for barbecues at the site and Christmas parties each year. I had never been to a show at the Capitol Theatre until it was organised by Afford.”

Transition to Retirement The Afford Transition to Retirement Program continues to grow alongside 43 participants, most of whom volunteer or are active in local community groups in preparation for a successful retirement. The Afford Transition to Retirement Program helps supported employees transition from working life into a meaningful retirement. The Transition to Retirement Program adopts a ‘whole of life’ strategy which Afford and the NSW Government support for all people with disability. Focusing on individual interests and life happiness, Afford strives to connect retiring employees with lifelong friendships, purpose and their community.


Lynette’s

Story

For 16 years, Lynette has worked as a dedicated supported employee at the Afford Prestons factory, where her main duties involve packaging goods for major household brands. Lynette’s social network, outings and daily purpose for many years had centred around her role in the factory and she had not considered what she may do when the time came for her to finish work all together. In 2013, Lynette was introduced to the Afford Transition to Retirement Program. Her Transition to Retirement Coordinator helped her to join community groups and activities in preparation for her retirement, connecting her with people that share her interests. Outside of work days, Lynette is now involved in a weekly art and craft class where she also helps out with morning tea, and enjoys the scenery with new friends during her weekly walking group.

We see lots of little animals like lizards and different types of birds.” Lynette also volunteers for various events and organisations including an Art Exhibition in her local area and a 12 week fitness course for the Heart Foundation. A self confessed green-thumb, she also takes part in maintaining the community garden in her local area and volunteering for working bees at the local showgrounds. “I got my green-thumb from my parents because they loved being in the garden. I don’t mind getting my hands dirty. I’ve got my own little area to clean up and working in the garden brings me closer to paradise. I realise you’ve got to get out there and play your part.” Lynette has made new friends and is grateful for the support that her Afford Transition to Retirement Coordinator has provided, finding activities that get her out of the house and experiencing new things.

Financial Overview YEAR ENDED 30 JUNE 2015

For the year ended June 2015, the Australian Foundation for Disability (Afford) has delivered a surplus attributable to members of $206,114. Revenue has increased by 4.2% from last year, with strong growth in the business coinciding with the transition to the NDIS. Investment in Afford’s core business has continued, with $1.6M spent on investing activities across all areas of the business during the year. In preparation for the NDIS operating environment, an investment in new IT systems has commenced and will be complete by the end of the 2015 calendar. In addition, a reorganisation of the management structure towards the end of the financial year has resulted in a flatter and more responsive team with a significant reduction in overhead costs. The devolution of the Cherrywood Village is well under way and the construction of new Group Homes in Penrith has commenced. The Department of Family & Community Services – Ageing Disability & Home Care (ADHC) has committed grant and capital funds to this project, and Afford has committed to a capital contribution of $2.9M. Family representatives of residents have been involved through all stages of planning and design, and residents are looking forward to moving into their new homes in the first half of 2016. The investment property portfolio continued to deliver a strong contribution. At year end the portfolio was fully let, with the exception of the Arndell Park properties held for sale by vacant possession. Contracts were exchanged on one of these properties on 13 August 2015 and the net proceeds will be used towards the Group Home capital contribution. Our retail centre in Penrith experienced some subsidence in a concrete slab in the Eastern wing, resulting in a reduction in fair value of $1M.

The Disability Enterprises achieved record sales in Packaging, Pallet and Scanning businesses, and provided employment for over 450 employees with disability. The eCycleIT business proved to be unsustainable and has been shut down. Afford has continued to grow in the Disability Employment Services (DES) area with double digit growth in revenues. This business has delivered significant contributions to revenue and operating results. The continued commitment to providing quality Community Participation Programs has resulted in strong growth in all areas and an increased number of clients. Just after year end a new lease was signed for a site in Belmore which will allow us to double the size of the Lakemba program. Planning for operation under the individualised funding environment of the NDIS is well under way. Fundraising income from donations, raffles and grants has declined marginally to $1.35M, as the impact of weaker economic sentiment continues. The team continues to pursue new opportunities for fundraising income. Afford’s net assets grew to $31.0M. The strong financial position together with the changes to the management structure and IT systems has Afford well placed to transition successfully to the NDIS operating environment as we continue to grow quality services for the benefit of our clients.

Our Leaders MALCOLM BORLAND Under Dr Malcolm Borland’s stewardship from 1975 to 2015, Afford experienced four decades of growth and expansion. Joining as a board member in 1974 and elected President in 1975, Dr Borland had a vision to increase the number of services for people with disability in more locations across Sydney. At the beginning of Dr Borland’s tenure, Afford managed three Australian Disability Enterprises (ADEs), three branch offices and two other business assets across New South Wales. In 2015, Afford has 32 locations across Greater Western Sydney and provides a range of disability services to over 2,000 people with disability every day. The organisation has reduced its share of revenue from the government to 55% with the remainder derived from the operation of Australian Disability Enterprises (ADEs), property investment and fundraising. After a 40 year term that saw him play an instrumental role in the growth of the organisation, Dr Borland stepped down as Afford President in 2015 and is one of the longest serving Presidents of any disability charity in Australia. He also served as a local medical practitioner and Councillor of Penrith City Council for 26 years

FRANK BLACKWELL Frank Blackwell dedicated 33 years to supporting the rights and services of people with disability as a Board Member for Afford. When Mr Blackwell joined the Afford Board of Directors in 1981, the organisation provided employment and accommodation for a small number of people with disability at four locations across Sydney. As the Managing Director of his own successful business, Mr Blackwell brought sound business insight and experience to expand the services offered by Afford until his retirement from the Board of Directors in 2014. It is his commitment and advocacy over three decades was valuable in evolving Afford into a leading disability service provider.

TIM WALTON Disability support services in Australia have benefited largely from the progressive initiatives driven by Tim Walton during his 35 year career working in the in the vocational services, health, education, and disability sectors. During his 15 year tenure as Chief Executive Officer of Afford, Mr Walton was instrumental in the organisation’s growth. Until he stepped down from his Afford position in 2014, Mr Walton provided forward-thinking initiatives to progress the organisation and its clients. In addition, Mr Walton made a significant contribution to supporting people with disability in his roles as President of National Disability Services (NDS) and Chair of NDS NSW, particularly being at the forefront in the establishment of the NDIS (National Disability Insurance Scheme). Mr Walton also chaired the “Every Australian Counts” committee that successfully campaigned for the introduction of the National Disability Insurance Scheme (NDIS) and was the NDS Board representative on the National Disability & Carer Alliance. Previous NDS leadership roles have included being inaugural Chair of both NDS National and NSW Occupational Health and Safety Committees, Chair of the NDS (NSW) Australian Disability Enterprises Committee and a member of the NDS National Australian Disability Enterprises Committee.

LEO ARMSTRONG A great leader during his time on the Afford Board of Directors from 1983 through to 2002, Leo Armstrong will be remembered for his passion and dedication to furthering services for people with disability in the community. Mr Armstrong joined the Afford Board in 1983 with the now current Chairman, Neville Barnier, and was a strong advocate for professionalism and effective action in the disability sector. Mr Armstrong also served as the Club Chairman for Penrith Panthers for 16 years from 1984 to 1999 and was first elected to the Board of Directors in 1980. Under his astute and respected leadership, Mr Armstrong oversaw the growth of the Penrith Panthers club as well as its relocation to Mulgoa Road in Penrith. Under his chairmanship, the Penrith Panthers football club won its first premiership in 1991. Leo Armstrong passed away in 2015 at the age of 92. He will be commemorated for his great leadership and love of sport, and his unyielding commitment to the organisations for which he served.
