Houston, Tx---To honor one of the icons of the state of Texas judicial system, an historic portrait unveiling and dedication ceremony will be held to commemorate Judge John W. Peavy, Jr.’s public service. Judge Peavy is not a stranger to making history and is a man of many “firsts”.

Upon his appointment by Governor Dolph Briscoe in 1977, he became the first African American to serve as the first Family Law Judge in the state of Texas for the 246th District Court of Texas (1977-1994). In 1995, he became a Senior District Court Judge, however before then, he served as an administrative Judge for Family Courts and started mediation in the family court system. Prior to his banner breaking appointment, he was also selected by Harris County Commissioners Court to serve as the first African American Justice of the Peace in the state of Texas for Precinct 7, Position 2. Judge Peavy’s public service career also includes his tenure as an At-Large Member of Houston City Council where he initiated the International Committee and chaired the Regulatory Affairs Committee.

A native Houstonian and son of a noted civic leader and educator, John W. Peavy, Sr, Judge Peavy worked as a White House staffer to President Lyndon B. Johnson while attending law school. He is a graduate of Phillis Wheatley Senior High School, Howard University School of Business and Howard University School of Law. He is married to Diane Peavy and has four children.

Hayes was appointed and confirmed as the Director of Houston’s Solid Waste Management Department (SWMD) on August 1. 2007.

As Director, Hayes oversees an $86 million budget and is responsible for solid waste services to approximately 423,000 households.

Houston’s solid waste operation is the 4th largest municipal solid waste in the nation and the largest in the Southern United States. He received national recognition for the eight days, magnificent Cleanup job he did in Houston after hurricane Ike.

Beyond serving as the Solid Waste Director, Hayes is the Chief Operating Officer (COO) for the City of Houston. Originally appointed to this position by former Mayor Annise D. Parker as she began her final term of office in 2014. Hayes was immediately reappointed as COO in January 2016 by newly elected Mayor Sylvester Turner.

As COO, he reports directly to the Mayor and oversight of major Houston operations which include the following departments: Police, Fire & EMS, Public Works & Engineering, Municipal Courts, Solid Waste Management and Fleet Management. The operations Group employs more than 15,000 of the city’s nearly 21,000 employees and has combined budgets of nearly $3.5 billion.

Hayes has been employed with the City of Houston for 25 years, originally beginning his service in 1988 as a special assistant to City Council Member Rodney Ellis (who

The institute’s elearning certificates are designed to prepare students and lifelong learners for today’s competitive global entertainment and media marketplace.

ARAELI is a customized, self-paced program. Featured courses include artist promotion and representation management, music publishing, production and distribution, recording, performance agreements, merchandising, touring film and television agreements, and Music in Cyberspace.

Reparations The Standard View Billy “Hollywood” Groves

W

ith an American president like Donald Trump, who has an unstable mental personality, comparable to a plantation owner during the Slavery Era; the time has come for America to pay its debts to Black people for hundreds of years of work, building up America for free. Reparations are due to Americans who are known as African Americans, Black people, Negroes, Colored people and whatever other names they are and were called.

The first time I wrote about reparations for African Americans was many years ago. At that time my attitude was that Black people didn’t necessarily need to concentrate on getting money from the government for reparations. I knew that would be a hard task to accomplish. I wrote that African Americans needed free education for colleges and advanced education endeavors, along with tax breaks and other positive legislation to help them better their lives. That was back then, this is now! I didn’t know that we would have a president who didn’t respect “nothing” but people with money. It wasn’t that I was naïve or afraid to seek money for reparations, back then I was trying to be a good American citizen who was concerned about our government’s financial ability to be able to appropriate money for addressing the issue of reparation.

As you know, slavery for black people in America and even this area went on for hundreds of years. One has only to ask himself the question, “ if you or anybody

you know, worked for someone for hundreds of years without compensation, would it be wrong to ask for past payment for the work that you did?” Also in all honestly, you would have to ask yourself, “what are my true thoughts about someone who refused to pay me for all of my hard work”. To add to that situation, what would you think about someone who did that to your mother, father, grandparents and their parents and grandparents?

We also know if those slaves didn’t work hard enough for the slave owners they were beaten and even killed.

President Trump said during his presidential campaign these words about African Americans.

“They might as well vote for me, they don’t have nothing and they don’t have nothing to lose”. Well if African Americans can get the reparations they are owed, then they would have something (money) instead of nothing.

The dictionary describes reparations as “a giving of satisfaction or compensation for wrong or injury done; restoration to good condition.” I know there are many other Americans, not Black people who are poor and financially struggling. That’s a true statement and I have always prayed and spoke for positive changes for those Americans. However, most of these Americans came here as immigrants seeking a better life in this nation. They were and still are hard workers, but they were not brought here as slaves. In my mind, reparations for African Americans will be a financial gain for our country. For starters, Black people will spend that reparations money right here in the United States. They will help build up America and “trust me”, they will invest money and spend money with other struggling communities.

Trump: A Complete Narcissistic Moron

“

As democracy is perfected, the office of the President represents, more and more closely, the inner soul of the people. On some great and glorious day, the plain folks of the land will reach their heart’s desire at last, and the White House will be occupied by a downright fool and a complete narcissistic moron.”

This prophecy was recorded in The Baltimore Evening Sun on July 26, 1920, by H.L. Mencken.

Henry Louis Mencken was a famed American journalist who was born in 1880 and died in 1956.

He is widely known for his multivolume, The American Language, a series which detailed the study of English language in the U.S. Though he was a racist and often associated racial slurs to describe different ethnicities; the fact remains that truth comes from all manner of people. Obviously, I do not agree with his way of thinking.

However, the 97-year-old prediction that he wrote about carries an undeniable truth to it.

Before I get too in depth with the subject, I think that it is in order for me to define a narcissistic moron. According to Merriam Webster narcissistic is one is, “Extremely self-centered with an exaggerated sense of self-importance: marked by or characteristic of excessive admiration of or infatuation with oneself,” and it notes a moron as simply being, “a very stupid person.”

Needless to state, I believe that a “narcissistic moron”, perfectly describes the personality that is

occupying the highest seat in the nation that any man can. Trump does what he wants and feels that he is justified in doing so. He has proved that he doesn’t have a problem with trying to blackball any person who even attempts to challenge him and his authority.

The White House has experienced the highest turnover rate within this current administration in just one year and we have yet to see what will unravel next. In regards, to respecting other offices and branches of importance within the American system of leadership, his actions reflect that the only authority that truly counts is his.

He chooses to flex his muscles through social media. Anybody that says or does something in defiance of his satisfaction may as well get ready to get tweeted about, imprisoned, fired or worst. Trump answers to no one or nothing and all of these descriptions further validate his narcissism. The only compliments that he offers are usually to likeminded leaders, politicians and supporters, anything else is beneath his standards and not worthy of his time or attention.

As we know, it was nothing for him to create a fiasco in regards to former President Barack Obama producing his birth certificate and establishing that he was indeed a true citizen; but when it comes to him producing tangible documents in regards to his businesses and tax information, he is not so forthcoming. Obviously, the hypocritical persona that exudes from Trump is another element that many people have overlooked. He doesn’t mind calling other folks out and putting them on blast, as the young people would say. Oh, but when the shoe is on the other foot, he is a naturalborn cry baby.

narcissist moron. Nearly three years ago, Rudy Takala wrote an article in the Washington Examiner suggesting the same. It was entitled, “Rove: Trump is narcissist in row with Hillary Clinton.”

Takala explained how Karl Rove called out Trump’s narcissism in demanding an apology from Clinton for, “claiming the Islamic State had used him in recruiting videos.” He cited Rove as having said, “He made it all about him. He made it into, sort of narcissistically said she owes me an apology for insulting me, and not telling the truth about me.” Takala continued Rove’s comments which aired on America’s Newsroom.

Rove said, “Well he doesn’t tell the truth about a lot of people all the time, and feels no compulsion to apologize for that. So keep it on the substance, don’t make it personal.” The story doesn’t end there… Because later that day, Trump did what he does best. He tweeted in his own defense, “Why does Fox News give Karl Rove so much airtime. He and (and other Fox pundits) is so biased… Unfair coverage of Trump.”

To bring it even closer to home, several psychiatrists have studied Trump’s character traits from a distance. A year ago, Susan Milligan indicated that, “Lawmakers and experts say they are troubled by Trump’s extraordinary focus on his own brand and popularity, including frequent and angry insistences that his crowds are bigger and more enthusiastic than anyone else’s and that, despite official vote counts to the contrary, he really won the popular vote for president.”

HOUSTON – “Democracy is the government of the people, by the people, for the people,” according to the 16th President of the United States, Abraham Lincoln. For well over two centuries this system has been the designated structure of which the nation has operated on.

Though this model has been filled with many flaws and imperfections, the fact remains that it is the established system that was set in place to govern the nation. Its concept hinges on the principle of power being vested to the people to rule the country through elected officials. However, within our current presidential administration, the inclusion of this aspect of the government has not been as transparent. With each passing day, it appears that there is an attack against the American democratic system.

Since the inception of -these United States, at some point there has always been one thing or another under attack. From discriminations against women and minorities to citizens of low economic statuses to various other disparities, there has always been some form of attack on the rights and liberties of everyday American citizens. Nevertheless, the destruction of the democratic system of the United States is one element that affects each American, without respect to race, culture, sexual orientation or religion. Therefore, it is crucial that Americans wake up and understand the severity of the potential destruction of our democracy.

Separation of Powers: Executive, Legislative and Judicial

The framers of the Constitution worked to construct a model that would establish the nation as a union ran by the people, through democracy. For our readers understanding, it is important that we understand the three forms of the federal government that are contained in the Constitution in order to garner an adhesive balance for our democracy; lest we fall into the category of being controlled by a dictatorship-type personality. The government is made up of three branches which include the executive, legislative and judicial branches, all of which are headquartered in Washington, D.C.

Cover Story orders and proclamations that can influence the laws of the country, amidst a wide range of other presidential privileges. It is the assignment of the executive branch to conduct diplomacy with other countries and oversee the nation’s foreign policy.

The election of the president is a result of the Electoral College

Executive Branch Within the executive branch the President of the United States serves as the chief commanding officer. In his role as head of the branch, he is responsible for enforcing the laws of the legislative branch, which is compiled of the Congress. Furthermore, the executive branch extends to include the vice president and the Cabinet, the Defense and State Departments, as well as, other executive departments and federal agencies. The president has the authority to sign or veto legislation, make executive

system. This system consists of United States citizens who exercise their right to vote in their state of residence in the presidential election, which forms the popular vote; in addition, each state has senators and representatives of whom the combined total of these officials make up the number of electoral votes that a state has. Once these votes are tallied the elections from the system, result in the election of the president. However, the electoral vote ultimately takes

precedent of the determination of the election, sometimes, causing the presidential candidate with the lowest popular vote to be elected into office anyway.

Legislative Branch

The legislative branch is formed by the Senate and the House of Representatives, which collectively creates the United States Congress.

The Congress is responsible for making the laws that are meant to govern the American people.

Each state has two senators and the number of representatives is determined by the population of each individual state. There are 100 Senators, 435 Representatives and sis non-voting delegates, which are elected by voters of the perspective states. The representatives from each state network together and introduce potential bills to become law. In order for a bill to be passed, a majority vote of Congress must first be met. Afterwards, the bill is placed on the president’s desk and he decides whether to sign or veto the bill. A bill may still be passed, in the event that the president exercises his veto power and vice versa. Hence the checks and balances system which was designed through the Constitution to ensure

that no one branch attained absolute power.

Judicial Branch

The judicial branch includes the highest court in the land and other lower courts in each state throughout the country. There are nine justices within the Supreme Court, who hears cases relative to the United States Constitution and make judgments accordingly. In the lower courts there are 13 United State Courts of Appeals and 94 federal judicial district courts. Once nominated by the president and approved by the Senate, federal judges hold their seat, unless they choose to resign, die or is impeached by Congress. The branch is responsible for judicial review of constitutionality of executive and legislative acts, which works hand in hand with the checks and balances system

The U.S. Constitution was built off of the “separation of powers” doctrine established

by Montesquieu in his book, Spirit of the Laws. “Father of the Constitution”, James Madison stressed emphasis on the dire need to enforce the separation of powers theory within the Constitution in the Federalist Papers. He wrote, “The accumulation of all powers, legislative, executive and judiciary, in the same hands, whether of one, a few, or many, and whether hereditary, self-appointed, or elected, may justly be pronounced the very definition of tyranny.”

Black History is America’s History

HOUSTON – On November 25, 2014, Donald Trump tweeted, “Sadly, because president Obama has done such a poor job as president, you won’t see another Black president for generations!” Sadly, America’s No. 45 is gravely misinformed and obviously has never invested any time to researching the true history of his seat. Though a man may be White as snow on the outside, according to the “one-drop” rule says, if he has even a slight percentage of Black in his blood, he is considered Black.

F. James Davis, a retired professor of Sociology at Illinois State University, defines and explains this rule and theory more in depth in his book entitled, “Who is Black? One Nation's Definition". An excerpt from the book indicated that, "In the South it became known as the "one-drop rule,'' meaning that a single drop of "Black blood" makes a person a Black. It is also known as the "one Black ancestor rule," some courts have called it the "traceable amount rule," and anthropologists call it the "hypo-descent rule," meaning that racially mixed persons are assigned the status of the subordinate group”.

Therefore, if we truthfully associate each president that has ties to the “onedrop” rule, we would find that the former President Barack Obama, stands number eight in a line extending from past presidents who have lead the American people. After reading brief histories on, John Hanson, Thomas Jefferson, Andrew Jackson, Abraham Lincoln, Warren Harding, Calvin Coolidge and Dwight Eisenhower; it will be clear that if we have to label President Obama as a Black president then we must classify these national leaders with the same measure. Though President Obama has a complexion which is socially more acceptable to associate with the Black race, his hereditary background and makeup is not very different from that of past Black presidents. Hence, “Black History is America’s history.”

Black. It does not suggest one's nationality or historical origin, but it is simply an adjective used to distinguish the color of a person.

The adoption of the Articles of Confederation is what literally formed the United States as a nation this establishment came to pass on March 1, 1781. Although it had been proposed and drafted over four years prior, it was not accepted by all states.

There was a thought that one state would retain or gain excessive power because of the bounteous supply of land that they obtained, which caused the document to be at a stand-still for several years. Once the states did come to an agreement and the Articles of Confederation was signed, the need for a leader was underway. Undoubtedly, John Hanson had already proved to be a valuable and an integral asset for the government due to the previous roles that he had already served. He was a key player in the revolution as well as being a member of Congress that carried much weight. Thus, he was

holiday, by making a declaration that every fourth Thursday of November be deemed Thanksgiving. He also initiated the mandatory "great seal" of which all presidents that have since succeeded him are bound to use on all official documentation. So why isn't John Hanson listed as the first president of the United States? Well, with the implementation of the enslavement period of Africans being forced into bondage, it should be no real surprise that certain facts about history have been left covered. Nonetheless, this is one fact that remains true whether accepted or not, the first president of the U.S. was indeed a Black man, according to the nation's own definition of the term.

Thomas Jefferson Secondly, the third president of the United States was also a Black man. Thomas Jefferson's administration ranged between the years 1801 - 1809. Not only was he a Black man, but he had children with a slave named, Sally Hemings. Throughout the

years, much debate has arisen surrounding the argument whether or not President Jefferson fathered children with a slave.

Yet, DNA evidence has since unearthed the truth that the president's genetic traits were directly linked with the children birthed

by Sally. To that regard, Jefferson's own biological inheritance yields results that his mother was an Indian and his father was "mixed" with Black and White.

Ultimately, President Jefferson went down in history as one of the founding fathers. He was also the author of the Declaration of Independence, the document that was signed on July 4, 1776. This date remains as a commemorative holiday that Americans all over the nation recognize and pay homage to, as a symbol of liberty.

Andrew Jackson

The seventh president of the U.S. was also a Black man by the name of Andrew Jackson. He served an eight-year term ranging from 1829 – 1837 and was the son of a Black man who had children with a woman from Ireland. President Jackson was not the only child born from their union, but his father's other children were sold into slavery.

At an early age, he was orphaned but that one fact alone did not leave room for him to sink into a position of despair. Jackson was able to soar through the ranks and make a reputation for himself. He went down in history as the founder of the Democratic Party and was known as the, "people's president" and "Old Hickory". He strongly believed in individual freedom and was extremely supportive to that cause. His successful defeat of the British in the battle of New Orleans as a major general made a real name for him.

President Jackson provided a great deal of support for the common man and is also the president whose face is imprinted on the United States currency of a $20 bill.

Abraham Lincoln

Many Black people reverence President Abraham Lincoln because he signed the Emancipation Proclamation. The Emancipation Proclamation declared the freedom of slaves in the ten states that were still in rebellion.

“I’ve been waiting a long time. I was just so, so excited because this was a movie [where] we all felt a lot of ownership, that we thoroughly enjoyed making,” said Oscar winner Lupita Nyong’o during the film’s January 30 press conference at the Montage Beverly Hills the morning after its glitzy purple carpet premiere. As someone from both the United States and Zimbabwe, Danai Gurira, who plays Okoye, leader of the female warriors known as the Dora Milaje who protect the king, had an even more positive response to the fictional Wakanda and its very real continent. As such, the film challenges the negative stereotypes in which the world typically views African nations. It also raises larger questions about what a successful never colonialized African country might look like and what role it would play in today’s global landscape.

The film’s larger significance was clearly important to Nyong’o and her fellow cast members – who included Boseman, Michael B. Jordan (Erik Killmonger), Forest Whitaker (Zuri), Angela Bassett (T’Challa/Black Panther’s stepmother Ramonda), “Get Out” Oscar nominee Daniel Kaluuya (W’Kabi) and more – during the Hollywood press conference where Marvel Studios head Kevin Feige and Ryan Coogler, the film’s co-writer and director, were also present.

Jordan, who plays the main villain Erik Killmonger that challenges T’Challa/Black Panther’s ascension as Wakanda’s king, said he only truly grasped the film’s importance after seeing it for the first time at the premiere.

“I couldn’t describe that feeling before actually sitting down and watching that film and seeing yourself on screen, not just me personally, but people that look like me in power and having those socially relevant themes but in a movie that you want to sit down and watch and enjoy,” Jordan said.

“How it was written is that the men are always behind the women as well so no one is undermined,” said Wright of the film and her character. “The men are not like ‘you shouldn’t be in technology, you shouldn’t be in math.’ T’Challa is like ‘go ahead sis, this is your department, this is your domain, like kill it.’”

Boseman attributes that gender balance to the vision that is Wakanda. “The idea of the next generation being smarter, being better than you, is a concept that they would have evolved to,” said Boseman. “So even though she’s reared in the same generation, she’s my younger sister, she benefits from whatever I have. So you want your sons and daughters to be better than you were. So that concept is a Wakandan concept.”

Coogler, previously known for his independent social justice film “Fruitvale Station” and the latest installment of the Rocky franchise, “Creed,” both starring Jordan, said he was cautious not to tamper too much with the “Black Panther” spirit so well established by the comic books in the script he wrote with Joe Robert Cole.

“You can go through our film and see something in there probably from every writer that has touched T’Challa’s character and the “Black Panther” comics, from Stan Lee and Jack Kirby’s initial runs to Don McGregor to Christopher Priest, Reginald Hudlin, Jonathan Hickman and Ta-Nehisi Coates,” he said, naming most of the franchise writers. “The character has got a long history and such rich stuff to mine and each writer left their own mark.”

IMAX Treats Greater Houston Boys & Girls Club To Special Screening

Recently, as part of the viral #BlackPantherChallenge campaign, IMAX, Regal Entertainment Group, Walt Disney Pictures and Marvel Studios, hosted an advance IMAX screening of Black Panther for the Boys & Girls Club (BGC) Greater Houston. Club members in attendance saw the film before its nationwide release and were treated to a celebrity experience as they receive free concessions and more!

Local affiliate attendees and representatives from BGC Greater Houston were on hand to discuss the empowering campaign that swept the nation, as well as what this film means to the children.

After raising over $40,000 on GoFundMe to take members of the Boys & Girls Club of Harlem to see Black Panther in theaters this month, New York resident Frederick Joseph launched the #BlackPantherChallenge. He called on others to start a GoFundMe in their community to take more kids to watch Black Panther in the theatre, so they can learn about these exciting new superheroes. Since then, the challenge has grown and received national recognition from celebrities and entertainment companies alike looking to help this effort. Boys & Girls Clubs of America, IMAX, Regal Entertainment Group, Walt Disney Pictures and Marvel Studios are excited to join this empowering campaign.

DALLAS - Our public schools are failing our children, and unfortunately, there is no quick fix. A couple of weeks ago, it was made public that out of 50 states, Texas was among the lowest in reading scores, coming in at 47 and tied with the state of Idaho for the same ranking. There are a number of contributing factors that have caused us to have such a low ranking, however, our focus for the purpose of this article will be on those factors that have been identified for our Black children in the Southern sector of Dallas.

Several weeks ago, we met Cheryl Rischer and Lisa Pemberton-Evans at a community meeting which was held at the Southwest Center Mall in the Red Bird area of Dallas. These monthly community gatherings are designed to give local non-profits and businesses an opportunity to provide a brief overview of their non-profit and present their needs to the group of attendees. Every month, Jeanette Berry, the Founder of Operation Community Care, who heads the community meeting, goes around the room, and makes sure everyone has an opportunity to address the group. Our antennas went up when we heard Mrs. Rischer mention she and Mrs. Evans have an afterschool program called The Learning Center which is located an apartment complex called Cielo Ranch.

These two dynamic women met at Concord Baptist Church where they both worked with the church’s learning center which accepts children between the ages of 6 weeks and 5 years. At the time they met, Mrs. Rischer was the Director of the church’s learning center, and Lisa Pemberton-Evans,

who is the daughter of long time community activist, Edna Pemberton, was a teacher. Mrs. Evans also has a strong background in education, and is a licensed behavioral specialist.

Eventually, they both left the program to move on to other positions in life, but they continued to maintain a relationship with each other.
