Even though President Donald Trump is away on his first foreign trip to the Middle East, Rep. Elijah Cummings (D-Md.) is not easing up on challenging Trump on several financial documents he, or an entity referred to as ‘The Trump Organization’, has submitted during his presidential term. On May 24, Cummings, a ranking member on the House Committee on Oversight and Government Reform, sent a letter to The Trump Organization raising the issue of possible Constitutional violations precipitated by the failure to report to the Treasury its receipt of monies from foreign

In addition to the letter, Cummings told the AFRO that Trump’s proposals for the Fiscal Year 2018 budget would hurt citizens already worried about keeping their healthcare and would have a negative impact on the region because it would cut Social Security, Medicaid and other essential programs affecting millions of Americans. Callers Threaten Black Texas Congressman Who Seeks Trump Impeachment Response of Seven Term Democrat: “We are not going to be intimidated” By The Associated Press

A Black Texas congressman said May 20 that he’s been threatened with lynching by callers infuriated over him seeking impeachment of President Donald Trump. U.S. Rep. Al Green held a town hall meeting and played recordings of several threatening voicemails left at his offices in Houston and Washington, the {Houston Chronicle} reports. The seven-term Democrat told the crowd of about 100 people that he won’t be deterred. “We are not going to be intimidated,” Green said Saturday. “We are not going to allow this to cause us to deviate from what we believe to be the right thing to do and that is to proceed with the impeachment of President Trump.” One male caller used a racial insult and threatened Green with “hanging from a tree” if he pursues impeachment. Another man left a message saying Green would be the one impeached after “a short trial” and then he would be hanged, according to the recording.

U.S. Rep. Al Green, D-Texas, said he’s been threatened with lynching by callers infuriated over him seeking impeachment of President Donald Trump. Green held a town hall meeting and played recordings of several threatening voicemails left at his offices in Houston and Washington. Green took to the House floor on Wednesday to say he believes Trump committed obstruction of justice and no one’s above the law. Trump, a Republican, has dismissed criticism of his firing of FBI Director James Comey amid the agency’s investigation of possible links between Russia and Trump campaign associates. Green said he wanted his constituents to be aware of the hateful calls he’s since received. “When a person talks about lynching you, we think that’s a pretty serious threat,” said Green, a former president of the Houston branch of the NAACP, according to his congressional website.

Freed Nigerian Schoolgirls Finally Reunited with Families after 3 Years

Joshua, whose daughter Esther was among those freed. This month’s release was the largest liberation of hostages since 276 Chibok schoolgirls were abducted from their boarding school in 2014. Five commanders from the extremist group were exchanged for the girls’ freedom, and Nigeria’s government has said it would make further exchanges to bring the 113 remaining schoolgirls home. “We have trust in this government, definitely they will rescue the rest safely and back to us alive,” said community leader Yakubu Nkeki. Many of the girls, most of them Christians, were forced to marry extremists and have had children. Some have been radicalized and have refused to return. It is feared that some have been used in suicide bombings. The mass abduction in April 2014 brought international attention to Boko Haram’s deadly insurgency in northern Nigeria, and it launched a global Bring Back Our Girls campaign that drew the backing of some celebrities, including former U.S. first lady Michelle Obama. Thousands have been kidnapped during the extremists’ eight-year insurgency, and more than 20,000 have been killed. The release of the 82 schoolgirls this month came after an initial group of 21 girls was released in October. Nigeria’s government has acknowledged negotiating with Boko Haram for their release, with mediation help from the Swiss government and the International Committee of the Red Cross. The two groups of freed schoolgirls reunited earlier Saturday, Nigeria’s Channels TV reported, showing the young women laughing and embracing. Since the latest release, many families in the remote Chibok community had been waiting for word on whether their daughters were among them. A government list of names circulated, and parents were asked to confirm the freed girls’ identities through photos. Both groups of freed girls have been in government care in the capital as part of a nine-month reintegration program that President Muhammadu Buhari has said he will oversee personally. But human rights groups have criticized the government for keeping the young women so long in the capital, far from their homes.

Basquiat Painting Fetches Record $110.5M at New York Auction By The Associated Press

A 1982 artwork by Jean-Michel Basquiat sold for a record $110.5 million at Sotheby’s auction of contemporary art May 18. Sotheby’s said the sale of “Untitled” was an auction record for the artist. It also set a record price for an American artist at auction. The painting’s graffiti-like typography depicts a face in the shape of a skull. The piece was purchased by noted Japanese collector and e-commerce entrepreneur Yusaku Maezawa after a 10-minute bidding war. “When I saw this painting, I was struck with so much excitement and gratitude for my love of art,” said Maezawa, who plans to display it in his museum in Chiba, Japan after loaning it to institutions and exhibitions around the world. “Untitled” was virtually unknown before it was unveiled at Sotheby’s weeks ago. In addition, the NAACP planned to embark on a “listening tour” this summer to solicit input on how the organization should reinvent itself.

NAACP President Cornell William Brooks will not be returning as the civil rights organization’s leader when his contract expires this summer.

Voting Rights Continued from A1 influence elsewhere. This is the

second victory against North Carolina’s voter suppression tactics. David Harris led the lawsuit against North Carolina Gov. Roy Cooper over the state’s discriminatory voter redistricting plan. The Supreme Court found evidence proving North Carolina purposefully established a racial goal for certain voting districts that “had a direct and significant impact” on Black voters. North Carolina had intentionally gerrymandered voting districts to increase the number of eligible Black voters within them in order to maintain political control of surrounding White districts, the Court found. In her opinion, Justice Elena Kagen repeatedly questioned the attorney for North Carolina on how the disputed districts came to have such a high increase in Black

Brooks, the NAACP’s 18th national president, replaced interim leader Lorraine Miller. Miller had served in that position since Benjamin Jealous ended his five-year tenure in 2013. Brooks, a minister, is originally from Georgetown, South Carolina. It was not immediately known what his future plans were. The NAACP found itself battling for attention from Black youth with groups like Black Lives Matter, which rose to prominence behind street-level protests after the killings of African-American men and women by police, including 18-year-old Michael Brown at the hands of a white police officer in Ferguson, Missouri. Catherine Flowers, founder of the Alabama Center for Rural Enterprise, an organization that advocates for poor and Black people living in rural areas, said she wasn’t surprised at the coming change. “I would like to see more of a grassroots effort” by the NAACP, she said. “Clearly, on a national level we’re at a crisis and it calls for a new kind of leadership.” Brooks also has his fans. Ernest L. Johnson Sr., president of the NAACP Louisiana State Conference, invited Brooks to visit Baton Rouge less than a week after a White police officer shot and killed a Black man during a struggle outside a convenience store last year. Videos of Alton Sterling’s July 5 shooting quickly spread on social media, setting off nightly protests in Louisiana’s capital. Johnson said Brooks met with Sterling’s relatives. During a rally outside Baton Rouge’s City Hall, he said he was tired of victims of police shootings being treated as “hashtag tragedies” instead of human beings mourned by their families. “He brought some young energy to this 108-year-old organization,” Johnson said. “He’s very energetic. Whenever we needed him in the state of Louisiana, he came to Louisiana.”

voters. But, North Carolina claimed it was the political gerrymandering, which is legal and focused on Democratic voters, not racially rigging the districts to lessen the impact of Black political power. Black voters happened to be Democrats resulting in the increase. The Court disagreed, finding the race of voters was the predominate reason for moving Black voters in those two districts, not their political party. The Court found “uncontested evidence in the record that North Carolina purposely created a district where African-Americans would make up no less than a majority of the voting-age population.” The decision in this North Carolina case marks a “major victory for voting rights plaintiffs, who have succeeded in turning the racial gerrymandering cause of action into an effective tool to go after partisan gerrymanders in Southern states,” wrote Richard Hasen, a professor

at University of California, Irvine School of Law. Only two years earlier, the Supreme Court found Alabama had been packing Black voters into certain urban districts to limit their political influence in surrounding suburban districts. Voter suppression tactics have taken the form of voter packing, vote dilution, poll taxes, Whitesonly primaries, and even terrorism. Vote dilution means deliberately spreading Black voters across many districts preventing a large enough number of voters to ever elect a candidate of their choice. Vote dilution, like voter packing, if based on race, is a discriminatory tactic meant to undermine Black political power. Cooper v. Harris is one of many voting cases brought since the Shelby v. Holder decision gutted the Voting Rights Act of its preclearance provision in 2013. Soon after, states began enacting voter laws resulting in costly litigation. This victory in Cooper v. Harris comes a week after the NAACP won their case in North Carolina v. NAACP Conference of Branches. There, NAACP leaders challenged North Carolina’s decision to reduce the early voting period from 17 to 10 days, end out-of-precinct voting, stop preregistration by 16-year-olds, and require strict photo identification laws. The Supreme Court refused to hear North Carolina’s appeal which gave the NAACP its victory in that case.

Gray Continued from A1 police officers are facing internal discipline, according to the State’s Attorney Office. Officers Edward Nero and Garett Miller both face 5 days suspension without pay; both officers were arrested in the initial investigation but Nero was acquitted of all charges and charges against Miller were dropped before he went to trial. William Porter, another officer arrested and charged with manslaughter in Gray’s death, will not face any internal discipline. Gray was arrested on April 12, 2015 and died April 19, a week later, after falling into a coma. Autopsy reports determined Gray suffered a spinal cord injury and his death was ruled a homicide. Following his death Baltimore erupted in riots which the city has yet to recover from. On May 1, 2015 State’s Attorney Marilyn Mosby announced charges against the 6 officers in Grays death ranging from manslaughter to depraved Heart Murder. Each officer was either acquitted or charges were dropped. “Justice is always worth the price paid for its pursuit. The decision to charge the three officers comes after the internal investigation was reviewed by Howard and Montgomery County Police Departments. Baltimore City Police asked Howard and Montgomery police to review the case so there wouldn’t be any conflict of interest. Those investigations have yet to be released publically. The officers can accept the charges or take the charges to a trial board, a panel made up of officers, to dispute. The panel can either acquit or uphold charges. saying that the department is “unable to discuss personnel matters.” Each officer was notified of the charges against them on May 19. On May 23, the Fraternal Order of Police released a statement regarding the charges against the officers. FOP President Gene Ryan said that the “administrative charges are nothing more than that-they are charges.” “We have no reason to believe that the results of a fair trial board will be any different than the result of all 27 of the criminal counts which uniformly rejected any wrongdoing on the part of the officers,” Ryan said. Ryan went on to say that the “citizens of Baltimore should be outraged at their leaders, and find issues with the administrative prosecution.” “The administrative prosecution of the officers will do nothing more than perpetuate a police force hesitant to exercise judgment when interacting with the public.”

Or to abandon Princess Anne and Morgan State Colleges and open the university “to all citizens alike.”

Dr. Byrd’s Objectives

“The thing to do with the question of education for colored people,” Dr. Byrd told the regents before raising the possibility of a referendum, “is to get it out before the public.” Dr. Byrd’s major efforts are toward continuing a jim crow pattern for colored university students in Baltimore, and the ban against their admission to the university’s main plant in College Park, which only one colored student now attends—majoring in sociology by virtue of a court order. Several colored students are enrolled in the university Law School and just one in the School of Nursing, both of which are located in Baltimore.

COMMENTARY

Defending the Soul of Our Democracy Along with millions of other Americans, I was justifiably alarmed by President Trump’s firing of FBI Director James Comey, Jr., in the midst of the Bureau’s investigation of the President’s 2016 campaign for possible collusion with Russian efforts to influence the outcome of the presidential election. However, a measure of confidence that we remain a nation of laws was restored by the appointment of universally Elijah Cummings respected former FBI Director Robert S. Mueller, III, to serve as a U.S. Department of Justice Special Counsel, expressly charged with overseeing the FBI’s investigation of the Russian intervention, any collusion by individuals associated with the Trump presidential campaign, and any related violations of our laws. In this context, it is essential that all of us keep several important considerations in mind about the continuing investigations by the Congress, the FBI and our other intelligence agencies: 1. A Clear, Present & Continuing Danger to our Democratic System First, we must recall that, in early January of this year, our foremost intelligence agencies (the National Security Agency, Central Intelligence Agency, Federal Bureau of Investigation and others) issued their shared and well-considered report assessing Russian intentions and actions directed toward influencing the result of our 2016 presidential election. Even the unclassified version of their conclusions should chill every American to the core. Consider just four of their determinations: Notwithstanding the doubts subsequently expressed by President Trump, in January, our national intelligence agencies found, with a significant degree of confidence, that Russian President Vladimir Putin ordered an extensive campaign to influence the outcome of our 2016 elections. The broader Russian objective was to “undermine public faith in the U.S. democratic process, denigrate Secretary Clinton, and harm her electability and potential presidency.” However, during the course of the Russian intervention, “Putin and the Russian Government developed a clear preference for President-elect Trump.” Moscow’s strategy included “covert intelligence operations— such as cyber activity— with overt efforts by Russian Government agencies, state-funded media, third-party intermediaries, and paid social media users or trolls.” Most important for every American in assessing the threat to our democracy, the intelligence agencies determined that “Moscow will apply lessons learned from its Putin-ordered campaign aimed

at the US presidential election to future influence efforts worldwide, including against U.S. allies and their election processes.” The intelligence report makes it clear that the threat to America is bigger than how any of us feels about the outcome of last year’s presidential election. In very real terms, we are in a fight for the very soul of our democracy. 2. Multi-Faceted Investigations In this fight, our nation’s response must necessarily focus on three interrelated, but separate, challenges: We must (1) protect our democratic institutions against future foreign interference in our elections; (2) bring to justice any who may have engaged in criminal collusion with the Russians and their 2016 attacks and (3) address any actions by those currently in power that may amount to obstruction of justice. Although the appointment of Special Counsel Mueller is an important development in our national response to the Russian intervention in our election, his charge (primarily although not exclusively) is one of law enforcement. His investigations will focus primarily upon any possible collusion by Americans with the Russians before the election and any subsequent efforts to coverup those misdeeds. The continuing engagement by the Congress is different, but just as essential, if not more so. There is ample precedent for congressional investigations continuing while a Special Counsel investigation is ongoing and their purposes are fundamentally different. While the Special Counsel is exclusively investigating potential crimes, Congress is investigating a host of other issues within our core jurisdiction, such as the White House vetting process for General Flynn, why he was allowed to keep his security clearance after Sally Yates warned the White House that he was compromised and whether he may have jeopardized national security by disclosing information to the Russians. 3. The Critical Need for a Bipartisan Commission Our overriding duty is to assure that foreign intervention in our fundamental electoral process is never again allowed to play any significant role in the outcome of our elections. Although the priorities of law enforcement and legislating are not always easily squared in addressing challenges of this complexity, I have confidence that Special Counsel Mueller and the congressional investigating committees now at work will

be able to work together to serve the American people and our democratic system. With notable exceptions, however, the glacial pace of congressional investigations into the Russian attacks has left me with less confidence in my Republican colleagues. Although none of our congressional investigations to date have focused upon the actions last year of Donald Trump as candidate, many Republicans continue to view this challenge as an attack on his presidency. We in the Congress must do better. Republican and Democrats must not only find common ground, we must achieve the higher ground, beyond partisanship, that only our shared love of our country and the urgency of the Russian threat can sustain. We should continue our own investigations, but we must also enlist the aid of an independent, non-partisan, investigative commission to assist us in achieving that higher ground. Along with Congressman Eric Swalwell, the entire Democratic Caucus, and two deeply concerned Republicans, Congressmen Walter B. Jones and Justin Amash, we are urging our colleagues to adopt the Protecting Our Democracy Act [H.R. 356]. Our proposed independent commission would be empowered to examine past attempts by the Russian government or others to undermine trust in last year’s U.S. elections and make recommendations to Congress and the President to prevent future foreign interference. We are in a fight for the soul of our democracy, and, in the words of President Donald Trump, we must rise above partisanship and “put America first.” Congressman Elijah Cummings represents Maryland’s 7th Congressional District in the United States House of Representatives.

Erla McKinnon passed peacefully away recently in her sleep at 97. Erla maintained the panache, straight, no chaser persona of a New Yorker. She possessed a humanity that exuded warmth, kindness, and the genteelness of a rural Southern Virginia Black family. For many others and me, Erla helped to put the charm, grit and soul in Baltimore. Now, wrap them in the soul and body of a beautiful black woman. Mr. Jim, Erla’s significant other, and Erla put spice in each other’s lives until he died. In fact, I met Erla at a community meeting held at her house almost thirty years ago and really loved the neighborhood so much so that I became Erla’s neighbor for 27 years. An Open Letter to Gov. Hogan

Julian E. Jones, Jr.

Dear Governor Hogan: I write on behalf of my constituents and all the Marylanders who are affected by your recent decision to appoint Mr. Roger Hayden to the Baltimore County school board to replace outgoing board member, Mrs. Romaine Williams. I want to be clear that I have no concerns about Mr. Hayden’s credentials as he has been a dedicated public servant who has served both as a former Baltimore County Executive, and former school board member, including serving as President of the school board for six years. My concern is his ability to faithfully serve in this position. Mr. Hayden’s appointment represents a dangerous trend that is being set by your Administration that is not representative of the population being served. With his selection, you have now appointed the majority of the 12-member board, and it must be acknowledged that the last eight appointments have all been white individuals. As Governor, you have a responsibility to Baltimore County residents to appoint school board members that best represents the population being served.

By diminishing the racial representation of school board members, you are diminishing the role of communities of color in Baltimore County —a school district that is majority minority. The local trend is even more concerning; following what recently occurred, when you refused to reappoint Mr. Solon Webb to the Anne Arundel School Board, creating an all-White board, according to the Baltimore Sun. In Baltimore County, and across our state, we recognize that our diversity is our strength and that as elected leaders we have an immutable responsibility to ensure that our children can attend a school system focused on increasing equity and opportunity for every child. For these reasons, I urge you to immediately reconsider your decision and to pursue equitable and inclusive numbers of appointees in Baltimore County and throughout our state. Please contact me at your earliest opportunity to discuss your intentions in this regard. I appreciate your prompt attention to this matter. Julian E. Jones, Jr. is the fourth district councilman in Baltimore County.

More than 58,000 Haitians Refugees Granted Temporary Reprieve By Shantella Y. Sherman Special to the AFRO ssherman@afro.com Following Department of Homeland Security Secretary John Kelly’s recent decision to extend immigration benefits for Haitians residing in the U.S. under a Temporary Protected Status, (TPS), more than 58,000 immigrants will continue their American residency. The May 23 decision is being cautiously celebrated by immigration advocates as a potential shift in international humanitarian policies of the U.S. towards Haiti. TPS is an 18-month status provided to foreign nationals who cannot return safely to their homes countries because of dangerous conditions such as armed conflicts, environmental disasters, or epidemics. Beneficiaries of TPS status are allowed to work and travel in the United States and cannot be deported. The U.S. government designated TPS for Haiti after the 2010 earthquake devastated parts of the nation. The designation has been renewed several times and was due to expire July 22. As a result, approximately 58,700 Haitians received TPS status and settled in cities like D.C., Boston, Miami, and New York. “After careful review of the current conditions in Haiti and conversations with the Haitian government, I have decided to extend the designation . . . for a limited period of six months,” Kelly said in a statement. “This six-month extension should allow Haitian TPS recipients living in the United States time to attain travel documents and make other necessary arrangements for their ultimate departure from the United States.” Since January, amid growing anti-immigrant sentiments, the Trump administration has

introduced several proposals to deport undocumented residents – particularly those suspected of committing crimes, including a call by acting director of U.S. Citizenship and Immigration Services, James McCament, to not to renew TPS for Haitians because he believed conditions in Haiti had improved. Advocates like Willair and Capri St.Vil, co-founders of Rebuilding Haiti One Trip at a Time, supported DHS renewing the designation, citing disruptions in the lives of Haitians who had settled in the U.S., and dangerous conditions in Haiti exacerbated by a 2016 hurricane and a cholera epidemic started by United Nations peacekeepers in 2010. That epidemic has reportedly killed thousands and has led to food shortages, infrastructure damage, and a lack of housing, health care, and sanitation services. As a result, repatriation and resettlement could have proven disastrous. Though the continued instability of Haiti to some should have extended TPS status without debate, many, including the St.Vils, worry about the outcry over Haitian deportations and the diasporic

People stand in the rubble of a collapsed building in the aftermath of a massive earthquake in Port-auPrince, Haiti. America is not going to care,” Capri St.Vil told the AFRO. “Because of how and where Haitians have been placed, for God knows how long, there are all of these illogical

reprieve from deportation, concerns continue to mount over the shift in policies toward immigrants and the enforcement of policies. Loide Rosa Jorge, an attorney with U.S. Immigration and Nationality Law experience, told the AFRO that while U.S. deportations increased under the Obama administration – totaling more than 350,000 – there was a prioritizing of removals, which sent violent or dangerous criminals home and provided U.S. Immigration and Customs Enforcement (ICE) necessary discretion to determine the level of threat an immigrant posed. “The priority system has been completely wiped off the table and Trump is saying if ICE crosses paths with you, we are no longer looking at you through the lens of how dangerous are you, or how long have you been here; only are you undocumented or not,’ Jorge

said. “The ability of ICE to use its discretion has been removed.” Still, Jorge said, it is important to note that had TPS status ended for the 58,000 Haitians, they would not have simply been rounded up and kicked out. “Your status is no longer valid and you’re out of status, but unless you do something to actively place yourself in the path of an ICE officer, which is typically breaking a criminal law, you’re left alone,” Jorge told the AFRO. “There’s a way that this is being reported that sounds as if once TPS status is taken away that everyone is unmarked, carted, and pushed out of the country. For public policy, they don’t do that.” Haitian immigrants in the U.S. under temporary protected status will be able to remain in the country legally, until Jan. 22 under the sixmonth extension.

D.C.’s New Youth Homeless Prevention Strategy By Shantella Y. Sherman Special to the AFRO ssheman@afro.com In the District’s ongoing battle against homelessness, even the most aggressive efforts have often overlooked teens and young adults – a particularly vulnerable segment of the community – allowing them to slip easily through the safety netting of shelter services. However, with the launch of Solid Foundations DC on May 19, an Interagency Council on Homelessness Strategic Plan to Prevent and End Youth Homelessness, the city hopes to help vulnerable teen and young adult populations before they need shelters. Focused specifically on the needs of unaccompanied youth, Solid Foundations DC, according to Mayor Muriel Bowser, will serve as a roadmap for building an effective system for caring for young people at risk for homelessness. “Ending homelessness in Washington, DC has been a top priority of mine from day one,” said Mayor Bowser in a statement. “The health, safety, and long-term success of our youth will have an impact on our entire community, and our D.C. values require that we continue finding ways to make homelessness in DC rare, brief, and nonrecurring. By working together, we can build integrated systems that provide the support our young people need to stay healthy and succeed in school and life.” This year’s statistics indicate a 21.8

percent reduction in the number of families experiencing homelessness; 10.5 percent reduction in the number of persons experiencing homelessness; and 2.7 percent reduction in unaccompanied individuals compared to the 2016 results, according to the District’s 2017 Point-in-Time Count report of homeless people in the city released on May 10. Report: D.C. Circulator, Streetcar Deepen Racial Bias By Lenore T. Adkins Special to the AFRO An Amalgamated Transit Union report released May 17 excoriates the District for using contractors to create the D.C. Circulator and the D.C. Streetcar, two premium transit services the report says deepen racial bias in the city. The Fool D.C. Twice: Why D.C. Must Abandon Private Sector Control of Public Transit report alleges both systems cater to wealthy Whites and tourists, while relying on taxpayers – who don’t use the services – to subsidize them when rider expectations fall short. “These services tend to exacerbate existing patterns of inequality,” Michael McCall-Delgado, the union’s strategic researcher, said on a conference call with reporters. He added that the streetcar was specifically designed to hasten gentrification along the H Street corridor in the city’s Northeast quadrant. The report primarily focuses on labor issues, safety standard violations, and failures to meet stated ridership and service goals – matters the union says besieged both systems after

The union has been against the privatization of bus routes, the Circulator and the Streetcar for some time. In 2013, the union was against privatization of the systems. The union’s initial complaint against privatization was job loss, rider dissatisfaction and loss of public input. The transit union supports mass transit and represents more than 190,000 transit and allied workers in the U.S. and Canada. It’s up to residents to demand that public officials implement a transportation system that serves the community, instead of one

that “only subsidizes the leisure of city elites,” the report said. District riders should also tell city officials to stop attempting to save money by contracting services out to for-profit companies. The private sector becomes a barrier between city officials and riders that officials “hide behind” when things go awry, Delgado said. “Each one gets to use the other as a shield for what the other is supposed to be doing,” Delgado said. Continued from B1 Panamanian, with an estimate that 50 percent of the country’s people have some Black blood. Afro-Panamanians are mainly the descendants of slaves and Blacks from nearby countries, and tend to live in Panama City, the largest city in the country, in addition to towns and villages along the Atlantic Ocean. Afro-Panamanian were the main workers on the Panama Canal, the artificial waterway that opened in 1914 that cuts through the Isthmus of Panama for 48 miles, connecting the Atlantic and Pacific Oceans. In order to attend the trip, students must raise $1300 and be in good academic standing. National Collegiate is a non-profit International Baccalaureate (IB) institution located on Livingston Avenue. It was founded by Jennifer Ross, who served as its executive director in 2008. Dr. Dianne G. Brown, chief academic officer of the school, notes in the school’s Sankofa Speaks newsletter

that traveling abroad has long been part of the curriculum. Ross said, in a statement to the AFRO, that “our emphasis at National Collegiate Prep has been on global awareness and International Studies. It is important to us that our students have the opportunity to explore and experience another place which allows them to broaden their horizons and encourage growth. During this trip, students have volunteered in community clean-up programs, read to seniors at nursing homes and distributed clothes to HIVpositive mothers. “Students visit an indigenous island to learn about the first settlers of Panama; they spend a day at our partner International Baccalaureate School, and practice speaking at a traditional formal Panamanian restaurant.” The program is in its fifth year. Ross said students are changed forever and it motivates them to learn about other cultures and countries.

Jada Brown went on the trip and told the AFRO that she enjoyed the experience. “This is the first time I have

Continued from B1 her from her home to the Anacostia Metro station and then on the Green Line to take her to work. Jackson, 61, then takes the reverse route to get home. Officials from the Washington Metropolitan Area Transit Authority should set the schedules so that the buses are waiting for riders as soon as they get off the train, she said. “They shouldn’t have to wait an hour and a half,” Jackson said. When the bus does come, it’s jam-packed with people, she said, forcing her to stand. She said she is already battling several injuries, is blind in her left eye, and is afraid of hurting herself if she falls on the bus. Ty Johnson, also a resident of Anacostia, wishes WMATA ran trains more frequently on the Green Line. She added that the ongoing Safe Track program on the Red Line frequently makes her late for her retail job in Friendship Heights. “It’s ridiculous how long the surges are,” Johnson, 27, said. Labor groups’ fight against privatization efforts within transit continued this week. On May 22, Metro Washington Council AFL-CIO held a news conference urging labor leaders to reject privatization and to endorse ATU Local 689’s proposal to stabilize and improve WMATA. Certain parts of the Fool D.C. Twice calls out the Circulator

for serving an average census tract that is 15 percent Whiter and 18 percent less Black than the District’s population. The Circulator runs six routes that go through Georgetown, Navy Yard, DuPont Circle, the National Mall, Adams Morgan, Woodley Park, and others. It only costs $1 to ride. “The decision to run the Circulator in areas with a wealthier, Whiter population created a politically influential constituency for the service,” the report said. “This in turn has created pressure on local politicians to defend the service and expand it, even into neighborhoods that are already covered by the existing Metrobus network.” Meanwhile, three Metrobus lines already serve the rapidly gentrifying H Street corridor and transport more than 17,400 riders every weekday, according to the report. Those routes link commuters to job centers and serve residents living east of the Anacostia River in Wards 7 and 8, the report said. “These routes already provide broader service than the streetcar does with the added flexibility of being able to maneuver around obstructions,” the report said. According to the Washington Post article in July 2013, a privatization deal was supposed to include building a streetcar system in Anacostia and along H Street. To date, McDonald

Transit Associates, the contractor behind D.C. Streetcar, has only completed the H Street streetcar system. First Transit, the contractor that operates D.C. Circulator, and McDonald Transit Associates did not respond to the AFRO’s requests for comment. Ron Holzer, a WMATA spokesman, cautions against condemning all contracts. To maximize efficiency while maintaining or enhancing service, General Manager Paul Wiedefeld’s has called for additional public sector support for Metro where it makes sense. “With regard to Circulator, DDOT (District Department of Transportation) and WMATA are working cooperatively to improve the performance of this particular contract,” Holzer told the AFRO via email. Terry Owens, a DDOT spokesman told the {AFRO} via email that the agency continuously evaluates its transit services to determine where improvements can be made. He declined to comment further, saying he had not read the ATU report. Yet for all of WMATA’s problems, Jackson, who doesn’t drive, says she’s grateful for the system. “I thank God for Metro, because it takes me to where I need to go.”

“President Trump is proposing insidious cuts to programs American families depend on every day.”

Congressional Black Caucus would be better for the nation. “The federal budget must reflect our nation’s priorities,” Scott said in a statement. “The CBC budget works to strengthen our economy by making meaningful investments in education, transportation and infrastructure, the environment, scientific research and maintains a strong social safety net that protects our most vulnerable. President Trump’s FY 18 budget seeks to cut $4.3 trillion over 10 years from program that support the most vulnerable and at the same time cuts taxes for the wealthiest Americans.” In summary, the CBC budget would have $3.9 trillion in revenue enhancements by taxing the wealthy more; paying for universal health care coverage and supports primary, secondary and higher education with programs to help students manage debt and more money for HBCUs. “Robin Hood in reverse-stealing from those most vulnerable while rewarding those who already have the most,” said U.S. Rep. programs, especially affecting the most vulnerable Americans, we were able to achieve a better-than-expected result for the District of Columbia,” Norton said in a statement. “However, I am already preparing to mount a coordinated effort with a broad coalition of allies to fight the anti-home rule riders blocking local D.C. laws during the upcoming appropriations process.” The delegate noted positives in the president’s budget such as $30 million for the D.C. Tuition Assistance Grant that helps D.C. students pay in-state tuition costs at public universities in other states and a financial aid for private institutions. However, the budget contains a rider that would try to block the city’s Death With Dignity Act (DWA) that became law without congressional interference earlier this year and Norton said that she will attempt to stop the “no local funds can be used” provision of the budget to prevent DWA. The budget also contains familiar riders such as prohibiting the city from using its funds for abortions for low-income women and on commercializing marijuana and Norton said she would fight those, too. Norton, who has served as a delegate to the U.S. Congress since 1991, was pleased that the budget contained funds for ongoing construction at St. Elizabeths West for the U.S. Department of Homeland Security headquarters and $150 million for capital improvements for Washington’s bus and subway system. U.S. Rep. Anthony Brown (D-Md.) represents much of Prince George’s County and parts of Anne Arundel County didn’t like the Trump proposal either. “President Trump is proposing insidious cuts to programs American families depend on every day,” Brown said in a statement. “It is a laundry list of broken promises that targets the very people who need help the most. This is the least that we could do for him.” The fatal stabbing has left several wondering about the racial environment in the area. But, according to University of Maryland — College Park (UMD) and Bowie students, who are both Black and White, racism isn’t as prevalent as the recent homicide suggests. “I never really felt like there was a racial divide in our school,” Monica, a rising Black sophomore at UMD told the AFRO. “At least from my experience, it’s a great community here.” Monica, who declined to give her last name, said that she only felt a racial difference in class when her professors were trying to make points about race and class separation. However, a few White students from UMD said they had heard of racial incidents, such as a noose that was found in a Frat House on campus around the beginning of May. “I know that one incident that happened in one of the frat houses had something to do with racism, so it’s definitely popping up for sure,” Sarah Hirsch, a rising junior, who is White, told the AFRO. “But I don’t think that any of my friends have felt a lot of racial hate…”

a new way. This has been important, because we know that government alone can’t end homelessness—it will take all of us working together.” According to data from the National Network for Youth, many factors contribute to the overall number of homeless youth each year, but common reasons are family dysfunction, exiting the child welfare or juvenile justice systems, and sexual abuse. Research has shown that 21 percent to 42 percent of runaway and homeless youth were sexually abused before they left their homes, and that as many as 28 percent are forced to engage in ‘survival sex’ in exchange for food, shelter or money. DHS Director Laura Zeilinger told the AFRO that the city initially did not focus on unaccompanied youth because it didn’t have the data necessary to make thoughtful policies and programs, but can now better assess, and connect resources to youth through the Point-in-Time count – an ongoing data collection system that tracks housing needs against availability and access. Coupled with social services, Zeilinger said better outcomes are possible.

Star Jones Opens Up About ‘Daytime Divas’ By Nadine Matthews Special to the AFRO

Star Jones had already distinguished herself in the courtroom and on the airwaves when she got the call from Barbara Walters to be one of the inaugural co-hosts of the daytime chatfest, “The View.” The North Carolina born, New Jersey raised lawyer’s reputation as a tough on crime Brooklyn prosecutor opened the door for her to become a legal analyst on television at a time when television executives realized that true crime had started to intersect with entertainment. Court TV was looking for a legal analyst for the infamous William Smith Kennedy rape trial and tapped Jones for the job. It wasn’t long before she came to the attention of Jeff Zucker, then head of NBC. Jones went on to give trenchant yet accessible legal analyses for a number of high

Jones, whose parents and sister live in Maryland, set about writing her first novel as cognitive training after undergoing open heart surgery. “My physician had advised that I do an activity that would not tax me physically but would exercise my mind. When you have your heart taken out of your body for 22 minutes there is always a concern that your short term and your long term memory might be affected. Well this was a wonderful exercise for me to kind of gather up all of my memories and put them together in a fictional account,” she told the AFRO. That book became the novel, Satan’s Sisters and is the inspiration for Jones’ newest project the VH1 drama “Daytime Divas” starring Tichina Arnold and Vanessa Williams. “Daytime Divas” is about five co-hosts of a daytime talk show called “The Lunch Hour.” Like the book though, it explores much more than workplace politics and deeply delves into each woman’s off-screen life with family, friends, and community. For source material, Jones looked at her own life. “Just like – Star Jones “Daytime Divas,” actually every story in “Satan’s Sisters” comes from someone I interviewed, was interviewed by, worked with, worked for, prosecuted. So it really was born of my gut. I wrote what I knew which is usually the first rule of any successful author; write what you know. There is a grain of truth in each one of the stories. “Daytime Divas” kept with that policy. That’s why I think the audience will spend most of their time thinking, ‘Ooh, who’s that about?’”

“My physician had advised that I do an activity that would not tax me physically but would exercise my mind.”

profile legal cases during the nineties including the Mike Tyson rape case and the O.J. Simpson murder trial. Her skill and charisma led to what is arguably her most famous television foray as one of the first hosts of “The View.” Walters’ pioneering concept brought together five women of various ages and backgrounds, to discuss the hot topics of the day. Those experiences came full circle when

Vanessa Williams, Tichina Arnold and Fiona Gubelmann in a scene from ‘Daytime Divas,’ which premieres on VH1 June 5. She promised that the New York City set program, which premieres June 5, will be just as steamy as the novel on which it is based. “I was a little worried about that. The book was very steamy because daytime TV is very steamy you just don’t get to see it all. “Daytime Divas” took out some of the creepier steaminess but kept the sexy steaminess I would say.” For all of her accomplishments, many of Star Jones’ personal challenges have also played out under harsh media scrutiny. In addition to having heart surgery, there was also her long battle with obesity. After shedding over a hundred pounds in the early aughts, there was a lot of pressure to disclose exactly how she lost the weight; something that for most people is a private matter. Then there was the harsh characterization of her being, as the tabloid NY Post put it, a “Celebrity bridezilla” in the lead up to her wedding to banker Al Reynolds after a three month courtship and over the top proposal from him during a televised NBA game. They were

divorced four years later. Finally, there was her surprise on-air revelation that she had been fired from “The View” by ABC. Executive producers Barbara Walters and Bill Geddie both claim to have been blindsided by the timing of the disclosure, causing some bad blood. It remains unclear how much of the relationship has been repaired. Of Walters, Jones said, “Listen, we’ve had our issues but that’s because we’re family. We may be dysfunctional but we’re still family.” To get through these multiple challenges, Jones reveals that she drew on lessons learned from her family and that she enlisted professional help. “I choose not to focus on anything that was hurtful because clearly I got through it and I moved forward and I moved on. If you look up you can get up. I know it was the way I was raised but it’s also a result of sitting down and doing the hard work in therapy. Not enough people talk about that that sometimes you need to sit down and talk about your own behavior and make sure that you are being the best person that you can be.” A WORLD PREMIERE

The Murder of Richard Collins, III

Coppin Grants First Doctoral Degrees

Richard Wilbur Collins, III was 23year- old when he was commissioned last week Sean Yoes as an Army second Senior AFRO lieutenant, Contributor and was scheduled to graduate from Bowie State University on May 23. And it is clear to me that he was murdered on the College Park campus of the University of Maryland over the weekend by a White man, because Collins was young, gifted and Black. From a journalistic and legal standpoint, Sean Christopher Urbanski, 22 is innocent until proven

‘Kenny Bird’ Jackson Says He’s Not Back In the Adult Business By P. Kenneth Burns Special to the AFRO Kenneth ‘Kenny Bird’ Jackson, a Baltimore businessman, is slamming an online article as an attack on him and the new owner of a venue that was once a strip club. The Baltimore Brew, an online publication, reported May 15 that Jackson was seeking to re-open “Kings and Diamonds,” a strip club on in the 400 block of East Baltimore Street; popularly known as “The Block.” “The Block” is in downtown Baltimore; close to police headquarters and City Hall. Jackson told the AFRO that he is not re-opening his business. In fact he said he is selling it to a new entity backed by a Baltimore-native who is one of the most popular DJ’s in the country. “I’m selling a business to a young Black man; they can’t find nothing wrong with neither one of them,” he said. Jackson is referring to his son, Mustafa, who has been on the liquor and adult entertainment license since 2011. And to Roberto “Quick” Silva who will own the club once all of the legal paperwork and financial transactions have been completed. “They use me to attack the sale; a sale of a business don’t require this kind of publicity,” he added. A Wikipedia page documents Jackson’s past convictions for manslaughter, resisting arrest and a drug charge. However, Jackson has not been arrested or charged for any crime since the early 1990s. “I had a past, I’m not proud of it; I wish I made some different choices in life but I didn’t,” he said. Leaders in Baltimore are calling for the rejection of cuts in President Donald Trump’s first budget proposal that was sent to Congress May 23. Cuts that are too deep for members of the President’s own party, according to news reports. The president is proposing to cut federal spending by more than $3.6 trillion over the next decade at the expense of programs that help lowincome families; which includes a disproportionate number of AfricanAmericans. City Council President Bernard C. “Jack” Young (D) said the proposed budget “is unnecessarily cruel and will endanger the health of Baltimore’s most at-risk residents.”

a Black man, a nigger, not on a corner in Washington, D.C. or Baltimore selling drugs, or sitting on the steps of a low-income housing project in one of those cities, the perpetual Black landscapes of the White racist mind. No, Collins was on “his” College Park campus and when Urbanski saw him during those early hours of May 20, he charged at Collins, in a drunken White racist rage and stabbed him to death. That is murder. So, while authorities somehow seem to grapple with whether or not they will charge Urbanski with a hate crime, University of Maryland President Wallace D. Loh continues to offer measured statements. “We must all do more to nurture a climate -- on campus and beyond -- where we stand against hate crimes and we reaffirm the values that define us (as) a university and as a democracy,” said Loh in a statement. It is baffling to me that Loh, the University of Maryland’s first president of color identifies Collins as African American in his statement, but never mentions the fact that Urbanski is White. But, what is more baffling is Loh seems resistant to acknowledge, at least publicly, that his school has a deeply

rooted problem of racial animus directed at Black people. Beyond a noose being discovered at a fraternity house earlier this month and posters displayed on campus promoting White supremacy earlier in the year, the University of Maryland at College Park has a long, inglorious history of racial tension and intolerance. For decades (1950-2015), the school’s football stadium (now Maryland Stadium) was called Byrd Stadium, named after the school’s longtime president Harry “Curly” Byrd. A man who the late, great Parren Mitchell, Maryland’s first Black Congressman, who desegregated College Park once referred to as, “...a terrible person, a bigot of the first order…” I, along with University of Maryland law professor, Larry S. Gibson chronicled Byrd’s legacy in 2004 in the AFRO publication, “The Road to Brown,” which was about the seminal school desegregation Supreme Court case Brown v. Board of Education of Topeka. “To say that Curly Byrd was a dyed-in-the-wool segregationist would be an understatement,” Gibson told the AFRO. “No university in the nation had to be sued so many times in order to force it to integrate. Even after

winning in court, Curly Byrd made it necessary to fight hard to secure that the Court’s order was enforced,” Gibson added. This is a significant part of the legacy of Byrd, perhaps the University of Maryland’s most influential president. And the residue of his sordid record on race and inclusion -- he was a kindred contemporary of George Wallace, only more insidious and effective -- still hovers over the College Park campus like a wretched ghoul. His spirit gives comfort to violent, racist cowards like Urbanski. Loh, the current UM president’s muted and methodical approach in response to the evil that stole the immensely promising future of young Collins is maddening. He talks about, “the values that define us as a university.” In 2017, UM values seem more closely aligned with the antebellum mores of Curly Byrd, to the peril of every person of color on that campus. Sean Yoes is a senior contributor for the AFRO and host and executive producer of AFRO First Edition, which airs Monday through Friday 5 p.m.-7 p.m. on WEAA, 88.9.

Jackson is no longer in the adult entertainment business. He did say that he still holds the note on a loan he used to open the former Kings and Diamonds club. The Brew article also got the attention of Larry Young, former state senator, morning host for WOLB (1010AM) and a close friend of Jackson’s. He said The Brew “needs to get their homework done.” “Mr. Jackson has had the business of adult entertainment for years; he had the location called El Dorado and then – Roberto “Quick” Silva he was in some partnership with the one downtown,” Young said adding the story should be about a business being sold to Silva and not about Jackson’s past. “[Silva] decides he wants to take the facility and reverse what it was; an adult entertainment spot.” Silva, an award-winning DJ and co-host of the morning show on WKYS (93.9 FM) in Washington, D.C, will not be opening a strip club. He’ll be launching a venue called Club Downtown; an upscale lounge for “urban professionals.” “A lot of my colleagues are like ‘Why don’t you open this up in D.C. or a much bigger market,” Silva said. “I’m like, ‘Because I’m born and raised in Baltimore.’ And I want to show Baltimore the love they’ve always shown me over the years.” For his part, Silva said the Brew article threw him for a loop. Silva said that he looked forward to opening his venue in Baltimore and cleaning up the image of “The Block.” “Back in the day, The Block was looked at as an upscale block,” he said. “People would come from all over and party in Baltimore.”

degree murder and first-degree assault. Born in Baltimore; Curtis also grew up in the city, attending Belmont Elementary, William H. Lemmel Middle – Patrick “DJ Patrick School, and Walbrook High Scientific” Ashley School. Curtis was known as a skilled turntablist and battler. He got his start spinning records at Cressida’s, 4604 and Godfrey’s Famous Ballroom. Later, after seeing Grandmaster Dee in a Whodini show at what was then the Baltimore Civic Center, Curtis decided he didn’t want to mix anymore and wanted to turntable. While in the decades since there have been many digital advancements, what Curtis called “pushing buttons,” he did not adopt them. This left him probably as the only Baltimore DJ that still used vinyl for his turntables, Curtis said in an interview with Jimmy Jones, host of Crooked Streetz Radio. Jones described Curtis as “more than a pioneer.” In addition to incorporating body tricks into his act, such as being lifted and inverted without interrupting his backspinning; Curtis claimed he could recreate any DJ’s name with his vinyl during a battle. Curtis competed through the Disco Mix Club (DMC). Competitors at the DMC level are known for their ability to perform without the assistance of headphones. Curtis mixed using vinyl records he had marked up tangibly, so he could effectively mix by feel. “I’m not there yet; I’m not even gonna try and get there,” said Patrick “DJ Patrick Scientific” Ashley of WEAA’s The Morning Blend. “He did something DJs appreciate.” Another thing DJs appreciate, was Curtis’ willingness and ability to provide high volume high quality sound equipment, PA services and engineering for DJs performing at large spacious venues as part of his business Vicious Sound

Curtis also advocated for other DJs on the monthly program “Get it Off Your Chest.” Programming covered music industry concerns about being a producer, singer, and musician “from a DJ’s perspective,” Ashley said, the program was “hard to manage, but Vicious V did well with it.” A memorial for Curtis was held at the Downtown Cultural Arts Center on May 15. He is survived by his partner LaKesha, and three children, Alise, Xavier and Kristian.

Carmen Del Guercio, president and CEO of the Maryland Food Bank, called SNAP “a critical tool for hundreds of thousands of Marylanders who are struggling to make ends meet.” “Simply put, the Maryland Food Bank is not in a position to meet the increased demand for food assistance today, should the proposed cuts move forward,” Del Guercio said adding that the food bank is working at capacity. The budget cuts proposed “will totally upset individuals, families and institutions from rural to urban America,” said the Rev. Dr. Alvin Hathaway Sr., senior pastor of Union Baptist Church in Baltimore. “It’s unfortunate his business experience is being used as a justification for a hostile takeover of American’s social net, that’s defines the benevolence of our society,” Hathaway said.
