EMILY’s List, an organization dedicated to assisting Democratic women to run for public office, acknowledged that some of its strategies in mobilizing Black populations has been lacking. President Stephanie Shriock, at a June 29 press conference, said money spent on advertising candidates specifically through media outlets are “often” geared towards White suburban female voters who are considered more willing to swing their vote. Shriock told reporters the organization is changing their strategy regarding how candidates should focus their campaigns. “I don’t buy into this false choice of, are we going to go after persuasion of the working White class . . . Or are we gonna go do turnout in African American

communities in Philadelphia or do Hispanic turnout in Arizona?” Shriock said. “We have to do both, and we have to do it better.” Shriock said EMILY’s List is “thinking strategically” on how to improve their engagement with minority voters calling Black, Asian, and Latina women the

Stanford Report: Years after Jim Crow, Black Folks Still Trapped in Bleak Racist Nightmare By Alexis Taylor Special to the AFRO The picture of Black life painted by Stanford University’s Center on Poverty and Inequality is bleak at best. Decades away from the Jim Crow Era ushered in by centuries of chattel slavery,

African Americans are still trapped in the nightmare born out of the American Dream. In the annual “State of the Union” report published in “Pathways,” the university’s magazine on “poverty, inequality, and social policy,” data once again found that Black citizens of the United

Stacy Abrams becomes the next governor of Georgia.” Abrams is currently a front runner in the Georgia election for governor, and if elected, would become the first Black woman nationwide to hold this position. During the last election cycle, Shriock said the organization was involved in the election of Kamala Harris to the U.S. Senate in California. EMILY’s List also supported other notable Black women such as Lisa Blunt Rochester, currently the at-large representative of Delaware, and Val Demings, a representative of Florida’s 10th district. These are districts “where we can run strong women of color and win in places where there is true diversity . . . and that means we can do a whole lot better in recruiting across the board,” Shriock said. Rather than recruiting members to target the specific minority populations, the organization has begun to target districts that have actively diverse populations. Two Men Charged with Aggravated Kidnapping for Ransom

By The Associated Press DALLAS (AP) — Court records indicate that a 13-year-old girl who was found dead in a house over the weekend was kidnapped after the boyfriend of one of her relatives stole about 22 pounds of marijuana. The body of Shavon Randle was discovered at the Dallas house late Saturday night after being reported abducted Wednesday from a home in Lancaster, located south of Dallas. A 19-year-old man was also found dead in the house. Two men are charged with aggravated kidnapping in the case. A City of Lancaster spokeswoman says the investigation continues. Laquon Wilkerson, charged with aggravated kidnapping for ransom/ reward, was jailed Monday on $1 million bond. Devontae Owens, charged with aggravated kidnapping, was jailed on $500,000 bond. Wilkerson’s attorney had no comment. It wasn’t clear who was representing Owens.

Lives in the Balance

Part III: The Moral Test for our Society Civilized societies ultimately are judged upon how we treat our citizens when they are most vulnerable, and few in our society are more vulnerable than our neighbors in need of healthcare. It should not be difficult to understand, therefore, why the American people – at heart, a humane and generous society – are so opposed to Republican efforts to gut the Affordable Care Act (Obamacare). On June 7, the highly Congressman respected Quinnipac University Elijah Cummings poll found that American voters clearly understand the Congressional Budget Office (CBO) analysis of the House Republican’s efforts to “repeal and replace” Obamacare: 23 million Americans would lose their health insurance coverage. Public opinion rejected that proposal by 62-17 percent, a fact understood by some of the House Republicans who, nevertheless, voted for the measure in the hope that the Senate’s version of “repeal and replace” would substantially mitigate this blow. This was not to be. On June 26, the CBO released its analysis of the Senate Republicans’ plan, finding its impact upon our basic American values to be just as deadly as the House Republicans’ plan: 22 million Americans would be deprived of health insurance by 2026, including 15 million Americans who would lose their Medicaid coverage. A USA Today – Suffolk University Poll determined that only 12 percent of Americans support the Senate Republicans’ plan. For some, however, the scope of the human devastation that would be wrought upon our society if either of these measures were to become law might be so overwhelming as to be emotionally numbing. This is why I asked our Democratic staff on the Committee of Oversight and Government Reform to perform an analysis that everyone, including my Republican colleagues, could understand. On June 27, our staff experts completed their work, and we released state-specific projections of the human cost that the Republican proposals would have upon children with severe disabilities and special health care needs – helpless and deserving children who need our help to survive and thrive. Here in our home State of Maryland, approximately 200,000 children have special health care needs such as cerebral palsy, Downs Syndrome, and autism. Although these children come

Heart disease, cancer, asthma, and premature births are illnesses that residents of south Baltimore face. The neighborhood of Curtis Bay, located in South Baltimore, it is known as “the workmen’s part of town” due to the fact that industrial plants surround the small neighborhood. Living in the community of Curtis Bay are low income families, immigrant residents, and minorities. We the people need to come together to bring a better quality of life. Because of the industrial plants, Curtis Bay has the highest level of air pollution in the city. The Maryland Clean Air Progress Report reported that Baltimore does not meet the new sulfur release standards. Sulfur dioxide is released into the air and destroys our ozone. Sulfur dioxide is defined as a colorless, odorous (similar to the smell of eggs), toxic gas formed by burning sulfur in the air. Sulfur dioxide is a combination of fossil fuel that comes from power plants, industrial boilers, household coal usage, and oil refineries. Sulfur can enter your body through your nose and lungs, breaks

from all backgrounds, families with the lowest household incomes have the highest incidence of children with these challenges. It should not surprise any of us that more than one out of every six Maryland families who have children with special health care needs face extreme financial difficulties. One out of every three of these children in Maryland relies wholly or partially on public insurance programs such as Medicaid. The costs are significant – requiring a significant federal role. Because children with special health care needs often require intensive long-term care and support services, on average they are about 12 times more costly to state Medicaid programs than children without such needs. As a result, on average, Maryland spends nearly $21,000 annually on each child who qualifies for Medicaid based solely upon a disability. This is just one of the reasons why Republican efforts to slash and fundamentally restructure Medicaid funding would fail every test of humanity that we hold dear. These assaults on our morality as a people would be especially harmful for the children of our community – despite the reality that these children have done absolutely nothing to warrant such treatment. Yet, that is precisely the damage that these Republican “repeal and replace” proposals would inflict upon these most vulnerable of our neighbors. Consider this. The nonpartisan Congressional Budget Office determined that the Republican House bill would slash Medicaid funding by $834 billion over ten years and leave 14 million fewer Americans with health insurance through Medicaid. The Republican Senate bill would harm Medicaid even more profoundly than the House-passed bill by further restricting the growth rate for future federal funding. The Senate bill would disguise these larger cuts by delaying their implementation until later years, but the CBO also determined that the Senate bill would leave 22 million more Americans uninsured by 2026, including 15 million Americans who would lose their Medicaid coverage. These are the human – and humane – reasons that the American

I propose an alternative way to release environmental hazards in a safer manner. One way that can be, is by setting higher hazardous release

The American people understand what my Republican colleagues apparently do not. Our choice as a society is clear. Either we work toward the best and most cost-effective ways to care for those who are in need – or we become a society that allows her people to suffer and die. This, in a nutshell, is the test that we, as a people, are facing in the national debate over healthcare funding. Lives are in the balance in this struggle – and some of the lives at stake are our own. We as residents and good-hearted individuals need to come together and put an end to the Sulfur release. We should fight for quality air and the enrichment of life for Curtis Bay. This starts by creating efficient ways to dispose of hazardous waste by using renewable energy. Bringing a better quality of life to one part of the city can inspire the rest of the city to follow through. My proposal will give Curtis Bay a healthier lifestyle, lessen the pollution and, eventually put an end to the unsafe sulfur release. If we work together, Baltimore as a whole will benefit and become a better, healthier place for children to develop and for adults to thrive. An Open Letter to Morgan State University President David Wilson Dear Dr. David Wilson, Thank you for allowing me the opportunity to address my concerns about closing the doors of WEAA-FM as a “Source for Cool Jazz” forever. I have lived in nine different radio markets in America and I was immediately drawn to WEAA-FM when I moved to Baltimore for its unique ability to interact with the community and the musical programming of Marcellus Sheppard. I worked at “Live @ The World Café” WXPN-FM in Philadelphia, and I understand that radio programming across the country has a cookie-cutter approach. I marvel at Sheppard’s ability and talents to create a unique playlist to help shape the format and tone of the station. He is truly superior to his peers in other markets. Jazz is Not Dead The music industry is morphing and quickly changing. People have access to more music at their fingertips then they ever had in our lifetime. For that reason, listeners are crossing musical genres, listeners are becoming more knowledgeable and sophisticated about different styles of music, and WEAA-FM has been there to challenge and satisfy their musical curiously for years. There are over 15 local music venues in the Baltimore market that feature jazz music on a regular basis. Without help from the radio station local commerce will be negatively impacted along with the lack of diversity and choice. This month, “Capital Jazz Festival”, a three-day celebration of Jazz and R&B located in Columbia, Md., just 30 miles from the heart of Baltimore, was standing room only. The “Capital Jazz Festival” is the bread and butter of Merriweather’s summer season, and the “D.C. Jazz Festival” collects the same type of buzz and excitement attracting the same type of numbers. WEAA-FM Can Be Profitable While the music industry is changing, so has the radio business.

There are “winning formulas” out there and with “forward-thinking” management and the ability to react to current technology, jazz and radio are still viable and can turn a profit. Even with an understaffed team currently assembled at the station, the station is still winning national awards and recognition. And, with little promotion, the station was able to exceed its Spring Fund Drive Goal. Both are “Wins” for the station. Arbitron Is a Poor Gage of Success “Arbitron” tracks listenership and then ranks stations in popularity and then forecasts trends in the radio business and time and time again they got it wrong. How many people do you know that are tracking there listening consumption for Arbitron? All Musicians Have to Play an Instrument What I am saying, is that music is universal and connected. Jazz artists (Funk Brothers) played on all the Motown hits. Kamasi Washington, present day jazz saxophonist played on Kendrick Lamar’s “To Pimp a Butterfly” CD. Students who study Hip Hop have a direct link to the jazz community today, they are not far removed as you think; everything is connected. Once you pull the plug on jazz you are severing that connection of music and listener. The History of jazz is woven into the DNA of African Americans “I Got Loyalty and Royalty inside my DNA!” – Kendrick Lamar. Jazz was created by Americans, and the best and brightest have been African-American. Genius: Louis Armstrong, Miles Davis, Ella Fitzgerald, Charlie Parker, Thelonious Monk, Charles Mingus, Nina Simone, Herbie Hancock, and Quincy Jones. Jazz is Art! It is creative, innovative, and executed by the best musical minds of the last century. A Jazz Radio Station would seem like a logical marriage of history and forward thinking (purpose, progress, promise) for a HBCU to have in its portfolio. Shutting the Door Will Make It Hard to Reopen

A student interning at the station with receive ‘real-life” training that they can directly bring to their next job. If the station is folded back to a student run organization as planned; the students will not reap the same benefits and will be unprepared for the future. With the loss of the jazz format, you will lose listeners. And without diversity on the airwaves, listeners will go on-line or elsewhere and will abandon the FM airwaves completely, which will punish the other stations they may have been listening to. It is a loss for everyone. Don’t Be Scared On February 27, when 70 HBCU’s went to the White House and met with President Trump and Secretary of Education Betsy Devos, we totally understand that you must have left that meeting confused and frightened about the future. You are the President of Morgan State University, which has 150 years under its belt. It is your job to protect the college and plan for the worst scenario. Slashing school programs seems like a smart game plan. But, why slash the jazz out of the radio station? Why eliminate diversity in the city of Baltimore? Why cut a potential self-sustaining profit center out of your budget? I understand that you would be nervous, I would be too. A Proper Burial. WEAA-FM has serviced the community for 40 years, which is a really long time. If I am not able to convince you to keep the lights on at the radio station and keep jazz on the air, then out of respect give the station the sendoff it deserves. At least, allow the community to pay respects properly and thank them for a “job well done”. Bowser Administration Prioritizes Seniors By James Wright Special to the AFRO jwright@afro.com The well-being of the District of Columbia’s senior citizens is a priority for D.C. Mayor Muriel Bowser (D), according to the leader of the city’s aging and senior services agency. Laura Newland, executive director of the D.C. Office on Aging (DOA), told reporters June 29 about programs to aid District seniors with food and housing and how the agency helps seniors deal with the issues of the present day. From June to August for six days-a-week games are played during the evening hours. According to the Goodman League website, hundreds of fans travel across the country to watch the teams play. “The league was started in 1977 by three Barry Farm community leaders; Irvin Brady, Carlton (RIP) Reed, and Morty Hammond. It kept us out of trouble back then,” Miles Rawles, commissioner at the Goodman League, told the AFRO. “I decided to take the torch in 1996 and the rest is history.” The name of the league was originally “Barry Farms Community Summer League,” but it was changed in the 1980s

to “The George Goodman League,” honoring the late George Goodman. He was a community activist and a Barry Farms Recreation Center counselor. The league features current and former NBA players, including Kevin Durant, and college players, high school players, and participants from a multitude of communities and other states. “Not only is it a give-back to the community, it’s a celebration of basketball from a cultural perspective. This program focuses on our needs population.” Good Foods is designed to give seniors in the homedelivery program meals and groceries three times a day, four days a week instead of the one-meal a day program. Swim Coach’s Fiancée Pushes on After Homicide By Briana Thomas Special to the AFRO Jamese Harvey was engaged to marry Zaan Scott, a wellknown community swim instructor, before he was shot and wounded on April 9 in Southeast, Washington, D.C. On May 17, Scott, 24, died from his injuries and on June 26 authorities determined the death was a homicide. According to the Metropolitan Police Department, Scott was shot in the back around 9:08 p.m. in the 1300 Block of Southern Avenue, SE. Police said they received reports of an aggravated assault in the area and found Scott suffering from a gunshot wound upon their arrival. Scott was transported to a local hospital for treatment. The violent incident left him paralyzed. “I’m excited to give him some type of legal justice,” Harvey said. “I want him to rest beautifully.” Officials said they are still searching for suspects involved in the fatal shooting. “The investigation into this case is still active,” a spokesperson for the Metropolitan Police Department, Karimah Bilal, told the AFRO on June Continued on B2

Bonds Introduces Bill to Require Proof of Residency for D.C. Commissioners By James Wright Special to the AFRO jwright@afro.com D.C. Council member Anita Bonds introduced a bill requiring advisory neighborhood commissioner candidates to provide proof they live in the single-member districts they want to represent. Bonds offered “The Advisory Neighborhood Commission Candidate Proof of Residence Amendment Act of 2017” to the council on June 27. The bill would bolster the requirement of single-member district residency with documents such as a driver’s license or some other recognized form of identification. Bonds, who served as the chairman of the 5C advisory neighborhood commission for four terms, said that the process must be straightened out. “This common-sense provision will strengthen faith and integrity in the community’s most immediate local government representatives,” Bonds, a Democratic at-large council member, said. Bonds is the chairman of the Committee on Housing and Neighborhood Revitalization that deals with ANC Commissioners. The commissioners are unpaid elected officials that represent 2,000 residents and deal with issues on the neighborhood level such as zoning, public safety, education, and economic development, and are elected in the November election to serve a two-year term. District law states that commissioner candidates must be residents of the single-member district they wish to represent 60 days before they file their nominating petitions. In addition, if a commissioner moves from the single-member district they were elected to, that is considered a resignation by law and the

office is declared vacant. A commissioner candidate isn’t required to show documentation of residency but is allowed to go through the nominating petition process based on voter registration records and on an oath. racism, colorism, cultural appropriation, natural hair, body issues and debate whether Black transgenders should be considered as Black women. “We’re at a place where Black women are bothered by the ambiguous or paradoxical narrative going on in the media about Black women,” said Tiffany Wright, the brunch tour’s organizer and a California resident. “I just felt that it would be extremely appropriate to reaffirm women’s blackness – whatever that means for them.” The women will also look inward and reflect on times they were wronged, when they hurt someone else, how to heal from emotional wounds, and how to love themselves. There’s a networking component included in the brunch as well. Wright has a professional background in mental health, and through her company she is seeking to create safe spaces for women focused on mental health, mental illness, and self help. She runs the brunches through her company, The Be Life, which uses self love and positive events to uplift women. The $47 brunch take place in intimate settings designed to make women feel comfortable about opening up. Wright caps the number at 35 women, who vary in age. Food is a celebration, and brunches are a way to look cute, have fun, and sip cocktails in a homey environment – all while discussing the weighty issues of the day, Wright said. The price covers food, bottomless mimosas, gift bags and program materials. “It’s an interactive brunch,” Wright said. “With that, people feel comfortable to let their guard down and express themselves. And if they’re overthinking everything they’re going to say, they’re not going to express themselves.” Wright, 29, trains community members on working with foster youth and families. In 2015, she launched the first brunch in Oakland as a response to a Texas police officer violently arresting Sandra Bland after Bland refused to comply with his

commands. Bland later died in police custody, galvanizing Black women all over the country to protest and rally around her death. Sire Eminence Zakkiyyiah, an Atlanta brunch attendee, posted a glowing recommendation of the brunch on Facebook June 13. “Black & Beautiful Women’s Brunch I can’t thank you

The Senior Fest highlighted city services and non-profits that emphasize seniors with a party atmosphere of food, music, and games. Bowser joined Newland, D.C. Council members, and other government officials to talk about her plans to make the District a seniorfriendly place. One resident who attended Senior Fest was Constancy Woody, a Ward 7 resident and a longtime activist on behalf of seniors. Woody told the AFRO she enjoyed Senior Fest but has mixed feelings about DOA presently. “They really need to work on their wellness centers,” Woody said, referring to the city-run facilities located in Wards 1, 4, 5, 7 and 8. The wellness centers house activities such as meals, recreation, and educational instruction. “A number of seniors have complained [about]certain things such as having better customer service among the staff at the wellness centers but it seems no one is listening to us.”

Scott’s fiancée told the AFRO on June 28 that she had been in a relationship with Scott for more than two years, after meeting at a staff meeting at the aquatic center. “We did everything together,” Harvey said. Harvey, 25, hasn’t returned to her job as a lifeguard at the Wilson Aquatic Center in Northwest D.C. since Scott’s death, because, she said, her job as a rescuer is now too difficult. Scott was released from the hospital and was recovering at home when he died. Harvey said she performed CPR on Scott on May 17 for 20 minutes trying to save him before he was taken to the hospital, “[After that] you are done saving lives,” she cried. Harvey grew up in foster care in Southeast D.C., and although she still lives in the area she no longer feels safe and it’s a constant reminder of Scott. “I’m ready to start over,” she said. “I can’t even take a walk without crying.” According to Harvey, on April 9, she and Scott both had the

day off work. Scott went to a baseball game with some friends, and was planning to have dinner with Harvey afterwards. Scott was walking home when he was shot. She said officers were quick to respond to the crime scene, but there was a discussion between Prince George’s County Police and D.C. Police about the jurisdiction of the shooting. The sidewalk where Scott was shot is in Southeast, D.C., but it was along the border with Prince George’s County, Harvey said. “Officers on both sides need to be proactive,” she said. Harvey said police presence in violent areas may have increased, but it would be helpful if there were more patrol officers riding bikes or walking the streets, instead of sitting in patrol cars. “Police officers are not rescue ready,” she said. According to Harvey, Scott grew up in and out of shelters in D.C. and was very close to his grandparents. Harvey plans to launch a foundation for sheltered young men in honor of Scott.

To accomplish this, Nadeau authored a bill, “The Small Business Rental Assistance Program Establishment Act of 2017,” that establishes a rental assistance unit for small businesses within the District’s Department of Small and Local Business Development (DSLBD). Activists Protest Metro Fair Hikes By Lenore T. Adkins Special to the AFRO

More than 100 riders and workers converged June 29 on the Columbia Heights Metro Station to protest. Despite the displayed anger at Metro’s move to raise fares and cut some services, Metro officials say flat fares and some of the protestors’ other demands are not up for discussion. The protest demonstration came four days after Metro raised the fares on both the buses and the trains. Bus riders now pay an extra quarter, bringing the base fee up to $2. Most fares for rail riders went up between 10 and 25 cents. Moreover, trains now arrive less frequently during rush hour. Metrorail system hours were adjusted to provide an additional eight hours of track access weekly to improve safety and service reliability, according to Metro’s website. Metro also eliminated lowridership bus routes. Officials say the changes are necessary to close a budget gap, right size service and offer time for additional preventative maintenance to improve both safety and reliability. Dan Stessel, a Metro spokesman, said, in a statement, it is possible Metro will expand service hours and reduce the wait time between trains in the future. He pointed out that riders can make free transfers between Metrobuses — within a two-hour period. Raheen Anthon, an organizer with Organizing Neighborhood Equity in D.C. (ONE D.C.), said the fare hikes are a slap in the face in light of Metro’s ongoing woes. He called on Metro General Manager and CEO Paul J. Wiedefeld to resign. “He needs to get out of the seat so we can take over,” said Anthon, who lives in Silver Spring, Md. “We need people power and we need people to understand that we have the power to tell each other what we need to do.” Anton said ONE D.C. will continue working with Amalgamated Transit Union Local 689 to support workers and advocate on behalf of the ones who lost their jobs and had their health benefits cut. The union represents Metro workers. A Metro train operator demonstrated against the fare hikes and service cuts with other union members. The operator, who declined to give her name out of fear of retaliation, said the service cuts and fare hikes – Metro operator hurt the people who help keep the city going – hourly employees who work in the malls and shops, sometimes at night. “We want them not to continue to raise fairs and cut services because this is supposed to be for the public, and you’re out pricing the public,” the operator said. “You don’t have to take it all from the working man and woman.” David Thurston, a street artist and coordinator for the National Alliance of Mental Illness, said he relies on Metro daily and spends between $40 and $60 a week on Metro. He lives near the Ft. Totten station. “When you’re facing an enormous crisis with climate change and we need to drastically, dramatically reduce our consumption of fossil fuels, nothing does that better than public transportation that is ample and fully funded,” he said. He called on all relevant jurisdictions to fully fund Metro. Stessel pointed out that Wiedefeld put out a proposal in May that called for $500 million in dedicated funding for capital needs. But the specific method for funding Metro is left up to D.C., Maryland, and Virginia, he said. However, southeast D.C. resident Barbara Flint said she doesn’t have a problem with Metro raising some fares and cutting some service. “We need to take a closer look because Metro is being, across the board, damned, and that is not fair,” Flint, 79, told the AFRO. She said she praised Metro for investing in new trains and for implementing Safe Track, a year-long program to fix dangerous spots along the rail system to make it safer for riders.

In addition to being a planning document, the Consolidated Plan also serves as the State’s application to HUD for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), Housing Opportunity With AIDS (HOPWA) and the Housing Trust Fund (HTF). These funds are used primarily in the State’s rural areas (with the exception of HTF), as many communities, including Anne Arundel, Baltimore, Harford, Howard, Montgomery, and Prince George’s Counties, as well as the Cities of Annapolis, Baltimore, Bowie, Cumberland, Frederick, Gaithersburg, Hagerstown and Salisbury receive their own funding directly from HUD. Baltimore Police spokesman, T.J. Smith delivers the horrific news of homicides, that devastates families, because it is part of his job. But, tragically for Smith on July 2, it was his turn to receive the dreaded news nobody wants to hear. Smith was actually working when he found out his younger brother, Dionay Smith, 24 was fatally shot. “Of course I’m upset, angry, mad, and all those things. But, I can only channel the negative into the positive and pray for the soul of the person responsible for this,” Smith said via Facebook. “He (the murderer) ruined his life for something small and petty, no doubt. So, many young people lack the foresight to understand the gravity of their poor decision making,” Smith added. According to Smith, his younger brother had three small children and was working two jobs to support his family. The day before Smith was murdered, yet another young Black man was gunned down, shot in the back in the early hours of July 1. And this one hurt me to my heart. The media has seized upon the fact that Louis “Cody” Young, 22, was the stepson of skilled defense

But, I met Cody’s family even before I began reporting on Brown. I visited the house Cody grew up in, the morning of July 5, and sat with his grandfather, veteran attorney William Dorsey. His wife, Cody’s grandmother Betty (Ms. Betty to me), was still asleep. I sat in the family room of their home and stared at the walls filled with photos of their children, grandchildren, nieces, and nephews. There he was; Cody, that rambunctious little boy, with the mischievous grin and round face that lit up like the moon when he smiled broadly. Also, among the family

Dionay Smith, 24, who was fatally shot on July 2, was found in his home around 8 p.m. in the 1400 block of Argyle Avenue. He is the younger brother of the police spokesman T.J. Smith. Police released surveillance video hoping the public can identify the suspect. Smith, who often informs the public about violent homicides, learned of his brother’s murder while on the job and he discussed his death in the context of his job in an emotional Facebook post. “For the last couple of years, I’ve notified the public of many tragedies, mostly death, specifically homicide, related. I’ve been on crime scenes and heard the wails of family members when they discover it’s their loved one who is deceased…On Sunday evening, one of the names that came to me was way too familiar. Dionay Smith. My brother, known as Dion, is the only person I’ve ever known with the name Dionay. Like many families who have been in that position, I was in denial. I immediately contacted investigators to learn more about the Dionay who was found deceased from a gunshot wound. I also did what is instinctual; I called his cell phone several times. Of course, there was no answer. However, I remained in denial,” Smith said. “Now this might sound like a cliche, but it is true- my brother was a good kid,” Smith said on Facebook. “He wasn’t ‘about that life.’ He worked two jobs, helped out Ericka AlstonBuck at the Kids Safe Zone in the past and he spent time with his kids. I used to tell him, ‘the busier you are, the less time and desire you’ll have to be on the streets,’” Smith added. Dionay Smith leaves behind three young children. The stepson of a well-known defense attorney was gunned down in the early hours of July 1. His stepdad said he wants the public to come forward with answers. According to police, around 1:10 a.m. on July 1, a silver Volkswagen pulled into the BP gas station in the 3300 block of Garrison Boulevard in Northwest Baltimore. Police say two suspects jumped out of the vehicle and began shooting multiple times. Brown speculated his oldest son Matthew Brown, 27, may have been the target because he was with his stepbrother the night of the shooting at the gas station. Matthew Brown was arrested on human trafficking charges in 2015. Brown is offering $10,000 in reward money for any information leading to the arrest of those involved. Police have released surveillance video of the shooting in hopes that someone might come forward. – Warren Brown “This is a very much open investigation, we’re hoping someone from the community will recognize these suspects or have some sort of information that we can use to move this case forward and identify both suspects and make an arrest,” said Detective Jeremy Silbert, a spokesperson for Baltimore Police. Young was taken to an area hospital and died a short time later. Police said they do not have a motive for the shooting. “They are leaving carnage in their wake and they need to be caged like dangerous animals,” said Brown. The defense attorney says the $10,000 reward to solve his stepson’s murder will likely grow because other attorneys have volunteered to chip in. Brown added that he would not rely only on law enforcement officials to solve Young’s murder. “I represent people on the streets. I have people out there beating the bushes,” Brown said. Brown says he may use more discretion when he chooses who he represents as a defense attorney in the future. He says he may not be able to deal with people he believes target the innocent. “...For those who I look at and I can see, yeah this is a dangerous dude here...I think it’s not going to be my cup of tea, not anymore,” Brown said. “Especially when you’ve got innocent people involved.”

Bishop Thomas’ Mother Passes By AFRO Staff

Lillian Elizabeth Thomas, the mother of Bishop Walter Scott Thomas, pastor of New Psalmist Baptist Church, died June 28. She was 97 years old. Funeral services for Mother Thomas will be July 6, at New Shiloh Baptist Church, 2100 N. Monroe Street in West Baltimore. The wake for Mother Thomas will be at 10 a.m., and the homegoing service will take place at 11 a.m. Walter Scott Thomas has served in ministry since 1973 and he has been pastor of New Psalmist since 1975. A Family on the Frontlines (Part 1) By Bobby Marvin Holmes Special to the AFRO The family of Erricka Bridgeford, director of training for Community Mediation Maryland, and organizer of the, “Baltimore Ceasefire,” from August 4-6, has grappled with violence and homicide for decades. However, Bridgeford, her mother and brother have all chosen to work on the frontlines to combat the epidemic of violence and murder, which imperils our city. Erricka Bridgeford remembers the night gunshots woke her from her sleep when she was 12-years-old. She scurried from her bed to her window where she witnessed someone running into the court where she lived, screaming he had been shot. Pleading for help, the young man frantically knocked on her neighbor’s door, but no one answered. Bridgeford recalls him collapsing on the ground until help arrived. “When the ambulance [got] there, I can hear him from my window [say] ‘God, please don’t let me die. Please don’t let me die,’” she remembered. “ I watched the ambulance take him away and when I got home from school the next day the whole story in the neighborhood was that Mike [the young man who was shot] had died.” Throughout her life, gun violence would become a hard reality for Bridgeford’s community and ultimately her own family. Jerri and Mike Thomas, Bridgeford’s parents, moved her and her younger brother David to the Rosemont community in West Baltimore in the early 1970s. As they settled in a small public housing complex, the Thomas family would eventually grow to include two more boys, Nathan and Jonathan.

Since then, I have prayed that nobody I know, nobody that I love would have to endure that type of pain. Because the ebbing away of that pain is a slow, often tortuous process. But, the pain does subside, eventually and you move forward. But, the pain never fully goes

away. You just learn to live with it. Yet, that is little solace to those experiencing the first waves of catastrophic heartbreak, when a loved one is snatched away because of violence. For years, they spent a lot of time together at church and family dinners. Jerri and Mike sought to provide stability and structure for their children rooted in their Christian faith, personal accountability, and social consciousness. However, the bond between them would be tested as they struggled to combat the challenges that gripped their community. “It was difficult. My husband and I felt like you’re raising your kids with your thoughts and your values the best

family, began to venture into those perilous streets when they were teens, like so many other young Black males. And as young adults, both sons had a series of encounters with the criminal justice system, as David struggled with a crack cocaine addiction and Nathan sold drugs.

In 2001, a disagreement with a family friend would result in Nathan being shot and rushed to the hospital where he was initially thought to be dead on arrival. He survived and returned to the streets angry with the friend who shot him. “I went right back out selling drugs and I wanted revenge on the kid who shot me,” admitted Nathan. Instead of revenge, the experience of nearly losing Nathan, pushed Bridgeford in a different direction. A conflict management training experience at a previous employer, led her to join the Baltimore Community Mediation Center. Founded in 1999, the non-profit organization helps mediate conflict between residents in the community. Bridgeford has worked with Community Mediation since 2001 (Jerri Thomas joined the organization in 2002) and she sees mediation as a pragmatic tool to prevent violence. “I’m sure that mediation saves lives. I’m sure that some people don’t get stabbed and shot [or you know how.
