Garland Supreme Ct. Nomination: Republican Duplicity By M. Howard Special to the AFRO Misguided Republican lawmakers are determined to block Merrick Garland’s nomination to the U.S. Supreme Court and deny President Barack Obama’s attempt to nominate a highly-qualified judge to the high court. Despite calls for Senate Republicans to meet with Garland, GOP legislators are, instead, digging in their heels. Senate Judiciary Chairman Chuck Grassley (R-Iowa) said on the Senate floor last week that he will not bow to pressure from Democrats to consider Garland, a D.C. Circuit Court of Appeals Judge. At least 17 Senate Republicans said they would meet with Garland -- but with their minds made up. So far, Garland has met with three Senate Republicans, including Senator John Boozman of Arkansas. “During our meeting, I conveyed to Judge Garland my position, which is that the next president should fill the vacancy,” Boozman said in a statement. “My position is firm. That means I will not advocate for hearings or a

vote, nor will I support filling the vacancy with President Obama’s pick after the election.” So what was the point? Boozman said the meeting was simply a courtesy. And other senior Republican leaders, like Sen. Mitch McConnell of Kentucky, have said they won’t even meet with Garland. The GOP roadblock is shortsighted, dismissive and another blatant attempt to stall Obama’s legislative agenda during his final year in office. Meanwhile, President Obama fired back at the GOP saying even if a Republican wins the White House and makes a nomination, Democrats could filibuster it. “The notion the Democrats would then say, ‘Oh, well, we’ll just go along with that’ — that is inconceivable, right?” Obama said. “So now the Democrats say, well, you know, what’s good for the goose is good for the gander. We’ll wait four more years, to see the next president who comes in.” He said Republicans are jeopardizing the “integrity of the judicial branch” by refusing to consider his “extraordinary” nominee to the

2 Southern University Students Killed in Louisiana Shooting

Johns Hopkins Professor Named Dean of American University School of Education

Two women who were Southern University students and members of the school’s athletic program were shot and killed early Sunday outside a Baton Rouge apartment complex, police (Facebook) and university 19-year-old Annette January (left), and officials said. 19-year-old Lashuntae Benton (right). Detectives didn’t immediately identify any suspects or motives in the shooting, which occurred in a parking lot outside an apartment complex around 2 a.m., said Baton Rouge Police Sgt. Don Coppola Jr. A mother of one of the slain students said police told her that her daughter, 19-year-old Lashuntae Benton, of Lake Charles, wasn’t an intended target of the shooting. Theresa Tillman said her daughter was living in a dormitory on Southern’s campus and apparently was attending a party at the apartment complex where the shooting occurred. “My baby was a very vibrant child, a beautiful child with a beautiful heart,” Tillman said during a telephone interview. “Everybody loved her.” Southern University system president Ray Belton identified the other slain student as Annette January, of Gary. January, also 19, was a freshman and a member of the school’s track and field team, while Benton was a sophomore and a student athletic trainer, Belton said in a statement. A 24-year-old man also was wounded in the shooting but his injuries weren’t considered life-threatening, police said in a statement. One of the two women killed in the shooting was pronounced dead at the scene of the shooting; the other died at a hospital shortly after the shooting, police said. “The University asks for prayers and support for the families at this difficult time,” Belton said. Tillman said her daughter played softball, track and volleyball at her high school in Lake Charles and was studying sports medicine at Southern. “She was very ambitious,” she added.

Distinguished educator Cheryl Holcomb-McCoy will take a short trip down the Parkway when she departs Baltimore’s Johns Hopkins University to join Washington, D.C.’s American University and take the helm of its School of Education. HolcombMcCoy begins her role as dean July 1. (YouTube) Currently Hopkins’ vice Cheryl Holcomb-McCoy provost for faculty affairs and a professor of counseling and human development, Holcomb-McCoy is widely esteemed for her extensive scholarship and advocacy in the areas of teaching, college counseling and inclusion. At Hopkins, she was credited with leading efforts to raise funds for diversity research and increasing diversity within the faculty. She has published her research in four books and journal special issues, 16 chapters in edited books, and more than 40 articles in peer-reviewed journals. She is currently an associate editor of the Journal for Counseling and Development and has served on many journal editorial boards, including Professional School Counseling, Journal for Specialists in Group Work, and Journal for Social Action in Counseling and Psychology. “We are thrilled that Dr. Holcomb-McCoy will be joining the American University community in such a strong position of leadership. She has had an exemplary career in service to the idea that education is a human right, one that we have an absolute obligation to ensure,” Stacey Snelling, who has led American’s School of Education as dean over the past year and is chair of the Department of Health Studies, said in a statement. Prior to serving as vice provost at Hopkins, HolcombMcCoy Previous was the vice dean of academic affairs and chair of the Department of Counseling and Human Services at the School of Education. She has also worked as associate professor of counselor education at the University of Maryland, College Park and assistant professor and director of the School Counseling Program at Brooklyn College of the City University of New York. Holcomb-McCoy earned her bachelor’s and master’s degrees from the University of Virginia and her doctorate from the University of North Carolina at Greensboro.

and corporate action. The landfills are owned, largely, by Microsoft co-founder Bill Gates — the richest man on Earth, according to Forbes, with a net worth of $77.6 billion. Securities and Exchange Commission filings from May 2015 show that Gates held more than 108 million shares in Republic Services, the owner of both landfills, through his personal holding company, Cascade Investments, LLC. Republic Services is America’s second biggest waste management business. The company currently lists 344.8 million shares outstanding. At $46.38 per share, Gates’ 31.5 percent stake was worth $5 billion as of April 8, making him one its largest shareholders. The EPA and other federal and state agencies have fined Republic Services more than $61 million since 2007. Michael Larson, Cascade Investment’s business manager, has been on Republic Services’ board of directors since 2009. Neither Cascade Investments nor Republic Services replied to Urban News Service’s requests for comment. “The psychological pain the folks near the landfill have gone through over the last five years has been incredible,” said Ed Smith,

safe energy director for the Missouri Coalition for the Environment. “The landfill stench can impact these people at any time 24/7. The landfill odors don’t care if it is day or night, hot or cold, a holiday or your birthday.” If this subsurface fire reaches what the U.S. Environmental Protection Agency calls Radiologically Impacted Material (RIM), “the RIM would not become reactive or explosive,” said Curtis Carey, EPA’s Region 7 public affairs director. However, the landfill’s noxious gases would escape more quickly in the form of steam, radon and “potentially other gases (as determined by the composition of the nonRIM materials present),” said Carey. Radon is a radioactive, cancer-causing gas produced by decaying radium, a byproduct of depleted uranium. The EPA placed the West Lake Landfill on its National Priorities List in 1990 as a Superfund site. Congress created the Superfund program in 1980 to help manage hazardous waste sites. West Lake contained the “oldest radioactive waste of the atomic age,” according to a New York Times report that year, which cited local health concerns even back then. As of March 1, 1323 active Superfund sites were on the EPA’s National

Winans explained he has attended too many funerals for young Black men killed in violent confrontations. He has persuaded 10 young men to stop associating with Detroit’s gangs since 2014, according to Winans and police. “I never thought I would ever work with the police and it changed my whole view of law enforcement,” he told Urban News Service. “Now I’m working with friends in gangs and their children in gangs.” A former member of the Head Banger Bloods, Winans and his wife, Shaelon, cofounded Keeping Them Alive in 2012. This non-profit agency is dedicated to ending gun violence in Detroit. Winans runs his initiative on a modest budget through donations, his own money and a $10,000 grant he received in 2013 from the Knight Foundation’s Black Male Engagement project. Winans faces tough odds in his quest: Homicide is the leading cause of death among American Black men between the ages of 15 and 34, the Centers for Disease Control reports. And only 50 percent of Black youth feel confident they will live to age 35, according to the American Sociological Association and the Journal of Health and Social Behavior. The challenge, Winans said, can be summed up in one word: Trust. Gang members

can relate to him because of his own violent past. When he was 15, Winans was convicted of manslaughter following a fit of anger in Detroit, according to both him and police. Winans said he was charged as a juvenile and served three years in jail for beating Chester Bownes to death with a hammer. Winans said he was freed at age 18 from High Plains Youth Center in Brush, Colorado. (Winans’ juvenile court records are sealed, a police source said, so he could not identify the victim nor confirm the spelling of his name.) After his release, Winans was in and out of jail until 2009. But six years ago, his life changed. “I told God, ‘I am willing to get a job and not hurt anybody anymore,’” he said. “In 2010, I gave my life to Christ and started working in a local grocery store. The news spread like wildfire and gang members were coming to the store to see for themselves.” Today, the father of five tries to quiet Detroit’s guns. There were 295 homicides in 2015 and 1,035 non-fatal shootings in Michigan’s largest city, according to police data. Detroit is America’s most dangerous city, according to FBI crime statistics for 2015. Winans’ partnership with

Detroit police is a “highly unusual relationship, but very effective,” said Sgt. Edward Brannock, head of the department’s gang intelligence unit. Winans joined Brannock recently to teach community mediation and gang intervention to 25 Detroit police officers, community outreach workers and the department’s chaplain. “I’ve called on Ray in high-stress situations,” Brannock said. “We’ve been on shootings together. He’s pulled gang members out of school and helped us locate an AR-15 assault rifle and a 9mm Glock that a suspect was hiding in a dope house. And he’s helped me close cases.” “Who would ever think that a guy who was in prison for manslaughter would be working this closely with law enforcement?” Saul Green, a former Detroit deputy mayor and former U.S. attorney for Michigan’s Eastern District under President Bill Clinton, said Winans’ work with police and gang members is remarkable. “I’ve been around public safety in Detroit for a long time and I have not met another person who is bringing this kind of positive change to this community,” Green said. “Ray works with young men morning, noon, nights and weekends. We need 1,000 more Rays in Detroit.” Gang members, meanwhile, say Winans offers them a second chance to succeed in life. Anthony Crews, 18, quit the East Warren gang after meeting with Winans in 2013. Since then, he has enrolled in a jobs program for people on probation. “I trust him,” said Crews. “He has never lied to me and he’s always there for me. I don’t know where I’d be without him.”

Finding a solution to the problem is “a top priority for EPA,” said the agency’s Region 7 administrator Mark Hague. The EPA says residents are not at risk, but its new report found the fire was only a couple hundred feet from the toxic material — twice as close as previously thought. Affected Black residents tend to be “more middleincome folks,” said Adolphus M. Pruitt II, president of the St. Louis City NAACP. “But they’re being impacted the same as anybody else as related to the health concerns and the concerns about their property values, their ability to liquidate their property or sell their property in the future — if for some reason they decide to move.” Residents want to be able to move out of the area, hoping the state or the government will buy them out, said Pruitt. “I don’t hold much faith in that happening.”

Orrin Hatch (R-Utah) said about Garland on the Senate floor in 1995. “Now I would like to state, for all of my colleagues here, that he is a very good nominee — I commend the administration for being willing to nominate Merrick Garland... I hope, since he is a good nominee — I think almost everybody would have to admit he’s a good nominee — that we will vote him out [of nomination committee and onto Senate floor] next week. I understand the argument against that, there is no argument against Merrick Garland at all, and perhaps we can solve that problem in the future.” And here’s what Hatch said about Garland in 1997:

“To my knowledge, no one, absolutely no one disputes the following: Merrick B. Garland is highly qualified to sit on the D.C. circuit. His intelligence and his scholarship cannot be questioned... I believe Mr. Garland is a fine nominee. I know him personally, I know of his integrity, I know of his legal ability, I know of his honesty, I know of his acumen, and he belongs on the court. I believe he is not only a fine nominee, but is as good as Republicans can expect from this administration. In fact, I would place him at the top of the list... Opposition to this nomination will only serve to undermine the credibility of our legitimate goal of keeping proven activists off the bench.” So why are Senate Republicans opposed to Garland now? It’s just another attempt to stick it to Obama as Republicans have done for the past 7 1/2 years.

destruction at Penn North. But that’s not where most of the damage was done,” Marvin “Doc” Cheatham, president of the Matthew A. Henson Neighborhood Association (MAHNA) told the AFRO. The former president of the Baltimore chapter of the NAACP said too much of the media’s and city’s attention was focused on the epicenter of last year’s riots and not enough on the neighborhoods hardest hit and the communities south of Penn-North where unrest has been brewing for over 20 years-a community known as SandtownWinchester, where Freddie Gray lived. Of the 380 struck by the unrest, most of the destruction occurred south of North Avenue, according to a list generated by Baltimore Development Corporation. Jolly’s, a 24-hour convenience store, is among three of the 14 businesses hit in Sandtown-Winchester that have yet to recover. Three years ago the neighborhood’s grocer, Stop Shop and Save, closed leaving the community in a food desert. The unemployment and family poverty rates are, 11 percent and 30.9 percent, respectively, and the median household income is $22,277. Vacant lots are dump sites for bulk trash. Blocks of abandoned row homes are tell-tale signs of nearly two decades of neglect. Young people continue to live in lead poisoned environments, there are no safe places to play, and there are no recreational facilities or resource centers to support youth and families. “It seems apparent that a number of our city’s elected officials are clearly overlooking our community,” Cheatham told the AFRO.

The Matthew A. Henson community spans 52 blocks bordering North Avenue, Fulton (east), Ruxton Avenue (west), and Presstman Street (south). The neighborhoods’ association, MAHNA, was established in 1964, a year after Matthew A. Henson Elementary, the school Freddie Gray attended, was founded and is one of the oldest and most active neighborhood associations in the city. MAHNA champions issues from crime prevention and sanitation to housing and redevelopment, and works with current and aspiring elected officials. Nick Mosby, who was running for mayor until he dropped out of the race April 13, currently represents the SandtownWinchester community at City Hall as councilman for District 7. MAHNA has launched an initiative that calls on candidates running to replace Mosby, who is not running for his city council seat, to present a plan of action for addressing the food desert issue. Fourteen candidates were asked and six responded. “We are suffering in this

community and we have elected officials that want to go higher and they don’t deserve it,” said Cheatham, who attributes the exacerbating disparities in this area in West Baltimore to years of poor leadership. “We can’t say it’s the ‘man,’ because the overwhelming majority of people who have been

But MAHNA’s members are not optimistic, especially since there are no recent updates on the campaign’s official website, servingonebaltimore.org, regarding the announcement of the initiative’s framework and the “system of broad community engagement.” As the anniversary of last year’s unrest approaches, Cheatam says there has been no significant plan of action to address the disparities people face in Sandtown-Winchester. According to the site, these action items were to be rolled out in the “coming weeks” following the May 2015 launch. In the face of decades of despair and decay MAHNA continues to forge forward. Matthew A Henson Elementary school was one of four schools which received federal funding after a meeting with Sen. Ben Cardin (D-Md.). The association

is currently advocating to bring Safe Streets to Sandtown-Winchester. Safe Streets is an evidence-based program that uses public health as a prevention tool to save lives and make communities safer. There are five Safe Streets sites throughout the city--the most recent was opened in the 21217 area, but nowhere near the Matthew A. Henson community. Starting April 30 through July 30, MAHNA, along with several other organizations, will launch the AFRO’s Clean Block Campaign in its neighborhoods to encourage community members to take pride in their neighborhoods. MAHNA is currently celebrating the growth of the cherry blossoms in the seemingly barren neighborhoods of the community. “We are a hard fighting community,” said Cheatham. “It’s tough here, but the community still excels. We’re in this mess together.”

Our Future is on the Ballot in this Election Year

As I consider the consequences for our future during this critical election year, it is no overstatement to observe that our future will be on the ballots that will be cast on Election Day this November just as surely as will be the candidates for office. The virtually nonstop television coverage of the presidential candidates has focused on their personalities and temperament, more often than on the policies that they are espousing. Yet, even the less than comprehensive analyses of their vision for our country reveals the dramatic difference in their priorities. For the Democrats, former Secretary of State Hillary Elijah Cummings Clinton and Senator Bernie Sanders (each with an extensive history of standing with us in our efforts to build better lives) are vigorously competing for the votes of Americans of Color. Like President Obama and Democrats in the Congress, Hillary Clinton and Bernie Sanders understand that significant changes in the priorities and laws of our country are needed if we truly are to move toward liberty, justice and opportunity for all Americans. Their major contrasts as candidates reflect their differing judgments regarding the speed and the extent of the transformation that our nation is prepared to accept. In sharp contrast, however, for Republicans Donald Trump, Senator Ted Cruz and Governor John Kasich, it is as if Americans of Color do not exist. In this absence of concern for our lives from their campaign talking points, the Republicans have been straightforward: They simply do not care about us, our families or our votes. At their worst, two of the Republican candidates have attempted to scapegoat people of color for their own political gain. When viewed in the context of recent political battles in Washington, it is clear that this divergence between Democrats and Republicans goes far deeper than the political calculations of presidential campaigns. America has reached another crossroads in our national journey — and, as I have been arguing in recent months, Americans of Color can have a major influence upon which fork in history’s road our nation will choose to take. If we register and vote in record numbers this year, we can win a central place for our objectives in the nation’s priorities — as well as elect the person most qualified to serve as President of the United States. If, on the other hand, our votes are suppressed by what Dr. King once termed “conniving methods to deny our votes,” or if we disenfranchise ourselves by failing to register and vote, then our future will be far more daunting. Voter suppression is a serious obstacle that we must overcome in this election year if our choices as American citizens are to be confirmed. Whether the method of suppression is Voter ID laws, politically motivated purging of the voter rolls, restrictions upon early voting, or conscious decisions that result in hours-long lines at minority polling places, the clear objective of voter suppression is to deny America’s new majority the electoral victory that will advance our cause. For example, according to a lawsuit filed by the Ohio ACLU this month, two million

voters have been removed from the Ohio voter rolls during the last five years — including 40,000 largely low-income and minority voters living in Ohio’s largest county who were disenfranchised in 2015. Our principles and self-interest as Americans demand that we continue to challenge attempts to limit our voting power in every arena where suppression raises its ugly head, whether in the Congress, our state legislatures, our polling places, or, as in the case of Ohio, in our courts. Our determination to assure that every citizen can vote and that every vote is counted will be especially important here in Maryland and in the other states in which African American voters provided President Obama’s entire margin of victory in 2012: Florida, Michigan, Nevada, Ohio, Pennsylvania and Virginia. At the same time, in these states and across our great nation, we must take civic responsibility for ourselves and our communities. Unlike those states that have attempted to suppress our voting power, Maryland legislators have made real progress in making it convenient for every Maryland citizen to register and vote. For example, our state offers us the ability to initiate the voter registration process on the Internet through Maryland’s Online Voter Registration System (OLVR) — and those of us who wish to confirm our status as voters can do so at https://voterservices.elections.maryland.gov/ votersearch. Our future is on the ballot this year — and we have the power to choose the future direction that will best serve our families and the generations of Americans yet to be born. Kids in Northwest Baltimore Need Help “How did this community get this way: so cold, so distance, and so hostile?,” an elderly man asked me one day while I was buying coffee. When I’m walking back to my job teaching students at Arlington Elementary School in Northwest Baltimore, I notice several Black men occupying corners. Some have cold in their eyes, pants sagging, and exchanging drugs for money. In front of the liquor store, men are drinking and talking. Smells are coming from the bakery, as customers line up. People are coming in and out of the barbershop like it’s a Black Friday sale. Cars are lined up like they are parked outside of a popular nightclub. I cross the street and go back into the school. Later on in the day, it’s time for recess. The children are excited. I’m observing the children playing football, coming down the sliding board, and running after each other. They are being children. As I’m about to sit down, I see several cars pull up and purchase drugs on Lewiston Avenue. “Where are the police,” I wondered. So I called 911. Meanwhile, when I’m communicating with the 911 operator, several black men are rushing toward two vehicles on the 5400 block of Narcissus Avenue. They exchange drugs for money then they go back into a house on Narcissus Avenue. Not only that, cars pull up to this house, people get out with nothing, then come back with bags, backpacks , purses, shoe boxes, etc. The police and the helicopter arrive too late. We go back into the school. But this is what I see on a daily basis. These incidents happen in broad daylight. I can only imagine what they do at night. When I look around this community, I see its people have no shame, goals, hope, or inspiration. This is tragic to a point where politicians, police, and others believe the same thing

about the people. How can residents, police, and politicians allow a drug stash house to exist across the street from an elementary/middle school? How can a liquor store be that close to a school? According to news reports, the barbershop owner and the bakery owner were arrested because of drug trafficking. On the day of their arrests, they found a half million dollars of drugs in each of other their cars. So why are these two establishments still operating? These are questions the residents have to deal with. The police don’t live in the community. We know now that 70% of the police don’t even live in the city. The politicians give us lip service every election. People in the neighborhood turn a blind eye to crime, until a relative or a young person gets killed then the people in the community want to say something. On July 2, 2015, a 15-year-old was stabbed to death by a 13-year-old on Arlington’s playground. Who spoke for him? What about the future? Do we care? It seems to me we don’t by our actions. I want to see a community that’s thriving like The Avenue (AKA Pennsylvania Avenue) once was. I see a people who are proud to be in their skin. Loving themselves as God loves them. Taking care of the community like it’s worth a billion dollars. This is not rhetoric, but sincere words to a people who came from the bottom to rise to the top with intellect, heart, prayer with works, and the souls of our ancestors. Are African Americans Making the Right Choice at the Polls? There are unique differences between races and cultures that define us; foods, celebrations, accents, skin color, etc. Unfortunately political parties aren’t as diverse. Minorities want equality in many platforms such as Wall Street, the Academy Awards, schools, government positions, but not political parties. Minorities, specifically African Americans, have been voting for the Democratic Party for about 60 years. Inequality blares loudly today as it did during the 1960s, with equality groups such as the Black Lives Matter movement. These equality groups have the right intentions regarding policing, income equality, and civil rights but often blame politicians for these systemic problems. Baltimore experienced civil unrest last April from the death of Freddie Gray while in the custody of police officers. Baltimore’s population is largely black at 63 percent. Maryland is a predominantly democratic state outnumbering republicans 2 to 1. Baltimore hasn’t had a republican mayor in almost 50 years and the city council has been primarily democrat for an exceedingly long time. If African Americans are infuriated with politicians in

Baltimore, then they are somewhat accountable because the black vote determines who leads the city that has been deemed “the greatest city in America.” African Americans reaped the seeds they sowed in Baltimore. There are many things synonymous with being an African American, and being a democrat is one of those things. Voting republican can earn a black person names such as “Uncle Tom” or “house nigger.” Former president Bill Clinton won 84 percent of the black vote, even though his policing policies lead to a mass incarceration of black people. His administration jailed more blacks than any other presidency, including Ronald Reagan, probably the most hated president among black people, according to most black rappers anyway. Stephen A. Smith, a host and reporter for ESPN, received much criticism when he said that African Americans should vote republican at least once in their lives. To elaborate on what Mr. Smith was saying, he’s disseminating that republicans don’t try to attain black votes because they know they won’t receive them, according to voting history. Democrats won’t advertise for black votes because they know they already garnered them. In the 2008 democratic primary between Barack Obama

and Hillary Clinton they preached about reestablishing the middle class but not the lower class for the most part. Democrats may pretend to care about the black vote until they receive the black vote and then move on to other endeavors. In Malcolm X’s speech “The Ballot or the Bullet” he spoke about the same idea calling black people who vote democratic “chumps.” Malcolm described democrats as the fox, the ones who proclaim that they’ll liberate you but don’t once you elect them to office. He personified republicans as wolves, they’ll tell you to your face they don’t like you and show you through legislation. Malcolm explained he’d rather face a wolf than a fox, surmising that it’s better to be stabbed in the heart than the back. I’m not telling you to vote democratic or republican but I’m proposing that a government that represents its people should appeal to everyone and try to garner votes from all races. If every minority voted republican one year then republican candidates will make the effort to get minority votes once they believe they can garner minority votes. Changing the Culture of Shame Over Sexual Assaults on Black College Students By Shantella Y. Sherman Special to the AFRO ssherman@afro.com Reports of sexual assaults on American campuses occur at a rate of one in four. According to the National Institute of Justice, assaults of Black women on Historically Black Colleges and Universities’ (HBCUs) campuses remain under-reported, due, in large part, to a culture of silence and shame. Anonymous reports from multi-campus surveys, sampling thousands of college students nationwide, found that at HBCUs, 14 percent of rape survivors who were physically forced and 7 percent who were incapacitated said they did not believe the police would think the incident was “serious enough.” “Many Black colleges have received Justice Department funding under Title IX to expressly discuss sexual assault

and sexual violence with students, but sometimes, that’s just not enough,” Howard University graduate student Karlissa Mandrell told the AFRO following a sexual assault awareness rally on campus April 11. “We have to be proactive as students in confronting certain behaviors and stereotypes that promote rape culture. A girl, or boy for that matter, has a right to say ‘no’ at any time during intimate contact.” Mandrell’s concerns are backed by the study, “The Historically Black College and University Campus Sexual Assault Study,” which found nearly 20 percent of those physically forced and 15 percent of those incapacitated – Karlissa Mandrell said they did not report the crime because they did not want to get the person in trouble. “There is a fear that the victim will be ostracized for inciting the sexual violence perpetrated against them; that they believe the safety of their attacker is more important than their own,” Mandrell said. The Prince George’s African-American Museum & Cultural Center at North Brentwood in partnership with the Prince George’s County chapter of the AfroAmerican Historical and Genealogical Society, and the Prince George’s County Memorial Library System have presented a series of workshops that focus on Black ancestral lineage through Black historical and genealogical research.. “Finding Your Historical and Genealogical Roots” provided attendees with stepby-step “how to” lessons on tracing their descendants and provided participants with information from various genealogical websites to assist them with identifying sources, records, and other tools for organizing and managing research materials that can assist them in figuring out their ancestral heritage. Workshops are being held at Hyattsville, Greenbelt, South Bowie, and Largo-Kettering Libraries from January to June. Metro Stabbing By Jessica Gresko The Associated Press An 18-year-old man has been charged in the fatal stabbing of a 15-year-old boy in what marks the second homicide at the same Metro station in just over two weeks, police said April 12. Jovante Hall of northeast Washington was arrested and charged with second-degree murder while armed April 11 in the stabbing death of John Rufus Evans III earlier that day, according to court records. Assistant Chief Peter Newsham said Hall and Evans knew each other and were involved in an ongoing dispute. It appears they met by chance on April 11 and ended up in an altercation, Newsham said. According to a court document filed Apil 12, the two first saw each other aboard a train and had a physical fight in the station. A witness told police the pair had been “engaged in a verbal altercation stemming from social media

Edwards has a huge advantage in Baltimore City and her home, Prince George’s County. Van Hollen has represented the Montgomery County-based eighth congressional district of Maryland since 2003 and is the top Democrat on the House Budget Committee, “Van Hollen said he wants Blacks to prosper saying he is a “big advocate for expanding opportunities for minority businesses.” “In my district, I helped set up a Minority Procurement Center and it is doing well,” he said. “I want to make sure that whether the contracts are at the city, county, state, or federal level that minority businesses can compete.” Van Hollen said that he is an advocate for supporting HBCUs and has worked with the Congressional Black Caucus to see that President Obama’s free community college initiative doesn’t hurt those institutions. Criminal justice reform is on the mind of many Blacks and Van Hollen agrees that change in the system needs to take place. “I was for stopping mass incarceration before the conversation became popular,” he said. “While in the legislature, I pushed bills that banned racial profiling in traffic stops, and I believe that drug addiction should be treated as a health care matter and not a criminal justice issue. We should end filling jails.” Van Hollen said that he is an advocate for stopping gun violence but a super PAC supporting Edwards has recently attacked him on that point. The super PAC said in essence that Van Hollen has been beholden to the gun lobby on Capitol Hill while Edwards has famously fought the National Rifle Association.

Van Hollen disputed the super PAC commercial’s assertion and blasted Edwards for airing such a piece. “In Annapolis, I took on the NRA-and I won,” the representative said. “In Congress, I’ve put forward a plan to combat gun violence based on proven research from Johns Hopkins University. Any effort to distract from the need to tackle this critical issue in Baltimore and across the state is beneath Maryland voters.” Maryland State Sen. Joan Carter Conway (D-District 43) supports Van Hollen and is not happy about the ad that the Edwards’ camp has put out.

“I was for stopping mass incarceration before the conversation became popular.” – Van Hollen “The issue of gun violence is tearing Baltimore apart,” Conway said. “It’s shameful that groups supporting Congresswoman Edwards would veer so far from the facts on an issue that impacts so many Maryland families.” Conway is one of a several state legislators that are supporting Van Hollen. Nathaniel McFadden (D-District 45), Delores Kelley (D-District 10) and Joanne Benson (D-District 24) plus Prince George’s County Executive Rushern Baker III and Montgomery County Executive Ike Leggett are

also in the Van Hollen camp. “When Chris represented a portion of Prince George’s County [from 2003-2011], he was instrumental in providing critical federal funding to assist our communities, our economy, our safety, our infrastructure and our environment,” Baker said.” Edwards has gotten support from members of Maryland’s legislative body such as Maryland Sen. C. Anthony Muse (D-District 25), former Maryland Sen. Karen Montgomery (D-District 14) and Maryland Dels. Carolyn J.B. Howard (D-District 24), Michael Vaughn (D-District 24), Jay Walker (D-District 26), who is the chairman of the Prince George’s County House of Delegate delegation, as well as Baltimore’s Jill Carter (D-District 41), Antonio Hayes (D-District 40) and Cory McCray (D-District 45). While Van Hollen has gotten support from Prince George’s political figures, Edwards has done the same in Montgomery County. “Donna has a strong history of standing with Montgomery County families on economic fairness, environmental stewardship and strengthening retirement programs for our seniors,” former Montgomery County Executive Doug Duncan said. Edwards recently got the endorsement of former Lt. Gov. Anthony Brown and Maryland Del. Josaline PenaMelnyk (D-District 21), who are candidates for her Fourth Congressional District seat in the Democratic Party primary. “From her fierce advocacy on domestic violence issues to defending women’s rights, Donna has been a champion for Maryland women and their families,” Brown said in a statement.

Circulator Bus Report Raises Safety Concerns By Shantella Y. Sherman Special to the AFRO ssherman@afro.com New concerns have rocked D.C.’s Department of Transportation over the safety of its Circulator Bus fleet alongside an already troubled Metrorail subway system. According to a new report, 95 percent of D.C. Circulator buses have at least one major safety issue that would ordinarily sideline the vehicle. The Transit Resource Center, an independent transit consulting firm, found an “unacceptable” number of the most serious safety defects in the Circulator fleet, which included issues with safety equipment, engine compartments, driver controls, suspension or steering, brakes, and loose doors. The news comes after the recent shutdown of the D.C. Metro system, which suspended service on March 16. According to news reports, parts of the Metro may have to be shutdown for months at a time for needed maintenance. “The Circulator had been a dream ride from out of Anacostia and over to Eastern Market or to my job at Union Station, but doors would sometimes get stuck open or open without warning, and riders got to expect some delays due to doors,” Ward 8 resident Socorrey Gatewood told the AFRO. “It was still better than hopping from bus to train and walking, so I made allowances. Although the industry does not have universally accepted standards, this number of defects is considered excessive based on other maintenance evaluations,” the auditor revealed in their announcement. DDOT Director Leif A. Dormsjo said, in a statement, that it “is actively monitoring the performance of WMATA. The number of maintenance bays for Circulator buses has increased from two to three and the number of maintenance technicians has increased from four to six,” Dormsjo said. “These proactive measures were the result of pressure from WMATA as it fulfills its project management responsibilities per its agreement with DDOT.” The next maintenance audit is scheduled in May 2016.

National Walk for Epilepsy The Epilepsy Foundation will host its 10th annual National 5k Walk for Epilepsy near the Washington Monument on the National Mall April 16. The walk started in 2006 and has raised nearly $10 million to help provide services for people living with epilepsy, awareness for seizure recognition with first aid, and research toward better treatment options. Sunovion Pharmaceuticals will debut a special “Talk About It” tent for people to open up about their concerns and personal experiences around epilepsy. The tent will give participants a VIP Hollywood experience with cameras, a red carpet, paparazzi and special guests, including Rick Harrison (Reality TV personality), Jerry Kill (Former Head Coach of University of Minnesota Golden Gophers), Haely Jardas (Washington Redskins Cheerleaders), Dana Pirolli (Former Philadelphia Eagles Cheerleader) and Alan Faneca (NFL Hall of Fame Nominee). The walk will also include live performances, family activities, and an “Ask the Experts” Q&A to help everyone better understand epilepsy from top doctors and experts. Roy Jones Jr. Feels Right At Home In Baltimore By Mark F. Gray Special to The AFRO Minus the entourage befitting a nine-time world boxing champion Roy Jones Jr. visited the iconic Upton Boxing Club in West Baltimore to take an up close and personal look at his prized super welterweight prospect Malik “Ice Man” Hawkins. However, what the current HBO Boxing analyst found was a place that he was separated from by six degrees. “I am around my folks,” said Jones in an interview with the AFRO. “I love my people. I love people that have to fight their way back to the top. I like being around people that have to fight back through tragedy and adversity and rise back to the top again.” Visiting one of Baltimore’s most dangerous neighborhoods Jones traveled by himself. There was no overbearing security team and not one Baltimore City Police officer patrolled the gym despite being in shadows of last year’s riots. Instead of pushing people aside and backing off Jones made time for everyone. Hawkins is under the tutelage of his childhood idol while Jones relishes the notion of impacting the life of a rising contender. “I used to play all the time with Roy on [EA Sports] “Fight Night” [video game] and work that left hook,” said Hawkins. “He was always my guy every time I played. That was the only idol I had growing up. It’s a blessing to have him in my camp.” Despite his success in the ring Jones now hopes he can impact lives outside it as a mentor for the next generation. “That’s bigger than any championship I’ve ever won,” said Jones.

Let’s face it, eating healthy can be a challenge, especially for those of us living on a budget. However, there are ways to have a healthy diet without having to empty out your pockets. For me, a full-time college student and a part-time security guard, I have to budget between rent, car note, gas, car insurance, fun and of course savings. In 2013 I first moved to Maryland to attend Morgan State University. During my second semester I decided to become a vegan, meaning not only no meat but A vegan also no animal by-products like milk Caesar salad with a or cheese. The one thing to keep in mind as a vegetarian is making sure you eat enough protein. Protein is what keeps you from getting hungry an hour after you eat. Meat, including chicken and fish, is a protein. For vegetarians, proteins would include beans, tofu, cheese, milk, eggs, kale and broccoli

among other things. I believe that if you start off as a vegetarian your road to becoming vegan will be less hard or stressful because you aren’t going “cold-turkey” and having to adjust to no meat in your diet. Here are some different Vegetarian diets you can try before going complete Vegan: • Lacto-vegetarian, diets exclude meat, fish, poultry, and eggs, as well as foods that contain those things. Dairy products, such as milk, cheese, yogurt and butter, are included. • Ovo-vegetarian, diets exclude meat, poultry, seafood and dairy products, but allows eggs. • Lacto-ovo vegetarian, diets exclude meat, fish and poultry, but allow dairy products and eggs. • Pescatarian, diets exclude meat and poultry, dairy, and eggs, but allow fish. • Vegan, diets exclude meat, poultry, fish, eggs and dairy products – and foods that contain these products. Had I known about the different diets back in 2013 when I first considered becoming vegan I would have definitely considered being a vegetarian first. That’s why it’s important to do your research before changing your diet and understand what changes your body will go through. Gray died in police custody and Baltimore erupted in riots following his funeral. Six officers have been charged in his death and are awaiting trial. Wow. So much for, “(building) public trust in local government through greater transparency,” the narrative Baltimore Mayor Stephanie Rawlings-Blake was pushing when she introduced ethics legislation in March of 2015 (one month before the uprising jumped off). “It’s not unusual what they’re doing, but I think it’s wrong,” said Baltimore City Councilman and mayoral candidate Carl Stokes. Stokes is chairman of the council’s Taxation, Finance and Economic Development committee. He was often the lone dissenting voice throughout the process that ultimately provided $107 million in tax increment financing bonds for the Harbor Point development a few years back in 2013. When compared to the $535 million sought for

Truehart attends publicly held hearings and meetings where city business is being discussed as often as possible and has confronted Mayor Rawlings-Blake on a variety of proposals. The impetus behind her decision to move from active citizen to citizen-candidate came when she discovered that Young was running unopposed in the race for City Council President. “On February 3, I woke up and saw Jack Young was running unopposed,” Trueheart said. “I was sure someone was going to step up and run against him – but nobody did. An incumbent running unopposed seems undemocratic to me.” Truehart believes that she can raise issues that won’t get attention without her presence. “Since February 3rd, I’ve attended half-a-dozen citizen forums and he (Young) hasn’t attended any of them,” Trueheart said. “The people of the community deserve to hear from their elected officials. Not

showing up is simply unacceptable.” But Young countered that he is accessible to the citizens who propelled him to the City Council presidency in 2011, when he took over from Stephanie Rawlings-Blake, who went on to become mayor. “I am someone who cares about Baltimore and its citizens – especially for those who have no voice,” Young said. “I’ve been the advocate for new schools, for our youth, for transparency in government, and for the everyday needs of the people.” Young emphasized the practical changes he has championed as City Council President as evidence of support for underserved Baltimoreans. “I’ve fought for low and moderate income housing, for a payment plan for water bills and I was responsible for changing the parking ticket system,” Young said. “Parking tickets used to go on and on in Baltimore.” He said that the cap in parking fines is just one small effort that helps “every day” citizens where it matters most.

According to polls, Young is likely to win the April 26th primary election, and is eager to work with a new Mayor who seeks collaboration with the City Council. “My immediate priority is to get to work with a ‘we and us Mayor,’ said Young. “I can work with any Mayor – I just want someone who will work with the Council.” Young is determined to ensure that 3% of every tax dollar in the city’s general fund goes to The City’s Youth Fund, voted on by Baltimore City Council in January. Mayor StephanieRawlings Blake vetoed the Council’s action to create a youth fund shortly after its passage because she said she was concerned about tying up city funds, even for a purpose she called commendable. Whatever happens in the upcoming municipal primary, Trueheart will continue to work on improving life for Baltimoreans. “I’m going to work on providing greater opportunities for our city. I am here to serve the city and the residents that nobody else understands.”

So, I don’t understand the matter of proprietary information. When you’re asking the public to invest in your project, the public should be aware of

New Africa Community Builders Honors Community Service Hello everyone, I believe spring is almost here. I mean it is spring as far as the calendar is concerned, but I still have to wear my heavy coat and hat with a scarf around my neck. But none of this is stopping the concerts, award dinners, festivals and outdoor shopping at the open markets. Girlfriend! I did a book signing at the Black Memorabilia, Fine Art & Crafts Show last weekend at the Montgomery County Fairgrounds and I almost froze my butt off. Honey Child! I tell you no lie. It was an indoor event with hundreds of vendors from all over the country, but still it was cold as hell. It rain, snowed and the wind was blowing as if it was the middle of December. So this weekend let’s hope the weather will be nice so we can enjoy some of these events I’m going to tell you about.
