Washington D.C. is a step closer to its initiative to operate streetcars along the H Street corridor in Northeast. “We’re really doing well,� Reggie Sanders, director of communications for the District Department of Transportation said, July 21. “We’re at the point now where the cars have been serviced, for about a month, in preparation for bringing them back to H street.� According to Sanders, the streetcar project should begin before the end of 2014. He said five cars are being tested from July 22 to July 24, and the sixth, is being delivered from Portland, Ore.

James Brown (AP)—A judge has ordered South Carolina’s attorney general to turn over documents to a freelance journalist investigating the court fight over the estate of soul singer James Brown. Sue Summer wants to see the records, which include the diary of the woman who said she was Brown’s wife when he died in 2006, an appraisal of Brown’s assets, and documents about how much trustees and attorneys are being paid from Brown’s estate. She requested them under the state’s Freedom of Information Act. Earlier this month, Circuit Judge Eugene Griffith Jr. ruled against Attorney General Alan Wilson, who said he shouldn’t be forced to release the records because they are part of different lawsuits over Brown’s estate. In his ruling, Griffith said Wilson’s position is “inconsistent with both the letter and spirit” of the state’s open records act, which only allows public records to be kept secret in very specific circumstances. State prosecutors have asked Griffith to reconsider his ruling. The diary is already under a court order not to be released, and other documents the judge ruled should be made public have also been put off limits, Wilson said in court filings. The judge’s order gives Wilson until early next week to turn the records over. He can argue some of them should be kept private under the law, but he will have to show them to

Summer’s lawyer and the judge for a hearing. Wilson said the process for his office to submit documents it thinks are confidential also doesn’t follow open records law. In the reconsideration request, Wilson also asks the judge to delay the release of any documents for at least 30 days. Summer said she was pleased with the order. She said part of the reason she keeps pursuing the story is she wants to make sure Brown’s dying wish to pay for scholarships for poor children in Aiken County and Augusta, Georgia, is done.

CHICAGO (AP) — The mother of an 11-year-old girl who was killed by a stray bullet fired into her friend’s home during a slumber party didn’t Courtesy Photo allow the girl or her Shamiya Adams twin brother to play outside because she was so afraid of Chicago’s street violence, the girl’s great-grandmother said. Lourene Miller said that if her great-granddaughter, Shamiya Adams, was going to hang out with friends, she had to remain indoors. “My granddaughter (the girl’s mother, Shaneetha Goodloe) would cry every time she’d see a child killed on the news (and) Shamiya was never just out.” A police spokeswoman, Janel Sedevic, said Sunday afternoon that nobody has been arrested in Friday’s shooting. He declined to say if there were any suspects. Investigators believe the person who fired the fatal shot was apparently aiming at a rival in a gang dispute, but missed. The bullet went through an open window of the house, pierced a wall and struck Shamiya in the back of the head. Shamiya was one of four people killed by guns in Chicago since Friday night, according to the Chicago Sun-Times. Thirty-two others were wounded. Miller said her family did all it could to protect the little girl, yet must now make plans to bury her.

Lawyers’ Committee Applauds U.S. Sentencing Commission’s Unanimous Vote to Retroactively Reduce Drug Trafficking Sentences The Lawyers’ Committee for Civil Rights Under Law (Lawyers’ Committee) issued the statement below following Friday’s U.S. Sentencing Commission Vote: The Lawyers’ Committee for Civil Rights Under Law (Lawyers’ Committee) commends the July 18th unanimous vote by the U.S. Sentencing Commission (USSC or Commission) to apply a reduction in the sentencing guideline levels applicable to most federal drug trafficking offenders retroactively. “This amendment to the Drug Quantity Table, which will affect over 46,000 eligible drug offenders, is a huge victory and is critical in not only saving federal dollars, but also an important step in addressing racial disparities in the criminal justice system,” said Jon Greenbaum, chief counsel and senior deputy director of the Lawyers’ Committee. most states have been unable or unwilling to set up their own exchanges. The inaction stems in many instances from opposition by Republican governors to the Affordable Care Act. The small business owners filing the lawsuit say the tax credits enacted by Congress were intended to encourage states to set up their own health benefit exchanges and that the penalty for not doing so was withdrawal of tax credits for lower-income residents. Supporters of the act say the purpose of the tax credit was not to promote

the establishment of state exchanges, but rather to achieve Congress’s fundamental purpose of making insurance affordable for all Americans. The case revolves around four words in the Affordable Care Act, which says the tax credits are available to people who enroll through an exchange “established by the state.” The challengers to the law say a literal reading of that language invalidates the IRS subsidy to people in the federal exchanges. The opponents say that people who would otherwise qualify for the tax credits should be denied that benefit if they buy insurance on a federally facilitated exchange. The Obama administration and congressional and state legislative supporters of the Affordable Care Act say the

challengers are failing to consider the words of the statute in its entirety. The judges on the Washington case were Thomas Griffith, an appointee of President George W. Bush; A. Raymond Randolph, an appointee of Bush’s father; and Harry Edwards, an appointee of President Jimmy Carter, who dissented. A lower court had ruled that the law’s text, structure, purpose, and legislative history make “clear that Congress intended to make premium tax credits available on both state-run and federally-facilitated Exchanges.” But the appeals court concluded the opposite — that the letter of the law

on a key financing issue within hours of each other July 22. A divided court panel in Washington called into question the subsidies that help millions of low- and middle-income people pay their premiums, saying financial aid can be paid only in states that have set up their own insurance markets, or exchanges. About 100 miles to the south in Richmond, Virginia, another appeals court panel unanimously came to the opposite conclusion, ruling that the Internal Revenue Service correctly interpreted the will of Congress when it issued regulations allowing consumers in all 50 states to purchase subsidized coverage. The White House immediately declared that policyholders will keep getting financial aid as the administration sorts out the legal implications. Spokesman Josh Earnest said the adverse decision in Washington would have “no practical impact” on tax credits as the case works its way through the courts. Both cases are part of a long-running political and legal campaign to overturn Obama’s signature domestic legislation by Republicans and other opponents of the law. In the Washington case, a group of small business owners argued that the law authorizes subsidies only for people who buy insurance through markets established by the states — not by the federal government. That’s no mere legal distinction, since the federal government is running the markets, or exchanges, in 36 states. A divided court agreed with that objection, in a 2-1 decision that could mean premium increases for more than half the 8 million Americans who

Prince George’s County Council Approves MGM Project Residents Cautiously Hopeful of Proposed Economic Benefits By Shantella Y. Sherman Special to the AFRO The Prince George’s County’s Council approved plans July 21 to complete a $925 million MGM Resorts International, National Harbor project that includes a casino, hotel, and several restaurants. County Executive Rushern Baker, said the deal will leave a “transformative impact” on residents, businesses, and communities. In the agreement, which establishes an employment target of 40 and 50 percent among county residents and veterans, and best effort and aspirational goals of 20 to 30 percent CountyBased Minority Businesses (CMBE) contracting, law makers and residents are optimistic the plan would bring economic stability to the county. The casino will house 3,600 slot machines, 140 table games, and a 300-room hotel, and could open as early as July 2016. Roland Jones, acting director of the Office of Central Services, the primary county agency responsible for increasing job opportunities for residents, remains confident about the long-range goals of the MGM agreement. “We believe that MGM has set reasonable but aggressive targets for employment and contracting, which – combined with their job training and business development programs – will be a game-changer for our county,” Jones said. In addition to local hiring and contracting goals, the agreement sets up sustained philanthropic commitments. Before the opening of the facility, MGM has agreed to donate $1 million to local organizations that provide workforce training and to non-profits that benefit the county. After the opening, MGM would reportedly donate $400,000 each year, a funding commitment which does not expire. The

Community Benefits Agreement also contains provisions for educational opportunities, youth internships, a high school culinary program, and contractor scale-up and mentoring programs. An 8-1 vote by the council signaled the potential for increased business for Keion Drake, a Seat Pleasant, Md. electrician, who said the project would stabilize an increasingly undertrained workforce. Though the unemployment rate has decreased steadily in the last four years, averaging 6.0 for the first six months of 2014, concerns remain over a steady influx

of new residents. “The destruction of low-income and affordable housing in D.C. has pushed a lot of unskilled and unemployed people across the District line into the county, compounding our economic issues. The benefit with this agreement is that Rushern Baker added training and community-building to the plan,” Drake, 31, said. Trained through an apprenticeship program in 2003, Drake said that instead of fearing the competition, the training

would strengthen the infrastructure of the county as a whole, by creating a viable and skilled pool of citizens. “We need the industry and this will help get a lot of people back to work, including our seniors. The benefits will outweigh the drawbacks, which ultimately spell success for the county,” Drake said. Others like Deborah Pulliam, of Temple Hills, Md., believe that while jobs are needed, the casino would invite a criminal element and promote gambling among those least capable of handling the risk of financial loss. “The county definitely needs employment-generating industries and economically, MGM may bring jobs into the area, but they have the potential to also foster vice. We do not want Prince Georges County to become another Atlantic City, where crime and violence overshadow the original illusion of financial prosperity,” Pulliam said. Pulliam said that as a Christian mother of three, she was splintered in her desire to vote for an economic upturn for the county through the promotion of gambling when the casino issue was introduced on the 2012 Maryland ballot. Ultimately, her religious convictions won out and she voted against it. “The belief is that there is money to be made in the development of the casino and then ‘fun’ to be had by visitors to the casino. The reality is that people who have very little will gamble what they do have on a ‘pie in the sky’ hope of winning big rather than paying bills. I fear senior citizens and those already economically disenfranchised will be most harmed,” Pulliam said. Whether the county can mimic the successes of Las Vegas – fostering economic development, job growth, and a low tax burden for residents with the MGM plan – remains to be seen; only time will tell. For now, the impending economic recovery is enough to keep many contractors and residents hopeful.

Oliver added, “We have been chronicling the African-American community of this country for 122 years. We have the record of what’s been on our [African American] mind, what we like, what we didn’t like, the campaigns we fought together, and the campaigns we fought against each other. “Today’s [AFRO] front page is tomorrow’s Black history.” Case in point is Freedom Summer, the African-American voter equality campaign launched in June 1964 and waged in Mississippi, which had historically blocked Blacks from the ballot box. Marshburn said the AFRO’s coverage of this historic Black event was enriched by its previous coverage of such stories as the founding and progress of Mound Bayou, an all-Black, selfsegregated enclave in the Yazoo Delta in Northwest Mississippi. The example of self-determination, Black pride, economic advancement, and social justice set by that town played into Freedom Summer’s goal of political empowerment. As this year marks the 50th anniversary of that voter education and registration initiative, the AFRO, during its gala, will pay tribute to the patriots of this movement including some of the AFRO’s own reporters and photographers. The newspaper will also honor a particular group of people who played an integral role in establishing its legacy – AFRO paperboys and papergirls. “They were all part of the personality people associated with the AFRO,” Oliver said. When the paper’s new editions returned from the printers, the paperboys’ and papergirls’ would hit the streets, shouting

“Ay de AFRO!” to potential buyers. “They were the town criers announcing, ‘Here’s your news,” Oliver, a former paperboy, added. At one time being an AFRO paperboy or papergirl was almost a rite of passage for many young Black people in Baltimore, Washington, D.C., and the other cities where the paper operated. The experience “laid the foundation for who they became as men and women,” Marshburn said, referring to former paperboys like former NAACP President Kweisi Mfume and former Maryland Chief Judge Robert Bell. Maryland Congressman Elijah Cummings agreed. At age 9, he started running a 20-household AFRO paper route in an attempt to make money. By age 14, after he inherited a 150-strong route, he hired assistants, giving him an early taste of entrepreneurship. On Aug. 13, 1892, John Henry Murphy Sr., a former slave who gained freedom following the passage of the Emancipation Proclamation of 1863, built the AFRO when he combined his church publication, The Sunday School Helper with two other church publications, The Ledger and The Afro-American. By 1922, the newspaper had evolved from a one-page weekly church publication into the most widely circulated Black paper along the coastal Atlantic. And today, it continues to serve its readers, both local, national, and international, through its ever-expanding use of technology. Throughout its evolution, the AFRO remained true to its call as a crusader for racial equality and economic opportunity for African Americans and a faithful record of Black history and legacy. The publication’s leaders were always involved in civic and community groups to keep their finger on the pulse of the community, both local and national, and the AFRO served as key resource for many civil rights and other Black leaders. “When these individuals wanted to get the word out to the community [about an event or cause] they came to the AFRO,” Marshburn said. “We reached the community wherever they were.”

kind of stuff and understand what God has to say about these things.” Although, preaching HIV and AIDS awareness is not a new concept, the NAACP believes that the day will unite faith leaders nationwide and build a movement that will inspire Black communities to take action, according to the Black Church and HIV Social Imperative website. “If we don’t take action to do something, the epidemic will continue to disproportionately affect our families – brothers, sisters and the community at large,” the Rev. Keron Sadler, NAACP national HIV manager, said. However, Rev. Sadler says the disease is such an epidemic amongst African Americans because of a systemic problem, not their own behaviors. “HIV disparities have more to do with the systemic realities of health care in society than it does with individual or group behavior,” she said, referencing poverty and the lack of access to health care in the Black community. “We’ve got to address institutional issues before we can begin to address behavior issues.” She said the Affordable Health Care Act was one government strategy aimed at reducing racial and ethnic disparities, providing a clear road for annual testing and access to healthcare. H Street Main Street, in conjunction with H Street Corridor businesses, will host “Streetcar Stroll and Roll” events on July 26 and August 23 from 3 p.m. – 7 p.m. to promote the upcoming launch of the District’s first streetcar line and highlight the development of the H Street NE Corridor and it’s vibrant businesses. A number of streetcar style decorated pedicabs will provide the public with free rides along the H Street Corridor from the Union Station to Maryland Ave. NE—the route of the upcoming H/Benning DC Streetcar line. D.C. Youth Poetry Team Wins 2014 Brave New Voices Poetry Slam

The teens of Split This Rock’s D.C. Youth Slam Team (DCYST) are the 2014 Brave New Voices International Youth Poetry Slam Festival champions. Gathering over 500 youth poets ages 13-19, the 2014 Brave New Voices (BNV) festival was held in Philadelphia, Pa. from July 16 to 19. Youth attendees participated in poetry writing and performance workshops, The D.C. Youth Poetry Team town hall discussions, open mics, service learning and a series of poetry slam bouts. In each slam bout, team members recited 4-5 rounds of original poems individually or as a group that were then scored by a panel of judges. The scores from the bouts then determined which four teams of more than 50 would compete at the Grand Slam Finals on July 19. The DCYST advanced to the Grand Slam after winning first place in all of its preceding bouts. This year’s Grand Slam also included Los Angeles, California; Cape Town, South Africa; and Denver, Colorado, the two time reigning champion. In 2013, the DCYST placed 2nd at Brave New Voices. One of the team’s performances at last year’s Grand Slam has now been viewed over 1.5 million times on Youtube. Currently comprised of 12 members, the DCYST was represented at BNV this year by Morgan Butler (17), a 2014 graduate of Woodrow Wilson Senior High School (D.C.); Malachi

March on Washington Film Festival Stops in D.C.

The March on Washington Film Festival has announced that it will visit the District as part of its three-city tour. From July 21 through July 29, the festival will host free screenings across the city of documentaries and scripted films that focus on under-told stories of the sacrifices and triumphs of the 1960s Civil Rights Era. Each screening will each be followed by a panel discussion, talk, or musical performance. Festival highlights include a special preview of Freedom Summer, and screenings of Crisis: Behind a Presidential Commitment, Sam Cooke: Legend, and Nothing But a Man. Post-film panel discussions will provide opportunities to engage with local thought leaders and change-makers to ideate a platform for the future of civil rights. Just as music and art played a crucial role in inspiring and advancing the civil rights movement, the festival will include live musical performances. The film festival originated in the summer of 2013 to commemorate the 50th anniversary of the March on Washington for Jobs and Freedom, and to encourage a new generation of civil rights activists. Over 1,000 people attended ten free screenings during the inaugural Washington, D.C. event. The interest generated by the festival led its organizers to expand to Atlanta and New York City for 2014. This years selected films focus on the events of 1964 and the theme “Change is Gonna Come,” from Sam Cooke’s hit of that summer. Additional details will be announced soon. Why Conservatives Don’t Trust the Media – One Victim’s Story July 7th was the first time I attended a protest, and I was shocked by what I saw. I am a conservative married to a Mexican woman, and have children of half-Mexican descent. I know the value of speaking Spanish. My wife and I made it a priority for our children to learn the language. Additionally, my wife teaches traditional Mexican folk dancing, which allows her to share the rich culture of Mexico that she has so much pride in. After 20 years of marriage, I have also developed a great respect for the culture, its history, and its people. It would be an understatement to say that the current events happening in the nearby town of Murrieta created mixed emotions for me. After watching media coverage of the protest, I decided to go to the Border Patrol station to get a firsthand view of what was really happening. So when I attended the protest last Monday, I did so as someone with sympathies for both sides. I was prepared for the heated passions these issues often raise in people; but I was not prepared for how the media is portraying the issue. Right away I noticed a trend in the people the various media outlets were choosing to interview. There was a focus on two types of people: those with interesting and provocative signs and shirts, and those who fit a certain profile. I noticed they chose signs and shirts that could be misinterpreted depending on the context of their presentation to the viewing public. Also it became clear they were picking people who fit the narrative that they wanted to put forth, which was that the protesters were mainly Tea Partiers who are nothing more than anti-Obama racist xenophobes. In a word, they were “profiling” the protesters. My observations were confirmed while watching a reporter and camera team from a local Spanish-speaking station. I watched as the reporter interviewed the small contingent of counter protesters there in support of the illegal immigrants. I noticed she picked people who were nicely dressed and created a favorable impression. When she moved over to those protesting the dumping of illegal immigrants into their neighborhoods, she focused on individuals whose signs, shirts, speech, and actions could, if presented out of context, be seen as being nothing more than anti-Obama, racist, and xenophobic. The reporter became very interested when a woman claiming to be a resident of Murrieta ventured into the mass of protesters. I discovered later that she was Immigrant Rights Activist Mary Estrada. She asked the protesters why they have hatred towards and lack of compassion for the children on the buses. Some protesters let their passions get the best of them as they responded angrily to her, and the reporter was more than happy to record the exchange. After approximately 20 minutes of sometimes tense debate, news came that the buses were not coming to the Murrieta Border Patrol station. People started drifting back to their cars as the police were taking down the barriers that separated the two sides. I then noticed the reporter talking to the woman.

As I got closer, I could hear the woman telling the reporter that she could not understand how such racism and hatred could come to her town of Murrieta. I approached the woman, in front of the reporter, and addressed the accusations of racism and hatred. I explained my family connections to Mexico and the Hispanic culture and that I have a degree in international business with Latin America as my region of study. I continued saying I love the people of Latin America and have a deep respect for the culture. I explained that for me this issue is not about the people being from Latin America. It is about is the rule of law. This means that the law of the land – which in the United States is the Constitution – is supreme, and that no man has the authority to override it. There are only two countries in the Americas where the rule of law has traditionally governed. These two countries are the United States and Canada, the two most prosperous and freest nations in all of the Americas. The dozen or so countries that make up the rest of the Americas are governed by the rule of man. This means that leaders have little or no restrictions on their power and are able to make laws that suit their own needs. I finished by telling her if she wants to see the difference between the rule of man and the rule of law, all she has to do is go to the Mexican border. Looking south she would see the poverty and lack of opportunity that the rule of man produces. Looking north, she would see the freedom and prosperity that the rule of law produces. I do not want my children or grandchildren to live in the society that the rule of man produces. That is why I am here, and it has nothing to do with racism or hatred. The reporter quietly listened to this discussion but had dropped her microphone and sent her cameraman away. When I finished she thanked me for my time and quickly walked away to interview someone from the pro-immigrant side of the street. I found it very interesting that I, a gringo who can speak Spanish, is married to a Mexican, and whose kids only spoke Spanish until they went to

kindergarten, was not interesting enough to interview. I could have done the whole interview in Spanish; no translation required. But this reporter did not want to have anything to do with me. I now realize I didn’t fit the narrative they wanted to tell. I could not be presented as an uneducated, white racist protesting the arrival of these children for no reason other than their Latin American origins. I kick myself for being so naïve. Over the years, I have watched my share of Spanish-language TV and I have seen that they are further left than even the English-language mainstream media is. The woman from Murrieta, the immigrant rights activist, admitted she was unaware of everything I told her and she thanked me for my time. As we were preparing to part we cordially shook hands. Another protester who stayed for the conversation pointed out to the woman that even though I had a compelling story, the reporter made no attempt to do an interview with me. “This,” the protester said, “is why conservatives don’t trust the media.” John L. Secretary Kerry Holds the Key to End Racial Discrimination at the World Bank

The World Bank has no equivalent in the United States Frank E. Watkins as far as institutionalized discrimination goes. To hear firsthand the harrowing discrimination that Black employees endure in the World Bank is to be transported back in time to the 1950s. At the heart of the systemic racism resides the World Bank’s immunity from virtually all paths of US law except the purse strings of Congress. This has confined victims of racial discrimination to the institution’s handmaiden Jim Crow Tribunal that has consistently denied them the security of justice. Blacks at the World Bank were pleased when President Obama nominated Dr. Jim Yong Kim as the first minority president of the World Bank, hoping he would end the systemic discrimination that has been an endemic part of the institution’s culture. Instead the Korean American, who often talks about “the racial indignation he suffered growing up in Iowa”, has proved to be a guardian of the World Bank’s racial status quo rather than the agent of change many Blacks had hoped he would be. In internal World Bank meetings the president openly admits that “the existence of prevalent racial discrimination [against people of African origin] is no secret to anyone.” Nonetheless, he refuses to establish an external commission to investigate why the Tribunal has failed to see in four decades what he saw in two years, that discrimination against Blacks is prevalent and no secret. In January 2014 President Obama signed into law the Consolidated Appropriations Act, requiring the World Bank to grant its staff access to external arbitration or face a 15 percent reduction in US financial aid. The 2014 Appropriations Act is the third such law. In a clear violation of three U.S. laws President Kim rejected several outstanding requests for external arbitration, denying victims of racial discrimination a credible road to justice. The onus to bring the World Bank into compliance with the 2014 Act is on U.S. Secretary of State John Kerry who is mandated to report to the Congressional

Appropriations Committees about the Bank’s lack of compliance with the Act, which would trigger a 15 percent reduction in US financial aid to this world financial institution. As Justice for Blacks (a group of current and former World Bank staff) noted, “Institutional Racism in the World Bank is the big elephant in the room whose existence is acknowledged, but whose assault is not addressed.” The Bank’s own official reports admitted that some mangers considered Blacks as “inferior” and “ghetto” and suggested that they should be segregated in the Bank’s Africa Region vice presidential unit (VPU). A 2003 World Bank report found that “Blacks are told they can only work in the Africa region because they can be more competitive there and [some nationals] do not want to work with Blacks.” In 2011, Blacks accounted for 45.2 percent of the professional staff in the Africa Region VPU. In contrast, they represented 2.1 percent and 2.4 percent respectively of the East Asia Region and Development Economics VPUs. The Bank admits that even the meager 2.1 and 2.4 figures are misleading because they include Africans of Asian and European ancestry as “proxies for Blacks.” When this ploy was exposed the World Bank discontinued the practice in 2014, but started counting Blacks in sub-professional stream outside of the Africa Region VPU as part of its professional cohort. Such open statistical shenanigans are used as a public relations ploy to cloud the segregation of Black professionals in the Africa region. Segregation is not the only injustice Blacks are subjected to. Several World Bank reports have documented that Blacks in general received “less favorable treatment than is the norm in the Bank, including recruitment at one level lower than comparability qualified [non-Black] staff; significantly lower average salary level; and more restrictive and lower profile assignments.” This means Blacks are discriminated even in the Africa Region VPU in terms of recruitment, pay and promotion. How is this possible in the 21st century? The Administrative Tribunal considers such systemic racism in the World Bank a

Straight-Up Talk About Testosterone It’s almost impossible to turn on the TV or open a newspaper (or website) without hearing about testosterone deficiency in men. We’re barraged with information that ranges from scientifically correct concerns about a very real medical condition, to completely unsubstantiated claims about “miracle” supplements that promise to do everything from improving a man’s mood and sex drive to giving him a body that would rival that of his favorite action hero. On the other hand, clinicians (and, in some cases, the FDA) are concerned about overuse of testosterone treatments, the effects of testosterone supplements on men and boys who don’t have a testosterone problem, and the overall value and safety of these treatments. Men and boys are wise to be concerned about their testosterone levels, and health policy makers are right to be concerned about inappropriate uses and practices. But with all the contradictory – and sometimes alarmist – information out there, many men and boys are scared away or feel uncomfortable about getting the help they need. Testosterone is a naturally produced essential hormone found in both males and females but at differing levels. As we all know, testosterone plays a very important role in healthy sexuality and can influence sexual desire and performance for both men and women. But what many people don’t know is that testosterone’s importance goes far beyond the bedroom; it’s also involved in regulating mood, energy level, muscle mass and strength, bone density, fat distribution, red blood cell production, and in maintaining intellectual and

cognitive levels for both male and females. As with other naturally produced hormones such as insulin and adrenalin, a certain base level of testosterone is essential to keep the body and mind healthy. Exactly what that level is depends on a number of factors, including age, overall health and wellness, and other medical conditions or treatments. But, bottom line, every boy and man requires a healthy level of this essential hormone. When testosterone levels are too low (just the same way as when insulin levels are too low), they can produce very real symptoms in men and boys of any age. These include depression, constantly feeling tired even after rest and sleep, loss of strength and muscle tone (or in the case of younger males, inability to develop age-normal muscle structures), being unable to lose excess body fat – especially around the belly – even with a proper diet and exercise, forgetfulness, trouble concentrating, loss of body hair, inappropriate breast development, and yes, decreased sex drive and erectile dysfunction. These symptoms are not imaginary and they can often indicate the presence of serious medical problems. The most important thing a boy or man who suspects he may have abnormally low testosterone levels can do is to get tested by a professional. No website, news report, television or internet ad, or recommendation from a friend can replace an actual blood test and a hands-on check-up by a healthcare practitioner who is knowledgeable about overall male health and who puts the best interests of the patient at the core of any treatment program. The goal of any rational, healthy, and appropriate hormone replacement therapy is to restore key body functions to normal and to keep hormone levels in the appropriate range. legitimate business practice. There is no racial injustice, no matter how blatant, that the Tribunal would not justify with business reasons. Since its establishment decades ago, it has summarily dismissed all racial discrimination claims it has reviewed despite the innumerable internal reports where the Bank has confessed that racial discrimination runs rampant within its walls. In 2010, after extensively reviewing the Tribunal’s summary dismissal of a particular racial discrimination case, the executive committee of the Staff Association concluded that, “several aspects of the Bank’s justice system are broken.” Having reviewed the same case, the U.S. Treasury and the U.S. executive director to the World Bank stated “We remain interested in seeking to assure that the World Bank provides a fair conflict resolution system for its employees, and are continuing to explore the possibility of pressing it to look harder at external arbitration . . .” The 2014 Act stipulated, without ambiguity, that the U.S. “will” withhold 15 percent of its financial support to the World Bank as leverage to press it to grant its staff access to external arbitration. The World Bank is also unambiguous about its intention not to comply with any U.S. laws in clear violation of the 2014 Act. The passage of the 2014 Consolidated Appropriations Act has shifted the onus of restoring the human dignity and rights of African Americans, and other people of color in the World Bank, from the World Bank to the U.S. government. Mr. Kerry, who is mandated to enforce the 2014 Act, has a moral and legal obligation to discharge his duty. Failure to enforce the law to the fullest extent would be tantamount to condemning American citizens of African origin to suffer racial indignation in their birth land often by foreigners who come to the U.S. to work for the World Bank that is benefiting from U.S. financial aid to the tune of billions of dollars. The ideal provider will: • Document in an age- and health-status-adjusted way whether testosterone levels are below the normal range for the patient; • Do valid diagnostics to identify why these levels are below the norm; • Create a multi-component treatment strategy to treat the underlying cause and safely and gently restore testosterone to the optimal level for the patient; • Provide medically appropriate strategies to address long-term hormonal wellness; • Use a comprehensive approach to male wellness across the life span. medical degree from Howard University College of medicine, where she also completed her internship and residency in internal medicine. Dr. Winston E. Thompson was named chairperson of MSM’s department of physiology. In his role, according to the press release, he will be the spokesperson for the department faculty, staff, and students. Thompson received his bachelor’s degree in biology from Lafayette College in Pennsylvania and a Ph.D. in cell and developmental biology from Rutgers University. Dr. Yasmin Tyler-Hill will serve as chairperson of the department of pediatrics. Tyler-Hill is responsible for advocating MSM’s mission to increase the number of primary pediatricians in Georgia through expansion of the community residency program. She is also charged with collaborating and seeking partners to build the department of developmental and behavioral pediatrics and enhance programs in community and general pediatrics, adolescent medicine, and the care and transition of care of children with hemoglobinopathies. Tyler-Hill graduated from Princeton University with a degree in biology. She went on to receive her medical degree from the Medical University of South Carolina and completed her internship and residency at Boston City Hospital, now Boston University Medical Center. She joined MSM faculty as the assistant professor of clinical pediatrics in 2001 and later stepped into the associate professor position in 2009.

The Centennial Celebration of the Phi Beta Sigma (PBS) Fraternity and the 2014 Grand Boule’ of Zeta Phi Beta (ZPB) Sorority were both held Jul 16 – 20 in Washington D.C. at the Marriott Wardman Park and the Washington Hilton Hotels respectively. Through the use of on-site reporters and photographers, Twitter, Facebook, and Instagram, the AFRO was able to provide live, up-to the minute news and images of the convention to the registrants and members unable to attend. He’s a true triple threat -- having already mastered acting and songwriting, he’s now positioning himself to take over the music world with a velvety voice. Before he made his way to Tinseltown, the Kentucky native set his sights on music, and attended the University of Georgia. Upon coming to Los Angeles, Keith had a chance meeting with a talent manager who jumpstarted his acting career. Since then, he’s thrived, landing an incredible 50+ projects in television and film while continuing to pursue his musical career-- often placing songs in the acting projects he stars in. Keith may be best known for his critically-acclaimed performance as “C.C. White” in the Academy Award-winning feature film, Dreamgirls. His big solo in the musical Patience, which he also performed live at the Academy Awards, earned an Oscar nomination in the Best Song category. After Dreamgirls, he released his debut album, Utopia. On the acting side, he subsequently starred in This Christmas, Dear John, 35 and Ticking, and Hopelessly in June. Here, Keith talks about his new film, the James Brown biopic Get on Up, where he co-stars opposite Chadwick Boseman, Viola Davis, Octavia Spencer, Jill Scott and Dan Aykroyd.

KR: Not at all. I was just a good athlete and I had been in a few fights.

KW: How would you describe your character, Baby Roy? KR: Baby Roy is the young exuberant one who just really loves to perform and be on stage as much as possible. He’s what I like to think as the artist who still has those stars in his eyes and believes it’s all about the music and hasn’t been tainted yet. [LOL]

KW: You were signed by Motown while you were still a student at the University of Georgia. What prompted your move from music to acting? KR: I never really made a “move” from Keith Robinson one to the other. Acting came second once I KW: What message do you think people moved to Hollywood on a chance audition will take away from the film? for the “Power Rangers.” I’ve been doing both ever since. KR: That James Brown is the epitome of perseverance. You KW: Is there any question no one ever asks you, that you can never underestimate the magnetic power of self belief. wish someone would? KR: Hmmm... I think I’ve heard them all at this point. [Laughs] KW: Are you a James Brown fan? What’s your favorite song of his? KW: The Harriet PakulaTeweles question: With so many classic films being redone, is there a remake you’d like to star in? KR: Uptown Saturday Night.

KW: What interested you in ‘Get on Up?’ KR: As a musician, I was heavily influenced by James Brown’s music. KW: What was it like working with Tate Taylor and such a star-studded cast? KR: Tate is a really cool director because he has a clear vision of what he wants but still gives his actors freedom to collaborate in the process. That’s rare. Working with a cast where everyone is really talented puts you at ease, actually.

KW: What advice do you have for anyone who wants to follow in your footsteps? KR: Consistency, discipline, and self-belief.

Grisly Sequel Chronicles Another Struggle to Survive Annual One-Day War of Attrition By Kam Williams Special to the AFRO

Dateline: America, 2023. It’s now nine years since the country voted the New Founders of America into power. High on that elitist political party’s agenda was designating March 21st as the Purge, a day on which all law is suspended, meaning anything goes, rape, robbery, even murder. Most citizens opt to stay inside for the duration of the annual ordeal, battening down the hatches with a Bible or a weapon in hand, since they can’t call upon the cops to come to their assistance in the event of an emergency. Yet, many turn vigilante to rid the streets of the dregs of humanity, others seize on the opportunity to even the score with someone they have a grievance against. A couple of hours before the “fun” starts, we find Eva (Carmen Ejogo) rushing home from her job at a diner to be with her teen daughter, Cali (Zoe Soul). In the process, the attractive waitress ignores the crude passes of both a co-worker (Nicholas Gonzalez) and her apartment building’s custodian (Noel Gugliemi). Elsewhere, Liz (Kiele Sanchez) and Shane (Zach Gilford) are driving to his sister’s while debating about whether to inform her that their marriage is on the rocks. But the two soon land in desperate straits when their car conks out on the highway only minutes before the siren sounds signaling the beginning of the Purge. That moment can’t come soon enough for revenge-minded Leo Barnes (Frank Grillo) who’s itching to get even with the drunk driver (Brandon Keener) that not only killed his son, but got off scot-free on a legal technicality. However, soon after the Purge starts, the police sergeant

reflexively comes to the assistance of Eva, Cali, Liz and Shane, all of whom are on the run from a bloodthirsty death squad. So, he puts his plan on the backburner temporarily to protect the frightened foursome. That endeavor proves easier said than done in The Purge: Anarchy, a stereotypical horror sequel in that it ups the ante in terms of violence, body count, pyrotechnics and gratuitous gore. Unfortunately, the film pales in comparison to the original, which was a thoughtprovoking thriller raising questions about poverty and privilege. This relatively-simplistic installment pays lip service to that intriguing theme in almost insulting fashion, envisioning instead a nihilistic U.S. which has merely degenerated into a decadent dystopia where blood-thirsty rich snobs relish slaying the poor purely for sport. It is, thus, no surprise to witness the rise of an African-American guerilla leader (Michael K. Williams) who’s exhorting the masses to revolt by indicting the Purge as racist. Tools Cultivate the Promised Land: Working Wisdom from My Grandparents’ Garden Author: Deborah L. Parker Release Date: November 19, 2013 Deborah L. Parker operates from a platform of leadership, inspiration and action. She is an army veteran, motivational speaker, cancer survivor, business owner and author who believes in using the wit and gifts God gave her to help others professionally and personally. She grew up in Virginia, the Deborah L. Parker eldest child of a single but very determined teen mother in the home of her wise maternal grandparents. These situations impacted her love of learning, history and culture tremendously. With a bachelor’s in sociology and a master’s in human resource development, Parker blends them with military and corporate experience to manage her own company, the DPJ Training Group, where she specializes in seminars on careers, management, diversity and communications. She has also written for the AFRO on the same topics. In the community, she is a member of the Delta Sigma Theta Sorority and Mount Pleasant Baptist Church in Herndon, Va. What was the impetus for writing this book? I was inspired by Dr. Martin Luther King’s last words, “We as a people will get to the Promised Land.” Growing up in the pre-civil rights era, my appreciation for his and other valiant workers for freedom and opportunity stayed with me. Raised in the home with my maternal grandparents, for poor Black folks of their era, the garden they cultivated to feed the family was their promised land because they had more control in that plot of land than anywhere else. Their actions and wisdom provided many lessons for me. What’s the overall theme? Once we define our promised land, there are tools needed to work toward our goals. My grandparents had a tool shed from which they pulled out the tools needed to work the land, using their know-how . I use metaphors of those tools connected to actions we need to do i.e., dig up our roots with a hoe of history. What surprised you about the development of the book? That the journey to publication was a 20 year process. I started a version of this book in 1993, taking parts of it from my master’s thesis on Black women and leadership. The writing evolved into a family legacy book after my grandmother passed that same year and as a historical piece from attending the 30th anniversary of the March on Washington. What one thing do you want the reader to remember forever? We have ancestral gifts at our disposal to support us in achieving what we want in life. It’s important to remember some of the “old folks” ways and insights. “Right ain’t changed in all these years,” is one of the quotes from my grandmother that emphasizes this perspective. For what audience is your book written? African Americans who value acknowledging history, culture and the legacy of those who toiled hard for the progress we have today. Any advice for aspiring writers? Just write. Don’t worry about the order of your piece initially. Also start a blog to capture writings connected to the themes of your genre. And find your sources of inspiration. Nature and faith are mine. I love long walks near the woods or along sources of water or hilly scenery with blue skies and fluffy clouds. I hear God speaking to me during those times. The lessons of my ancestors also become clear to me during those moments. List other books you’ve written. I have 4 other nonfiction books and they all can be found on Amazon.
