Fields to flourish: Owner Name will remain the same in Hope

Fields Stores are a lifeline to residents in many small towns, and Hope is no exception. So it came as a shock when it was announced Fields would be folding across the country. But residents in Hope can breathe a little easier. A company called FHC Holdings Ltd. has purchased 57 Fields stores in British Columbia, Alberta, Saskatchewan, Manitoba and the Northwest Territories, saying it has plans to remain a strong member of each of these communities for many years to come. “Fields has been an integral part of many communities across Western Canada for many years,” says FHC president Jason McDougall. “Our team is very excited at the prospect of serving the 57 communities in which it has acquired stores,

and will work to ensure people continue to be able to get what they need in their local communities.” The name will remain the same, as the company tries to meet the needs of customers. “Our focus always goes back to how we can best serve the customer in our communities,” said McDougall. “The goal is to bring in the merchandise that makes the most sense for each community we serve, and we’re looking forward to bringing in a selection of great products and merchandise to communities across the West. Our stores will be focused on more everyday low prices, providing more value through deals on a regular basis and will continue to provide an assortment of those everyday items customers have always expected as well.”

McDougall says he is eager to get to know the store managers and people in the communities, and will be traveling around to each store in the near future to ensure the company is truly engaged at every level. And as a further demonstration of Fields commitment to the communities, a percentage of profits will go to support various initiatives and charities within each community. Fields has been part of the landscape of Western Canada for over 60 years, with the first store opened in Vancouver in 1950. The stores have been a fixture in small towns for decades. Mosquito season has arrived FVRD launches plan to control population, asks residents for help

The Fraser Valley Regional District has launched its mosquito control program.

The Fraser Valley Regional District (FVRD) launched its mosquito control program for the 2012 season in late April. Rising river levels from warmer weather and melting show have triggered the development of mosquito larvae in low-lying areas along the Fraser River. With above-normal snow packs through

most of the province, higher spring runoff volume is expected, which could bring more mosquitoes. The FVRD’s mosquito control contractor, Morrow Bioscience Ltd., has been monitoring, mapping and treating new and known mosquito development sites. This activity will continue until the end of the season, with ef-

forts increasing as river levels rise. Floodwater sites are treated with a nontoxic bacterial larvicide — which is environmentally friendly — that specifically targets the mosquito in its larval stage before it can fly. The FVRD does not conduct fogging or spraying of chemicals that kill flying adult mosquitoes.

Here are some tips on controlling mosquitoes around your property: • Apply insect repellent containing DEET according to label instructions when outdoors. • Wear shoes, socks and long-sleeved, lightcoloured, loose-fitting shirts and pants when outdoors. • Avoid mosquitoladen areas at dawn and dusk. • Install tight-fitting screens on doors and windows. • Eliminate or regularly change water in saucers under flower pots, in bird baths, old tires, pet dishes, gutters, pool cavers, trampolines, tarps and other areas where rainwater may collect. • Swimming pools should be properly

Teens traveled to Othello for tipsy celebration, RCMP say A group celebrating graduation is lucky to have walked away from a car crash last weekend. RCMP say a Chevy Blazer with seven people inside rolled on Othello Forestry Road on May 19, at about 7:45 p.m. Police initiated an investigation for impaired driving. She was sitting right up front in the coach.� The tradition of May Day is not one that’s commonly celebrated, but there are many communities around the world that have kept it alive. Boston Bar has the second longest running May Day celebration, second only to New Westminster. May Day there has been celebrated since 1870, making it the longest running May Day celebration in the entire Commonwealth. “I think it’s neat we’re still doing it,� Blakeborough said. The crowning of the May Queen is just the start of the day. After that, the school children will perform the Maypole dance, winding ribbons elaborately around the pole. There are also community awards, and a

Signs of spring are all around us, but the most obvious celebration of the turning of seasons is the arrival of May Days. For more than 80 years, the town of Boston Bar has been welcoming spring with a parade, May Pole dance, and of course, the naming of the May Queen. This year, the honour goes to 16-year-old Justice Watson, a student at Boston Bar elementary secondary school. Joan Blakeborough, from the Boston Bar North Bend Enhancement Society, said May Queen ceremony has been a favourite for many years. In the 1930s, the girls would be all dressed in white, but that has changed over the years, she said. “They’re given a cape

and a crown and the whole bit,� Blakeborough said. “We have the retiring queen who will be in the float,� she said. Last year’s queen was Richelle Roche, also from Boston Bar. While prospective queens used to go door to door to drum up donations and support for their reign, now the queen is decided by number of votes. “I guess now they figure that’s not safe,� she said, to go door to door. The very first May Queen in Boston Bar was Mable Grant, in 1927, who has recently passed away. Blakeborough remembers when Grant was honoured in the 2002 ceremony with a special, quite regal, entrance. “She was the first one,� she said. “So it was good to have her there.

New truck and cameras for Search and Rescue

April and May have been unusually busy for Kent Harrison Search and Rescue. “Two paraglider and one hang-glider incidents are very unusual for this time of year” said Neil Brewer, one of the team’s search managers. The hang-glider incident resulted in a fatality, when the tandem-flight’s guest fell 1,000 feet to her death. Earlier this month, SAR members assisted the subject’s family, who were here from Mexico to view the accident site and memorial. Later that day, the family paid the entire team a visit to thank them for their help. On May 8, two Kent Harrison members travel to the re-

mote community of Klemtu, north of Bella Bella to assist in the search for a 24-yearold male. They returned on May 10, following the suspension of the search with no sign of the subject. A total of 23 SAR volunteers from 13 BC SAR groups attended the search over six days. Kent Harrison SAR just held their AGM, and have some numbers to report. Incident responses for 2011 were at 39, down slightly from 40 in 2010 and considerably less than the 64 recorded in 2007. Call-out frequency has been rising

overall in the past 20 years, with four to five times the volume seen in the early ‘90s. Last year was a very busy one for the team in many other aspects of the work. Community event participation has risen in volume and the team now attends over eight events each year. There has also been some successful project funding from both provincial and federal sources. A Community Gaming Grant was awarded for $56,000 for the purchase of a crew transport vehicle. The 2012 Suburban was delivered in March and is now

operational. Two projects were successful under the federal government’s ‘New Initiative Fund’, awarded by the National Search and Rescue Secretariat. Two ‘FLIR’ hand-held thermal-imaging cameras, a mobile satellite transceiver and a computerized communications console were obtained with a total value of over $80,000. These assets improve the team’s effectiveness and contribute to a better outcome for the subject. A place to call home After many years of fundraising and negations with

the District of Kent, the team now officially has a parcel of land on which to construct a permanent home. The old highways yard has been made available since 2000, but this was always considered temporary accommodation. The one acre parcel of land is at the northern end of the gravel pit, on Cemetery Road. The team is now looking for assistance in managing the construction project which will eventually see a 80’x 60’ pre-engineered steel building erected on the site. Although some funding is in place to get things started,

the team still has to raise another $400,000 to finish the project. The team would be very grateful for any help that the community could offer in either labour, services, materials and/or donations. Also at the AGM, held May 2, all four executive positions were filled by acclamation, with Marvin Anderson as president, Jayson Gill as VP, Rita Bruneski as treasurer and Josh Anderson as secretary. The team has maintained an active roster of 25 volunteers, experiencing a very low attrition rate over the last three years. However there are now three vacant spots that need to be filled.

Senior staff ‘wear many hats’ to get job done THE OBSERVER

Village CAO and others outline their roles in special presentation

The Village’s senior staff gave a special presentation to the public on Tuesday night, outlining their job history, their experience and their current roles. Senior staff includes CAO Ted Tisdale, who said after 35 years of working with municipalities, Harrison’s staff is “on par� with other staff he’s worked with, and very professional. Other senior staff include Debra Key, Deputy Chief Administrative Officer/Corporate Officer, who steps into Tisdale’s shoes in his absence. She is responsible for overseeing the corporate administration of municipal affairs, records management, and oaths, among other tasks. Peggy Parberry, Manager of Revenue Services/ Payroll and Taxation, pointed out that with a

smaller staff, they all take on numerous roles to keep the Village operating. Working for the Village since 1987, Parberry said she has “done a little bit of everything� over the years. “We do wear a lot of different hats, because there are not a lot of us,� she said. Ian Crane, Manager of Development Services, works as the building inspector for the Village, starting his career in Richmond in the ‘70s and moving to Chilliwack in 1992. Andre Isakov has had a title change recently, to manager of planning and community services. He works on everything from the Official Community Plan, rezoning and and long range planning, to social service matters, grant applications and

waste removal plans. Dale Courtice is director of finance and human resources, and as such he is in charge of the entire finances for the Village.

It’s a boon to the Village, he says, because he used to audit municipalities. Finally, Ian Gardner is operations manager. “After all these people

A committee of the whole meeting was anything but “whole� in Harrison last week. Councillor Zoltan Kiss walked out at the onset of a May 15 meeting when he noted that the agenda was not adopted. He told the Observer he tried to make a motion to have the agenda adopted after an item was added by another councillor, but the motion was not acknowledged by Mayor Leo Facio. Facio acknowledged the error during this Tuesday's council meeting, apologizing to the public for the confusion. "I wish to make some apologies," he said, after announcing that the approval of the minutes

We apologize for any mixups and this will be corrected," he said. Kiss said last week that he walked out because without an approved agenda, the meeting was not official. "The rules are relaxed a bit (for Committee of the Whole meetings), but we still have rules." Opinion Just a line on a map The provincial government continues to throw millions of dollars towards Experience the Fraser, a plan to link existing parks and trails along both sides of the river from Vancouver to Hope. We hope it’s worth it. Most of the money, $2.5 million initially, went towards developing a concept plan – mapping out the hiking and biking trail links. But because of private property – some of it occupied by industrial businesses, such as saw mills, and even more of it being native land – the proposed trail has to go around them, for now. While connected by a line on a map, the trail in areas such as south Albion in Maple Ridge would consist only of a road shoulder and some signs indicating the route. So it’s not really one, long connected trail, but a series of independent existing ones. property if or when it becomes available, to expand the route – fill in the gaps. It’s a nice idea, but an expensive one. And would such a trail, if completed, really attract tourists – cyclists who want to ride the entire route just to say they did? Where’s the economic return if they’re just bypassing through town? And why wouldn’t they just take the Trans Canada Trail? Remember that? Who uses it? Who cares? Fraser Valley residents have a plethora of trails they use in abundance already – and some make up part of the Trans Canada Trail and Experience the Fraser. Municipalities already have plans to purchase private properties along the river, negotiate with them when they do become available, to expand trail networks. So what new is the provincial government spending millions of dollars on? As far as we can tell, nothing more than a line on a map. – Black Press

Premier bitten by pest problem B.C. VIEWS Tom Fletcher Premier Christy Clark has a new political problem buzzing around her office. A year ago, the newly appointed premier was looking to change the channel for an unpopular government grappling with the fallout of the harmonized sales tax. Newly appointed NDP leader Adrian Dix was touting an idea that is all the rage with urban folks, a ban on “cosmetic pesticides.” All the better B.C. communities already have one, starting with Clark’s old stomping ground of Port Moody in 2003. So she figured she’d better run to the front of this parade, swipe a popular policy from the opposition and do something to redefine the B.C. Liberal Party after the tax-cutting, regulation-repealing

decade of Gordon Campbell. But first an all-party committee would hold hearings around the province, chaired by Kootenay East MLA Bill Bennett. Bennett presented the committee’s report last week, and one could see what was coming. Bennett is the rifle-toting outdoorsman who recently called on his government to abandon the carbon tax, saying it’s silly to keep pretending B.C. can change the world’s climate. He was recently appointed by Clark to cochair the B.C. Liberal Party policy committee for next year’s election, a strong signal of the party’s rightward shift in response to the B.C. Conservative threat. Bennett concluded after 10 months of hearings that the public aversion to common lawn and garden herbicides is based on “chemophobia” that flourishes due to scientific illiteracy. That statement is both politically dangerous and absolutely correct. I first covered this issue in the

and refuse to believe this. It’s part of the scientific nonsense trend that has grown in B.C. society for decades. We have parents turning their backs on routine immunization because of superstitions about vaccines. We have people panicked about imaginary health effects of smart meters, egged on by shoddy, sensationalist media reporting. The parallels between local government responses to smart meter hysteria and this scientifically ignorant push against “pesticides” is telling. As Bennett put it, when someone becomes convinced her child is at risk, “that mum is pretty darn compelling when she goes to council.” Few have the courage to stand up to that. The committee sought advice from Health Canada, whose scientists approve conditions of use for chemicals. Health Canada representative Lindsay Hansen said B.C. was the first province to ask for its advice,

despite the fact that most provinces have imposed bans. These bans are political, not public safety measures, University of Guelph toxicologist Keith Solomon told MLAs. The committee also learned that “cosmetic” use accounts for only five per cent of pesticide use. Most of it is in agriculture, forestry and commercial pest control, with no ban proposed. MLAs in farming areas signalled their concern over the effect of this urban gesture politics. Backyard fruit trees go unsprayed and pests spread to orchards and fields. We have large areas of agricultural land reserve, but 85 per cent of the people who live in those areas don’t farm. The NDP is content to fan public fear and ignore evidence, as with smart meters and oil pipelines. The premier has a choice here. Mailbag Legion disappointed at health research cuts At the same time that DND has admitted that the numbers of suicide incidents in the Canadian Forces have risen, how is it possible that the department is eliminating the jobs of medical professionals involved in suicide prevention and monitoring of post-traumatic stress disorders? They are actually reducing the number of epidemiologists and researchers who analyze mental health issues. This government has previously asserted that dealing with such health issues is a priority. How can the government announce on the one hand that it appreciates the sacrifices made by our veterans and then turn around and cut the services and research efforts needed to treat those same men and women, at a time when they need it most? The Legion is extremely concerned with this move, especially with the increase of suicide incidents in the Canadian Forces. The full extent of the cases of mental illness, arising from the heavy

operational tempo in the Balkans and Afghanistan, has not likely been felt yet. The government and Canadians have sent these men and women to deploy and serve in these missions abroad and therefore have a moral obligation to ensure they are properly cared for once they return. The announced cuts give the government a failing grade. Without operational research in this area, Canada will be forced to resort to reactive treatment while abandoning the proactive education and prevention of mental illness to our troops. It is unacceptable that these cuts been made on the backs of our most vulnerable and mentally ill soldiers, sailors, airmen and airwomen. There is no better way to demonstrate their commitment to support the men and women who serve their country than by not making these cuts. Stop slashing protection for the environment This week MP Mark Strahl voted in favour of a 400 page budget bill that amends over 70 different acts and devotes an astonishing 150 pages to weakening laws to protect our environment. The Conservatives claim that this “streamlining” of environmental legislation is so important that it has to be passed right away. So why didn’t we hear about it until now? Why didn’t they campaign on it in the last election? And why are the Conservatives ramming all these changes through Parliament and refusing to break up the mammoth bill so that all its parts can be properly studied? The Conservatives are trying to avoid public scrutiny by cramming major environmental changes into a sweeping “kitchen sink” bill.

They want to eliminate federal environmental assessments for all but a few projects and do less comprehensive reviews where they still occur. They want to eliminate protection for fish habitat, despite the fact that you don’t have fish without a habitat! All of this comes on top of announcements of 900 positions to be cut at Environment Canada. Mr. Strahl and the Conservatives didn’t campaign on gutting environmental regulations, yet they are trying to pass them under the radar. Masked men kidnap beer parlour manager 50 Years Ago, 1962 • A man was kidnapped and jewels were stolen in a weekend crime wave at the Harrison Hotel 50 years ago this week. Two masked men kidnapped Constant Ethier, the manager of the Harrison Hotel Beer Parlour as he was taking money to put in the safe in the main building for the night. The men met him outside the Ladies Entrance and threatened him with what appeared to be a gun. He was pushed into the back of a station wagon, covered with a blanket and later pushed down a 25 foot embankment on the Barnett Highway. About $3,000 in cash was taken. In the other theft, valuable jewels were stolen from a hotel guest, Mrs. Joe Hecal of Vancouver. She had brought them to the hotel to be placed in a display case in the corridor of the new wing. The jewelery was taken from their glass case sometime during the weekend. Almost two dozen articles were missing, the most valuable being a bracelet set with diamonds, rubies, sapphires and other jewels. • An Elementary Schools Sports Day for over 200 children was held in Agassiz in May of 1962. This was the first time all pupils up to Grade 7 in School District # 76 were brought together for a sports day. They were brought down from Spring Creek at the head of Harrison Lake by boat at 7 a.m. and were joined by pupils from the Bear Creek School, Harrison Hot Springs, Harrison Mills, Seabird Island and McCaffrey schools. Although the morning went smoothly, bad weather forced the event to be moved into the gymnasium for a makeshift game of basketball in the afternoon. • A new green airplane docked at the Cascade Air Service wharf was a Cessna 185 belonging to Ronnie Wells. He planned to operate under the name Kent Airways, servicing the numerous logging camps on the lake and taking tourists on hunting and fishing trips. The plane was capable of cruising at 150 miles per hour and had a ceiling of 8000 feet. • May Day was held in the old Ag Hall at the Agassiz fair grounds. Queen Kristin Maclean and her court were treated to dinner at the Deer Lodge beside the Harrison Hotel prior to the ceremony. Following the crowning, Harry Fooks led the Grand March. The hall was filled to capacity to hear speeches from dignitaries and enjoy the ceremony.

Learn the joys of good health New fair kicks off with walk around Harrison’s lagoon

There is nothing more important than your health. And to help residents find their optimum health, the Harrison Recreation Committee has created an exciting new event, being held this Saturday. The community-wide Health and Wellness Fair will be an interactive event filled with presentations from local experts. The event will kick off with a 1.2 km Lagoon Loop Family Run/Walk at the Harrison Lagoon, at 9 a.m. After that, the public is invited to meander through Harrison Memorial Hall to discuss health and wellness with the many exhibitors. Throughout the day, there will be presentations that will focus on different aspects of health, from body, food and fitness, to clearing the mind and nourishing the soul. “It’s our intent that people from throughout the community stop in and meet the diverse Health and Wellness support available right in our community,” says event organizer Elizabeth Mueller, owner of Spirit Yoga in Harrison Hot Springs. “It’s also a great way to support our local businesses and enjoy products that are good for you and good for the environment.” The doors open at 10 a.m., and Samantha Taylor will speak about the joys — and health benefits — of singing at 10:30 a.m. After that, a whole lineup of presentations will fill the day. The documentary film Food Matters will be played. There will be sound healing and meditation demonstrations, along with a fitness yoga demo. Mohamed Hasanine will also be speaking about the importance of travel immunization. Norma Smith will be talking about mind/body analysis, and Kristi Kozel will talk about the value of real food supplements versus synthetic. And probably best of all, there will be a booth offering massage services to complete the day. There’s plenty for families, too. Children can learn about bike safety, play brain games, join in the reading circle, take the recycling challenge, and find information on

Girls invited to lace up skates and learn hockey

Girls can play hockey, too. And the Chilliwack Minor Hockey Association is hoping to see more girls getting onto the ice to enjoy Canada’s favourite sport. To help girls learn the game, and to show them what it’s all about, they have organized five ice times over the next few weeks. They start on May 31, at Prospera Centre. They will run until the middle of June, and the cost is $5 a session. The ice times are open to girls of all

ages, and are meant to be a session for those just learning the sport. Players don’t have to sign up for all five ice times, but for those interested in playing hockey, the general rule is “the more ice time, the better.” The female teams are open to players from Chilliwack to Hope, including Agassiz and Harrison Hot Springs. Most days Andy McMahon is a truck driver who hauls milk products for Dairyland. But, a few weekends a year, that identity changes. Crowds cheer for him, competitors try to beat him and some little ones even look up to him.

McMahon is a lawn mower racer. He, along with several others, competed in the lawn mower racing event at the 53rd annual Rutland May Days. McMahon, who lives in Agassiz, B.C., said that the sport first caught his interest when he watched an event in his hometown.

“I watched them race in Agassiz and I thought it’d be cool to get into,” said McMahon. “I found a mower that cost next to nothing ... I took it apart, took the cutter head off, changed the pulleys and made it go fast.” The truck driver said that, despite not playing any other sports,

he’s hooked on lawn mower racing. “If I can get the time off, I come and race.” According to McMahon, usually 15 to 20 riders show up at events where races are divided into two classes: Stock mowers and modified mowers. They race on an oval track, with similar rules to stock car racing. Lawn mower racers are in it for the fun, said McMahon. Prizes for winning races usually consist of nothing more than ribbons or trophies. He said that he is confident that popularity will increase as the sport gets more exposure. “I think the more people find out about it, the more people will want to get into it. I don’t think it’s advertised enough.” In his first race of the

weekend, McMahon turned in a solid performance and finished first. The next two races saw him finish middle of the pack. After his third race he looked disappointed. “I should’ve had that one. You can’t make many mistakes in these races, once you get behind the other guys it’s hard to catch up.” The disappointment doesn’t linger long, within minutes he’s off his mower, chatting with his competitors about the race. After the weekend concludes, McMahon will head back to Agassiz. But once he goes back to work and is sitting in his truck, it likely won’t be long before he’s daydreaming about his next lawn mower race. wpaterson@kelownacapnews.com
