COOPERATION

CHILE CARICOM The Chilean Agency for International Cooperation for Development (AGCID) was founded in 1990, and in 2005 it became directly associated with the Ministry of Foreign Affairs of Chile. Chilean cooperation is mainly carried out by national public institutions, through the execution of programs, projects, and activities that allow sharing expertise and experience.

AGCI’s institutional mission considers contributing to the country's foreign policy objectives, creating and maintaining technical cooperation relations with other countries, positioning Chile as a benchmark of best practices in public policies and institutions with instruments for development and integration, focusing mainly on the Latin American and Caribbean region. The Chilean relationship with the Caribbean Community contributes to hemispheric development and integration, building bridges of integration between the Americas and the Caribbean.

The Development Cooperation Program with the Caribbean Community (CARICOM) began in 1993 as part of the Technical Cooperation Program for Development in Chile. In 1996, an Agreement of Scientific and Technical Cooperation between Chile and CARICOM was signed; and a Joint Commission for Consultation, Cooperation, and Coordination was established, which identifies thematic areas, actors, and modalities of cooperation. Thus, almost from its beginnings, AGCI has shared with the Caribbean region its experience of South-South and Triangular Cooperation. This, through technical assistance actions in projects and human capital formation, demonstrating the real and lasting commitment to aid the development of the Caribbean countries.

Currently, there is a 2015-2018 Cooperation Program, as part of AGCID’s strategy in the Caribbean Basin. The presidential visit of President Michelle Bachelet this 2016 reaffirmed Chile's commitment to the region, projecting the development of new initiatives in the CARICOM according to global challenges.

PROGRAM CARICOM 2015/18 • The Program has two components: Technical Transfer and Training of Human Resources, and includes four thematic areas: Social Development, Agriculture and Food Security, Disaster Prevention, and Institutional Strengthening and Modernization.

• A total investment of US$12 million has been made for CARICOM for the 2015-2018 period, corresponding to 80% of the resources destined to the entire Caribbean.

• The program is financed with AGCID’s own resources allocated annually by law with resources from the nation, plus funding mechanisms such as the Chile Fund against Hunger and Poverty (FCHP), the Chile-Mexico Fund and the Chile-Spain Fund, • The program is structured with a differentiated strategy, combining a regional implemen tation approach, including all CARICOM countries, and a bilateral approach, taking into account the particular requirements of each country.

ENGLISH-SPEAKING CARICOM

The Cooperation Program with English-speaking CARICOM is part of the overall program with the Caribbean. Initiatives have been planned and implemented in four thematic areas: Social Development, Agriculture and Food Security, Disaster Prevention and Institutional Strengthening. The budget for the 2015-2018 period is US$ 4.7 million.

A. Technical Transfer Component Social Development Focused on the development of social protection systems. With execution by the Ministry of Social Development (MDS), Solidarity and Social Investment Fund (FOSIS), and the National Minors Service (SENAME). a. "Multidimensional approaches to poverty eradication in the countries of the Organization of the Eastern Countries State (OECS)". b. "Sensitization of Correctional Guards for Minors, Jamaica". c. "Transfer of intervention methodology in Families, Securities, and Opportunities Program, Belize".

Agriculture and Food Security Focused on promoting phytosanitary and zoosanitary systems necessary for food trade standards.

These projects are implemented by the Ministry of Agriculture, through the Agricultural and Livestock Service (SAG) and the Chilean Agency for Food Quality and Safety (ACHIPIA). a. "Strengthening of the phytosanitary and zoosanitary system in OECS countries" b. "Strengthening of the Suriname phyto and zoosanitary system" c. "Strengthening the Belize phyto and zoosanitary system" d. "Strengthening the Functioning of the National Alimentarius Codex Structure in Jamaica, Trinidad and Tobago, Guyana, Saint Lucia and Suriname."

Disaster Prevention Mainly focused on avoiding loss of life and economic damages in the face of the threat of natural disasters and adaptation to Climate Change. The following projects are carried out by the National Emergency Office of the Ministry of Interior and Public Safety (ONEMI), Ministry of Public Works (MOP), National Assets Ministry, and Firemen of Chile. a. "Strengthening CDEMA in technical areas of earthquakes and tsunamis," b. "Tsunami and Volcano Disaster Prevention Workshops", Trinidad and Tobago. c. "KIZUNA Disaster Management Training Platform" d. "Project for the Strengthening of Human and Institutional Capacities in Support of Spatial Data Infrastructure in Member Countries of the Association of Caribbean States (ACS)"

Project to strengthen of the phytosanitary and zoosanitary system in OECS countries

B. Human Resources Component Scholarships & Courses The Human Resources training involves institutional strengthening initiatives and scholarship programs for postgraduate courses, workshops, and seminars. This component offers three annual courses that contribute to bringing CARICOM closer to the region: 1. "Certificate Course for Teachers of Spanish as a Second Language" 2. "Course on International Relations and Cultural Immersion for Diplomats" 3. "Training Program in Good Management Practices in the Public Sector" The growth of CARICOM's political, social, and economic relations with Spanish-speaking countries gives Spanish Education for linguistic integration a great deal of relevance for hemispheric integration. The Certificate Course for Teaching Spanish is implemented annually and trains 15 to 20 teachers in Chile.In the last two years, this certificate course has been taught by Universidad de Chile’s Education School.

FRENCH-SPEAKING CARIBBEAN: HAITI The 2015-2018 Chilean Cooperation Program with Haiti consists of Technical Transfer, Training of Human Resources, and Special Projects, totaling an amount for this period of US$ 7.4 million, representing almost 61% of the effort earmarked for the CARICOM. The cooperation is mainly carried out in the areas of Social Development and Food Safety. However, following the effects of the 2010 earthquake, special projects have been implemented that aim at reconstruction needs, focused on pre-school and primary school education.

A. Technical Transfer Component

In Haiti, we currently carry out projects in the areas of Social Development, Agriculture and Food Safety, Institutional Strengthening and Modernization:

Social Development a. "Access and use of medicines to health care centers" (Chile-Mexico Fund). b. "Civil Society Soccer + Strengthening the School Community Project" c. "Early Childhood Education Centers, Aquin." d. "Strengthening Youth Employability and the Environment" (Chile-Germany). e. "Comprehensive Development Project for Early Childhood in Haiti" f. "Community Family Vegetable Gardens"

Agriculture and Food Security a. "Breastfeeding Promotion in Haiti"

Institutional Strengthening and Modernization a. "Project to Strengthen the Haiti National Investment System (SNIP)"

B. Human Resources Component Scholarships & Courses Each year, 10 scholarships are awarded to Haiti for master degrees and short-term international courses. In the same way, this country is summoned to benefit from the course on emergency management, within the framework of the Natural Disaster Management Training Platform, KIZUNA, a Chilean-Japanese initiative, reinforcing the effort on the subject of Climate Change and Sustainable Development.

C. Special Projects Component Housing and Reconstruction

Given Haiti’s particular situation of political, social, and economic crisis, aggravated by the earthquake of 2010, the following special projects are included: 1.

"Reconstruction of the National School of the Republic of Chile", which benefits 440 girls from Port-au-Prince. This project involved an investment of US$ 2.8 million and included the participation of various public, private, academic, and civil society actors (the Government of Chile, Fundación América Solidaria, Komatsu Cummings, and the Pontificia Universidad Católica de Chile); 2.

"Site Project with Services", a US$ 5 million project that has received a contribution of US$ 2 million from the Government of Chile and is executed

by UNDP and the Social Housing Coordination Unit (UCLBP) of Haiti.

Through this project 500 sites with basic services will be developed with the technical assistance of the Chilean Ministry of Housing and Urbanism.

UPCOMING CHALLENGES: RESILIENCE TO CLIMATE CHANGE CARICOM faces the specific effects of the impact of Climate Change and special challenges due to the vulnerability of its population, economies ,and territories. For this reason, after the presidential visit in July 2016, four new projects related to creating resilience and strengthening policies and management models will be implemented through the Chilean Fund against Hunger and Poverty. These are part of the "Program for Natural Disaster Management and Adaptation to Climate Change," a program that includes an initial amount of US$ 500,000, over 2 years:

Natural Disaster Managment and Adaptation to Climate Change This program seeks to strengthen and develop institutional capacities for adaptation to Climate Change and Natural Disaster Prevention. The projects focus on strengthening CARICOM institutions in areas of: 1. Disaster Management, focused on reducing risks in public infrastructure such as roads and bridges. Ministry of Public Works (MOP).

2. Strengthening Urban Search and Rescue Teams. Firefighters of Chile and the National Emergency Office (ONEMI) 3. Prevention of geological risks, particularly in view of volcanic and earthquake hazards.

National Service of Geology and Mines (SERNAGEOMIN).

4. Marine Environmental Management and Adaptation to Climate Change. National Office of Maritime Territory (DIRECTEMAR).

These issues will be worked on with CARICOM’s regional and national institutions.
