The harvest / La récolte The Harvest is about convergence. It is where the process from stage one and two comes together. Investment and long term commitments are made and plans literally become concrete. It is also the time of negotiation, where the development agency can set aspirations for sites and negotiate with developers and landowners to get the best public outcomes. The development agency is the driver at this stage, managing with incentives and regulations. To stimulate the development of more attractive urban conditions and to pay for public domain construction, special planning conditions are developed. For example, developers (both public + private) are given bonuses if they build to certain standards or contribute to public space or community spaces. Within the development agency, a design review committee is assembled to ensure that all projects are consistent with the vision and the design quality standards and aspirations set in the vision
process. Any projects developed on the site must also be accepted by general planning laws of Angers. The business incubator developed in Stage 2 is turned into a business development agency to link businesses and available commercial space within the site while ensuring that their business approach is sound and consistent with the objectives of the vision. With the construction of the new road junction in 2025, the character of a number of the sites will change. Through the use of temporary projects, such as the urban forest at La Doyenne, the challenges of this interruption can be overcome. Once constructed, the new junction presents an opportunity to improve the efficiency of logistics, and to create a new gateway to the city. This gateway will be a large earth mound, partly made from the construction waste of other developments. On arrival, visitors will see a green hill covered in the fruit trees that symbolise Productive Saint-Serge.

I am most interested in innovative architecture and urban planning, which stimulates, develops and improves existing urban environments and landscapes reflecting to social cultural and economic contexts accordingly. I have a strong interest in arts, culture and graphic design, which I believe is crucial for visual communication in architecture. As well, I was a main curator of the XI Lithuanian Urban Forum, which helped me to build the needed skills for project leading, management, communication and visual identity creation. But no matter how much knowledge one acquires, there are still some personal traits that are required for successful work. A learning oriented process is essential to me and I strongly believe that the constant growth is what leads my practice to great results. As well as my personal values fitting the architecture profession to always seek for intelligent, innovative, collaborative goals set by today’s needs and nature.

The site of Tour & Taxis used to be a major transit hub for good passing through Brussels, housing customs buildings, warehouses, and a large railyard. This function started to decline in the late 1960’s, today a large portion of the 45 hectares large terrain lies vacant. The ambition is to reconvert the site into a new neighbourhood in the centre of Brussels, with at its core a new park totalling 12 hectares. The large parks of Brussels created during the XIXth century reinforce and manipulate the topography of these secondary valleys. The combination of parks and green spaces, connected by their tributary rivers, creates a new image revealing the Exemplary Landscape of the city of Brussels. The site of Tour & Taxis, situated on the west side of the Senne valley,has the potential to be part of this system of tributaries, collecting rain water between Bockstael square and the canal. The existing terrain however has been flattened and compacted with a layer of gravel to facilitate the staging of various events on the site, rendering most of the surface impermeable. A first step is to scrape off the compacted upper layer and to filter it into its primary components: rough gravel, fine sand, and topsoil. The site is reshaped using these elements, without transporting additional soil from exterior sources. The newly created slopes guide the flow of rainwater to two central zones where the water infiltrates into subsurfaces retention basins created with the filtered rough gravel. Following this a mix of over 3000 pioneering and long-lived trees are planted. The pioneers assure an immediate vegetal presence on the site. Planted on a dense grid, they will act as a visual screen blocking off the view of the surrounding building construction which will commence after completion of the park. Additionally they improve the quality of the soil, levelling the way for the long-lived trees spaced further apart. Once the surrounding constructions have been completed the pioneers will be cleared to create a sequence of views and passages. The repurposing of the site’s existing materials and the phasing of vegetation typologies make this project a true evolutive park.

The public space around the Brussels-Kapelle Church Station is highly fragmented and therefore difficult to read. With the exception of the skate-park on the Ursuline Square, it lacks places with a strong identity. The different spaces are being used, but the programming is too one-sided: there can be some gambling, or football, activities that are mainly aimed at the young, male segment of the population. In terms of size, this public space is however comparable with - and even bigger than - many of the squares and green ones spaces within the Pentagon. By rearranging the space it could become important node in the system of open spaces in Brussels. The proposal is to define three urban figures each with its own character and programming: the ‘Jonctionpromenade’, the ‘Kapellepark’, and the ‘Squares’. This division allows to identify the different identities to articulate the public space more strongly. The urban figures form a framework within which the multitude of existing ideas and initiatives be positioned. They are to guide many opportunities towards one coherent Master plan. The figures determine the ambition level of the project, they outline the ultimate goal without any prior business to impose or exclude options.

Uit de som van deze drie stedelijke figuren ontstaat een publieke ruimte waarvan de geĂŻntegreerde openbare voorzieningen bijkomende mogelijkheden bieden aan de vele bestaande lokale activiteiten, en die een platform kunnen vormen voor nieuwe initiatieven. Het Masterplan heeft de ambitie om de infrastructuur van de Noord-Zuidverbinding te transformeren van een breuklijn
tot een aantrekkingspool. Op schaal van de omliggende straten werpt deze nieuwe visie op de Jonction zich op als een nieuwe kern, op schaal van de Vijfhoek schakelt ze zich in in een groter netwerk van publieke ruimtes. Het wil een pilootproject zijn dat onderzoekt hoe de dagelijkse ruimtes van wonen, werken, mobiliteit, en vrije tijd met elkaar vervlochten kunnen worden in de hedendaagse stad.

Whereas the long facade addresses the longitude of the park and the frontality of the ‘Ereperk der Gefussileerden’, a military cemetery for both World Wars, the northern volume anchors the building in the urban fabric. Divided into a ‘Head’ and ‘Body’, the volumetric appearance of a tower and a slender main volume emphasises the emptiness in-between the central event square and the new-to-discover park chamber. From here a multifunctional pedestrian passage emerges. As a covered space, this passage – call it ‘a square’ – can accommodate a book market, a philharmonic concert, the setting for a television show, or simply be a welcome shelter from the rain. Head and Body are almost symbolically connected through one continuous storey, housing the newsroom. At the south side of the building, stacked galleries form an open, non-acclimatized space alternated with open balconies that serve as informal workspaces, in addition to the formal ones. These ‘formal’ workspaces are situated in one continuous volume throughout the upper floors, with alternating double-height ceilings, allowing natural daylight to infiltrate deep into the building. The different television or radio studios are positioned according to their function and use. Some are on the level of the logistic flows. Others are connected to the park and the public lobby, or situated in the immediate vicinity of the newsroom.

While many cities have pushed production out of their city centres, turning former industrial areas into housing or offices the industrial area of Saint-Serge offers Angers a huge opportunity. The opportunity to create a new neighbourhood that demonstrates a unique collaboration between production, living, working and play. A place that drives innovation, takes advantage of the shared economy, and benefits the whole of the city to strengthen Anger’s position as the productive heart of the region. For a successful transformation, we need to position ourselves within the dynamics of a site owned by a range of public and private actors, which have to meet the needs of the city, surrounding neighbourhoods, and the region. A masterplan will not be sufficient to allow for the transformation required. Even if a masterplan was perfect, it would not bring the stakeholders together and build value. There is no shortage of great ideas; the challenge is to find the ones that resonate with the actors and context. Therefore, we have designed a strategic process that involves three steps: • PREPARING - where the site is opened up to a range of stakeholders to dream and create a shared vision; • CULTIVATION - where ideas defined in the vision are prototyped; • HARVESTING - where the prototypes result in concrete interventions. The process is iterative and involves stakeholder engagement, sharing responsibilities and allowing space for failure, learning through doing, and looking for regular feedback as the project is developed in order to adapt.

The Harvest is about convergence. It is where the process from stage one and two comes together. Investment and long term commitments are made and plans literally become concrete. It is also the time of negotiation, where the development agency can set aspirations for sites and negotiate with developers and landowners to get the best public outcomes.
The development agency is the driver at this stage, managing with incentives and regulations. To stimulate the development of more attractive urban conditions and to pay for public domain construction, special planning conditions are developed. For example, developers (both public + private) are given bonuses if they build to certain standards or contribute to public space or community spaces. Within the development agency, a design review committee is assembled to ensure that all projects are consistent with the vision and the design quality standards and aspirations set in the vision
The business incubator developed in Stage 2 is turned into a business development agency to link businesses and available commercial space within the site while ensuring that their business approach is sound and consistent with the objectives of the vision. Ideally, projects encourage usage across the day, while feeling safe at night. New forms of mixed land-use are also developed, carefully selecting sites where tensions are least likely to arise. As a number of new typologies are proposed, such as the combination of logistics, manufacturing and living, the development agency may need to deliver some pilot projects. This would be done on key high profile sites through design competitions and in partnership with existing occupiers to demonstrate the architectural possibilities and
incorporating best practice. These pilot projects would show the market that these schemes are not only possible, but also can be attractive to potential tenants and be commercially viable. WELCOME TO ANGERS, THE NEW GATEWAY
With the construction of the new road junction in 2025, the character of a number of the sites will change. Through the use of temporary projects, such as the urban forest at La Doyenne, the challenges of this interruption can be overcome. Once constructed, the new junction presents an opportunity to improve the efficiency of logistics, and to create a new gateway to the city. This gateway will be a large earth mound, partly made from the construction waste of other developments. On arrival, visitors will see a green hill covered in the fruit trees that symbolise Productive Saint-Serge.

The stakeholder approach at this stage is three-fold. Firstly, it generates the development activity on-site, which eventually creates development capital for the public space and community spaces. Secondly, it connects working environments with businesses to ensure that the space is active. Thirdly, this stage ensures the newly developed areas are relevant for residents and users. While analyzing the town of Šakiai, we noticed that public spaces in it (lake, meadow and river) have different content but a common feature – they are all surrounded by trees. The square is now all planted with trees. We decided that in order to make its content different from other public areas it needs to be representative. So we created a stone square surrounded by trees. Square consists of three elements: ribbon, hill and a fragment of an old pavement.. The ribbon is smooth, wide and regular.

This master dissertation fits into the research framework of the international Streetscape Territories research project. Streetscape Territories is the name given to an international research project at KU Leuven, part of the Research Group Urban Projects, Collective Spaces and Local Identities. The project deals with streets as open space network systems. Santa Cruz de la Sierra, a Bolivian economic capital, is struggling with many urban-related issues. Urban sprawl is one of the root problems to these issues. Neighborhood of the Bimodal terminal area is no exception. It is also one of the main gateways to the city of Santa Cruz. Current Bolivian government has concrete plans for near future to introduce new railway lines which would connect the city of Santa Cruz with the Peruvian border. This missing railway link would establish continuous railway system between Atlantic and Pacific oceans. The new railway line would start from the Bimodal terminal station. The station area has the potential to become a major transport hub of continental importance for Latino America. However the current situation and surrounding context of Bimodal terminal is rather poor in both physical and social aspects. How the complex Bimodal terminal area can become strong and resilient neighborhood through a set of strategic urban interventions? How to protect the neighborhood from powerful private developers and future challenges? Within these changing contextual and transitional processes, the project â&#x20AC;&#x2DC;Bimodal Terminalâ&#x20AC;&#x2122; researches, develops and suggests alternative architectural and urban design tools, which are of must in the current reality of the changing Santa Cruz identity. Brussels’ economy is up and running, but at the same time, Brussels is not exceptionally rich. The share of disadvantaged, low-skilled population continues to increase, a share that does not fit the high-skilled profile needed for the great majority of jobs in tertiary or administrative activities. This in its turn means that unemployment indices are soaring in the city centre. This growing divide the rich and the poor, which in Brussels translates into extreme urban segregation, claims for attention. This social and spatial division – which is of course negative for the social cohesion of the city – is also negative for the economy itself in more ways than one. Brussels’ booming demography already induces an alarming need to liberate available land for more housing. The growing profitability of housing construction is bringing about an almost exclusive transformation of the urban industrial areas into residential areas. Current technological conditions make it possible for small-scale industry to be entirely viable, as part of a vast network of suppliers and subcontractors, without succumbing to concurrence of larger companies. This same technological evolution has led urban industry to reinvent itself, leaving behind smoking factory chimneys in favor of discreet and clean manufacture. Numerous forms of industry are thus entirely reconcilable with urban life, allowing for the creation of easily accessible employment centers in the city core. The main goal of my design studio is to create a contemporary building complex which reflects to today’s issues in Brussels. The biggest challenge I take in account it is to create a sustainable machine of creative industry. The main topics I am trying to realize in the physical form are as natural environment, healthy community and vitality economy. My building consist from bicycle hub, mixed typology building for creative living and industry. These two elements are being connected by the “circus” - the space which is flexible, adaptable and open for any kind of culture, public participation and imagination.

The task was to create the booklet which explains how does the master plan of Klaipeda city works to Klaipedaâ&#x20AC;&#x2122;s citizens. It was important to translate the process of master plan and explain why is it necessary for city. As well to show how Klaipeda city will change after the masterplan will be implemented.

INSTITUTION Ku Leuven PROJECT TEAM Individual project PHASE Finished DATE 2016 05 19 LOCATION Brussels, BE TYPE Exposition PERSONAL CONTRIBUTION My artwork was exhibited in this exhibition During the TinkerLab Elective I and a a group of architecture students (MA) explored directions and extensions for their drawings and drawing processes as a way to inquire form and space. Pushing the limits of several modes of drawing, image making and reproduction. Our work searches for personal directions and possibilities of the image and image making. The TinkerLab exposition presented a selection of our explorations in Nadine Brussels-based laboratory for contemporary transdisciplinary arts.
