South Dakota Ranks Second in the Nation for Honey Production

South Dakota Brand Board Member Expects Drop in Cattle Herd

SIOUX FALLS, S.D. (AP) — Honey production in South Dakota last year totaled 17 million pounds, the second-most in the nation behind North Dakota. The Agriculture Department says South Dakota production from producers with five or more colonies was up 3 percent over the year. Prices for the 2012 crop averaged $1.94 per pound, up from $1.70 in 2011. The total value of the state's honey crop was $33 million, up 18 percent over the year. North Dakota's honey production last year totaled 34.2 million pounds.

PIERRE, S.D. (AP) — State Brand Board member Curt Mortenson of Fort Pierre says he expects the lingering drought and low prices will cause South Dakota farmers and ranchers to sell many of their cattle. Mortenson says long-range forecasts indicate South Dakota and the rest of the Northern Plains could get rain to relieve the drought that started more than a year ago. But he says he's worried that cattle prices will continue to drop. Mortenson says a drop in the state's cattle herd will mean fewer brand inspections will be done in the program aimed at preventing the theft of cattle and horses in western South Dakota. That's why he and other members of the Brand Board decided to increase the inspection fee from 90 cents to $1 a head.

Nebraska Feedlots Again Report Fewer Cattle Than 2012

BISMARCK, N.D. (AP) — North Dakota ranchers are braving cold weather to care for their cattle during calving season. Kidder County Extension Agent Penny Nester says the below-normal temperatures require ranchers to check cows more often and make sure calves are warm, drinking property and moving around to build their own energy. Nester tells the Bismarck Tribune that calves left out in the cold risk losing ears or tails to frostbite. The average temperature for March in the Bismarck area has been 21.3 degrees, compared to the average temperature of 29.9 degrees for that month in the last 20 years. Nester notes that calving season is stressful even in warm weather.

Activists Say Farm Bill Causes Oversight Loopholes

HELENA, Mont. (AP) — State livestock officials say a horse in Gallatin County has tested positive for equine herpes virus. It is the second case reported this month. Department of Livestock officials said Monday the Gallatin County case is not related to one found last week in Flathead County. Department officials say the infected horse arrived in Montana three weeks ago from southern California. It showed signs of the virus last week and it was confirmed through tests on Saturday. The virus can cause respiratory disease, abortion in mares, foal deaths and neurological disease in horses.

PUEBLO, Colo. (AP) — Fort Carson officials are studying whether they can let southeastern Colorado ranchers graze cattle on the Pinon Canyon Maneuver Site when training is not taking place, as part of an effort to tone down the animosity between the Army and ranchers. The Army said it will probably cancel plans for large-unit training at the Pinon Canyon range this year because of the federal budget gridlock and the mandatory sequestration of $85 billion in federal spending. David Grosso, garrison commander at Fort Carson, told Las Animas County officials this month that a compromise is possible. The offer failed to placate opponents who demanded the Army stop training on the grassland range because it doesn't have legal authority to do it. Instead, they asked for a reduction of troops training at Fort Carson and Pinion Canyon ''as it would reduce the negative economic and political impacts upon our region from the loss of beef and other economic production that resulted from the original taking of Pinon Canyon.'' The Army did not return a phone call seeking comment. According to the Pueblo Chieftain, the Army's official position on Pinon Canyon is to make heavier use of the current training range with no additional land. In May 2006, ranchers confronted Fort Carson officials over plans to vastly expand the training area. Some of those families still were bitter over the Army condemning and acquiring their lands in the early 1980s when Pinon Canyon was first created. Army officials said they were only interested in negotiating with willing property sellers, that it would be a long process in acquiring land, and assured them that no firm decisions had been made. However, eight months later, the Pentagon did an about-face and drew up plans to acquire 418,000 more acres. Opponents blocked the Army by persuading Congress to ban funding for any expansion. The Army also lost a federal lawsuit brought by opponents over its environmental planning for more training at Pinon Canyon. After President Barack Obama's administration took over, the Army suspended the expansion. Army Secretary John McHugh told Colorado lawmakers there wouldn't be any money or discussion of expansion for at least five years or longer.

Farm Rescue Gets Largest Grant in History: $348,000 JAMESTOWN, N.D. (AP) — The North Dakota-based Farm Rescue organization is getting a grant of nearly $348,000 from a charitable trust established by the late hotel and real estate baroness Leona Helmsley. The nonprofit Farm Rescue provides planting and harvesting help free of charge to farm families in five states who have experienced a major illness, injury or disaster. Officials say the grant from The Leona M. and Harry B. Helmsley Charitable Trust will be used for equipment purchases and general operations. Farm Rescue founder and President Bill Gross says it's the largest grant the nonprofit has received since it began operations in 2006. Farm Rescue has helped more than 200 farm families in the Dakotas, Montana, Minnesota and Iowa.

DES MOINES, Iowa (AP) — As Iowa officials near an agreement with federal authorities who are seeking tougher inspections of the state's livestock operations to prevent water pollution, activists are protesting a proposal they argue would make it easier for some farmers to avoid oversight. Legislation proposed in the House and Senate would allow some livestock producers to close down barns and be reclassified as small operations. That would mean they no would longer need to file plans for manure disposal with the state. Members of Iowa Citizens for Community Improvement protested Tuesday in the state Capitol. They argue that the measures will allow farmers to store manure in those idled barns, which could lead to water-polluting spills either when the waste is transported or while it sits in an unsupervised facility. ''What they shouldn't be allowed to do is dump it in an abandoned building,'' said David Goodner, a community organizer with CCI. Iowa has roughly 8,000 livestock operations and is the leading hog-producing state in the U.S. The legislation would apply to an estimated 6,100 operations that confine livestock in roofed structures. Currently, if those producers have a certain amount of livestock, they must have a plan for disposing manure and cannot spread the waste on frozen or snow-covered ground in the winter months. Sen. Joe Seng, D-Davenport, chairman of the Senate agriculture committee, said the legislation is not designed to provide regulation loopholes. He said the measure, backed by the industry group Iowa Pork Producers, is geared at farmers who want to temporarily idle part of their operation, perhaps because a child is going away to college or due to economic hardship. Under current rules, to deactivate a barn, you must remove equipment and render the facility unusable. Seng said it's costly and complicated to shutter a barn for a brief time. ''They have to restart the whole process, get certified if it's vacant too long,'' Seng said.

Colo. Ethanol Producer Shifting Toward Wood Steve Raabe, The Denver Post

Lincoln Graduates Raising Money for Organic Farm LINCOLN, Neb. (AP) — Two recent graduates have been raising money to turn a halfacre of University of Nebraska-Lincoln land into an organic farm so students can dig a little dirt while learning. Alumni Danny Martin and Jenn Simons are working with current environmental studies student Neil Tabor on the East Campus project, the Lincoln Journal Star reported (http://bit.ly/WO275R ). ''This would be great for students to work in,'' said Martin, who graduated in December with a bachelor's in environmental studies. ''Any class could use it.'' Simons said the student-run farm would provide real-world experience for students who have been relying on books and lectures - ''something that can really bridge that gap is something we're missing.'' The three visited student-run organic farms in St. Paul, Minn.; Madison, Wis.; and Ames, Iowa. ''They were all different, very different,'' Martin said. ''They gave us a good base for how to start ours.'' The three have a commitment from UNL for the land, and so far they've raised more than $2,000 toward the $3,500 needed to renovate a greenhouse on the site. They want to start planting late this month or early in April. They've been working with Community Crops, a nonprofit that oversees 15 community gardens in Lincoln. Executive Director Ingrid Kirst said her organization was a financial sponsor for the project and has been providing some expertise on organic farming and food marketing. The project would provide UNL students with experience in alternative farming methods, Kirst said, and could provide a source of

organic vegetables for university residence halls. ''It's a chance for them to see another way of farming,'' she said of the students. ''Anybody who's on campus will be able to see it.''

Agriculture Disputes Threaten New US-EU Talks Desmond Butler and Don Melvin, Associated Press WASHINGTON (AP) — There are signs that old agriculture disputes could be dealkillers for President Barack Obama's goal of creating the world's largest free-trade agreement. European Union leaders don't want the negotiations to include discussions on their ban on genetically modified crops and other regulations that keep U.S. farm products out of Europe. But Obama says it's hard to imagine a pact that doesn't address those issues. Powerful U.S. agricultural lobbies say they will do their best to make sure Congress rejects any deal that fails to deal with the restrictions. That would threaten the dream of a behemoth free trade deal between the world's two largest trading partners that together account for more than half of the world economy. It would lower tariffs and remove other trade barriers for most industries.

DENVER (AP) — A Colorado ethanol producer is set to employ a landmark technology that could help resolve the food vs. fuel controversy swirling around corn-based ethanol. Front Range Energy in Windsor successfully has tested a new process to make ethanol from waste wood. The facility plans to begin commercial production next year. Front Range is the second ethanol producer in the nation to use a newly patented technology for making fuel from biomass, in place of corn. The wood-to-ethanol process could help answer a major question in agricultural economics: Does it makes sense to use corn for transportation fuel instead of food? Ethanol is widely used as an additive to gasoline for increasing octane and reducing emissions. Most Colorado gas contains 10 percent ethanol. Almost all of it is made from corn. Government mandates for ethanol in gasoline have diverted part of the nation's corn supply to fuel instead of for livestock feed and food production. Critics contend that livestock producers and consumers end up paying the price in higher costs for feed and food. Supporters maintain that ethanol helps reduce U.S. reliance on imported oil. For years, researchers have sought an economic technique for using biomass - including wood, crop residue and grasses - to make fuel. Front Range Energy recently signed a 15year, $100 million deal with Sweetwater Energy to use Sweetwater's process for converting biomass to sugars, which in turn are distilled into ethanol. ''The idea to use biomass to convert to ethanol is not a new idea,'' said Dan Sanders Jr., vice president of Front Range Energy. ''What's new is the technology to bring it to market.'' Front Range plans to convert 7 percent of its ethanol production from corn to woody biomass by next year. That will reduce the company's corn consumption by about 1.2 million bushels a year. If the conversion proves successful, Front Range will increase its use of biomass. Rochester, N.Y.-based Sweetwater plans to acquire waste wood primarily from lumber mills. Some may originate from beetle-killed pine — a source that is plentiful in Colorado.

It also can use crop residues and other plant matter. Sweetwater's proprietary process uses diluted acids to convert wood's cellulose into a sugar solution. Front Range then distills the sugars into ethanol. The ethanol is shipped to fuel-blending terminals in metro Denver. Jim McMillan, a bioenergy engineer at the National Renewable Energy Laboratory in Golden, said several firms nationwide are testing cellulosic ethanol processes and moving toward commercial production.

It’s a time to recognize their productivity and to celebrate their abilities. Their work has real impacts for every American. Our abundant food supply means that we spend a lower portion of our income on food than the people of any other developed nation. Meanwhile, America’s agricultural exports support more than one million jobs here at home. As we celebrate their achievements, it’s important for all of us to understand the uncertainty faced by our farmers, ranchers and growers. In the past year, they have endured the worst drought in generations – putting an extra strain on farmers, and raising input costs for livestock and dairy producers. The drought continues to impact many areas of the nation today. Unfortunately, Washington has only added to this uncertainty. Congress has failed to provide a comprehensive, multiyear Food, Farm and Jobs Bill. Additionally, as a result of the sequester, budget cuts will reduce funding across the board for services that USDA provides to farmers, ranchers and rural Americans. Even in the face of these challenges, our agriculture sector has achieved great things. Thanks to the willingness of our producers to innovate and embrace new methods, production has remained strong even in the face of drought and other challenges. We’ve had the four strongest years for agricultural exports in history, with more than $478 billion in exports from 2009-2012. This year, American agriculture is projected to set another new export record. At USDA, we’re proud to support America’s farmers and ranchers. We don’t just owe them our gratitude. We owe them dependable, modern service, which is even more important during these uncertain times. That’s why we’ve been working hard for years to make improvements, to streamline operations and to find budget efficiencies. In recent years, we have achieved more than $700 million in targeted, common-sense savings. These efforts put us in a better position to support agriculture and strengthen the economy in rural America. As we recognize and celebrate American agriculture this week, I want to give special recognition to the resilience and commitment of the greatest farmers and ranchers on earth. USDA will continue to do all we can to support their work.

Rural Americans face many unique challenges – and every day, the U.S. Department of Agriculture provides assistance to help grow American agriculture and increase opportunity for rural communities. Unfortunately, 90 percent of America’s persistent poverty counties are in rural America – and we can’t allow these areas to be left behind. This week, USDA is further expanding a program to partner with rural communities and regions on projects they support to promote economic growth. Through this initiative, known as the StrikeForce for Rural Growth and Opportunity, USDA helps communities leverage their resources to access programs, promote economic development and create more jobs. In 2010, USDA launched this new effort as a pilot initiative in the states of Arkansas, Georgia and Mississippi. In 2011, StrikeForce expanded to the Southwest adding Colorado, New Mexico and Nevada. USDA has already partnered with over 400 local community based organizations to promote local and regional development projects. From tackling food insecurity in Arkansas, to improving access to farm programs in Nevada, the StrikeForce initiative has helped us to better serve producers in rural communities. Our new efforts will bring StrikeForce for Rural Growth and Opportunity to Alabama, Alaska, Arizona, North Carolina, North Dakota, South Carolina, South Dakota, Texas, Utah and Virginia. In an effort to leverage partnerships in poverty-stricken rural areas, we are working to ensure that every community has equal access to USDA programs. Surveying America’s Farmers Online – An Innovation in Collecting Ag Stats Donald Buysse, Census Section Head, National Agricultural Statistics Service Although the first Census of Agriculture dates back to 1840, the way the data is collected is most assuredly not stuck in the past. Historically, the main mode of data collection for the ag census has been by mail. There is one reason for this – it has always been cheaper! With advancements in technology, USDA’s National Agricultural Statistics Service has tapped into more costefficient ways to collect information. For the first time, during the 2007 Census of Agriculture respondents could go online and use the tool NASS refers to as Electronic Data Reporting (EDR) to respond. The agency was pleasantly surprised to glean nearly 100,000 responses from EDR. However, we knew we could improve upon that mark. With a clear focus on increasing online responses, NASS retooled the EDR instrument for the 2012 Census of Agriculture to be faster and more userfriendly, without compromising our commitment to confidentiality by protecting our nation’s farmers’ valuable information. And, of course, we realize that not only is the information valuable but so is the respondent’s time. To that end, the EDR instrument is designed to help the respondent move quickly through the form by skipping sections in the questionnaire that do not apply to the operation. To the delight of many respondents, EDR is the quickest way to respond to the Census, including telling NASS that you are not farming. Online respondents are not the only ones who can reap the benefits of our online tools. For the 2012 Census of Agriculture, we will also turn to EDR for our in-person data collection in the coming weeks. When interviewers visit with farmers this spring they will use iPads to securely access and fill out the Census online rather than using paper forms. So far, the results of responding online for the 2012 Agriculture Census have been fantastic. To date, NASS has received more than 250,000 responses through the EDR system. That’s 250,000 records that are accounted for and processed more quickly and in a more cost-effective manner than ever before. As NASS looks to the future, we continue to ask how we can best serve U.S. agriculture. If America’s producers continue to adopt ways of electronic communication and survey response, and it’s time- and cost-effective for everyone, the future offers much more to explore for innovations in collecting agricultural statistics. In the meantime, however, all farmers and ranchers can keep visiting the Census of Agriculture website to respond online.
