GRAND JUNCTION, Colo. (AP) _ The Colorado Parks and Wildlife Commission is considering cuts for big game hunting for elk, deer and pronghorn sheep this year. The commission is meeting Thursday in Grand Junction, where members will decide the best ways to stabilize herds. Biologists are recommending a quota of 139,000 limited elk licenses, which represents a drop of about 2 percent from 2011. Wildlife managers are proposing a quota of 80,000 deer licenses and 24,000 pronghorn licenses, which also represent slight declines. Licenses for the state's growing moose population are recommended to rise by 12 percent, while bear licenses will jump by 25 percent.
Yellowstone Bison Drive Begins as Cattle Return BILLINGS, Mont. (AP) _ The annual effort to haze migrating wild bison back into Yellowstone National Park to make way for cattle is underway in southwest Montana. Christian Mackay with the Montana Department of Livestock says workers began pushing about 270 bison into the on Wednesday. The animals are being driven from public and private land near Hebgen Lake using a helicopter and other means. Bison migrate to lower elevations in Montana in the winter. But a federal-state agreement requires their return to the park in the spring, when cattle are brought in for grazing. Officials say they are guarding against animal disease transmissions to cattle. But critics of bison hazing say the practice is unnecessary and the risk of infection is low if cattle are properly managed.
Chemical Firm Fined $102K by EPA KANSAS CITY, Mo. (AP) _ An agriculture chemical company faces a $102,000 federal penalty for mislabeling pesticides at facilities in Nebraska and Missouri. The Environmental Protection Agency said Syngenta Crop Protection of Greensboro, N.C., will pay the civil penalty for violations at its facility in Omaha, Neb., and at a farm supply retailer in Savannah, Mo. The EPA said in a release Tuesday that its inspections last year in Omaha found that Syngenta had received imported shipments of a fungicide that was not properly labeled. The agency says another inspection last year at a company in Savannah, Mo., found a bulk tank of a Syngenta herbicide that lacked a required warning label. Syngenta said in a statement Wednesday that the labeling issues were promptly addressed and didn't pose any health or safety risks.
Iowa Power Fund-Review By Ryan J. Foley, Associated Press IOWA CITY, Iowa (AP) _ Iowa officials have canceled a $2.5 million grant for a firm proposing a technology to make fertilizer from corn cobs. A spokeswoman for Iowa's economic development agency said Tuesday that SynGest, Inc. defaulted on its contract by not disclosing in its 2009 application that Chairman Serge Randhava had been sued for racketeering and fraud. The agency released a copy of the default notice to The Associated Press, which reported on the lawsuit last month. The case was settled in 2009 along with another lawsuit in which Randhava was part of an investor group that accused others of fraud and racketeering. SynGest answered ``no'' to a question asking whether there were ``any judgments or court actions completed or pending'' against officers. Randhava declined comment. A lawyer said SynGest would respond Tuesday.

MARION, Iowa (AP) _ The grass-strip McBride Airport has closed nearly 50 years after it was carved out of an eastern Iowa farm field. Ivan McBride told The Gazette it's difficult to close the tiny airport in Marion that his late father created in 1962. But with liability insurance becoming increasingly expensive, McBride said the time was right to make the change. ``Shutting it down is not easy for me,'' McBride said. Melvin McBride created the air strip out of land the family had owned since the 1920s. He later shaped a 2,400-foot-long grass runway, built a hanger and moved an old service station to the property to serve as an office. The airport officially opened Oct. 14, 1962. Ivan McBride, 57, said he recalls being impressed as a child by the family's small but busy airport. “As a kid, I remember 30-some planes based here,'' he said. ``It was an active little strip back then.'' Melvin McBride didn't know how to fly but his son learned and took his first solo flight at the field when he was 19, flying in the family's 1952 Piper Tri-pacer. He later studied aircraft mechanics and became a corporate pilot for RockwellCollins. Melvin McBride died in 1972. The airport has been home to flying clubs over the decades. During a three-day period in 1983 when it was the designated airport for the nearby Farm Progress Show, more than 700 planes landed at the field. “There's no question this airport defined my career and my life,'' Ivan McBride said. “I met a lot of people, made a lot of friends, as a result of this little airport. McBride's 19-year-old son Calvin, now an agriculture student at Iowa State University, plans to farm the land again.

The days suitable for fieldwork ranged from a low of .8 days in South Central and Southeast Iowa to a high of only 2.3 days in Northwest Iowa. Topsoil moisture levels increased to 3% short, 68% adequate, and 29% surplus. Subsoil moisture also increased and was rated 6% very short, 13% short, 66% adequate, and 15% surplus. Iowa’s planting progress was slowed by persistent rain and thunderstorms that swept through the State. Farmers are looking forward to a stretch of clear weather to help dry out the fields so planting activities can resume. KANSAS: Days suitable for fieldwork 5.0. Topsoil moisture 6% very short, 20% short, 67% adequate, 7% surplus. Subsoil moisture 6% very short, 25% short, 66% adequate, 3% surplus. Winter wheat turned color 4%, 0% 2011, 0% avg; wind damage 82% none, 13% light, 4% moderate, 1% severe; freeze damage 94% none, 5% light, 1% moderate; insect infestation 74% none, 20% light, 5% moderate, 1% severe; disease infestation 52% none, 28% light, 15% moderate, 5% severe. Alfalfa cutting progress 60%, 3% 2011, 2% avg. Feed grain supplies 6% very short, 15% short, 77% adequate, 2% surplus. Hay and forage supplies 13% very short, 17% short, 67% adequate, 3% surplus. Stock water supplies 5% very short, 11% short, 81% adequate, 3% surplus. Last week many Kansas producers saw more hot and dry weather as many stations again set new daily high temperature records. Russell Springs had the State’s highest and lowest weekly temperature with 99 degrees and 41 degrees. With average temperatures ranging from the mid-60’s to mid-70’s, the average weekly temperatures were 8 to 16 degrees above normal. The Southeast District saw ample amounts of precipitation with Parsons, Pittsburg, and
Columbus receiving 7.80 inches, 6.20 inches, and 5.48 inches, respectively. There were reports from the Southeast District of localized flooding in low lying areas. However, only nine other stations received more than an inch of rain, while 17 stations received less than one half inch, and 9 stations received no rain at all. Producers across the State averaged 5 days suitable for fieldwork with the Southeast District only averaging 2 days suitable. As some producers become concerned with the hot and dry weather, they continued to spray wheat for disease, apply fertilizer, and plant corn, soybeans, sorghum, and cotton. With only two districts reporting less than 90 percent headed, the Kansas wheat crop continues to progress three weeks ahead of the average. Four percent of the crop has already turned color, mostly in the South Central and Southeast Districts. Because of the heat and lack of moisture, the condition of the wheat crop continued to slightly decline. Cattle herds continue to be turned out to spring pasture as some producers are still finishing spring calving. MINNESOTA: Days suitable for fieldwork 3.4. Topsoil moisture 1% Very Short, 10% Short, 71% Adequate, 18% Surplus. Spring Wheat 1% Jointing, 0% 2011, 0% avg.; condition 6% Fair, 68% Good, 26% Excellent. Temperatures were 12 to 15 degrees above average. Topsoil moisture supply 5% very short, 12% short, 58% adequate, 25% surplus. Ground worked spring tillage 88%, nearly 1 month ahead of 2011 and normal (5-yr avg). Winter wheat turning color 15%; all districts developed well ahead of historic norms. Hot, dry conditions in the southeast district reduced wheat condition. Alfalfa hay 1st cutting 32%. Other hay cut 14%. High humidity slowed hay drying across some parts of the State. Although the dry south-central and southeast districts had nearly a week suitable for fieldwork, inundated by rain, the northeast had no days suitable, and the north-central district had only 1.5 days suitable. MONTANA: Days suitable for field work 4.7, 4.4 last year. Topsoil moisture 3% very short, 0% last year; 14% short, 1% last year; 71% adequate, 66% last year; 12% surplus,

High temperatures ranged from the upper 60s to the middle 70s, with the state-wide high temperature of 77 degrees recorded at Albion. A majority of stations reported lows in the lower 20s to upper 30s, the coldest being Drummond and Wisdom at 18 degrees, followed by Martinsdale and West Yellowstone with 19 degrees. NEBRASKA: Days suitable for fieldwork 5.0. Topsoil moisture 3% very short, 16% short, 76% adequate, and 52% surplus. Subsoil moisture 6% very short, 26% short, 66% adequate, and 2% surplus. Wheat jointed 87%, 40% 2011, 45% avg. Alfalfa 1st cutting 20%. Alfalfa conditions 5% poor, 24% fair, 54% good, 17% excellent. Wild hay conditions 2% poor, 29% fair, 65% good, 4% excellent. Producers made significant planting progress with favorable conditions. Above normal temperatures and limited precipitation allowed active field work and aided crop development. Wheat jointed was 87 percent with heading 19 days ahead of average. The first cutting of alfalfa continued 3 weeks ahead of average. Cattle have been moved to summer pastures. Temperatures averaged 9 degrees above normal across the State. High temperatures ranged from the mid 90’s in the southern half of Nebraska to lows of mid 30’s in the Panhandle. The reporting stations in Lander, Douglas and Cheyenne reported no precipitation last week. Five stations reported above normal precipitation for the week, three stations reported above normal precipitation for the year. These included Sundance, Shirley Basin and Yellowstone. Lincoln County reported good weather and cold mornings with a hard freeze, snowpack is down. Uinta County reported that runoff has begun with one reservoir full and the second one at 65 percent. Valley floor conditions are dry with little moisture over the last 6 weeks. Conditions are dry and dusty for this early in the year. Livestock were doing well but moisture was needed. Carbon County ranchers reported that they were on limited water allotments due to limited water from runoff. Converse County reported that growing conditions were approximately 3 weeks ahead of normal and that dry conditions persisted. Miller Invasion By Noel Mues, Extension Educator, Furnas County Moths or millers are regular visitors during the spring season. This year they are more abundant than ever. The most common moth, often referred to as a miller, is the adult form of the army cutworm. The moths are light gray to light brown with a unique marked pattern on their wings, which can span about 1½ inches. Moths generally feed at night on the nectar of flowering trees and shrubs. When dawn arrives they look for cracks and crevices to hide. The moths don’t do any damage to plants or people. About the only damage comes from the stain caused by smashing them on the wall. Just like birds, moths also migrate. In the spring, Nebraska is just a pit stop on their journey westward toward higher elevations and cooler temperatures. Some of them even go as far as the Rocky Mountains. In the fall, as they migrate back eastward they mate and lay their eggs in alfalfa, wheat fields and grassland. In a short few weeks the eggs hatch and the larvae begin their feeding. The following spring they pupate, hatch into adult moths and, once again, start their migration westward. What can I do to get rid of them? The good news is that by the time you read this they’ve probably moved on. Moths are attracted to light, especially at night. An outside patio light that is left on can attract hundreds of moths. Yellow colored outside light bulbs aren’t as attractive to moths and other insects. Sealing exterior cracks and crevices, replacing worn weather stripping, and keeping all screens and windows in good repair will also help in keeping these pests outside. Once inside there are several ways of dealing with them. A fly swatter or vacuum might be the best option for control. Another method is to use a container, filled with water and a little dish soap. Place a light source located directly over the soapy water. The moths are attracted to the light and fall into the water. Make sure the light source doesn’t fall into the water. Use of insecticides is not a recommended method for control. For obvious reasons, the products should not be used inside the home and they really aren’t very effective on the moths

(AP) _ Officials with Kalispell Public Schools say the district will save money and serve healthier food by switching to hamburgers made with beef that comes from Kalispell and Polson cattle ranches. Food Service Director Jenny Montague tells the Daily Inter Lake that the district will save about $750 annually while spending $35,000 in the local economy. She also says the meat will be healthier because the cattle are raised on ranches and eat a higher percentage of grass than cattle raised at confined animal feeding operations, or CAFOs. Officials say the change was possible after Lower Valley Meat Processing near Kalispell bought a machine capable of making the correct sized hamburger patties for students.

Those operating them say people are attracted by inexpensive prices for fresh produce and a longing for a more rural lifestyle. Carl Saunders of Yellow Dog Farm in Warrenton told the Suburban Journals of Greater St. Louis that people also like to support local farmers. ``It's really buying food from what amounts to your neighbor,'' said Saunders, who serves on the Lake St. Louis market's board of directors. ``You're buying local and the dollars stay local.'' Kathleen Huser of Wright City was among a couple of dozen vendors at a recent farmers market held in the parking lot of The Meadows at Lake St. Louis shopping center. She held up a bundle of radishes. ``We picked these this morning at 6 a.m.,'' said Huser, who was selling plants, herbs and vegetables. ``You can't get this kind of freshness at a grocery store.'' The Lake St. Louis market, which moved from O'Fallon this year, opened April 14 and will operate from 8 a.m. to noon on Saturdays through mid-October. Farmers markets are also taking place this summer and fall in Wentzville, St. Charles and Defiance. ``People are kind of wanting to reconnect with farms, and this is one way to do it,'' said Greg Krueger of Back Pasture Farms in Troy, who sold eggs at the Lake St. Louis market and will offer berries, vegetables and honey later in the growing season. Advocates also say the food is simply good, and often unique. For example, you can buy varieties of tomatoes not often seen in grocery stores, along with asparagus, berries, squash, sweet corn and even pumpkins. Tony Anderson, director of business development for the Missouri Department of Agriculture, said markets in Missouri are growing at a rate of about 10 percent a year. There are now about 220, compared to 57 just 15 years ago.
WILLMAR, Minn. (AP) _ Five Jennie-O Turkey Store sites that raise turkeys in Kandiyohi County could soon be allowed to increase the birds in their barns. The West Central Tribune reports the company is seeking conditional use permits for the sites in four townships that would allow the increase to keep up with new market demands for smaller birds. Jennie-O Turkey Store spokesman Steve Onnen says the final market weight would be a couple pounds less so the total pounds of turkeys produced in each barn would be about the same as it is now. For instance, the number of turkeys at three barns in the Roseville Township would increase from 100,000 to 120,000. The Planning Commission approved the permits Monday. The county board is expected to take final action on the permits Tuesday.
GREELEY, Colo. (AP) _ Authorities say a fire that killed half a million chickens at an egg farm near Roggen was an accident. The Greeley Tribune reports the Weld County Sheriff's Office determined the April 30 fire was accidental, but investigations by the Boulder Valley Poultry egg farm continue. Meanwhile, the company plans to rebuild the three structures that were destroyed in the blaze. Colorado Egg Producers Association President Jerry Wilkins has said that because egg demand is typically low this time of the year, and because many local producers have agreed to step up in response to Boulder Valley's losses, the effects of the fire are expected to be minimal. The chickens that died in the fire collectively produced about 250,000 eggs per day.
South Dakota Veterinarians Urge Cattle Anthrax Vaccination BROOKINGS, S.D. (AP) _ South Dakota veterinary officials say last year's flooding may increase the risk of anthrax in cattle this year. State Veterinarian Dustin Oedekoven (OH'dih-koh-vihn) and South Dakota State University Extension Veterinarian Russ Daly say farmers and ranchers should vaccinate cattle for anthrax before turning them out to summer pastures. Anthrax is caused by bacteria that develop into spores in the soil. Daly says flooding could disrupt the soil and cause anthrax spores to be deposited on grass eaten by cattle. Daly says anthrax is a disease that can cause rapid death among cattle. Oedekoven says farmers and ranchers should check cattle frequently during the summer and investigate any unexpected deaths. He says suspected cases of anthrax should be reported to local veterinarians or the state veterinarian's office.

• USDA has two primary roles regarding this issue: to ensure that meat and poultry products are safe for consumption and to purchase a limited amount of food for our nation’s schools. • USDA is committed to ensuring the health and safety of the food served to nearly 32 million school children every day, and we are committed to a comprehensive, coordinated approach to food safety for the National School Lunch Program (NSLP). • All USDA ground beef purchases must meet the highest standards for food safety. USDA has strengthened ground beef food safety standards in recent years and only allows products into commerce that we have confidence are safe. • USDA foods are equal to, and often exceed, the quality of their commercial counterparts. Among the policies and procedures currently protecting school children are inspection and food safety plan requirements for each cafeteria, rigorous purchasing requirements and testing protocols, and mandatory food safety controls. • Ammonium hydroxide is used to produce a lean meat product that is added to ground beef to reduce the overall fat content without compromising flavor. It also has some degree of antimicrobial effect. Ammonium hydroxide also is used in a variety of other processed foods, such as baked goods, gelatins and puddings, and cheeses, and can occur naturally in foods. • Only beef that has successfully completed the inspection requirements by the Food Safety and Inspection Service is eligible to enter into the NSLP. In addition, the Agricultural Marketing Service (AMS) imposes strict requirements on food purchased by USDA for the NSLP to ensure that the food served to our children is safe, such as routine testing of all ground beef products for pathogens before any product is delivered. • USDA has a zero tolerance for Salmonella and E. coli O157:H7 in all AMS beef purchases for the NSLP. Beef that tests positive for these pathogens is rejected and never supplied to schools. This includes LFTB used as a raw material in ground beef products. • LFTB is used in many commercial ground beef products available in fast food chains, restaurants, retail grocery stores, and non-commercial operations such as hospitals, in addition to schools. The Food Safety and Inspection Service and the Food and Drug Administration consider ammonium hydroxide as a “Generally Recognized As Safe” food additive. Lincoln's Agricultural Legacy Wayne D. Rasmussen, Chief, Agricultural History Branch (ret.1986), USDA On May 15, 1862, Abraham Lincoln signed into law an act of Congress establishing "at the seat of Government of the United States a Department of Agriculture." Two and onehalf years later, in what was to be his last annual message to the Congress, Lincoln said: "The Agricultural Department, under the supervision of its present energetic and faithful head, is rapidly commending itself to the great and vital interest it was created to advance. It is precisely the people's Department, in which they feel more directly concerned that in any other. I commend it to the continued attention and fostering care of Congress." Lincoln's own background was the pioneer farming and rural life typical of the outer edge of America's westward-moving frontier. His early years were spent on farms characterized by pioneer exploitation rather than by settled cultivation. The 300-acre tract in central Kentucky on which his log-hut birthplace stood was too poor to be called a farm. As a boy, he lived on a 30-acre farm. Because of hills and gullies only 14 acres could be cultivated. In 1816, the Lincoln family moved to southern Indiana to 160 acres of marshy land. After 7 years, Lincoln's father had 10 acres of corn, 5 of wheat, and 2 of oats in cultivation. The young boy was hired out to do general farm work, to split rails, and to work on a ferry boat. In 1830, the family moved to land along the Sangamon River in Illinois. Soon afterward, Lincoln left the family and began life for himself. This farm background, on what was then the western frontier, and his years as a country lawyer made Lincoln, during the 1850's, a representative of the frontier, the farmer, and small town democracy. On September 30, 1859, Lincoln addressed the Wisconsin State Agricultural Society at its annual fair in Milwaukee. This was the only extended discussion of agriculture he ever made. He began by praising agricultural fairs as a means of bringing people together. However, the main purpose of the fair was to aid in improving agriculture. Lincoln spoke of the desirability of substituting horse-drawn machines for hand power, and the potential usefulness of steam plows. He urged more intensive cultivation in order to increase production to the full capacity of the soil. This would require the better use of available labor. Lincoln contrasted "mud sill" and free labor, identifying "mud sill" laborers as slaves or hired laborers who were fixed in that situation. Free laborers, who had the opportunity to become landowners, were more productive than the "mud sill" workers. Free labor could achieve its highest potential if workers were educated. As Lincoln put it: "...no other human occupation opens so wide a field for the profitable and agreeable combination of labor with cultivated thought, as agriculture."
His endorsement of education and his belief that farmers' interests were of primary importance indicated Lincoln's interest in agricultural reform. After saying that farmers were neither better nor worse than other people, Lincoln continued: "But farmers, being the most numerous class, it follows that their interest is the largest interest. It also follows that that interest is most worthy of all to be cherished and cultivated -- that if there be inevitable conflict between that interest and any other, that other should yield." When the Republican Party nominated Lincoln in 1860, two of the planks in the party platform were in accordance with ideas that had been advocated by westerners for many years. The first was the demand for a homestead measure. The second was advocacy of Federal aid for construction of a railroad to the Pacific Ocean. Two other proposals which had been advocated for many years -- grants of Federal land for founding of colleges to teach agriculture and engineering and the establishment of a federal Department of Agriculture -- were not mentioned in the platform. However, all four of the proposals were enacted into law in 1862. The first of the measures to become law established the Department of Agriculture. In his first annual message to Congress on December 3, 1861, Lincoln said: "Agriculture, confessedly the largest interest of the nation, has not a department nor a bureau, but a clerkship only, assigned to it in the Government. While it is fortunate that this great interest is so independent in its nature as to not have demanded and extorted more from the Government, I respectfully ask Congress to consider whether something more can not be given voluntarily with general advantage.... While I make no suggestions as to details, I venture the opinion that an agricultural and statistical bureau might profitably be organized." Instead of a bureau, Congress established a Department to be headed by a Commissioner. The act was so broadly conceived that it has remained the basic authority for the Department to the present time. The Homestead Act, approved by the President on May 20, 1862, provided for giving 160 acres of the public domain to any American or prospective citizen who was the head of a family or over 21 years of age. Title to the land was issued after the settler had resided on it for five years and made improvements on it. The settler could also gain title by residing on the claim for six months, improving the land, and paying $1.25 per acre. The Homestead Act did not achieve all that its proponents had hoped, but it stood as a symbol of American democracy and opportunity to native-born and immigrant alike. The act granting western land and making payments for the construction of the Union Pacific-Central Pacific railroad was signed by Lincoln on July 1, 1862. The two sections of the railroad joined at Promontory Summit, thirty-two miles west of Brigham City, Utah, on May 10, 1869. This completed a rail con-
nection between the Atlantic and the Pacific and opened new areas of the West to settlement. The Morrill Land Grant College Act, donating public land to the States for colleges of agriculture and the mechanical arts, became law on July 2, 1862. Every State accepted the terms of the act and established one or more such institutions. After President Lincoln signed the bill establishing the Department of Agriculture on May 15, 1862, he received much unsolicited advice, particularly in the columns of the farm press, on the appointment of the first Commissioner of Agriculture. Some urged the appointment of a distinguished scientist, others an outstanding "practical" man. A few periodical editors were certain that one of their number would be the best choice. However, Lincoln turned to Isaac Newton, a farmer who had served as chief of the agricultural section of the Patent Office since August 1861. Newton was born in Burlington County, New Jersey. He grew up on a farm, and after completing his common-school education, became a farmer in Delaware County, Pennsylvania, near Philadelphia. Newton was a successful, progressive manager, whose farms were regarded as models. He also developed a pioneer dairy lunch in Philadelphia and a select butter trade as outlets for his farm products. Newton sent butter each week to the White House; and he and his family maintained a close friendship with the Lincolns. Subsequently, Lincoln gave him full support in managing the Department. In his first annual report, Newton outlined objectives for the Department. These were: (1) Collecting, arranging, and publishing statistical and other useful agricultural information; (2) Introducing valuable plants and animals; (3) Answering inquiries of farmers regarding agriculture; (4) Testing agricultural implements; (5) Conducting chemical analyses of soils, grains, fruits, plants, vegetables, and manures; (6) Establishing a professorship of botany and entomology; and (7) Establishing an agricultural library and museum. These objectives were similar to the charges given the Department by the Congress in its legislation establishing the new agency. Newton, during the nearly five years he served as Commissioner, made progress in achieving these objectives. The basis for a library existed in the book and journal collection of the Agricultural Division of the Patent Office. This collection, comprising about 1,000 volumes, was transferred to the new Department. Appropriations for library material began in 1864. The first librarian of record was Aaron Burt Grosh, a clergyman. Little is known of his library work. He is best remembered as one of the founders of the National Grange. Although Lincoln's primary problem during his Presidency was preserving the Union, the agricultural legislation that he signed was to transform American farming.
