Farm credit tightens WICHITA, Kan. (AP) — Agricultural credit conditions tightened in the Midwest during the first quarter of this year, The Federal Reserve Bank of Kansas City said Friday. The Federal Reserve reported that its quarterly survey found that the percentage of lenders raising collateral requirements reached another record high in the Tenth Federal Reserve District. The rate of loan repayments also fell for the second straight quarter. Turbulent agricultural conditions contributed to the tightened farm credit, the agency said. The district includes Colorado, Kansas, Nebraska, Oklahoma, Wyoming as well as parts of New Mexico and Missouri. Lower farm incomes curbed the demand for farm loans across most of the district, making more money available for lending. Oklahoma was the only state in the region that did not experience a sharp drop in loan demand. Bankers in Oklahoma reported the largest increase in the percentage of loans refused due to a shortage of funds, the report said. The increase in bank referrals to nonbank credit agencies or government lending programs across the region was also driven by

Oklahoma, where bankers were concerned about drought stress on the winter wheat crop. Those early fears over the crop appeared well founded. The National Agricultural Statistics Service this week issued a winter wheat forecast saying Oklahoma’s wheat crop was expected to come be 52 percent smaller than last year’s crop because of drought and spring freeze damage. Survey respondents reported farm income had slipped from the record highs of last year, especially in Oklahoma and Kansas where winter wheat conditions deteriorated during the first quarter. Livestock producers also were struggling with low cattle and hog prices amid waning global demand for meat, the Federal Reserve said. New equipment sales slowed dramatically in the district. The Association of Equipment manufacturers reported a 20 percent decline in tractor sales during the quarter when com-

Farmland values appeared to stabilize after modest declines in 2008, and most bankers expected those values to hold steady, the agency reported. Non-irrigated farmland values rose 1.4 percent across the district compared to the previous quarter, with no change in the value of irrigated acreage. Ranchland values declined by less than 1 percent, reflecting the struggling livestock sector. Nebraska had the most dramatic fluctuations in land values with the highest gains in 2008, but also the sharpest declines in the past two quarters. Watch Out for Crop Seed Violations FARGO, N.D. - North Dakota’s state seed commissioner, Ken Bertsch, cautions farmers to avoid potential violations of state and federal seed laws in the purchase and planting of protected seed varieties. “Given the protection afforded nearly every seed variety used, whether through Plant Variety Protection (PVP), PVP Title V or other instruments, such as patents, it is important that growers acquire seed through legal channels,” Bertsch says. As variety protection becomes the norm industry wide, knowledge and adherence to seed laws becomes imperative for growers, seed conditioners and producers who maintain stocks of protected varieties of all types. Seed of protected varieties can be sold only with approval from the variety owner. Varieties protected by PVP Title V can be sold only as a class of certified seed. Most cereal crops, soybeans and minor crops are protected by the developer, whether a private company or university breeding program. “In general terms, unless the seed being purchased is accompanied by a certified, registered or foundation class label or comes from a reputable dealer with authorization from the owner to market the seed, you shouldn’t purchase and plant the seed,” Bertsch says. “Brown-bagged seed isn’t worth the risk and everyone involved in the transaction is a part of that risk pool.” Brown-bagging, a term used to describe the practice of selling unauthorized seed in trans-

While a farmer is allowed to save and replant seed that has been purchased legally, he or she cannot market that seed to anyone else for planting purposes. Protected varieties cannot be sold or exchanged unless produced and inspected under rules and standards for the certified class or have been given authorization from the variety owner and comply with state and federal labeling laws. “We learn of potential seed law violations every year, either by regulatory inspection or tips from the industry,” Bertsch says. “We investigate these alleged violations in every case where reasonable evidence exists and then levy administrative fines when necessary.” The State Seed Department has authority to levy fines for statutory violations ranging

from $250 for simple labeling infractions to $5,000 for violations of PVP laws. Additionally, owners of varieties have the ability to file civil actions and obtain triple the damages on the seed sold and on the grain produced from the illegally planted seed. Major violations of PVP and labeling laws have resulted in fines and fees upward of $50,000. Variety identification testing technology has improved. The improvements give regulatory agencies more tools for enforcing variety protection programs. “For example, if a viable complaint of a PVP infringement comes to us, we have the ability to test the plant tissue of some crops to determine the variety,” Bertsch says. “State law requires that labelers (seed companies or growers) maintain seed sale records and purchases for three years. A grower suspected of violating the law may be asked to produce proof of purchase and point-of-sale records. This isn’t just about the seller. The purchaser and conditioner of the seed also are at risk in terms of infringement of the owner’s intellectual property rights.” Brown-bagged seed damages the entire industry. The variety owner or developer loses royalties that are used to develop new varieties. The legitimate seedsman loses sales and revenue, while the producer plants an illegal and inferior product. “In these cases, everyone loses,” Bertsch says.

Economic Damage from 'Swine Flu' Misnomer May Prove Limited

COLUMBIA, Mo. - "Misnaming the H1N1 virus 'swine flu' will cause a significant amount of monetary damage, not only to the hog industry but to related industries such as hog packing and trucking," said Ron Plain, livestock economist with the University of Missouri Extension Commercial Agriculture Program. Plain is hopeful that the worst is over, despite the discovery of infected swine in Canada. Canadian health officials suspect that the pigs contracted the virus from a farmer who had recently returned from Mexico. Plain said he is cautiously optimistic for two reasons. "Number one, the death rate for this influenza strain appears to be lower than that of normal seasonal flu." Secondly, more organizations have stopped calling it the "swine flu," he said. "Efforts by the World Health Organization, the World Organization for Animal Health and the USDA to call the disease by its correct viral name have already had a promising impact on lessening the economic damage." Plain believes that Egypt's overreaction of slaughtering all hogs in the country was "the straw that broke the camel's back" for WHO and like organizations. He believes Egypt's extreme policy led the global health organizations to promote the proper identification of the H1N1 virus. Plain does not believe that feed prices will be affected. "Whether or not the hogs are being sold, producers won't stop feeding them. If the number of hogs remains constant, so will the amount of grain they will need." The United States exports 20 percent of its pork. Some of the leading importers of U.S. pork products, such as Russia and China, have placed restrictions on imports from North America. U.S. government officials have stated that restrictions on U.S. pork and pork products are not based on scientific evidence and may unnecessarily result in serious trade disruptions. sary, in fact, bare soil will warm up more rapidly and over the season may produce more plant-available nitrogen from organic material breaking down," he said. "Less residue often leads to less short-term nitrogen immobilization. Therefore more nitrogen may be available for the plant. However, the longterm loss is still real." Other factors come into play when evaluating residue fires and their impact on soil nutrients. Wind and rain may move some of the ash from the field or to another area within the field. Soil erosion may also increase when the amount of residue is reduced. Time in the field, tillage, grazing, temperature, precipitation, and other factors can change the residue amounts and nutrient content of the residue in grain fields. The extent of burning - how much of the field and how much of the area where the fire occurred - can also play roles in the amount of nutrient lost from the residue. Speculation on the amount of potential

organic matter lost is difficult, Gelderman said. "These are potential changes in soil organic matter from loss of one year's residue that are very small and cannot be measured with current lab tests. Past suggestions for the economic loss from the potential organic matter decline indicate about $1 per acre for organic matter loss value under a tilled, cornsoybean rotation," he said. "Today, that would be at least $2 per acre under tilled conditions and perhaps as much as $4 per acre under no-till."

BeefTalk: One Needs to Know Costs DICKINSON, N.D. - Managerial changes require a review of both the positive and negative. Previous discussion on changing the calving date has resulted in two major points: reducing the cows’ winter feeding costs and lower the death loss among newborn calves. Both significantly affect the bottom line. How much is also important. North Dakota Beef Cattle Improvement Association producers have a five-year average of 3.2 percent calf death loss. Those producers have a typical bull turnout date of June 9, with a predicted beginning calving date of March 19 (based on a 283-day gestation period). The actual average calving date

for those herds was April 3, so late March and April calving has not been very harsh on calves. A storm will cause consternation and even devastation, but calving late enough to avoid winter weather probably is not practical. On May 13, we had snow and chilly (below freezing) temperatures, which were enough to chill a newborn calf. While things have not been all that bad in the long run, inputs and outputs need to be assessed to evaluate a shift in production practices. The feed requirements of the cow and calf are set. If one knows the situation, the appropriate amount of feed can be calculated. If the environment is not changing, the requirements will not

change significantly. Calving at a later date gives producers an increased opportunity to place cows on grass while the cow is either very pregnant or milking, which are, generally, peak nutritional times. Both periods require additional feed. If one is hauling feed manually or by the tractor scoop full, the additional feed is noticeable. Turning cows on grass brings a sigh of relief because the cow actively can gather her own feed. Remember, a cow’s requirements did not change, only the source and feeding process changed. Input costs are critical to any management decisions. Assume a producer can rent land for $20 per acre on which to run cows.

In a very simplistic way, the producer needs a connection between the available forage and price per acre. In general, a ranch manager could look at trying to feed a 1,300pound cow with approximately 1,000 pounds of forage per month (essentially 30 pounds a day for 30 days, plus 10 percent waste). The other option the ranch manager has is opting to turn the cow onto grass. For the cow standing in the pen, costs are calculated on the price of hay. At $60 per ton, hay costs the ranch $30 per month to feed the cow. At $120 per ton, hay costs the ranch $60 per month to feed the cow. The lower end barely works, but the upper end does not. The same is true for grass.

BROOKINGS, S.D. -- Knowing what soil nutrients are lost in crop residue fires and their amounts can help producers determine economic loss. That's according to South Dakota State University plant science professor Ron Gelderman, who has evaluated studies of accidental crop residue fires and how those fires impact soil nutrients. "In general, most nitrogen and sulfur in the residue will be lost in the fire, while most of the mineral nutrients such as phosphorus and potassium will be retained," said Gelderman. "Recent lab studies show this to be the case in wheat, oat, and flax residues, and we would expect similar types of losses for corn and soybean residues." To estimate nutrient loss, producers must first evaluate the amount of residue that was present in the field. In general, the dry weight of the grain that the field produced will be equal to the dry stover weight. For example, a field producing 150-bushel corn per acre will have about 7,120 pounds of dry residue. Average nutrient content for nitrogen and sulfur are very similar for corn, soybeans, and wheat. A value of 0.60 percent for nitrogen and 0.10 percent for sulfur can be used. In this example, the 7,120 pounds of dry residue contains 42.7 pounds of nitrogen and seven pounds of sulfur, both of which would be lost when the residue burns. Gelderman said it is important to remember that fires result in the long-term economic loss of nutrients. "Replacement of the lost nutrients for the next crop is not neces-

The patented STARR TRAK System has proven to tremendously increase floatation allowing the machine to roll more freely resulting in much shallower tracks. Not only does this system increase floatation, it also helps minimize rutting from soil erosion through its horizontal traction pattern which allows water to move to the outside of the track rather than centralizing water flow as do existing tire patterns. A new yoke design for standard towers as well as corner units, with a wide variety of tire sizes is now available. The gear box carries no weight. The result is a much stronger system complementing the current longer span, heavier machines. We continue to offer the original Starr Trak for 11.2x24 & 11.2x38 tires on lighter machines.

nique depends on the price spread between choice and select grades. "It may be a case of a producer finding that he or she is better off selling their animals a little sooner," Doran commented. For cow-calf herds, Doran said a good management tip is to implement practices to boost pasture production, especially if a producer has a shortage of pasture acres. "This may mean adding some different varieties of forage into the mix," Doran stated. "Producers may want to use a legume, like clover, which may reduce their fertilizer bill." Doran said cow-calf producers may also want to implement rotational grazing, explaining that rotational grazing will help produce more pounds of beef per acre than continuously grazing this acre for the whole grazing season. She stated rotational grazing can increase the carrying capacity of the pasture 10-20 percent because it allows portions of a pasture to grow back. "I'm seeing more rotational grazing being implemented," said Doran. "Rotational grazing can be done with a lot of variation. Some producers rotate every so many weeks. Some will

rotate (their animals from paddock to paddock) every day." Doran said factors include the condition of the pasture and how quickly the grass is growing. "Rotational grazing involves science, but a big part of it is also an art," she commented. She compared the grazing of cows to lawn mowing. If a producer allows cattle to graze the same pasture or portion of a pasture for a long time, it's like setting the deck on your mower too low. "The point is you don't want to leave your animals in one of the paddocks for too long," said Doran. "Sometimes a producer may have to rotate more often depending on the growth of the grass. When May arrives with warmer weather, grass grows more quickly, and a producer may have to rotate the animals through the paddocks faster so they can utilize the grass growth," Doran stated. She added, "When the growth of grass in a paddock is getting ahead of the rotation, a producer may have to cut the grass and make hay."

As any beef producer can tell you, management can provide the edge to make a profit. Changes in management that improve feed efficiency can help producers increase their bottom line, said Beth Doran, ISU Extension Beef Specialist serving Cherokee, Crawford, Ida, Lyon, Monona, O'Brien, Osceola, Plymouth, Sioux and Woodbury counties. "The key is identifying and working on factors that affect feed efficiency," Doran stated. "With high-priced feeds, anything a producer can do to control feed costs is paramount." To control feed costs producers should look at pricing feeds on the basis of energy or proteins provided by the feed, she commented. "That's why I'm seeing a lot of producers feeding distillers grain, looking at the pricing of them compared with corn," Doran explained. Doran said feedlot operators should also look at feed efficiency in conjunction with the price spread between choice and select grades of beef. New implant technologies and strategies can improve feed efficiency by 10 to 15 percent. However, there may be trade-offs in cattle weight and grade to consider when choosing the right implant strategy. Doran explained when a packer buys beef, beef graded as prime has the most marbling, followed in quality by choice and select. However, achieving a prime grade usually requires cattle to be on feed longer. Doran said the majority of meat in a grocery store is graded as choice. However, she has seen some stores display packages labeled select beef and choice beef, and said some consumers may switch over and buy select because of the price. "If people marinate select cuts and cook them slower, they can still have a very nice product," Doran stated. As to how the grading relates to feed efficiency, Doran explained, "As an animal gets heavier, usually the quality grade improves, but the feed efficiency becomes poorer. Marketing 50 pounds lighter can reduce the amount of corn needed to finish a steer by 6-7 bushels. "If producers want to cut down on their feed bill and get their animals to market earlier, they may not grade quite as high; maybe they would grade high select versus low choice," she continued. "But if the carcasses beef producers sell are not discounted much between choice and select, what they save in feed costs may more than offset the carcass value between the two grades," Doran added. Local Firewood Prevents Spreading Invasive Insects LINCOLN, Neb. - Forestry experts are urging campers to purchase locally harvested firewood at their destination to prevent spreading invasive insects. Highly destructive, exotic insects, such as emerald ash borer, or EAB, are frequently spread through the transport of infested firewood. Once introduced to new areas, these pests quickly become established and threaten local tree resources. By purchasing locally harvested firewood and burning all wood on site, campers can help minimize this risk. "EAB was recently found near LaCrosse, Wis., just 300 miles from Nebraska, and St. Paul, Minn.," said Steve Rasmussen, Nebraska Forest Service district forester and Great Plains Initiative coordinator. "We want to keep EAB out of Nebraska as long as possible, and encouraging people to purchase locally harvested firewood at their destination is one of the best defenses we have against this pest being brought to our state." EAB is a non-native, or invasive, insect that attacks and kills all North American ash species, including green ash, which is native to Nebraska, and white, black and autumn purple ashes, all of which are popular landscape trees. The beetle disrupts the tree’s ability to transport water and nutrients. In Nebraska, there are an estimated 37 million ash trees growing in towns and cities, as well as forests and conservation plantings. These trees will all be at risk when EAB arrives here, Rasmussen said. Symptoms of EAB include winding tunnels just under the bark, one-eighth inch, D-shaped exit holes on the trunk, as well as canopy loss, usually from the top down. Ash trees infested with EAB also may have sprouts growing from the roots or trunk of the tree. Other symptoms include vertical splitting in the bark on the trunk and increased woodpecker activity. The insect itself is bright, metallic green with a flat back. Adults are typically one-half inch long.

Damage to trees infests by emerald ash borer (EAB) includes canopy loss. EAB is a non-native, or invasive, insect that attacks and kills all North American ash species, including green ash, which is native to Nebraska, and white, black and autumn purple ashes, all of which are popular landscape trees.

First detected in southeast Michigan in 2002, EAB has spread throughout Michigan, as well as to Minnesota, Illinois, Indiana, Ohio, Pennsylvania, Maryland, West Virginia, Virginia, Missouri and Wisconsin. In Canada, EAB has been detected in Ontario and Quebec. In areas where it is present, EAB has killed approximately 50 million ash trees. The EAB infestation near LaCrosse, Wis. is the closest known infestation to Nebraska. In states where EAB has been detected, the movement of firewood is regulated by state departments of agriculture and federal agencies. Currently firewood quarantines exist in Illinois, Indiana, Maryland, Michigan, Missouri, Ohio, Pennsylvania, Virginia, West Virginia, Wisconsin and New York. In Canada, quarantines are in effect in Ontario and Quebec. While there are currently no mandates in Nebraska, people are being asked not to transport firewood. Since October 2007, state forestry agencies in Kansas, Nebraska, North Dakota and South Dakota have been working together to prepare for the arrival of invasive species, such as EAB, in the Great Plains by assessing the region’s tree resources, determining and addressing the potential impacts of invasives to those resources, creating public awareness of invasives and promoting species diversity. The project, the Great Plains Tree and Forests Invasives Initiative, is funded by a U.S. Forest Service grant and matching state funds.
