Castleton suggests that you spec your trailer with enough cubic feet to handle your lightest commodity.

The tridem is the ideal companion for your larger grain carts. The tridem will easily service three or more combines.

For extra flexibility at seeding time, the two hopper model is available with a partitioned rear hopper. This allows you to service your air seeder with three separate commodities.

Center for Rural Affairs releases Farm Bill guide The Center for Rural Affairs recently released its farm bill guide, "Farm Bill Programs for You and Your Community."

The guide is designed to provide farmers and ranchers information on farm bill programs that can help them get started in farming or ranching, establish high-value niche markets, implement conservation-based farming or ranching systems as well as transition to organic farming or ranching.

The comprehensive guide provides information on 23 different farm bill programs that are targeted to help farmers, ranchers and rural people across the country.

There are five conservation programs, six credit and land access programs, five rural development and local food programs, two research programs, three horticulture and organic programs, and two risk management and outreach programs.

Perhaps even more valuable for users is the resource section at the end of the guide.

It includes state-by-state contacts for government agencies, nonprofits and others in the know about how programs can be accessed in each state.

The Center is also operating a Farm Bill Helpline where producers can call in and receive assis-

tance in accessing farm bill programs.

"The Center for Rural Affairs has a long history of assisting family farmers and ranchers to access farm bill programs," said Traci Bruckner with the Center for Rural Affairs. "Through our helpline you will get to speak to a real person who is knowledgeable about the program rules to help you understand how to participate in the program."

The Farm Bill Helpline is also intended as a source for farmers and ranchers to call if they encounter barriers when applying for these programs.

"The only way we can truly know how these programs are being put into practice on the ground is to learn from the farmers and ranchers who apply for them," said Bruckner.

Clunker trade-ins no quick deal

The federal government's "cash for clunkers" program roared off the starting line in its first weekend, though it has hit a speed bump or two.

Hordes of people who own older gas guzzlers apparently like the idea of trading them in and getting a $3,500 to $4,500 rebate from Uncle Sam toward the purchase of a new car.

"It was close to being one of the biggest Saturdays on record," Kevin Ryland, general sales manager at La Vista's Performance Toyota, said of the 12-dealership group his firm is part of.

But actually putting people behind the wheel of a new car?

"It's confusing and frustrating," Ryland said of the program.

"First of all, it's a 136-page document," he said of the rules the National Highway Traffic Safety Administration issued to dealers.

"You almost have to be a lawyer."

Nearly 16,000 dealers — about 80 percent of the country's newvehicle retailers — have applied to participate, Transportation Secretary Ray LaHood said at a Monday press conference.

"We're very excited about the tremendous interest in this pro-

gram. We think it's going to turn into a good news story for many communities that have been hit hard by the recession," he said — a reminder that the main reason Congress members gave for approving the $1billion program in June was economic stimulus.

Last year sales of cars and light trucks totaled only 13.2 million, after averaging more than 16 million annually during this decade.

Moreover, General Motors Co. and Chrysler Group LLC are especially eager to revive demand, having emerged from bankruptcy this summer. Because bailouts gave the federal government 61 percent and 8 percent ownership of those two companies, respectively, the clunkers program casts Uncle Sam in the role of car salesman.

Making the program work is not as simple as kicking a tire, though.

A three-way transaction is involved, and each party has a strong interest in seeing it done right: The government wants to prevent fraud by making sure it pays rebates only for qualifying clunkers — a car or light truck of 1984 vintage or newer and getting 18 miles per gallon or worse. And it wants to make sure those cars are

destroyed as the program demands.

The dealer who is offered a purported clunker, before he lets the consumer drive away in a new car, wants to make sure the government will deliver the rebate.

The consumer wants his new car. Now. "We've delivered two or three" to buyers so far under the program, said Ryland, the Toyota sales manager. Those were for consumers who had impeccable documentation for their trade-ins and who agreed to redo the deals if their clunkers were later disqualified, he said.

Among the main questions so far, he said Monday afternoon — as he and other dealers prepared to join in a government seminar on the program's rules: What qualifies as a clunker and how must you prove it?

How can an owner prove that he's had a clunker registered for the past year, as the rules require?

(Not everyone saves those annual pink registration slips, Ryland noted.)

How must dealers satisfy the requirement that clunkers be destroyed? (The program's official Web site, www.cars.gov, says deal-

ers must disable the engine, such as by running it with sodium silicate solution in place of oil, then send the car to an authorized crushing-shredding yard.)

"It is very odd," Ryland said of the Car Allowance Rebate System, or CARS, as the government calls the program. Then again, after spending 21 years in the Air Force before retiring, he said, "it doesn't surprise me that the government would write a program that would be difficult for someone."

On the other hand, the hot line set up to field dealers' questions "typically is very good," he said — about a 10-minute wait during Saturday's peak.

Congress members have predicted the $1 billion they allocated for the rebates will spur sales of 250,000 new cars — particularly to people who weren't otherwise in the market.

Cash for clunkers ends Nov. 1 or when the funds are gone, whichever occurs first.

"With the tremendous public interest leading up to today, we anticipate that the $1 billion ... will go quickly," John McEleney, chairman of the National Automobile Dealers Association, said Monday.

USDA Provides $71 Million to Rehabilitate Farmland Damaged by Floods, Hurricanes WASHINGTON - Agriculture Secretary Tom Vilsack today announced that farmers and ranchers will receive approximately $71 million in Emergency Conservation Program funds to repair farmland damaged by natural disasters that happened in 2008 and 2009.

The money will be used to remove farmland debris; restore fences; grade and shape land; repair conservation structures that were damaged by floods, tornadoes, hurricanes, storms and wildfires, and carry out emergency water conservation measures after severe drought.

"President Obama and I are committed to helping farmers and ranchers restore farmland, fences and conservation measures devastated by disasters, and to help stimulate the rural economies affected by these disasters," said Vilsack. "USDA has always worked hand in hand

with producers during disasters, and we will continue to do so throughout the recovery process."

For land to be eligible, the natural disaster must have created conservation problems that, if untreated, would: • impair or endanger the land; • materially affect the land's productive capacity; • represent unusual damage that, except for wind erosion, is not likely to recur frequently in the same area; and • be so costly to repair that federal assistance is or will be required to return the land to productive agricultural use.

All of the above conditions must be met for land to be eligible. Conservation issues that existed before the disaster are not eligible for cost-share assistance. USDA's Farm Service Agency (FSA) county committees determine land eligibility based on on-site inspections of damage,

taking into account the type and extent of damage.

Detasslers now out in full force

WAHOO - Cool temperatures and an increase in workers have made this detasseling season anything but average.

According to Glock Detasseling owner Jason Glock, this year's season started on July 10.

"The cooler weather has caused us to start later this year," Glock said.

He stated that they prefer hot weather because it gets the corn growing and tasseling.

"The cool weather is good for the kids, but if they dress appropriately and bring water they do alright in any weather," Glock said.

Detassler Derek Fiala of Wahoo has worked the past five detassling seasons.

"This year has been a lot cooler than the last couple of years," Fiala said.

The cooler mornings have made it seem damper than usual also, said Glock.

As of July 17, Glock stated that they were about 25 percent done with their fields.

Glock's Detasseling detassels all of the Syngenta brand fields in Saunders County.

"We like to be done by the end of July otherwise we start running into the fair and fall sports practices," Glock said. "This year looks like we will be going into August a little bit."

He stated that last year they went farther into August because of the early summer storms and heavy rains.

"I don't think we will run as late this year," Glock said.

Another different element to this year's detasseling season is the number of workers who signed up.

"There seems to be more interest in it this year and I'm not sure if that is due to the economy or what."

He stated that his Lincoln and Saunders County crews total over 800 youth, which is significantly higher than it has ever been.

"We have six busses picking up youth in and around the county," Glock said. "Our 12 year olds from Elkhorn have only worked one day this year because of bus space and timing."

Glock Detasseling has pick up spots in Elkhorn, Yutan, Mead and Weston.

Youth who are 12 years old are the youngest eligible to work on the detasseling crews.

Fiala, who has been working since he was 12 years old, agreed that there are a lot of new faces on the crew this year.

"There are a lot more kids than usual, but I understand because it does pay well," Fiala said. "That is why I do it every year."
