Summer is the Best Time to Learn By Sandra Hansen, The Scottsbluff Star-Herald What do you do on summer vacation from school? Of course, you find a summer job where you can study some more. That is what four students did during their 2010 vacation. They went to work at the University of Nebraska Panhandle Research and Extension Center at Scottsbluff, where they have been focused on plant pathology

and related fields for most of three months. This has been the second year of a program originated by Dr. Carlos Urrea, dry bean breeding specialist at PREC. In the past, he has hired two high school students, as well as one seasonal employee. This past year, he gained approval for a program that includes two Western Nebraska Community College students. The first two were volleyball players, who thoroughly enjoyed the opportunity. One of them worked in a lab this summer in Puerto Rico where she used the information she'd learned in Scottsbluff in a DNA project. This summer, his regular summer assistant, Fred Ortiz, was joined by Doug Valade, who entered his freshman year at WNCC last week, and Scout Wilson, a high school senior this year. The two college students are majoring in biology and pre-med. Misty Griffitts is looking forward to a career in the biology field, while Nicole Schnittger believes her experience in biology and in Urrea's program will be helpful in her pre-med studies. She is in the intern program working with Urrea, a job she felt would be better suited to her career plans than the life guard job she had expected to have this summer. The four students and Ortiz sorted and counted and helped plant about 15,000 tiny sample envelopes of dry bean seeds from a variety of locales across the nation, and from some foreign countries. Those beans will be harvested this fall for analysis of their traits, some of which Urrea has been developing. The young people also learned about inoculations and other lab work, injecting green house plants with a variety of diseases and then testing them for results. Urrea's projects include 41 pinto lines and 50

Great Northern lines. They are being studied for bacterial wilt, common bacterial blight, and brown spot resistance. These diseases are most prevalent in Nebraska where they can cause millions of dollars of damage each year. Urrea said he has submitted a proposal to develop a technique for inoculation to create resistance to the diseases. "We will test the collection for brown spot the same as we did for bacterial wilt," Urrea said. Griffitts said she has been impressed with the way dry bean farmers work with the research teams, growing the lines in test plots on their farms in real-life conditions. Wilson said his interest in the experiments includes the potential job opportunities coming up in the next few years when today's working researchers begin to retire. He has his own organic farming produce operation at home, and expects this experience to enhance his interest in botany and horticulture. Schnittger is the only one working for credit in the program. The quartet is excited about the possible results of their summer's work, which might lead to increased resistance to these diseases in dry bean plants. All of them work hard at their assigned jobs, and seem to enjoy it, Urrea said of his young crew. Added benefits include a break from homework during the regular school year. No one mentioned to the young adults that breeding was part of the summer's job, but they all are fascinated by what they have learned, and the potential this new knowledge holds for their careers. "There is a lot of labor involved, but they work hard," Urrea said. "It is very difficult, but they learn." Urrea has been very pleased with the students, and expects the program to continue.

Growers: USDA Must Act, to Prevent Sugar Supply Shortage By Michael J. Crumb, Associated Press Writer A judge's ruling halting planting of genetically modified sugar beet seeds has left growers feeling uncertain as they wait for federal officials to decide the next step for a crop that provides half of the nation's sugar supply. Duane Grant, chairman of the board at the Boise, Idaho-based Snake River Sugar Co., said if a solution can't be worked out to use the genetically modified seed, his company and its growers fear there isn't enough conventional seed to plant next year. The company produces about 20 percent of the nation's beet sugar. ``There has been no incentive, no market, no demand for conventional seed since 2008 and we believe there is not enough conventional seed available for our growers to plant a full crop in 2011,'' he said. U.S. District Court Judge Jeffrey White in California issued his ruling Aug. 13 that put on hold future planting of sugar beets using genetically modified seeds. White's ruling allows this year's crop to be harvested and processed, but the current seed crop can't be planted until the U.S. Department of Agriculture reviews the effect the genetically altered crops could have on other food. That could take several years. Until then, genetically modified seeds can be stored. At issue are seeds developed by St. Louis-based Monsanto Co., used to grow about 95 percent of the sugar beet crop. The seeds are engineered to withstand the weed killer Roundup, allowing farmers to reduce the use of other chemicals and limit the practice of tilling fields to kill weeds. Monsanto seeds also dominate corn and soybean production, but experts said last week's decision is limited to sugar beets.

Some groups hope, though, that the ruling could prompt the USDA to take a broader look at questions involving genetically modified crops. Monsanto referred questions to Luther Markwart, executive vice president of the American Sugar Beet Growers Association. He said the next move is up to the USDA. ``The message we're giving people is you have to be patient and let this play out,'' Markwart said. USDA spokesman Caleb Weaver said the agency's attorneys are reviewing the ruling but haven't made any decisions. White's ruling was the latest step in a lawsuit filed in 2008 by the Center for Food Safety, the Organic Seed Alliance and the Sierra Club challenging the USDA's regulatory oversight for genetically engineered sugar beets and the potential that the seeds could contaminate other crops. Sugar beets are planted on more than 1 million acres in 10 states, with Minnesota, North Dakota and Idaho being the top producers. Robert Green, a North Dakota beet grower, said he didn't know what would happen next but was confident he would plant sugar beets next spring. ``Sugar beets provide half the sugar for this country, and I don't believe they will make the requirements so stringent people will go without sugar,'' said Green, who farms near St. Thomas in far northeastern North Dakota. Grant, whose Snake River Sugar Company has about 1,000 growers in Idaho, Washington and Oregon, said the USDA must act quickly so growers can plan for next year. ``We have a limited ability to influence them, and we will be dependent on their timely decision-making process,'' Grant said.

The ruling comes two months after the U.S. Supreme Court lifted a ban on the planting of genetically modified alfalfa seeds. The USDA still must abide by a lower court's order to conduct an environmental impact study on use of the seeds. Representatives of the groups that filed the sugar beet lawsuit said their suit and the alfalfa case shows the USDA hasn't properly overseen genetically modified crops. Matthew Dillon, founding director of the Organic Seed Alliance, said he would like the USDA to review of all genetically modified crops. ``We hope the government will sit down and look at what coexistence will look like. And past administrations have skirted the issue, believing that somehow, magically, plants won't cross and these two types of systems can coexist without contamination,'' Dillon said. But even some who agree with Dillon don't believe challenges to such crops as corn or soybeans are likely. George Kimbrell, an attorney for the Center for Food Safety, noted that corn and soybeans are annual crops that are overwhelmingly genetically modified and self-pollinating. Also, he said, farmers typically rotate annually between the two crops. Those factors reduce the risk of contamination, Kimbrell said. Another issue is that genetically modified corn and soybeans have been dominant for at least a decade, while alfalfa and sugar beat seeds are among the newest to be approved. ``Once it's deregulated and out there, it's not easy to do a challenge,'' Neil Carman, clean air director of the Sierra Club, said. ``The problem is that with some of those crops, the horse got out of the barn before we were ready to file legal cases.''

By Art Hovey, The Lincoln Journal Star Don Jirsa's cowboy hat might be one clue as to why it's grass being watered by the center-pivot irrigation unit behind him and not the usual corn or soybeans. And here's another clue: ``I'd much rather work with cows than with a tractor,'' he tells about 30 curious onlookers Thursday. Cow lovers converged on Jirsa's operation a few miles south of Milford to witness something called ``mob grazing.'' The Mafia is not involved. The mob connotation, which has some Australian twists, refers to a management style that confines a relatively large number of cows in a relatively small and carefully man-

aged space. Instead of turning the bovine mob into a big pasture for the entire summer and letting it wander, one of the rites of the season among typical Nebraska livestock producers, the idea is to move it much more frequently. In Jirsa's case, it started with seeding irrigated ground to grass in 2003 and has come to mean moving 112 cows and their nursing calves once a day. That and the irrigation allow the grass to recover quickly from being chewed off and tromped on and to deliver more cowcarrying capacity from fewer acres. If it's done right, fairly sizable cow-calf operations become possible in places far removed from the Nebraska Sandhills.

One key to success is in the diversity and the durability of the grass mix that Jirsa makes available in 2.5- to 3-acre chunks surrounded by a single-strand electric fence. Alfalfa, orchard grass, clover, creeping foxtail, eastern gamma grass and birdsfoot trefoil are a few of the many parts of Jirsa's evolving strategy and his cows' movable feast. Grazing ground under irrigation is a big departure from the agricultural status quo in Seward County. The more tried and true approach passed from one generation to the next assumes that, wherever irrigation is available, your best chance for prof-

Hart said China would rather be selfsufficient in corn production and depend on the world markets for whole soybeans, which it prefers to import and then process for soybean meal, protein and oil. About 60 percent of the world's soybean exports go to China – an important market for soybean producers in the United States, Brazil and Argentina, the world's leaders in soybean production. A team of 13 people, sponsored by the Nebraska Soybean Board, went to China in March to determine the potential of a deal to "brand" Nebraska-produced soybeans and sell them directly to Chinese processors. Greg Janak, a producer from Brainard, was surprised to see how some of the soybeans came into processors' terminals. "Some of it looked pretty good but they brought samples out to us of grain that didn't have very good quality. I was surprised to see that because what I send to my local elevator and what they get looked like they were two different things because I think there is a lot of blending," he said. This only heightened the Nebraska team's interest in branding a quality Nebraska soybean product. Lisa Lunz, producer from Wakefield, heard a common request from the Chinese buyers: They want a soybean with high protein and oil content.

At every stop, Lunz said, she heard processors complain that protein and oil content are lower in beans produced in the U.S. than those produced in Brazil and Argentina, because of differences in climate. On the other hand, Chinese processors prefer the color of the North American beans. University of Nebraska-Lincoln research is trying to determine how to maintain high yields while increasing protein and oil content. Plans for a Nebraska-branded soybean will depend in part on availability of storage facilities that could segregate beans from those produced in other states. Ag Processing Inc. of Omaha is expanding its shipping operation in Aberdeen, Wash., which could provide that space. AGP plans to sponsor a visit by some Chinese businessmen to Nebraska this fall to further explore the state's soybean production. American consumers are accustomed to seeing the "Made in China" label on products, but someday the Chinese may see their food products labeled "Grown in the U.S.A." China's agricultural system is struggling to keep up with citizens' food needs. Among its challenges is meeting the population's demand for more protein – specifically meat, mostly pork and poultry. University of Nebraska-Lincoln Extension's "Market Journal" program Sept. 2 explores China's changing needs and how they affect American producers. "China has to rely on more integrated systems like we have here and in Europe to produce poultry, to produce fish, and to produce pork, and, consequently, the feedstuff must also fit into that model," said Peter Mishek, director of Mishek Inc., on the program. "The origination or gathering of grain fits that model of large bulk movement such as we have here." China has decided to increase its livestock production, which requires corn for energy and soybeans for protein in animal rations. Although soybean is native to China, it does not yield as well there as corn. "When you look at their arable land base, more of that is conducive to corn over soybeans," says Chad Hart, grain marketing specialist at Iowa State University. "Their production technology lends itself more toward corn and when you look at the relative yields that they have been able to achieve they been able

Producers learn latest on dry edible bean research

Cattle and calves on feed for slaughter market in the United States for feedlots with capacity of 1,000 or more head totaled 9.9 million head on August 1, 2010. The inventory was 2 percent above August 1, 2009. Placements in feedlots during July totaled 1.75 million, 6 percent below 2009. Marketings of fed cattle during July totaled 1.90 million, 2 percent below 2009. This is the lowest fed cattle marketings for the month of July since the series began in 1996. Other disappearance totaled 48,000 during July, 12 percent above 2009.

it is in 8-foot-tall cornstalks and waisthigh soybeans. Jirsa has opted for 130 acres of irrigated grass and a much shorter commute for the cows. Earlier in his personal cow-calf history, he trucked 230 cows more than 100 miles to Stanton County and beyond. `Ì had pastures just all over the country,'' he said. In laying out a more concentrated grazing alternative, Terry Gompert, a University of Nebraska grazing specialist based in Knox County, spoke almost reverently Thursday of ``two unbelievable teenagers'' from Alberta, Canada. Gompert, who helped Jirsa guide the morning's pasture walk, told how the two became such a finely tuned team they could move cows to their next grazing adventure every 15 minutes. When he weighed in on the choices of irrigated crops and irrigated grass, Gompert noted that corn has been profitable for four consecutive years in Nebraska. That hasn't happened before, and he doesn't expect that to continue. Instead, `Ì foresee $10 a gallon for gas within 10 years.'' That argues for a more energy-efficient approach to all segments of agriculture. As he continues with his learning experience, Jirsa looks forward to the day when his grass rotation will become so prolific and resilient irrigation won't even be necessary. `Ì think this mob grazing is the way to go,'' he said, `ànd that's what I want to do.''

Diseases and insects were among the topics discussed at the annual Dry Bean Field Tour Aug. 17. Also on the agenda were updates on direct harvesting techniques, weed control and progress in the development of disease and drought tolerance lines of dry beans. Researchers at the University of Nebraska Panhandle Research and Extension Center made their presentations during field tours at the site on Experiment Farm Road, and at the Scottsbluff center. Of special interest this year is the control of bacterial wilt, which has increased its presence in Panhandle fields in recent years, after seeming to have disappeared for an expanded time. Bob Harveson, PHREC plant pathologist, said the best way to deal with the issue is to not be concerned about how it got here, but how to control it in the future. He said one of the problems in finding solutions has been the reluctance of growers to admit the disease existed on their land. "We just have to go from here," Harveson said. Machinery systems engineer John Smith explained the latest results of his research on production in fields that were planted into cover crop residue compared to fields without cover crop. He also addressed the impact of variety and row spacing on direct harvested Great Northern beans. Weed scientist Bob Wilson reviewed his experience with weed control in dry edible bean plots. One of the impacts he stressed was that disking stimulated weeds. He emphasized the importance of herbicide treatments and tillage as factors in controlling weeds in bean fields. Entomologist Jeff Bradshaw explained his project involving soybeans and dry edible beans and the impact of Mexican bean beetles on both crops. His efforts are directed at finding resistance in Panhandle crops, using information he

has obtained from studies on soybeans. Beetles that attack soy beans are not interested in dry edible beans, and vice versa. Why are Mexican bean beetles not interested in soybeans? The answer to that could lead to discovering a resistance trait in dry edible beans. Bradshaw presented data obtained to date in a new project that focuses on resistance in dry beans against western bean cutworms and Mexican bean beetles. Early efforts include determining the relationship between leaf area consumed and the 10day larval weight. Feeding data relates to the amount of damage that can occur. Extension educator Jim Schild presented information on the dry bean market classes of western Nebraska. He said there are 87 varieties, including 31 pintos and 20 Great Northerns. Research data on developing improved market classes are conducted throughout a cooperative dry bean nursery effort across the United States. He explained that market classes are determined by color, such as the shiny white surface of the Great Northerns, and the size, color, or shape. Each variety has its own use. Great Northerns are favored for soups and baked beans. Pinks are used most often in chili, barbecue and old west style dishes. Light red kidneys hold their shape so they are popular in salads, chili and in rice dishes. Blacks are found in thick soups, and rice and Caribbean dishes. The quality of Nebraska's dry edible beans makes them popular with trade teams, Schild said. Phil Erdman, state agriculture director for U.S. Sen. Mike Johanns, began the day with an update on happenings in Washington, D.C. Among his comments was the suggestion that now is the time to be thinking about whether to include dry edible beans in the next Farm Bill. About 130 people participated in the field tour and the lunch, which were sponsored by the Nebraska Dry Bean Growers Association.

disasters in 2008. The government had paid out more than $1.2 billion under the program, known as SURE, as of Aug. 17. Iowa farmers received the most money with nearly $211 million, followed by North Dakota at nearly $164 million, Texas with $133 million, Ohio at close to $85 million and Wisconsin with nearly $58 million. SURE will keep taking applications for 2008 losses through Sept. 30. To qualify for SURE, a farm usually must be in or bordering on a county designated as an agricultural disaster area. Most counties in the continental United States qualified in 2008 and 2009, as did most of Hawaii, as various areas were hit by drought, heavy rain or hurricanes. Yet 2008 was a banner year for farmers not affected by the weather, thanks to some of the highest crop prices in years. ``If you got affected by those floods or the hailstorms there was an impact, and it could have been sizable on your farm,'' said Chad Hart, an economist at Iowa State University. ``But in the grand scheme of U.S. crop agriculture, it was a very good year for returns. And yet it was also a very good year for SURE disaster payments.'' That could end, though. Under current law, SURE runs out four years into the five-year 2008 Farm Bill. There's no money in it for disaster losses in 2012, and it's too early to tell what will happen in the next farm bill. ``If we want to continue it we're going to have to come up with the money from somewhere else to do it,'' Smith said. ``That's going to be very difficult to do.''

The permanent disaster aid program in the 2008 Farm Bill was intended to spare Congress from having to scrape up extra money every time a drought, flood or hurricane struck farm country, but growers in the South claim the plan has failed them. They argue the program needs changes, and as proof they point to the situation in Arkansas, where Sen. Blanche Lincoln has for months struggled to secure a special $1.5 billion package of disaster aid for Southern farmers hit by bad weather last year. After Lincoln failed to get the funding through Congress, the Obama administration agreed to provide the money administratively. Southern farmers said they need the help because they didn't buy crop insurance, a requirement to qualify for the permanent disaster aid plan. Crop insurance sign-up is high among Midwest corn, soybean and wheat farmers, but in the South, many rice and cotton farmers complain premiums are too high for the benefits they receive. ``The parts of the country where we had the worst weather the last couple years are areas where they don't buy crop insurance,'' said Tara Smith, a director of congressional relations for the American Farm Bureau Federation. U.S. Rep. Earl Pomeroy, D-N.D., a member of the House Agriculture Committee, said he and others who crafted the permanent disaster aid program didn't intend to skew it to the Midwest. ``We want a program that is equitable right across the country, because that's the kind of program that's going to stand

the test of time,'' Pomeroy said. Pomeroy said he wasn't sympathetic when Lincoln, a Democrat who chairs the Agriculture Committee, put her proposal forward because the permanent plan was supposed to end ad hoc, or one-time, aid. But he agreed Southern farmers are hurting. ``So maybe this last one is needed while we evaluate what is required to make sure these programs work on a level of regional fairness,'' Pomeroy said. Joe Mencer, a rice, cotton, corn and soybean farmer from Lake Village, Ark., said many Southern farmers opt not to buy crop insurance because it's geared toward protecting yields, not profits. Yield is the amount harvested per acre. ``Our disaster comes with revenue loss, not yield loss,'' said Mencer, chairman of a crop insurance task force of the USA Rice Producers' Group. For example, rice is an irrigated crop so a drought doesn't usually cut yields, but the cost of pumping the extra water the rice needs in a drought can turn what should have been a profit to a loss, he said. Roger Johnson, president of the National Farmers Union, said making crop insurance attractive to Southern farmers would help fix the system. Johnson's group fought to establish the Supplemental Revenue Assistance Payments Program, the largest component of the permanent disaster aid plan. ``If we can get crop insurance to work for them, the SURE program will as well,'' Johnson said.
