Nancy Gaarder, World-Herald staff writer The October megastorm that stunned northwest Nebraska with a deadly blizzard and Wayne, Neb., with a harrowing tornado led the weather headlines in 2013.

A single system delivered both blows and dropped flooding rains in south-central Nebraska. It was the worst storm of a relatively quiet year, and President Barack Obama authorized federal aid to help the state.

Other major weather stories included a second year of drought, the surge of Colorado floodwaters down the Platte River, mass cattle deaths on a stagnant July afternoon and record May snows.

The following are some of the year's major weather stories: • October blizzard. Trees had just begun to change color in early October when a freak blizzard swept along the Nebraska-South Dakota border. The storm started with record rains Oct. 3, followed by record snow ending Oct. 5. The area received 1 to 2 inches of rain and up to 2 feet of snow. Three people died on Nebraska roads.

The ground turned to gumbo, preventing Nebraska and South Dakota ranchers from rescuing their livestock. Across thousands of miles, cattle drowned, suffocated or died of exposure. A life's work for some ranchers was lost in a few days because breeding stock died.

In Nebraska, livestock losses exceeded 3,000; in South Dakota, 20,000.

Three months later, ranchers remain "a long ways from recovering," said Melody Benjamin of the Nebraska Cattlemen. "But they're able to get their minds wrapped around it."

• Wayne tornado. A rare October EF4 tornado caused more than $50 million in damage when it swept through Wayne's industrial corridor and airport on Oct. 4. The more-than-a-mile-wide tornado was on the ground for 19 miles and reached a wind strength of 170 mph. It was among about a dozen tornadoes in Nebraska and Iowa.

John Dunning, a Wayne State College official, was critically injured, and 14 others were hurt.

The tenor of the recovery was set after residents realized no one had died, City Administrator Lowell Johnson said.

"Right away it became, ‘Let's clean up this mess,' " Johnson said.

"There really wasn't a pause."

The tornado dealt another blow in mid-December, when Wayne employer Pacific Coast Feather announced that it would not rebuild. About 130 lost jobs.

• Iowa's wettest spring on record. The state received almost double the average precipitation from March through May. Aquifers, streams, farm ponds and soils depleted by the 2012 drought were replenished. So much rain fell that farmers were late planting, and some were unable to plant at all.

Across the state, the drought designation was lifted.

• Second year of drought. The historic drought that began in 2012 continued into 2013. Conditions weren't as bad, though, for several reasons. The rainy spring in Iowa and eastern Nebraska briefly ended

the drought there and provided a cushion of soil moisture when drought returned in the summer.

Cooler-than-normal weather across the region eased the demand for water, lessening the impact of the drought.

As with 2012, summer was astonishingly dry. Omaha had its second driest July on record; only 0.44 inches of rain fell. The driest had occurred the year before, when only 0.01 inches of rain were measured. Nebraska had its 12th wettest fall on record. By year's end, about 53 percent of Iowa and 48 percent of Nebraska remained in drought.

• Deadly heat. On the afternoon of July 9, the wind died down in east-central Nebraska, and the 90plus-degree air stagnated. Despite the best efforts of workers at feedlots, more than 3,000 cattle died.

• Platte River flooding. The historic rains that washed away mountain roads and towns in Colorado surged down the South Platte River, entering Nebraska on Sept. 19. Nebraska towns along the river barricaded their communities, roads and railroads against the floodwater. For the most part, their work held, and nominal damage occurred.

• May snow. A rare spring snowstorm in eastern Nebraska set a record for total May snowfall in Omaha, Lincoln and other communities. Omaha received 3.1 inches of snow May 1 and 2 in that city's first May snow since 1967. For Lincoln, it was only the third May in 114 years that snow fell.

• Triple-digit heat. Less than two weeks after the May snowstorm, eastern Nebraska saw its earliest triple-digit temperature ever. On May 14, the temperature reached 100 in Lincoln, 101 in Omaha and 103 in Norfolk. It would be the only day of the year in Omaha and Lincoln that the temperature reached triple digits.

• Lack of wildfires. At the start of the year, firefighters were braced for a second bad year of droughtinduced wildfires.

Nebraska's hottest, driest year on record in 2012 had brought record wildfires, so a repeat seemed likely given that the drought continued. Instead, the fewest fires in years occurred.

According to the Nebraska Forest Service, about 400 fires occurred in 2013, down from more than 1,600 in 2012. About 10,000 acres burned, down from 511,000 the year before.

• One town, two storms. The little town of Edgar, Neb., population 500, is off the beaten track, Mayor Brad Brennfoerder said. On Memorial Day, a rash of tornadoes missed every town in the region but Edgar. The town lost its grain elevator, and more than 30 homes were damaged. Then, on Aug. 1, straight-line winds estimated at 80 mph hit the neighborhood unaffected by the tornado. The storm mangled trees and power lines.

Which is worse, straight-line winds or a tornado? "Probably equally bad," Brennfoerder said.

Time Out For Yourself Privacy is defined in different ways by different people. Some see privacy as a shield against curious friends or family members. To some people, curious means prying. Some people regard privacy as the need to get away from others and be alone. Others view privacy as control over their surroundings and how they spend their time.

The need for privacy is very important because it serves as a buffer against the stresses of daily life. Each exposure to stressful situations puts the body into some stage of “fight or flight”. In years long past, fight or flight was necessary for survival for mankind.

For most of society, fight or flight is not the problem. However, our body still reacts to stressful situations.

Time out for your self can help reduce the stress and its physical and physiological effects on our bodies. This privacy also allows us to

discover our own thoughts and to think through ideas and problems.

People of all ages, including young children, need some privacy or at least space to call their own. When siblings share a bedroom, parents often meet this need by dividing the room so that each child has his or her own area for storing toys, playing and reading. I grew up in a large family in a small house. My siblings and I shared many things but we each had our own drawer in one of the dressers. This was our drawer for holding our treasures.

Parents can help school-aged children develop avenues for solitude and privacy by encouraging them to explore different hobbies or engage in activities which are generally done alone. Stamp collecting, drawing, bird watching and reading are some examples.

Remember that every person is different. Some people need lots of alone time; others need very little.

Planning Can Minimize Winter Driving Risks Susan Hansen, UNL Extension - Colfax County Every winter, some motorists find themselves stranded in a bank of snow. This could be a potential life-or-death situation but proper preparations can help.

Check with the highway patrol for weather and road conditions before starting or check the internet or weather channel for information.

Keep the car radio tuned for weather information and advice.

Carry a bag of sand or cat litter in the trunk to increase traction in the snow. Other important emergency items are a first-aid kit, blankets, flashlight, shovel, booster cable, flares or triangular warning reflectors, work gloves and a large sheet of plastic (for protection against the wind). Also carry high-energy non-perishable foods and extra cold-weather clothing.

Travel by daylight and use major highways if possible. Make sure someone knows where you are going, your approximate schedule and your estimated time of arrival.

Drive with all possible caution. Allow for extra driving time by starting early. Don’t try to save time by driving faster than road and weather conditions permit.

If the vehicle becomes stuck in the snow, try rocking the vehicle by moving forward and then backward a little (if possible); repeat. Use sand, cat litter, road salt or traction mats in front of

spinning wheels. Put passengers in the backseat or rear-wheel drive vehicle for extra traction.

Avoid spinning the wheels because the tires will dig in deeper and turn snow to ice. Once the vehicle is free, keep up momentum with a light foot on the accelerator. Try to avoid stopping until clear of the snow bank.

Roads are narrower with snow piled up on both sides, especially on rural roads. If it is too narrow for two, pull over to let an oncoming car through.

Don’t pull over far enough to get stuck, though.

An extra blanket and a thermos of hot liquid is helpful if the vehicle becomes stranded. Carry a bright orange or red cloth to tie on the vehicle antenna.

While waiting for help, run the engine only 10 minutes out of every hour. When the engine is running, open the window slightly and make sure the exhaust is clear of snow and blockage.

At night, use the dome light to make the vehicle more visible to road crews. Exercise while sitting – clap hands, stamp feet, swing arms - to keep blood circulating.

Take turns keeping watch. Don’t all sleep at the same time.

Always start every trip with a full tank of gasoline and make sure the fuel tank always has enough gas to reach your destination. Refuel when the car has no less than one-half a tank of fuel left.

Upscale Upland Bird Hunting Mark Davis, World-Herald staff writer Visitors enjoy experience of controlled shooting area on Brainard farmer's land; business has grown.

Family is everything to Terry Kriz.

He's still on the farm near Brainard, Neb., that members of his family have owned for 110 years.

Kriz studied agronomy at the University of Nebraska and always intended to return to the farm and work the fertile land, growing corn, beans and raising cattle.

After graduating, Kriz won a sales contest while working for Dupont's Pioneer seed company. As the winner, he got to hunt upland game birds in Kansas. That was enough to spark an idea.

In 1999, Kriz and other family members opened a controlled shooting area, or CSA, specializing in sporting clays and guided upland game bird hunts on 1,100 acres of their land.

They named it the Oak Creek Sporting Club after the creek that flows through the property.

"I get up and do what I love every day of the week, seven months a year," Kriz said.

The business has grown into one of the largest CSAs in the state, complete with a staff of guides, accommodations for overnight guests and multiple clay and skeet ranges.

The Oak Creek Sporting Club goes through more than a million targets and releases about 10,000 birds a year. Visitors have come from every state and several countries.

CSAs, licensed and regulated by the Nebraska Game and Parks Commission, have become more popular as adequate habitat disappears and upland game birds have struggled.

"Upland bird hunting is sad right now in the state," Kriz said.

For about the price of dinner and a concert in the city, hunters are able to hunt ground that has been converted to prime habitat for upland game birds such as pheasant, quail and chukar.

Hunters can head home with fully dressed birds ready for a feast.

The experience is similar to hunts on public and private land — except there are many more birds springing into the air as hunters and dogs work the fields. It is still a challenge. The birds are released into the wild and are free to come and go.

Guides Pam Robinson and Chris Hill, two parttime dog handlers, worked their Small Munsterlanders through the former terraced farmland surrounded by burr oaks and country roads.

The dogs were flawless, pointing out birds hiding in the tall grasses and then retrieving them. They took turns trying to harvest the pheasant, chukars and quail that were flushed, making a big difference.

Many of the visitors — two-thirds, Kriz said — bring their own dogs. If dogs don't get to work on birds, Kriz said, they lose what they are all about.

The group returned with tired legs and more than ready for a break. Any apprehension about hunting fields stocked with farm-raised birds was gone.

Each visitor is met with open arms and hearts.

Groups laugh and share stories from the hunt around the table while being fed home cooking by Kriz's mom, Lynelle.

His daughters — Olivia, 11, Linda, 10, and Millie, 9 — love to spend time at the farm, too.

"Everyone is treated like a member of the family from the minute they walk in the door," said Robinson.

Awhile back an auctioneer friend, his son, and I worked an auction for a private school where wealthy parents paid $27,000 per year to send a child to school. I guess no one ever told them they could send the same child to public schools for free.

The sale was at a fancy resort hotel and we eventually found the gaudy ballroom where we were stopped from entering by an underdressed, plastic surgery augmented, clothes policewoman whose abundant wherewithalls were on display for all the world to see. “You can’t come in here,” said Silicone Sally, “this is a private party and you appear to be c-c-c-cowboys.”

“We are. We’re the auction crew,” my auctioneer friend proudly replied.

“Well, you aren’t coming in here. This isn’t some rodeo, it’s a black tie affair.”

“Mam, I only have three ties and none of them are black,” I replied.

“Over my dead body are you coming in here wearing your coveralls.”

“Mam, they aren’t coveralls, they’re Wranglers. This here,” I said, pointing to my hat, “is a Stetson and I’d be willing to bet it cost more than that ugly purse you’re carrying. My polished boots are Luccheses and they cost more than those high heels you’re having a hard time staying upright on. And this belt buckle that is doing a better job holding all my body parts in

place than your girdle is, well, it’s an old buckle my Grandpa gave me and is worth way more than those pajamas you’re wearing.”

She was fixing to give me a real dressing down when the lady who hired us saved us from the clothes policewoman by leading us to a broom closet where they wanted us to wait, out of sight, until it was time for the sale. Clearly they didn’t want us mingling amongst them, as if we were infectious and would give them a bovine disease.

It was going to be a long wait so I left our holding cell to fetch the three of us a soft drink but after wandering around like a lost foal I couldn’t find a vending machine anywhere. Finally, I went into the hotel saloon where everyone there looked at me like they’d never seen a cowboy before. I think they thought I was there to rob the place, ala Jesse James. I ignored the stares, bellied up to the bar and ordered three colas and in the time I could have walked to a 7-11 and back, the barkeep finally put three small glasses on the bar in which the ice cubes looked like they’d broken off some glacier, leaving little room for liquid content. I swear, the total of those three glasses wouldn’t have filled a 12 ounce can.

I brought a $20 bill out of my wallet, laid it on the bar and apologized to the bartender for not having a smaller denomination bill.

He gazed at me with a look of disgust and said, “That will be twenty four dollars!”

“I’m afraid you don’t understand,” I replied, “I don’t want to rent a room, I just want to buy three colas.”

“That will be twenty four dollars,” he smugly repeated. So I put the $20 back in my wallet, paid with a credit card, as I do with all my big purchases, and made a mental note that if we got rehired on this gig to bring my own refreshments next year. Surprisingly, the eight dollar Cokes tasted just like the ones at the grocery store.

After what seemed like forever we finally were allowed to enter the same room as our hosts and proceeded to give them a good show, and the highest grossing auction they’d ever had by a factor of two! On our way out the door we were accosted again by Silicone Sally who ran over to give us another ten cc’s of her venom. This time it was about not removing our hats in their presence.

At this point I’d had just about enough of Silicone Sal. “Mam, with all due respect there’s only a few times that I lift my lid in public. For example, a prayer, the national anthem at a ball game, when our flag passes by in a parade, or whenever I’m in the presence of a lady,” I said, with my Stetson still firmly in place atop my head.

Tight Margins, Challenging Decisions Forecast for Farmers in 2014 KEARNEY — The era of $8 per bushel corn is gone for the foreseeable future, and farmers are back to wondering if they will cover their productions costs in 2014.

"It's gonna be a challenge," said Upland farmer and Nebraska Corn Growers Association President Joel Grams about planning for a new crop year during which market prices for corn are expected to stay around $4 per bushel.

"You manage your risks. That's what it's gonna take this year with prices at or below the cost of production," he said.

Despite the market outlook, neither Grams nor Nebraska Corn Board Directors Dennis Gengenbach of Smithfield and Tim Scheer of St. Paul expect most farmers to stray from their usual crop rotations or acres.

Scheer represents District 5 on the Corn Board, which includes Buffalo, Sherman and Dawson counties in Hub Territory. Gengenbach's District 6 includes Kearney, Phelps Gosper and Harlan counties.

The Corn Board's fiscal year 2013-2014 budget anticipates corn checkoff revenues of $7.17 million.

Director of Research Kelly Brunkhorst said the board had projected 9.6 million acres of corn in Nebraska from an average of 162.5 bushels per acre for 2013 when the budget was set last summer. The U.S. Department of Agriculture's November projections were 9.55 million acres and 169 bushels per acre, which would be a record 1.6 billion bushels.

Nebraska farmers received record prices for their crops in the past few years because corn growers in other parts of the country suffered big production losses.

"It's obviously supply and demand," Scheer said about what drove markets to $8 per bushel and now has prices at about half of that. "Eight-dollar corn followed some of the worst growing conditions and supplies," particularly in the Eastern Corn Belt where most crops are grown without irrigation.

"There's a lot of buzz about going (from corn) to soybeans this year," he said. "On my farm, it's not going to change."

He said his current corn-soybean rotation is a good fit, and he needs to maintain his corn production as feed for his cow-calf operation.

Today's markets would indicate a financial incentive to shift to more soybean acres. "We have had other years when we thought we'd have big shifts, and that did not happen," Scheer said.

He added that April weather may have an effect on farmers' planting decisions, with wet conditions and delayed planting resulting in more soybeans.

"I'm 50-50 corn-soybeans," Gengenbach said.

"I'm gonna stay there. ... There will be a fine line in trying to produce at the lowest costs and still get the highest yields."

"In my area, we have trouble raising corn on corn. ... You don't see very good results from soybeans on soybeans either," Grams said about why he also will stick to his rotation schedule.

While all farmers will be closely monitoring production costs in 2014, Gengenbach said they won't know their actual costs until they tally yields at harvest time.

"There are so many variables here," he said, with weather being a huge one. In each of the last two growing seasons, only 5.5 inches of rain fell on his fields.

Nebraska farmers started the record-setting drought year of 2012 with a good soil moisture profile left over from a wet 2011. That wasn't the case in 2013.

"This last year was terrible," Gengenbach said.

"If it wasn't for irrigation, we'd really be in bad shape."

Meanwhile, Grams saws some timely rains on his Upland-area fields during the 2013 growing season, which was a salvation in the Lower Republican Basin where there are irrigation allocations.

It was the first year of a new five-year allocation period. Grams said farmers didn't want to use more than the per-year average this year and risk having greater irrigation shortages the next four years.

Scheer said older farmers will go back to management practices they used before 2008, when corn prices well below $4 per bushel were common and it was a challenge to cover production costs.

Keys for 2014 will be to lock in the lowest input costs possible and keep a close eye on commodity markets. "If there are opportunities to be taken, you need to lock in things," he said, while admitting he had not seen any market opportunities to jump on yet.

Grams said some younger farmers may be dealing with tight margins for the first time, so running their businesses with $4 corn will be a tough learning experience.

All Nebraska businesses depend on farm income directly or indirectly because agricultural is such a dominant No. 1 industry in the state. Sheer said that means everyone from farm machinery dealers to main street businesses owners can expect leaner times in 2014.

Wheat trade faded into new lows once after trying to bounce early in the week. The weekly net changes are Chicago 17 lower, KC 5 lower, and Minneapolis is 3 lower. US origin wheat is very competitive on the world market but the firm dollar and a lack of urgency by importers has helped to keep the pressure on early in the week. The March Chicago contract remains oversold and ideas of needed short covering/profit taking have been unable to gain any traction for more than one day at a time. Resistance on a bounce will be at the 6.14 area on the March Chicago contract with support at $5.85. The weekly export inspections slipped to 13.6 million bushels. Weekly sales were soft at 110,800 metric tons for the past week. The trend has turned back lower the past few weeks and long liquidation has continued on weakness.

World weather has been mostly good so far, but there are some trouble spots in the North African area and cold weather in North America. On the USDA balance sheet on Friday the wheat carryover is expected to be down 10-15 million from the 575 million bushel December number. The December 1 wheat stocks are expected to be at 1.417 billion versus 1.671 billion a year ago. Hedgers call with questions.

Soybean trade has chopped around on good demand news and better weather in South America with early bean harvest underway. For the week March beans are 2 lower with additional pressure on new crop soybeans. Basis has been sideways to a bit firmer for the most part. The crush margin is good enough to not slow down our crush and the export program has simply been incredible so far in this 2013-14 crop year.

The weekly export inspections were good coming in at 56.5 million bushels. Export sales were soft for the past week with 155,500 metric tons of old crop sales, 62,800 of meal, and 33,600 of oil. Export should begin to drop off as South American harvest gets going, and the recent sales to China may be a hedge against logistical snarls in South America. On the chart, March has support at $12.62, with resistance 12.74 and then $13.00. The tight old crop balance sheet should also mean good support on breaks back down into the mid $12 area. New crop November 2014 is down in the low $11 area due to projected record global carryover stocks and 4 to 7 million more US acres in 2014. For the report on Friday, the average trade guess for the updated 2013 US soybean production is 3.279 billion versus 3.258 in November. The higher number is using a 43.3 bushel per acre yield. The carryover estimate is 153 versus the 155 million December USDA number. The December 1 Quarterly stocks are estimated to be at 2.153 billion versus 1.966 billion a year prior. World stocks are expected to be up slightly from the 70.6 million metric ton current USDA estimate. Hedgers call with any questions or to discuss working with FuturesOne.

Corn trade hit fresh lows at midweek after some initial strength in pre-report action with the trade baking in expectations for a bearish report. For the week trade was 6 lower. First resistance is at the $4.29 20day moving average and longer term support is at $4.10. The weekly export sales were soft at 155,300 metric tons during the Holiday week. The weekly export inspection number slipped to 19.32 million bushels during the second holiday week. Ethanol margins remain good, but have been compressed a bit by growing stocks, and weaker blender margins.

Political uncertainty will continue to swirl around ethanol until issues are resolved with the RFS. Corn basis has been mostly stable and expected to firm if futures slip, and weaken if futures firm. Uncertainty remains in regard to Chinese corn and DDG import policies coming forward with needed GMO policy changes, with little progress seen on this front. There have been signs of DDG hurdles being cleared. South American production is expected to decrease on lower acres, and there have been some areas with weather issues although overall production is expected to remain elevated. Expectations are for a slight increase in the final USDA 2013 production number due out in early January. For the report on Friday, The average trade guess for the updated 2013 production is 14.06 billion bushels versus the current USDA 13.989 billion. This would be using a 161.1 bushels per acre versus 160.4 previously. The revised carryover average trade guess is 1.86 billion versus the 1.792 billion bushel estimate seen on the December report. The December 1 Quarterly stocks are estimated to be at 10.764 billion versus 8.033 a year ago.

Chicken Cacciatore 3 lbs chicken, cut up in pieces 1 large onion, thinly sliced 2 (6 ounce) cans tomato paste 6 ounces sliced mushrooms 1 green bell pepper, finely chopped 2 -4 garlic cloves, minced 2 teaspoons oregano 1 teaspoon dried basil 1/2 teaspoon celery powder 1 teaspoon salt 1/2 cup dry white wine 3 tablespoons olive oil 1 teaspoon crushed red pepper flakes (optional)

2 1/2 lbs boneless beef chuck roast, trimmed of fat 2 tablespoons vegetable oil 1/2 teaspoon salt 1/4 teaspoon pepper 2 medium onions, thinly sliced 24 garlic cloves, minced (about 4 tbsp.)

2 beef bouillon cubes 1/2 cup hot water 8 ounces lager beer 3 tablespoons brown sugar 1 tablespoon Dijon mustard 1 tablespoon cider vinegar Cornstarch (dissolved in water, for gravy)

Place onions in bottom of crock pot. Add chicken pieces. Stir all the other ingredients together.

Pour over chicken. Cook on low heat 7 to 9 hours or high heat for about 3 to 4 hours. Serve over pasta or rice

In a large skillet, heat 1 tablespoons of the oil and brown roast on both sides, seasoning with salt and pepper; remove to a platter and keep warm.

Add the remaining tbsp of oil to the pan and add the onions, cook until they just start to wilt then add the garlic, them cook until the onions are tender, a few minutes more. Add the bouillon cubes to the hot water and stir to dissolve; add that to the skillet along with the beer, brown sugar, mustard, and vinegar; stir to mix well. Pour mixture into the bottom of the crock pot. Place roast on top of liquid, cutting into pieces if it doesn't lay flat. Set the crock pot on low and cook for 7-8 hours. Remove meat from crock pot and pour liquid into a pan on the stove; heat to a boil, and mix a slurry out of the cornstarch and water; thicken pan liquid with slurry to make a gravy.

Serve gravy over meat or with potatoes or noodles.

Pork Chops

4 pork chops, each about 1/2 inch thick 2 medium onions, chopped 2 celery ribs, chopped 1 large green pepper, sliced 1 (14 1/2 ounce) can stewed tomatoes 1/2 cup ketchup 2 tablespoons cider vinegar 2 tablespoons brown sugar 2 tablespoons Worcestershire sauce 1 tablespoon lemon juice 1 beef bouillon cube 2 tablespoons cornstarch 2 tablespoons water Salt and pepper pork chops if desired. Add all ingredients except water and cornstarch to the crock pot. Cook on low for 5 1/2 hours. Mix cornstarch and water together and stir into crock pot. Cook 30 minutes more. Serve over rice.

Beef Short Ribs

1/3 cup flour 1 teaspoon salt 1/4 teaspoon pepper 2 1/2 lbs boneless beef short ribs 1/4 cup butter 1 cup chopped onion 1 cup beef broth 3/4 cup red wine vinegar 3/4 cup brown sugar 1/4 cup chili sauce 2 tablespoons catsup 2 tablespoons Worcestershire sauce 2 tablespoons minced garlic 1 teaspoon chili powder

Put flour, salt and pepper in a bag. Add ribs and shake to coat. Brown ribs in butter in a lg skillet.

Put in slow cooker. In same skillet, combine remaining ingredients. Bring to a boil, stirring.

Pour over ribs. Cover and cook on low for 9 hours

Ravioli

1 (25 ounce) bag beef ravioli 1 (26 ounce) jar pasta sauce 1 (8 ounce) can tomato sauce 1 cup water 2 -3 teaspoons red peppers Italian spices 1 cup shredded mozzarella cheese Pour about half of the pasta sauce in the bottom of crock pot. Add frozen ravioli. Pour additional pasta sauce, tomato sauce, water, and red pepper over ravioli. Sprinkle Italian seasonings over sauces. Sprinkle cheese on top. Turn crock pot on low and cook for 4-5 hours.

Drunken Garlic Roast

Cube Steak and Gravy

2 lbs cube steaks Salt Pepper Flour (for dredging) 1 (1 ounce) package onion gravy mix 1 (10 1/2 ounce) can cream of mushroom soup 2 cups water Salt and pepper the steak to your liking, then dredge in the flour. Fry steak until brown and place in crock pot. Add water, soup, and gravy mix.

Cover and cook on low 6 to 8 hours. Serve with mashed potatoes or rice.

Stuffed Chicken Rolls

6 boneless skinless chicken breast halves 6 slices cooked ham 6 slices swiss cheese 1/4 cup flour 1/4 cup parmesan cheese 1 teaspoon sage 1/2 teaspoon paprika 1/2 teaspoon salt 1/2 teaspoon pepper 1/4 cup vegetable oil 1 (10 ounce) can cream of chicken soup 1/2 cup chicken broth

Flatten chicken. Put ham and cheese on each piece of chicken. Roll up and secure with toothpick. Combine, flour, parmesan cheese, sage, paprika, salt and pepper. Coat chicken, chill for 1 hour. Heat oil and brown chicken rolls. Put in crock pot. Mix soup and broth and pour over chicken. Cover and cook on low for 4 hours.

The Year Ahead

A new year is a time for new beginnings – a fresh opportunity for creative solutions to our nation’s persistent problems.

Like many Nebraskans, I was disappointed in the lack of progress on some important issues last year.

For starters, tax reform, which is a top way to grow our economy, seems to be going nowhere despite bipartisan calls for action. Another issue left unresolved was the farm bill. While significant progress has been made, the conferees still have not come to an agreement. Nebraskans are tired of kicking the can down the road, and so am I. Our country needs some certainty. Five-year farm policy is necessary to achieve that and I’m hopeful for a speedy resolution soon.

The Senate officially reconvenes on January 3.

Senate Majority Leader Harry Reid controls the Senate’s schedule, and he has stated that we will begin by voting on the confirmation of Janet Yellen, the president’s pick to chair the Federal Reserve.

Following that vote, Senator Reid has indicated that he will call up legislation to address expired longterm unemployment benefits. The Senate will then move on to the so-called omnibus spending bill.

Because the Senate failed to pass any appropriations bills this year – a basic requirement of Congress – the House and Senate must now vote on a single spending measure to fund the government

for the remainder of the fiscal year. The spending levels for this bill are determined by the budget resolution approved by Congress in December.

I opposed this budget deal for a number of reasons.

While Washington must stop government by crisis, we can’t go along just to get along – it’s irresponsible.

Rather than enacting serious spending reforms, this budget resolution delays nearly half of actual cuts until 2022 and 2023. I was elected to cut wasteful spending now, not to push the responsibility on to our children and grandchildren.

I was also deeply troubled by proposed cuts in retired pay for our military men and women, including those who had to retire for medical reasons.

These changes would affect current retirees, instead of grandfathering in those already receiving benefits.

Such a significant move must be fully evaluated in an open, transparent, and deliberative legislative process. While the Senate Armed Services Committee is expected to consider reforms to military compensation, I oppose rushed year-end efforts to make these changes, which would cost veterans thousands of dollars in previously promised payments.

Instead of first targeting our veterans for the budgetary chopping block, I support targeting wasteful spending – and there’s no shortage of it.

That’s the tip of the iceberg.

Another big item on this year’s agenda is the transportation bill. As a member of the Environment and Public Works Committee, I will have the opportunity to shape this important legislation that sets priorities and directs spending on infrastructure improvement projects across the nation.

Previously, I served as Chair of the Transportation and Telecommunications Committee in the Nebraska Legislature. At the federal level, I’m committed to addressing infrastructure-funding challenges with the same fiscal responsibility we demonstrated in Nebraska. I will also fight to ensure resources are not squandered on unnecessary paperwork, which is often required by Washington bureaucrats. I will be asking for the input of Nebraskans as the committee moves forward on updating our nation’s transportation policy. Your ideas are key to my ability to identify and push back on regulations that are unnecessary or ineffective.

I am proud of our Nebraska National Guard for their unique and important role they play for our state and our country.

The National Guard stands ever ready to serve Nebraskans in need, as we have seen multiple times in recent years during the wildfire outbreak that affected significant portions of our state, during the historic flooding on the Missouri and Platte Rivers and the recent tornado in Wayne.

The Nebraska National Guard has been significantly involved in events around the world as represented by the thousands of deployments that have occurred over the past two decades to such locations as Bosnia, Kosovo, Macedonia, Afghanistan, Iraq and over the skies of Libya.

Their dedication is echoed in the names of those Nebraska Army National Guard Soldiers who gave the ultimate sacrifice while serving in Iraq and Afghanistan, and in the continuing sacrifices of the families they left behind.

As Governor, I am honored to serve as the Commander in Chief of the Nebraska National Guard. That’s because I know the quality of Soldiers and Airmen that serve in this organization. I have had many opportunities to observe our Nebraska National Guard Soldiers and Airmen in action and I am very proud of the many awards they have received.

Nebraska National Guard men and women have been honored many times in the past. For example, I’ve had the pleasure to participate in ceremonies honoring Nebraska Army and Air National Guard units and individuals for receiving national recognition in the medical, dental, air refueling, food service, public affairs and community relations fields.

Nebraska units have also been honored for their work in aviation, engineering, transportation and other fields. In fact, just in logistics alone, Nebraska Army Guard units and Soldiers have earned a total of 34 national or regional awards for supply excellence since 1992. Their work makes a difference and it has a lasting impact.

Recently, I took part in a ceremony that recognized seven separate Nebraska Army National Guard units who were recognized as being the best in the nation in supply and maintenance support. As a former Army Ranger, I know very well the importance of logistics and maintenance in ensuring that our Army units are ready and prepared to do whatever mission they’re called upon to do.

Those honored during the ceremony were the 110th Multifunctional Medical Battalion Headquarters from Lincoln, the 92nd Troop Command Headquarters from Lincoln, the 189th

Transportation Company from Norfolk and Wayne, the 1-376th Security and Support Aviation Battalion Headquarters from Grand Island, the Nebraska National Guard's Joint Force Headquarters from Lincoln, and the Nebraska National Guard's Surface Maintenance Manager's Office from Lincoln.

Additionally, the Camp Ashland-based 209th Regional Training Institute earned two major national awards, finishing first in their category of the U.S. Army Chief of Staff Supply Excellence Award Competition and then being named the first National Guard unit to receive the prestigious "Best of the Best Award" for recording the highest scores of more than 100 active Army, Army Reserve and Army National Guard units evaluated nationwide.

In addition to the unit awards, I was very proud that the very first National Guard Bureau Logistician of the Year Award went to a Nebraska Army National Guard Soldier, Command Sergeant Major Boyd Navratil. He has done outstanding work throughout his career.

I appreciate the work that our Nebraska Soldiers, their families and their employers do for the greater good of Nebraska and all Americans.

Shedding Light on the Secrecy Clause

Higher premiums, increased coinsurance and skyrocketing out-of-pocket requirements aren’t the only realities lurking in the 2,000-page Obamacare law, or its seven-foot-tall stack of regulations. The law is also designed to bury some controversial services that many Americans find morally objectionable.

The law requires federally subsidized plans that cover on-demand abortions to only disclose the coverage deep within a plan’s enrollment documents to hide it from potential purchasers. It also creates a monthly surcharge or “abortion fee” of at least $1, paid by each of the plan’s enrollees, to help pay for elective abortions. But you won’t find any mention of this fee amount anywhere in your health plan’s promotional materials. Insurers are prohibited from disclosing it under Obamacare. This language is often referred to as the “secrecy clause,” and this is no accident.

The secrecy clause was included in the law and its rules to disguise the true coverage of some health plans from people who, for moral or religious reasons, may prefer to purchase a plan that doesn’t cover on-

demand abortions. And as a result, not only are many Americans unwittingly purchasing plans that may violate their conscience, they are directly funding abortions for others with a portion of their monthly premium.

If the government is going to force you to purchase a product, the least it can do is be forthright about what’s in it. Instead, the Department of Health and Human Services’ (HHS) secrecy clause takes away consumers’ abilities to make the best choices based on their needs and beliefs. This “buyer beware” approach to health care is not good for families who are already being forced to cope with the law’s many other costly requirements.

In Nebraska and 23 other states, laws prohibit health plans on insurance exchanges from offering abortion coverage. But for more than half of the country, these deceitful provisions continue to conceal controversial aspects of the law that many Americans would prefer to avoid. Put simply, the secrecy clause is an affront to those who object on principle to participating in or paying for elective abortion services.

To remedy this issue, I recently joined 19 senators in cosponsoring legislation reversing the secrecy clause. The Abortion Insurance Full Disclosure Act requires insurance plans on the Obamacare exchanges to prominently disclose in marketing materials and health insurance plan comparison documents whether they include abortion coverage.

The bill also requires insurers to disclose the monthly abortion surcharge paid by enrollees, which funds elective abortions. HHS would be required to comply with this law within 30 days of its passage.

Obamacare should not conceal important information that may cause individuals to unintentionally violate their own deeply-held beliefs—yet another reason why this law should be repealed. I will push for passage of commonsense disclosure bill that sheds light on what is covered by each insurance plan under Obamacare, and allows Americans to make the best decision based on their health care needs and their moral compass.

Plumbers must be skilled in a number of areas, including having an ability to read and understand a home's blueprints, detect faults in a plumbing system if the homeowner cannot install

and repair fixtures and systems, and be aware of any legal requirements to ensure a home is safe.

Landscaper: Homeowners have increasingly looked to professional landscapers to maintain their home's exterior and subsequently ensure their property value remains high. A typical landscaper offers his client an array of services, from cutting the grass to raking leaves to more complicated tasks that gravitate toward landscape architecture. A home's curb appeal has been shown to vastly improve a prospective buyer's impression of the house, and as a result many homeowners rely on a landscaper to take care of their property. Many landscapers an extensive knowledge of the science involved in tending to a lawn and how to help it weather the seasons without losing its appeal.

Precipitations in the form of snow occurred early and again late in the month, but most accumulations were light. This left many stalk fields open for grazing, with forage supplies adequate in most areas. Drought conditions continue across much of the western half of the state. Topsoil moisture supplies rated 8 percent very short, 25 short, 67 adequate, and 0 surplus. Subsoil moisture

supplies rated 14 percent very short, 30 short, 56 adequate, and 0 surplus.

The farmer-focused Sorghum U is back in Nebraska by popular demand. The program is designed to provide producers, crop advisors and others interested in sorghum with resources to explore the production qualities of grain sorghum. The program is sponsored by the Sorghum Checkoff, Sorghum Partners, CrustBuster/Speed King, Inc., and High Plains Journal.

The program will be presented at Heartland Events Center, Grand Island, NE on January 21.

The program is focuses on regionally-specific issues and will provide information on management and marketing to help growers increase their bottom line with sorghum.

Breakout sessions will feature lessons learned from experienced sorghum growers and managing sorghum for top yields, led by Dr. Scott Staggenborg. Staggenborg has an extensive background in

agronomy through his previous work in extension and as a faculty member at Kansas State University’s Department of Agronomy.

He currently serves as the director of technical services for sorghum Partners/Chromatin, Inc., where he seeks to improve sorghum as a feed and renewable feedstock.

No-till practices, marketing and sorghum management will be the focus of a learning session lead by Dr. Ray Ward, President and Co-Owner of Ward Laboratories, Inc. Marlin Bohling, Associate Farm Director and on-air broadcaster for KRVN Radio will moderate a farmerto-farmer panel featuring sorghum producers eager to share their practical experience in growing and marketing the crop.

Land Application Trainings Learn basic manure management techniques and tips to keep the environment safe and you in compliance with your NPDES permit.

Is there an Opportunity to Protect a Profit with Livestock Risk Protection Insurance (LRP)?

Prices for calves, feeder cattle and finished cattle have set some new records this fall and early winter. A combination of circumstances has precipitated these historic prices. There is currently a lot of cautious optimism on the part of cow-calf producers as they look at the future. â&#x20AC;˘Grain prices have moderated considerably from 2012. â&#x20AC;˘Significant late summer and fall precipitation has been received in the Great Plains. â&#x20AC;˘Beef cow numbers are at historic lows dating back to the 1950's. â&#x20AC;˘Demand from feeders and packers is soaring due to tight supplies.

These current high prices may provide cowcalf and stocker/yearling producers an opportunity to protect a profit utilizing

Livestock Risk Protection Insurance (LRP) as they look to market calves and feeder cattle after the first of the year through next spring.

LRP is single-peril price risk coverage for future livestock sales. Purchasing of this insurance provides price risk protection by paying producers if the national cash price index falls below the insured price level at the ending date of the policy. The USDA Risk Management Agency (RMA) offers the insurance as an alternative to traditional futures and options. For producers who purchase an LRP policy, coverage works similar (but not identical) to a put option. By purchasing a policy, the producer sets a floor price while leaving the opportunity open to participate should prices rise.

There are some advantages to producers in utilizing LRP insurance as compared to a traditional feeder cattle contract or purchase of an option. One is the flexibility in the number of cattle that can be insured. There is no lower limit to the number of cattle that can be insured. This makes the tool an attractive option for producers who may not have enough cattle for a 50,000 pound futures or option contract. Another advantage is the 13% subsidy for purchase of the insurance from the USDA. LRP is a risk management tool that cattle producers should consider in todayâ&#x20AC;&#x2122;s market environment. Current and future cattle prices look very good. Now may be a prudent time to protect a profit utilizing LRP insurance.

Farmers and Ranchers Cow/Calf College LINCOLN â&#x20AC;&#x201D; The annual Farmers and Ranchers Cow/Calf College "Partners in Progress â&#x20AC;&#x201C; Beef Seminar" will be held at the U.S. Meat Animal Research Center and Great Plains Veterinary Education Center near Clay Center Jan. 28.

The college will begin with registration, coffee and donuts from 9-9:40 a.m. The program will start at 9:45 a.m. and end approximately at 4 p.m.

Sponsored by the University of NebraskaLincoln Extension's Farmers and Ranchers College, this year's theme will center on celebrations of two note-worthy events -- the U.S. MARC is celebrating its 50th anniversary and UNL Extension is celebrating the 100th anniversary of the Smith Lever Act and Extension at UNL. The seminar will feature internationally recognized speakers and is designed to provide information that should help cattlemen in planning for the upcoming year.

There is no cost to attend and the public is welcome. Pre-registration is required for meal counts.

The "Cow/Calf College" will kick off with John Pollak, director, USMARC, and Dale Groteluschen, who will give a welcome and a quick overview of their respective facilities.

This will be followed by a special presentation

by Pollak on "USDA-MARC â&#x20AC;&#x201C; 50 Years of History". He will be followed by Ronnie Green,

NU Vice President and IANR Harlan Vice Chancellor, who will give his thoughts on "Innovating the Beef Industry: Living in 2013 but Thinking in 2050".

Beef producers will be able to look at beef production history and peer into the future in one setting. These presentations will be followed by a special recognition for a long time Beef Quality Assurance leader Dee Griffin by the Nebraska BQA director and Farmers & Ranchers College.

Lunch will be provided and will be handled with a rotation system during two noon sessions featuring Doug Straight, Nebraska Beef Council Director of Industry Relations, and Rob Ehrich, Nebraska Beef Quality Assurance Director, who will team up to give a presentation on: "A New Direction â&#x20AC;&#x201C; Nebraska Beef Check-off & BQA Programs".

Also in the rotation will be a special presentation by Chuck Hibberd, UNL Dean of Extension, who will kick of the celebration of the Smith Lever Act and UNL Extension with "UNL Extension:100 Years Young and Just Getting Started!"

Attendees also will get to sample some Nebraska Extension Centennial ice cream and MARC 50th anniversary cake to help celebrate the two special occasions.

The afternoon session will be kicked off by Terry Klopfenstein, UNL animal science professor emeritus in ruminant nutrition, who

will treat producers to his discussion of "Cows, Corn and Ethanol â&#x20AC;&#x201C;The Golden Triangle."

He will be followed by Jerry Volesky, UNL range and forage systems specialist at WCREC, who will give his take on the "Range and Pasture Drought Recovery".

Many beef producers are worried about how the last two year's drought has affected grass and forage production. These two presentations should help beef producers look at feed resource alternatives and management suggestions for recovering from the drought.

All presenters will then join on stage to pull everything together, give their final thoughts and considerations during a coffee-shop style panel discussion. Cattlemen can ask questions and get answers on topic questions that came to them during the day's sessions. Door prizes will be awarded to those that stay for the entire event.

Nearby February futures have chart resistance at 8565, and support at 8400; the chart is in a short term downtrend and could try to work lower if buying support fails to surface. The pork cutout is starting to firm again with expensive beef helping to find additional interest. Carcass weights have bounced again as producers work to pack on the pounds. Margins for 2014 remain attractive for locking up some forward production, which is why we are concerned about larger production in 2014 depending on disease impacts. Export business should remain reasonably competitive in the near term. Cheaper feed costs should help lead to greater hog expansion domestically and globally in 2014 if disease issues can be overcome. Hedgers call with questions, and focus on margins looking forward.

Live Cattle futures have pushed into new highs with concerns about the tightness of the market driving things higher with record cash trades. The weekly net changes are 60 higher on live cattle, and feeders are up 35. The cutout activity has been pretty strong, with choice up $7.70 to $210.13, and select up $9.80 at 207.07; with ok volume. Cash trade set new records trading up to the $140+ area. February Live Cattle have turned a bit positive with support at $134.30, and resistance at $137.50. Feeder cattle have shown good momentum in the cash market as well. Cow calf and backgrounders

need to look at the increasingly volatile cattle to trade to protect the high end of the range with futures at record levels. Cheaper proteins in competition with beef may chip away at demand over the longer term. The cold snap passing should allow for better feed conversion in the near term. We have seen some new highs in Feeders this month and the bull argument remains the cattle market theme, but we caution not hedging and risk of a correction in 2014! Hedgers call with questions.

Nebraska Weekly Weighted Average Feeder Cattle Report Week Ending: 1/4/2014 MARKET: Ericson/Spalding Auction Market – Ericson; Lexington Livestock Market – Lexington; Loup City Commission Co. – Loup City; Tri-State Livestock Auction – McCook Receipts: 8,725 Last Week 1,600 Last Year 20,280 Compared to last week’s thin test steers and heifers under 800 lbs sold sharply higher with most weights trending 10.00 higher. Weights over 800 lbs traded mostly steady on steers with some heifers trending 3.00 higher. Demand was good before the “new year” with very good demand after Jan 1st. Most of the price increase was at sales after Jan 1. On Thursday, an all-time new record in slaughter steers and heifers occurred (live prices 138.00-139.00) and it prompted buyers to fill empty pens. Also, the CME live cattle and feeder cattle futures showed strength most of the week. Some lots of replacement type females noted in the report but, several groups of average quality black hided heifers are getting a bangs clip and will probably be bred this summer. As mentioned above, NE slaughter cattle sold 2.00-3.00 higher from 138.00-139.00 live and dressed sales sold 4.00-5.00 higher from 217.00-218.00. Supply this week included 59 percent steers with 81 percent of the run over 600 lbs.
