Are state compact options fair? Speakers at LRNRD meeting say some irrigators face greater burdens By GINGER JENSEN, Kearney Hub ALMA - Alternatives suggested Thursday to state options for Nebraska's Republican River Compact compliance focused on fairness. Should water use reductions be shared by everyone in the basin? "I assume some form of DNR's (Nebraska Department of Natural Resources) plan will be implemented," said James Uerling of Indianola, who is a Middle Republican Natural Resources District board member, but spoke for himself at the Lower Republican NRD meeting in Alma. "But we must avoid the DNR 'red box' in any way we can." Flow charts presented by DNR staff for watershort year irrigation administration included red boxes identifying areas where surface water use and pumping by quick-response wells near the river and tributaries would be curtailed. "The DNR plan actually gives a water right or at least a priority to upland wells and makes quickresponse wells and surface water appropriations junior during DNR's definition of a dry year," Uerling said. "When large parts of the basin are contributing no water or very little water to the
system, the rest of the basin simply cannot make up the deficiency. We don't have enough square miles to make up the deficit if no water is coming out of one part of the basin." "There are going to be lawsuits filed," he added. Uerling proposed expanding DNR's plan upstream to give Enders, Swanson, Hugh Butler and Harry Strunk reservoirs water-short year triggers and flow charts similar to those for Harlan County Lake. The Harlan trigger is water storage that falls below 119,000 acre-feet. Frenchman-Cambridge Irrigation District Manager Brad Edgerton presented a resolution Thursday signed by officials of his district and the Frenchman Valley, Nebraska Bostwick and Hitchcock-Red Willow irrigation districts. It discusses concerns about declining base flows due to "excessive mining of groundwater" and says leasing surface water benefits to the state in the short term for compact compliance, but doesn't increase or decrease the Republican Basin's virgin water supply. MILLS, Wyo. - Irrigators along the North Platte River are breathing cautious sighs of relief as the 2009 water year draws to a close. For the first time in several years, the system, overall, has received above normal inflows. However, Pathfinder Reservoir continues to receive below average amounts. September inflows at Pathfinder lagged far behind with a negative 4,300 acre-feet recorded. Its 30 year average for September is 5,800 acre-feet, which has dwindled over the past eight or nine years due to the drought. In Water Year 2008, Pathfinder picked up 800 acre-feet in September, 4,300 acre-feet in 2007, and only 700 acre-feet in Water Year 2006. For the entire Water Year 2009 (October - September), Pathfinder acquired 91,100 acre-feet. Its 30-year-average is 137,900 acre-feet. Continued on Page 27.......
