Software Industry in Romania - a Vision for IP-Based Growth -

Romania has had an important tradition in research, development and innovation in the technical field. Romanian engineers have always been appreciated abroad and lower labor costs have helped attracting interesting and more significant projects towards the local industry. This has been an important factor of growth, even before the domestic market became significant in its own right. Working for clients abroad helped companies, teams and specialists develop technology and industry knowledge, as teams have been involved in defining project specifications, identifying business needs and technical solutions. The capabilities thus acquired have since been used in projects for the local market or the development of own products. Even if, given contract requirements, this information is not always made public, Romanian companies have been developing complex projects if one looks at client companies and industries, but also if we are considering the solutions delivered that tackle sensitive content, secure data etc. Numerous R&D centers of multinational companies that are present in Romania have also created the premises of product development, even if the projects are generally commissioned by their headquarters. /4 Market Overview
All of this context has led to the development of a corpus of entrepreneurial initiatives rolled out by enthusiastic experienced professionals who have previously gained experience in complex projects for product development. Romania has at this point seen successful product-based companies and businesses that have impacted both the entrepreneurial spirit and the technological innovation in the industry. They might still be small in number, but have significant market value, to which a few exits at the top for niche or industry leaders have largely contributed. As this study will show, growth for the product segment in the overall industry revenues has been slow, but steady and more manifest in absolute values. Given the specifics of this business, that sees recurrent revenues but inversely proportional with direct costs, this steady growth is more relevant than for the services-based segment, as the embedded value of IP generated revenues will grow more quickly due to its natural ability to scale. In a context where the human resources pool for our industry is decreasing, the services-based businesses are seeing their development conditioned by the yearly number of people entering the
labor market; IP-based businesses, on the other hand, do not have the same type of constraint, since they employ fewer, but better-skilled people, with very diverse backgrounds, rather business than technical related. The general context is favorable to the emergence of more entrepreneurial initiatives and startups. Opportunities for financing the businesses are raising and more money is available through investment funds and business angels, there are networks of accelerators and incubators and hubs – either local or international – interested in raising the profiles of Romanian startups, there are programs designed to encourage and assist entrepreneurs in bringing their ideas to life, there are already incentives, support legislation and alternative financial instruments for funding new projects and ideas. ANIS as a representative association for the software industry in Romania has made it its mission to encourage the development of the local industry, both for the services and for the product development segments. We are however adamant in voicing our public support for an IP-based business model for our industry, based on the exceptional opportunity that this industry has to see exponential growth.

Agile adoption has been on the roadmap of every organization that wants to survive the digital revolution and every employee struggles through learning to declare his or hers allegiance to the Agile Manifesto. Beyond this organizational commitment, there is a question that few of us dare to ask: is our agile working for each of us? In 2014 agile adoption became a priority for IBM Client Innovation Center in Romania and today our organization has a story not only on how people (both IBM employees and IBM client representatives) are working agile, but also on how agility works for everyone.
Understanding the Philosophy and Defining Scopes In order to adhere as organization to the agile way of working we first had to determine if this is a good strategy. Our own company philosophy together with the agile ideology have given our scopes: Because belief of teams matter, our company culture is aligned to Agile Manifesto. When doing complex work, motivated heterogeneous teams are resourced because they experience more conflict. A team’s performance is determined by how well it handles conflict situations. Work spaces are highly configurable and allow team members to experiment with anything from space and furniture.
Organizational Design Any transformation that is recommended to a customer experiences its first iteration within our organization. On our path to agile reinvention we started with us, on our internal projects. These proven success cases and deliverables have later one served as starting point when leveraging solutions to our potential clients. Futhermore, we focused on customer experience when it comes to tailoring the right solution. As stated in the introduction, agile seems the trending approach when comes to solution delivery and many projects/organization adopt it because /6 Romanian Companies
they noticed “it works for the others”. Yet, the agile software development represents a set of principles in which requirements and solutions evolve through collaboration between selforganizing, cross-functional teams. Agile methodology promotes: adaptive planning continuous improvement early delivery evolutionary development rapid and flexible response to change. The last bullet of this enumeration is the most valuable for customers, but also the part of agile methodology that generates most
confusion within organizations. The best case scenario of agile is software development in which clients can continuously change their expectations, while the team responsible for development fastly implements them. Yet this scenario generates the “agile nightmare” : a project with requirements and code in a continuous change that allows lesser time for disciplined software development. Through listening the needs of our clients we relate to their business requirements, adapt the deliverables and envision a solution to meet their expectations.

When we read the companies reports, we look for the core subjects, the governance framework, the principles and the financial integrated numbers. Assuming the transparency principle is respected and the reporting follows GRI1/ISO260002 or other guidance, we may conclude that the respective company is responsible. This is when the fiscal year has ended, the reports are published and the plans for the following year are ready. Is this enough for the sustainability? The cycle of innovation brings new business opportunities. The company embraces change and is well prepared to bring
products first, to respond to competition and to satisfy its customers. The thought leader of the market has a strong relationship with its stakeholders and it is ready to incorporate their feedback in the business strategy. Can something go wrong in the public perception with all these positive assumptions? Yes, and the plan for crisis situation should be immediately applied. If the risk for financial damages could be insured, the public perception damage cannot. What can be done, though, is to always act as a social responsible leader. And this would attenuate the damages and can increase credibility of the communication. What do we mean by “social responsible leader”? People, first. For the company cannot make decision and cannot suffer damages. People can. So, “leader” means the top people responsible with running the company. The Governance framework is about
accountability and transparency. Social responsibility principles should be core to the culture of the organization. The known saying “the fish rots from the head” explains it well. If the top people in the company are not living the values of the organization in everyday life and are not making the decision based on agreed principles, the company is exposed. No matter the double-digit growth numbers, the money invested in CSR campaigns and the number of trees planted in the spring. Forget all of these. Start with the governance framework and make sure everything in the company is run accordingly. In the first section of General Standard Disclosure (GRI4) it is stated that the sustainability report should “Provide a statement from the most senior decision-maker of the organization (such as CEO, chair, or equivalent senior position) about the relevance of sustainability to the organization and the organization’s strategy for addressing sustainability.

This statement should not be seen as a PR exercise. The guidance for sustainability reporting specifies the content of the statement: „the overall vision and strategy for the short term, medium term, and long term, particularly with regard to managing the significant economic, environmental and social impacts that the organization causes and contributes to, or the impacts that can be linked to its activities as a result of relationships with others (such as suppliers, people or organizations in local communities).” So, each time you read a company report and find the photos of the CxO people, judge it on this compliance criterion. The executive education curricula include now sustainability modules and this is about to shift the perception of what corporate social responsible is all about. The CSR discussion is moved in the boardroom.
The social responsible leader should practice the following two things: Recognize the aspects of core subjects of social responsibility which applies to the company. GRI states these aspects under the Materiality principle. This is a very concrete exercise. Get together with business line managers and identify the significant economic, environmental and social impacts and the company’s actions which substantively influence the assessments and decisions of stakeholder. Engage stakeholders in planning and implementation of the strategy. The social responsible leader should care about the environment in which the company operates. By environment we mean people and places. This is the second concrete exercise each executive should do. Get together and identify the stakeholders. Who are the people the company is affecting by its activities? Who are the stakeholders who can influence the company’s decisions on short, medium and long term? The communication with stakeholders is key for the credibility of the company.
Historically, the executive of the company has been judged by the shareholders on the basis of the profit the company makes. ‘Show me the money” and “the business of a business is to do business” was the tagline of many corporate runners. Millennium Development Goals (2001-2015) showed another two bottom lines which executives should consider: environment and society. Now, in 2016, the new agenda for sustainability is in place and it includes a universal set of goals, targets and indicators that UN member states are expected to consider and include in their policies for the next 15 years. The 2030 Agenda for Sustainable Development includes 17 Sustainable Development Goals which head to end poverty, fight inequality and injustice, and tackle climate change by the year 2030.
