Pig sector urges government to refrain from ‘unfair’ Brexit tariff regime The National Pig Association has urged government to refrain from ‘unfair and damaging’ tariff regime The government could cause 'untold damage' to the British pig sector if it waives tariffs and checks on imports in the event of Brexit no deal. The Cabinet has been discussing how the UK’s tariff regime would look if the UK leaves the EU without the Withdrawal Agreement in place. Cabinet Ministers, including International Trade Secretary Liam Fox, have made it clear the UK is considering a regime of zero or low tariffs on agricultural food imports to try and keep food prices under control. Yet UK exporters would face full EU tariffs and border delays on a wide range of products if we exit without a transition period in place. The National Pig Association (NPA) said this scenario would place many pig businesses in an 'impossible position' where they would be unable to compete with cheap imports and undermine the industry’s capacity to produce British pork. NPA chief executive, Zoe Davies said: “The NPA has always said we see opportunities from leaving the EU, as long as the trading conditions are fair. But a zerotariff would not be fair and would be a kick in the teeth for

the UK pork sector. “It would be the worst of all worlds, putting enormous pressure on businesses already operating under the tightest of margins. “It would jeopardise the future of pork production in the UK, increasing our reliance on imports. We strongly urge the Government to consider this as it finalises its policy,” she said. Implications for pig sector A report by AHDB published last week spelled out the implications for the pig sector of this uneven tariff regime. It concluded that export tariffs would make UK pork uncompetitive on the EU market. In particular, the important sow trade to Germany would become uneconomical and, with few alternative outlets, this would potentially create practical problems on farms as well as damaging producers financially. Domestic prices would have to fall to compete and, with over half of UK pig meat exports shipped to the EU, this would have a significant impact on the industry, the report concludes. It notes that while the UK could apply reciprocal tariffs on pig meat imports from the EU, this would force up
domestic prices, which may be unacceptable to consumers. But if the UK decide against imposing tariffs on EU pig meat imports, tariffs on imports from non-EU countries would be removed as well under WTO rules. This increased competition for domestic producers could exert further downward pressure on UK prices. 'Unfair trading environment' NPA senior policy advisor, Ed Barker pointed out that existing EU quotas could enable the UK to continue exporting to the EU for a few months after the UK leaves, though friction to export trade processes will always remain. He said: “But once the tariffs kick in, allied with delays at ports and added bureaucracy and costs for exporters, the impact will be felt across the entire British pork industry. “If, at the same time imports are waved in from across the world with minimal checks and zero tariffs, this will create an unfair and destructive trading environment. “We have seen government outline a brighter future for British agriculture, allowing us to produce more high quality, traceable food in the UK. A no deal Brexit undermines all of that,” he said.

Farmers in England and Wales will see their EU direct payments phased out over a 7-year transition period, starting from 2021. Replacing them, the government's new environmental land management (ELM) scheme will pay farmers to deliver a raft of public benefits, such as environmental and animal welfare outcomes. According to James Grischeff, Defra principle advisor, the ELM will be more 'collaborative and outcome-driven'. “It’s about deploying measures that deliver outcomes using the land managers skills in problem solving and appropriate technical advice and guidance with much mess prescriptiveness,” he said. Farmers wanting to prepare for the phasing out of CAP

payments are encouraged by the government to think about some themes which will run through the new ELM, including its voluntary nature and valuation methods focussed on protecting ‘natural capital’ and benefitting society, as well as ‘payments for outcomes’. In future, farmers and land managers will be encouraged to understand their own ‘environmental potential’ and will be offered a choice how to achieve outcomes in what Mr Grischeff said is a 'more flexible model'. Defra's new ‘vision’ is outlined as ‘rewarding public goods with public money; building a thriving; self-reliant and resilient farming sector; nurturing a trusting and productive relationship between farmers and Government and ensuring world class animal welfare standards.’ The ELMs timeline roll out dates are: from 2019 – 21 – develop a design and test new ideas; 2021 – 24 – large scale pilot and 2025 – 2028 – ELM full roll out. 'Similar level of support' When queried on the phasing out of the CAP after 2021, Mr Grischeff proposed that the government should maintain a similar level of support which will slowly transition into the ELMs.
The Country Land and Business Association (CLA) said the government must continue to invest at least £2.2 billion a year - the current level of CAP spending in England - on the replacement scheme. “The CLA wants to see the level of investment in rural businesses remain stable,” the rural organisation said. “Within England this will require the government continuing to invest at least £2.2bn a year in the English countryside, in real terms for the next 25 years. “As English agriculture transitions away from the CAP, the government must make available the tools and support so farmers can adapt their farm businesses.” It follows comments by Defra Secretary Michael Gove highlighting how Brexit means leaving behind the EU's 'environmentally damaging and socially unjust' CAP. He said outside the EU the UK can do 'so much better', especially with the advent of new technology and machinery, such as big data and drones. He also blamed the CAP for damaging natural habitats, biodiversity and wildlife, further pushing Gove's 'Green Brexit' credentials.

John Deere has announced several updates to its 5R series tractors from 90 to 125hp, designed to increase versatility and suitability for smaller farms John Deere has announced several updates to its 5R Series tractors from 90 to 125hp, designed to increase their versatility and suitability for small and medium sized livestock and arable farms. To improve their connectivity for precision farming operations, from spring 2019 the tractors will be available AutoTrac and ISObus-ready. JDLink telematics will also be available ex-factory, together with a remote display access (RDA) five-year subscription. Other new features include an extendable pick-up hitch with hydraulic push-back through the rear SCVs to improve rear visibility, and variable ratio steering (VRS). This requires AutoTrac for operation and is selectable through a dedicated switch on the tractor cab’s B-post. The 5090R, 5100R, 5115R and 5125R tractors are equipped with fuel efficient, Stage IIIB compliant 4.5-litre John Deere PWX engines. These dieselonly four-cylinder engines deliver 10 extra hp for transport applications via their transport power management (TPM) system. Three transmission options start with the entry level 16/16 CommandQuad Manual featuring four ranges and four powershiftable gears within each range. Also available are a 16/16 CommandQuad and a

32/16 Command8 transmission, which has eight powershiftable gears and an ECO mode that enables a top speed of 40kph at only 1759 engine rpm. All three transmissions offer a fully automatic clutch, individual start-up gears, individually settable speeds and an electric park lock. Automatic shifting is standard on the premium Command8 and optional on the 16/16 CommandQuad.

Around 10% of these also provide fertiliser spreader testing where we have seen a steady increase in the number of tests carried out. Fertiliser input costs are on a par with pesticides and with the benefits of having a sprayer tested each year, these benefits can also be realised with spreader testing. From the NSTS test, following an inspection of the machine and tray test to calculate coefficient of variation (CV) you can be confident that the spreader will give the best results possible from the products tested. Back to PAE testing; there are four different tests available to cover all different types – liquid, slug pellets, micro granules and fogging machines. Liquid covers a wide range from sprayers, weed wipers and seed treatment, through to potato application equipment, boat sprayers and train sprayers. The list is very extensive and wide ranging. Red Tractor do have different timescales for test and retest and this can also be dependent on which scheme you are in so its always worth check-

Joint call made to end non-stun slaughter in the UK
Latest figures show over 120 millions animals were slaughtered without being stunned first The RSPCA and the British Veterinary Association have joined forces to call on the government to repeal a legal exemption that permits animals to be slaughtered without prestunning. Both groups say slaughtering without pre-stunning causes 'unnecessary pain and suffering'. The latest figures from 2017/18 reveal that over 120 million animals were slaughtered without being stunned first - more than three animals slaughtered every second on average. In an open letter to Defra Secretary Michael Gove, the BVA and the RSPCA urge the UK government to change legislation in England which currently allows non-stun slaughter for religious purposes. The organisations urge government to provide further public transparency on this issue by releasing the comprehensive 2018 slaughter survey results, which were originally due for release Autumn 2018. Until such legislation is in place, the RSPCA and BVA are calling for the following: • Meat to be labelled with the method of slaughter, e.g. stunned or non-stunned, so consumers are fully informed about the meat that they are buying. • Non-stun slaughter to only

be permitted at levels that meet local religious community demand for this type of meat in the interests of limiting animal pain and suffering. • A ban on export of meat from non-stunned animals or live animals destined for non-stun slaughter. • An immediate post-cut stun for cattle, sheep, goats and deer to reduce the period of pain and distress. 'Welfare of animals' The letter follows a recent, high profile decision to ban the slaughter of animals without prior stunning in the Flanders region of Belgium which came into force at the start of the year. Belgium joins several other European countries, including Iceland, Sweden, Switzerland and Denmark in making this decision, demonstrating that a full ban on non-stun slaughter is possible within EU law. RSPCA chief executive, Chris Sherwood said: “Our concern does not relate to the expression of religious belief but the welfare of animals. “Until there is a change in the law to end non-stun slaughter, there are several measures the UK Government could introduce to reduce the suffering involved in this practice. “For example, by ensuring trade deals with other countries do not include non-stun meat
or live animals for non-stun slaughter, clear labelling should be adopted to enable consumers to make an informed choice about the meat they buy and how it was slaughtered.” 'Transparency' The BVA and RSPCA have called on Defra to be transparent on the issue of non-stun slaughter and release the latest comprehensive Food Standards Agency (FSA) survey results. It provides details on the number of animals in England and Wales slaughtered with non-stun methods, and critically includes data on the level of exports. Although Mr Gove himself signalled a commitment to publish the data by Autumn 2018, it has yet to appear. The most up-to-date FSA figures show that between October 2017 to September 2018, over 120 million animals were slaughtered without prestunning, including 118 million meat poultry (11% of the total number of poultry slaughtered), 3 million sheep and goats (25% of the total number of sheep and goats slaughtered) and 24,000 cattle (1% of the total number of cattle slaughtered). All animals slaughtered under the Shechita (for Kosher) are non-stunned, however, between two thirds and three quarters of meat labelled Halal is from animals that have been prestunned.

The British Free Range Producers Association (BFREPA) has reported that some egg packers have lowered the price they are paying producers for free range eggs in reaction to an oversupply in the market. Robert Gooch, BFREPA’s chief executive, said: “It is disappointing to hear some packers are reducing the price paid to free range egg producers, but it is not unexpected. “The market has been in an oversupply situation and we have been warning that further pressure would be put on prices. Over the past few years BFREPA has been providing members with pullet placement and planning data updates 20 | AgriNews
with regular warnings of overproduction leading to a likely impact on prices. “Nonetheless it will be a bitter pill to swallow for many producers who were hit with rocketing feed bills last year while the egg price steadily eroded. “This makes the work we are doing to introduce model contracts even more important. “We need balanced, watertight agreements which not only provide more protection for producers against market volatility but also encourage packers and retailers to act more responsibly in their contract offers to producers.”
BFREPA said for more than two years it had consistently warned about oversupply to members and the potential for price cuts as a result. The organisation said it had campaigned for more packers to offer feed-price linked tracker contracts which helped at least 30% of producers avoid price cuts. BFREPA said it was working to establish a model contract which will set out balanced terms for producers to enter into with packers, and it would continue to encourage consumers to swap large eggs for medium and mixed weight boxes in a digital and media campaign.

The British Veterinary Association has warmly welcomed plans to offer free certification training for vets to help meet increased demand The British Veterinary Association (BVA) has warmly welcomed plans to offer free certification training for vets to help meet increased demand for this service in the event of a no deal Brexit. Under the new plans announced on 8 February) by the Animal and Plant Health Agency (APHA), vets will be able to access Official Control Qualification (Veterinary) (OCQ(V)) training in the qualifications required to certify the export of animal products to the EU. APHA is rolling out the training in recognition of a potential surge in demand for veterinary certification of animal products for export in the event of a no deal Brexit. Official Veterinarians who
are already registered on the database but do not hold a products exports qualification (OCQ(V) – PX) will be able to access free training in the Essential Skills and Exports General modules: courses which need to be completed ahead of gaining the full qualification. Vets who are not OVs but who wish to offer certification services can receive registration with Improve International’s database and training in all three required qualifications free of charge. Simon Doherty, BVA President, said: “It’s great to see that APHA is planning ahead and incentivising the uptake of export qualifications across the veterinary workforce. A no
deal Brexit could see the requirement for veterinary certification services spiralling, so it makes sense to prepare ahead to ensure that there is adequate supply of suitably qualified vets to meet this demand in case no agreement is reached. “We’ve repeatedly raised concerns about the veterinary workforce’s capacity to meet increased demand for services including certification and health testing in the event of a no deal Brexit. We will continue to engage with the government to ensure that the potential impacts of this scenario on both the workforce and animal welfare are understood and factored into contingency planning.”

The Ulster Farmers’ Union has smashed its centenary year fundraising target by raising £200,000 for the charity, Air Ambulance Northern Ireland (AANI). UFU president, Ivor Ferguson, says he has been blown away by the generosity of members, the rural community and industry partners. “We set what we thought was an ambitious target to raise £100,000 for this life-saving charity. True to form, the agriculture industry did not let us down. Not only did we hit our target, we doubled it.” On top of their day-to-day work UFU staff in Belfast and around Northern Ireland spent much of 2018 fundraising. Activities ranged from selling calendars and books through to hiking five peaks across six counties in one day and ‘can’t cook won’t cook’ evenings. “People really pulled out all the stops and their activities raised an incredible

£186,000. The UFU has pledged £14,000 from its reserves, bringing the official centenary year total to £200,000,” said a delighted UFU president. The AANI charity needs to raise around £2 million pounds a year to remain operational. Daily costs average £5,500 pounds. “It’s a service we all hope we, nor any one in our family, will never need but we will be forever grateful it is there if we do. As UFU president in the centenary year no words can describe how proud I am of the massive effort people put in to prove that what looked an ambitious target was in fact modest,” said Mr Ferguson. UFU past president, Barclay Bell, who chose the AANI charity for the organisation’s centenary year, added that it was impossible to thank individually everyone in the UFU and across the rural community who got
behind the campaign to keep a vital service operating and saving lives. “We are delighted with what has been achieved. Our fundraising efforts will fund 36 days of service. The air ambulance service brings critical care to anywhere in Northern Ireland, fast. It’s already making a difference in rural communities and has been calleout to a number of farm incidents. It’s a service that makes people in rural areas feel less isolated,” said Mr Bell. Kerry Anderson, Head of Fundraising at AANI said, “UFU had faith in the air ambulance service at the earliest stage, committing endless enthusiasm and dedication to their fundraising efforts and exceeding all of our expectations. The service is theirs, just like it is yours and mine, and that passion to sustain and maintain it is apparent.

Even low disease levels drag profits back and skimping on the cleaning routine between flocks is false economy, says Lancashire based cleaning specialist Steve Birchall. “There is no opportunity these days to rest buildings between flocks. Turnaround times are tight and it is, therefore, vital that buildings are not only throughly cleaned but disinfected as well, and if there has been a problem
the cleaning and disinfection treatment should take account of it” says Steve, who has been operating a nationwide poultry contract shed cleaning business for over 30 years. His three teams are equipped to carry out whatever cleaning regime producers require and he suggests a good standard routine for anyone who wants the best safeguard. After the litter has been removed, the building and any equipment either retained inside or taken out should be power washed at about 2,500 psi with a combined cleaner/ sanitizer/deodorizer, which should remove some of the 80% of micro organisms at this stage.
“Older buildings are often more difficult to clean than modern ones”, Steve says, “However, if you are going to do the job at all, then it is worth doing properly and you have to take sufficient time, particularly in breeder or laying units where nest boxes and equipment have been in place for 12 months or more. Broiler units with a six or seven day turnaround are less difficult. However, people who prefer to do what is a rather unpleasant job themselves often get rather jaded before it has been done properly. If there are other enterprises on the farm, they have to keep breaking off to do other work.

The 2019 Can-Am Outlander 6x6 450 T has been designed and developed to enable users to be more efficient when doing the toughest jobs on the farm and have the ability to handle the constantly changing terrains out in the field with ease. The new Can-Am Outlander 6x6 450 T is powered by the reliable 38 hp singlecylinder, liquid-cooled Rotax 450 engine and comes with industry-leading towing capacity (1,650 lb/750 kg), front and rear racks with cargo extenders, and LinQ accessory attachment points. Variable Transmission (CVT) is calibrated to ensure that it always delivers the optimal torque output, no matter where it is or what it is being used for. The engine braking automatically reduces the speed of the ATV when going downhill and the extra low L-gear makes it easier for the user to manoeuvre the ATV when pulling a trailer or when it is driving in deep mud. In addition, the Visco-Lok system front differential system requires no buttons to push or levers to be held in order to engage it and once the 6x6 option is selected, the system intelligently transfers power from the slipping front wheel to the opposing wheel with traction. The Can-Am Outlander 6x6 450 T will be centre piece of Can-Am’s workhorse agricultural all terrain (ATV) and side by side vehicles (SSV) on display. Other models will include the CanAm Outlander 450, 570 PRO and 570 DPS ABS, and a
selection of vehicles from the tough, capable and clever Can-Am Traxter range.
