Ramphulp moet nuut bekyk word

D

ie afgelope droogte (wat gelukkig nou in meeste dele van die land iets van die verlede is) het boere ‘n paar belangrike lesse geleer. Die belangrikste is waarskynlik dat die regering nie sommer uit die blokke gaan kom met substansiële hulp nie. Indien daar wel fondse beskikbaar gestel word, vat dit te lank om boere in nood te bereik. Dis nie net kommersiële boere wat hieroor kla nie, maar ook ontwikkelende boere, waarvan baie nie die onlangse ernstige droogte oorleef het nie. Boere sal in die toekoms (soos tydens die afgelope droogte) self moet planne maak. Daar is vars denke oor ramphulp nodig, het Johannes Möller, president van Agri SA, by die organisasie se onlangse bedryfskonferensie in Somerset-Wes in die Wes-Kaap gesê. Tydens ‘n voorlegging by die konferensie het hy Agri SA se gedagtes oor ‘n “vennootskap-benadering” tot ramphulp bespreek. Die voorlegging is op Agri SA se webwerf (www.agrisa.co.za) beskik­ baar. Boere moet diep hieroor nadink en laat weet wat hulle gedagtes hieroor is. Die saak sal indringend op Agri SA se jaarkongres later vanjaar bespreek word. Derick van der Walt

voordat hulle gereed was vir hul eintlike werk. Ons hoef dus nie bang te wees vir enige uitdagings wat vanjaar op ons wag nie, solank ons op die Here alleen vertrou. Hy sal ons lei. GEBED: Baie dankie dat ek saam met U hierdie nuwe jaar kan begin, Vader. Dra my waar ek swak is en bring my veilig by u huis. Lees vanaand in Deuteronomium 1:32-46 hoe gevaarlik dit is om nie elke dag na die Here se opdrag te luister nie.

A tribute to South Africa OMRI VAN ZYL, EXECUTIVE DIRECTOR: AGRI SA

Joost died, and a country mourned – for the loss of an extraordinary sportsman, ambassador and father. Although I didn’t know him, I have watched him score some outstanding tries for the Springboks, watch him pass the ball to Joel Stransky to convert the drop goal that won us the rugby world cup in 1995.

I

I’ve watched him triumph, fall, get up and get sick, and fight back until God came and took Joost away from us. And the tragedy and condolences made me wonder whether this was just about an individual sportsman, or whether this represented something bigger and more meaningful as well. For many of us – 1994 and ’95 were two of the biggest years in our lives. In 1994 Nelson Mandela became President, embracing a nation deeply divided by its inescapable past. In 1995 we hosted a World Cup after years of sanctions, and we managed to unite a nation through players like Joost. Thinking back, those days were filled with raw optimism, with dreams of a rainbow nation that could make it. We were on the brink of something great. South Africa would become one of the few African success stories, we would prove the world wrong and three seconds after Joel’s drop goal we were strides closer to realising this dream. Twenty-three years later I’m getting requests from journalists about the State of the Nation Address, and this makes me reflect on all the issues in the mix. Somewhere our nation got something similar to Motor Neuron Disease (MND), we started to lose our muscle tone, we are battling to walk, just escaped an

international downgrade, losing the battle against self-enrichment and corruption, symptoms of a disease that crippled almost all African countries. By and large most of these countries have gone through the cycle of de-colonialism, monopolising power, emptying their countries’ coffers, juntas, and bail-outs from the International Monetary Fund or the World Bank, democracy and perpetual poverty. It sounds bleak, I know – but that is how Africa expressed itself and as we say in Latin – res ipsa loquitur (the facts speak for themselves). Our sport reflects the same dichotomies that we face in South Africa. The answers are not easy nor straight forward – they are complex. By analogy we are currently ranked number one in World Sevens and as an ODI cricket team. On the rugby front we just dropped like a rock under Alistair Coetzee, moving from number two three years ago, to number six! Recently I attended a meeting in Rome, and I must admit the mocking jeers of my international colleagues about our Springbok team’s performance bothered me. What got to me was that a powerhouse of global rugby, a centre of excellence, was reduced to a mediocre team. And all our family and friends that have emigrated nod heads as their initial fears of our country

going down the sewer are seemingly confirmed. Why is all this important? Let me explain it this way. The world is spun by knowledge economies – meaning that the smarter and better educated people are, the better the chances of success as a nation are. The education system, primary, secondary and tertiary, drives this engine. This creates world class centers of excellence, i.e. Singapore, Hyderabad, New York, to name a few. This creates nations where people think and evolve and become almost self-regulating. In South Africa, we were fortunate enough to create several of these centres; our medical facilities and doctors are of the best in the world. To illustrate this point visà-vis Africa – South Africa accounts for 37% of southeastern Africa’s population yet it has 80% of its surgeons. We have great tertiary education, and banking systems the best in Africa by far. >>> page 9

Joost is oorlede, en die land is in rou – oor die verlies van ‘n buitengewone sportman, ambassadeur en pa. Ek het hom nie geken nie, maar ek het hom verskeie briljante drieë vir die Springbokke sien druk. Ek het gesien hoe hy die bal vir Joel Stransky aangee vir ‘n skepdoel wat ons die rugby-wêreldbeker in 1995 besorg het.

k het hom sien wen, sien val, opstaan en siek word; ek het hom sien terugveg totdat God vir Joost kom haal het. Die tragedie en roubeklag het my laat wonder of die emosie net oor ‘n individuele sportman gaan, en of dit nie ook iets veel groter en verreikender verteenwoordig nie. Vir baie van ons was 1994 en ’95 van die grootste jare van ons lewens. Nelson Mandela het in 1994 president geword en het ‘n nasie omhels wat deur ‘n onontkombare verlede verskeurd was. In die daaropvolgende jaar het ons, ná jare se sanksies, ‘n Wêreldbeker aangebied en met spelers soos Joost daarin geslaag om ‘n nasie te verenig. Terugskouend was daardie dae gevul met ongetemperde optimisme, en met drome van ‘n reënboognasie wat die pyp sou rook. Ons was op die drumpel van iets groots. Suid-Afrika sou een van die min Afrikasuksesverhale word; ons sou die wêreld verkeerd bewys, en drie sekondes ná Joel se skepdoel het dit gelyk asof die verwesenliking van hierdie droom binne ons bereik was. Drie en twintig jaar later word ek deur joernaliste oor die Staatsrede uitgevra, en dit laat my oor al hierdie dinge nadink. Iewers het ons nasie aan iets soos Motorneuronsiekte (MNS) begin ly. Ons het begin om spiertonus te verloor, ons loop moeilik, ons het pas ‘n internasionale afgradering afgeweer en die stryd teen selfverryking en korrupsie verloor, alles simptome van ‘n siekte wat die meeste ander Afrika-lande afgetakel het. Die meeste van hierdie lande is deur ‘n siklus van dekolonialisme, die monopolisering van mag, die lediging van hulle staatskoffers, juntas en hulpverlening deur die Internasionale Monetêre Fonds of Wêreldbank, pogings tot demokrasie en nimmereindigende armoede.

Dit klink uitsigloos, ek weet – maar dit is die wêreld se prentjie van Afrika, en soos daar in Latyn gesê word – res ipsa loquitur (die feite spreek vanself). Ons sport is basies ‘n weerspieëling van die digotomie wat ons in Suid-Afrika sien. Die antwoorde is nie eenvoudig of voor die hand liggend nie – dit is kompleks. Deur analogie, ons is tans boaan die rangleer in Sewes Rugby en as ‘n EDI-krieketspan. Maar op die rugbyfront het ons onder afrigter Alistair Coetzee soos ‘n baksteen geval; waar ons drie jaar gelede nommer twee was, lê ons nou sesde! Ek het onlangs ‘n vergadering in Rome bygewoon, en ek moet erken, my internasionale kollegas se smalende opmerkings oor ons Springbokspan se prestasie het my gepla. Wat my gevang het, was dat ‘n toonbeeld van wêreldrugby, ‘n sentrum van uitnemendheid, vandag ‘n middelmatige span is. En ons familie en vriende wat geëmigreer het, sit kopknikkend en toekyk, opnuut oortuig van hulle vrese dat ons land op ondergang afstuur. Waarom is hierdie dinge belangrik? Kom ek verduidelik dit so. Die wêreld word deur kennis-ekonomieë beheer – menende dat hoe slimmer en beter opgelei mense is, hoe groter is hulle kans op sukses as ‘n nasie. Die onderwysstelsel – primêr, sekondêr en tersiêr – is die aandrywer van hierdie enjin, en skep wêreldklassentrums van uitnemendheid, bv. Singapoer, Hyderabad, New York, om maar net ‘n paar te noem. Dit skep nasies waar mense dink en ontwikkel en amper selfregulerend word. In Suid-Afrika was ons gelukkig genoem om daarin te kon slaag om verskeie van hierdie sentrums te skep, ons mediese fasiliteite en dokters is onder die bestes ter

wêreld. Om hierdie punt ten opsigte van Afrika te illustreer – Suid-Afrika huisves 37% van Suidoos-Afrika se bevolking, maar spog met 80% van sy chirurge. Ons het wonderlike tersiêre onderwys- en bankstelsels – verreweg die beste in Afrika. Ons landbousektor – waar ons die kennisekonomie en kundigheid het – is verreweg die mees gesofistikeerde in Afrika. Baie lande sal oorlog maak om te kry wat ons hier in Suid-Afrika het. Toegegee, ons het ons uitdagings; die onlangse Staatsredesirkus spreek daarvan. Maar terug by Joost. Kom ons kyk vir ‘n oomblik na sy spel om insig uit sy karakter en vermoëns te put: 1. Vasberadenheid – moenie gaan lê nie, maak nie saak hoe sleg dit gaan nie. Ons is ‘n vindingryke en vasberade nasie – ons het die swaarste droogte in ‘n honderd jaar deurstaan, met amper geen regeringshulp nie. 2. Spoed – ‘n vinnige wegspring is belangrik en ons beleef tans snelle vooruitgang wat tegnologie, innovering en differensiasie in die landbou-arena betref. 3. Om ‘n gaping raak te sien en te benut – ons word so maklik deur politiek, misdaad en korrupsie ontwrig. As ‘n sektor moet ons bedag wees op die verskeie geleenthede en “gapings” wat ons kant toe kom – ons moet ons vaardighede slyp, die gapings benut en groter waarde vir ons sektor en boere skep. Wanneer ons oor hierdie mengelmoes van kwessies nadink, is daar steeds baie waarop ons kan trots wees – en ons landbousektor is een daarvan. Kom ons leer by Joost en neem inspirasie uit sy lewe – ons kan dit doen!

<<< page 8 Our agricultural sector is by far the most sophisticated in Africa – where we have the knowledge economy, where we have the expertise. Many countries will go to war to get what we have here in South Africa. We have our challenges yes, the recent SONA circus was telling of this statement. But thinking of Joost we need to look at his game to gain some insight from his character and abilities:

1. Determination – never say die – no matter how bad things are. We are a resourceful and determined nation – we managed to overcome the worst drought in a hundred years with almost zero assistance from government. 2. Speed – speed off the mark is important and we are moving at lightning pace on technology, innovation and differentiation in the agriculture space. 3. Seeing a gap and taking it – we can

so easily become unstuck because of politics, crime and corruption. As a sector, many opportunities and “gaps” appear – we need to hone our skills, take these gaps, and create more value for our sector and farmers. Looking at the mix of issues, there are still many things we should be proud of – and our agriculture sector is one of these. Dit bring landbou reeds nader aan die nasionale minimum­loon. Agri SA ag die arbeidsmag in die landbou­sektor van onskatbare waarde. Die sektor word tans nog in baie dele van die land deur die droogte beïnvloed en verskeie boere moet nog herstel van die impak

Vervoer van plaaswerkers: Wat sê die wet? Jy het sekere verantwoordelikhede as jy werkers vervoer. Ken jou regte en pligte.

I

Voertuie ngevolge die Padverkeerswet (1996) moet die voertuig padwaardig wees en nie oorlaai word nie. Persone mag onder sekere omstandighede op vragmotors vervoer word. Sulke voertuie moet bedek wees tot ‘n minimumhoogte van 350 mm bokant waar mense sit of 900 mm indien ‘n persoon staan. Geen persoon mag in dieselfde kompartement as gereedskap of goedere vervoer word nie, tensy ‘n afskorting aangebring is. Geen persone mag in kratte op voertuie vervoer word nie. Die bestuurder Die bestuurder moet ‘n wettige rybewys hê, sowel as ‘n professionele bestuurderspermit (PrDP). Dit geld indien die voertuig ‘n bus is (ontwerp om 32 of meer mense te vervoer) of ‘n voertuig (insluitend ‘n minibus) met ‘n bruto voertuigmassa van meer as 3 500 kg, of wat ontwerp of aangepas is om 12 of meer mense, insluitend die bestuurder, te vervoer. Wanneer ‘n voertuig gebruik word om mense teen ‘n fooi te vervoer en die bestuurder die houer is van ‘n pad­ gebaseerde openbare vervoer­ rybewys, moet die bestuurder ‘n PrDP hê. Vergoeding Waar mense teen ‘n fooi vervoer word, moet die operateur wat sodanige vervoer verskaf, die nodige lisensie ingevolge artikel 50(1) van die Nasionale Wet op Landvervoer (Wet 5 van 2009) hê. Ingevolge ‘n wysiging van die regulasies op padvervoer, mag kinders van Mei 2017 glad nie teen vergoeding op ‘n bakkie of vragmotor vervoer word nie, selfs al beskik die operateur oor sodanige lisensie. Ingevolge artikel 53(1)(c) van hierdie wet is ‘n boer wat sy werkers in sy eie voertuig vervoer, vrygestel van dié vereiste. Wanneer die boer nie self die voertuig bestuur nie, maar dit wel sy/haar voertuig is wat gebruik word om die werkers te vervoer, of waar

IN ‘N NEUTEDOP Produsente moet bewus wees van hulle regsposisie ten opsigte van die vervoer van plaaswerkers. Daar is ‘n komplekse stel reëls met oorvleuelende wette en sommige uitsonderings word binne die wetgewing geskep. Die Wet op Vergoeding vir Beroepsbeserings en -siektes bied aan die werkgewer beskerming wanneer werkers in diens of gratis van en na hul werkplek deur die eienaar, of iemand deur die eienaar vir hierdie doel aangestel, vervoer word. Selfs in so ‘n geval is kriminele vervolging moontlik waar die bepalings van die Padverkeerswet nie nagekom word nie. In gevalle waar mense buite werkskonteks vervoer word, is die risiko van aanspreeklikheid veel groter vir die eienaar of bestuurder van die voertuig. iemand anders gekontrakteer is om dit te doen, word dit ingevolge die wet beskou as ‘n “personeeldiens”. Hierdie reëling mag in die toekoms verander en produsente word aangeraai om aan die veilige kant te wees en so ‘n permit vir die betrokke klas voertuig by hulle provinsiale regulatoriese owerheid of munisipaliteit (indien so gedelegeer deur die Nasionale Openbare Vervoer­ regulator) te bekom. Die sanksie vir nienakoming kan die skut van jou voertuig insluit (kyk artikel 87). Dit kan ook ingevolge artikel 90 as ‘n kriminele oortreding beskou word. Let daarop dat hierdie ‘n ander vereiste is as die vereiste om ‘n professionele bestuurderspermit te besit, soos deur die Nasionale Padverkeerswet vereis.

Ongelukke Indien ‘n voertuig waarin werkers vervoer word, in ‘n ongeluk betrokke is terwyl werkers aan diens was of op pad van of na hul werkplek, mag die werkers wat beseer is, of die afhanklikes van diegene wat gesterf het, ‘n eis indien ingevolge die Wet op Vergoeding vir Beroepsbeserings en -siektes. Waar gratis vervoer aan werknemers

verskaf word van en na hul werkplek deur die werknemer of iemand spesifiek vir hierdie doel aangestel, sal eise beskou word as gedek deur die Wet op Vergoeding vir Beroepsbeserings en -siektes. Die Wet dek ook seisoenale werkers. Benewens die eis teen die Vergoedings­ kommissaris, kan sodanige werker ook eis teen die Padongeluksfonds, maar enige bedrag wat ontvang word van die Vergoedingskommissaris, sal afgetrek word van die vergoeding betaalbaar ingevolge die Padongeluksfonds. Let egter daarop dat ‘n werknemer wat in ‘n ongeluk betrokke is nie mag eis onder die Padongeluksfondwet indien die skuldige sy of haar werkgewer is nie. Die Padongelukswet bepaal dat ‘n persoon wat in ‘n voertuigongeluk beseer word, of die afhanklikes van ‘n persoon wat in die ongeluk gesterf het, ‘n eis mag indien ingevolge die Wet. Vir doeleindes van die wet, word ‘n sleepwa of ‘n plaasimplement (ook ‘n trekker) as ‘n voertuig beskou. Dit is belangrik dat produsente wat mense buite werkskonteks vervoer seker maak dat hulle behoorlik teen sulke eise verseker is. Dit is ook belangrik om te verseker dat sodanige dekking kommersieel is eerder as slegs persoonlike versekering. Kriminele vervolging is moontlik waar die bestuurder of eienaar van die voertuig nalatig was. Oortredings ingevolge die Padverkeers­ wet, soos nalatige bestuur, bestuur onder die invloed van alkohol, ‘n onpadwaardige voertuig, en bestuur van ‘n voertuig sonder ‘n lisensie, is alles oortredings waarvoor die voertuigbestuurder of -eienaar vervolg kan word. agri FEB • MAART/MARCH ‘17 bladsy/page

Plaasaanvalle: Volgehoue aanslag teen boere Daar was meer as 8 500 plaasaanvalle en 930 moorde die afgelope 14 jaar, en meer as 30 plaasaanvalle net sedert die begin van 2017. Dié moordsyfer wat die hoogte in geskiet het, spreek boekdele oor die volgehoue misdaadaanslag op boere en plaaswerkers, sê Kobus Breytenbach, voorsitter van Agri SA se Beleidskomitee oor Landelike Veiligheid.

Die opname toon ook dat huisrowe die mees algemene en mees gevreesde misdaad is. Boerderygemeenskappe is juis die meeste hieraan blootgestel tydens ’n plaasaanval.” Volgens Breytenbach is dit moeilik om aan diegene wat direk blootgestel is of was aan misdaad te verduidelik dat Agri SA alles moontlik in werking stel om die situasie te verbeter. Dit sluit die implementering van ’n landelike veiligheidstrategie in, pogings om die reservistebedeling op spoor te kry, en gereelde interaksie met die bevelstruktuur

van die polisie. Dit sluit skakeling tussen Agri SA se provinsiale organisasies met die polisie op verskeie vlakke in. “Deur die Agri Securitas Trustfonds word ook op ’n tasbare wyse bydraes aan boerderygemeenskappe gemaak om hulle veiligheid en plaaslike strukture te verbeter. “Die wyse waarop familielede in Balfour, Mpumalanga, onlangs vermoor is (almal in die kop geskiet), plaas weer die vergrootglas op die motief vir plaasaanvalle,” sê Breytenbach.

Hy sê dat dit onafwendbaar en in lewens­ belang is dat die landbou­gemeenskap met mekaar en die polisie binne die raamwerk van Landelike Beveiliging­strategie moet saamwerk om pro-aktief te beplan om misdade te help voorkom. “Ons moet die omvang van die probleem besef. Met deeglike kennis, en binne die reg, moet die landbougemeenskap aandring op die nodige beskerming deur middel van die strukture wat die strafregstelsel vir alle landsburgers bied,” sê Breytenbach.

ie polisie het gedurende 2016 aangekondig dat daar voortgegaan word met ‘n nasionale werwingsveldtog van geskikte reserviste vir die 2016/2017- finansiële jaar. Die besluit sal die polisie se “back-to-basics”-program aanvul om ‘n veiliger toekoms te skep. Dit is ook in ooreenstemming met die Nasionale Ontwikkelingsplan. Agri SA ag hierdie stap in ‘n positiewe lig omdat reserviste ‘n belangrike rol speel om die Landelike Beveiligingstrategie te implementeer en só landelike veiligheid te bevorder. Plattelandse veiligheid is teen die

Polisiereserviste kan ‘n belangrike rol speel in ‘n poging om misdaad in toom te hou, veral weens die lugleegte wat ontstaan het nadat die doeltreffende kommandostelsel in 2003 en die “d-kategorie”-reservistestelsel wat spesifiek vir landelike gebiede ingestel is, uitgefaseer is. Dié reservisdiens is in 2014 aangekondig as een van die komponente van Suid-Afrika

se nuwe veiligheidsplan. Die SA Polisiediens nooi gemeenskaps­ lede uit wat “energiek, intelligent, fisies en geestelik fiks en toegewyd is” om op ‘n vrywillige grondslag en sonder enige vergoeding in die stryd teen misdaad betrokke te raak. ‘n Reservis moet maande­liks ‘n minimum van 16 uur diens verrig. Algemene diens op stasievlak is van die kernfunksies wat reserviste sal vervul. Retributive model of radical socio-economic transformation will cost South Africa dearly.

E

conomic crises erupt when a country has two problems at once: financial weakness and political weakness. Consequently, the model of retributive radical socioeconomic transformation, as envisioned by the governing party, will because of these problems and the lack of political will to solve it, cost South Africa dearly. Rather than dealing with fundamental issues such as an underperforming economy, the constraints that inhibit growth, job losses, corruption, institutional weaknesses, limited accountability, as well as parliament’s failure to perform its oversight function, shifting blame and populist rhetoric have now become the norm. To spew all kinds of rhetoric about radical socio-economic transformation is one thing; translating it into pragmatic and innovative plans is something else! In this respect, very good state driven development plans were developed, but sadly though the follow-through, which is so critical, is in most instances not there. According to a report by the IJR titled “Breaking the mould, prospects for radical socio-economic transformation”, radical socio-economic transformation in the South African context supposedly implies “an end to the iniquities of the past, a substantial eradication of poverty, a lifting of education standards, a dramatic increase in productive and decent work at elevated income levels, a

major expansion and change in appearance of urban centres for the better, an overall improvement in living standards, a productive rather than wasteful state machinery, a lessening of the ‘us-and-them’ mind-set, and an improvement in general well-being.“ Needless to say, these outcomes are all captured in our state driven development plans, but it struggles to realise these outcomes due to sheer incompetence, corruption and lack of accountability especially at implementation level. The intended radical socio-economic transformation will therefore be of very little help, not only due to fragmented state intervention strategies, policy uncertainty and corruption, but more so it singles out law-abiding, tax paying and innovative entrepreneurs based on ethnicity as the culprits. Such narrow-mindedness seeking to penalise those who are still prepared to invest money, build businesses and create jobs as opposed to incentivising them, will only lead to greater capital flight and the most talented leaving South Africa for greener pastures somewhere else. Instead of our government encouraging and incentivising the most talented regardless of whether they are black or white to come up with innovative ideas and promote economic growth through innovation, all kinds of legislative constraints are dreamt up, which in turn drive racial polarisation instead of social cohesion. Ideas and more so innovative ideas matter in today’s highly advanced, globalised and competitive economic world. Retribution in the form of taking away from those who drive economic activity and enriching the politically connected few, will create even greater economic hardship in South Africa. Nothing

drives poverty as much as unemployment. Driving out innovative entrepreneurs will Christo consequently van der Rheede exacerbate unemployment and the many socials ills permeating all levels of society. Why not aggressively reaching out to our current crop of entrepreneurs and international investors regardless of whether they’re black or white and lay the basis for win-win partnerships between them and new entrepreneurs? Driving a wedge between fellow South Africans based on race and populist rhetoric, will only result in a win-lose scenario and take South Africa backwards. Where is the master plan to bring about an innovation-driven, network and partnership oriented, value added and globally competitive economy? This will enhance ownership, management and control of economic activities. Radical economic transformation that only focuses on retribution instead of creating wealth will take us on a slippery slope of economic stagnation and decline! Albert Einstein once said that the only justifiable purpose for the existence of political institutions is to ensure the unhindered development of all people in society. This in essence should be the sole goal of our government. Put all of our people first regardless of ethnicity and connect them all to the benefits of economic growth. This is now more important than ever! In the absence of such growth, disillusion and hopelessness set in and the poorest of the poor are the first to suffer! For the poor and unemployed it really doesn’t matter whether the proverbial cat that catches the mouse is white or black. As long as it catches it all of South Africa stands to benefit. Our current state of economic and political weakness will be further weakened as a result of poor and race-based policy interventions. True radical socio-economic transformation, though, deals with these weaknesses first whilst simultaneously opening up the economy for everyone. Fresh and innovative business ideas that flourish in an uninhibiting environment, are what we now need. he company provides a multi-crop portfolio to suit farmers’ crop mix and farming practices. PANNAR partners with farmers to ensure their continued success. The PANNAR white hybrid package displays good performance, adaptability and stability across regions for good risk management. One of the most important management decisions that farmers make each year is the selection of the package of hybrids to plant. The following characteristics all play a role in hybrid choice: maturity, yield potential and stability (consistency), standability, disease and insect resistance, prolificacy, ear and kernel qualities, seed size and quality, hybrid response to management inputs and the specific end uses for the crop.

PAN 3A-157 This is PANNAR’s first ultra early white hybrid. It is particularly well suited to irrigation and can fit in well in a doublecropping production system. PAN 3A-157 is recommended under irrigation for all production areas at high plant populations of 60 000 to 80 000 plants per hectare. The hybrid exhibits the typical characteristics of ultra early plant types and tends to produce a single cob and very few tillers. Its disease tolerance is generally good. In areas where Northern Corn Leaf Blight is encountered, the YIELDBOOST® fungicide spray programme is recommended to curb the disease.

PAN 4R-711BR glass. Under dryland they are an excellent choice for all the eastern production areas including the north eastern Free State. They also deliver excellent performance in the mist belt areas. These two hybrids are good accompani­ ments for PAN 4A-111 and PAN 4B-311B, which is currently PANNAR’s most popular series in the eastern production region. These hybrids are well suited to an irrigated or supplementary irrigation single-cropping system. They have good general disease tolerance, standability, grain quality and hectolitre mass. Where leaf diseases are normally anticipated, the YIELDBOOST® fungicide spray programme provides effective control and optimises production.

PAN 5B-485B and PAN 5R-785BR These hybrids have the MON 89034 stalk borer resistance trait and fit into the popular medium early growth class. The hybrids are characterised by good stability and

They are well adapted to the western production regions (north western Free State, north eastern Free State and North West) and are recommended as part of the main package. PAN 6B-465B and PAN 6Q-865BR These hybrids have the MON 89034 stalk borer resistance trait. Both fit into the medium growth class. PAN 6B-465B is similar to PAN 6Q-445B and PAN 6Q-345CB, while PAN 6Q-865BR is similar to PAN 6R-845CBGT. They are particularly well suited to dryland production and are well adapted to all maize production areas. Late plantings in the cooler eastern parts should be avoided. These hybrids can be planted where only a single crop of maize is grown under irrigation or supplementary irrigation. The genetic background of these hybrids provides good tolerance to diplodia ear rot, grey leaf spot (GLS) and cob and tassel smut. PhosPro 17 – meer as net fosfaat Fosfaat is tradisioneel die enigste someraanvulling wat in Suid-Afrika gebruik word, maar dit gebeur dikwels dat net fosfaat gedurende die somer en laatsomer, nie altyd voldoende is vir die optimale produksie van plaasdiere nie.

edurende swakker jare, asook tydens mid- tot laatsomer wanneer proteïene onvoldoende is of begin daal, is die aanvulling van ‘n klein hoeveelheid proteïene (stikstof) in die vorm van ureum voordelig om optimale diereproduksie te verseker. Ongepubliseerde proewe het getoon dat die daaglikse aanvulling van 50 tot 80 g proteïene diereproduksie bevorder en onnodige massaverliese voorkom. Om die probleem van ’n proteïentekort gedurende die somermaande aan te spreek, het Yara Animal Nutrition ‘n produk met die naam PhosPro 17 ontwikkel. PhosPro 17 bevat 6% fosfaat en 17% proteïene in die vorm van ureum, vir maksimale vertering en inname van weiding. In this series of articles, Agri is in discussion with Dr Gerhard Backeberg, executive manager: water utilisation in agriculture of the WRC, in order to obtain information on water use and what the WRC is doing for investment of funds in water research.

Many irrigation farmers in South Africa pay an annual research levy to the Water Research Fund (WRF) in respect of water, which is used for irrigation on scheduled land. This fund is dedicated to financing the activities of the Water Research Commission (WRC) to support and undertake research on the use of water for agricultural, industrial and domestic purposes. The levy on irrigation water is, however, not the only source of income for the fund: Levies on water use for urban, industrial and domestic purposes makes by far the biggest contribution.

Agri: It is widely accepted that climate change is a reality. Is knowledge available on the expected impacts and how farming enterprises can adapt to these projected climate changes? Backeberg: During 2016 the WRC finalised a seven year research project on modelling the impacts of climate change on farming systems. The project was led by Dr Peter Johnston at the University of Cape Town, with contributions by team members from Stellenbosch University and the University of KwaZulu-Natal. In the summary of the final report it is stated that South Africa experiences a high risk climatic environment, with a highly variable and spatially uneven rainfall distribution, as well as climate-related extremes. Any change in rainfall attributes could have wide-ranging implications for commercial and subsistence food production, as well as for the gross domestic product, employment and foreign exchange earnings. In order to determine possible impacts of projected future climates on the financial vulnerability of selected farming systems, a case study methodology was applied. The integrated modelling framework consists of

four modules, viz: climate change impact modelling, dynamic linear programming (DLP) modelling, modelling interphases and financial vulnerability assessment modelling. Both irrigated and rain-fed farming systems in the western and eastern parts of South Africa were studied. The modelling results for the case study in the Blyde River irrigated area were as follows: Empirically downscaled climate values of five global climate models (GCMs) were applied in the critical crop climate threshold (CCCT) model. Although only one out of five GCMs projects a decrease in yield for citrus, all models project a negative impact on quality. For mangoes the models project a negative impact on both yield and quality. An 8% average annual increase in irrigation requirements is projected for both citrus and mangoes for intermediate future climates in order to obtain the same yield as with present climates. The projection of the Blydepoort Dam level was done by applying the ACRU model. All indications are that the availability of irrigation water for the Blyde River WUA area (in terms of

irrigation allocation consistency) will not be negatively affected by the projected climate scenarios. The CCCT modelling results indicate that intermediate climate scenarios from different GCMs pose a threat to the financial vulnerability of farming systems in the Blyde River mango and citrus producing area. The impact of intermediate climate scenarios on financial vulnerability will be more severe on farming systems that are highly geared (with high debt levels). An adaptation strategy to counter the impact of climate change on financial vulnerability is to install shade nets over mango and citrus production areas. The installation of shade nets proves to lessen the impact of climate change on financial vulnerability to a certain extent and seems worthwhile to investigate further. One model projects an average decrease of 25%, while three models project an increase in average yield of approximately 10%. Information from five GCMs was used in CCCT modelling. All five models project an average increase in yield of approximately 10%. These results correlate to a large extent with the APSIM crop modelling results, where three out of four models projected similar increases in average yield. Both climate change financial modelling techniques (APSIM crop modelling and the CCCT modelling technique) indicate that intermediate climate scenarios from five different GCMs pose no threat to the financial vulnerability of farming systems in the Carolina summer rainfall dry-land area. However, it should be noted that abnormal climate events like storms, hail, etc. are not included in the climate modelling. Adaptation strategies to counter the impact of climate change on financial vulnerability were included in the model. These strategies include adaptation of cropping systems and production practices. These adaptation strategies not only counter the impact of climate change, but also positively impact on profitability. This study clearly illustrates that, without the capacity to implement adaptation strategies, the farming systems of the selected case studies will be financially vulnerable to climate change (as indicated by reduction in internal rate of return, higher debt ratios and decreasing cash flow ratios). There are three recent judgements dealing with land reform that should be noted.

I

n the matter of Mwelase and others v the director-general of rural development and land reform and the minister of rural development and land reform, the Land Claims Court delivered a ruling on 8 December 2016 in a matter dealing with labour tenancy and the failure of the department of rural development and land reform to deal with labour tenant applications. The cut-off date for lodging labour tenant claims was in 2001. The Act requires the director-general of the department to forthwith issue notices of labour tenant claims to the affected land owners and publish a notice in the Gazette. Then a process for settling the claim is supposed to kick off. However, after 15 years, an estimated 10 914 claims remain outstanding. The director-general admitted that labour tenancy claims had not been pro-actively managed for years. The applicants requested that the court appoint a special master to supervise the department’s implementation of the Labour Tenants Act. The court granted this request and appointed a special master who will be an independent person who will be an agent of the court. Apparently, the use of such special masters is widespread in the USA and India. Such a person is likely to be a senior advocate or retired judge. The parties will now nominate persons for the position of special master, the court will appoint a special master and such person must prepare an implementation plan for dealing with outstanding labour tenant claims. In another matter, that of the Amaquamu community and the minister of rural development and land reform, the Land Claims Court delivered judgement on 17 November 2016. The judges were very critical of the performance of the Land Claims Commission. The court, through Judge Bertelsmann, said, amongst other things: “The inefficiency of the commission and its inability to meet its challenges of finalising what are highly emotive and emotional land claims, have been repeatedly bewailed by this court.” The case focused mainly on the question whether the Land Claims Court could entertain new claims and what the status of new claims were following the judgement by the Constitutional Court, which declared the

Restitution Amendment Act invalid. The Land Claims Court ruled that it could not consider any new claims. Although these claims were preserved by the Constitutional Court judgement, they may not be processed in any way by the commission and the court could not deal with claims without the assistance of the commission. The new claimants also did not have any right to directly approach the court to deal with their claims. The only avenue open to new claimants was to contest the validity of old claims where they could prove that they had an interest in such claims. Lastly, the Supreme Court of Appeal made a ruling in the matter of the Salem party club and others v The Salem Community, the Government of South Africa and others. This ruling was handed down on 13 December 2016. The affected landowners appealed a decision by the Land Claims Court regarding some land close to Grahamstown. The claimants comprise a community of 152 persons, claiming to be descendants and beneficiaries of Xhosa speaking people, who it is alleged occupied the land, but lost their rights to this land when they were dispossessed. The claimants claimed full ownership of the land, although they did not have ownership rights in the past. The land was used as commonage by the whole community. The community lost their rights over a very long period stretching from 1947 until the 1980s. The landowners did extensive research on the settlement of the land since 1820 and submitted this to the Court. When the 1820 settlers arrived on the land, there was no one living there. In time the settlers started employing people and allowed these people to occupy small portions of the land and to graze some cattle there. The landowners submitted that the people who lived on the land and their descendants did not form a community. The Supreme Court held, amongst other things, that the Restitution Act requires that

all the evidence on record – the independent documentary evidence, expert evidence, hearsay evidence and ordinary oral evidence – should be considered holistically. The independent evidence showed conclusively that, during this period, African people lived on the commonage according to traditional customs, which constituted their system of shared rules for accessing land for various aspects of their lives. They were therefore a community. There was a minority judgement that held that the claimant had not acquired any rights in the land, that they did not constitute a community and that they did not lose their rights because of a racially discriminatory law or practice. The majority of judges, however, decided in favour of the applicants and rejected the appeal by the landowners with costs. They held that the independent evidence contained in the archival records and the aerial photographs shows that over the seven decades, starting from the 1870s, indigenous people occupied the Salem commonage until the 1940s, when it was subdivided and the subdivided portions were allocated to the white farmers of Salem, the effect of which was racially discriminatory. The majority also found that the Act does not prescribe proof of a specific personality as a requirement for a community. It requires a group of person whose rights in land are derived from shared rules determining access to land held in common by such group, and includes part of any such group. The court therefore found that the inhabitants of the commonage did constitute a community that had rights in land, which they lost as a result of racially discriminatory practices. agri FEB • MAART/MARCH ‘17 bladsy/page

agri Wyn/Wine Kniediep in die nuwe jaar in, hou ek by my voorneme om ernstig uit te kyk vir bekostigbare wyne wat karakter en waarde gee en daar het dan ook al heerlike ontdekkings oor my pad gekom. Vat nou maar toe ek en my vrou met ‘n kuiertjie by die see ‘n tjoppie vir middagete oor die kole trek. Dit het gevra vir rooiwyn eerder as die gebruiklike witwyn met middagete, maar mens wou ook nie ‘n hele bottel oopmaak nie.

Groot op smaak en groot op waarde.

oe kondig Maryna aan dat daar nog onder in die yskas, tussen die blaarslaai, tamaties en komkommer, ‘n bietjie rooiwyn in ‘n magnumbottel oor was – ‘n Du Preez Privaatkelder Polla’s Red S/C, lekker koud en geurig so op die warm somersdag. Toe onthou ek dat ek hom al verlede jaar in ‘n drankwinkel in die Paarl raakgeloop het teen ’n verstommende “special” van R50 vir dié indrukwekkende 1,5 liter-nommer, wat sou neerkom op R25 per gewone bottel. Ja, ons het lankal in die gewoonte gekom om wyn wat ons nie klaar drink nie se prop terug te druk en hom weer yskas toe te jaag. Ek kan jou verseker hy oksi­deer dan nie en wil sommer nog beter raak ná ‘n dag of 30. Onthou, Frankryk, waarvan­ daan ons wynkultuur grootliks kom, se kamertemperatuur kom nie naby die 30°C plus wat ons nou hier in die Boland kry nie. Jy moet in elk geval maar verkoel of selfs ys gooi, want dis lawwigheid om lou­warm rooiwyn te drink. Wyle tant Polla du Preez – eggenoot van Hendrik Lodewyk du Preez, die eerste Du Preez-eienaar van die landgoed – het die oorspronklike rooi versnit in 1998 inspireer. Dit het nou presies voldoen aan die beskrywing op die rug-etiket, naamlik dat dit nie-oesjaarwyn is, wat “harmonieus Imbuko se wenversnit saamsmelt met geure van koffie en van R25 per bottel.

Ja, daar’s sommer nog baie sulke bargains wat volgens ‘n streng beoordelingsproses al 14 jaar in hierdie kompetisie beoordeel word. Dit is veral Wellington en ook ander laerprofielwyngebiede wat hier hul kleim afsteek tussen die 250 beoordeelde wyne. Nog ‘n wynmakery wat sy kwota ongeluk gehad het deur die aaklige veldbrande wat onlangs van sy nuwer wingerde verwoes het, is Imbuko Wyne van Wellington, wat aangewys is as die Beste Waarde-produsent. Om hierdie goeie saak te steun, lys ek die volle lys van Beste Waarde-toekennings, met die kelderpryse. Geen boer sal ooit op sy plaas verdwaal nie. Selfs nie op ’n donkermaannag nie. Maar as die plaas eens, soos so baie ander plase van weleer, dorp en later stad geword het, raak dit maklik ’n perd van ’n ander kleur.

riend Dries het die môre pad geskraap Pretoria toe. Toe beland hy in Tshwane. Die nagmerrie het hom begin ry die oomblik dat hy nie die ou bekende hoofweg gekies het nie, maar op gevoel af kortpad ingeslaan het. Kort voor lank het hy nie mooi gewis waar hy was nie. Die feit dat hy eens Pretoria soos die palm van sy hand geken het, het met al die geboue en omgewing wat in Tshwane verander het net mooi niks gehelp nie. Die verkeer het opgedam. Dries kon klaar voel hy gaan laat wees vir sy oogtoets-afspraak. Eintlik kon hy dit al sien aankom. Ongeduldige motoriste het toeters geblaas. Taxi’s het hot en haar deur die verkeersbane gevleg. Mense het soos waggelende ganse deur die verkeerstrome gevleg. Waar Dries gemeen het hy moet regs draai kon hy nie want dit was nou ’n eenrigtingstraat. Straatname uit nuwe tye het hom net verder verwar. Hy kon net geen vat meer aan die stad kry nie. Uiteindelik kry hy ’n straat waar hy regs kan draai – net om te

besef hy moes eerder links afgeslaan het. Dis toe dat hy, soos die Engelse lief is om te sê, panic stations strike. Herwaarts en derwaarts sukkel hy deur klein agterstraatjies tot weer in ’n groot straat waar ’n bus hom agter ’n dubbelgeparkeerde taxi vasdruk, terwyl die horlosie die tyd afmeet asof hy betaal word. Toe sien hy ’n reddingsboei – Parkade. Rondomtalie met die wentelpad omhoog totdat hy uiteindelik ’n stilhou­plekkie vind. Onder op straat vra hy soos ’n vreemdeling in Jerusalem pad na die oogdokter toe. Telkemale hoor hy “Sorry, we are not from here.” Uiteindelik is dit ’n stokou straatsmous wat nog van die ou straatname onthou wat hom op koers plaas. ’n Kilometer het twee geword en dit was kort voor drie kilometer toe hy uiteindelik voetslepend en uitasem laat by sy bestemming instrompel. Die oogtoets agter die rug probeer hy om weer op sy voetspore terug te loop. Nie lank nie of hy weet nie meer mooi of sy motor vorentoe of agtertoe of links of regs in die stad geparkeer staan nie. Die parkade wat hy vroeër so maklik ontdek het, was nou in geen land of weë te vind nie. Twee uur se sweet later in die warm sonskyn het hy nie meer geweet waar hy al gesoek en nog nie gesoek het nie. Jy kon hom al die pad na enige plek in die middestad vra behalwe die parkade waar sy motor gestaan het. Dis toe dat hy vir vroulief bel om hom maar te kom red. Die nag het Dries op die rekenaar huiswerk gedoen en het hy ’n lys van elke

parkade in Pretoria gehad. By watter een sy motor gestaan het, kon Google hom egter nie vertel nie. Douvoordag, voordat daar baie verkeer is, was die twee al uit op die parkadejag. Maklik was dit nie. Want eenrigtingstrate hierdie kant toe en daardie kant toe het die soektog iets soos ’n naald in ’n hooimied van aard gemaak. Toe maar stilhou en weer voetslaan. Elke hoek wat Dries om stap, lyk naderhands soos die hoek wat hy onthou het hy om gekom het toe hy die parkade die vorige dag gewaar het. Dis toe dat die geluksgodin byspring en Dries op die skouer klop en sê dat hy moet omkyk. Daar sien hy dit – die groot uithangbord – Parkade. Omdat dit ’n eenrigtingstraat was waarin hy en vroulief teen die verkeer opgestap het, was die uithangbord net van die verkeersrigtingkant af gemerk en sou hulle eenvoudig net verbygestap het as hulle nie teruggekyk het nie. Om vloer ná vloer vir die motor te soek totdat hulle Eureka! kon uitroep was die minste van die ontberinge. Ironies om te sê dat Dries ná hierdie ervaring uit ’n ander hoek na ’n slimfoon gekyk het wat jou presies kan bring waar jy wil wees en ook sonder om te kwiek of te kwak of op ’n streep mieliepitte kan onthou waar jy jou motor geparkeer het. Mens moet maar net kan byhou by tegnologiese vooruitgang, dan brand daar altyd ’n lig voor in die wapad! “Elementêr, my liewe Watson,” sou Sherlock Holmes gesê het. “Elementêr.”

Jy kan help om mikotoksiene hok te slaan Die voorkoms van mikotoksiene word wêreldwyd ‘n al hoe groter probleem. Plante wat aan “spanning” blootgestel word, skei mikotoksiene, wat baie giftig is, af. Dit is grootliks weens weeromstandighede soos baie nat toestande en oorstromings, hoë humiditeit, aanvalle deur insekte en ander stresomstandighede vir plante. Mikotoksiene verminder die gehalte van voeding en beïnvloed die produksie van vee negatief.

olgens Albert van Rensburg, besturende direkteur van Biomin in Suid-Afrika, word tot 95% van die gifstowwe in kuilvoer reeds op die land geproduseer. Die swamme ontwikkel in oesreste. Mikotoksiene kom ook voor op plaasimplemente wat gereeld gebruik word. Dit word kruis­besmetting genoem. Biomin doen reeds sedert 2005 jaarliks opnames oor die voorkoms van mikotoksiene en die 2016-opname het getoon dat die voorkoms toeneem. Soms kan mikotoksiene met die oog waargeneem word, maar gewoonlik nie. Daarom word monsters in ‘n laboratorium getoets. Deesdae is daar ook toerusting beskikbaar waarmee die boer self op die plaas vir mikotoksiene kan toets. Dit is belangrik om verteenwoordigende monsters te neem omdat mikotoksiene oneweredig in byvoorbeeld dieselfde hoop kuilvoer voorkom. Mikotoksiene wat veral in Suid-Afrika ‘n probleem is, is zearelenoon, fusarium en deoxynivalenol. Melkbeeste is weens veranderde produksiepraktyke soos dat hulle meer vreet as in die verlede en kleiner gebou is, deesdae meer aan mikotoksienvergiftiging blootgestel. Hulle kry meer gifstowwe per kilogram liggaamsgewig in. Veranderde klimaatspatrone speel ook ‘n rol. Die gevolge van mikotoksiene is onder meer verminderde melkproduksie, swakker gewigstoename, reproduksieprobleme en verminderde voerinname. Die bestuur van die kuilvoerproses kan mikotoksiene se groei beperk as dit reg gedoen word. Die opbergingsproses is belangrik omdat swamme in hooi met vog van meer as 22%, die aanwesigheid van suurstof en ‘n temperatuur meer as 1° Celcius groei. Toksiene los op in water en daarom moet die hooi teen reën beskerm word. Suurstof word ook binne gelaat as die boer die kuilvoer uithaal om diere te voer en skep dus ook gevaar.
