Montpellier accueille la première Conférence mondiale sur la recherche agricole pour le développement (GCARD) La GCARD1 aura lieu du 28 au 31 mars 2010 au Corum. Elle sera suivie, le 1er avril, d’une journée de visites de sites montpelliérains qui permettra aux participants internationaux de découvrir les compétences de la communauté scientifique d’Agropolis International dans les domaines de l’agriculture, de la nutrition, de l’environnement, de la biodiversité et des sociétés rurales.
L’ambition de la GCARD est de développer un nouveau système mondial de recherche agricole pour le développement (RAD) recentré sur les besoins des pauvres dans les pays en développement, en mobilisant les principaux acteurs de la recherche agricole internationale. Cette conférence est l’aboutissement d’un processus global de consultations conduites dans six régions du monde (Proche-Orient, Asie Pacifique, Asie Centrale, Europe, Afrique, Amérique latine/Caraïbes) visant à rassembler les contributions et questions clés de tous les acteurs de la recherche, de la formation et du développement agricoles.
Les grands objectifs de la GCARD sont de s’assurer que : les produits de la recherche agricole sont à la fois pertinents et accessibles aux populations pauvres dans les pays en développement ; la recherche concentre ses efforts sur les bonnes questions et que les besoins de développement des populations pauvres guident les choix stratégiques ; la production de connaissances par la recherche, d’une part, et les questions et pratiques de développement, d’autre part, sont étroitement liées ; les systèmes de financement de la recherche et du développement sont complémentaires et coordonnés ; les organismes internationaux de recherche agricole travaillent en étroite relation avec leurs partenaires régionaux et nationaux (du public, du privé, de la société civile) pour répondre aux besoins régionaux et nationaux et garantir ainsi l’impact sur le développement.
Une première édition La GCARD 2010, qui est la première d’une série de conférences prévues tous les deux ans, est organisée par le GFAR2, en collaboration avec le GCRAI3. Ces conférences remplaceront les conférences triennales du premier et les assemblées généra-

les annuelles du second. La CRAI4 a délégué à Agropolis International l’organisation de la conférence au niveau local. La GCARD 2010 débutera le dimanche 28 mars par une rencontre au sommet de décideurs politiques et de représentants d’organisations internationales et d’organismes de recherche au cours de laquelle ils analyseront les besoins et le niveau d’investissements requis pour la recherche agricole et les institutions associées afin d’ augmenter l’impact de la recherche pour les pauvres. Au cours des trois jours qui suivront, les acteurs issus de tous les secteurs de la RAD auront l’occasion de réagir et d’interagir.
600 participants attendus La conférence réunira ainsi environ 600 participants issus d’une centaine de pays du Nord et du Sud : représentants des organisations et coopératives paysannes, décideurs politiques nationaux et internationaux, dirigeants d’organisations internationales (notamment des agences des Nations unies), représentants des 15 centres internationaux de recherche agricole du GCRAI, représentants d’organismes de recherche et des universités du Nord et du Sud, d’organisations de la société civile, du secteur public, d’organisations non gouvernementales, d’ entreprises du secteur privé, d’investisseurs et donateurs, de fondations soutenant la RAD (Bill & Melinda Gates, Rockefeller), etc.
L’exposition Mundia Mediterra L’exposition Mundia Mediterra, présentée pendant les quatre jours de la conférence, illustrera la manière dont la recherche peut répondre aux grands défis agricoles, alimentaires et environnementaux grâce à la large diversité des partenariats méditerranéens.
Indiscutablement, la GCARD constitue : un
enjeu politique et institutionnel majeur en raison de la participation
à cette conférence de nombreuses personnalités politiques et scientifiques d’un grand nombre de pays et d’une participation française de haut niveau, un enjeu scientifique décisif car il s’agit d’un événement fondateur qui doit permettre de valider un cadre stratégique mondial et un plan d’action, prémices d’un système mondial plus solidaire et mieux coordonné, un
enjeu stratégique pour Montpellier en tant que pôle mondial de la recherche agronomique et une opportunité de faire connaître les atouts du pôle de recherche d’excellence régional aux participants, lors de la journée post-GCARD du 1er avril.

Conférence finale du projet ECHEL-Eau Vers une gestion intégrée des ressources en eau. La conférence finale de restitution du projet « Outils de gestion intégrée des ressources en eau : application aux bassins du Limpopo, du Mékong et du Niger (ECHEL-Eau) », qui a été financé dans le cadre du Fonds de Solidarité Prioritaire (FSP) du ministère français des Affaires étrangères et européennes pour un montant de quatre millions d’euros sur quatre ans, a eu lieu à Niamey, Niger, du 2 au 4 décembre 2009.

Unité Mixte de Recherche G-EAU
Gestion de l’Eau, Acteurs, Usages La Méditerranée Occidentale (Europe-Maghreb) et quatre grands bassins fluviaux – Niger, Limpopo, Volta et Mékong sont les priorités géographiques de l’unité. Les travaux de l’Unité Mixte de Recherche G-EAU (Gestion de l’Eau, Acteurs, Usages) associant l’Ird, le Cirad, le Cemagref, AgroParisTech/ Engref, Montpellier SupAgro et l’IAM.M, soit 128 agents contribuent à : produire des connaissances sur le fonctionnement des hydrosystèmes, leurs usages et leur gestion ; proposer des méthodes, des outils et des expertises pour différents publics (décideurs, gestionnaires, groupements de producteurs agricoles) ; former des étudiants et professionnels du Nord et du Sud. Les travaux de l’UMR G-EAU, complémentaires des recherches menées par d’autres unités de la communauté scientifique montpelliéraine, sont axés autour de l’allocation des ressources (évaluation des ressources mobilisables sous influence du changement global, régulation des ouvrages hydrauliques), de la gouvernance de l’eau (modes de régulation de la demande, construction des normes, concertation, gestion des risques…) ; de la productivité de l’eau en agriculture irriguée (amélioration de la valeur économique, réduction des pertes, maîtrise des pollutions, valorisation des eaux marginales) et de la réduction de la vulnérabilité (inondations, sécheresse).
Le projet Sirma Un exemple au Sud : l’unité G-EAU a été partie prenante dans le projet Sirma qui vient de donner naissance au « réseau de compétences en partenariat sur l’eau au MaghrebOrganisé ».
Elle est en effet largement associée au réseau de compétences Sirma consacré à la gestion de l’eau dans les périmètres irrigués au Maghreb. Ce réseau regroupe les principaux instituts de recherche et d’enseignement supérieur agronomique du Maghreb (Maroc, Algérie, Tunisie) et trois instituts de recherche membres d’Agropolis International, le Cemagref, le Cirad et l’Ird. Les objectifs de ce réseau de compétences sont de contribuer à la formation initiale des ingénieurs agronomes ainsi qu’à la formation professionnelle de responsables agricoles et de partager et transmettre les connaissances à l’échelle du Maghreb, en collaboration avec des équipes françaises et européennes. Sirma contribue également, en interaction avec le monde professionnel agricole, à la réalisation d’innovations techniques et à la mise en place d’outils économiques pour l’amélioration de la gestion de l’eau agricole. Le réseau pérennise et élargit les relations construites dans le cadre du projet de recherche Sirma qui a permis une collaboration fructueuse entre les deux rives de la Méditerranée en impliquant largement les agriculteurs via la recherche-action (projet d’une durée de cinq ans, 2004-2009, lancé par le ministère français des Affaires étrangères et européennes dans le cadre des Fonds de solidarité prioritaire - FSP - pour un montant de 2 millions d’euros.
bassins d du Li Limpopo, d du Mék Mékong ett d du Niger » (cf. ci-contre) ; les BFP (Basin Focal Project) du CPWF (Challenge Program Water and Food) pour le Niger et la Volta ; l’ACPUE Unesco « Facilité Eau » - Gestion du Niger en amont de Mopti ; Projet Glowa Volta. En Afrique Australe : projet Iwega, plate-forme régionale pour la coordination de recherches et formations dans le domaine de l’eau, le «Centre international pour l’économie et la gouvernance de l’eau en Afrique » ; projet Arise, projet franco-sud-africain sur les aspects institutionnels, sociaux et économiques de la gestion de l’eau.
Cette conférence qui visait à assurrer un dialogue entre les trois bassins é étudiés en favorisant les échanges d d’expérience, de résultats et d’outils d développés tout au long du projet, a été co-organisée par Agropolis IInternational et l’Autorité de Bassin d du Niger (ABN), avec le concours du ccentre régional Agrhymet. Quelque 80 personnes, dont les représentants des pays de l’ABN, les chercheurs impliqués et les étudiants formés grâce au projet et venant des trois bassins, ont assisté pendant trois jours à la présentation des résultats des différentes composantes du projet et participé à des ateliers qui leur ont permis de manipuler concrètement les outils développés. La séance d’ouverture s’est déroulée en présence de plusieurs ministres nigériens et a été
retransmise par la télévision nationale, ce qui témoigne de l’importance de ce projet pour l’ABN et le bassin du Niger. Le projet ECHEL-Eau s’intégrait dans le dispositif du Challenge Programme on Water & Food (CPWF) du Groupe Consultatif pour la Recherche Agricole Internationale (GCRAI). Recherche, formation et vulgarisation ont été associées dans le but de contribuer à une gestion intégrée de la ressource en eau, notamment pour les usages agricoles, et à sa pérennité. Ce projet s'articulait autour de trois composantes de financement, Agropolis International étant le maître d’œuvre délégué de deux d’entre elles : soutien aux activités de recherche (contribution aux fonds compétitifs du CPWF) ; appui à la valorisation des résultats des recherches menées sur les trois bassins ; soutien au développement des capacités scientifiques et techniques des partenaires du Sud (masters et thèses). Atelier de Réflexion Prospective sur la Méditerranée (ARP-PARME 2010-2011)

« Quelles recherches et quels partenariats pour la Méditerranée ? » L’ Agence Nationale de la Recherche (ANR) a choisi Agropolis International pour coordonner, à partir de janvier 2010, un Atelier de Réflexion Prospective (ARP) sur le thème « Quelles recherches et quels partenariats pour la Méditerranée ? ».
Cet ARP Méditerranée constitue pour Agropolis International une reconnaissance de son rôle d’ensemblier et de son savoir-faire en matière de coordination et de gestion de projets multi-disciplinaires et multi-acteurs.
Qu’est-ce qu’un Atelier de Réflexion Prospective ?
aujourd’hui et dans les dix ans à venir des coopérations entre l’Europe et les pays de la Méditerranée et, d’autre part, à définir des modes opératoires pour faciliter les coopérations dans le domaine de la recherche, de la formation et de l’innovation. Une attention particulière sera portée à quatre domaines prioritaires ainsi qu’aux interactions entre ces domaines : la santé, notamment les maladies émergentes ou les maladies rares, leurs liens avec le changement climatique et la circulation des personnes et des marchandises ;

Un atelier de réflexion prospective n'a pas pour objet de sélectionner ou d'effectuer des travaux de recherche (fondamentale, appliquée, R&D) mais de stimuler la réflexion sur une thématique donnée afin de rassembler une communauté scientifique et de constituer une force de propositions à moyen et long termes. L'ARP a notamment pour objet de mettre en relation tous types de partenaires potentiels de projets de recherche dans le but d'échanger et de diffuser des connaissances, d'analyser les besoins du marché, de stimuler la réflexion sur des problématiques scientifiques. Les résultats de l’ARP peuvent conduire également l’ANR à lancer de nouveaux programmes.

Un large ensemble d’acteurs mobilisés L’atelier mobilise quinze types d’institutions de nature différente et complémentaire : organismes de recherche : BRGM, Cemagref, Ifremer, Inserm, IRD ainsi que le Cirad et l’Inra, présents au travers du Consortium national pour l'agriculture, l'alimentation, la santé animale et l'environnement (Agreenium). La dimension internationale est assurée via le projet « Coordination de la recherche agronomique en Méditerranée » (ARIMNet), réseau ERA-NET soutenu par la Commission Européenne et
réseaux économiques et d’innovation : réseau Innovation Euromed qui fédère les clusters de la région euroméditerranéenne.

Le Centre Euraxess Languedoc-Roussillon résulte d’un partenariat entre l’association Agropolis International et le PRES-UMSF (anciennement Pôle Universitaire Européen). Il propose des informations et offre des services pour faciliter le séjour des chercheurs invités. Fort de son expérience et de son savoir-faire acquis depuis la création de ce bureau d'accueil en juin 2004, il s'adresse à l'ensemble de la communauté scientifique régionale. Le public ciblé comprend les doctorants, post-doctorants, enseignants, chercheurs ainsi que les personnels impliqués dans la gestion des personnes accueillies (relations internationales, service du personnel, etc.). En 2009, plus de 1000 requêtes ont été traitées grâce au service questions/réponses par email, par téléphone ou sur rendez-vous. Les services les plus sollicités : l'assistance administrative dans les formalités auprès de la Préfecture de Région à travers le "guichet scientifique" commun fonctionnant avec le PRES-UMSF ; en amont, il s'agit de la procédure de validation des conventions d'accueil qui conditionne l'obtention d'un visa scientifique ; après l'arrivée du chercheur-invité, il s'agit de l'aider à constituer le dossier relatif à sa carte de séjour. les cours de français spécifiques (2 sessions par an) ; les assurances santé, responsabilité civile, habitation ; l'information sur le logement, en particulier pour les premières semaines du séjour ; les activités culturelles sous la forme de visites guidées ou sorties thématiques ; l'aide à l'accueil et à la scolarisation des enfants, de la maternelle au lycée. Le Centre Euraxess Languedoc-Roussillon s'appuie sur le réseau français (23 centres) et le réseau européen pour assurer une veille réglementaire qui lui permet d'informer 120 correspondants dans les universités et organismes de recherche de la région. Il diffuse régulièrement des informations culturelles à plus de 400 chercheurs invités. Par son action, le Centre Euraxess Languedoc-Roussillon participe à l’attractivité et au rayonnement du pôle scientifique régional. Les chiffres clés 2009 du Centre Euraxess

Une nouvelle formation pour les managers des services d’eau et d’assainissement à la rentrée 2009
« Modèle de laboratoire sans murs : le Labex brésilien » C Ce numéro « spécial Partenariats » (février Pa 2010, 28 pages, trois 20 versions : français, ve anglais, portugais) a ttire les leçons de sept années de présence et de fonctionnement du Labex-Europe, laboratoire extérieur de l’Embrapa, institut brésilien de recherche agronomique à Montpellier. Des leçons que l’Embrapa et Agropolis International souhaitent partager.
En effet, depuis 2002, Agropolis International héberge dans ses locaux le Labex et joue ainsi le rôle de portail d’accès et de facilitateur pour l'Embrapa et ses partenaires locaux (Cirad, Inra, IRD...). Pour mémoire, l’objet du Labex est de développer des partenariats en affectant des chercheurs confirmés dans des laboratoires de pointe situés en France et en Europe pour travailler sur des projets d’intérêt commun.

« International Executive Master OpT / Eau Pour Tous » Un Mastère Spécialisé ParisTech a été créé dans le cadre de la Chaire Eau pour Tous (fondée par ParisTech et la Fondation Suez EnvironnementEau pour Tous) et mis en place par AgroParisTech-Engref et MinesParisTech à Montpellier. L’objectif de l’Executive Master OpT est de former et renforcer les compétences des cadres dirigeants des services urbains d’eau et d’assainissement des pays en développement ou en transition. Cet Executive Master s’adresse à des professionnels, managers ou futurs managers de ces services et accompagne la prise de responsabilités dans la gestion d’un service urbain. Cette formation se déroule de septembre à septembre en alternant sessions de cours à Montpellier et missions sur le terrain dans les services d’origine des auditeurs.
Durant leur formation, les auditeurs réalisent, en accord avec leur autorité de tutelle, une étude en trois étapes sur un service de leur pays : diagnostic, prospective et plan stratégique, plan d’actions opérationnel. >WHAT'S ON IN MONTPELLIER?
Montpellier hosts the 1st Global Conference on Agricultural Research for Development (GCARD) The GCARD1 will take place from 28th to 31st March at Corum Congress Centre. It will be followed on 1st April by visits to scientific premises which will allow the international participants to discover the skills of Agropolis International scientific community in the fields related to agriculture, food, environment, biodiversity and rural societies. © INRA
The GCARD aims at developing a new agricultural research for development (ARD) global system focusing on the needs of the poor people in developing countries by mobilising the main stakeholders of the international agricultural research. This conference results from a general process of consultations led over 6 regions in the world (Near East, Pacific Asia, Central Asia, Europe, Africa, Latin America/the Caribbean) in order to gather the contributions and key questions of all the stakeholders involved in research, training and agricultural development.
Objectives of GCARD to help ensure that: Agricultural research outputs are accessible and relevant to the poor in developing countries; Research is aligned with and driven by the development needs of the resource-poor; Knowledge generation through scientific research is embedded in development thinking and practice; Funding systems are better aligned between research and development; Constructive and effective innovation pathways are developed between diverse stakeholders for the more rapid uptake of new knowledge, tools and technologies; International agricultural research systems are more effectively integrated with regional and national partners (public, private and civil) and are responsive and accountable for development impact against national and sub-regional demands.
The first of a series of conferences The GCARD 2010, which is the first of a series of conferences that will take place every 2 years, is organised by the GFAR2 in collaboration with the CGRAI3, to replace the conferences held on a three year basis by the GFAR and the annual general meeting of the CGRAI. The CRAI4
entrusted Agropolis International with the organisation of the event in Montpellier. The GCARD will start on Sunday 28th March by a summit meeting of political decision makers from governments, international organisations and research institutes which will analyse the funding needs and levels required for the agricultural research and the associated institutions in order to increase the impact on the poor people. This political summit will be followed by three days of meetings during which the stakeholders from the ARD sectors will have the opportunity to react and interact.
About 600 participants The conference will gather about 600 participants coming from a hundred Northern and Southern countries, including representatives of farmers organisations and cooperatives, national and international political decision makers, heads of international organisations (in particular UN agencies), representatives of the 15 CGRAI international agricultural research centres, Northern and Southern research institutes and universities, civil society organisations, representatives of the public sector, non governmental organisations, private companies, investors and donors, foundations supporting the ARD (Bill & Melinda Gates Foundation, Rockefeller Foundation), etc.

Obviously, the GCARD represents: A major political and institutional challenge due to the participation of numerous political and scientific important persons, the high rank of
the representatives coming from a large number of countries and the expected participation of senior French representatives. A conclusive scientific challenge because it is a founding event to validate a world strategic framework and action program to launch the first steps of a genuine world system showing more solidarity and better coordination. A strategic challenge for Montpellier as a world centre for agricultural research and an opportunity to show the skills of the region's research centre of excellence to the participants during the post-GCARD meeting on 1st April. Louis Malassis International Scientific Prize Agropolis Fondation is launching the Louis Malassis International Scientific Prize for Agriculture and Food as a tribute to Professor Louis Malassis (1918-2007), a highly esteemed French educator, agronomist and agro-economist and founder of Agropolis. The Prize gives recognition to an individual or a group of individuals for an exemplary and promising contribution to promoting innovation through research, development and capacity building in the North, South or in the Mediterranean in order to improve the sustainability of food and agricultural systems and to contribute to the addressing of food security and the fight against poverty. Final conference on the ECHEL-EAU project Towards an integrated water resources management The final conference on the achievements of the project ‘Tools for integrated water resources management: implementation in Limpopo, Mekong and Niger basins’, in short called ECHEL-Eau, funded by the FSP (Fonds de Solidarité Prioritaire) of the French Foreign and European Affairs Ministry for a total amount of 4 million euros over 4 years, was held in Niamey from 2 to 4 December 2009.

Joint Research Unit G-EAU Water management, stakeholders and uses s The Western Mediterranean area (Europe-Maghreb) and 4 main river basins–Niger, Limpopo, Volta and Mékong are priority geographical areas for the research unit. The work of the Joint Research Unit G-EAU (Water management, stakeholders and uses, including IRD, CIRAD, CEMAGREF, AgroParisTech/ ENGREF, Montpellier SupAgro and IAM.M, i.e/128 people) contributes to: producing knowledge on the functioning of hydrosystems, their use and management; proposing methods, tools and expertise for various publics (decision makers, managers, groups of farmers); training students and professionals in Northern and Southern countries. The work of the G-EAU joint unit complement the research work carried out by other units of the Montpellier scientific community; it focuses on resource allocation (evaluation of resources available under the influence of global change, regulation of hydraulic structures), water governance (regulation of demand, setting up rules, consultations, management of risks…), water productivity in irrigated agriculture (improvement of economic value, reduction of losses, pollution control, use of marginal resources and limiting of vulnerability (floods, droughts).
The Sirma project An example in a Southern country: the research unit is involved in the Sirma project which gave birth to ‘the network of skills in partnership on water in the Maghreb’. The research unit is strongly associated with the SirmaOrganized network
of skills dedicated to water management in the irrigated areas of the Maghreb. This network gathers the main agricultural research and higher education institutes of the Maghreb (Morocco, Algeria, Tunisia) and three research institutes which are Agropolis International members, CEMAGREF, CIRAD and IRD. The network contributes to the initial training of agricultural engineers and the vocational training of agricultural executives, to sharing and disseminating knowledge all over the Maghreb, in collaboration with French and European teams. Sirma also contributes, together with the agricultural professionals, to the design of technical innovation, the setting up of economic tools for the improvement of agricultural water management. This network perpetuates and extends the relationships built up within the framework of the research project Sirma which gave a fruitful collaboration between the two sides of the Mediterranean by widely involving farmers via researchaction (a 5 year project launched by the French Ministry of Foreign and European Affairs within the framework of the FSP -Fonds de solidarité prioritaire- for a total amount of 2 million euros).

casted by the national television, showed how important this project had been for the NAB and the Niger Basin. The ECHEL-Eau project was embedded in the Challenge Program ‘Water & Food’ (CPWF) of the Consultative Group for International Agricultural Research (CGIAR). Research, training and dissemination were associated in order to contribute to an integrated water resources management, in particular agricultural water use and its sustainability.
The conference, launched exc changes between the 3 basins s studied by enhancing transferts o experiments, results and tools of d designed throughout the project, has b been organised jointly by Agropolis I International and the Niger Basin A Authority, with the support of the r regional centre Agrhymet. About 80 persons including representatives of Niger Basin Authority, researchers and students from the 3 basins trained thanks to the project, attended a 3 day presentation on the results of the various components of the project and took part in the workshops which allowed them to handle the new tools.
The ECHEL-Eau project was based on three funding components, Agropolis International being the project manager for two of them: support for research activities (contribution to the competitive funds of the CPWF); support for the extension of research results in the 3 basins; support for the development of scientific and technical capacities of Southern partners (masters degrees and PhD thesis).

Agropolis International has just launched the next generation web site for www.agropolis.fr (French) and www.agropolis.org (English). The website highlights news and events as well as the Association’s actions and projects. It also offers a detailed presentation of the wide range of skills of the regional scientific community in research, training, scientific and technical information, transfer and innovation related to agriculture, food, biodiversity, environment. This website is easier to browse than the previous one including current technical innovations (sharing and exchanging information between internet users). It is compatible with any internet navigator and can be consulted on multiple devices such as mobile phones. The site has been designed by Agropolis International Association with the support of Agropolis Productions.

Workshop on Mediterranean prospective analysis (ARP-PARME 2010-2011) ‘What kind of research and partnerships for the Mediterranean?’ The French National Research Agency (ANR) has selected Agropolis International to coordinate, as from January 2010, a prospective analysis workshop (Atelier de Réflexion Prospective), on the issue ‘What kind of research and partnerships for the Mediterranean?’
Conducting such a research program represents the acknowledgement of Agropolis International role as a project manager and its know-how in terms of coordination and management of multidisciplinary and multi-stakeholders projects.
What is an ARP, a prospective analysis workshop? An ARP does not aim at selecting or carrying out research work (fundamental, applied or R&D projects) but they intend to stimulate the analysis on a given topic in order to assemble the scientific community and to propose long and medium term pro-active solutions. Hence, ARP is to link all kinds of potential partners for research projects in order to exchange and disseminate knowledge, to analyse market needs, to stimulate studies on scientific issues. ARP results may lead the ANR to launch new research programs.
Mediterranean prospective analysis workshop: challenges and specificities What is at stake is to build a prospective study aiming at identifying research and innovation fields which require cooperation actions today and for the next ten years between
Europe and the Mediterranean countries and also aiming at defining operating modes in order to facilitate cooperation in the fields related to research, training and innovation. Specific attention will be paid to four priority fields and their interactions: Health, especially emerging or rare diseases, their links with climate change and the movements of people and goods;
Agriculture, agrifood industries and long-term agricultural and food exchanges;
12 Mediterranean countries. Academic and higher education institutes : Inter-academic Group for Development (GID) ; University Montpellier South of France (UMSF) and University of Corsica; International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM); AgroParisTech, Agro Campus Ouest, Montpellier SupAgro and the National Veterinary College of Toulouse, represented through Agreenium.
Energy and water: complementarities between the solar energy resources available in the South and uses in the North; Cultural elements and the conditions for a fruitful encounter between civilisations.
A large panel of stakeholders involved, in particular at international level The workshop brings together 15 different and complementary organisations: Research institutes: BRGM, CEMAGREF, IFREMER, INSERM, IRD, CIRAD and INRA are represented through the National Consortium for agriculture, food, animal health and the environment (Agreenium).
The international scope and the cooperation links are also taken into account through the ERA-NET network 'Coordination of Agricultural Research in the Mediterranean' (ARIMNet), which assembles ministries and research institutes from
Economic and innovation networks: Euro-Med Innovation network which federates the clusters in the Euro-Mediterranean region.
Other stakeholders: the Plan Bleu, Futuribles group.
In addition to the consortium members, representatives of competitiveness clusters and/or pre-existing clusters, stakeholders from the socio-economic world and foreign experts from other countries of the Mediterranean basin will be systematically associated with the works carried out by the working groups.
Duration of the project: 18 months. Budget: 193,000 Euros

Thanks to its experience and know-how developed since the setting up of the welcome desk in June 2004, it aims at bringing support to all the institutions of the regional scientific community. The targeted public includes PhD students, post-docs, teachers and researchers as well as the staff dedicated to the management of the guest-researchers (international departments, staff management, etc.). En 2009, the Euraxess Centre has answered over 1,000 requests by email, phone or appointment, through to the question/answer service. Frequently asked services include: Administrative assistance related to the formalities with 'Préfecture' through the common 'scientist desk' jointly run with the PRES-UMSF; upstream, it deals with the paperwork required to apply for the 'scientist visa' and, after the arrival of the researcher, it deals with the paperwork required for the residence permit; French courses for scientists (2 sessions per year); Insurances related to health, civil liability, flat; Information on accommodation, in particular during the first weeks of the stay; Cultural activities including guided tours and thematic visits; Assistance for childcare and school enrolment, from kinder to secondary school. The regional Euraxess Centre benefits from the support of the French network (23 centres) and the European network to keep updated on regulations and legal issues in order to inform 120 correspondents in the universities and research centres in Languedoc-Roussillon; it also disseminates cultural information to more than 400 guest-researchers. Through its actions, the Languedoc-Roussillon Euraxess Centre improves the attractiveness and enhances promotion of the regional scientific community. Key-figures:

'International Executive Masters program OpT - Water for All’ A specialised Master was created by ParisTech in the framework of the Water for all Chair (founded by ParisTech and Fondation Suez Environnement – Water for all) and implemented by AgroParisTechENGREF and Mines-ParisTech in Montpellier. The objective of this Executive Master is to train leaders and to enhance the managing skills of the executives of urban water and sanitation services in developing or emerging countries. This Executive Masters program is designed for established professionals of these departments and prepares for a higher management position. This training takes place from September to September with alternating sessions in Montpellier and field missions in the department the trainees come from.
During their training, the trainees perform a survey jointly with one of the departments in their home country and with the agreement of the tutor authority, in three steps: diagnosis, forecasts and strategic plan, operational action plans. Teaching languages: in French in 2009-2010 academic year; in English in 2010-2011.
