10 ans de présence à Agropolis International pour le LabEx Europe, Laboratoire Extérieur de l'Embrapa

La Lettre internationale d’Agropolis a souhaité en savoir plus en interviewant Pedro Arcuri, coordinateur du LabEx Europe depuis 2009.  La Lettre internationale d’Agropolis (AI) : Vous êtes le 3ème coordinateur du LabEx Europe, arrivé en 2009. Quelles sont pour vous les particularités de cet outil original, de ce modèle de partenariat ? Pédro Arcuri (PA) : L'originalité du modèle LabEx, "laboratoire extérieur" de l’Embrapa, repose essentiellement sur 3 points : • Ce "laboratoire sans murs" est un outil de coopération internationale qui est virtuel. Il est donc très flexible, focalisé vers les objectifs stratégiques de l’Embrapa, avec une totale liberté de choisir les partenaires, et cela pour un coût relativement bas, car il y a peu de frais d’infrastructures et d’administration. • Il intègre exclusivement des chercheurs seniors, apportant leur expérience de recherche et leur connaissance des réseaux au Brésil et à l’international. • Chaque chercheur(e) conduit des travaux au sein d’une équipe de recherche de haut niveau, et a également pour mission de transmettre

Le PROCISUR (Programme de coopération pour le développement technologique agroalimentaire et agroindustriel du "Cone Sud" de l’IICA - Instituto Interamericano de Cooperación para la Agricultura) souhaite développer des collaborations avec la communauté scientifique régionale dans le cadre d’un accord de partenariat signé fin 2010 avec l’Association Agropolis International. Une délégation du PROCISUR (composée de son

 AI : Qu'apporte la communauté scientifique Agropolis International à l'Embrapa, notamment comme portail vers l'Europe ? PA : Pour l'Embrapa, l'Association Agropolis International est la porte d’entrée vers la communauté scientifique régionale, pôle d’excellence en agronomie pour les régions tropicales et méditerranéennes, et connectée aux grands réseaux internationaux de recherche et d’enseignement supérieur.

 AI : Qu'a apporté l'Association Agropolis International depuis 10 ans au LabEx Europe ? PA : L'Association Agropolis International permet à l’Embrapa d’établir des contacts d’une façon rapide et efficace avec les institutions françaises de recherche

Des réunions institutionnelles, rencontres scientifiques et visites de laboratoires ont eu lieu autour des thèmes d'intérêt commun identifiés au préalable, avec des chercheurs et des représentants institutionnels de différents organismes de recherche et

agronomique et d’enseignement. Elle joue donc un rôle important d'appui à la coordination et à la mise en place du programme LabEx Europe. Un résultat concret a été la création du Consortium International de Biologie Avancée, CIBA, qui rassemble des partenaires brésiliens (Embrapa et le réseau d’universités et d’institutions de recherche et d’enseignement) et français (instituts de recherche situés à Montpellier sous la bannière d’Agropolis International : Cirad, IRD, Inra, Montpellier SupAgro, UM2) au service de l’amélioration variétale pour les pays du Sud.

 AI : Pensez-vous que ce type de partenariat peut servir de modèle à d'autres pays? PA : Une institution proche de l’Embrapa, l’INTA d’Argentine (cf. ci-contre), s'est déjà inspirée du modèle LabEx brésilien. Le programme LabEx de l'Embrapa s'est révélé un outil de coopération internationale stratégique pour les pays émergents, dont les institutions publiques doivent agir d’une manière flexible, rapide et économiquement efficace afin d’accompagner l’évolution et la production de connaissances, permettant le développement de nouvelles technologies agricoles utilisables par les agriculteurs. Cela est vital dans un contexte de changement climatique et de la nécessité d’une approche durable, compte tenu du scénario de croissance de la population mondiale et de changement des habitudes alimentaires.

 AI : 10 ans ça se fête ! Comment va être célébré cet évènement ? PA : Ce 10ème anniversaire est marqué par plusieurs évènements scientifiques liés aux thèmes du Programme LabEx Europe.

10 ans de LabEx Europe en chiffres

À Montpellier, nous avons organisé un atelier de travail « Dynamiques territoriales en Amazonie par télédétection. Observatoire de l’Amazonie – première approche : la région de la forêt nationale du Tapajós » avec l’unité mixte de recherche TETIS* et des partenaires brésiliens et français. Deux autres ateliers, "métagénomique" et "écologie microbienne", auront lieu au Brésil. Le LabEx Europe et Agropolis International préparent une deuxième édition du dossier thématique "Spécial partenariat - le LabEx brésilien**" synthétisant les résultats de 10 ans de ce partenariat et les témoignages des acteurs du programme LabEx Europe (en français, anglais et portugais). En octobre prochain, dans les locaux d’Agropolis International, sont prévus : une cérémonie protocolaire en présence de la direction de l’Embrapa et des partenaires en Europe, avec signature officielle de documents institutionnels ; et un colloque scientifique portant sur l’interaction agriculture-alimentation-santé, en association avec la Société Française de Biologie.

Création d'un LabIntex argentin à Montpellier Agropolis International a signé fin mars 2012 à Buenos Aires (Argentine) une convention de partenariat avec l'INTA (Instituto Nacional de Tecnología Agropecuaria), pour la mise en place à Montpellier d'un LabIntex (Laboratoire Extérieur sans murs). Basé sur le modèle du LabEx de l'Embrapa et avec le soutien de la Banque Interaméricaine de Développement (BID), cet outil vise à renforcer les coopérations entre l'Argentine et la communauté scientifique française, dans le domaine de la recherche agropastorale, agroalimentaire et/ou agroindustrielle. >COOPÉRATION Le réseau a été créé en janvier 2008 à l’issue de l’atelier sur les Syal tenu à Collecchio–Italie (12-14 décembre 2007 - Déclaration de Parme).

Projet européen « Réseau européen d’innovation et de technologie dans les secteurs agricoles et agroalimentaires » (RED-ITAA 2011-2012) L’objectif fondamental de REDITAA est l’implantation à un niveau transnational du portail Chil : portail des professionnels de l’agriculture. Il s'agit d’établir un réseau virtuel de collaboration entre centres de recherche, industries et producteurs du secteur agricole et agroalimentaire de l’espace SUDOE.

 D’une durée de 24 mois, le projet est coordonné par l’Université Polytechnique de Madrid et financé par le programme Interreg SUDOE (coopération territoriale de l'espace Sud-ouest européen). Il réunit des partenaires espagnols, français et portugais autour d’un portail transnational de connaissances sur les

Agropolis International et la Fédération régionale de la coopération agricole du LanguedocRoussillon (FRCA-LR), partenaires français du projet, organisent des présentations du portail auprès des acteurs de développement agricole, groupes de recherche et experts (coopératives agricoles, structures

Cette réédition actuaCett lisée en début d’année 2012 démontre le dynamisme de la recherche sur l’eau en région Languedoc-Roussillon à l’occasion du 6ème Forum Mondial de l’Eau (12-17 mars 2012, Marseille) et pour le Salon International de l’Eau HydroGaïa (6-8 juin 2012, Montpellier).

À cette occasion, Agropolis International a présenté (le 14 mars) sur le stand du Conseil Mondial de l'Eau, le dossier thématique Agropolis n° 14 "Ressources en eau : préservation et gestion", qui vient de paraître en français, anglais et espagnol.

La Chaire Unesco « Alimentations du monde » (ADM) officiellement lancée en janvier 2012 à Montpellier  À l’initiative de Montpellier Sup Agro, plusieurs membres d’Agropolis International ont mis en place un partenariat pour la création d’une chaire en Alimentations du monde (ADM) à Montpellier. Labellisée par l’Unesco en mai 2011, cette chaire a débuté ses activités dès l’automne. Son colloque inaugural qui a réuni près de 350 participants le 27 janvier 2012 a présenté les points de vue de scientifiques, de représentants d'organismes publics et privés et d'acteurs de la société civile sur le thème : « Alimentation durable : un bien partagé ? ». Montpellier compte aujourd’hui une trentaine de formations et de laboratoires de recherche œuvrant dans le domaine de l’alimentation. La Chaire Unesco en Alimentations du monde est couplée à un réseau Unitwin (University Twinning and Networking), rassemblant une quinzaine d’universités étrangères. Porté par Jean-Louis Rastoin, professeur émérite à Montpellier SupAgro, ce projet a été élaboré par un groupe de travail pluridisciplinaire composé d’enseignants-chercheurs et de scientifiques de plusieurs établissements membres d’Agropolis International : CIHEAM/IAM.M, Cirad, Inra, IRD, Montpellier SupAgro et les trois universités de Montpellier. Les activités de la Chaire ADM visent à diffuser des connaissances et stimuler la recherche sur la dynamique et la diversité des systèmes alimentaires. L’objectif de la chaire est de contribuer à la construction de systèmes alimentaires plus durables dans le monde. Dans cette perspective, elle souhaite développer une base de connaissance

en mobilisant les recherches des laboratoires en sciences biotechniques et en sciences sociales de son réseau Unitwin. Parmi les projets présentés, on relève : la mise en place de parcours pédagogiques sur la base d’ECTS à Montpellier SupAgro et dans les établissements français et étrangers du réseau Unitwin ; le lancement d’un séminaire de formation continue itinérant sur la sécurité alimentaire ; l’organisation d’un colloque international annuel sur un thème d’actualité lié à l’alimentation dans le monde ainsi que la création d’un site Internet. C’est grâce au soutien actif de la Commission nationale française pour l’Unesco et à l’appui des membres d’Agropolis International, d’universités étrangères, d’Agropolis Fondation, du Conseil Régional LanguedocRoussillon et des acteurs de la société civile, que la chaire Alimentations du monde a obtenu le précieux label. La Communauté du Grand Narbonne adhère depuis juillet 2011 à Agropolis International

Agropolis International a signé une convention de partenariat avec Le Grand Narbonne le 06 juillet 2011 afin de formaliser les différents engagements de la collectivité avec l’association. La Lettre internationale d’Agropolis (AI) a rencontré Tristan Lamy (TL), viceprésident délégué au développement économique, à l’Enseignement supérieur et à la Recherche, Grand Narbonne.

 AI : Quelles ont été les motivations de la collectivité du Grand Narbonne pour adhérer à l’Association Agropolis International ? TL : Au travers de l’Association Agropolis International qui fédère une communauté scientifique de premier plan autour des mots clés agriculture, alimentation, biodiversité, environnement, il s’agit, d’une part, de valoriser notre potentiel de recherche, de compétences scientifiques et technologiques, et, d’autre part, de favoriser l’implantation d’entreprises, de start-up et de centres de recherche au sein de notre Parc Méditerranéen de l’Innovation (PMI).

 AI : Quels sont les attendus du partenariat ? Sur quelle thématique ? TL : À court terme, notre objectif est de mettre en place une stratégie de marketing territorial à travers les différents outils et supports de communication d’Agropolis International : lettre internationale, sites webs multilingues*, etc.

Agropolis International représente un réseau de diffusion et d’influence particulièrement efficace permettant de mettre en avant notre politique communautaire en faveur de l’innovation. À moyen terme, nous comptons sur Agropolis International pour que des délégations étrangères viennent visiter notre territoire, s’approprier nos savoirs-faire et connaître les compétences scientifiques du Laboratoire de Biotechnologie de l’Environnement (LBE) de l’Inra (cf. ci-contre) spécialisé dans le domaine du traitement des eaux usées et dans la valorisation de la biomasse.

 AI : Pourriez- vous préciser les liens établis entre la communauté du Grand Narbonne et ce laboratoire ? TL : En tant que collectivité, nous avons une véritable stratégie de soutien financier, pour la tenue, au sein de notre territoire, de colloques scientifiques internationaux. Ainsi, avec notre appui, le Laboratoire de Biotechnologie de l’Environnement a déjà organisé des manifestations d’envergure : un colloque international sur la digestion-anaérobie, en décembre 2009 ; une école chercheur euro-méditerranéenne sur le thème du traitement des eaux usées et des déchets, en juin 2010 et le colloque national sur les biofilms au service des biotechnologies, en janvier 2012. Pour compléter ce dispositif, nous avons investi dans la création du Parc Méditerranéen de l’innova-

tion ou PMI, site unique qui allie la recherche, l’enseignement supérieur et l’accompagnement aux entreprises innovantes. Il accueille les étudiants de l’IUT Génie ChimiqueGénie des Procédés, antenne de l’Université de Perpignan Via Domitia ; une halle de transfert technologique pilotée par le LBE et INNOVEUM, un hôtel pépinière d’entreprises innovantes de 550 m². Par cette concentration et cette combinaison de moyens, il s’agit pour nous de favoriser le transfert de technologie vers des entreprises innovantes. Plus récemment, le LBE s’est distingué en devenant la tête chercheuse et pensante du projet GreenStars, qui a pour finalité de construire la filière française de valorisation des micro-algues. Les débouchés sont nombreux pour cette filière en émergence, notamment, dans le domaine des bio-énergies, des cosmétiques et de l’alimentation animale. Nous comptons profiter de cette dynamique pour accueillir tous les chercheurs, étudiants, et investisseurs qui voudraient tenter l’aventure sur le territoire du Grand Narbonne.

bioénergies (eg., via le biométhane et le biohydrogène par des écosystèmes anaérobies), les recherches du laboratoire cherchent à traiter et/ou valoriser les rejets de l’activité humaine, qu’il s’agisse d’effluents liquides (agroalimentaires en particulier), de résidus solides (résidus agricoles, déchets ménagers et boues issues des stations d’épuration) ou de biomasses spécifiques telles que les micro ou macro-algues. Cette valorisation se décline en intégrant explicitement les contraintes d’innocuité sanitaire (eg., liées à la présence de résidus pharmaceutiques, de détergents et/ou de pathogènes…). L’ensemble de ces recherches couvre un large spectre de compétences disciplinaires : microbiologie, écologie microbienne, génie biologique, génie des procédés, modélisation, automatique, analyse en cycles de vie, ingénierie de projet et transfert industriel. Le LBE est un des laboratoires leader mondial dans le domaine de la digestion anaérobie. Il réunit aujourd’hui plus de 120 personnes (dont 37 agents de l’Inra et un maître de conférence de Montpellier SupAgro) et bénéficie d’une implantation de 4757 m² dont 1882 m² de halle expérimentale, et d’un équipement scientifique et analytique performant, avec plus de 50 digesteurs en opération 24h/24 et 365 j/an. Le laboratoire porte le projet Greenstars qui rassemble 45 partenaires (organismes de recherche publique, entreprises, collectivités territoriales, pôles de compétitivité) et a été retenu en 2012 dans le cadre de l’appel à projets Investissements d’Avenir « Instituts d’Excellence sur les Énergies Décarbonées » (IEED) du ministère chargé de la recherche. Son objectif est de développer une nouvelle génération de biocarburants et de produits à partir de micro-algues utilisant les émissions de CO2 et les substances issues des rejets des activités humaines. Un budget de 160 M€ sur 10 ans est prévu dont près de 20 % d’aide publique. Le LBE développe des partenariats avec la sphère socio-économique : des éco-industriels, des grands groupes internationaux, des PME, des fédérations, des centres techniques et structures d’interface des filières agro-alimentaires ainsi que les collectivités territoriales, notamment avec la communauté d’Agglomération du Grand Narbonne qui vient d’adhérer à Agropolis International. LabEx Europe—an External Laboratory of Embrapa—has been hosted by Agropolis International for 10 years Europe programme. One tangible result has been the founding of the International Advanced Biology Consortium (CIBA), which includes Brazilian (Embrapa and a network of universities and research and educational institutions) and French (Montpellier-based research institutions that are under the Agropolis International umbrella: CIRAD, IRD, INRA, Montpellier SupAgro, UM2) partners that focus on plant improvement for the benefit of developing countries.

 AI: Do you think that this type of partnership could serve as a model in other countries?

The Agropolis International Newsletter interviewed Pedro Arcuri, Coordinator of LabEx Europe since 2009.  The Agropolis International Newsletter (AI): You are the third Coordinator of LabEx Europe and you arrived in 2009. In your opinion, what are the features of this unique tool, of this partnership model? Pedro Arcuri (PA): The LabEx, ‘external laboratory’ of Embrapa, is unique for three main reasons: • This ‘laboratory without walls’ is a virtual international cooperation tool. It is thus highly flexible, focused on Embrapa’s strategic objectives, while leaving complete freedom to select partners, and at a relatively low cost since there are few infrastructure and administrative costs. • Only senior researchers are included, who bring with them their research experience and knowledge concerning networks in Brazil and worldwide. • Each scientist conducts research in a top notch research team, while also informing Embrapa on new PROCISUR (Cooperative Program for Agri-food and Agroindustrial Technological Development of the Southern Cone of IICA – Inter-American Institute for Cooperation on Agriculture) intends to develop collaborations with the regional scientific community within the framework of a partnership agreement signed in late 2010 with the Agropolis International Association.

 AI: What does the Agropolis International scientific community have to offer to Embrapa, especially in terms of a gateway to Europe? PA: For Embrapa, the Agropolis International Association opens a gateway to the regional scientific community, an agronomy excellence research platform for tropical and Mediterranean regions, and connected to major international research and higher education networks.

PA: One institution that is close to Embrapa, i.e. INTA in Argentina (see box), has already drawn inspiration from the Brazilian LabEx model. Embrapa’s programme has turned out to be a strategic international cooperation tool for emerging countries whose public institutions must act in a fast, flexible and economically efficient way to support the advancement and production of knowledge, thus enabling the development of new agricultural technologies that may be readily used by farmers. This is vital in a climate change setting in which a sustainable approach is essential, considering the current global population growth rate and changing food habits.

PA: The Agropolis International Association has helped Embrapa make fast and efficient contacts with French agricultural research and educational institutions. It thus has a key support role in coordination and in setting up the LabEx A PROCISUR delegation (including the Executive Director and the seven heads of the technological platforms) visited Montpellier from 6 to 10 February 2012. The agenda included institutional meetings, contacts with researchers and research teams and laboratory visits. These were focused on issues of joint interest that had been pinpointed in advance with researchers and institutional representatives from different

The UNESCO Chair in World Food Systems was launched in Montpellier in January 2012  On the initiative of Montpellier SupAgro, several Agropolis International members developed a partnership to set up a Chair in World Food Systems (WFS) in Montpellier (France). This Chair was labelled by UNESCO in May 2011 and became operational in the autumn of the same year. Almost 350 people participated in the inaugural conference on 27 January 2012, where the viewpoints of scientists, representatives of public and private organizations and civil society stakeholders were presented on the issue ‘Sustainable food—a common good?’. Around 30 training courses and research laboratories focused on food issues are currently based in Montpellier. The UNESCO Chair in World Food Systems is part of the University Twinning and Networking (UNITWIN) Programme, which pools some 15 foreign universities. Headed by Jean-Louis Rastoin, Emeritus Professor at Montpellier SupAgro, this project was developed by a multidisciplinary working group consisting of teacher-researchers and scientists from several Agropolis International member institutions: CIHEAM/IAM.M, CIRAD, INRA, IRD, Montpellier SupAgro and three Montpellier universities. The WFS Chair’s activities foster knowledge dissemination and research on food system dynamics and diversity. The aim of the Chair is to contribute to the development of more sustainable food systems worldwide. In this setting, the goal is to develop a knowledge base by

mobilizing UNITWIN biotechnical and social science research laboratories. Some of the projects presented are: setting up educational pathways based on the ECTS system at Montpellier SupAgro and in French and foreign UNITWIN establishments; launching a mobile ongoing training seminar on food security, organizing an annual international conference on a current topic concerning the world food situation, in addition to website development. The Chair in World Food Systems was granted this valuable label thanks to the active support of the French National Commission for UNESCO, Agropolis International members, foreign universities, Agropolis Fondation, the Conseil Régional Languedoc-Roussillon and civil society stakeholders. With our support, the Laboratory of Environmental Biotechnology has already organized large-scale events: an international conference on anaerobic digestion in December 2009; a EuroMediterranean re-search seminar on wastewater and solid waste treatment in June 2010; and a French national conference on biofilms for biotechnology applications in January 2012. To supplement this system, we have invested in the founding of the Parc Méditerranéen de l’inno-

vation (PMI), a unique site that hosts research, higher education and support for innovative companies. It hosts students from the IUT Génie Chimique-Génie des Procédés, a branch of the Université de Perpignan Via Domitia; a technology transfer hall managed by LBE and INNOVEUM, and a 550 m² innovative business incubator. We are striving to foster technology transfer to innovative businesses through these combined and concentrated resources. More recently, LBE took the lead by becoming the research and strategy coordinator of the GreenStars project, which aims to develop a French sector to generate different products from micro-algae. This sector offers many new opportunities, especially in the fields of biofuels, cosmetics and animal feeds. We hope that these dynamics will encourage many researchers, students and investors to venture into the Greater Narbonne Urban Community. laboratory—symbolized by bioenergy production (e.g. via biomethane and biohydrogen from anaerobic ecosystems)—is geared towards the processing and/or recovery of waste from human activities, including liquid effluents (mainly of agrifood origin), solid wastes (agricultural residues, household wastes and slurry from treatment plants), as well as specific biomasses such as micro- or macro-algae. This recovery must specifically integrate health safety constraints (e.g. related to the presence of pharmaceutical residues, detergents and/or pathogens, etc.). LBE research covers a broad range of scientific disciplines: microbiology, microbial ecology, biological engineering, process engineering, modelling, automation, lifecycle analysis, project engineering and technology transfer. LBE is a leading world laboratory in the field of anaerobic digestion. It currently has a staff of over 120 people (including 37 INRA agents and a Montpellier Supagro lecturer) and benefits from facilities covering an area of 4757 m², including a 1882 m² experimental hall, and advanced scientific and analytical equipment, with over 50 digesters running year round. LBE is striving to achieve research excellence on a broad range of

The laboratory coordinates the GreenStars project, which brings together 45 partners (public research organizations, companies, regional and local authorities, competitive clusters) and was selected in 2012 within the framework of a call for future investment projects by the Institute of Excellence in Carbon-free Energies (IEED) under the French Ministry of Research. The aim is to develop a new generation of biofuels and products from micro-algae using CO2 emissions and waste substances derived from human activities. It has a planned 10-year budget of €160 M, almost 20% of which is public aid. LBE is developing partnerships in the socioeconomic community: green industries, large international groups, SMEs, federations, technical centres and agrifood sector interface structures, as well as regional and local authorities, especially with the Agglomération du Grand Narbonne which has just become a member of Agropolis International.
