Patient-Centered Primary Care Collaborative of Central Ohio Health Plan Data Usage Guidelines (revised: January 1, 2011)
As part of its coordinating role for the creation of the Patient-Centered Primary Care Improvement Dashboard, Access HealthColumbus follows the guidelines below for the use of data received from health plans.
HIPAA Business Associate Agreements – Access HealthColumbus signs Business Associate Agreements provided by health plans.
HIPAA Compliant Data Server – Access HealthColumbus provides health plans with a unique user name and password for the transfer of data. Health plans can only access their data on the secure server.
Claim Utilization Data – Access HealthColumbus requests claim utilization data at an aggregate level, therefore no PHI information is contained in the datasets. Claim utilization data received from a specific health plan is pooled with other health plan data and used solely for reporting via the Patient-Centered Medical Home Improvement Dashboard.
Data Sharing – Access HealthColumbus does not share data received from health plans with any external organizations or individuals.
Data Usage Agreements – Access HealthColumbus will sign data usage agreements as needed (and provided) by participating health plans.
