Birdi shared updates with the group regarding Medicaid reforms that are being discussed and implemented. Slides from the presentation were shared with the group following the session. Questions and Comments  Medicaid will contract with a vendor to assist people in setting up Qualified Income Trusts (QIT), or “Miller Trusts”  If an individual is on Medicare they will still be able to set up a QIT if they are in long-term care and have income over 300% FPL.  Changes to Medicaid plans discussed in the presentation will likely take effect on July 1, 2016.  Participants are encouraged to sign up for the Ohio Department of Medicaid’s rule review process by visiting their website. http://medicaid.ohio.gov/RESOURCES/PublicNotices.aspx  Medicaid spend down will be phased out when the State shifts to the 1634 program. Spend down will remain in effect for individuals on refugee Medicaid.  There will not be any changes to MAGI rules for immigrants associated with the switch to 1634.  Medicaid coverage for mothers lasts 6 weeks after pregnancy. Newborns are eligible for coverage for one year following birth.  Immigrants will no longer lose coverage after 7 years if their immigration status is satisfactory. Presentation: What You Need to Know About Ohio’s Medicaid Waiver Program Nita Carter, UHCAN Ohio Nita provided the group with information related to Ohio’s proposed Medicaid waiver program called Healthy Ohio. Nita also informed the group of UHCAN’s efforts to collect patient stories on how the waiver program may affect their Medicaid coverage. The group showed interest in exploring this story collection process further at a future meeting. Nita’s slides were shared with the group following the session. 1

Always great to have new presenters and clarification on complicated topics. Excellent facilitation and presentation of information. Excellent, informative presentations. Very knowledgeable presenters. I appreciate the slides and material. Great meeting! Good info although I wasn’t quite up to speed with the terms/Medicaid info. I really enjoy the more informative sessions, plus the group is highly effective when more parties are present. Loved having ODM present on the 1634 program. She and her team are always so insightful and provide exceptional trainings. Many big changes coming our way! Medicaid waiver need to educate the public. We need more follow up. OHM—it was good—people do need to be educated on how they propose to do it. Policy info was great. The information shared on the new 1634 program was helpful and glad that the decided to go forward with a conversation on join story collection. This has been one of the most informative and interesting meetings I have attended! This was very helpful. I loved and learned a lot from both presentations especially the Healthy Ohio proposal. I would like these kinds of presentations more often about changes and policies in Medicaid. 2

What topics and/or questions would you like to explore at future learning group meetings?        

Any new info on ACA/Medicaid is useful. I like Nita’s concept of story-telling. Immigrants; requirements/eligibility. More info on Birdi’s presentation with the “Miller Trust”—I didn’t quite wrap my head around that whole process. Story collection. Topics that explain the changes in Medicaid and how the State is introducing new proposals. What data has been collected about the homeless population being able to do the waiver program. Would be interested to hear in-person from CMS reps!
